04:39And speaking of hot, there's one story in particular that we continue to see conflicting information.
04:46Because I saw an article online and information that was disseminated was very strange for me to see
04:52because it conflicts with what the TTPS is giving to the public.

05:01This is, sorry, with the WPC incident.
05:04Well, the TTPS stand by us a committed organization.
05:07We are indeed a responsible organization.
05:11And given the magnitude of this investigation,
05:15we would not want to just put out anything just to satisfy the curiosity of the public.
05:20We, the commissioner and the rank-and-filer, the executive of the Toronto Police Service,
05:26will update the public as it sees fit, as with respect to pertinent information.
05:32We have to be careful how we delve into certain things.
05:37We would not want to comment on a person's work history or life,
05:42especially of the deceased, and other persons because there are other persons in custody at this point in time.
05:48Yes, the DPP would have given certain instructions for charges to be laid against the constable,
05:54but the investigation is ongoing and is at a critical stage.
05:58We have to be careful how we disseminate information to the public
06:01for fear of persons may get certain ideas or persons may want to run and hide
06:06if they recognize that they are now a person of interest in this investigation.
06:12The Detroit and Tobago Police remains committed to get back all of these firearms.
06:17Already there are policy changes that are taking place
06:21and certain instructions that were given by the commissioner of police
06:26to ensure that something like this does not happen.
06:30But ironically, right, the same persons who ask for the information,
06:34when we give the information, they also find something to criticize about the information.
06:39We know this and the police don't know this.
06:42Plenty of them are on their keyboards.
06:46Yes.
06:46And they listen to our rumor and they listen to our gossip.
06:49But the sad thing is, yes, the public is believing them over the movie releases from the TTPS.
06:55Well, let me tell you the difference, and let us draw the line.
06:59The public isn't tasked with the responsibility for gathering the evidence
07:05and conducting a proper investigation that would satisfy the evidential threshold.
07:11For when persons are charged for the various offenses arising out of this situation,
07:16we can secure a conviction before the court.
07:19The public doesn't have that responsibility.
07:21So they can go with any rumor that they hear.
07:25They can make any comment.
07:26They don't have that responsibility.
07:29Nobody is really putting them in court.
07:30We have to be careful as to what we say, how we say it, when we say it,
07:34so that we would not jeopardize the investigation
07:37and say something that we cannot pull back that would later lead to unsuccessful prosecution before the court.
07:45So this is where we want the public to understand,
07:49and we want this investigation to end with a successful conviction before the court.
07:54Yeah, I think people are going very extreme because the young lady's life was taken in a heinous way,
08:00and it seems like they're defaming the character of the young lady,
08:03and she's not even here to defend herself.
08:05To defend herself.
08:06And, you know, in Trinidad and Tobago, the juicier story is what people will go with.
08:10And I understand a lot of it is fueled by fear.

08:18One audit is being done as we speak,
08:21and the commissioner did say in his press release earlier this week
08:25that when the audit is completed, we will come back to the public and update them.
08:28And, you know, and I maintain that so far, 43 firearms have been recovered
08:32and almost 1,000 wrongs of assorted ammunition has indeed been recovered.
08:36So we are asking the public for patience with this.
08:39We are asking for your prayers with this.
08:41And we have no problem with you, you know, keeping us on our toes,
08:47but be careful of the misinformation that you spread within the public arena.

