02:19And a very special good evening, Trinidad and Tobago and the rest of the world.
02:40I'm Arlon Hopkinson.
02:41As always, welcome to Beyond the Tape.
02:44Your eyes are not deceiving you, you know.
02:46So if you didn't tune in yesterday and you're tuning in today, good evening and welcome.
02:53So I'm going to be here for the rest of the week.
02:55And let me tell you, and this is the first time that people are going to be hearing this.
03:00But when I got the opportunity to return, I said, well, here's what, I'll do that.
03:04Because according to Jackie, I have not been here for over a year now.
03:10And we know about some of the things that would have transpired.
03:12I didn't like the way that I would have left Beyond the Tape, all right?
03:16So it's a way of, you know, paying you back for the support that you would have given us over the years.
03:23And we do appreciate it.
03:24You know, it has been, over the years, it has been rocky, you know.
03:28It has not always been perfect, yeah.
03:31Ups and downs, you know, hills and valleys.
03:34But, you know, all the same, thank you very, very much for your support.
03:38All right?
03:38So I have a few more days still.
03:40So Jackie and them give me not our 10 days, you know.
03:44They give me our 5 days, right?
03:46So I'm going to be here with you for the next 3 days.
03:48All right.
03:49So let's get into further things.
03:50Co-hosting with me this evening, we have Acting ASP.
03:55Are we Russell?
03:57Acting ASP, thank you very much for coming this evening.
04:00Thank you very much, yeah?
04:00Well, Marlon, first let me start by, you know, manners make it man.
04:04Yes.
04:04So on behalf of the Commissioner of Police, the Deputy Commissioner's 1st and 2nd Division of the Trinidad and Tobago Police Service,
04:12I want to say good evening to the public of Trinidad and Tobago and those viewing us throughout the Caribbean.
04:18Marlon, it's a pleasure being here.
04:20I feel like I'm an esteemed company, you know, being here standing alongside you.
04:25When you told me you were going to be here, I said, yeah, definitely I wouldn't miss that opportunity.
04:29You have to come with your A game, you know.
04:31Well, I don't play.
04:32Well, you never do my best.
04:33All sorts of things happen here when I'm here.
04:35Oh, I would do my best to represent.
04:37All right, so here's what, officer, because we do have some very important things to deal with, eh?
04:42So I know that the police service is investigating the escape of some individuals that would have happened today.
04:51You have the information for us?
04:52Yes, Marlon.
04:53Well, around 3 p.m. today, five individuals escaped from the Immigration Detention Center, Eastern Mainwood, Karapu.
05:04They are on the run.
05:06We understand that the commissioner of police is presently at the scene.
05:09Investigations are ongoing, and a manhunt has been launched to capture these persons.
05:17We encourage the citizens to be vigilant, especially those in close proximity of the Immigration Detention Center.
05:23And if you see anything, you see something, say something.
05:27800-TIPS-555 or 999.
05:31We are asking the public to be our extra eyes out there and assist us to recapture these five persons.
05:38They are Christian Jose Rivero, Padres, Samuel Eduardo Gonzalez, Roger Grez, Lisa Omar Mezafont, Jontan Jesus Carreno, and Miguel Sanchez.
05:53They may be on your screen at this point in time, so just take a look at them.
05:57And please remember, 800-TIPS-999-555.
06:01We are asking for your assistance.
06:02And what about the people who may be tempted to help them, to harbor them?
06:09What's your advice to them?
06:10Well, for the persons who have that idea, I would want to say, please, please, take that idea out of your mind,
06:16because you will be charged for harboring a fugitive.
06:20So you will accompany, because they will be charged for escaping lawful custody,
06:24and you will also be charged for harboring fugitives.
06:27So please be careful.
06:28Let's also talk about what is your advice to persons who may be living in close proximity to their detention center.
06:36Should they be taking any precautions?
06:38We want the persons to take precautions, yes.
06:40Lock your doors, because we don't know what these persons are trained to do.
06:44We don't know what are their skill set.
06:46We want you to lock your doors, keep your lights on, make sure your camera system is working.
