03:13A message from the Trinidad and Tobago Police Service.
03:30Good evening Trinidad and Tobago international audience and of course our brothers and sisters in Grenada.
03:36This is Beyond the Tape. I'm your host Whitney Husband.
03:39It is a wet Wednesday, smack in the middle of the week and I assure you today is officially, legally
03:44speaking Wednesdays
03:45because our favorite co-host is always willing to guide us when it comes to the law
03:50and of course he's the Director of the Ministry of Homeland Security and Policy and Support.
03:57We have Mr. Ali here with us, the man, the gentleman who is always willing to guide us
04:02and I'm forgetting, host of Deep Dive.
04:05Whitney, I don't think the downpour was sufficient to keep you calm.
04:11You were messed.
04:12You know, David, we have exploded this afternoon, you know, you have brought sunshine, at least to me
04:18and I hope that you're bringing sunshine or bringing some, you know, some warmth to the people of Trinidad and
04:23Tobago
04:24with that downpour but as always it's a pleasure.
04:26You know, I missed you as well last week but I'm here to, you know, join hands with you.
04:31Don't forget the week before.
04:33Well, I see that you, you know, you're well rested and your recollection is exceptional, of course, you know,
04:39but you didn't miss me last week per se but we...
04:41No, but still the time, you know, we, yes, yes, it was the switch-up and then, well, that was
04:46the following week
04:47and then last week is where we didn't see you at all.
04:50Well, I see you taking copious notes with me so I have to be careful with you.
04:53Yes, because this is a time where we look forward to finding out the law and understanding,
04:57the law and things that we see before us, you are the man to guide us.
05:01Well, I feel very humbled by that, you know.
05:03Yes, yes, yes.
05:03You know, using that word guidance, you know, a very important word now within the next couple of hours
05:07and, of course, we will discuss it but as always, it's a pleasure to be here and join you
05:10and I hope all is well with you as well.
05:11Yes.
05:12You know, keep up the good work.
05:14Our producer, Ms. Jackie Solomon, I say, you know, in two contexts, deep dive and on Beyond the Tape,
05:19you know, I salute you and your team, Lester and others.
05:22The law enforcement agencies across Trinidad and Tobago, the private industry
05:26and most importantly, the citizens of Trinidad and Tobago with me
05:29who I always, you know, identify with a deep level of, you know, care and sincerity.
05:35You know, we've not seen them physically but we know that they are locked on,
05:38they are listening to us and it's always a pleasure, you know, to engage them
05:42and I look forward to the discussion this afternoon as we go forward.
05:46Yes, most definitely.
05:47Now, Mr. Ali, a lot is going on in the world apart from what we are faced with here daily
05:51in Trinidad and Tobago and, of course, the public.
05:54I'm not sure that you all are noticing what is taking place where we are seeing
05:57some serious flash floodings happening throughout the world
06:00and along with some mudslides and this took place in Nepal.
06:05This is just what we saw alone today on social media
06:09and it is places that we are not accustomed to seeing this amount of water,
06:15the amount of mudslides taking place
06:18and we are seeing storms out of the hurricane season as well
06:22that is devastating many persons across the world
06:26and not to mention a country that is still close in our region which is Colombia.
06:32We are seeing that there was an earthquake as well in the beautiful country of Colombia
06:39and we are seeing more and more earthquakes.
06:41We actually had one, if I'm not mistaken, early this week
06:45that some people didn't even feel that we received
06:49and we saw a serious earthquake that took place off the coast as well.
06:54I believe it was Ikakos and we saw the plate shifting
06:58and what caused some of the destruction on the sea line.
07:03It is so many things that's happening around the world
07:06and to see natural disasters happening
07:08and now we have to deal with crime which is not a natural disaster.
07:13Well, Whitney, what I can say very simply and based on your reporting,
07:18you know, and you basically took me to the area that I want to touch.
07:22You know, when you look at crime, you see changes in trends and patterns.
07:26But similarly, we are seeing around the world, you know,
07:29when you hear the term, you know, climate change,
07:32you know, we are seeing evidence of that in my respectful view
07:36and you indicated that a place that may not have been prone to flooding
07:40and that kind of disaster, you know, you see that they're experiencing it now.
07:44So I think when you look at that, you're seeing a need for us to, you know,
07:48to take notice and also from where we sit, we need to take notice as well,
07:53you know, in every context in terms of being able to respond to natural disaster.
07:57But that's a part of life and I think it's important in terms of looking at our resilience.
08:02You know, I will say that natural disasters are not something that you can really guarantee
08:09with certainty that, you know, you'll be able to withstand it.
08:11But at least you put yourself in a position where at least you could be resilient in a situation
08:15and, you know, you hope for the best.
08:17But again, very unfortunate developments and I know right in Trinidad and Tobago,
08:21please permit me, you know, to advise the motorists, the general community
08:27that with the heavy downpour that we had, you know, just be careful in terms of where there may be
08:30areas
08:31that may be saturated with water.
08:33You know, I must say, Whitney, water.
08:34It's a city gate that I was just going to mention, Port of Spain and throughout Trinidad as well.
08:39It's not just Port of Spain, but it seems like Port of Spain is getting most of the licks right
08:43now
08:43when we're seeing the heavy downpour of rain.
08:46But apart from that, throughout Trinidad, especially in the southwestern area,
08:53we are seeing some serious rainfall and also in Superior, we saw the heavy, well, the strong winds,
08:59I should say, the gusty winds that damage a lot of homes and properties.
09:03Exactly.
09:03And I'm happy that you put that into the equation as well.
09:05And, you know, when you look at the area that may be saturated with water,
09:07this is something that is very significant, you know.
