00:12and Tobago and of course across the globe. We've had, you know, in the last 24 hours
00:18some really bad weather across in the sister isle of Tobago that led to some, you know,
00:26fallen trees and so on in the Runnymede area in Tobago. So Sydney, FEMA was extremely busy
00:35early this morning downing some power lines as well there and motorists who were in that
00:42area were cautioned not to go to that area for a particular period of time until the
00:49authorities were able to clear the debris, the trees, the branches and so on that would
00:57have posed, you know, some kind of risk for any motorists or anybody in that area at that
01:01time. Well, of course, today's Thursday and I want to welcome Acting Inspector Ishmael
01:07Pitt from the North, Northern Division, ESB sorry, Northern Division North. Welcome sir,
01:13how are you? Ah, not too bad Mark. Good evening, good evening Trinidad and Tobago. How are
01:17you more importantly? I'm doing well. I'm just, I'm just hoping that, you know, the crime that
01:22we face and these kidnappings and all these things can really be, you know, lessened as we
01:28get into the new year. That's one of my wishes, crime on the whole and, you know, more citizen
01:34involvement with the police working hand in hand to obviously gain a better, you know, trust and
01:41confidence in the TTPS and that has to go hand in hand with the community also being willing to
01:48engage with you guys. Yeah, well, you're not alone in that regard. It's something at the top
01:53of our shopping list, if you should call it that, in terms of bridging that gap between the
01:59community and the police service. I must say though, that we have made significant strides
02:03in a large number of communities within both islands. There are some communities though that,
02:10you know, it is somewhat challenging based on historical perspectives, but we are very adamant
02:18that we are going to bridge that gap. We are going to get that type of unity that is necessary to
02:23manage a crime situation, as you so well put it. Yes, indeed. And I want to bring this to the fore
02:30immediately. Yesterday during the program, Corporal Zeigali and I were speaking about the
02:36particular kidnapping of the 14-year-old boy. And part of that community engagement, of course, is,
02:42you know, having people call into this program and the callers that called in, you could have heard
02:47the passion in their voice to ensure that that young boy was released. And, you know, we made
02:53that call here. We confronted those who are responsible for that crime, you know, urging them
03:00to release that boy because, of course, the police know who you are. It's only a matter of time
03:04before they catch you. And lo and behold, within five hours after noon, sorry, midnight last night,
03:12we found out that Zaheer Samuel was freed. And we really want to thank the police for all their good
03:19efforts, of course, and, you know, the power of this show, you know, by callers and people
03:25eliciting information to help the police, and by extension, we being able to speak to not just the
03:31public, but even those who are listening in those criminals. And Mr. Pitt, you obviously, I know that
03:39it would have been close to your area. It's in Valencia. But I'm sure you all would have been in
03:43some way also assisting the officers in that particular area.
03:47Of course, of course. And, you know, it's very significant, the role that the public play regarding
03:56incidents of this nature. And sometimes persons don't know the type of information that they have in their
04:04possession, and the significance of that information to bring in certain things. So not just a closure, but a
04:12closure where, you know, there's minimal or no harm to the persons who are abducted. So again, totally agree
04:19to the officers who were involved in that exercise slash operation, you know, a tremendous amount of work
04:25went in. But to those persons behind the scenes who were able to call and to give, you know, the information and
04:32also to provide that level of support. We are just as thankful.
04:36Yes, certainly. And I know the concern has been expressed across the forum by yourself and other officers on this
04:44program about the this kind of, you know, this upsurge in kidnappings that have been happening over the last few
04:51weeks. And we're still hopeful for the safe return of Mr. Rampersad. He was taken from the enterprise area almost one
04:59month, Saturday will be one month. And I'm sure his family would wish for the same thing that Mr. Samuel, who made the
05:06plea yesterday to the kidnappers for a safe return before Christmas.
05:09Yeah, well, the team of officers who are responsible for that investigation, I can tell you that there's no rest as far as
05:18that team is concerned. They have been working assiduously from the moment he was kidnapped. And they have continued along
05:25that vein. Again, we are asking anyone who has information that can provide to us in order to bring this to a safe
05:33conclusion. We would want to get that information. Remember, it might just be a little bit, but that little bit could
05:39contribute towards filling the entire puzzle and bringing this to a positive closure.
05:45Yes, certainly. All right, we're going to take a look at now at our headlines.
06:15So those were some of the headlines within the past 24 hours. And we go back to the kidnapping of the 14 year old boy, Mr. Young
06:26Zahir Samuel. And, you know, good news. Police sending out a release, but we knew it from last night that he was found in the
06:36Valencia area. And apparently, this was the morning, yesterday morning, a brown wagon with two men armed with firearms, came out
06:45on the eastern main road in the St. Augustine area, snatched him from his father's, you know, gardening shop, where they would
06:55sell plants and so on. In a matter of seconds, you could see this transpiring here. Yeah, shoved him into the car and drove off.
07:04And a couple hours later, we would have seen that information was received that the vehicle was spotted in the Valencia area. And
07:14police with the intelligence they've given, and of course, people may have been calling in and tipping off the officers, were able to go
07:22to this area, and they would have formed a dragnet in this area. And they would have made searches in particular areas where they
07:32went off the area of the De Freitas Ranch of the quarry road in Valencia. And they found the teenager unharmed on the roadway.
07:45I understand that journalists from the Express and TV6, they went up to the area today, and they would have spoken to a gentleman, I
07:53think, who might have heard Zahir calling out for assistance of some nature last night, I guess, when they dropped him off. And then, you
08:02know, he was able to be taken to the safety of the police officers who would have taken him to the Arima Health facility, where he would
08:09have been checked, and then later reunited with his family.
08:12Yeah, we have reached this point. And this point is one that we are very grateful for, in that he has been, how to put it, he was
08:25without harm, so to speak. And our investigations at this point in time, will continue, because it's a matter of bringing persons to justice,
08:35Mark. Incidents like this cannot go without consequence. As you said, we have seen, within the last couple months, some incidents of
08:47kidnapping. It is always a cause for concern, when persons are kidnapped for ransom, or generally speaking, it is a crime type that
08:59previously, we have been very successful in eradicating, and I usually term eradicating, guardedly. And we are confident, again, that with the
09:08assistance and the support of members of the public, our technological capacity, that we'll be able to bring back this situation to a level of
09:17concern, where persons can feel free to traverse different parts of the country, persons who are involved in whatever legitimate business, what
09:26have you. And, you know, we can all feel that sense of safety and security that we so deserve.
09:32Of course, well said. And, you know, as we talk about that, there's also this advent of, you know, people being so violent against one
09:40another. And there was an incident, even this morning at City Gate, where passengers would have filmed a gentleman, apparently was attacked. He works as a
09:52maxi driver of some sort, and was stabbed by an assailant. And he's lying on the floor here, injured, of course. And it brings me to the incident
10:07that happened yesterday, I believe, in the Point 40 area, where a truck driver parked outside a man's house, or outside on the public road. And because the man
10:19was so incensed by the noise, he came out and he attacked him and stabbed him to death in the truck. And, you know, 24 hours or less than 24 hours later,
10:30there's another stabbing here, in a very public space, of course. And I know that it is really not nice to see things like that. Yeah, general public scene, things
10:39that have been traumatized, but other people also videotaping. And so that somebody should lend a hand to the man. He's lying here for a long time without anybody
10:49Of course. And it shows how some persons choose to deal with conflict. And conflict management is a skill that we are teaching our young children to develop, so that they treat with conflict, not in a
11:03violent way. There are so many other ways to treat with conflict. And if we take time out now to just think about what we are doing, our actions, if it is warranted, then the outcome would be much more
11:15desirable, as opposed to your first port of call is to use some sense of violence. Yes. Agreed. All right, we're going to take a short break, and we'll be back. Stay with us.

