03:15Then don't drink and drive.
03:18A message from the Trinidad and Tobago Police Service.
03:34Good evening, Trinidad and Tobago.
03:36And to our international audience, this is Beyond the Tape.
03:39I'm your host, Whitney Husbands.
03:40Now, it is June 2nd and it's day number two of the maxi taxi strike that we're seeing taking place.
03:46Now, earlier today, some maxi taxis were spotted picking up passengers.
03:50And again, we must commend the TTPS for that initiative they took yesterday.
03:56And, of course, to give us more information on what is taking place with the strike
04:00and other issues that we are seeing happening throughout Trinidad and Tobago.
04:03We have none other than ASP Russell here with us this evening.
04:07Welcome back.
04:08Good evening to you.
04:09Good evening, Ms. Husbands.
04:10Good evening, Trinidad and Tobago.
04:12And to our international viewers on behalf of our Commissioner of Police,
04:15Deputy Commissioner's Assistant Commissioners,
04:17and 1st and 2nd Division officers of the Trinidad and Tobago Police Service
04:22who have your back, who transported you home yesterday,
04:26who transported you home today together with members of the Trinidad and Tobago Fire Service,
04:32ODPM, the Defense Force.
04:36Who again I saw there, boy?
04:39Fire Service, TTPS.
04:40Yes, Coast Guard, Air Guard.
04:42Yes, yes, Coast Guard, Air Guard.
04:44You know, they would fall under the entire Defense Force.
04:49It was really, really nice.
04:51The police service provided five buses.
04:54The fire service provided two 15-seater buses.
04:58The Defense Force provided four buses, 25-seater buses, and three 15-seater buses.
05:04Office of Disaster Preparedness, they provided one 25-seater bus,
05:10and Transit Police also provided one 25-seater bus.
05:16So during the first round of trips,
05:19one TTPS bus serviced the Port of Spain to Chagorna's Route,
05:24while another operated along Port of Spain to Diggomartin Route.
05:27In conjunction with the Transit Police,
05:30the remaining buses were deployed to transport commuters between Port of Spain and Arima,
05:34where demand was the highest.
05:36The collaborative response demonstrates the commitment of the nation's protective services
05:41to supporting citizens during periods of disruption
05:45and ensuring that commuters can safely reach their destinations.
05:49Yes, we are seeing, of course, the TTPS standing up and stepping out
05:53and giving service that is needed.
05:55I wonder the people who say,
05:56Oh, yeah, we care if they entered any of your buses
05:59or maybe they went to the other services.
06:01I don't know.
06:02Mr. Burns, you know, whether you love us or you hate us,
06:08we will continue to serve you.
06:10We didn't ask anybody whether they loved or they hate us.
06:13We just saw a need,
06:14and the Trinidad and Tobago needed our assistance and we provided that assistance
06:20because we are lovers, you know.
06:23The Trinidad and Tobago Police Service, we are lovers.
06:26We are lovers of the people.
06:28Yes.
06:29Whether they like it or not,
06:30whether they feel it or not,
06:32we know sometimes we don't always behave that way,
06:35but deep down inside.
06:37Sometimes you're a little bit stressed and a little bit tense.
06:39Because you're human, right?
06:41Because we're human based on all that is going on, you know.
06:44But at the end of it all,
06:48we love the public.
06:49Which is very important.
06:50So we see the TTPS out and about,
06:52but crime is still running rampant
06:54that we're seeing in different quarters of Trinidad
06:57and also Tobago.
06:59But in this case,
06:59we're seeing here
07:00where we're entering a new month ASP
07:03and there was a number of murders,
07:05six killed in South in 13 hours.
07:08And it is very disturbing to see
07:10because persons,
07:12if they're not sure,
07:13we're still in the SOE.
07:14And the PM made it very clear
07:16if she wants to,
07:17she will extend it
07:18based on how we continue to behave.
07:20Yeah.
07:21Well, I'm wondering
07:22what would happen next
07:23based on that type of behavior.
07:25And, of course,
07:27condolences goes out to the families.
07:30I know all the regional homicide brewers
07:32are indeed doing their best
07:34to respect the investigations
07:36and, you know,
07:38our scientific investigation as well
07:40to see what clues,
07:41what tits we could get
07:42that would help us
07:44bring the perpetrators
07:45of these heinous acts to justice.
07:48Of course,
07:49I want to say condolences
07:50to the families of the deceased,
07:54all of them,
07:55because I would tell you
07:57whether that person was good,
07:59bad,
07:59or involved in something illegal
08:01or otherwise,
08:03there's at least one
08:04or two family members
08:05that still love that person.
08:06So my condolences
08:07reach out to them.
08:08Nonetheless,
08:09you know,
08:09we want to come to a point
08:10where,
08:11because every life
08:11is important, you know.
08:13Every man with a gun,
08:15every man with a firearm,
08:16every criminal
08:16could choose to change their life.
08:19We don't want to give up hope
08:20or condemn persons.
08:21We really want to,
08:23you know,
08:24we really want to see
08:24change behaviors,
08:26because whether it's a murder
08:27of a criminal,
08:29it's gang-related,
08:29or somebody innocently
08:31still counts as a murder.