09:10An area that you may be, that you know that you can traverse,
09:13whether you're with vehicle or foot.
09:14When water covers that area, you cannot see or know what is happening under the surface.
09:20And it's important for us to take the advice, take notice, and be very careful.
09:24And I would say even not traverse floodwaters because you do not know what's happening.
09:29This is in Isha Gona's area.
09:30That's correct.
09:31And, you know, Whitney, we also have to be very realistic too.
09:34That downpour that I saw, that was in Faka-Dongpo.
09:37A downpour.
09:38Yeah, so that any system, you know, on a drainage system, of course, will be put under pressure.
09:43Yes.
09:44With that kind of downpour.
09:44But I hope that, you know, the systems are, you know, good enough to be able to have that drainage
09:51and water, you know,
09:53subside as soon as possible so that, you know, we can get back to a state of normalcy.
09:56But even when the water subside, the mud and the debris.
10:01Oh, and the garbage.
10:02That's correct.
10:03It's really bad.
10:04Yes.
10:04And we saw that this week.
10:05Yeah.
10:06And I understand there were some artists also on the bus route.
10:10Well, I believe it's one.
10:12Thank you for that.
10:12It's one that took place.
10:14A serious one on that.
10:15That's correct.
10:15That was unnecessary.
10:17And I hope that the person had a permit to be on the bus route.
10:20That's the next thing, Mr. Ali.
10:21Yeah, and, you know, it might be important as well, I think this afternoon, the commencement of the CPL in
10:28Trinidad and Tobago.
10:28Yes, it's tonight.
10:29And because of this heavy downpour, again, I'm making a further call for the persons in Trinidad and Tobago who
10:35may be going down to the Queen's Park Oval.
10:37Please exercise due care and diligence on the nation roads.
10:42Don't be so interested to reach the Queen's Park Oval and you neglect that you had a heavy downpour and
10:50things can happen to that particular roadway or, you know, in persons who may be on the road.
10:54You need to be very careful.
10:55So let us all live to see tomorrow.
10:57Let us be able to reach the game, successfully leave the game, enjoy the game, and especially where you may
11:04be losing light as well with me.
11:05Yes, yes.
11:06When you're losing light, you cannot see.
11:07A vision.
11:08That's correct.
11:08So there's a lot of things that we need to factor in, but I'm happy that you placed that at
11:11the forefront this afternoon.
11:12And speaking of cricket, just to remind persons, remember the areas that are prohibited when it comes to parking.
11:17We mentioned them yesterday with ASP Russell, so please note the areas.
11:23If you're not sure, check out all social media platforms from the TTPS so they can guide you accordingly and
11:28they will be wrecking.
11:30So if you have 500 to throw away, throw it away.
11:33All right.
11:33Now we're going to dive into some of the issues that we're seeing, again, with the crime situation in Trinidad.
11:38And Tobago and the TTPS is combating that with their presence.
11:42Now, according to a TTPS media release today, cannabis and 9mm ammunition seized in Tunapuna.
11:49Now, officers of the North Central Division Task Force, West conducted an intelligence-led operation in the western area of
11:57the North Central Division between 10 p.m.
12:00on Tuesday, August 25th and 1 a.m. on Wednesday, August 26th, 2026.
12:06Now, during the operation, officers acting on intelligence proceeded to the Upper Tunapuna Road to Tunapuna in the vicinity of
12:14the Blackpool River.
12:16In search of the area resulted in the discovery of a clear plastic bag containing approximately 340 grams of cannabis
12:24and 80 rounds of 9mm ammunition.
12:27The items were found beneath a derelict vehicle located off the roadway.
12:32The suspected narcotics and ammunition were seized and taken to the Tunapuna police station when inquiries are continuing.
12:40Mr. Ali.
12:41Let me congratulate the police service, you know, for taking these items off the street.
12:45And I hope for a diligent inquiry.
12:47But something very important on that report with me and peace permit me to identify it.
12:53We have said on this platform, you use the word derelict vehicle.
12:56Am I right?
12:57Correct.
12:58And for the persons who are listening, and we are seeking the support of the community here, and we are
13:04seeking the support of the regional corporation to help in the law enforcement fight.
13:08Look and see where the alleged offender offenders.
13:12Look at what was conducive for them in terms of where they placed this ammunition and cannabis, a derelict vehicle.
13:18So, again, I'm making a salient call, a strong call, whether it be derelict vehicle, buildings, these places that are
13:26unkept, they are conducive for crime and criminality.
13:30And it's important for us to ensure that we also look at the environmental design.
13:35And this resembles what they call a broken windows theory approach in terms of looking at simple things that we
13:40may overlook.
13:41Creates the avenue to be able to store, secure, or make things easily accessible to criminal activity.
13:47So, I'm happy that you read that.
13:49And to the national community, again, it signals where when you're talking about law enforcement efforts with me, you do
13:54not only see a Trinidad and Tobago police service.
13:57The Trinidad and Tobago police service may be the primary law enforcement body.
14:01But when you're talking about prevention of crime, which is something that we are big on, and in this context,
14:06derelict vehicle, derelict buildings, there are other agencies that are statutory bound and even the community to get involved, to
14:14be able to remove and secure these communities, to avoid these things, push them away, make it difficult for the
14:20criminal element.
14:21So, thank you very much for bringing that to the forefront as well.
14:23And most importantly, here, of course, we always stand here, and the officers who stand before you on a daily
14:29basis, they let you know that no one is above the law, including their own.
14:33And once again, we are seeing a police officer who is being charged with possession of ammunition.
14:37Now, a police officer has been charged with possession of ammunition following an intelligence-led operation conducted by officers of
14:44the Central Division.
