05:59is happening in Trinidad and Tobago,

06:03to share the different opinions

08:06there are a lot that's happening
08:07in Trinidad and Tobago,
08:08but I hope that we are meeting you
08:10in a state of comfort,
08:11you know,
08:12a state of warmth
08:13and, you know,
08:14I hope that whatever may be
08:16your challenges,
08:18you know,
08:18you let good sense reveal
08:19at all times
08:20in terms of getting through
08:21these challenges.
08:21But,
08:21as always,
08:22it's a pleasure to join.

08:27speaking of moving forward,
08:28we continue to move forward
08:29with a lot of initiatives
08:30that we're seeing happening
08:31and stakeholders
08:32that are joining you
08:34when it comes to the development
08:35of not just the young people
08:37of Trinidad and Tobago,
08:38but the citizenry.
08:39Yes,
08:39certainly.
08:39Tell us a little bit more
08:40what is taking place
08:41that we miss
08:41because a lot of things happened.
08:42Well,
08:43let me indicate,
08:43Whitney,
08:44on Saturday,
08:45you know,
08:45this was very inspiring.
08:47You know,
08:47we executed a National Parenting Semela
08:49that was directed to parents
08:51who have children
08:52who require special intervention.
08:54Yes.
08:54And let me see.
08:55And, you know,
08:55you've seen some of the photographs
08:56here led by the Honourable Minister
08:58of Homeland Security,
08:59the Honourable Minister
09:00of the Ministry of the People's
09:02Social Development,
09:03Vanda Namohit,
09:03her Parliamentary Secretary,
09:05various directors
09:06and, you know,
09:07medical doctors,
09:08psychologists,
09:09criminologists,
09:10you know,
09:10other technocrats,
09:11the National Parent Teachers Association,
09:13the Social Workers Association,
09:15a very vibrant group,
09:17you know,
09:17that is really taking overt steps,
09:20deliberate steps
09:20to be able to engage
09:21our nation's parents
09:22where they,
09:23and in this case,
09:24was parents who have children
09:25who I need a special intervention.
09:27You know,
09:27Whitney having engaged them
09:29on Saturday,
09:30you know,
09:30I kind of feel the organization,
09:32I kind of felt the parents,
09:34you know,
09:34the joy and the comfort
09:36that they felt
09:37knowing that,
09:37okay,
09:38we are not alone
09:38because we know
09:39to care for these children,
09:41you really require
09:42a level of resilience,
09:43you really need that support
09:44and those who may have been
09:45doing that over the years,
09:46you know,
09:46we salute you,
09:47we commend you,
09:47but we think the time has come
09:48all geared towards
09:50looking at prevention
09:51because these children
09:52are also exposed,
09:53exposed, sorry,
09:53to exploitation,
09:55criminality,
09:56and, you know,
09:57they are victim of these things
09:58and also,
09:58we want to ensure
09:59that they are not used
10:00to perpetrate criminal activity
10:02as well because of their
10:03vulnerability and circumstances.
10:04So, you know,
10:05I want to say that
10:06on Saturday
10:07to be joined by the hierarchy
10:08of government
10:08to see the response
10:10from the various ministers
10:11and giving the undertaking
10:12that they are ready
10:13and willing to continue
10:14to support the activities
10:15of parenting
10:16throughout Trinidad
10:17and Tobago
10:17and also where the
10:19special class of persons
10:20are concerned,
10:20it was inspiring for me,
10:22it was humbling for me
10:23and I, you know,
10:24hope and pray
10:24to continue these activities
10:25across Trinidad and Tobago.
10:27The feedback thus far,
10:29I was just going through
10:29today in a meeting
10:30with the various feedback
10:31from the various parents
10:32and with me,
10:33it was very, very humbling
10:35to see the feedback
10:35from the parents
10:37and the organization
10:38that attended
10:39and we urge them
10:40to join hands
10:41to be the advocate
10:42to look at reform
10:43in Trinidad and Tobago
10:44because this area
10:45of children
10:47who may be requiring
10:48special intervention
10:49and by extension
10:50the general public,
10:51this is an area
10:52in my respective view
10:53based on the discussions,
10:54I urge a need of reform
10:55as well
10:56in terms of legislative reform
10:58to ensure that
10:58these persons are protected,
11:00you know,
11:01in a deeper context
11:02and there's equality
11:02of treatment.