08:34Somebody still grieves,
08:35somebody still experiencing loss.
08:37Somebody needs to be counseled.
08:39Police need to go out there
08:41and evidence the whole area
08:43and canvass it.
08:44You know,
08:44so we prefer no murders at all.
08:46At all.
08:46Of course.
08:47At all.
08:48What we want to see
08:48is change behavior.
08:50And of course,
08:51public,
08:51if you see something,
08:52800-TIPS,
08:53555-999,
08:55all we want is the information.
08:57Help us.
08:58Now,
08:59speaking of helping us,
09:00we have some information
09:01where we saw
09:02that a CTPS-issued ammunition
09:04ended up at a crime scene
09:06after officers recovered
09:07both spent and life wrongs
09:09bearing police markings
09:11in the penal double murder.
09:13Now,
09:13I don't know
09:13where you could guide us
09:15with this
09:16because I know
09:17how are you all
09:17handling this situation?
09:19Well,
09:20you know,
09:20we,
09:21when it comes to a situation
09:22like this,
09:23it's never,
09:23never,
09:24ever a good look.
09:25Yes.
09:25You know,
09:26when TTPS-mark wrongs
09:28or any mark wrongs
09:29or any member
09:30of the national security apparatus
09:32is found
09:33on a murder scene,
09:36we know we have
09:37some issues
09:39recently
09:40with respect to the situation
09:42that occurred
09:43at municipal
09:44and stuff like that too.
09:45So,
09:46you know,
09:46we continue to do
09:48our investigations,
09:49we continue to do
09:50our audits,
09:51we continue to implement,
09:53re-implement,
09:54analyze,
09:55and introduce
09:57new
10:00accountability procedures,
10:02stringent procedures
10:03as it pertains
10:04to our arms
10:05and ammunition
10:06and accountability
10:08of these arms
10:09and ammunition
10:10and all other equipment
10:12issued by Trina and Tobago
10:14police service
10:14for members
10:15to do their jobs
10:17in the best possible way.
10:19Yes,
10:20transparency
10:20is what you're looking for.
10:21And as we talk about that,
10:22Ms. Husbands,
10:23I don't know if a person
10:24saw the article
10:25where expression of interest,
10:29we published the expression
10:31of interest
10:31for persons,
10:34the deadline closes
10:35on, I think,
10:36is it 26th of July
10:37and when I say
10:39expression of interest
10:40is for the body cams.
10:42So,
10:43the process
10:43is indeed ongoing
10:45and we hope
10:46that everything
10:47could run smoothly.
10:48Of course,
10:49I want Trina and Tobago
10:49to understand
10:50that we must operate
10:51within the confines
10:52of the procurement legislation.
10:56We are not exempt
10:57from that
10:58and we must operate
11:00within that.
11:01So,
11:01this is just part
11:02of the process
11:02where the expression
11:03of interest
11:04was published
11:05and we are
11:06awaiting feedback
11:08and we go from there
11:09to the next step.
11:10the top cop,
11:12COP,
11:12Commissioner of Police,
11:14Mr. Alistair Guevara,
11:15came on basically saying
11:16renewing,
11:17asking the public
11:18to assist the TTPS
11:20so they could prevent
11:21some of these
11:22serious crimes
11:23that are happening.
11:23I know you have been
11:24standing here
11:25for weeks unwell
11:26trying to let the public
11:28understand that
11:29but the COP came out
11:31and also renewed
11:32that call
11:32for persons
11:33and understanding
11:34the importance of it.
11:35Yeah,
11:36and,
11:36you know,
11:37the public,
11:39the public,
11:40you see,
11:40when we have
11:41inaction
11:42or mission
11:43to act,
11:44this is where
11:45the problem
11:46comes in
11:46because a lot
11:47of the times
11:47we could nip
11:48things in the bottom.
11:50If you report
11:51the person
11:52driving around
11:52recklessly
11:53on the highway,
11:54we could deploy
11:55the resources
11:56quickly enough
11:57to do our best
11:59to reduce
12:01the chances
12:01of that person
12:03getting involved
12:04in an accident
12:06killing someone.
12:07And this is
12:08the critical role
12:09that the public
12:10plays,
12:10hence the reason
12:11we say
12:11the period principles,
12:13the people
12:13are the police
12:14and the police
12:15are the people.
12:16You know,
12:17plenty of persons
12:17may not understand
12:18exactly what we mean.
12:19We are not omnipresent.
12:21We cannot be everywhere
12:23at the same time.
12:24So we call on the public
12:26to be our eyes and ears
12:27where we are not present,
12:29where we are
12:30tending to something else,
12:31or just simply
12:33when persons
12:33time in the patrol
12:34and the patrol
12:35going down that road
12:36and they decide
12:36to go on the next road.
12:37You know,
12:38and you know,
12:38a lot of the times
12:39that they are,
12:41because when they,
12:44my husband's working
12:45in a division,
12:45as a division commander
12:46or as the executive
12:48of a division,
12:50we in that division
12:52have to come
12:52for every murder.
12:54Of course.
12:55Sometimes as a senior
12:56super,
12:56the superintendent,
12:57you're asking yourself
12:58if it's you
12:59doing the murder.