08:53And, again, as the TTPS continues to give us more information, more updates,
08:57and make the public aware of things that we need to do to protect ourselves,
09:02we shift gears now with this, with a media release from the TTPS,
09:06where they are stating AGC warned public of fraudulent housing schemes.
09:11This is something that we are accustomed to hearing ASP now.
09:14The Fraud Squad of the Trinidad and Tobago Police Service
09:16is in collaboration with the Housing Development Corporation, AGC,
09:20which is to allude citizens to a series of fraudulent schemes
09:25targeting individuals seeking affordable housing.
09:28According to the Fraud Squad, scammers have been impersonating AGC officials,
09:33advertising homes through social media,
09:36and demanding upfront payments from unsuspected victims.
09:40The AGC is advising that these scams prey on the hopes of families
09:45who simply want a safe and affordable place to live.
09:48TTPS and AGC are also warning persons what the corporation does not request payments
09:55via WhatsApp, Gmail, or social media.
09:59All transactions must be conducted at their head office under official procedures.
10:06Now, some scam tactics identified.
10:09I will name a few.
10:10I can't name all right now.
10:11But the Maine wants to pay attention to fake advertising on Facebook offering two-bedroom homes
10:17at below market prices.
10:20Requests for upfront payments ranging from $12,000 to $13,000.
10:26Use of unofficial email addresses and WhatsApp-only communications.
10:34Pressure is also on for many of you to, you know, of course,
10:38in the case of wanting persons to give up the money as quickly as possible
10:43because it's moving fast, it's hot, it's new to move.
10:46ASP, we are stuck in a place here where persons want a home.
10:49Ms. Husbands, I want to tell you and the public,
10:53I, too, travel that road to acquire a HDC home.
10:59Yes.
11:00And I can tell you for certain children in Tobago,
11:03a WhatsApp-only number would not emanate from the HDC.
11:07Your business is done.
11:08You transact all your business at HDC,
11:12whether it means the allocation, license to occupy,
11:16any documents pertaining to HDC,
11:18you transact that action at the HDC official building.
11:24No one will come to your home and ask you to pay monies up front.
11:27Anytime you pay money,
11:28I have paid several years of license to occupy
11:31before converting into a mortgage.
11:34And you have an official receipt for each and every one.
11:38And I can't understand the need for housing within the country
11:41because all of a sudden,
11:43and it goes back to the business owners
11:46and the stakeholders and the developers.
11:48We need to look at this greed.

11:53because sometimes the houses are twice-time the amount.
11:56Nobody's not saying, don't make a profit.
11:59And nobody cannot tell you how much to sell your thing for.
12:03But we ask that persons be reasonable
12:06for that other persons in the society.
12:09A house, you know, when you look at Maslow,
12:10Maslow talk about food, clothing, shelter,
12:13some of the basic needs.
12:15However, a house is a status symbol.
12:17That is crazy to me.
12:18In Shinrad and Tobago, it's a status symbol.

12:25if the citizens don't take heed
12:26because as the government mentioned,
12:28$3.4 billion putting aside
12:30to invest in public-private partnership

12:38so everybody has a bit of excitement
12:40and hope and expectation,
12:41but we ask you to wait, you know.
12:45Better email the HGC or you go down there,
12:47pull your number, sit down, wait,
12:49and speak to a bona fide HGC representative
12:53who can tell you where in the system
12:55your application is,
12:56who would have your reference number,
12:58who could really check and give you
13:00pertinent and credible information.
13:02The desperation is real with housing
13:03and many of us are faced with,
13:05I mean, the biggest accomplishment
13:06in any adult's life,
13:08which is sad to say,
13:09is ownership of a home.
13:10Definitely.
13:11And to just attain that
13:13when it should be something
13:15easily to attain
13:16versus getting a car as quickly as possible
13:18from a financial institution
13:20without a blink of an eye,
13:22it could get done.
13:23But housing is a problem.
13:25And then we could have,
13:26also look at the instance
13:28where persons,
13:29if they're looking for property on their own,
13:30they could be scammed as well.
13:32It's not their property,
13:33but they do up a deal
13:34like if, you know,
13:35it's an official document
13:36and it's their land that they own
13:38and you paid $50,000 for this deed
13:41and when you show up,
13:42it's not even their property.
13:43And the timing that they're conducting
13:44the transaction
13:45is that within a window
13:46that you cannot call
13:47to verify or anything.
13:49But like I was saying,
13:50as I was telling somebody yesterday,
13:52any banking or lending institution
13:54that want to do business with me,
13:56I'm looking for 2% amortized
13:58with no penalties to pay off,

14:42could this be a scam?
14:44Perform your due diligence.
14:47Verify the legitimacy
14:48of the company.
14:49Search them
14:50on the company's registry
14:52through the Ministry
14:54of Legal Affairs.
14:55Check regulatory approval
14:57through the
14:58Shredder and Tobago
14:59Securities and Exchange Commission.
15:01Ask friends about it
15:02and research the people
15:04promoting the scheme.
15:05Ask for documentation
15:07to understand the details
15:08of the investment.
15:10Check with the

15:13And always remember,
15:15if it sounds too good

15:48These crimes
15:49are affecting
15:50unsuspecting individuals
15:52and businesses
15:53resulting in financial loss,
15:55financial accounts
15:56being compromised,
15:58disruption of business operation
15:59and potential legal complications.

