02:33Now, I hope you all had an enjoyable and safe weekend, and as we approach the end of July, we
02:38have a lot to discuss,
02:39but something special, I have to say, that we must bring awareness to today.
02:45We celebrate 36 years since the attempted coup, and also over the weekend, there was a fatal shooting in Valencia,
02:53and the discovery of a body in an empty lot in the Woodbrook area.
02:59Now, earlier today, yet another incident at sea, where lives were lost, and of course, persons are also missing.
03:07All right, to walk us through this today, of course, the gentleman who is always willing to be here with
03:12us each and every Monday to guide us accordingly,
03:14we have El Capitan Rambarat here with us.
03:18Good evening to you, sir.
03:20Good evening, Whitney, and again, it's a pleasure to be on Beyond the Tape this evening, every Monday, of course,
03:25and a pleasant good evening to our viewers on Beyond the Tape and TV6 by extension.
03:31You know, I heard you in the last, what you spoke about last, we were caught up in the middle
03:36of those overturned pierogues
03:38down in the southwestern peninsula, so we come to that a bit later, but two things.
03:44First, first of all, we had a very steamy, I call it steamy weekend, so that, you know, just alert
03:51persons
03:52that we're in a period of four days of steamy weather, that means elevated temperatures and elevated water precipitation in
04:04the atmosphere
04:05that cause you to sweat easily, right?
04:08We also, oh gosh, today is hot.
04:10So be careful, make sure you hydrate over there, maybe by tomorrow as well, the Sahara does help us today.
04:18So the temperatures...
04:19Well, that's the first time I heard that the Sahara just could help people.
04:22It helped today in keeping, you know, the temperatures down, but I know over the weekend was steamy.

04:30We were out there in Ikakas and I'll tell you, that is not the time to be doing seashore patrols.

04:37But also, I know you said today's the anniversary, the 26th anniversary of the...