13:00When they start
13:01to grill you
13:02and I come start
13:04where the patrol was,
13:05who was outside,
13:06how much patrols
13:07you had outside,
13:08Trinidad and Tobago.
13:09There's no fun
13:10and games enough.
13:11No, people don't believe
13:12that.
13:12I believe that.
13:13It's no fun
13:14and games.
13:15Sometimes you get
13:15and I think it's just,
13:17you know,
13:17it happened
13:17and then we move
13:18on to the next.
13:18Sometimes you get
13:19a shooting the night
13:19before I come start,
13:20you're head hot,
13:21you ain't want
13:21to go come start
13:22enough,
13:22because you know
13:24you have to account.
13:26You have to account.
13:29It's gang-related.
13:30What come out of it?
13:31What does intelligence say?
13:33What about reprisers?
13:34What are we putting
13:35in place
13:35to minimize reprisers?
13:37Have you reached out
13:38to anybody?
13:40It's a lot.
13:41It's not just,
13:41all right,
13:42it's not my family,
13:43so we move on.
13:43No, no, no, no,
13:44at all.
13:45Not at all.
13:46We prefer no murders
13:47at all.
13:48Yeah.
13:48Well, that is why
13:49you are here.
13:51to inform the public
13:52as best as you can
13:53what the TTPS
13:54goes through,
13:55the processes
13:55that you all go through
13:57as best as you could
13:58reveal it.
13:59So, you know,
14:00it's also very important
14:02that we understand
14:03what the protocols
14:04are as well,
14:05so it's not just
14:06a fly-by-night service,
14:08because it's definitely
14:08not that at all.
14:10No, it's not.
14:10Now, ASPI,
14:11I realize that
14:12a lot of stabbing incidents
14:13are happening
14:14more than ever now,
14:15and this one was caught
14:16on camera
14:17in the Arema area,
14:18and, again,
14:20this video is disturbing.
14:21We ask your viewer.
14:22Discretion is advised.
14:26So, ASPI,
14:27we're seeing
14:27where, you know,
14:29the usual culty
14:30of Trinidad and Tobago.
14:31Maybe somebody decided
14:32to just take a little
14:33chill out
14:34before going
14:35to do whatever
14:36and just unprovoked
14:38from what we're looking at,
14:39we're not hearing,
14:41but this was what happened.
14:51ASPI,
14:53what we are witnessing here,
14:55and I mentioned this
14:56many times on the show,
14:58are we really angry right now?
15:00We are very angry people.
15:03Ms. Husbands,
15:04I would want to say
15:06there is some level of anger,
15:10but I think it goes back
15:12even to a little bit further
15:15than that,
15:16and, you know,
15:17it's, when I say it personally,
15:18so not everybody agree,
15:20but, like,
15:20it's like we forgot
15:21how to pray.
15:23It's like we forgot,
15:24you know,
15:24how to really bend our knees
15:27and really ask
15:29for that guidance,
15:30that protection,
15:31that change.
15:32The thing about it is,
15:33and the weird thing
15:34about stabbings,
15:35I kid,
15:35you know,
15:35worldwide,
15:36when you look at
15:38scientific studies
15:39done with respect
15:40to analysis
15:41of stabbing crimes,
15:44most of the times,
15:47the attacker
15:48and the perpetrator
15:50know each other.
15:52Yeah.
15:52Personal.
15:53Personal.
15:54Yeah.
15:54So you see
15:55that they were standing,
15:56looking at the proximity
15:57that they were standing
15:58within each other,
15:59you could tell that
16:00there was some familiarity.
16:01You may be familiar
16:01with each other.
16:02Yes.
16:02I don't know
16:04what came into
16:05the other person's mind.
16:06It just appeared,
16:08just unprovoked.
16:09I mean,
16:11he and all
16:12wasn't even expecting that.
16:13And we have to ask ourselves
16:15what is really going on
16:17out there.
16:19What is taking place?
16:22Yes.
16:22Who is going to be the change?
16:24I mean,
16:26sometimes you're looking
16:27at social media
16:28and even persons
16:29in high offices
16:29who expect to show
16:31a better example
16:32they themselves
16:33are doing videos
16:34and calling persons' names
16:36and we have to ask
16:38and then we ask,
16:39you know,
16:39because everybody
16:41could wash their mouth
16:42on the youth.
16:43How many of us
16:44are standing accountable
16:46and taking responsibility
16:47for our behavior?
16:48Sometimes we have
16:49to be careful
16:50that the youth
16:50that we seem to
16:51batalk and cry
16:52the one every day
16:53are just mimicking
16:55the behavior
16:56that we exhibited.
16:58And that's how it is
16:59sometimes,
16:59if not all the time.
17:00Right now,
17:01it's time for us
17:01for our SOE update
17:03today as of June 2nd,
17:072026.
17:12Number of operations,
17:146,707.
17:16Number of targets,
17:17priority offenders,
17:181,964.
17:20Searches conducted,
17:223,044.
17:24Traffic operations,
17:253,971.
17:27Total persons arrested,
17:292,993.
17:31Total persons charged,
17:33626.
