02:40Good evening, Trinidad and Tobago, our international audience and our brothers and sisters in Grenada.
02:46This is Beyond the Tape.
02:47I'm your host, Whitney Husbands.
02:49Now, we're smack in the middle of the week, and yes, it's officially Humday.
02:52And it's legally speaking Wednesdays.
02:55But before we dive further into that, of course, we're seeing we're in day number three of the new school
02:59term.
03:00And we have seen four students already being suspended, along with bloodshed that is taking place as well in the
03:07mover area on Tuesday the 8th,
03:09when a man identified as Clarence Thompson was shot and killed in May 48 hours after Thailand Henson.
03:17It's a space that we are seeing more gun violence taking place.
03:22But to discuss this and more, because it's legally speaking Wednesdays, one of our favorite attorneys, officers, host directors, or
03:30director, Mr. Ali.
03:32And I have to say, he's also representing the Ministry of Homeland Security as well when it comes to policy
03:37and support in the communities of Trinidad and Tobago.
03:40So, Mr. Ali, good evening to you.
03:42Well, pleasant good evening to you as well.
03:44Yes.
03:45I'm wondering whether I have, you know, such an equal introduction for you.
03:49I guess I may have to write a book if I have to introduce you properly.
03:53But it's indeed an honor and privilege.
03:54Thank you very much for your warm welcome.
03:56You know, you always inspire me.
03:59You know, let's continue along that time.
04:01If I do anything further, please permit me and house the producer to permit me to recognize a very important
04:07gentleman in my life.
04:09And I'm very emotional with it because I know the sacrifices that he made endure over the years.
04:17And, you know, I always pay tribute to him and my mother in particular for the commitment and dedication for
04:26our bringing.
04:27And, you know, I'm happy to join with the City of Trinidad and Tobago, led by my mother, of course,
04:36to wish my father.
04:38You're not going to see the man of the house.
04:40Yeah.
04:40Mr. Hassim Ali, a happy 7th year birthday.
04:45Thank you very much, Whitney.
04:46Yes.
04:48So, Daddy, if you're listening to me, you know, happy birthday to you.
04:50May God continue to bless you with many more happy ones.
04:54Thank you for the support, you know, to myself, you know, my sister, our spouses, our children, and the entire
05:02family.
05:02And, you know, we want to thank you very much.
05:04So, I hope you continue to have an enjoyable evening.
05:07I know what's happening right now as we speak.
05:08I know that you're embracing your grandchildren and spending time with them.
05:13But I just want to open, you know, the show this afternoon.
05:15Thank you for allowing me.
05:16So, you know, I salute you.
05:17May God continue to bless you with many more.
05:19And so to my mother, Jackie.
05:21And the technical staff, thank you very much, as always, for your support on this platform, on the other platform,
05:29the law enforcement agencies, private security agencies.
05:33Good evening to you, and I, you know, I wish you well and, you know, continue to great fight.
05:38It's not an easy fight.
05:39It's a difficult task, based on what you would have reported.
05:41You know, the bloodshed continues.
05:43The challenges continues with crime and criminality.
05:44And most importantly, the citizenry of Trinidad and Tobago.
05:48Good evening to you as well.
05:50You know, Whitney, you also mentioned the third day of the school term.
05:53And we've already seen children, you know, being acting with violence, indiscipline.
06:00You know, very sad state of affairs.
06:01But, you know, I know there's a response that will be coming, or if not already unfolding, to be able
06:08to deal, you know, with these children anyway that they should be dealt with.
06:11But, as always, let's see how we progress this afternoon.
06:14Yeah, and I will touch on this quickly because we're seeing that there are persons, not the majority, though, Mr.
06:20Ali, when it comes to seeing the action that needs to be taken.
06:24And, of course, what the PM, the statements the PM made on persons standing behind what she's saying.
06:31Other persons are saying, what are we doing by just taking them out of schools and policing them where it's
06:36just putting them in a space where they will continue to behave like that.
06:40Yes.
06:40Or add it to those when it comes to violence and criminal activities in the country.
06:47Yes.
06:47What persons are fed up?
06:48Well, you know, I know that there will be different perspective on this particular matter when it comes to all
06:53nations.
06:53Children in terms of indiscipline, violence, acts of criminality.
06:57You know, but what the undertaking I can give and, you know, what I know what I'm privy to, as
07:02I said before, there's a response that is unfolding.
07:06And these children who have been identified for acts of indiscipline and violence, the suspension will be leading them to
07:14a particular area where they will receive the necessary intervention.
07:17And may I say as well, over the last couple of months, we have been talking about psychosocial interventions and
07:22engagement with initial schools.
07:24That's going to be continued and going to be continued at a rapid pace.
07:26Yes.
07:26So there are persons who are acting with violence and indiscipline.
07:30They will be specific targeting with reference to these children because while the general population may be required for us
07:37to create awareness to ensure that they do not make those bad choices,
07:40those who are making the bad choices will need deeper intervention because perhaps the psychosocial intervention will be deeper than
07:48just creating awareness and talking about criminal offenses, consequences, and so forth.
07:53But something is happening, something is unfolding, you know, and I ask the citizenry of Trinidad and Tobago to trust
07:58in the process.
07:59Equally on that, Whitney, I always want to emphasize upon parents as well.
08:03Right. I was not going to ask you that because we can't be changing the minds of the children.
08:07That's right.
08:07And the people who molded the minds of the children, they have to go back to them.