14:03Welcome back to Beyond the Jeep. I'm your host, Mark Bessant, joined today by ASP Ishmael Pitt from the North Northern Division. And we were talking about road safety as well and there was an accident, I believe, I think it was yesterday or last night or here, seen this vehicle overturned.
14:34I'm not, I can't recall the location. And I'm not sure we have a location. So we didn't see it on social media, but it was sent to us without, you know, but I understand it would have happened sometime last night. So clearly the road is wet there. We've talked about the combination of speed and wet roads.
14:56That's right. Speed, wet roadways. And we are not judging this particular accident because we don't know what happened. But there are instances of persons driving under the influence. There are persons who are tired. There are persons who are otherwise distracted, sometimes even the use of cell phones. And all these factors, Mark, coming into one is a cocktail and a recipe for disaster.
15:21So, again, we plead to members of the public. Yes, it's Christmas time. We all want to partake in the festivities. We all want to jollificate. Some of us want to have a beverage. Nothing is wrong with that. Do not go behind the wheel of a car.
15:38If you are, if you have consumed alcohol to such an extent that it impairs your judgment on the roadway, there are literature values of intoxication and we must be mindful of that. So it's not a matter of us feeling that we are so confident. You hear a person saying, you know, I will drive better if I have a beer or two.
15:56You know, I'm sure you've heard of those, as we call them, hero stories, war stories. But the reality is, you know, science has taught us that the human body is impacted by the use of alcohol. And that impact extends to if we are in charge of machinery. In addition to that, sometimes we are plagued with fatigue.
16:18You might be working during the course of the day. You might have gone from one event to another event. And, you know, all these things added up. Someone calls you on the phone. The discussion becomes either sweet or fiery, as the case may be. And then you are distracted. You are going at a high rate of speed, ignoring the fact that there are speed parameters that function within.
16:40So there are so many things as members of the motoring public that we must take cognizance to. And in addition to that, those persons who are not behind the wheel, who are observers, who are passengers, who are pedestrians, who are bystanders, also have a responsibility because road safety is everybody's business.
16:58So if it is you recognize that someone is driving recklessly, someone appears to be mashing bricks excessively or abnormally, and something is definitely off, please contact us so that we can have the necessary intervention. You just might be saving a life.
17:14And the same way you talk about road safety and people need to listen, the same way you're going to introduce us and tell us why people need to listen about this situation of online shopping, especially or buying stuff on Marketplace.
17:28Definitely, definitely. We are seeing so much issues, Mark, regarding persons going on Marketplace. And Marketplace is not the issue. The issue is us being much more vigilant, being much more cautious.
17:50If we are seeing flags, not ignoring it, and putting ourselves in harm's way. Because it's convenient. It's a nice way to market, as implied in the labeling. But we are finding more and more of our citizens are being lured to locations. Some persons are being asked to pay down payments for items that they will never receive.
18:12And it is just going on and on and on. And we are saying if it is too good to be true, Mark, probably it is. So if there's some hunch that something is wrong with us, it is better that we forego the so-called best deal, as we say. And we probably face a store where we can depend on a more reliable source of service.