17:36Firearms recovering,
17:37we're seeing an increase
17:38with the pistols,
17:39the shotguns,
17:40giving us a total
17:40of 178.
17:42Ammunition recovered,
17:44an increase with the 9mm,
17:46and a total of 3,382.
17:48And dangerous drug seized,
17:50we are seeing
17:51the increase in cannabis,
17:53also with cocaine,
17:54and now entering,
17:55we're seeing ecstasy,
17:56another drug that has been
17:58on the market for a while.
18:00Yes,
18:00Another synthetic drug,
18:03firearms,
18:04ammunition,
18:05and drugs,
18:06marijuana,
18:07and cocaine.
18:08Ecstasy is known as,
18:10more or less,
18:11a party drug,
18:12ecstasy,
18:12and molly.
18:13And when I see those type
18:20of synthetic drugs appearing,
18:23I'm always concerned,
18:25because it's mostly used
18:27amongst a particular age group.
18:29Yes.
18:31Parents,
18:32parents,
18:35have the conversation
18:36with your children,
18:38have the conversation
18:39with your children
18:41about these dangerous drugs.
18:44I mean,
18:45I believe NARAP
18:46is still functional.
18:47There is a wealth
18:48of information
18:49on the internet
18:50about the negative,
18:52effects that you'll get.
18:54The effects of these drugs.
18:56You could do some research.
18:57They would see YouTube videos.
18:59We need you
19:00to parent your children,
19:02especially between
19:03that critical teenage age
19:05of that,
19:06probably,
19:0713 to 18 age
19:09where they think
19:12they are grown.
19:13Yes.
19:13Some children,
19:14as soon as they enter
19:15secondary school,
19:16they have the opinion
19:17that they are grown.
19:18So we want to really
19:19ask the parents,
19:21supervise.
19:22I mean,
19:22and sometimes you may want
19:23to send your,
19:25Mrs. Sussman,
19:26parents are sending
19:27their children
19:29to events
19:30where alcohol
19:31is served free.
19:33And their children
19:35are 15 and 16.
19:37Well,
19:37they're with me.
19:38Yeah.
19:39They're with me.
19:40Or you drop them off
19:41and they're coming back
19:42for them.
19:42Yeah.
19:43In three hours,
19:44they're coming back.
19:44You do not know
19:45what happens
19:46within that two to three hours.
19:49Parents,
19:51be careful,
19:52be mindful.
19:53Do not just
19:55throw caution
19:56to the wind
19:56with respect
19:57to your children.
19:59I thank you.

22:15I don't ya
22:43And welcome back to TNT.
22:45You know, if you're not joining us, we have my co-host here with me, ASP Russell.
22:49No stranger, of course, each and every Tuesday, Thursday and Friday.
22:52Now, we got a media release from the TTPS where a stolen weapon recovered in Western Division anti-crime exercise.
22:59The Western Division Task Force and the Western Division Gang Investigation Unit successfully recovered a stolen firearm
23:06and detained three individuals during an operation, steady guard, and anti-crime exercise conducted on Monday, 1st of June, 2026,
23:17between 12 p.m. and 3 p.m.
23:20Now, during the exercise, officers carried out a search at Upper Bellevue Road, Long Circular St. James,
23:26in accordance with the Emergency Power Regulations 2026.
23:30Three men were at the set premises at the time.
23:35Now, officers recovered a black firearm resembling a M&P-9, defaced serial number, loaded with four rounds of 9mm
23:43ammunition.
23:44The weapon is believed to have been stolen from the San Fernando Municipal Police Station on the 19th of April,
23:512026.
23:52Yes, B.
23:53Well, good work by the members of the Western Division Gang Intelligence Unit.
24:00That situation that occurred at the Municipal Police Station is one that will haunt us for years as we have
24:09investigations continuing
24:10because we would not turn a number back or just keep the gas, the fire lit under that investigation throughout.
24:17And we continue to search for more and more and more firearms.
24:21I'm not certain as to where the audit has reached, but we would not give up.
24:27We'd be relentless with respect to that.
24:30But, Ms. Husbands, I want to just draw your attention to one of the headlines where it has been stated,
24:35Venezuelan woman critical after scooter hit by vehicle.
24:39Trinidad and Tobago, time after time, I've stood here and I've asked,
24:44I have asked, I have asked for these electric scooters to be legislated.
24:51Yes.
24:51We need to have some legislation with respect to these scooters.
24:58She is critical.
25:00Yes, she is.
25:02She is critical.
25:04What are we waiting for again to deal with this?
25:08I saw one on the bus route recently.
25:12I saw one on the highway recently.
25:17I'm asking the powers that be, whether it's the licensing authority,
25:22whether it's Ministry of Transport, whether it's the Parliament.
25:27We need to legislate these scooters.
25:31Because the NTTPS will not be able or will know what to do in this case
25:36to tell them to get off the road.
25:38Because it's almost like someone riding a bicycle.
25:41And that is it.
25:42Some of them have pedals.
25:44Correct.
25:44But then there's a small motor attached.
25:46So there is this gray area surrounding them.
25:49So we need to have this legislated quickly.
25:53I totally agree with that.