04:4436th anniversary of the 1990 cook.
04:47Yes.
04:48And, you know, that was a period in the country's history where our democracy came under threat.
04:55Yes.
04:56And I just want to speak a bit, I don't know if you have it in your script, but there
05:00was a young policeman, a 23-year-old policeman.
05:07Yes.
05:07Yes.
05:07Solomon McLeod from Indian Walk Village in Maruga.
05:11He was the first to die out of 24 persons, you know, during the attempted coup.
05:17And, you know, we must always recognize this coup, you know, as a threat to democracy and the authorities finally
05:28were able to bring it under control.
05:30Yes.
05:30And, you know, there was a restoration of democracy to our country.
05:36So, with that being said, we have a release from the TTPS and in a statement on the 36th anniversary
05:42of the July 27, 1990 attempted coup.
05:45Now, today, the Trinidad and Tobago Police Service joins the nation in solemn remembrance of the events of July 27,
05:531990, when an armed insurgent sought to overthrow the democratically elected government of Trinidad and Tobago.
06:01We honor the memory of the police officers, members of Protective Services, and members of the public whose lives were
06:09lost during those six harrowing days.
06:11Their sacrifice remains etched in our national conscience.
06:17The impact of that period extended far beyond the immediate violence.
06:21Families were left to grieve.
06:24Businesses in Port of Spain suffered losses from which some never fully recovered.
06:27And the wider national security fraternity bore the weight of an unprecedented assault on the institutions of our democracy.
06:37Thirty-six years later, the TTPS reaffirms its unwavering commitments to protecting the peace, stability, and democratic values that were
06:47so gravely threatened.
06:48We extend our deepest condolences to the families and loved ones of all who perished.
06:53And our continued gratitude to those who served with courage in the defense of the nation.
07:00We will never forget.
07:02And we also have a media release, and this is from the top cop himself, COP Guevaro, where he lays
07:11at the grave of the slain officer.
07:13And we spoke of, you just mentioned, Solomon McLeod, Commissioner of Police, Alistair Guevaro, paid his respects to that grave
07:21of the slain police officer, Solomon McLeod, at the Indian Walk Cemetery, Princess Town, this afternoon, as part of the
07:291990 attempted coup observance.
07:31The commissioner was, at the time, participating in a wreath-laying ceremony held in commemoration of the 36th anniversary of
07:40the attempted coup.
07:41The wreath was laid by COP Guevaro, while the solemn event was witnessed by ACP Sudene and W Superintendent Bridgelal
07:51and officers of the Southern Division, including the police band.
07:54The event was attended by family members of PC McLeod, who were joined by members of the community.
08:03COP Guevaro said, we will never forget those who made this ultimate sacrifice in the defense of our democracy and
08:11freedom.
08:12Yeah, and so for those of you who know Commissioner of Police, Guevaro, he has roots.
08:18He has roots in the area, and let me just thank Francis Paul, a dear friend of mine, for initiating
08:26this wreath-laying ceremony in the Indian Walk area, in Moruga area, over the past few years.
08:32And really, to salute the McLeod family there in Indian Walk.
08:39Solomon would have been 58 years old this year.
08:43He was, I believe, the last born of six children to his mother.
08:48Yes.
08:49Now, we're seeing the incidents that are happening at sea, and I know before we go into the mission there,
08:55for the past two weeks, we're seeing lives being taken right here in Trinidad and Tobago, bodies being watched the
09:02show, and also the incident that happened in Guyana.
09:06Yeah.
09:07So, first of all, it was last Tuesday.
09:10Last week, Wednesday, a pirog was probably hired to take 29 Venezuelans from Lucero.
09:18to Venezuela, and just on shore, you know, this capsidum of the boat took place near shore, probably about 50
09:27feet from the shoreline.
09:29And unfortunately, we had two deaths, two deaths as a result of that, two dromians.
09:36The first body was recovered by the Coast Guard on Wednesday evening.
09:42And very early next Thursday morning, Hunters and Rescue Team, this is in Lucero, Trinidad.
09:48We were able to recover a six-year-old missing girl by the name of Brittany Palacios.
10:01But you see, it was so close on shore that all their goods and everything washed ashore, baby toys and
10:09everything.
10:10They were making that trip.
10:12You see, nice little toys belonging to babies.
10:15So, two persons died as a result of this boating incident in the Lucero district.
10:22The two persons were identified and, you know, our condolences go to their family.
10:31The reason for the incident was that the boat engine did not start.
10:37So, if you know about boats, if I could demonstrate using my phone, this is the seashore.
10:43So, part of the boat is to the back here and part of the boat is here.
10:49You have to manually push it into the sea.
10:52Once it gets floated, once it becomes floated, the engine is supposed to start
10:57and provide that forward propulsion to meet the incoming waves.
11:03Okay, so if that's not working, it's not working.
11:05So, if the engine did not start just as the boat was floated, it meant that the boat would have
11:13turned this way.
11:15Onto the wave.
11:16And then you have a capsize taking place.
11:19That is why 27 survived.
11:21Because had this taken place 150 feet from onshore, you would have had much more casualties.
11:28Yes.
11:28Almost every one of those 27 persons walked out.
11:33They swam out.
11:35Not swam, they walked out because it was so close to the shoreline.
11:40It was so close to the shoreline.
11:42But what happened when a boat is capsizing like this or flips, you would have one or two been injured.
11:52Okay.
11:52So, I saw six-year-old Brittany Palacio.
11:57We discovered her body and you could have seen blunt force trauma to the head.
12:02I did not, I was unable to view the other gentleman's body.
12:07But in flipping the boat, most likely would have struck her on her head.
12:12Yes.
12:13Or else she would have made it out.
12:15Yes, yes.
12:16So, that is because of the injury of the said pirog that they were in.
12:20And then we had another incident.
12:22That's what I'm going to ask you about this other incident.
12:23On Saturday, we received a distress call stating that, you know, there was a boat, another pirog had overturned in
12:33the Aireen area.
12:35And so, we rushed down there.
12:37We were in communication with the police and the Coast Guard and the Trinidad and Tobago Defense Force and everybody.