14:45Now, at approximately 7.45 p.m. on Monday, 17th August, 2026, officers acting on intelligence from an external intelligence
14:55agency proceeded to the southern main road, Coover, where they intercepted a black Nissan motor vehicle.
15:02The occupant was identified as Avinash Kusi, attached to the Coover Police Station, who was off duty at the time.
15:12Now, during the exercise, officers allegedly found a black plastic bag containing 10 rounds of 9mm ammunition.
15:19PC Kusi was detained and conveyed to the Chagones Police Station.
15:24The ammunition was subsequently marked, photographed, and properly packaged for evidential purposes.
15:32The vehicle was also secured for further examination.
15:36As part of the investigation, searches were conducted at the officer's residence and his locker at the Coover Police Station.
15:42Nothing illegal was found during those exercises.
15:46But we know that he is being charged now.
15:50Mr. Alessar is sad to see, though.
15:51Well, Whitney, as you said, I think you were accurate when you said that when you take an oath of
15:56office to uphold the law of Trinidad and Tobago,
15:59no one is above the law, including a person who forms it or fits the definition of a police officer.
16:05Yes.
16:06And I just want to address just a couple words.
16:08I swear by Almighty God, I use a proper hand, that I will uphold the laws of Trinidad and Tobago.
16:15And I want to just hover over that area.
16:18I will uphold the laws of Trinidad and Tobago.
16:20And I place that respectfully into the domain of every single officer who is on oath, whether it be TTP
16:27or so, otherwise.
16:28That's the oath to uphold the laws of Trinidad and Tobago.
16:31And that is not external.
16:35It is internal and external.
16:37So that's all.
16:38You are actually taking an oath.
16:40And you are the first one who should be upholding the rule of law.
16:43As always, it's a criminal charge.
16:47Of course, there are certain legal parameters in terms of the presumption of innocence until proven guilty and so forth.
16:52So I'll say no more on it.
16:53But, you know, I'll allow due process to take its course.
16:55But again, the fact that we are looking in a thorough context, whether it be law enforcement, whether it be
17:01the citizenry of Trinidad and Tobago, crime and criminality, it's a no-no.
17:07Yes, and we're seeing here another police-involved shooting where a mover man dies after police-involved shooting.
17:14And police have recovered a rifle, a quantity of assorted ammunition, and other illegal items after a police-involved shooting
17:22in mover.
17:23Acting on intelligence, officers proceeded to Clarence Circular, never-dirty mover, in search of Rhino, also known as Pupinac.
17:36Pupinac was a person of interest in several recent homicides in the Mover and Besson Street police station districts
17:43and was the subject of an outstanding preventative detention order.
17:48Upon arrival at Pupinac's residence, the officers announced their presence, and he was confronted, well, I should say he confronted
17:57them with a firearm.
17:59The officers called out to him to drop the firearm.
18:02However, he refused and engaged the officers.
18:05Acting in accordance with the TTPS use of force policy, officers discharged their firearms in Pupinac's direction.
18:13He fell to the ground and was taken to the Pupinac General Hospital, where he succumbed to his injuries.
18:19Mr. Ali.
18:20Well, let me express condolences to the family of that individual.
18:24Those are the items that were found on the individual when they did the search.
18:30So, we are seeing the type of weapons Mr. Ali used.
18:34We are seeing the prints that, you know, that we always ask, what is the problem if we are wearing
18:39camouflage?
18:40But we know what that camouflage is identified as.
18:44Handcuffs.
18:45We are seeing wires being used and the ammunition, the type of ammunition, which is scary to me.
18:51And the gloves.
18:53Well, Whitney, you are defying very significant matters there.
18:58And I'll just take it a little bit step further.
19:00You have already spoken about the caliber of both the weapon and the ammunition.
19:04So, I don't need to say further.
19:05You have spoken about the handcuffs and the handcuff keys.
19:08But there is something very instrumental there for me.
19:10Yes.
19:11What appears to be that blue light.
19:12Yes.
19:12So, it appears to me that, you know, that's, and then the camouflage on the side.
19:16So, very, very significant matter.
19:18But, you know, condolences to the family of that individual.
19:20And, again, I always inform the citizenry of Trinidad and Tobago that the law is also there to protect the
19:26police officers who are duty bound to detect crime under the infraction of the law.
19:30They are protected by the law as well.
19:31So, let good sense prevail when police are in executing their duties.
19:35Let us behave properly because this could be what you have read in the circumstances, you know, a very unfortunate
19:42situation.
19:42But, you know, the law has to take its course.
19:44And, of course, this investigation will take its course as well.
19:47But very, very significant fine in terms of the items we are seeing there.
19:50Yeah, and when we see that, it's going to make it harder for the TTPS when we have the real
19:53officers trying to engage the citizens because we will be thinking twice.
19:56But right now, it's time for us to take a look at what's making today's headlines.
20:38And those are your stories making today's headlines.
20:40Remember, you can give us a call at 623-1711, extension 1996 or 1997.
20:46We take that break.
20:47We'll be back.
20:58We'll be back.
21:04Excuse me.
21:05Excuse me.
21:08Excuse me, sir.
21:09Drop this.
21:14You can tell from the crowd who's up next.
21:19It's TrinRay's star player whose world-class stats put him in a league of his own.

23:20A message from the Trinidad and Tobago Police Service.
23:36It's Legally Speaking Wednesdays, and welcome back, of course, to Mr. Ali, our attorney and director, who is here with
23:41us to guide us.
23:42We have a caller on hold right now. Caller, good evening.
23:46Yes, yes, please.
23:47Good evening.
23:47I can't ask you now. I can't explain about the policies that are not doing and they're doing in relation
23:56to the phone.
23:59There was a situation at the Central Police Station where Fyam went to the incident and they were supposed to
24:06detain.