06:50For those who have neighborhood watch groups, please look out, be vigilant.
06:54And please, your safety, your life is of paramount importance to us.
07:00Please, if you see something, call us.
07:03Do not, I repeat, do not take matters into your own hands and assume or think or opine that you could capture these gentlemen on your own.
07:15Yeah.
07:16All right.
07:16So, officer, another major development would have happened maybe just a few hours ago, you know.
07:21You would remember that maybe about a few weeks ago, there was a robbery at the Piaulco International Airport.
07:29And then a few months ago, there was a murder at the Piaulco International Airport.
07:35Of course, this would have happened before the last election, right?
07:38Yeah, definitely.
07:38Yeah.
07:39So, since then, there has been a level of concern, re-security at the Piaulco International Airport.
07:46So, let me just tell you all what transpired today.
07:49So, the police commissioner, Alistair Wevaro, he had a news conference.
07:56The minister of Homeland Security, Roger D. Alexander, he was also there.
08:01And what has happened at the Piaulco International Airport is a beef-up insecurity almost immediately, as we are seeing here.
08:10Definitely.
08:11So, police officers are going to be stationed at the facility.
08:14And they are also going to be accompanied by their friends there.
08:20Yeah?
08:20The dogs.
08:21The canines.
08:22All right?
08:22So, again, I think the events over the past few months would have spurred this on.
08:29But, Marlon, what I want to say is that when things happen, because it's Piaulco International Airport,
08:37it really shows the country in a bad light.
08:42And, you know, we don't want that image.
08:45I mean, a murder taking place in your airport is a cause for concern.
08:50Then they'll fall by a robbery.
08:51But under our strategic pillar number four, we talk about public safety, where we look at improving presence to reduce violent crime,
09:01to reduce serious crime, to increase safety in public places, to increase crime detection.
09:08We commend and we support and we want the officers to do their best with this initiative at the airport.
09:14And we assure you, Trinidad and Tobago, that it's not just a plaster over our saw, but you will continue to see that rise in police presence as we are equipped with more resources, more vehicles.
09:25The bulletproof vest should be here soon.
09:27So, we are coming out there, you know, to be that force, to give you the service that you require from us.
09:35Yeah. And, of course, the Minister and the Police Commissioner would have spoken to members of the media this afternoon.
09:43Here's a short snippet of what the Homeland Security Minister had to say.
09:46All right. From pastor, police, to politician now. You see him? Yeah, yeah, yeah.
10:14Yeah. Yeah. The only thing he had to do is kiss our baby up there.
10:17Well, you know, we are always proud of him, eh? We are always proud of him.
10:20And it shows where the members of our organization can excel to.
10:23Jackie, where the baby we had here?
10:26The downstairs? Yeah. Next time, carry up. When you're here, you had piaco anywhere. Carry the baby. Let him kiss the baby up there.
10:33All right. So, here's what, officer. We do have some other news for our viewers this evening.
10:40Jackie, do we have the video of the gentleman who was beaten? And we are told that he has subsequently died?
10:48All right. Okay. Let's go to that now. And this would have occurred in Irene.
10:51Hmm.
11:06Hmm. Jesus, Jesus.
11:08And it seems to be two adult men, eh?
11:11Yeah.
11:12Senior gentlemen, eh?
11:13From what we are told, and this is just based on what we are hearing, apparently there was some get-together there, and we don't know what would have contributed to this situation.
11:26But we are also told that the victim, he is a former police officer. That's what we are being told.
11:33Well, Mala Nam, things like this, I really wonder what is going on in our society today. Those are two aged persons.
11:45Yeah.
11:45And I mean, what hurts me, even more persons took out their phones to videotape, and not one person make an attempt to stop the individual.
11:55Well, I think when you look at the video, I think that some people were in shock, and then a gentleman intervened.
12:05But by the time the gentleman intervened, it was too late.
12:10Mala, they should have intervened since the first strike.
12:14Yeah.
12:14You know, and now that one person has died, and the other person would now be facing the courts.
12:22Yeah.
12:23So that's two lives lost.