08:10Correct. So I want to, with you, I want to, you know, ask the parents of Trinidad and Tobago to
08:15take your responsibilities, you know, seriously.
08:17And may I say that in the Children's Act, sometimes it's not mentioned in any way that it should be
08:22mentioned, but if I may speak strongly from a legal context,
08:26the Children's Act places parents, and my extension, legal guardians, under very serious responsibilities.
08:32And I want to repeat that. The Children's Act places responsibility on parents.
08:37And may I say that children who are acting with a level of indiscipline and more so acts of criminality,
08:43if these children are charged in place before the court, the court is going to inquire what level of supervision,
08:50what involvement did you have in that child's life to try and rehabilitate that child or to ensure that child
08:55does not commit a criminal offense
08:56and any consequences that flow from the acts of violence or whatever it may be,
09:01you can be held liable to pay the consequences that may flow from the action of that child.
09:07So I want to say that let us be informed, let us be in the know, but let us seize
09:13that responsibility.
09:14And from a softer side, Whitney, Whitney, I'm certain in your lifetime,
09:19and I don't mean to put, you know, make anyone feel prejudiced or, you know, go into a state of
09:25bother.
09:27But adults, and especially when you get married and, you know, you're enjoying a relationship,
09:32one of the things that you always long for is a child.
09:34Yes.
09:35And, you know, those who have children, do not take it for granted because there are many persons who wish
09:40they could have a child of their own.
09:43They would have gone any way that is required to have that child.
09:46And I want us sometimes to appreciate what we have.
09:48Sometimes we take it for granted and that may be someone, what someone else may be looking for.
09:53So those who have biological children, embrace them.
09:56Those who are connected to our child as a legal guardian or otherwise, embrace them as well.
10:01And remember, last but not least, we all were children.
10:05And had it not been for proper persons, I've just identified two persons in my life.
10:08Your mother and your father.
10:09Perhaps we may not have been here.
10:11So there are a lot of legal issues behind it.
10:13There are social issues behind it.
10:15There are ethical issues behind it.
10:16There are moral issues behind it.
10:18There are spiritual issues behind it.
10:19Let us look at it in deep context.
10:21That's all I can offer to the country.
10:22All right.
10:23I know the conversation shall continue, but we switch gears just a bit.
10:27Where this incident surfaced on social media.
10:30And this took place in January of this year, which is 2026.
10:34And Mr. Ali, this just shows how your entire life could change in seconds.
10:40Because of sometimes just being, or in this case, not being the bigger person.
10:46Yes.
10:47And this is an incident, as I mentioned before, that took place in January.
10:51And we could see where the person was reversing in the black vehicle.
10:54And there is a van that is behind the vehicle that was proceeding to exit that parking space.
11:04And the driver behind him clearly refuses to reverse or at least position himself in some way to allow the
11:13driver to exit.
11:14And it escalated with emotions from here.
11:16So we could see the emotions escalating.
11:25So, Mr. Ali, as I said, your life could change in seconds here.
11:30Whitney, when I look at this video, and I know that perhaps, you know, once it's authentic, it could attract
11:37or may be attracting investigations or, you know, even on a more mature basis.
11:42But you are quite right that responsible and being responsible is of deep importance.
11:50Yes.
11:52And sometimes you go into a situation not knowing that you have not weighed the risk.
11:56And in this situation here, based on what we are seeing, one blow placed that individual on the ground.
12:04And, you know, we refer to this area as a fatal funnel.
12:06Yes, it is. Your face, your head.
12:07And that's a very sensitive area.
12:08So, again, a very unfortunate situation.
12:11But, you know, and look what's happening.
12:13Look what's continuing.
12:14Yes.
12:14You know, it's very unfortunate.
12:15And this is adults who appear to be adults.
12:19Yes.
12:19And persons who are wrong were observing what was taken place.
12:22That's correct.
12:22So, you know, why we speak about children?
12:24This is sometimes how our adults behave.
12:26And if we should be setting proper example, this is not the example to set.
12:29So, again, a very unfortunate situation.
12:31And all those who are involved, just, you know, just trigger a little bit of legal, legally speaking into that
12:37particular video.
12:38Yes.
12:39Every person who are committing a breach of the peace at minimal can be charged, you know.
12:43So, you could be charged for fighting in a public place, if that was a public place.
12:47So, everyone who is involved in a fight can be charged for a simple breach of the peace, if not
12:52fighting in a public place.
12:52So, again, let us be responsible.
12:54There are ways that we can treat with issues.
12:57And you see emotions, Whitney?
12:59Yes.
12:59Boy, it could get us in trouble.
13:00Sometimes we still agree with our situation.
13:02It could get us in some serious problems.
13:04But this, and, you know, these days I'm around a lot of psychologists and social workers.
13:08Because you know what they tell you?
13:10Take a deep breath.
13:12Walk over, take a deep breath.
13:13Calm.
13:13And just try to put your whole body in a state of calm.
13:16Yes.
13:16So, you can think properly.
13:18I know it's very difficult for us to say that here.
13:19But practice it.
13:20Try it in little situations.
13:23Very unfortunate.
13:23Thank you for using that as a teaching video.
13:26Yes.
13:26Many times we have more to lose.
13:28And in this case, we got some information, Mr. Ali, from Captain Ramberat, when it came to the gentleman, Clarence
13:37Thompson.
13:37Yeah.
13:38And this is in relation to the murder that took place on Tuesday, the 8th of September.
13:46So, last night, gunshots were heard near to Clarence Thompson's home in Chinapu, Mova.