If you have to conduct a transaction, maybe, where you would have to purchase something from online, you can probably tell any politician convenient to you, just inform the officers that your parcel cannot sail outside.
20:39And we also advise, especially now around this Christmas season, to go to the more reputable places, like the business places, where you can do your purchases, rather than seeking everything online.

21:23Well, you know, I think the video is self-explanatory, but just to drive home that point again, about Marketplace and where you're going and who you're going to meet.

It's a platform by which persons can advertise, it's a platform by which persons can surf, if they're interested in having particular goods, and the responsibility lies on you, the customer, to ensure that whatever decision you make, you consider your safety.
22:02And one of the key indicators is if you are being asked to go to a location that, you know, number one, you're not too familiar with the location.

22:12Number two, you don't know the individuals, you have never met them before, and you're going there alone.
22:21You may be going with cash because you're going to make a purchase.
22:25Or you're going with an item, too.
22:27Or you are going, because it works in Conversa as well, and I'm glad that you mentioned that.
22:31So some persons would go in order to sell something.
22:35iPhones, electronics, mainly that kind of things you see in the media in the last couple of months.
22:42Exactly.
22:43Or they get robbed of cash when they go to purchase a vehicle, you know.
22:47So certainly we want to urge everybody who's out there, because I know there was a senior officer on here a couple weeks ago that spoke about this particular trend of a lot of these people who are preying on market place in a particular area.

23:05Just outside of Portisville.

23:08And we would want persons to be mindful of that.
23:12Please exercise a high level of caution.
23:15Again, nothing is wrong with market place.
23:18What should be reviewed is the decision that you are making.

26:51So, it means to say that the supervisory role of parents and guardians have increased.
26:55And the supervisory period have increased.
26:57So, for that reason, we cannot let those moments escape.
27:04We cannot let, because it's Christmas, that our children are allowed to just do what they want to do.
27:14We still need to exercise that level of guardianship that is of paramount importance.
27:19So, for example, you might be coming into Port of Spain to shop.
27:23And you might be in company with young children, your children.
27:28And some persons have the view that their children are mature enough, sensible enough, in order to do certain things on their own.
27:36Make certain decisions on their own.
27:38So, they might embark on doing something and, you know, lose sight of their kids.
27:42Thinking that the child or the children are capable of managing just for that brief period of absence.
27:49And that could be the window of opportunity for someone or something to happen that is untoward.
27:55Because sometimes you see people, they're walking with their children on the street.
28:00So, they have a bigger child, maybe 8, 9, 10.
28:03Yes.
28:04And then they have a smaller one, 3, 4 years.
28:07And they're given, hold on there, I went in the store earlier.
28:10And oblivious to the fact that, yes, but something can happen.
28:14So, you have to always keep a watchful eye.