24:08I know they are right. They detained the individual and they charged the police.
24:12I know they were right. And what happens to me is that Mr. Ali is supposed to emphasize more on
24:21the basic practices.
24:23Report all happening on occurrences.
24:25I said you are going to report all happening on occurrences.
24:28Where are we? Whether. Is that, is that, does that thing happen?
24:33Does that thing happen?
24:36became different things.
24:39They wouldn't say whether it's a pocket diary, machine, and all that,
24:43a lot of diary because, I mean, it's a different thing that, you know,
24:46the good part of the room. And still, you know,
24:50the communist culture has said that, you know, I mean,
24:52it means that, okay, one, two, point one, point two,
24:57we do everything, we do everything.
25:01That's a property.
25:02Most people in an abandoned house, you find something,
25:07that house of an owner, but it's easier to just say
25:11in an abandoned house and find it out.
25:14It's too much shortcut, too much shortcut,
25:17and lazy, you know what I mean?
25:19Too much, too much, too much, too much.
25:22Too much. Have an excuse, please.
25:25All right. Thank you so much, Kola.
25:27Miss Ali.
25:28Thank you very much, Kola. Kola, I didn't get your,
25:30the first points, the first point, you're sorry,
25:32that you made on the supporting,
25:34but the second in relation to, you know, you're supporting
25:36the need to exercise due diligence,
25:38and you're quite right. You know, when we make
25:40reference of a derelict vehicle or abandoned house,
25:42you know, hence why I said, you know,
25:44the regional authorities, you know,
25:46and to engage because, of course,
25:49there's a connectivity to that,
25:50whether legal, whether equitable interest.
25:52someone has a responsibility, and if no one has
25:54a responsibility, then it will fall back to the state
25:56to be able to take the necessary action.
25:57So, I am in agreement with you, and I'm happy
26:00that you have endorsed a need to look into
26:02that particular area as it relates
26:04to derelict vehicles and buildings
26:06to be able to prevent crime
26:08and criminality or areas that may be
26:10conducive for such.
26:11All right, we have another caller.
26:12Caller, good evening.
26:15Hello.
26:16Hello.
26:17Hi.
26:18Good evening.
26:22Normally, when I say I look forward
26:24because I love policy,
26:26and I have this policy, it's good here.
26:29I want to take a little bit more
26:31to speak corporally.
26:35I look at the guys,
26:38and I look at the police-oriented,
26:43school-oriented policing.
26:45Right?
26:46Good intervention,
26:47because we are talking about prevention,
26:49and I'm all about prevention.
26:51Right?
26:51But there are certain areas I think
26:55that must be done,
26:57for more legitimacy and proximity.
27:00One, I wanted to attend a little bit today.
27:04One, if you know anything about
27:07forensic clinical psychology,
27:10and health sciences,
27:11I know you have psychology
27:12and other people,
27:13I think we must know that
27:15attention should be given.
27:17Right?
27:18So, some of these things.
27:20You must have a clear,
27:22what I like to call a theory manual
27:27that explains the curriculum.
27:31That is key.
27:32Right?
27:37The program must have a clear model of change.
27:41That is important.
27:42And when you articulate it,
27:44how it is affected by the bank,
27:46how it targets a range of dynamic risk
27:50and need factors.
27:52You must also,
27:53the program should do the effective methods
27:56of safety.
27:58TKK.
27:59Program should be skill-oriented.
28:02And it should be sequencing.
28:05Of course,
28:06intensity and evaluation.
28:08But it should be in.
28:10You are in a long-term school,
28:13as well.
28:15But more than that,
28:16attention should be given to the engagement
28:18and motivation of the participants.
28:21Very, very important.
28:22I want to continue on the program and service.
28:25Right?
28:26That must be continued.
28:28It's not enough.
28:29And it's not.
28:30The program should show how they will
28:33maintain the integrity.
28:35Right?
28:36And also explain the procedure
28:38to allow,
28:39to allow the continued evaluation
28:41of the program.
28:43Again,
28:44and we are teaching the forensic psychology
28:46on the right.
28:47Those are what we call.
28:48We have accreditation criteria.
28:51For any evidence-based approach
28:53and your approach.
28:55When you begin to prevention in schools
28:56and also in police.
28:58Thank you for our region
29:00but I just have to share this thing with policy.
29:03Because policy drives.
29:05And policy can be the legislation
29:07and all of that.
29:08Right?
29:08So I hope they live in good care.
29:11good program,
29:12but going to be private
29:12that the school-oriented policy
29:14must give us that manual.
29:16Right?
29:17Thank you so much.
29:18And thank you so much.
29:19Thank you so much, Kola.
29:21Thank you very much, Kola.
29:22Thank you very much, Kola.
29:23Your submissions are welcome.
29:25And I'm happy that you have taken a position
29:27as a member of the society
29:30to endorse the life
29:31and the school-oriented program.
29:33And I want to assure you that
29:35with discussions with the producer,
29:37with the Ministry of Homeland Security,
29:38that's an area that we are going to be looking at
29:41in a deeper context.
29:42As a matter of fact,
29:43we're going to make a deeper dive
29:44into that program.
29:45And, you know,
29:46just by way of reference,
29:47since you have learned me,
29:48that deep dive was a pilot project
29:50testing
29:52and actually having an opportunity
29:53to expose some of the professionals
29:55who have been involved
29:56with various national initiatives.
29:57But we have seen areas
29:59for extension
30:00in terms of a longer program
30:02to be able to evaluate it properly
30:04and, you know,
30:04some of the settings
30:05that you have indicated.
30:06So I want to tell you,
30:06thank you very much
30:07for paying attention,
30:08for supporting it
30:09and for endorsing a need
30:10to continue that program.