25:54And I have been saying that for months.
25:55And I hope that somebody who is in a position to really make things happen,
26:05that they are viewing the show, and they could really initiate something
26:09so that we wouldn't have another current of this.
26:12Now, let's go back to when we started the show where we were seeing me in the second day
26:16of the maxi-taxi strike.
26:18And we saw that the NTTPS made their presence felt with the other agencies as well
26:22throughout the service that came out on assist.
26:24But I have been hearing and also reading some of the issues.
26:28And one of the issues that stood out to me in this case here
26:30is that they really needed a lot more police presence in some of the quarters
26:35where the commuters come to, you know, go into these maxi-taxis
26:41to reach their final destinations because the criminal elements are out.
26:44What would you say to that moving forward?
26:48Well, Ms. Husbands, I know yesterday our officers were deployed.
26:53And even today, there were quite a few police vehicles not associated with the transportation
26:59that were placed in CityGate.
27:01There were uniformed transit police as well.
27:04I even saw the superintendent in charge of transit police, who was also there as well,
27:09providing that extra blanket of security for the commuters at the CityGate hub
27:15together with the security organization that has the responsibility for safety and security
27:21at the PTSC cooperation.
27:24So I know that persons are out there making sure that,
27:28hey, whilst you're waiting on a vehicle, you're not robbed, you're not attacked,
27:31you're not a victim of any larceny, petty or otherwise.
27:34So I was there today.
27:36And I saw the presence.
27:38I'm not telling you or the public of what someone told me I'm telling you,
27:42what I witnessed for myself today.
27:44No, but after the strike, would we see the same presence there after the strike?
27:49After the strike, I mean, we would continue.
27:52We always police the hubs, eh?
27:54That is what transit police is for.
27:57Years ago, even in the odd times when I would take a little maxi,
28:02because I've been, I had vehicle for quite a long time.
28:04So I would see them in CityGate at the offloading bit early on the morning,
28:11really assisting to make sure that the drivers maintain some form of an order
28:14and persons don't just come out of the maxi at any location
28:18and start to walk between the vehicles, causing a hazard to themselves.
28:22So they have been in CityGate.
28:24I don't know.
28:25Today is the first day for me being in CityGate in probably some years.
28:28I believe there's a concerns present because that is also part of the transit police area responsibility
28:36with respect to providing their services.
28:39So, yeah, the police are out there.
28:41Well, I'm hoping that the information that she gave there for the persons who doubted that they're seeing it.
28:48And even on the PBR, you know, they are strategically placed as well,
28:52and they have a role to play in our active directive policing initiative that we launch as well.
29:00We have a call on the whole caller.
29:01Good evening.
29:03Good evening.
29:04Good evening, Mr. Charles.
29:05Good evening to you, sir.
29:06And a very good evening, sir.
29:07It's Pete Russell.
29:09Yes.
29:10Good evening, caller.
29:11First of all, let me pick up the police to protect ourselves with what they did during the so-called
29:20sick of that maxi attack.
29:22That was a wonderful gesture.
29:25I have to bring up the CGTPS to that.
29:28The second issue that I want to focus on is recently, two days ago,
29:39a lady that's been basically had a press conference with respect to malicious prosecution.
29:48That is what he just said about a boy who was charged when he was 13 and he was free
29:5510 years after.
29:57And what the lady that said, he said, the police service and the investigating officers were completed.
30:06Likewise, he just basically said that.
30:08I want to know, Mr. A.N.P. Russell, you're the second division officer who is basically has a responsibility
30:18for a large amount of the CGTPS.
30:21A number of judges and judgment have said, when there is malicious prosecution, it should come out of the officer's
30:31pocket.
30:32I want to know if that is something that you all in the second division could basically add it for.
30:40And demolition prosecution would have been done by some police officers.
30:46What are the police servants going to do with these officers?
30:50The third thing, I want to pick up the limited division on Wednesday, director of policy and strategy now.
30:58I think he is trying to fix the internal issues of the CTPS because he won a case recently.
31:08And that case, from my advantage, was discriminatory with respect to them and the CTPS not allowing them an exemption
31:17for furthering his move of the police service.
31:23And I think he is taking the fight in theory to fix the police service, according to the listener's office.
31:29All right, thank you so much, caller.
31:30ASP, you'll respond to the caller after the break.
31:32We'll be back.

33:14I really know my day's case was terrible!
33:17But in a year time, I was glad, that level one, I completed...
33:20What?
33:20That was so...
33:22That was like a joke!

33:24I not lying!

33:27It was hard, but a fight still!
33:29I started to feel nice, I started to feel sweet about myself.
33:32Before Alta, I was so nervous, never understand a lot of things.
33:36Alta is a nice place to learn.
33:38Like if any student in this program made a mistake or the other student will turn and help out that
33:46student.
33:47The teachers are very wonderful, which is one thing I love.
33:49The next thing I love about it, it's free.
33:51You can't study what a person is making, the perception of a person.
33:55You have to focus on what you want.
33:57I am enjoying every moment in Alta.
34:00Today now, I can read, I can write, I can spell.
34:06Get into Alta so you can write your story.
34:087 0 8 1990
34:21And welcome back.