13:51This morning, when relatives checked, they found his house ransacked, spent bullet shelves, and a bloodstained piece of clothing just
14:01behind the house.
14:02When Captain Ramberat and his team arrived, they began searching behind the house.
14:09And at 12.03 p.m., they found his naked body lying face down near an abandoned house, which was
14:16about 300 feet from his house.
14:19Police officers are currently on the scene.
14:22So, condolences to the family here.
14:25Not a way to hear how one of your family members' lives was taken.
14:31And we still don't know full details, but, again, we'll update the public as we receive.
14:35Well, thank you very much for bringing the public up to date.
14:38You know, not the kind of news that you want to bring out to the public, but, you know, that's
14:43the situation.
14:44And, again, condolences to the family and, you know, to the Hunters Rescue Team.
14:50You know, thank you for coming to be of immense support to the law enforcement agencies in Trinidad and Tobago.
14:56We know they go through a lot.
14:58You can see the terrain, very difficult terrain, and, you know, really doing their part to ensure that they bring
15:04closure and, you know, well, in this case,
15:07probably identification of crime scenes for police to conduct their investigations.
15:10So, again, as you said, we will be updated as the information unfolds.
15:16Yes, and again, condolences going out to the family.
15:18At this time, it's for us to take a look at our SOE update as of September 9th, 2026.
15:28Number of operations, 13,038.
15:31Number of targets, priority offenders, 3,339.
15:35Searches conducted, 4,515.
15:38Traffic operations, 8,122.
15:42Total persons arrested, 5,739.
15:46Total persons charged, 1,377.
15:51Firearms recovered.
15:52We're seeing no increase there, giving us a total or remain at a total of 315.
15:57Ammunition recovered.
15:58We're seeing an increase with the 9mm, giving us a total of 6,386.
16:03And dangerous drug seized.
16:04We're seeing an increase with the cannabis and cocaine.
16:07Ms. Stanley.
16:07Well, thank you very much, Whitney.
16:09Again, every time I see these statistics, I will be dedicated as statistics to the citizenry with the police officers
16:15or law enforcement in general.
16:17Yes.
16:17Because had it not been for that partnership, you would not have the opportunity to read these figures.
16:22And these figures, you know, represent acts of criminality.
16:26Because I'm certain persons who have constructive possession of these things would not be having the required license, especially as
16:34it relates to particularly firearms and ammunition.
16:37So, again, having 3,200 rounds of 9mm ammunition off the streets, you know, that puts us to give us
16:44some level of comfort.
16:45Had that been out there, it creates even more difficulty.
16:48So, could you imagine that these items are not in the possession of the police, but in the arms of
16:54persons who are bent on crime and criminality.
16:56The risk, of course, is always going to be higher.
16:59Always.
16:59So, you know, that's all about the work of both the citizenry and the law enforcement agencies.
17:04Yes, a job well done.
17:05Right now, let's take a look at what's making today's headlines.
17:07Thanks.
17:08Thanks.
17:18Thanks.
17:21Thanks.
17:42And those are your stories making today's headlines.
17:44Just some information for persons in the St. James area.
17:47Remember, today your Tongue Meeting is on and it is starting at 7 p.m.
17:51So, you have no excuse.
17:53Make sure and be present at the St. James Police Station Community Tongue Meeting that is taking place in a
17:59short, in a few minutes.
18:01All right.
18:02At the D.B. Community Center in D.B. Road, St. James.
18:05Make sure your voice is heard.
18:07Connect with your officers.
18:09Know who are the officers in your community, your senior officers at that, and let them know some of your
18:13concerns or ideas that you may have to better, make your community a better and safer place, which is most
18:18important.
18:19Mr. Ali, so, I want to touch on the four students suspended.
18:24Yes.
18:25And, you know, that's the conversation throughout the entire country right now.
18:29We haven't made the full month of the new term.
18:32And we see four students can't even attend school right now because of their behavior.
18:38What is next when it comes to operating with these children?
18:41When you believe with your expertise and the persons that you work with when they enter back into school?
18:46Well, Whitney, let's first look at it.
18:48Let's look at it in a surgical context, if I should say that.
18:53Structured.
18:55While you have a right to education, that right to education is not absolute.
18:59I'm not absolute in the context that if you are acting with levels of violence and indiscipline, it means that
19:06now you are putting the right to safety and security of other persons at stake.
19:09So there must be a proper balance.
19:11Yes.
19:11And when you see children acting out like this, sometimes looking at it, we see acts of violence.
19:17But sometimes if you look carefully, they're actually crying out for help.
19:22They're expressions that they do not know how to control their emotions.
19:25So it's been poured in a particular way, which is an act of violence.
19:29We have to look at this thing with a very mature eye in terms of where decisions must be taken
19:34and hard decisions in the first instance to remove these children who may be causing a risk to that population
19:40of children.
19:41But after you remove them, and this is the question that you are asking, it's important to have the necessary
19:47intervention in a timely manner to ensure in the quickest time possible,
19:51that they are reintegrated, so that their right to education is not prejudiced for any lengthy period of time.
19:57So the board I want to coach here this afternoon is ensuring that we strike a proper balance, that we
20:02ensure that we protect the majority,
20:04but also look at the minority who may be acting out with violence and indiscipline to ensure that there is
20:10the investment that is required to rehabilitate so that they can be reintegrated with the school
20:15and also their whole attitude and, you know, to be able to enforce discipline in a way that positively that,
20:26of course, to ensure that they are meaningful and they can progress and promote our society.
20:31So it's a balance that needs to be struck.