30:12And I hope that my producer,
30:14Ms. Solomon,
30:15is, you know,
30:15paying close attention
30:16and by extension,
30:17the executive of TV6
30:18and, of course, on my end,
30:19the Ministry of Homeland Security.
30:21But thank you very much
30:21for your submission as always.
30:22All right.
30:23And remember,
30:24you could continue giving us a call
30:25at 623-1711,
30:27extension 1996 or 1997.
30:30Now, there was a firebomb incident
30:33that took place
30:34in the Caledonia area
30:36exactly at 2nd Caledonia Mover
30:38and it was caught on camera,
30:41Mr. Ali.
30:41Yes.
30:42And this seems to be
30:45a situation
30:46where it is clear
30:47an individual
30:49or individuals
30:49are being targeted.
30:50But how could persons
30:54deal with a situation like this?
30:56It seems like this house
30:57is now being built.
30:59They're trying to put things together
31:00and now they're being a target.
31:02Let's go back to deep dive
31:03with a three-year scholar.
31:05But that's a pointed question
31:06that you asked me.
31:06And what you're asking me
31:07in terms of,
31:08what may be going through
31:09these persons,
31:10these perpetrators,
31:10these offenders mind?
31:11What is there?
31:12Is it that it's a psychosocial strain
31:14that is now leading
31:17to crime and criminality?
31:18Is it what,
31:19the socio-economic deterrent
31:21that we have spoken about?
31:22And this is where
31:23a program like the Deep Dive
31:25be on the tape.
31:26These are very important platforms
31:28and the experts
31:29that are coming on board
31:30is actually telling us,
31:31us decision makers,
31:32because when we are looking
31:33at the prevention of crime.
31:35Here, psychosocial assessment
31:36is important
31:37because if you do
31:38proper psychosocial assessment
31:39or look at the socio-economic
31:41determinants
31:41and this is not in any way
31:42giving a defense.
31:43You realize that what could have
31:44six and ten individuals
31:46believing that they can
31:47mount a place,
31:48they could use the gasoline,
31:50they could lit the place a fire.
31:52They don't know whether
31:53they are persons within the domain.
31:55What is really the motive
31:56and what may be pushing
31:57that motive?
31:58You'll be surprised to know
31:59sometimes very, very simple things
32:01that we overlook
32:02in relation to those situations
32:03and that's why
32:04we need to be heavily investing
32:06in our nation,
32:07youth and children
32:08so that we create
32:10a different culture,
32:11a different tradition
32:11and let us break that trend
32:13in relation to persons
32:14believing that
32:15when you are
32:16aggrieved by a situation,
32:18you may be in an economic situation,
32:20you may be in a situation
32:21where you are challenged
32:22by the social context.
32:23It doesn't mean
32:24that you take a line
32:25where crime is concerned.
32:26There are other ways
32:27to deal with it.
32:27I don't know if you noticed,
32:28apart from that clearly,
32:29they wanted to get rid
32:30of whomever,
32:30even if someone was
32:31in the house or not.
32:32Yes.
32:33They were prepared
32:33to take out
32:34the individual
32:35or individuals
32:35who lived there
32:36because one of the suspects
32:38we are seeing,
32:39they had a firearm
32:40in their hands
32:41so they were determined
32:42to get rid of everything
32:44and every object
32:46and the crime continues
32:48and that is where
32:49the battle
32:50we are seeing
32:51that we are having
32:51on a daily basis.
32:52We need to take that break.
32:53When we come back,
32:54we will continue with more.

36:07And we are back.
36:09We have, of course, our turn here, law and director, Mr. Ali, here with us.
36:13It's Legally Speaking Wednesdays.
36:15And the youth of our future.
36:17And I know when you speak of policy and you are instrumental in directing that, Mr. Ali,
36:22you make sure that you never exclude the youth of Trinidad and Tobago.
36:26And from what I understand, there was a forum, a youth forum that took place.
36:29Could you tell us a little bit more on that?
36:31Well, I saw when you make mention of the word youth,
36:35I could see the passion immediately coming from you
36:39and the importance they have placed on youth
36:42and quite accurately indicating that they are our future.
36:45Yes.
36:46Whitney, I'm happy and pleased on behalf of the Ministry of Homeland Security
36:49and by extension, the partnering, collaborating ministries,
36:52state agencies and non-state actors
36:55to indicate that tomorrow we are going to be hosting a national youth forum
37:01to give a wide cross-section of youth in Trinidad and Tobago
37:05from different corners an opportunity to be heard
37:08and to be heard with some significance.
37:11You know, we have argued too many times that we are normally paving our way
37:15and saying, okay, this is how you should behave.
37:17This is what we want you to do.
37:19This is how you should, and so forth.
37:20We are now looking to aggressively change that process
37:26and give them a deeper context,
37:28give them a deeper appreciation to say, listen,
37:30you be part of the discussion.
37:32We are here to listen to you.
37:33Your voice.
37:34And your signal.
37:35Your voice.
37:36So tomorrow, you know, a very, I am, you know, listed to speak
37:39and, you know, just coming to this, be on the table this afternoon,
37:41I was just contemplating, you know, what should I say at this forum.
37:44I am very passionate about it.
37:46It is another initiative coming out from our parenting seminars,
37:49our school intervention, our deep dive.
37:51We are going to the National Youth Forum
37:52and giving these opportunities for the youth to be able to contribute.
37:56When I indicate, Whitney, a very wide stakeholder,
38:00both state and non-state actors, I mean that.