34:23Yes, we can respond to the caller.
34:24So we want to tell the caller, we thank him for the commendation with respect to the initiative that the
34:34commission started with, with respect to assisting with the transportation rules.
34:38With respect to the second, um, malicious, right?
34:43So let me just inform the caller.
34:46The State's Liability and Proceedings Act Chapter 802 of the Trinidad and Tobago laws allows citizens to sue the state
34:56for civil wrongs or torts, breaches of contract, and constitutional violations as of right.
35:06In fact, removing the need for presidential consent, it designates the attorney general as the official representative in these lawsuits.
35:18Police are protected under this act once they are acting as a servant of the state.
35:24However, if they acted outside of their lawful responsibility, they may be held criminally liable.
35:34So there is a process for persons to seek redress, and there's also a process for us to deal with
35:43the police officers based on the facts unnoted that resulted in the judgment.
35:51All right. Now, remember, you can give us a call at 623-1711, extension 1996 and 1997.
35:59We head back to the phone lines at this time.
36:02Oh, before we go back to the, before we go back to the phone lines, um, just some quick information
36:07quickly to the public.
36:08The Western Division, um, on Wednesday, the 3rd of June at Maraval from 6 p.m. at the Maraval Community
36:16Center.
36:17Come and meet the officers in your district, and we continue to push this initiative because it is something that
36:24the only way the officers know they can do better is by the persons in the community and the environment
36:29showing up to give them the information that is needed.
36:32And, of course, you know, some ideas that could assist you to TPS.
36:35Well, like I said, tell us how you want to be policed.
36:38Tell us of the issues facing you in your community.
36:41See, whatever the issues are, because it may not be something that we could deal with immediately, but we could
36:47make a call on your behalf to get something done.
36:50We could probably call a counselor, you know, who would convey the sentiments to its rightful channels to have certain
36:57things done within the neighborhood that are out of the policing realm.
37:00Yes.
37:00So we ask that you bring all your concerns, and we wish our best to assist you.
37:04Beautiful.
37:05We head back to the phone lines.
37:06Caller, good evening.
37:09Hello.
37:11Hi, good evening.
37:13Good evening.
37:14Good evening.
37:14Mr. Urban, good evening.
37:17Good evening to my extreme ASP.
37:20Good evening, caller.
37:22Good evening.
37:23I would like to leave a contribution concerning children and hypocrisy, too.
37:33Mr. Urban, I want to ask you one or two questions, and if you may answer.
37:38Do your children...
37:39Yes, I have a child.
37:42How often is your child?
37:44Nine.
37:45Okay, all right.
37:47But as a reminder, I can have a word.
37:49Okay.
37:50Mr. Urban, do you have a way that in situations like this, when you have protest, as we say, it's
37:58not any number of people?
38:00Right?
38:00Mm-hmm.
38:02Would you have brought your child into that protest?
38:05No.
38:07Okay.
38:08Did you see he's been playing with the child then?
38:11Yes.
38:12But you said nothing.
38:14No, the officer spoke on it, so I didn't need to reiterate on it.
38:18No, I'm addressing it to you.
38:20Yes.
38:21You said nothing, but you kept ranting and raving about it, police pushing this one, yeah, that one day and
38:27all kind of things.
38:29Do you know that that man could have been arrested and charged for putting a child in harm to it?
38:38Yes.
38:39But the police, the police, you know, they're asking which way it's done, because they knew if they had only
38:47arrested that one, all the hell would have broke loose.
38:52Right?
38:53Okay.
38:53We have to be careful.
38:55We have to be careful, because a lot of things that is happening around the time is a lot of
39:02hypocrisy.
39:04Look at how much resources was sent behind the child in the interview.
39:10Right?
39:12So we have to focus on what he's doing, because it's a case to me that people are more concerned
39:20with the protest than the middle child.
39:23Right?
39:24I want to go to the multi-taxi, you know.
39:29Mm-hmm.
39:29Go ahead.
39:30They, they, yes.
39:31I, I, in my mind, they are legitimate laws, but I don't believe that this was the time, because children
39:42are writing it down.
39:46You cannot put children under more pressure than they already have with these things.
39:52I'm not telling you, children are traumatizing, right?
39:55And then you put pressure in them now.
39:58Couldn't this thing be done on another day?
40:03Finally, Tobago, the gentleman in Tobago from, from, from, from the, um, maxi taxi association, he said they supported maxi
40:13taxi for what they did not come out to protest, because they understood what the children would have been going
40:22through.
40:23Thank you very much.
40:25Thank you very much.
40:25Thank you for calling, ASP.
40:28I realize I have to.
40:29Well, as you, I had to say, Ms. Husband, because it's unique.
40:32I take, no, well, I am, I am going into, um, a space of, clearly, I just have to reiterate
40:40everything you say or repeat what you say when it's already said.
40:43And it's understood.
40:45No one, no one is coming out in a way where condoning the persons who may come out with children
40:51and disregarding the safety of a child.
40:54You made it very clear.
40:55You were passionate about what happened there.
40:56I come in and just speak on it again is going to do what?
41:00But I guess I have to, because you're in uniform, I have to say, yes, sir, that is true.
