03:53that the law-abiding citizens understand the rules, regulations and the laws of the land.

04:24As usual, it's a pleasure being here.
04:26Ms. Husbands, I know everybody has been speaking about the extension of the SOE.
04:33Yes.
04:33And, you know, it's an extension.
04:35So all the rules and regulation that existed under the one that recently expired, it remains the same.
04:43It is not a crime-fighting tool.
04:45We continue to say that.
04:46However, it assists the Trinidad and Tobago Police Service and by extension the members of the protective services throughout Trinidad
04:53and Tobago as it provides us with an additional tool.
04:57Yes.
04:58Yeah.
04:58And we know, we have seen a lot of information and segments and TV6 also did a very nice segment
05:07last night on Beyond the Headlines.
05:08That was well done.
05:09Let me commend TV6 for that.
05:11I hope persons could, who have the ability to rewind, could look at it where they did the comparison and
05:19the differences between what is an SOE and a zone or special operation,
05:26the Zozo, and how it worked in Jamaica and the gaps that it had and what is needed for the
05:32Zozo to be successful.
05:34So I hope that persons could really, you know, who have the ability to rewind, could rewind and look at
05:39it.
05:40But I'm here today and I'm here to discuss all of the issues that we are presented with today.
05:45I actually want to be able to continue to bear with us, continue to assist us, continue to help us,
05:50continue to pray for us,
05:51and to understand that crime-fighting and national safety is a shared responsibility.

05:57Yes, now quickly, the 15 restricted areas that was mentioned before this extension still stands?

06:38Now, the TTP has continued to put their lives at risk in many ways.
06:44And in this case, this video was circulated.
06:45I'm not sure if you saw this, and this took place yesterday.
06:49Now, a man who was seen on social media video firing a gun in a housing development corporation community in
06:57San Fernando
06:57was fatally shot by police yesterday.
07:00Now, according to the Daily Express, in one video, a man is seen walking along a roadway in Cypress Hills
07:07Union Hall
07:08holding what appears to be a silver-colored firearm.
07:11A second video shows the same individual walking towards an apartment building before raising the weapon and firing a shot
07:18into the air.
07:20Now, residents and social media users expressed concern after the footage began circulating online,
07:26with many calling for swift police action amid fears over public safety.
07:31Now, officers launched an investigation after receiving footage that circulated widely online.
07:36Now, investigators were also informed the suspect had threatened a police officer
07:41and was allegedly involved in several break-ins and home invasions in the community.
07:46Yesterday morning, investigators identified a suspect known as Manny,
07:51and a police team moved to detain him.
07:54Around 11 a.m., the police team confronted the suspect at Building 32 on the circular area of Cypress Hills,
08:02and during an alleged exchange of gunfire, the suspect was shot.
08:07He was taken to the San Fernando General Hospital, where he was pronounced dead.

08:14Well, I want to thank the public for looking at the police as to this situation.
08:18Clearly, he had a firearm, Ms. Husbands.
08:21Well, we saw it, unless that's a water gun.

08:27Ms. Husbands, when you point a firearm at any member of the protective services or any person,

08:49So what we do in accordance with our use of force policy 92 of 01 and the rules of aiming,

09:06Now, we were trained extensively and repeatedly, so it's kind of a muscle memory.
09:12In addition, it would be a bit irresponsible when somebody's pointing and firing at you,
09:19which more or less will kill you.

09:22Because he isn't really aiming for our feet either, you know,
09:25but the public seems to want us to aim for feet when the criminals aren't aiming for the feet of
09:31the police, you know.
09:32It's a lot of TV shows, you know, shoot at the person's foot first.
09:37Yeah, and then the chances of missing is even greater because you're aiming for a smaller portion of the person.
09:46So in keeping with our training, the use of force policy and the rules of aiming,
09:50we operate in a particular way.
09:52What the public have to understand, if you encounter the police,
09:58for those who have criminal friends and families,
10:00is encouraging families to surrender and not attempt to shoot or point any firearm at the police officers.
10:08Now, ASP, we are seeing more and more persons vandalizing properties, state-owned properties.
10:14We saw one that took place at Wasa,
10:16and in this case, we're seeing one that took place on Wednesday, the 10th of June,
10:20where persons experienced a dip that is in the electricity supply,
10:25and this was the reason behind it.
10:28Now, a suspected intruder suffered severe burns after coming into contact with high-voltage equipment
10:35while allegedly attempting to vandalize a Trinidad and Tobago Electricity Commission substation in Coover on June 10th.
10:45And we're seeing here, and the voltage was 132,000 volts.
10:49Jesus Christ.
10:52Now, the commission said the national electricity grid remains stable
10:57because protective systems operated as designed, preventing widespread outages.
11:02Security footage reportedly showed the man being thrown to the ground by the electric shock
11:08before getting up and fleeing the compound, leaving behind his tools.
11:12He was later apprehended and taken for medical treatment.
11:15TNTech reminded the public of the dangers of interfering with electrical infrastructure
11:22and urged anyone with information on acts of vandalism to contact its anonymous hotline.