38:02And, you know, just to identify you, and I have said it in the past,
38:06the police service, the prison service,
38:08the National Parent Teachers Association,
38:10Children's Authority of Trinidad and Tobago,
38:11the Social Workers Association,
38:14University of the West Indies,
38:15the Roots Foundation,
38:16and we are standing by, you know,
38:18for someone to join us in a short while
38:19to give a deeper context in terms of an NGO context,
38:23the involvement in this collaboration.
38:25But it's, you know, very exciting times,
38:29and, you know, I'm looking forward to hear from these young people as well.
38:31And as you indicated,
38:32as the Director of Policy and Community Support,
38:34I'm very interested in terms of what they say
38:37because I'm very interested in actually,
38:39if not going into policy,
38:41but going beyond policy
38:41and looking at law reform in Trinidad and Tobago,
38:43I am very confident and optimistic
38:46that the Honorable Prime Minister
38:48and her government is very interested
38:50to enlisting to the young people in Trinidad and Tobago
38:52because we are grappling with crime and criminality
38:54and we must be listening to them
38:56to ensure that we identify
38:58what may be some of the solutions
39:00or what may, things that we may not be doing
39:02in any way that we should be doing it.
39:03But very exciting times over the next couple of hours
39:06and I'll be happy to report back to you
39:08and this Trinidad and Tobago
39:10so what comes out of that youth forum tomorrow.
39:12And again, I always keep the door and windows open
39:14for persons in the wider community
39:17who believe that they have a contribution to make.
39:19Feel free to make the contribution.
39:21So thank you very much for opening this up with me.
39:23So you mentioned we have someone special
39:24who will be joining us on the line right now.
39:26Yes.
39:26Could you tell us who we'll be speaking to this evening?
39:28Well, we have, you know, I'm very happy
39:30and delighted to have a director of the Roots Foundation
39:34very heavily involved in the development of young people
39:37using an approach of spoken word and other methodologies.
39:41We have Mithima Solwazi,
39:43a director of the Roots Foundation
39:45on set with us, Whitney via telephone.
39:48So I want to welcome him
39:49and I'll hand over to you for any question you may have for him.
39:52Good evening to you, Mr. Solwazi.
39:55Good evening, good evening.
39:57How are you?
40:00Yes, thank you for taking the time here with us.
40:03Now, could you tell us the importance
40:05of this National Youth Forum
40:06that is going to happen tomorrow?
40:09Okay, so as mentioned, I'm Mithima Solwazi.
40:12And the importance of this Youth Forum,
40:15I'll give it in a short anecdote.
40:18Today we have two briefings
40:22because we have some people speaking in fact
40:25in the Youth Forum, right?
40:27We have two family discussions,
40:30one where youth will be asking their adult questions,
40:35and then the other where adults are asking youth,
40:40asking youth their opinion.
40:43Yes.
40:43Here's what you said.
40:45They said that even the questions
40:48we will be discussing tomorrow,
40:52she came up with those questions before
40:54where youth wanted to ask the same questions
40:58but didn't get the opportunity
41:01and also they were afraid to ask.
41:04This forum creates that space
41:07where they can ask these questions,
41:10where they don't have to be afraid
41:12to ask these questions.
41:14Because when it says that same space,
41:16it's not just cliche but it's in a space.
41:19This is a space for young people
41:21to share their youth opinion,
41:25get answers the questions they want to ask.
41:27And I just want to add this to Whitney.
41:32We are the Eve of Independence.
41:34Yes.
41:35Right?
41:35There was a historic event in Marlborough
41:3864 years ago.
41:40These young people,
41:42they have an opportunity
41:43to track their future.
41:46Not at Marlborough,
41:47but at the Coover business in Amcloos
41:51where they have a space,
41:53where they have ministers,
41:54they have technocrats,
41:56they have state and community agencies
41:57and they have the opportunity
42:00to track their future.
42:03That's how important it is.
42:05Yes.
42:05Now, I will mention what you just said,
42:08which is a safe space,
42:09which is very important.
42:10And many times, I believe,
42:12even while I engage with young people,
42:14the main thing that they say
42:16is that the adults don't listen.
42:18They don't like to listen.
42:20And I don't know if it's something
42:23becoming an adult,
42:24you believe,
42:25because of your experience,
42:26the younger ones,
42:27just hear what we say
42:28and follow suit
42:29because that is the way of,
42:31I could almost say,
42:32our culture,
42:34in which we disseminate
42:36our information
42:37to our younger people,
42:38even if it's your children,
42:40relatives,
42:40friends,
42:41students.
42:41But we are at a stage now
42:43where the young persons
42:45have so many questions
42:47and they are inquisitive
42:49to what is happening
42:50in their lives.
42:50So with that being said,
42:52how are you all
42:53are now going to have
42:54that conversation?
42:55Because it's now
42:55it's a conversation
42:56because if one is speaking,
42:57another listening
42:58and another responding,
42:59it's a conversation
43:00taking place.
43:01How are you going to make sure
43:02that space is also one way
43:04when they leave there,
43:05they feel heard?
43:29What do you think adults
43:31understand well
43:32about youth today
43:34and what do you think
43:36they sometimes
43:37misunderstand?
43:39These young people
43:40will respond to that.
43:42There are two adult mentors
43:43that pose this question
43:45to them and many others
43:46and they will respond to that.
43:49They have something
43:49they say there,
43:50they have an opportunity
43:51to say anything.
43:52They still don't understand
43:53about her.
43:54I don't think you said to this.
43:56You know what she wants
43:56to take away from this
43:57seminar tomorrow?
43:58She wants adults
44:00to understand
44:01their moods
44:03and their emotions.
44:04Right?
44:04So,
44:06it is up to these young people
44:08they have the platform
44:09which is the move.
44:10They have the space.
44:12Right?
44:13They have 81 young person
44:15in the space room.