41:04Correct, sir.
41:05Well, Ms. Husband, it's just somewhat echoing the sentiments.
41:08I guess the caller probably wanted to hear you as a representative of the public utter the same sentiments.
41:16I am aware of the, I listen to the news as well, every day.
41:22So, and I really heard when the president of the Tobago Maxi Drivers Association made the same statement.
41:28And, I mean, I am happy that they had that foresight.
41:33Right, maybe the Maxi Drivers down here, maybe they felt it would have had the best impact at this time.
41:39I don't know what was their thinking.
41:42But, nonetheless, I hope that the changes that they are trying to get, that they are successful in getting the
41:49changes.
41:51All right, we're going to head back.
41:52I can go ahead and head back to it.
41:54Ms. Husband.
41:54Let me know.
41:55Say with me.
41:56Please take the call.
41:57No, I want to address Ms. Husband.
41:59Okay, Ms. Husband.
42:00Who represents the public.
42:03Caller, good evening.
42:07Mr. Husband, good evening.
42:09And Mr. Omri.
42:11Oh, thank you.
42:12That's something.
42:13I can't have a way to keep it.
42:16I can't even call her.
42:17Yes, sir.
42:18Have you gymmed down Fifth Street recently in Barataria yet?
42:24Going ahead and into Port of Spade.
42:26I don't know.
42:27But, there's a black Toyota Royal Saloon that is packed up.
42:31In that road, 24-7, and obstructs traffic night and day.
42:42Yesterday, when we were going down in that traffic, people had once a meander around this car.
42:48In Barataria.
42:49I don't know.
42:49I don't know.
42:50Yeah, on Fifth Street, and then, after the 6th Avenue, 12th Avenue going down, there's some kind of, I think
42:54there's not going to be Civilian Conservation Corps children.
42:58But, the black car, KL5960, this car has not moved in about a year.
43:05And I know the Lavantel, the Lavantel Regional Corporation was doing some work with respect to vehicles that is on
43:11the road without various things and so on and so forth.
43:13But, this is Fifth Street, this is a major thoroughfare.
43:17If you park up down the road by the doubles man, you're getting hit.
43:20I don't get hit.
43:21Because the road is such that when them big trucks are coming up to the Avenue, I'm telling you, you're
43:27not going to get hit, somebody's going to lose your influence.
43:30This motor car is there, nice and hidden.
43:34The lock-up has that nice.
43:36And let me tell you myself, police parcel, boss parcel, public parcel, and she's by the road.
43:44I see this man is a popular law.
43:45Because this thing is just there, obstructing the roadway.
43:50And then, you know Fifth Street.
43:51Fifth Street is a major thoroughfare.
43:53There's not supposed to be any parking on that road unless, of course, the immediate hold up for a few
43:58minutes to drop off somebody,
43:59wait for a gate open, I'm going to move on quick, quick, quick.
44:03But, this thing is there.
44:05I'm hoping that somebody could pay attention.
44:07Because, clearly, the environmental regional corporation ain't doing it.
44:11I don't know who else to ask about it.
44:13But, person, if you're going to throw it on the bus, you're going to get it.
44:16Thank you so very much.
44:17You, son.
44:18Enjoy this program.
44:19What do you think?
44:20Thank you so much, Kola.
44:21Yes, sir.
44:21Okay, Kola, why don't we try to communicate with the Barataria police station
44:24or maybe the superintendent in charge of the division, Mr. Birch,
44:27and see what we could do about this issue.
44:30And, it could be that the owner of the vehicle is somewhere there and, really,
44:34could move it and bring it in their yard or something.
44:37Yeah.
44:37So, we would look into it.
44:38What would you say to people who may not have their yard to place their vehicles
44:41and they may park on the nation's roadways?
44:45That's one that is a kind of ticklish question, you know.
44:48Yeah.
44:48Because, I mean, even in first world countries, there are persons living in apartments that
44:52really park their vehicle on the streets, right?
44:55Yes.
44:56But, we have to be mindful.
44:59Now, Trinidad and Tobago has developed.
45:01Yes.
45:01And, every day we have a new car brand, a new manufacturer, a new something.
45:06We have probably hundreds of thousands of cars and our roads, our infrastructure have
45:12not been expanded or developed in such a way to handle the capacity of vehicles on the
45:19roadway.
45:20We, you know, know there's traffic every day.
45:22Yes.
45:23Anytime.
45:24Everywhere.
45:24Everywhere.
45:25Holiday and all.
45:26Holiday and all.
45:27So, it's something we have to look into.
45:31I know no one would want to really affect somebody's living by putting any kind of embargo
45:38or limitation on the amount of vehicles, but we need to do something.
45:43Maybe we have to ask persons to just be a little bit considerate.
45:47As to because I have seen situations where in congested areas persons park their vehicles
45:52and then there's an emergency and the fire truck can't pass, eh?
45:54Yes, sir.
45:55And instead of one house burn, five houses burn.
45:58All right, ladies and gentlemen, we take that short break.

49:07And welcome, Mark.
49:08We are back to the phone lines.
49:09Caller, good evening.
49:12Hello?