20:33So I want the citizenry to understand, do not look at it in my opinion and say, okay, you've seen
20:37four children removed from school.
20:39Because anyone who is in a position to take decisions, we want a safe and secure school, including a psychologically
20:45safe school.
20:46Could you imagine that they are just saying ten other children who have seen these persons involved in the fight.
20:51These persons are coming back into the school.
20:54Psychologically, am I going to be the next victim?
20:56Or others could read it as, look, they come back in school.
20:59That's the point.
21:00That's the point.
21:01So I could do it too.
21:01Brilliant point.
21:03So that's the point in terms of also looking at a deterrent.
21:05So that when actions are taken, let's look and see the actions that are taken.
21:10But equally, because we are talking about children and the principle to act in the best interest of the child,
21:16the investment, the intervention, and hence, I do not want to disclose it too early because I want to leave
21:22it in the hands of the proper authorities.
21:24But the suspension is not going to stop there.
21:26There is going to be a process that is going to be re-engaging these children to ensure that they
21:32are fit and proper to return to school in the quickest time and to be able to enjoy the right
21:37to education.
21:37But I understand your concern and I have very serious concern.
21:40But help me to help the nation to understand that, you know, we all have called for drastic actions.
21:46You know, the same issues of indiscipline.
21:48Had the children not been suspended?
21:50Because we live in a society that they have different opinions, you know, there are going to be a strong
21:54call to say, why these children are allowed to remain in school?
21:57Why we don't take strict actions against them?
21:59Again, where I would like to go as well is, and we said it this afternoon, go beyond the children
22:04as well.
22:05Who are the parents?
22:05Who are the legal guardians?
22:07They may require help as well.
22:08So I think that we require a very deep intervention to look at the socioeconomic, the psychological matters and other
22:16matters that may be existing with reference to these four children.
22:19All right, guys, you can give us a call at 623-1711-Extension-1996 or 1997.
22:25We'll be back.
22:41I couldn't read at all.
22:42Like, I didn't know any words.
22:44And then from my level beginner, I could start reading five letter words perfectly fine.
22:48They teach you much more than a normal school.
22:51Each small step improved my life situation and made me more in control of things.
22:58My ideal tomorrow will look like me reading any sign that I see or anything that my son said, mommy,
23:06what is that?
23:06A little today.
23:08A little today.
23:08A little today.
23:10A lot tomorrow.
23:11Alter.
23:12Alter.
23:12Alter.
23:13Are you 16 and over?

24:56And Saturday, 6.15 p.m. on I-95.5 FM.
25:02Help me, help me, help me.
25:16And welcome, Mark.
25:17If you're now joining us, we have our attorney at Law and Director, Mr. Ali's Legally Speaking Wednesdays.
25:22We have a call on whole caller.
25:23Hello, good evening.
25:25Good evening to you, sir.
25:28Good evening to you, sir.
25:30Sorry, now that I know your father's age, I cannot hope to say, after a day, to one of my
25:37younger brothers.
25:38Thank you very much, sir.
25:41Another important issue here to begin with this evening.
25:45You know, when you do good, sometimes it's over to overtake you.
25:49I received a call on Sunday morning from my son.
25:53And he told me who was the person that was in execution at the airport last Monday.
26:00That's true.
26:02And he is somebody that lived within less than a one-mile radius of me.
26:10When I called the person,
26:14and the person asked me, I said who I am.
26:17He said, I'm speaking with your son right now.
26:20So I let the code go on between the son and the boy's father.
26:27On Sunday evening, I called the chairman of the Airborne Authority and we had our link to the discussion.
26:37So part of the recommendation is that this now has to go to the Minister of Transport, Mr. Zafur.
26:46And I suggested not only Mr. Zafur, it is also for a letter of that nature who asked the Minister
26:53to support the Minister of Health
26:56for those only two ministers to take their full immediate action to assist in these kind of situations.
27:04And also by conduit to the family.
27:07But apparently the guy passed.
27:11He was pretty young, pretty young.
27:14He was much younger than my son.
27:17Now someone called today from a 6-10 number.
27:22But apparently that would have been my sleeping time.
27:25And his only box just saw his early missed call.
27:28He was calling box. I didn't know who it was.
27:31So I'm hoping for the best for the family.
27:35And my deepest condolences to the family.
27:38I thank you.
27:40Thank you. Condolences to the family there.
27:43Ms. Ali.
27:44Yeah, thank you very much.
27:44I recall distinctly when he would have indicated the need to respond to an incident at the airport.
27:51Thank you very much for giving us the update and unfortunate information
27:56with reference to the passing of the individual.
28:00May his soul rest in peace and condolences to the family.
28:04But you know, Whitney, it is another reminder.
28:09And I use death.
28:11Another reminder that from him we came and to him shall be our final return.
28:17Correct.
28:18And date and time doesn't belong to us.
28:21So when we have our opportunity, let us make use of our opportunity in the little way that we can.
28:26And I always give because we are on this platform.
28:30This is an opportunity Whitney, a very sacred opportunity.
28:33I treat this as a very sacred opportunity.
28:35The opportunity to speak to Trinidad and Tobago sincerely, honestly.
28:40Because I'm certain that every single day,
28:43the person listening to you and other persons on this platform
28:46will either be educated, will either be influenced positively.
28:50So you never know how important until sometime people meet you and say,
28:55Whitney, you know, you said something and caused me to think differently.
28:57I have gotten it many times.
28:59I'm sure you have gotten it many times.
29:00Yeah.