12:44By the time we got down to Cedras, this is what we learned.
12:47That a boat left Cedras at 6 a.m. on Saturday, sorry, Aireen.
12:54Aireen, yeah.
12:54At 6 a.m. on Saturday morning, carrying a boatload of copper.
12:59The boat was captained by a Trinidad and Tobago National.
13:03And that there were two Venezuelan national passengers on board, a male and a female.
13:11What we learned from the captain himself is that the boat capsized or overturned in the sea.
13:18All three of them clung onto the gas pan or the fuel tank, which is a plastic drum.
13:25And they were able to drift the carcass.
13:28However, he, at some point in time, left both of them on the drum and he made his way to
13:36the shoreline alive.
13:38He spoke to residents, he told them there were two others coming, drifting down on a gas bottle and they
13:46should look out for them.
13:48And a car picked him up or he left in a black car immediately from the area.
13:54Oh, gosh.
13:54So, by the time we got down there, the police resident had found this gentleman, Julio Perez's body, on the
14:04Ikaka shoreline.
14:05But still missing is this young lady here, 21-year-old Nicole Landiata.
14:15And from what we gathered, she went searching for a boat that morning.
14:21She went to the Sea Trust district first.
14:23She couldn't get on her boat to go to Venezuela and she made her way to airing.
14:27And that is how she got on the boat.
14:30I would have sent a picture to our producer, one, which says, you know, that picture was actually taken on
14:38the boat moments before the incident.
14:41And I don't know if one way, her face is sideways, producer, and you, yeah, yeah, well, this is, this
14:50picture, this picture here, is, you can see the scene in the background, Whitney.
14:55Yes, yes.
14:55Yeah, she took this picture just after 6 a.m. in the morning to send to her sister in, took
15:01a picture.
15:01That she was on her way.
15:02Indicating that she was on her way.
15:04And then shortly after the incident happened.
15:08Now, Captain, quickly, what could you say to, you know, the Venezuelan nationals that are here and they are trying
15:14to get their, their loved ones, their friends,
15:17and they're using these small pierogues to make their way here and they're realizing that, listen, this is a huge
15:22risk.
15:22It is a huge risk.
15:23So when we search the boat shorelines, we didn't find any safety vests.
15:29Yeah.
15:30All right, or life jackets.
15:3229 persons is too much to fit on a boat.
15:35When I'm going on a pierog with our team, I would ask for four other members, myself, five, the captain
15:41and a sailor, seven, maximum.
15:43I'm not going on a pierog with more than seven goods.
15:46Yes, yes.
15:47Because there is a weight limit to what the pierog could transport.
15:50And so make sure they have good safety equipment, life vests, and also look at the numbers who they're filing
16:00in the boats.
16:01You know, quantity may mean a reduction in price, but it could also mean you're risking your life.
16:07So you have to be very careful.
16:09So as we are here, I just want to say that the search is ongoing, the Coast Guard and the
16:16Air Guard, they are out there doing their aerial sweeps.
16:20And we've completed the shoreline.
16:22We believe the body would have gone past the carcass into probably the Soldado area.
16:27So they're doing their work.
16:29Yes.
16:29All right.
16:30So at this time, we change directions just a bit, Captain.
16:34And this is for the public, and I need you all to please listen to this.
16:37This is very important.
16:38This is coming out from the TTPS, and this is a media release where they state the COP orders investigation
16:44into alleged intercepted audio communication disclosure.
16:48Now, the Trinidad and Tobago Police Service acknowledges the circulation on social media of an audio recording which is alleged
16:55to be intercepted communication.
16:57The TTPS advises that under the Interception of Communications Act, Chapter 1508, communications may only be lawfully intercepted pursuant to
17:10Section 62 or Section 8 of the Act.
17:13The TTPS further reminds the national community that the Act expressively forbids the unauthorized disclosure of intercepted communications.
17:22Now, in this Section 8 of the Act, it provides that a person who discloses the existence of a warrant
17:29on application of a warrant commits an offense and is liable on summary conviction to a fine of $50,000
17:37and to imprisonment for three years.
17:40In light of the seriousness of this matter and its direct implications for national security, I have ordered an immediate
17:49investigation to be spearheaded by Assistant Commissioner of Police, Andy Tiwari, to determine the authenticity of the recording,
17:59whether it continues or I should say whether it constitutes any communication lawfully intercepted under the Act and if authentic
18:08the circumstances under which it entered the public domain.
18:12The investigation will also determine whether any person unlawfully disclosed protected information and whether any breach of operational security, data
18:21handling protocols or statutory obligations has occurred.
18:27So, this is very important for the public to understand.
18:29I know persons have the full length of the video, the shorter version of the video, so please stop sharing
18:35the information.
18:37Right. Well, I think from what you read, the TTPS, the Commission of Police has indicated that the first priority
18:45is to determine if the information is authentic and if it is the said communication.
18:52Yes. So, right now it's time for us to take a look at what's making our SOE update as of
18:57July 27th, 2026.
19:01Number of operations, 10,424.
19:04Number of targets prior to offenders, 2,729.
19:10Searches conducted, 3,919.
19:13Traffic operations, 6,448.
19:17Total persons arrested, 4,601.
19:21Total persons charged, 1,137.
19:26Firearms recovered, we're seeing an increase with the pistols, revolvers, shotguns, rifles and other types of firearms, giving us a
19:34total of 252.
19:37Ammunition recovered, we are seeing an increase with the 9mm, also the 5.56 and 0.38, also saying there's
19:46five other types of wrongs and giving us a total of 4,600.
19:52And dangerous drug sees, we're seeing an increase with the cannabis and cocaine.
19:56Captain?
19:57Yeah, and I think we should look forward to an increase in the dangerous drug sees because I just read
20:02a report that the Coast Guard, while they were searching for the girls' body, they intercepted a pirog and they
20:08found a substantial amount of cannabis on the boat.
20:12So that figure should increase substantially in the next few days.