16:03please beware.
16:04And they could also go

16:07where they will be giving
16:08more information and tips.

16:11like this start popping up,

16:13the fraud squad

24:00Now, there is another release that I would like to mention here as well from the TTPS,
24:06where a police constable granted bail charge for common assault.
24:10A police officer has appeared before the Port of Spain Master's Court in connection with a common assault charge arising
24:16from an investigation conducted by the Special Victims Department.
24:21The accused, Dextroy Manswell, 43 years old, appeared on April 21, 2026, before Master Gomez Abraham.
24:30He was granted bail in the sum of $50,000 with surety, subject to strict conditions.
24:35These conditions include no direct or indirect contact with the complainant, maintaining a distance of 200 feet at all times,
24:45and residing at a direct address for the duration of the matter.
24:50The matter was adjourned on May 28, 2026.
24:53Now, the charge follows an investigation into an incident, a lecture have occurred on April 1, 2025, according to the
25:02reports.

25:04Well, I want you to be able to see firstly that we are not afraid to discipline our own, charge
25:13our own,
25:14and place them before the complete court of law once they are found wanting or in breach of any laws
25:21of the country.
25:24But it speaks that deeper issue.
25:27I think my officers need to have some more engagement in mental health issues.
25:34I'm seeing a lot of my officers being involved and placed before the court for domestic issues, domestic violence, abuse
25:43issues, and stuff like that.
25:45And I think we need to do a little more through our social parameters to help the officers with respect
25:54to their mental stability.
25:57Because we know the job can be stressful.
26:01Some are more fortunate than others.
26:04Some are more financially equipped than others.
26:07Some have different living arrangements.
26:10But it's not a one-size-fits-all.
26:13And I'm saddened when I see my officers, who are supposed to be exemplars, who would have taken an oath,
26:21behave in a manner that we are now trying to, you know, curtail for other members in the society.
26:29So it means that we need to do some introspection and really look at what is going on within the
26:35members of the organization.
26:37And if you hate women that much, just don't go with a woman.
26:41How about that?

26:44So as we continue the conversation, ASP, where we are seeing information that is continuously placed before the public,
26:53and the fear that we see from the videos that we just watched,
26:58what could you tell the public at this point in time when it comes to relieving that fear factor that
27:04we have in us when it comes to crying?
27:06Because I'm still terrified.

27:10What could we do to bring some sort of ease?
27:13Because the TTPS is trying.
27:14Well, we have to start to go back to prayer, first and foremost.
27:20We need to go back to God, first and foremost.
27:24This idea that we could do it on our own, we cannot.

27:30And if you really love and care how you ought to, then we will stand in the gap for each
27:37other.
27:39Sometimes you do get frustrated and want to throw your hands up in the air.
27:43But when one neighbor throws their hands up in the air and the other neighbor decides to do the same,
27:48then we now have a community that would have thrown their hands up in the air
27:53and leave the community open to be infiltrated by the criminal elements.
27:58Because guess what?
27:58Up there, they fed up somebody and doing nothing is our norm.

28:03And we need to change these things.
28:05We need to really come together and say, no.
28:08We need a unified, no, enough is enough.

28:14And not just the religious organizations.
28:17We're talking about the protective services.
28:19We're talking about the schools.
28:21We're speaking about the stakeholders.

39:46What you all have to do, is to reorganize the police force, and take away the Constabulary mentality.

39:58They used to put them here, to protect the planters, the masters, from the ex-slaves and the dead men.
40:07That's what the Constabulary mentality is, and up to today, we've been remnants of those things.

