06:51a sibling or someone that you consider or you love?
06:54Obviously, there are people who love and care for them, you know.
06:56There are people, if they are killed, will be crying and bawling, you know.
07:00And that is the thing about it.
07:03Everybody is, everybody has somebody who they love.
07:05The worst person, in somebody's eyes, are the greatest person.

07:12And also, we need to really be responsible.
07:15And I'm saying to the relatives, the friends, the families, the loved ones.
07:18If you know that that particular individual lives that particular type of lifestyle, but he or she has no income,
07:27no permanent job, no temporary job, it must arouse some kind of suspicion in your mind.
07:33And we wanted to bring the information to the police.
07:36Because I'll tell you something, when it turns around and somebody else's relative do it to you, or you are
07:43on the receiving end, you feel a particular way.
07:47But a lot of the times in Trinidad and Tobago, we condone things until it happens to us.
07:52Because even, Jack, if you go back a little bit, which I still don't get, you have the person who
07:58is really and truly taking all instructions needed.

09:32know there are many individuals who work, if not the majority.

11:28They are persons who are armed with firearms and they themselves were victims of crime as well.

11:58Now, as the TTPS continues to get the illegal drugs off the street, we are now seeing they are trying
12:04to get the illegal guns as well off the street.
12:07Now, according to the Daily Express, Trini, who concealed firearms in punching bags, sentenced in the U.S.
12:14A Trinidad and Tobago national has been sentenced to federal prison in the United States for his rule in multiple
12:20-year firearm smuggling operations.
12:24Alexander and his co-conspirators had deliberately concealed the firearms without informing the shipper of their true contents.
12:32Now, Shem Wayne Alexander, 36, of Portisville, Trinidad, was sentenced by a U.S. district judge to four years and
12:41nine months in prison for conspiracy to smuggle firearms from the United States to Trinidad and Tobago.
12:50The court also ordered Alexander to forfeit firearms seized during the offense.
12:55Alexander previously pleaded guilty.
12:57U.S. Attorney Gregory W. Kehoe announced court records indicate that between April 2019 and April 2022, Alexander and his
13:08co-conspirators exported more than 200 firearms, including pistols, revolvers, shotguns, AR-15 components, and ammunition from Florida to Trinidad
13:20and Tobago.
13:21In a notable shipment intercepted on April 21st, 2021 at Piyako International Airport, Trinidad authorities seized two punching bags that
13:33were being shipped as household items.
13:36X-ray scans, X-ray scans, X-ray scans, and subsequent inspections revealed the bags contained approximately 11 9mm pistols,
13:452.38 caliber revolvers, a 12-gauge shotgun, multiple AR-15 parts, and magazines, and hundreds of wrongs of ammunition.

14:35Because we know we have some situations where the deportees would have given us a certain amount of issues on
14:41their return to the country because they bring their now, they now bring their advanced state of thinking and packaging,

14:47So we need to now have a system in place to monitor these guys and make sure that when they
14:52are here, they do not enter or return to that life of crime.

15:35and it seems like it's a wild stallion that is out running wild.

15:49What I would want to highlight and place the emphasis on is the partnership with the public because we understand
15:56that we cannot be everywhere.
16:00But there are persons who would see things, and we are asking that you say something.
16:05We understand how you feel about your safety.
16:09All we need is the information, right?
16:11Get on a letter and treat it in the station.
16:13Yes, but let me ask you this before we head to the break quickly, right?
16:17Now, there are more than likely will be actual points where you will know your information, where you could place
16:23officers.
16:23The same way if I am on the highway, I will see officers in vehicles parked in certain places in
16:30case, of course, they have to respond quickly to what may ever happen in those certain areas.
16:35But could we find places where you could be placed strategically in case of anything happening?
16:41I'm not sure if that is done, but I'm just going based on my observation of seeing not many marked
16:49police vehicles placed in places in case, like in this case, the bamboo situation, where usually I would have seen
16:54officers patrolling on it because you see them moving back and forth in that area.
16:59But when that incident happened, there was no quick response time in that situation, not saying that's the only situation,
17:07but just having officers placed in certain areas.
17:10Well, you know, the Trenton Tobago Police Service is an intelligence-led organization, and we are guided by the statistics
17:15on CAPA, right?
17:17But, you know, you come to work today, and things happen.
17:21Sometimes you have a plan, your shift is properly staffed, and you have the vehicles.
17:27But then you reach to work today, and guess what?
17:30One of your vehicles have to go on service.
17:32So you now have eight men on a shift, but you could still only send out one mobile patrol.
17:38You may send out one mobile patrol and send out one foot patrol because you're a prudent manager, but your
17:44foot patrol could only go so far.
17:46It would need the support from the mobile patrol as well.
17:51There are times where you have the resources to place persons at certain static points.
17:55It's something that we discussed in St. James.
17:58We do a Monday morning briefing to gather the information as to what happened the week before, what we're putting
18:04in place, and how we're going forward for the week ahead.
18:06And it's something that we are also looking into by placing them in certain places.
18:09I wouldn't say where.

18:11But there are certain places that are main activities, and you're right.
18:14Once the resources provide, and we do have the resources, we try our best to do so.
18:20But policing is not perfect, and it's not always a perfect science.

18:44morning, period, or for that entire day.
18:46So it all depends on the resources that we have available when we end up in the job.
18:50But as far as practicable, we rarely try to utilize the intelligence to drive how we deploy our resources daily.

24:01going to end up in the place that they love because of how they're working hard about, the J-A

24:13of their lives.
24:14So they need to understand the meaning of love, you know, damaging so many, what can they do for them

45:56Yes, we pride ourselves on discipline, but no organization is perfect.
45:59We have the Departmental Order 14 of 2008, which speaks to the disciplinary process,
46:04where officers appear before a tribunal as a result of an investigation and the findings of that investigation.
46:10So there are quite a few apparatus to report an officer who has done something to offend you
46:18or has been seen in any sorts of wrongdoing.
46:21We have the Police Complaints Authority, which is a civilian body, where if someone thinks that they're not comfortable enough
46:27to go to the police service to report it, they can go there.
46:30And when they are completed with their investigation, they either send it to the police service so we can action
46:36it
46:36or they may send it straight to the Director of Public Prosecution for him to have a look at it
46:41to see what criminal charges could be borne out of the investigation.
46:45We also have Anti-Corruption Bureau.
46:47We have the Professional Standards Bureau, which also deal with the criminal aspect of the police officers.
46:52With respect to what he's saying where officers fund some of their wrongs or their misgivings from their pockets
47:01and the association's view, I would not want to pronounce on that, but out the instructions or discussions
47:10with myself, the President, Mr. Pitt, and the entire executive of the Trinidad and Tobago Police Service,
47:16as well as the membership that we represent, sir.
47:20So I hope I would have answered the majority of your questions, but I would not stand here and pronounce
47:24on something
47:25with all the direction of my President and my members.

48:00and the pepper spray legislation was passed, bail amendment, and maybe a next one, right?
48:05How it is that the word abstain in Parliament became one of our, as a citizen, most dangerous word,

48:17How can, or what can be done to get officers and the judiciary hand untied?