29:00So this is how we have given back.
29:02But again, a reminder that one day we all will form part of history.
29:09All right.
29:09We have another caller.
29:11Caller, good evening.
29:13Hello.
29:14Hi.
29:14Good evening.
29:15Hi.
29:15Good evening.
29:16Good evening.
29:19Poity being.
29:20The leader being.
29:22And I brought the excitement on the first stage.
29:27I want to make a reference to the four clubs, right,
29:32who were involved in violence and lifeline.
29:36And I want to make a suggestion, Charlie.
29:40Sure.
29:41Unless we don't develop a culture of law, finance, and the rule of law.
29:48That would be a critical component in schools from elementary and secondary.
29:55We have to catch them and expose them to that before they reach 8, 7, 8.
29:59Every year, 7, then we don't ingrain them in culture of government and rule of law,
30:05adherence to law of the morality and justice, delude them.
30:08Now, those who sell for victims, right?
30:12So, the violence and the achievement and all of that, right?
30:17There is a workable solution.
30:21And I want you to listen to me, sorry.
30:22It is called seeking for exchange.
30:26At 22, multiple interventions.
30:29It means that children or young people who still have that success,
30:35it is a recap, like one.
30:37It works.
30:39Right?
30:39Very important to your psychologist.
30:42And this, they can research out.
30:44And it is based on competent and structuring.
30:47Right?
30:47You're thinking in mind and beliefs.
30:49You're learning emotion and problem solving and the like.
30:52Right?
30:52Now, that is the intervention.
30:54But if you venture a second, developing a culture of localness and rule of law.
30:59Elementary school, it might be a three hour session once a week.
31:06Right?
31:06That's the same time.
31:08Right?
31:08At the secondary school, it should be three hours.
31:11It might be part of the curriculum.
31:12You can do it in Italy, go to Singapore, go to Georgia, go to Italy,
31:20where they had this highest level of crime and delinquency.
31:24And it broke.
31:25But it has a ten year program with all criminal justice freedom agencies,
31:30the media, the community, and it's based on what?
31:34Humanity allows to run after.
31:36Would become delinquents.
31:38Right?
31:38People don't just become delinquents.
31:40Humanity is like that.
31:41It's an accumulation and amalgamation of guna abu's ban habu.
31:46So we need to prove that.
31:49And it must be also work with communities in the parents.
31:53That is interventionist.
31:54And interventionist thinking approaches.
31:56That is like approaches and emphasis and literature.
31:58Right?
31:59It is also a recovery-reliance therapy.
32:02Right?
32:02And it develops families of children in schools who are bilingual,
32:08in youth facilities and communities.
32:10And the people who are supposed to be driving that to Charlie,
32:12is the probation department.
32:15There are legislatures.
32:16They use more probation in the courts and in schools.
32:19And it is also jointly with the prisons and the youth facilities,
32:23the children's authority.
32:24All of this.
32:25So your school intervention and the committee,
32:29are police-orienting.
32:31They will become experts in thinking for a change.
32:34And what, of course, are the moral recognition therapy to build character.
32:39And these will be the physics of these young people.
32:41This system practices for nothing.
32:44As a past member of criminal justice system, I know what I'm talking about.
32:48It will.
32:49All right.
32:50Thank you so much, Kola.
32:51Mr Ali.
32:52Thank you very much, Kola.
32:53You know, I always welcome, you know, just as you are very excited about Wednesday,
32:56I similarly, because, you know, I look forward to this sort of, you know, this course
33:00and very critical issues, as always.
33:03But, again, I advocate for teaching these young children the importance of the rule of law.
33:08Mm-hmm.
33:08Because the rule of law is basically what governs behavior.
33:11Correct.
33:11You know, so I want to, you know, embrace it.
33:13You know, I listen well, for those who know me.
33:15And, you know, I will definitely challenge it in the area of the professionals I meet on a daily basis
33:19to help put some of those things into context.
33:22But thank you very much.
33:23All right.
33:24Ladies and gentlemen, we need to take that break.

35:36And we are back.
35:37Mr. Ali, we have to congratulate eight officers today because they were promoted.
35:43And the reason why I'm saying that, we are seeing that eight officers promoted at TTPS ceremony.
35:48Now, the Trinidad and Tobago Police Service today celebrated the promotion of eight officers at a promotion ceremony held at
35:54the Police Administration Building.
35:56The ceremony marked a significant milestone in the careers of the officers, with three officers promoted to the rank of
36:04Assistant Commissioner of Police, ACP, and five promoted to the rank of Senior Superintendent of Police.
36:11The occasion was attended by the Minister of Homeland Security, Roger Alexander, the Honorable Roger Alexander, Deputy Commissioners of Police,
36:20Junior Benjamin, Natasha George, Suzette Martin, the President of the Police Service Association,
36:26Heads of Departments and Units and members of the First Division who gathered to witness and celebrate this important achievement.
36:34In congratulating the officers, the Minister of Homeland Security encouraged them to remain present and visible ahead of their respective
36:44charges while making themselves available to members of the public.
36:48The Minister underscored the importance of leadership that is accessible, engaged, and responsive to the communities being served.
36:57In addressing the newly promoted officers, the Commission of Police underscored that promotion represents recognition of hard work, dedication, and
37:08commitment to the police service.
37:10He reminded them that their new ranks bring increased responsibility and call on them to lead from the front, remain
37:18visible and accessible to the public, and continue serving with professionalism and dedication.