28:18Be also mindful as to the camps.

28:23That we may want to send our children to.

29:19So, we need to get this new number plate to be censored.

29:57So, I'm not certain as to which robbery exactly he's speaking of in the Larketa area.
30:04So, I'm unable to respond to that.
30:08Regarding the prospect of having that technology applied to vehicles.
30:18And how it could aid the motoring public.
30:21Persons who own vehicles.
30:24Persons who manage vehicles.
30:26Our ability to manage crime.
30:29Yes, indeed.
30:30Technology is here.
30:31And there are so many benefits to it.
30:34And it could and would put us in a strong position once we utilize our technology positively.
30:41So, we are very much encouraged by that.
30:44And we await the day that it reaches.
30:48So that it can enhance our ability to manage crime.
30:51As you talk about technology, I know that that is also pivotal in your crime investigations.
30:57Of course.
30:58Of course, in kidnapping investigations.
31:00Because we all know, and it's no secret, that this helps you all a lot.
31:09In terms of when people make calls, etc, etc.
31:13And that is important, as you said, technical support.
31:16I'm not going into any details.
31:18But the technology that we find is also useful for day-to-day is also useful.
31:24In the greater scope of things in helping you guys to solve crime.
31:28Of course.
31:29And you are indeed correct.
31:30Technology is of paramount importance.
31:32And it's for that reason as well, Mark, that we urge persons to even utilize CCTV.
31:38We have been able to canvass areas.
31:42CCTV cameras.
31:44And they have been able to provide a tremendous amount of information and also evidence.
31:51That has led towards crimes being brought to a successful conclusion.
31:56So yes, we have the alarms.
32:01We have smart homes.
32:03And all these things.
32:04But what is key to it as well is that camera.
32:07And the camera acts in two ways.
32:09Number one, it acts as a mechanism by which we can retrieve data based on something that has already occurred.
32:17And also it can act as a deterrent.
32:19Because in this era of criminality, there are persons who are going and canvassing and doing their own recce.
32:26Yes.
32:27And for that reason, that simple camera that you may have could deter someone from doing something.
32:33Or doing something in a way that they may have wanted to do it in the first place.
32:36That's an interesting point too.
32:38Because I think a couple of years ago, the last three or four years ago, I remember reading an article where sales of security cameras had gone up exponentially.
32:48Yes.
32:49Around Christmas time.
32:50And I imagine more so than ever, with the advent of crime and so on, a lot of people are investing in that.
32:57And even that's a good gift.
32:58If you're considering to buy a gift for somebody.
33:00Yes, it is.
33:01It might be a good gift.
33:02It is.
33:03It's not that terribly expensive.
33:04I mean, you could get a nice set in particular stores for less than a thousand dollars in some cases.
33:10And it really goes a long way in assisting you.
33:15You will see people, as you said, you will see if somebody is coming into your home.
33:20If you're passing by your roadway every day and stopping and looking, and you get them at a particular playback, if you have that luxury.
33:29Yes.
33:30You will say, well, wait, at six o'clock, this person passes.
33:32So, as you said, it also helps to form that first security buffer.
33:37Correct.
33:39If you see a pattern, then obviously you can contact the police and say, we've seen this gentleman or vehicle driving around the city for the last three days.
33:49Yes.
33:50Something is out of sort, as you say.
33:52With that as well, we see so many crimes captured on CCTV footage, like the kidnapping.
33:58That is correct.
33:59Nearby.
34:00So, I just want to urge people, because I've spoken to a number of officers who do a lot of different kinds of investigations.
34:08And one of the things that they tell me at times, and I'm sure ASP Pitt can also attest to this, is that there are times where a crime is committed or somebody goes missing and they were at a particular location.
34:22And the police comes to that location.
34:24And it was quite recent.
34:25It was an incident that ended in murder with a woman that was missing.
34:29I will not call the name.
34:30It happened a couple of weeks ago.
34:32And they went to that establishment because she was last seen crossing the street there and met with two men.
34:39And they refused to share that footage with the cops.
34:44And there were other similar stories where business people or other things that might have happened in and around a particular area where they also refused to share the footage or give it to the police.
34:55Isn't that true at times?
34:57Yes, and that's an excellent point.
35:00Sometimes in the first instance, persons are not that cooperative in terms of sharing information, evidence that was obtained via their cameras.
35:11Fortunately, though, the law has made provisions for us as law enforcement officers to obtain that evidence by virtue of a warrant.
35:24And in many instances, we have utilized that avenue.
35:27So it's not like a roadblock situation when persons are not cooperative and supportive.
35:35However, it may hinder the process somewhat.
35:38And when we are treating with sensitive investigations, every single moment counts.
35:45So that precious time that is being elapsed could sometimes tell the difference between life and death.