12:26At his age, he'd been handed down a sentence.
12:30After investigation is completed, the advice is sought from the Director of Public Prosecution, and instructions are given.
12:38What we so vexed about, where we cannot have a discussion anymore, what are we, what all you so vexed about,
12:49that we can't try to dissipate a situation.
12:53We must always try to inflame things.
12:57Marlon, I think what is going on in society, I guess with this advent of the social media, everybody wants to be a star.
13:06Right.
13:06Everybody wants that five minutes of fame.
13:09We see it with the school children.
13:10Yep.
13:11We see it amongst a lot of other persons and a lot of other institutions.
13:17This telephone, everybody wants to be a star.
13:20Some are keyboard warriors.
13:21We have no care in the world anymore.
13:25And, you know, as we talk about the school children, parents, parents, we want to put, you all would have heard the Commissioner's comment about the school violence.
13:35Parents, you all would have heard the Honorable Prime Minister speak about her intentions with respect to the school violence.
13:42Parents, speak to your children.
13:44Show your children that love.
13:47Talk to them.
13:48Converse, dialogue, sit with them, support them.
13:52Sometimes you do homework, sit with them around the table.
13:55Show them that you care.
13:57We have to speak to our children daily, and most importantly, pray for your children.
14:02Cover your children daily.
14:03Train your child in the way so that it would not depart.
14:07But you see, officer, while you're training, other parents aren't training, you know.
14:14Yes.
14:14So you don't want to, and I have to say this carefully, and I hope that you try to understand what I'm saying.
14:22Mm-hmm.
14:23So while you are training and grooming your child not to turn that child into a monster,
14:31people turning their children into a monster, you know.
14:35Right.
14:35So the monster coming to deal with your law-abiding, beautiful, well-mannered, well-spoken child, you know.
14:42So how do you deal with that?
14:44Well-mann, what I would want to say is that the Children's Act 46 of Zero and around Section 53 or so caters to hold the parent responsible.
14:56Really?
14:56The magistrate or the master of the court could, any fine that has to be passed on, could make the parent paid.
15:03Right.
15:04Among other remedies within that.
15:07So if the parent feels that I can train my child to be a person to cause chaos in society,
15:14and there are no repercussions for you, 46 of Zero and one of the Children's Act, around Section 53,
15:20I would advise persons to read and look at it in its entirety and see that you have a responsibility not only as a parent but as a guardian.
15:28So yes, auntie and uncle and granny.
15:32Yeah.
15:32You know, and, you know, the police service looking at this youth engagement as one of our pillars as well under the community partnership.
15:41But we want to intensify and engage more children, really youth clubs and stuff like that.
15:47And we want to put police officers back in schools and in the vicinity of schools.
15:52But parents, parents, parents, parents, guardians, brother, sister, friends, you need to be a brother's keeper out there.
16:03Somebody must tell somebody, hey, you're going down the wrong road.
16:06Yeah.
16:07Talk to them.
16:08And you see, they like to.
16:10Jackie, how much time do I have?
16:13Jackie has left us, so.
16:14I don't know.
16:18Jackie gone or what?
16:19When you see police in the studio, Jackie gone?
16:21Nah.
16:21But you see, you see the argument has been over the years, well, the child doesn't have a father in the home, the children missing the fathers.
16:34So wait now.
16:35So you do have a male, a positive male figure, nowhere in the community, nowhere at the church, your neighbor is not one, the man at the shop is not one.
16:46You understand my drift?
16:48Marlon, I am a product of that.
16:51I grew Eastern Corrie love until Dan Kelly.
16:54I went to school in Success and Southeast.
16:56My mom was a single parent.
16:59Right.
16:59And when she said, oh, we don't do it, and I'll do it, is the neighbor.
17:03Yeah.
17:04Would tell my mom.
17:06And after that, well, the punishment will come.
17:08And I still have to say good morning and good evening to that neighbor.
17:11They would call her, let me tell you what your son do today.
17:13We have to go back to the days where it takes a village to raise a child.
17:17Now, many persons are proud of me and it's like, Deanne, how did you do it?