11:03You know,
11:04I must salute
11:04the Honourable Minister
11:05of Homeland Security
11:06and the Honourable Minister
11:07of Social Development.
11:08Both came
11:09and when you saw
11:10that partnership,
11:10both are willing
11:11and ready
11:11to, you know,
11:13support it financially
11:14and to support it
11:15from a legislative context.
11:16That in itself
11:17is refreshing.
11:17So, I give this country
11:19an undertaking
11:20that when I was given
11:20the opportunity
11:21to serve in the Office
11:22of Director of Policy
11:23and Community Support
11:24and let me stress that,
11:25Policy and Community Support.
11:27I'm not going to play
11:28with that office.
11:28I'm going to use that office
11:30for the benefit
11:31of the people
11:31of Trinidad and Tobago
11:32and as I said before
11:33that I hope to reach
11:34every single citizen
11:35one way or the other
11:36to benefit from
11:37the state resources,
11:38to benefit from
11:38both state and non-state
11:40actors intervention
11:41but all in all,
11:42Saturday was a very rewarding
11:44positive feedback
11:45and I hope to carry this
11:46short Trinidad and Tobago
11:47and those who may have
11:47children with special needs,
11:50you know,
11:50feel free to reach out to us
11:52if we don't reach you
11:52to be able to lend
11:53that support to you
11:54but keep doing the work
11:55that you're doing
11:56because these children
11:58definitely are in need
11:59of care and protection
11:59and I'll close it by this
12:00in the way that I open
12:01on that forum.
12:02With me,
12:03we seem to look at
12:03these children sometimes
12:04as a burden
12:07but when I was doing
12:07the research
12:08for that preparation
12:09on Saturday,
12:10these children,
12:12if we are reading deeply,
12:15both from a spiritual context
12:16and otherwise,
12:17they perhaps
12:18could be the gateway
12:19to heaven for us
12:19because the Lord
12:21has placed those children
12:22in our hands
12:22which is a great test
12:24and patience for us
12:25and we should not be seeing
12:26them as a burden
12:27but an opportunity
12:28to invest
12:29so that we are banking
12:30in the hereafter
12:31when we reach
12:32all good Lord.
12:32So there's a lot
12:33of significance in it
12:34but while we exist on earth,
12:36these parents are in need
12:37of support
12:38to be able to care
12:39for these children
12:39and, you know,
12:40there was a lot of examples
12:41from the various professionals.
12:42I want to thank
12:42all the professionals
12:43who participated
12:44in the panel discussions,
12:45the moderators,
12:47the persons
12:47who chaired the program,
12:49you know,
12:49and all the support
12:50that was generated
12:54on EDI.
12:54I want to salute
12:54every single stakeholder.
12:56So I want to thank you
12:56for the opportunity
12:57and Jackie,
12:58you know,
12:58to showcase
12:58the work of the Ministry
12:59of Homeland Security,
13:00the Ministry
13:00of Social Development
13:01and all state
13:02and non-state actors
13:03as we community
13:04engage the people
13:05of Trinidad and Tobago.
13:06Yeah, just a quick suggestion
13:07though,
13:07we know that
13:09we have some children
13:10who may be faced
13:11with challenges
13:12and because
13:14we see what may happen
13:15in school
13:15and they may lash out,
13:17you could use that
13:17as an avenue
13:18to connect with the parents
13:19because sometimes
13:19the parents
13:20you really need
13:21to connect with,
13:21which I believe
13:22is all, huh?
13:22Yes.
13:22All of us need
13:23to be educated
13:24but those who will
13:25really need
13:26that hands-on approach,
13:27that child could be
13:28the gateway
13:29to connect with the parents
13:30not just inviting them
13:31and they don't show up
13:32but actually showing up
13:33at their homes.