25:08We're still trying to get information on her.
25:11And it seems she has vanished in thin air.
25:15One caller did call and said they had some information when the police checked it.
25:19But they did not find her.
25:21So we're still trying to ask.
25:24We want to ask the public.
25:25You need to get involved.
25:26So those from the Arima District, we believe she's still in the Arima District.

26:39His relatives are alleging that he was kidnapped while he was doing some hot dog business in Conopia.
26:46And he was allegedly kidnapped.
26:50So, we need information on Robert Gonzalez.
26:53We're pursuing certain things.
26:55I have to alert the anti-kidnapping unit to this.

27:43And, you know, if he's missing since the 9th, because of the, that is June, because of the time lapse

27:51it's much more difficult to get information on him.
27:55So, we have red flag Ricardo Reyes.
28:00And then the last person we have outstanding is Nicole Landietta from San Fernando.
28:07This is the young girl, 21 years old, who is missing at sea, following the incident in the,
28:17with the Pirog off the coast of Earing.
28:21Yes.
28:21Yeah.
28:22So, of course, we always say to persons, if you have any information at all, you could call, of course.
28:27Yeah, call 799, you all should know the number by now.
28:32You know, most of the times when I leave studio, I get calls.
28:35I see missed calls, right?
28:36So, when I return the calls, they say, no, Mr. Rambrath, I didn't call you.
28:40You know, that was a mistake.
28:41I was saving the number.
28:42At the same time, yes.
28:43That's an excellent thing to do.
28:45Save the number.
28:46So, if you have any information, just call us.
28:49We work with the Trinidad and Tobago police and, you know, try and get the person.

29:18Really, really strange.
29:19Now, just some quick information from the TTPS, and this is a media release where Captain
29:25TTPS continues to try to get the guns and ammunitions as many off of the street.
29:29Now, we are to Londonville, where a man held with clock 49 rounds of ammunition.
29:34A man has been arrested, and a fireman quantity of ammunition seized during an anti-crime exercise
29:40conducted by officers of the Highway Patrol Task Force in the Central Division.
29:45Now, the exercise was conducted between 9 p.m. on Thursday, the 23rd of July, 2026,
29:51and 1 a.m. on Friday, the 24th of July, 2026, along the Kearney-Savanna Road, Charleyville.
29:59During the operation, officers seized one Glock pistol, an extended magazine containing
30:0532 rounds of 9mm ammunition, and a second magazine containing 17 rounds of 9mm ammunition.
30:13A man of Ravine Road in Londonville was arrested in connection with the seizure.
30:19So, Captain, we see how they operated. We saw the updates with the SOE.
30:23Right. And the thing about the guns is that, remember, those are used for protection purposes
30:28as well as for revenge killings.
30:32Yes.
30:32And with that amount of ammunition, you know, one bullet could kill someone.
30:38So, you know, it's important to continue to get these illegal firearms off the street.
30:42Two key ingredients in the gang, the entire gang's setup is drugs and arms and ammunition.
30:52So, the police has to continue to work to get the firearms off the streets and then get the
30:58murder rate further down, and then they need to get the drugs, which is really fueling the
31:06gangs.