44:18This is a,
44:19and I told them
44:20we will not let
44:21this opportunity pass.
44:23This is their time.
44:25Right?
44:26We're not in the only time
44:27but we show some more
44:28people in God
44:29at their time
44:30to ask those questions.
44:32We as adults
44:33will make that space
44:34so comfortable for them.
44:36Because we said that.
44:37We want you to be comfortable.
44:40Right?
44:40We don't want you to feel
44:41that they're acting
44:43something out of that place.
44:44Right?
44:45This is their time.
44:46This is their form.
44:48And you're right.
44:49Right?
45:18I don't know.
45:20Thank you so much
45:22Ms. Ali.
45:23Yeah, just one question
45:23for Mr. Salwazi.
45:24Mr. Salwazi,
45:25you're there still?
45:26Yes, I'm here still.
45:28I want to take this opportunity
45:29on behalf of the state agencies.
45:31You know,
45:32as a non-governmental organization,
45:34as a Roots Foundation,
45:35I want to say to you thanks
45:37and you are representing
45:38a very wide stakeholder
45:39as a related non-state actors.
45:41And my direct question to you,
45:42you know,
45:43I'm hearing it in your voice,
45:44the significance
45:45of this forum.
45:47How important to you
45:48as a non-governmental organization
45:51joining hands
45:52with this multi-sectoral,
45:54multi-disciplinary team,
45:55what's that feeling like?
45:57And what would be your contribution
45:58to that in going forward?
46:00So, well,
46:02one,
46:02I want to thank you
46:03and the team
46:04for inviting us
46:06into that room
46:07because I said
46:08that might be true to this.
46:10A lot of NGOs
46:11don't get this opportunity
46:12to be in room
46:14so I am in the room.
46:16I am a representative
46:17for the others
46:18and I want this opportunity
46:20to continue to learn and grow.
46:23What it means for me,
46:24just as I really excited
46:25for this opportunity
46:26to be in a safe space
46:28with 81 young people
46:29from different communities,
46:32different experiences,
46:34right?
46:35We really want to hear from them.
46:38We really want to share,
46:39right?
46:40And I cannot emphasize more
46:42on making them comfortable.
46:44Young people cannot be saying,
46:46I wanted to ask that question,
46:48you know,
46:49but I didn't get the opportunity
46:50to meet.
46:51Or,
46:51I wanted to ask that question
46:53and I was afraid.
46:54You know what I told you
46:55of course yesterday?
46:56When we finish this work,
46:58this seminar tomorrow,
47:00we won't get everybody,
47:01but most young people
47:03must leave that call
47:04saying,
47:06hey,
47:06you know what I'm going to ask that question?
47:09Hey,
47:09my question was answered.
47:11They must feel
47:13satisfied
47:13that it has been heard.
47:16That might take away.
47:17That might be important
47:18for tomorrow,
47:19please go.
47:19All right,
47:20thank you so much
47:21for joining us.
47:22The director of Roots Foundation,
47:23Mr. Salwazi,
47:25we appreciate you
47:26for,
47:26you know,
47:27taking the time
47:27to speak with us
47:28and tomorrow is a great day
47:29for the young people.
47:31This is your opportunity
47:32to let them know
47:33how you feel
47:34and the things
47:35that could assist
47:35those who are
47:37the ones who are
47:38the directors,
47:39policy changers,
47:40to make things happen
47:42for you.
47:43All right,
47:43we need to take that break.
47:44When we come back,
47:45we will continue with more.
48:01Being a salesman
48:02had its challenges,
48:04but the real challenge
48:05was making out the receipt.
48:08I knew one day
48:10it will catch up with me.
48:11I didn't know
48:12about the phonics.
48:13And when I went into the class,

50:24It's Legally Speaking
50:24Wednesdays.
50:25And with that being said,
50:27of course,
50:27the Justice Clinic
50:28is available for you
50:30in this particular zone.
50:32Now in the Southern
50:33Division at the
50:34Monrepo Regional Complex,
50:35Tyler Smith Street,
50:37Monrepo from 8 a.m.
50:39to 1 p.m.
50:40and also in the Central
50:42Division,
50:42you'll look out
50:43for that as well.
50:44This is your opportunity
50:45for you to be present
50:47and get the knowledge
50:48that is needed.
50:49Now in the Central
50:50Division,
50:50that is on Orange
50:52Valley,
50:53and that is from 8 a.m.
50:55to 1 p.m.
50:57So from domestic violence,
50:58you come from divorce,
51:00custody access,
51:01maintenance,
51:02you have the access
51:04for that.
51:04It's on August 29th,
51:06and that is in the
51:07Southern Division,
51:08also in the Central
51:10Division as well.
51:11Don't be left out.
51:12This is an opportunity.
51:13That knowledge you're
51:14receiving is priceless,
51:15and when I say priceless,
51:16you don't have no price
51:17attached to that.
51:19So please use it
51:20to your advantage
51:21because this is something
51:22that if given you
51:24opportunity,
51:24many of us will be
51:25able to deal,
51:27or dealing with
51:27situations a little
51:28bit better.
51:29And I love how you
51:29ended,
51:30that we must view
51:31this engagement
51:32intervention as an
51:34opportunity to resolve
51:35issues amicably.
51:37We do not have to be
51:38looking to get into
51:39a court so that
51:40a simple situation
51:41where there may be
51:42a situation involving
51:43a land dispute,
51:44two parties agreeing,
51:45look at the situation,
51:46find a way to resolve it,
51:47and you're fighting
51:48and you're peddling
51:49in ignorance that
51:50you're thinking,
51:50no, I have the legal
51:51right.
51:51You get proper
51:52competent advice.
51:53You say, listen,
51:54I realize, okay,
51:54I don't have a right
51:55that I require.