13:34Well, you could not
13:34have said it better
13:35and one of the organizations
13:37that are involved
13:37in the multi-sectoral response
13:39is the National Parent
13:40Teachers Association
13:40and what we have done,
13:41I've spoken to the president,
13:43Mr. Stewart
13:43and his executive
13:44just up to a couple hours ago
13:46emphasizing that
13:48they need to identify
13:49and play the lead role
13:51with identifying
13:52these parents
13:52who have children
13:53who are vulnerable
13:54so that the targeted
13:55intervention
13:56is reaching the people
13:57who are in need
13:59of that care and protection
14:01notwithstanding
14:01that we need to create
14:02that awareness
14:03in a general context
14:04because you do not know
14:05when a child
14:06may be good today
14:06but tomorrow
14:07it's inclined
14:07to breach the criminal law
14:08but we are relying
14:10heavily on the NPTA
14:11to be able to identify
14:12those parents who I need
14:13and also those children
14:14who are vulnerable
14:15and to an extent
14:15the Ministry of Education
14:17and I also want to salute
14:17the Ministry of Education
14:18as well,
14:19he has given his blessings
14:20as well
14:20to continue
14:21to enforce
14:24the National School
14:24Code of Conduct 2026
14:26and emphasizing
14:27the importance
14:27upon parents
14:28and their responsibility
14:30that resides with parents
14:32where their children
14:33is concerned
14:33and by extension
14:34the family home
14:35and the educational environment
14:36so I view this
14:38with me humbly
14:39you know
14:40as a very important wave
14:42that is it
14:42in Trinidad and Tobago
14:44and I hope that
14:45you know
14:45we continue to get
14:46that support
14:46from both state
14:47non-state actors
14:48and corporate Trinidad
14:49and Tobago
14:49as we move forward
14:50perhaps in the next
14:51couple weeks
14:51there may be
14:52something happening

17:56the students
17:57and the teachers

18:01ceremony

18:03we focus on the children
18:04the graduating class
18:06but sometimes
18:07parents are sitting there
18:08and the teachers
18:09and those two stakeholders
18:10are equally responsible
18:12as to why those children
18:13are sitting there
18:13had it not been
18:14for these two stakeholders
18:15they may not have been there
18:16so I took the opportunity
18:17yesterday to signal
18:18to those children
18:19that that relationship
18:20with those parents
18:21and I asked them to
18:22I said turn
18:23glance to your parents
18:24look them in the eyes
18:25and also to your teachers
18:26because had it not been
18:28for these two stakeholders
18:28you may not have been
18:29in any position
18:30and I think that
18:30for those who are
18:31delivering feature addresses
18:32across Trinidad and Tobago
18:34over the next couple
18:35of days and weeks
18:36please emphasize
18:37to these children
18:37the importance
18:39of their parents
18:40their guardians
18:42their caregivers
18:43and also these teachers
18:44had it not been for them
18:46they may not have been
18:46in any situation
18:47and I think that
18:47when we want to revisit
18:48the basics
18:49where our nation's
18:50children is concerned
18:51we must ensure upon them
18:53that yes they're graduating
18:54yes we are saluting them
18:56but they must have gratitude
18:57to the people
18:58who are responsible
18:59for where they are today

27:12A very interesting topic today, particularly as we deal with the youth.
27:19Yes.
27:20As we deal with the youth today, I want to make two suggestions to your guests here who is involved
27:30in policy.
27:31Once we deal with young people, we must have a proper risk-need assessment tool that identifies static and, again,
27:43dynamic risk factors.
27:46We cannot change static factors, right?
27:55That would be available to change, such a change in social attitudes and social feelings and social peer associations, from
28:06either affection and communication, monitoring and supervision, and I can go on and on.
28:10But the thing is, you must have a proper, you must have a proper, you justice balance approach.
28:16Remember, it's youth, right?
28:17They want to make sure you have a proper, you must have an alternative approach to copyrights, right?