37:25The ceremony also provided an opportunity to reflect on the journey that led to this achievement and to acknowledge the
37:32continued support of colleagues, families, and members of the wider police service.
37:37The TTPS congratulates all eight newly promoted officers and wishes them every success as they assume their new responsibilities and
37:47continue to serve the people of Trinidad and Tobago.
37:51Congratulations to our newly promoted officers.
37:54Mr. Ali, I'll give you a round of applause.
37:56Yes, yes, yes.
37:57Well, I want to join with you as well, Whitney.
37:59I am sure this is a very, very special feeling for these officers.
38:02You know, most of these officers, I'm certain, would have had at least 25 odd years in the police service.
38:09And it's always nice to be elevated among the ranks, and I want to, you know, salute them for their
38:14hard work, their dedication, their commitment.
38:16And, you know, also congratulate the police commissioner and members of the executive, led by the Honorable Minister of Homeland
38:21Security, for recognizing the importance of elevating these officers.
38:24On that backdrop, you know, I will urge them, you know, as a subordinate, as a member of the TTPS
38:32as well, that the most beautiful way that you could put that badge of rank into effect is getting a
38:40grip, assisting in getting a grip of crime and criminality in Trinidad and Tobago.
38:43So, this excitement should be manifested in taking back Trinidad and Tobago, and, you know, let it mean something.
38:50You're going to cherish it a little more, and let us be the, and guide the police service, support the
38:56police service, be the leadership that is required to be able to move Trinidad and Tobago.
39:01Because at the end of the day, Whitney, the police is the public, the public is the police, but the
39:06oath officers are the ones who are required to lead the charge.
39:09Manage.
39:09But I salute you, and also, sometimes we forget the families. We're not seeing the families of those individuals there,
39:14but they would have sacrificed.
39:16They would have, at times, go with all these officers, because they have been called for duty and commitment.
39:21So, the wives, the girlfriend, the husbands, the children, the entire community that these officers came from, you know, I
39:29want to commend you, congratulate you as well,
39:31and continue to render the necessary support to them, so that they could give meaningful contribution to Trinidad and Tobago.
39:37All right, we have a caller. Caller, good evening.
39:40Hello?
39:41Yes, listen to the partners, Whitney and Mr. Ali.
39:44Yes, good evening.
39:45Good evening to you, sir.
39:46Now, Mr. Ali, kudos to you, and I see that initiative every day, you, Mr. Ali, that is a pay,
39:51pay plus for the citizens of this country.
39:55So, you, Mr. Ali, what, what, what, what, what, what, what, what, what, what, what, what, what am Iurch' on
39:58this thing, now,
39:59I wish you again, work on this thing, you, nearly, 4, 25, and 85 years 똑같.
40:06You see kind of a music living, you know, and pushing out which truthfully use,
40:11you, to kill that arm and drew for people, very interesting, that need, we, by the information, to spend it,
40:18the users following these music and we not work on people, these music, that's an insane insanity.
40:27This kind of music should be banned from the radio or from TV.
40:31You could use it to listen to this and read what it sounds, and nobody is talking about that.
40:37I wouldn't say that it's too late, but this is implemented 15 years ago.
40:46So, with the use, today we turn out to be a group that has yet been a society.
40:50How about this one, Ms. Ali? Ms. Whitney, good night.
40:53Thank you so much, sir. Ms. Ali?
40:55I'm humbled by your comments. Thank you very much for sharing positive feedback with the initiatives.
41:00I give you the assurance on members of the public that we will continue to take the necessary steps that
41:05are required,
41:05and we also ask for your support. As you're listening to music, Whitney, I know many persons have spoken about
41:10different types of music.
41:12Yes. And I work in an urban industry. Yes.
41:15And I always have this discussion and this debate going back and forth, even with our listeners.
41:22And it is one way. I still see it as, yes, when you hear it, you hear violence in the
41:27music.
41:28Yes. And we have a young audience that listens, and we have a responsibility.
41:32But I always say, the masses of the persons who listen to the same said music, we are not putting
41:38on the crime.
41:39We are not, we just hear it as a song. Others are not seeing it like that. And they will
41:43take it literally.
41:44So it's all about the mind and, again, the norms of what your environment is.
41:50Yes. Because as we see it, or others like myself, it's just a song.
41:54Yes. Because we could go all the way back to Super Cat if you want to.
41:58Yes. And who is the original bad man when it comes to music?
42:01Yes. So it's one way it will always be a discussion.
42:06Well, you know, I know that that is a very sensitive matter. I myself, you know, in another area, would
42:12have had cause to deal with when there were a particular type of music that was promoting gang activity in
42:17Trinidad and Tobago.
42:18Yes, correct.
42:18And, you know, I had to move swiftly, legally, operationally, investigative-wise, to be able to deal and bring some
42:23control over that.
42:24Today we have seen that has since subsided, and we have seen the persons who were involved in those activities
42:30are now looking for a better life.
42:32So I was happy to see that change. But what I will say is that music is a form of
42:35expression as well.
42:37But let us be cognizant and let us be sensitive in terms of the lyrics.
42:41Right. And perhaps for our children, we can probably teach them that if you are listening to things that may
42:48be derogatory or maybe inciting violence, you know, please redirect them to that.
42:53And if persons who are persons who want to continue to enjoy their freedom of expression, my advice would be
43:00stay away from inciting violence or promoting violence.
43:03And you can find clean lyrics and you can still attract people any way that you want to attract them.
43:11So it's very, very delicate, very balanced. But, you know, again, I would not deny the opportunity to look into
43:16it.