49:14Hello, Caller?
49:15Yeah, yeah.
49:16Good evening, good evening.
49:17Good evening.
49:18Good evening to the ASP.
49:20Good evening, Caller.
49:21Mr. ASP, I want to say hats off and many commendations to our commissioner of police for that act that
49:29he did yesterday.
49:31And you know what touched me a lot, sir?
49:33He made one comment that he wished that he had 50 buses.
49:38Oh, you know, that is a commissioner really put his word.
49:41He is protecting because crime is real and he is serving that he came out to help with this situation.
49:50So what I want to say, the TPPs must show their mettle as well.
49:55You know, with this girl that went and protested, whatever her name, Melissa Phillips or whatever.
49:59You know, the police, I find, was very lenient with her, she got bailed, she went before a court, and
50:07to show her, you know, the way how she behaves, you know, the very day she got bailed, she went
50:14out and protested again.
50:16I don't know if under the SOE if this is allowed, but, you know, these people, when they are showing
50:21these things, then there are politicians, covertly and covertly, who are supporting these kind of actions.
50:29Now, the motto of the TPPs, you know, is to protect and serve everyone, but the law-abiding citizens are
50:39who are looking up to it.
50:40And when you have people who are aspiring for office, who is, you know, in conjunction, as I said, covertly
50:47and covertly with these elements, it does not order well, sir.
50:52And I think, you know, again, the TPPs is doing a great job, but let them show their side of
50:57it as well.
50:58You understand?
51:00This woman, when she went out and protested the last time, you, you, you, you, you are out on bail.
51:05These things must not be allowed.
51:07The TPPs must send out a clear signal to them, probably give heart-preventive, protective order, PDO.
51:14This is, this is going to send the message of you cannot disobey.
51:17In any country, if you disobey and you do not, does not follow the law, sir, then that country would
51:23descend to chaos and anarchy.
51:26So, thanks Allah, this is my contribution, sir.
51:28Thank you so much, sir.
51:29Yes, please.
51:30Kola, let me start by saying that the judiciary is totally independent.
51:34And this is just another example that shows, she was granted bail.
51:38This is just another example that shows the independence of judiciary.
51:43You know, so, regardless of how they rule, whether it's from the DPP's office or from within the courts of
51:51law, the judiciary remains independent.
51:54We have no choice.
51:56Yes, the young lady was given bail.
51:58We have no choice but, you know, to allow the lady to do what she has to do.
52:02It just goes to show as well that the police service, notwithstanding, that we are taking the backlash, we are
52:08compassionate, we are caring, and we understand.
52:11So, they were allowed to do their things within the confines of the law, silently, quietly, and without really affecting
52:17anybody.
52:18And this is what we want.
52:19Yes, now, I want to take a look at this video, at what transpired with the DPP's.
52:24Let's take a look.
52:43This afternoon, we decided to take our walk into CityGate to observe the mass transit of citizens to their various
52:51homes.
52:51At this time, we are currently on the MaxiTaxi Hub, which is the place that was most affected by the
53:00last two days of the MaxiTaxi protest demonstration.
53:03As you can see behind me, there are several MaxiTaxis who have decided not to embark on any protest demonstration,
53:10and they've decided to come out and service the members of the public.
53:13And, you know, that is indicative of true spirit of patriotism, in that they've decided, listen, it's still a matter
53:20of getting the public safety to their destinations.
53:23Indeed, we have seen a lot of negative comments coming out, especially in the social media.
53:27And it's basically resulting out of just one particular incident, and it is regrettable that the DPP should be judged
53:36or adjudged by one particular incident when hard-working officers leave their homes every day to come out and police
53:43this nation, place their lives at risk and on the line, but to protect the members of the society.
53:49My plea this evening to the public, we are here to protect and serve, and you may see law enforcement
53:58as the enemy in some cases, but we are here to be your friends.
54:01And in looking at the entirety of the situation, we have the enforcement, yes, we will do roadblocks, we will
54:08do search warrant exercises and operations, and there may be some level of inconvenience to members of the public.
54:14And we want to tell them, you know, regrettably, that is par for the course in us carrying out our
54:19operations.
54:20But then there is the humane side of the TTPS, which is the service side, and this is what we
54:26want to highlight here this evening, that we are able to take resources and utilize it for the betterment of
54:32the society.
54:33I want to point out to the public that our initiative started yesterday with five police buses.
54:39And today, standing beside me, you see members of the TRANTOBEGO Defense Force and the ODPM Fire Service.
54:45They have all called resources to bear on this problem so that they could assist in taking the nation home.
54:51And, you know, I want to say hats off to all the members of law enforcement who have answered the
54:56call.
54:57And, you know, just trying to make TRANTOBEGO a safer place.
55:06The presence definitely felt in the city of Port of Spain today.
55:09We'd like to thank ASP Russell for being here with us this evening.
55:12Thank you so much for joining us.
55:14You're most welcome.
55:14We get ready for news coming up next TNT at 7 o'clock.
55:17We'll be back tomorrow with our attorney and director, Mr Ali, for Legally Speaking Wednesdays.
55:21We out. God bless.
55:32Hmm.
55:32Thanks to everyone.