28:19They want to include a lot of them, where they have a domestic conduct and have an alternative approach to
28:35the court, the young people who are under 25 who were involved in an organization with
28:40the TTPH. This is a simple example to use suspended sentences, due to probation, place
28:47them under probation if they are convicted. Right? Right? And if they no longer get involved
28:52in any kind of activities that you do before the court, you no longer prosecute them. Once
28:58you talk about a balanced justice approach, this is what restorative justice suggests
29:02particularly for the young people under 25 that I do them and to provide a means that
29:10they don't have a sentence or conviction against them. That is what you call a restorative
29:17approach, right? So we need to look at our young people as a special way instead of
29:22who know a justice estate. We call it a balanced justice estate approach. But you must have
29:28a particular instrument to manage aesthetic risk as against dynamic risk. You can't change
29:35the unchangeable. But you look at those things that can change. And that is what I call a balanced
29:39approach to dealing with young people. Right? So, for the same experience, these are the things
29:47you need to look at. It's not dealing with young people. Prevention. Prevention. And I want to
29:52recommend you continue to go. You have to give the parents towards changeable success as well. Right?
30:02We cannot just go about emotional and psychological and family structure. Those things are given.
30:08If it happens, you cannot change that. But look at the things that you can change. And that is
30:12a good aspect in terms of evidence-based approach. Using a level of service case management and
30:18inventory instrument. Right? That is also provided with what they call proper case management,
30:23interventions, correctional plans, accountability plans. Right? In a specific targeted approach.
30:31But I leave it here. I don't want to monopolize. But I want to share this with policymakers.
30:37Think about it. The balanced justice approach. The justice of justice.
30:41Alright. Thank you so much, Kola.
30:43Thank you very much, Kola. Kola, it's always refreshing to hear, you know,
30:46persons like you've got yourself getting in the discussion. And you're using some very
30:49important terms. The rehabilitation, the restorative justice, and in some cases, a
30:53complimentary approach where in some instances, you'll need a punitive measure.
30:57I'm happy that we are looking at it in a balanced approach. But your points are duly noted.
31:01I'm happy that, you know, it's also very inspiring, very refreshing to hear that at least
31:06there's a citizen outside who recognize the importance of looking at prevention. And even if
31:11persons are charged in place before the court, looking at ways in which we can rehabilitate
31:15those persons, restorative justice as you indicated. But again, I'm happy that you join
31:19any discussion. And I wish many more persons can join this discussion with me.
31:23That is the call. The more, I should say, if more of us get involved in the discussion,
31:28positive action, we are going to see a change in Trinidad and Tobago.
31:31Do not sit by. Do not sit back home and get in the discussions. Position yourself where you
31:36can get involved. And this caller is using the platform. He has just spoken to you and myself.
31:43Yes. And then if I now listen carefully to what he's saying, where that can reach?
31:48The heirs of the what? The Honorable Minister. And the people who could...
31:51The heirs of what? The Honorable Prime Minister. And the heirs of what? The Parliament. And next thing you see

50:54Let me say at the outset, and for the police officers and law enforcement across the board,
50:59the regulations speak clearly about communication with the media.
51:03Let me indicate that immediately in terms of disseminating information to the media.
51:08Let's come to social media now.
51:10Yes.
51:10From an informal context, there's also a social media policy within the Trinidad and Tobago Police Service
51:15that actually guides how police officers behave.
51:18The genesis is, you have taken an oath to protect and serve with pride,
51:22and you should not be engaging in activities or disclosing information.
51:26Let's say, for example, the Assistant Commissioner, Mr. Smith, did not give some precise information on the matter.
51:32And the matter is really ripe for diligent criminal investigation.
51:36When you are disclosing information about matters that may be very important,
51:41what they call the fine details of an inquiry, you're prejudicing an investigation.
51:46So, as police officers, if that is the case, we ought to be responsible.
51:50We ought to be setting the example.
51:51And I must say, I know that the Assistant Commissioner, through the media release,
51:55and I'm guided by the media release,
51:56if, in fact, there are persons who are breaching the regulations
51:59or breaching the policy of the Trinidad and Tobago Police Service,
52:02I will strongly suggest and advise that they be held responsible,
52:06whether from a disciplinary context,
52:09to let it feel the full brunt of irresponsible behavior.