51:56You save yourself
51:57money, you save
51:58conflict, and of
51:59course, you bring
52:00a what?
52:00A peace in the
52:02command.
52:02That's why
52:02Community Justice
52:03Clinic, that's
52:04an important word.
52:05And they didn't say
52:06justice in the
52:07context of a court
52:07because you can
52:08resolve the matter
52:09with some level of
52:10maturity.
52:10But quickly,
52:10Whitney, I know
52:11that we are winding
52:11down.
52:12yeah, before we
52:12wind down, let's
52:13just take this call
52:14here.
52:14Caller, good
52:15evening.
52:16Yeah, good
52:16afternoon.
52:17Hi, good
52:17evening.
52:18Yeah, I'm
52:19thinking about
52:20proportionate
52:20force.
52:21Let us see
52:22somebody is on
52:23your property
52:23with a firebomb
52:25and you see
52:26that close to me.
52:28Well, is that
52:28considered
52:29proportionate
52:30force?
52:30Because it
52:31might, what is
52:32going on right
52:33now, the
52:33thing is, the
52:34kitchen place
52:35of fire.
52:36So I just
52:37want to say
52:37know that.
52:38So, thank you
52:39very much.
52:39Yes, thank
52:40you so much
52:40caller.
52:41For the
52:41firebomb
52:42situation, if
52:43you are seeing
52:43what is happening
52:44and we saw
52:45the numbers
52:45that showed
52:47up on your
52:47property, if
52:48I had a
52:48legal firearm,
52:49am I able
52:50to use it,
52:50Ms. Ali?
52:51Well, Whitney,
52:52I have answered
52:53this question and
52:54this question is
52:54a very fluid
52:55question and I
52:55want to
52:56acknowledge what
52:57ASP Russell
52:58said yesterday
52:58when he
52:59responded to a
53:00similar situation
53:00in terms of
53:01what is reasonable
53:01force and force
53:03that is
53:03proportionate to
53:03the circumstances.
53:04It has to be
53:05played on its
53:06merit, it has
53:07to be played
53:07in the
53:08circumstances and
53:09yes, very
53:10important question
53:11but it is not
53:12something I can
53:12say yes or
53:13no.
53:14The circumstances
53:15have to be
53:15properly fleshed
53:17out so that
53:17you can get
53:19the best option
53:19but it is
53:20something that
53:20I am seeing
53:20I may have
53:21to do a
53:21conference.
53:22I may have
53:22to do a
53:23conference with
53:23sufficient time
53:24and really
53:25take you all
53:26the different
53:27angles, what
53:28may be some
53:28of the thought
53:29process and
53:29really flesh
53:30it out.
53:30In a minute
53:30or two minutes
53:31on this
53:31platform with
53:32a very brief
53:32intervention, I
53:33can give you
53:33it in both
53:34contexts and it
53:35will not serve
53:35the justice
53:36but the law
53:36as it stands
53:37talks about
53:38reasonable force
53:38in the
53:39circumstances
53:39and being
53:39proportionate
53:40that can be
53:41a very, very
53:42in-depth
53:42discussion but
53:44let us look
53:44at the law
53:45and apply the
53:45law and
53:45perhaps sometime
53:46in the future
53:47perhaps I'll
53:48look at a
53:48conference that
53:48persons can
53:49benefit or
53:50probably a
53:50similar program
53:51that they can
53:52spend some
53:52weeks behind
53:53this area in
53:54relation to
53:54use of force
53:54but as
53:55always with
53:55that's okay
53:57we have a
53:57final
53:57final call
53:58my bad
53:59sorry
53:59that's okay
53:59caller good
54:00evening
54:02good evening
54:03to you
54:06good evening
54:07to you sir
54:08yeah
54:08yeah
54:09I just
54:10just
54:10just
54:10because
54:11we have
54:11much
54:11time
54:12the
54:13program
54:14has
54:14given
54:16and we
54:17communicated
54:17with it
54:18because
54:18we have
54:19thing
54:19and
54:22both
54:24one
54:24criminologist
54:25and one
54:26psychologist
54:26and it gave us
54:28some important
54:29things because
54:30of the youth
54:30today
54:31now the
54:31honority
54:32and death
54:32on the
54:33dependence
54:33and then the
54:34movement
54:34activity is going
54:35to happen
54:36but what I
54:37hope
54:37is that
54:38the things
54:39that they
54:39are doing
54:41that they
54:42are hope
54:42that they
54:42change
54:43to this new
54:43semester
54:44and they
54:45know
54:45what you
54:46said on
54:46television
54:47during the
54:48season
54:49and
54:50I hope
54:53that they
54:53have less
54:54crime
54:54and all
54:55other things
54:56I hope
54:56independence
54:57is very
54:57beautiful
54:58and it
54:59shows
54:59that the
54:59president
55:00grows
55:01and
55:03also
55:06maybe
55:06next
55:07program
55:07if I
55:07get the
55:08opportunity
55:08because
55:09so many
55:09times
55:10are
55:10opportunities
55:11and
55:12things
55:12I really
55:12want to
55:13say
55:13is that
55:14optional
55:14right now
55:15all right
55:16thank you
55:17so much
55:17Kola
55:17now
55:18Mr
55:18you have
55:18the
55:18opportunity
55:19to
55:20close off
55:20for us
55:21well I'll
55:21be very
55:22simple
55:22Whitney
55:22you know
55:23I was
55:23you know
55:24just
55:24I wanted
55:24to add
55:25that
55:25international
55:26organizations
55:27and agencies
55:27are also
55:28involved in
55:28the national

55:46and let
55:47us all
55:47now prepare
55:47our minds
55:48that we are