43:45A lot of activities are happening at home.

43:52And what happens is that we would invite persons into our homes in order to carry out certain functions.
44:01Sometimes, the character of these persons are not well known to us.
44:06And for that reason, we are putting ourselves at risk.
44:11These persons are now able to have a full understanding as to the environment that we live in.
44:19In terms of areas that might be vulnerable.
44:21Areas that might be easily accessed.
44:24The positioning of our cameras.
44:27There are so many bits of information that they can gather by just being in our home environment.
44:35So, how do we counter that?
44:38Again, we need to make wise choices in terms of who we invite to carry out services at our homes.
44:44And if it is that we have some, as you said, that hunch, please follow your gut feeling.
44:54You can always seek to have information from other persons as to whether this person is reputable.
45:00In order that these persons function and they don't function to our detriment.
45:06Right.
45:07Appreciate that.

47:30And we were talking about home safety tips as we go into Christmas.
47:34And we just want to wrap up.
47:35Yeah.
47:36On that note.
47:37Yeah.
47:38Yeah.
47:39So we were talking about persons we invite into our homes and do repairs and so on and so forth.
47:43And the long and short is that sometimes cheap labor could be costly at the end.
47:47Yes.
47:48Yes.
47:49And for those of us who love to advertise what we are going to do next.
47:53Marc.
47:54Yes.
47:55So we are going on a trip.
47:58We are going to be away for a week.
48:00Yeah.
48:01We are posting it up on Facebook.
48:03Facebook.
48:04And Instagram.
48:05Instagram and Snapchat.
48:06All the other platforms.
48:07Yes.
48:09There's so many individuals who are going to be looking at that and forming an opinion.
48:15Forming an opinion that you will not be home during that period.
48:18And as they say, when it cuts away.
48:21They might as well play.
48:22They might as well play.
48:23So we ought to be very, very careful as to the messaging that we are sending to persons who may not be worried of knowing exactly what it is our next move is going to be.
48:35Extremely cautious, Marc.
48:37And how do you deal with parents that leave their children in their homes and they go out to run errands, shop, et cetera, et cetera.
48:47Because sometimes they leave some very young children in the household.
48:51Five, six, seven, eight.
48:53Well, we can look at that from two perspectives.
48:55One, parent guardians have a legal obligation to supervise their children.
49:03Legal obligation, Marc.
49:06So it means to say that you take that chance and we find out you will be held accountable as far as the law is concerned.
49:14Yes.
49:15On the other hand, we are appealing to persons good sense and we are asking that parents be parents.
49:21Good old fashioned parenting.
49:23And supervise your children in the absence of you being able to do so.
49:28So please get somebody who is trustworthy, who is reliable, who is responsible, who has morals and values, and they are worthy of supervising your children.
49:42It is extremely, extremely important.
49:44And also within that environment in terms of imparting safety tips as well onto your children.
49:52Sometimes we take it for granted that they may be the ones who have to make these critical decisions.
49:58Yes.
49:59And we don't impart that knowledge to them in terms of what if.
50:03So if this happens, do this.
50:06If that happens, do that.
50:08And these pieces of information, Marc, is extremely critical.
50:13Don't underestimate the levels of intellectual capacities that our children may have in terms of limiting them to the information that they should know at this point in time.
50:26And not just safety within the homes, but even when you drop them off at public spaces, especially at a time like this where they drop them off to the mall to go and catch a movie or go buy a gift for their siblings or even for the parents.
50:41Yes.
50:42I think that is also important if we are going to give them the full shindig.
50:46Yeah.
50:47Not just for home, but when you're out in the public.
50:49Of course.
50:50Of course.
50:51Do it.
50:52Anywhere it's applicable, because there's an explosion of activities that are taking place at this point in time.
50:59And with activities, with the demands, with all these things happening, there's so many things that could go wrong.
51:08And they may be overwhelmed in the moment.
51:10They may be entertained by the moment.
51:13And they may take things for granted.
51:15That's where the guardianship comes in.
51:17That's where the imparting of this information, this knowledge, and all these important things are of paramount importance.
51:23All right.
51:24Well, we certainly hope that the information that ESP has given to you guys about safety during the Christmas season, that it will soak in, it will resonate, so that we can have a really safe Christmas.
51:40Not just where we go, but, of course, getting there on the roadways as well.
51:44That's extremely important.