35:46so Unstoppable Hunting Academy is a group that really drives the teaching
35:54of young hunters and young children. And they partner with us to come up with the teaching and learning concept
36:03behind the entire thing. And so our team, we were down there with the third Astro College
36:10Sea Scouts, Sea Scouts. And they joined us. And they had a very exciting time. And I am sure our
36:17producer. And this is, they've been taught, you know, before going into the forest, you know, what is important. This
36:23is Hulk from our team.
36:27And taking them out into the forest to record what they saw. And they saw something that I thought it
36:35was good because, you know, they were able to see, understand what are the risks involved in entering the forest
36:42at night.
36:43And here it is teaching them to use the headlights. Now, when I, when I spoke to our teammates, they
36:49told me that the boys were really scared. And I said, well, that was good.
36:52I would have been too.
36:53Yeah. So once you have good trackers, this is a nice lizard that they found in the forest in the
36:58night, a gecko. And then they would have been scouring the forest for things. They would have found insects.
37:09I know they spotted a pair of doves. I'm not too sure if they were able to see owls. And
37:16you can see the eager, enthusiastic faces on these young men.
37:19And this is Shameed, the team leader. Yeah. Another team leader here. And you know, it was a very, and
37:28this is deep in the forest.
37:29Yes. Did you ask them why? Look, what is that? What is that?
37:32So this is one type of spider. I cannot identify it.
37:37It looks poisonous. It looks dangerous.
37:39No, no, no. We don't have poisonous spiders except mild poison. This is a mappipi balsain. They were really fortunate
37:47to get this, to spot this. And so, you know, that would have created.
37:52And this is one of our venomous snakes in Trinidad. The two mappipis, the balsain and the zanana, both are
38:00venomous. This is a balsain. And so, here it is. You know, they had a really exciting time. And you
38:08know what?
38:08They cooked and they stayed up late. And they had camp talk and everything that goes into a hunting.
38:14They did, they did, as we said earlier, a big man thing. A big man thing. So, you know, we
38:18will, and this is showing them how to use a flare.
38:22Yes. Yes. They were taught it was. What snail is this?
38:24This is a common snail, not the African snail, but it's one of our native snails to Trinidad.
38:32Is it as dangerous? No, no. These things are harmless, right?
38:35Except that's me. Except that's me. Well, you said all spiders in Trinidad.
38:40And they're not poisonous. You have the pink toad, tarantula, this big spider you see around.
38:47In your home sometimes showing up.
38:49Mild venom. Mild venom. Very, very mild venom. It wouldn't even do you anything.
38:55But this one, I can't come up with the name offhand. I will have to do the research on it.
39:01By the way, I just want to say when the team could split up, right, so I was due to
39:06go to do this exercise because I had to be in the carcass.
39:10We just made some switches, send some team members this way, send some down there, and there were others somewhere
39:17else.
39:18Or on the dog show. So, you know, we have that ability to attend to different events.

40:24And according to the media release here, this evening, two arrested firearm and cannabis seized in the Western Division.
40:31Operation Resolute Shield exercises conducted by officers of the Trinidad and Tobago Police Service resulted in the seizure of a
40:39firearm loaded with ammunition and a quantity of cannabis,
40:43while two persons were arrested during separate operations conducted yesterday.
40:47Now, between 12.30 a.m. and 3 a.m. on Sunday, the 26th of July, 2026, officers of the
40:55Western Division Task Force acted on intelligence and searched an area beneath a tree at Good Session Drive in Digo
41:04Martin.
41:04Now, during the exercise, officers discovered a mini-engram firearm fitted with a magazine concealed inside an old car door
41:14beneath a tree.
41:15Further examination revealed that the magazine contained nine rounds of 9mm ammunition.
41:21The firearm and ammunition were seized and conveyed to the St. James Police Station.
41:26Searches were conducted by the suspects.
41:29However, no one was found.
41:32Investigations are ongoing, so we will see how that goes.
41:35Yeah, but even if they're hiding it and they're hiding it, they don't keep it.

45:03You have spots already prepared and you plant fruit trees and some forest trees as well.
45:10So that, you know, you could beautify the environment one.

45:16And they return from time to time to tend to these plants.

46:08The key thing is to involve the young people in every aspect of this replanting of the trees.

50:53and you take them, and their prizes to be won for, you know, the dogs.

51:01Yeah, these are hunting dogs, but you know, as a cause of one of that, this is Blondel, and I
51:06was the president of Top Guns.

54:00Subsequent to that, Nicole's sister contacted me and indicated to me that that information was deemed inaccurate and that Nicole
54:12Landetta is still missing.
54:14And so the word went out initially, I mean, and posted.

54:19So initially, I myself had to contact the Coast Guard and tell them, okay, searches off.
54:25And then quickly, later, a few hours after, I had to let them know that the information was inaccurate.
54:33But things like these happen.
54:36Kola, the lady, I had said, you know what happened to her?
54:40She went to the Cedrus jetty first to try to get her boot.
54:44She needed to leave Trinidad to get home.

54:56We suspect that the two Venezuelans would have paid the captain to take them.