14:56So what if this individual, by his own doing, had contributed to a nationwide power outage?

15:13And it seems like persons continue to do crazy things.
15:16And then when, you know, the authorities step in, oh gosh, it was a mistake.
15:22Well, clearly that wasn't a mistake because, I mean, it was just well barricaded.

15:27So clearly your intentions to do something, to commit a breach of the law was well planned.

16:38Ammunition recovered, we're not seeing an increase at all.
16:40Still remaining at 3,531.
16:44And dangerous drug seized, we're seeing an increase this time with just the cannabis ASP.
16:50I don't know if it's a good thing or it's a bad thing.
16:53You know, we have seen, we are not seeing any firearms recovered or ammunition recovered.
16:56Could it mean that we would have worked so efficiently and tirelessly that we would have gotten all?
17:01I don't think so.
17:02But I know I still see the increase in marijuana.
17:07Let me just say, Ms. Husbands, in relation to the last video with the electrocution of the gentleman,
17:12I was informed by a medical person that most of the time they usually succumb to their injuries.
17:17They may or may not live, they may live, but the chances are very, very slim.
17:21So most times they succumb to their injuries.
17:26I want to thank the medical person that sent me that message.
17:29Yes, and I hope that he remains alive, hopefully, fingers crossed.

18:24Palosico man to be charged with murder of a 12-year-old girl.
18:27A 26-year-old man of Beach Road, Palosico, is to be charged with murder
18:32following investigations surrounding the death of 12-year-old Mercedes Lane
18:37of Loseros Road, Irene, who was reported missing on Saturday, 6 June, 2026,
18:43and whose body was subsequently discovered along Irene on Sunday, 7 June, 2026.
18:50Now, investigations were conducted by officers of the Homicide Bureau,
18:54and advice was received today from Special Advisor Ms. Honor Paul
18:59to charge a suspect who is due to appear before a master of the High Court
19:04on Thursday, 11th, June, 2026, which was today.
19:09And the police commissioner left a statement,
19:12and he was stating that the entire Trinidad and Tobago Police Service
19:16stands with Mercedes' family, with every parent, guardian, and community member
19:21who are hurting today.
19:22The loss of this child through this heinous crime
19:26is a wound to the entire nation.
19:30No child in this country should ever have their future stolen by violence,
19:37and no family should ever have to carry this kind of pain.
19:41As commissioner, I want our citizens to know
19:44that we approach this investigation
19:46with empathy, urgency, and unwavering commitment to justice.
19:51Our children deserve to grow up safe,
19:54protected, and surrounded by a society
19:56that values their innocence.
19:58The TTPS will continue to do everything in their power
20:02to shield them from harm,
20:04and to hold those accountable,
20:06and, of course, make sure that persons remain safe
20:09as the investigation continues.
20:11And again, we say condolences to the family,
20:14and we have to try and to be the police service.
20:16Ms. Husband, that is, it's just so sad
20:18when you listen to the testimonies
20:20and the surrounding stories with respect to that,
20:24it's like, because I understand,
20:26it's about a five or seven minutes drive away.

20:34have to show more care, more love to the younger ones.

20:57I remember growing up in those neighbourhoods,
21:01the neighbours used to look out for each other's children,
21:04and from time to time, they would fall out
21:06because everybody would protect their own.
21:07I remember when persons on the block smoking
21:10and the elders are passing,
21:12they would palm off their marijuana
21:14and stuff like that to show that respect.

32:20I tried to get in the police service from 18 to 64 and I failed.

32:32I went and I didn't want to hear.

32:35And because I didn't have enough confidence in myself because of the environment I grew up in.
32:43Many times in the night I would walk alone in the church in the morning, sleep on the community center.
32:49And Mr. Russell, when I was in 1997, I finally got in before the service.

32:58And I entered in the barracks in September and October, I was certified.
33:07All right.
33:09I became a detective in another division.
33:14In 2007, I was involved in an accident where they removed two of my discs in my neck.
33:24And I was the replacement with a titanium case and four screws, Mr. Russell.
33:30I stayed home.
33:32In 2016, I became medically unfit.
33:36And I resigned from the police service.
33:39In 2021, I got a massive heart attack.
33:42I was clinically dead.
33:45My wife prayed and I came back alive.

33:49In 2026 of this year, Mr. Russell, on the 14th of March, I published a book.

45:06these days when a lot of things happening to children it it it it it it it it leaves room

52:34company i need persons training metal work so when they come out they could send their resumes all right
52:39cool before they release them three weeks or months you start that interview process so they could sell
52:44right so so you come out here now with a mean to get on your foot and make an honest