52:12Because you cannot be policing a nation, or be expected to police a nation,
52:16but every opportunity you get, you're picking up a cell phone or you're disclosing to a third party,
52:21and when you disclose to a third party, whether it be a husband, a wife, a girlfriend, a brother, a
52:25sister,
52:25you have no control over what they do with it.
52:28So, you may not have placed it on social media, you may place it on a significant other,
52:32but that significant other is in a group, and want to know what they need to know,
52:36so they share it out to a party, be responsible.
52:39So, I will strongly advise those who are found breaching the regulations
52:43or the internal policies of the police service.
52:47Commissioner, I know that you have been applying the rule in recent times,
52:51and I urge you to continue to apply that rule, you know,
52:55of course, following due process with reference to these matters,
52:58but police officers, if, in fact, what you are saying with me,
53:01whether going in a crime scene, whether involved in an investigation,
53:04whether in this situation at the Bellman Police,
53:06we ought to be responsible, direct your efforts to try and solve crime,
53:10detect crime, prosecute crime, and bring justice to people of Trinidad and Tobago,
53:15and not be engaging in activities like that.
53:17And then you're able to give the information that is needed.
53:20And I think, more so, let me make it very clear,
53:22it's not that the officers may be trying to hide, I don't see it like that,
53:26I think you interfere with an investigation that could be able to help.
53:34And I'm a balance of it.
53:36Yes, when they go before the court.
53:38And let me balance it a little bit, Whitney.
53:39If, in fact, let's give them the benefit of the doubt.
53:41If, in fact, you want transparency and accountability,
53:42so you say, okay, you learned about something,
53:45and you don't want it to be suppressed,
53:46so you bring it out in the public domain.
53:48As police officers, you have the police complaints authority,
53:50you have the professional standards bureau,
53:52you have the commissioner of police,
53:53you have other senior officers.
53:55Do the proper thing and bring it to this attention.
53:57If, in fact, when you bring it to these persons that have not been dealt with,
54:02then you can have an opportunity to say, okay, you seek counsel,
54:04and then you look at other avenues in which you can deal with it.
54:06But just don't say, okay, you want to highlight it,
54:09so what do you do?
54:09You throw it into the social media domain.
54:11That don't make sense.
54:12And then now we have brought light to that these items that may not,
54:17may have, I mean, in a position like that,
54:20they didn't want the public to know, not meaning they're hiding,
54:22but we saw what happened with the guns situation
54:25and Mississippi Municipal Police,
54:28and these are, as they gave the information,
54:31this has to go before a matter,
54:32and they may not want sensitive information.
54:36Whitney, in simple terms,
54:38those things will require,
54:40whether it be disciplinary investigation from a disciplinary context
54:43or investigation from a criminal context,
54:46let due process take its course,
54:49and do not be excited,
54:50and as I said before,
54:51I'm not asking if you are one to say,
54:53okay, you're going to highlight wrongdoing,
54:55or allege wrongdoing,
54:56but put it into the proper domain.
54:58Don't make mischief of it.
55:00That's correct.
55:00Before you rush to a conclusion,
55:02because in this case,
55:03this could affect a matter that is before the court,
55:05because they said clearly,
55:07these are exhibits that are used,
55:09that in cases,
55:11that could now interfere.
55:13Next thing you want to touch your guns,
55:14they place it there for a reason.
55:16And that's what I'm saying,
55:16let the process of the investigation take its course,
55:20so you know exactly whether they were exhibits
55:22attributed to ongoing court matter,
55:24whether court matter came to an end,
55:25and these exhibits should be submitted for destruction,
55:28whether they are guns that, you know,
55:30We would know,
55:30because of the investigation.
55:32First,
55:33and that is why they're being dealt with a certain way.
55:35Now,
55:36if it's a defense attorney,
55:37because we speak in law,
55:38right,
55:38and I see something like this,
55:39and I know I have a matter with one of my clients
55:42before the court with a gun issue,
55:45I can easily say,
55:46listen,
55:47these items were tampered with,
55:48you know,
55:48I don't know what was placed on,
55:50what wasn't placed,
55:51so you have to be so mindful.
55:54And careful.
55:55And careful.
55:55Mr. Ali,
55:56we have a few seconds,
55:56of course,
