04:12And this is why I'm asking you, the public, what could be done to curb these incidents
04:17that are happening.
04:18The carnage that we are seeing on the nation's roads.
04:21We continue to plead.
04:22We continue to ask what could be done.
04:25And then there was an incident that took place in Chinapu, which was very disturbing.

04:30No fear.
04:31Children being a wrong person trying to enjoy the Easter holidays.
04:35A moment where it's supposed to be peace, but we saw what took place.
04:39The mayhem that took place in the Chinapu area.
04:42To discuss this and more, of course, we have our favorite officer with us each on every

05:08I guess you all were out and about doing what was needed.
05:13You know, DTTPS, we know it's a long weekend and we have to do what we have to do.
05:18I stand before you today, though, with a bit of disappointment based on the number of
05:25RTAs that we witnessed.
05:28There was one road fatality and we say condolences to the family on behalf of Trinidad and Tobago
05:34Police Service.
05:35I know maybe the season was a bit wetter than expected.
05:40Yeah.
05:40But that's the reason when I stand here, I always say, keep your vehicle road worthy.
05:46You know, sometimes we wait and we see that the tires are really nearing its end but we
05:50waiting for the rainy season to start.
05:52But we have to understand due to climate change and stuff like that, that the rainy season
05:56comes any time.
05:58Yeah.
05:58The rain falls when it needs to fall.
06:00And I know persons have to...
06:02I don't know if persons need to go back to school or drive in school.
06:05If the licensing authority have to change the way all the instructors may now have to put
06:11something what is called a skid pad and teach persons car control in the rain and stuff like
06:17that.
06:18But we need to put something in place to have drivers behave themselves.
06:22I think it should be mandatory to have defensive driving as part of your requirement when you
06:27are trying to obtain your license.
06:29It's something that should be done.
06:30And if they could do something where it is not obviously annual for drivers who have
06:35had their license over a period of time, but it could be done where it's a period where
06:39you need to go and do, update your defense driving.
06:43For certain classes of vehicles, I think for taxi operators, heavy T, once they are going,
06:49I think they have to, once they are renewing, they have to bring their medical certificates.
06:54But what I want to say is that at Trinidad and Tobago Police Service, we are really focused
06:59on saving lives.
07:01And when I remember before I left there, on Thursday last, I said to Trinidad and Tobago
07:07to behave yourself, be careful on the road.
07:10And by the time I was going up the road and I reached the vicinity of Bagua and things,
07:14there was another accident there.
07:16There was an accident there.
07:17And I said, wow, look at that.
07:19We not too long spoke about that while it's on air.
07:23Some persons may feel upset when we are out there doing road enforcement exercises
07:31and they may think that we are out here to raise the general funds for the government.
07:37We are not out here ready to issue tickets.
07:40Tickets come by way of an infraction caused by you, the driver, you, the owner, the operator
07:47of the vehicle.
07:48So we are really about saving lives and reducing the number of accidents on the road.
07:54We are looking to reduce road fatality.
07:56And that is also in keeping with our pillar number four, public safety, where we have a
08:01section that was really dissected and really geared towards that road safety aspect of it.
08:08So it's not about we are out here to give tickets.
08:12I mean, look at it only different from the different side.
08:15We, 18 persons, have been arrested for driving under the influence.
08:23Look how many lives that were saved because of those exercises.
08:30Imagine we are speaking about this daily, day in, day out.
08:33Long weekend come, long weekend go.
08:35And we increase advisories, especially around long weekends.
08:41Yes.
08:42And 18 persons still held.
08:44Yes.
08:44Right now, let's take a look what took place in the Chinapu area where we saw the gunfire
08:50that took place that was very disturbing.

08:53Now, there was children fleeing as gunmen opened fire in the Chinapu area.
08:59Three men were wounded in a late afternoon shooting in Chinapu village, Mova.
09:03On Monday, forcing children and residents to flee for safety, the attacked a place near
09:08a community gathering attended by families shortly before nightfall.
09:13The video from the scene shows children running across the street as gunfire erupted,
09:17with one man seen grabbing his infant child and escaping the chaos.
09:22Three men sustained gunshot injuries.
09:24Two of the victims have been identified as Solomon Cambridge of Mova, who was taken to the
09:29Portisville General Hospital, and Rodney Williams, the third man's identity and condition,
09:34have not been released.
09:35The latest shooting comes after a fatal attack in January, the same area in which a 22-year-old
09:42Hakeem Zion Neverson was killed and a 23-year-old was injured.
09:48The previous incident also involved high-power firearms.
09:54This one was disturbing for me to see over the weekend.
09:57The only weekend of that.
09:58It would be disturbing for all because it would take us back to that other situation which occurred
10:03in the Central Division a few months ago, if so much.
10:07And, you know, I stand here and I continue to advocate for that partnership with the TPS
10:13and the public.
10:14Some persons may have their different views.
10:17We are by no means a perfect organization, but you are better off siding with us than siding
10:24against us.
10:25Look at what is taking place.
10:27There is no respect for human lives anymore.
10:29There is no respect for women and children anymore.
10:32We are seeing that.
10:33That's the community gathering there.
10:35On my morning in the program this morning, I asked a question to the members of the set
10:41community and communities who may be inflicted with what we are seeing here.
10:45When would you say enough is enough for you to say, listen, we need these people out.
10:50We need these individuals out because the majority of the persons who live in these communities
10:54are law-abiding citizens.
10:55You can see they're trying to do something with their family, their friends, their loved ones,
10:59their neighbors, and they want to keep the community together.
11:02But clearly those individuals who are there, which is clearly the minority, are there to
11:07destroy.
11:08And I would tell you, I would say something.
11:11When there are persons who go out, and that's what I tell parents, you have to be in your
11:17children's life.
11:18You have to just monitor and ask questions and know what's going on because sometimes there
11:23are persons who may be held as kings and heroes in their villages and they are considered
11:29good.
11:30Yes.
11:31But outside of their village or their community, they are terrorists.
11:36Yes.
11:37Yes.
11:37They are robbing, they are stealing, home invasion, guns.
11:40Yes.
11:41You know.
11:42And then you go back into the neighborhood and somebody follows you there so they now
11:46know where you live.
11:47Yes.
11:47Because of course, as the police would have intelligence and information, the criminals
11:51also have their intelligence and information.