43:18And I must give you the undertaking. We will look into it.
43:21But for the artists, you know, we must track that balance, you know, give them the freedom of expression.
43:25But they too must come in line to ensure that they're responsible and we can choose clean lyrics to be
43:31able to influence a nation.
43:32And I'll say quickly, believe it or not, the young ones don't listen to radio, eh? Just saying. We have
43:36a caller. Caller, we do apologize for the wait. Caller, good evening.
43:40Hello, good evening.
43:42Hi, good evening.
43:45I'm, I'm...
43:47Hello?
43:56I'm not, I'm not, um, what he asked?
44:02Oh, yes, it's TTP, TTPS, TTPS. This is not from TV6.
44:06TTPS.
44:07Yes.
44:08I would like to have a look at the figures, the number that is stated on the seizure of cocaine.
44:17The cocaine right now, they're saying 8,027 grams.
44:228,027 grams is really equivalent to 8 kilos.
44:32And I know, based on the report I've been seen on the newspaper, that figure is way past 8 kilos.
44:39So could you, uh, please check that signal for me, please?
44:44All right.
44:45So thank you very much, Caller.
44:46Caller, you, you remind me two weeks ago when I did a critical analysis, um, of these statistics, you know.
44:52Um, but thank you very much, Whitney.
44:55This is a clear indication as well that persons pay attention.
44:59Well...
44:59They listen, they look at these statistics.
45:01Um, if in fact that's the case in terms of the, the quantum, you know, let me give you the
45:06assurance that it will be adjusted.
45:07The communication will be made with the, um, with the TTPS to ensure that they bring their records up to
45:12date.
45:13But thank you very much, Shula.
45:14All right, thank you.
45:14With that, we take that break.
45:15When we come back, we'll continue with more.
45:32Wait, wait, wait.
45:32Did you see that shine on my hair?
45:34With Elvive Glycolic Plus Gloss by L'Oreal Paris with glycolic acid for instant high shine hair.
45:39When my hair shines, I shine.
45:41Elvive Glycolic Plus Gloss by L'Oreal Paris.
45:44You're worth it.
45:47Keep her non-exact.
45:48Pete!
46:01Wet the hole...

46:16But who is this?

47:00and the weather information you need every day.
47:03Because when the forecast changes, you should never be caught off guard.
47:27And welcome back, it's Legally Speaking Wednesdays.
47:30Mr Ali is here with us, and we just want to put some information out there with persons.
47:35If you have any, you can guide us, because this young lady is missing.
47:39Joanne Truman, and she was last seen this month.
47:44And we are asking persons with any information to please contact 799-1453.
47:50She is from the Bonnier area, and again, if anyone has information, 800-TIPS-999.
47:57We are seeking the assistance, and of course, Captain Rambert and their team is also on it
48:02to try and get some information to bring closure to the said family.
48:06We have back to the phone lines at this time.
48:08Remember, you could give us a call at 623-1711 extension 1996 or 1997.
48:13Caller, good evening.
48:15Pleasant, good afternoon.
48:17Hi, good evening, Mom.
48:18I would like to give kudos to the person who spoke before about the behaviour of the music
48:28and stuff like that, on the maxi-taxis and stuff like that.
48:31You know, in my days, right, it had a policeman by the name of Corporal Balco from Tobago
48:42and another guy, I can't remember his name.
48:45They used to have the east-west corridor and Queen Street, PC, any maxi jumping, any taxi jumping.
48:57You know what you know?
48:58Pong music, yeah.
49:00And all these sorts of things.
49:02And things were going really, really good.
49:05I wish that this law could come back in Parliament and they have it.
49:11That's mandatory.
49:13Mandatory.
49:14Because the school children, when they're reaching the maxi, they're on bussing in the circle,
49:19and they can't snap any maxi and carry on and using the words and the poor maxi-taxi driver.
49:27I can't even say nothing because he won't be the little change.
49:30Otherwise, he will get cursed too.
49:32Have a nice day.
49:33We so much safe to you guys.
49:34Thank you so much, Ma'am.
49:35Mr. Ali.
49:36Thank you very much, Kola.
49:36Thanks for your observation.
49:38And definitely, you know, these things are things that I will definitely look at.
49:42Pay some observation and, of course, if there's a need to, you know, develop policies,
49:45look at laws, amended laws, or even if there's new laws required to be enforced in those
49:51situations, you know, we'll look at it.
49:52But thank you very much, Shaw.
49:53Join any conversation.
49:54Some maxi-taxi or taxi-taxi drivers don't even pick up school children anymore.
49:57Now, sad too.
49:58Yes.
49:58We have a caller.
49:59Caller.
49:59Good evening.
50:01Hello.
50:02Good evening, Ms. Whitney.
50:03Hi.
50:04And good evening to the taxi director.
50:07Yes.
50:07Good evening.
50:08Good evening to you, sir.
50:09A question to you, director.
50:13There is a case out of Georgia.
50:19Colin Gray and his son, Colt Gray.
50:24Colt in Ghana, but he's a gentleman.
50:26And that parent was convicted, I believe for 15 years, for not supervising or managing or
50:39of spawning from his parenting responsibility.
50:44The fact that you have taken hold of an area with respect to school children, et cetera,
50:53youth, I believe it's time we have legislation.
51:00I wouldn't say, I'm not always similar to what it is in Georgia.
51:05But we have, must have laws so that parents will take the responsibility of nurturing their
51:17children during the ages one to five.
51:21We cannot pass on that responsibility to teachers, to be parents and teachers.