41:48But it's okay to do for somebody else that is not related to you.
41:51Too many times in Trinidad and Tobago we have a situation where once it is affecting me I could do
41:58it to somebody else.
41:59But do unto others as they like others to do unto you.
42:02And as I stand before you, I would have read newspaper articles and I am sure you would have read
42:07it too, sir.
42:08Where the rich, the poor, the politicians, the police officers, the customs, anybody who would have breached the law and
42:17an investigation conducted and there is evidence to place them before the court.
42:21I've seen union leaders charge and place before the court.

42:24I've seen ministers.
42:26I've seen senior police.
42:28So to stand here and say that we only do the laws, only protect the rich.

48:17as a prosecutor before the tribunal, and as inspector discipline.
48:22And I can tell you, I've seen many occasions where persons would have brought their complaints to us.
48:27And based on the investigation, the outcome we, the TTPS, undertook and repaired or reimbursed persons
48:33who suffered situations like these.
48:36So, there have been many occasions where persons have been refunded.
48:40So, I can assure you that we do that.
48:42I understand the inconvenience, however, though.
48:44Because if police come at 1 a.m. in the morning and they break down your door,
48:48really element of surprise, who is fixing that door at that point in time?
48:54So, I understand the inconvenience.
48:55But I want to tell you, we do fix or reimburse persons when situations like that happen.

50:10What have you all done with respect to that?
50:13We have a case where we saw the person somewhere, some guy, we actually saw the film, right?
50:25And you are telling us not to believe what we say up to now, the persons can't be charged.
50:31This is where one guy was killed, a woman ended up in hospital.
50:34We don't know what her particular state is.
50:37There are real concerns with respect to the police.
50:39We have been hearing issues about firearms, people being killed, and bullets from the regimental
50:50services, police and the regiment being formed.
50:53This is an easy thing to do in terms of checking, right?
50:59When you come into the station, before any shift is made, the person has to basically sign
51:07receiving what weapons they are.
51:10Only now we all recognize that something took place in San Fernando and guns were missing.
51:16What was done to that situation before?
51:19There are flaws with respect to the police service.
51:23There is nothing to prevent or try to give the impression as though the police are sorting
51:28by having people call in who are police officers.
51:31Some people call in and every time they call they have a three point.
51:35You know, you have real issues about this is happening in Trinidad.
51:39People are aware of what is happening even in relation to how you all tend to manage the program.
51:44And this is something that you all have to address.
51:48Everything that is being done, there is nothing that you all are producing showing scientific
51:53evidence that was given to solve a crime.
51:56Everything is called police.
51:58The public has to inform you all with respect to how to solve a crime.
52:03We've seen videos of the crime and you all do not have the technology to identify the people
52:08who committed those offenses.
52:10If that is happening, there would be a reduction in crime.

52:43I know he gave an update and he even identified the document that we were waiting for for the
52:48final determination to be made.
52:50And people think that, you know, the police service always sweeping something under the table.
52:56But the police complaints authority, which is a civilian body.
52:59Where there are matters of interest, they also run a parallel investigation and make their
53:04recommendations.
53:05So it's not that the police is a lord unto themselves or not.
53:09And people need to come away from that.
53:11He's talking about proper content.
53:13Indigenous and Tobago police civil by way of our standing order.
53:16When you look at charge room duties and stuff like that.
53:19And care and control of firearms on our arms.
53:23Standing orders.
53:25There are daily handovers.
53:28Every time a shift change is a handover.
53:31There's a daily arms check where all firearms and ammunition must be checked.
53:36And correspond with that of the firearm issued book.
53:39That must be done before 10 a.m. every day.
53:45The situation that occurred in the municipal police area wasn't one of that.
53:54No one knows if the person next to you home right now thinking ill thoughts of them.
54:02And we continue to do the investigation and the commissioner have said time and time over,
54:06as more facts come to the fruition, we will inform the public.

54:13We have nothing to hide because we also have to give an account.
54:17The commissioner has to give an account.