11:54So we have to keep that.
11:55We have to be mindful of that and getting these people out because eventually comes home

12:01I keep saying the block that you ignore today, that you think, the guys who lie down on the
12:08corner, that you think are the gatekeepers to the community.

12:12Somebody will come for them at some point in time and then the community will have no gatekeepers.

12:17We really embrace the partnership with the Trans-Tobago Police Service.
12:21And I will say again, by no means are we perfect, but we are your best bet.
12:27We are that barrier between the criminal elements and you, the public.

12:32Now there was a freak accident that took place in the Aremo village room with a cyclist.
12:37We have to say, my apologies, at the Skinner Park area and we send condolences to the family
12:42here and this was a sad lesson.

12:46When I saw this online, I thought, you know, okay, what a place.
12:52You know, usually you will see it.
12:53But this was really sad.
12:55Well, let me say on behalf of the Indian Tobago Police Service condolences to the family
12:59of the writer that lost his life.
13:00I saw it whilst looking at the news and I was saying, you know, how fast could he be going?
13:06Because, you know, you don't really have all the facts at the point in time.
13:10But I hope that there will be a review of not just that cycling track, but all tracks that
13:19races have been conducted on.
13:21Even up in Waterfield with Titassa and these guys, you know, that we ensure that safety
13:25is of paramount importance.
13:29It is sad.
13:30I mean, you go to a cycling meet and lose your life.
13:35You wouldn't expect something like that.
13:37You'll get the injuries.
13:38I was shocked.
13:39I was totally shocked.
13:41And there are persons may have had all kinds of comments, all kinds of things that they
13:45may have opined or said.
13:47And we have to be careful of the things that we see and how we think as well because no
13:51one expected that outcome.

13:54Once again, condolences to the family and, of course, the psych of the fraternity who is,
13:59I'm sure, in a state of shock like everyone else here.

20:15Sometimes, I guess, the idea of it is that they are attempting to make up for the time lost in
20:20the traffic as a result of the accident that they slowed down to watch.

20:31No matter how you try to move as fast as you can, and this was, I believe, in the Kurep

21:07And then here, this is in the Lavantel area on the main road that we're seeing another RTA.
21:14Here, and this car caught on fire, because again, a vehicle is a weapon.
21:20And you can see the one is extremely wet.

22:32And the vehicles that you have, you have to remember, you think you could control it because you're driving for
22:37years.
22:38And you know how to handle yourself.

36:00The development of the curvy of lawfulness and the rule of law.

37:59that they attend some sort of parenting classes, a seminar,
38:04and they assign somebody who can ensure that they're going along the right path
38:09to train that child in a way so that the child would not depart,
38:13that the proper morals and principles would be instilled.
38:15Because we have to start with the youth.
38:18We have to start, and I always say,
38:21an uncontrollable 2-year-old turns into an uncontrollable 5-year-old
38:25turns into an uncontrollable 10-year-old.
38:27By the time they're 15,
38:29the same child in your house that you're buying books and the Jordans for,
38:34and plating their hair and letting them bore their ears,
38:37you cannot speak to that child anymore
38:38because you now grow up a schoolman, not a schoolboy, you know, a schoolman.
38:42And then we are asking ourselves what is going on in the nation's school.
38:46The same parent who failing to parent or not parenting properly,
38:52the same one who's saying what is going on in the children's school.
38:55Parents, take an interest in your children.
38:58That is the only opportunity to be able to be a better place.
39:02The authority figures, we need examples all along.
39:06So when I come here, it gives me no pleasure
39:10to highlight or discuss a corrupt police officer
39:13because that takes us back as well.
39:15But we will police our own.
39:17But as there is good, there is bad.
39:19There is corruption in everything.