51:29So I'm hoping by extension, everybody's listening to the way I feel.
51:35And then there's another angle, victim support.
51:41Why should we focus in on the perpetrators?
51:45And we want to spend a lot of money when somebody is injured by a school child.
51:53For example, two years ago, in Tranquility School, the daughter of a former president was mauled by a group of
52:03students.
52:04So we have to understand this is a serious thing.
52:07And if we allow it to continue, we're going to be in trouble.
52:11So I'm hoping that we do something.
52:14And the other quickest thing, I listen to the new chief justice, what he said to me, in terms of
52:22improving the efficiency of justice being served.
52:25And he identified one of the weaknesses is the CTPS, with respect to prosecution, with respect to bringing witnesses, with
52:33respect to evidence.
52:35I'm hoping the CTPS, and by extension the officers, I see we promoted some of those officers, the senior ranks,
52:44understand where we are going.
52:45And added to that, one of the new policies might be televising a lot of court cases that's coming.
52:55So then the public will have an eye on the performance of the CTPS.
53:01And I'm hoping they're planning to understand where that is going.
53:06Good evening, I will listen up first.
53:07All right, thank you so much, Kola.
53:09Thank you very much, Kola, for your points, solid points, I must indicate.
53:14And I'm happy that you have also taken me through the lens to look at the issue of parenting, that
53:19strengthening that legal duty,
53:21and, you know, legislating in that area.
53:22As I said before, if you look at the Children's Act, there's some depth in reference of holding parents accountable,
53:27property issues in terms of enforcement and building investigations.
53:30But, you know, I think the time has come for very clear demarcations.
53:34And perhaps you may have very good intelligence, you know, of that bill or that act that will soon come
53:42into effect.
53:43But definitely there's a need to push in that area.
53:45Thank you very much for your contribution as well.
53:47All right. We have another Kola.
53:48Kola.
53:49All right. So I just want to touch on what is happening with the parents quickly, Mr. Ali.
53:56Yes.
53:57And I think we are shying away from it, that conversation, because the focus is on the children.
54:02They're the ones fighting.
54:03Yes.
54:03But how serious could it get for parents now moving forward?
54:06I know, as you said, they are putting things in place that you cannot reveal right now.
54:10Yes. Yes.
54:11But how serious, myself as a parent, if I am not taking care of my child in the way I
54:16should,
54:17when they go to school and they are harming, intimidating others and bullying individuals,
54:22what could happen to me as a parent?
54:24Well, Whitney, at minimum, I envisage that whatever consequences flow from your child's action,
54:30and I said it earlier, whatever consequences flow, if you are found to not be supervising that child,
54:36taking reasonable actions to supervise that child, and there is no justification for you not doing that,
54:43the consequences that flow, you can inherit that consequence,
54:46whether it be a fine or even in some cases you have to enter into a bond to keep the
54:51peace
54:51or to maybe attend counseling sessions, both you and the child.
54:54So consequences can land on your lap.
54:57However, I envisage that once the law steps in, in the way that it has been contemplated,
55:05you may even get even more severe sanctions.
55:08Yes.
55:09And severe sanctions sometimes can even mean that if you are found to be not fit,
55:14while you want to maintain a family, you want to ensure that you leave the child with the mother and
55:17father,
55:18or what have you.
55:19Sometimes if you are not exercising that parenting responsibility properly,
55:22and you are exposing that child to risk, there are chances that the statement may take possession of that child,
55:28or that child may be ordered by a court or depending on the legal construct to be placed in the
55:33hands of a fit person,
55:34until you get yourself up to date.
55:36So, I am just kind of agitating the situation.
55:39It is a very serious responsibility, and hence why I said that if this is yours, this child is yours,
55:45embrace that child.
55:46And if that child, if you are paying attention to that child, and you need to get intervention, then seek
55:51the intervention.
55:52Do not be neglectful in terms of not seeking the intervention.
55:57Whether it be social issues, economic issues, psychological issues, medical issues, whatever it may be.
56:05Important response however, that when we are calling to hold parents accountable,
56:09the state will have to ensure that they are properly outfitted to ensure that there is a response.
56:14So, just perhaps a child comes into the world.
56:17A parent is unable to provide for that child.
56:19And we know that malnutrition can lead to children having other complications.
56:24So, it is important for us to look at this in a very careful way.
56:27This is not a Vicky Vipes position, quote unquote.
56:31This is a situation that we need to take very carefully.
56:34So, but, you know, I always believe in this Whitney.
56:36One of the purpose of the rule of law, and I'm going back into my Hugh Wooden days,
56:41or even before my Hugh Wooden days, that there was a theorist by the name of Austin.
56:47And Austin said that law or rule, law is a rule backed by sanctions.
56:54Why should we have to be imposing sanctions to tell a parent to embrace what came from him or her?
57:02Why can't we see that as a responsibility that is deeply embedded in us?
57:07And say, listen, we brought that child into the world.
57:10Let us give that child the best that we could.
57:12And don't let a state or court or a law enforcement body force us into action.
57:17Mr. Ali, I mean, I hear you totally, but time has caught up on us.
57:21But I will say this, some of the parents who you may be speaking to with these children may not
57:25even care.
57:26And they might say it as, oh, a burden has been lifted off of my shoulders.
57:30But we'd like to thank you so much for being here with us.
57:32My pleasure.
57:33And we get ready for news coming up next, TNT at 7 continue being a hard target out there.
57:37God bless. We're out.
57:38God bless.