17:20Yeah.
17:20I am a product.
17:21I get trouble in the modern.
17:23And when I start to get trouble in the secondary school in Success and what a chance I went to Southeast.
17:28Because I had a godmother there.
17:31My sister went Southeast.
17:32My mother went Southeast.
17:33I went Southeast.
17:34My daughter went Southeast.
17:35Right.
17:35That same school.
17:36And we were all successful.
17:38Yeah.
17:39Parenting.
17:41Parenting.
17:43I had a clue.
17:44But, okay.
17:45But let me put this in the part two.
17:48But why long ago the village would raise the child?
17:53But today in the village when you speak to the child, the child is bringing back their parents to you.
18:01To question you and sometimes with a gun or a cutlass or an ice pick.
18:07Yeah.
18:07Well, let me give you one better.
18:09And this is where we have the problem.
18:11So, a lot of persons are allowing the persons to go ask you because if you tell their parents of their bad behavior,
18:16their parents come back to you aggressively.
18:17But let me tell you this.
18:19Engage the police.
18:20Yeah.
18:21Engage the police because some people wouldn't realize the seriousness of their children's acts until the police are involved.
18:28You know?
18:28We don't want, the police service don't want to really charge a child and have that child have a criminal record.
18:34We have to put systems in place to avoid, you know, probably a psychologist, counselor.
18:39We have to put these systems in place that we want to encourage that child to be a contributing member to society.
18:47It's not just about locking them up.
18:49We want to rehabilitate and avoid recidivism as we go forward.
18:55But let me tell you something.
18:56My mother was a teacher.
18:59She's retired now.
19:00And she said, if you want to see a child's parent come in school, when they do wrong, discipline them.
19:08Yeah.
19:09The child could be getting zero in every subject.
19:12The parents wouldn't come in school for that.
19:14But discipline mommy nice child.
19:16Yes, mommy nice child.
19:18Oh, mama popo.
19:20The one that Brigo sing about, don't beat mama popo.
19:23Yeah, the popo's coming for you now.
19:25The popo's in the form of monsters.
19:27Madam, we are taking an active.
19:29One of the things that we saw upon this new commissioner's, you know, assuming his post,
19:34he asked for a return of all the troubled schools in each and every division.
19:40Parents, to be foretold is to be forewarned.
19:44Understand what I'm saying.
19:48Officer, we have some headlines for our viewers.
19:50Let's take in that now.
19:51Let's take in that now.
20:21All right, everybody.
20:26So, already some good information for you, all right?
20:29But we must go to a break.
20:30We're coming back.

22:35Of course, co-hosting with me this evening is ASP, or Acting ASP, Awi Russell.
22:42All right?
22:42So, this is the gentleman.
22:43We do have a first call.
22:47Good evening, caller.
22:48Good evening, caller.
22:49Good evening, Marlon.
22:50Good evening, officer.
22:51Good evening, sir.
22:53You all should have a deal with somebody eating somebody.
22:57You guys stop requesting.
22:59Yes.
22:59And the question, Marlon, you're asking, what's wrong with the society, right?
23:05And then the master's question, take that same scenario.
23:11The same victim, the same criminal people, the same people, the same people, the same people, the same yard,
23:17and put it in another jurisdiction.
23:21What do you do with that?
23:22I don't know.
23:23You tell me.
23:24They wouldn't touch that man.
23:25The reason we're behaving, how we're behaving, Marlon, is because there is no consequence in this country.
23:32None.
23:33We have plenty of laws.
23:34We're talking consequence.
23:36We could, we could, we could, we could have a law for every crime.
23:39But guess what?
23:41The crime moves on a rabbit, and the consequence moves on a camera for it.
23:47All right?
23:47So, people taking it for granted now.
23:49I could do what I want, when I want.
23:51Those people who do them answer that, if you're not right, then, no, no, that case,
23:55cannot take 15 to 20 years, nothing will come out of it.
23:59It's some secret, Marlon.
24:01The only case you have that case from the time, it's some place.
24:05Okay?
24:06All right.
24:07Thank you very much.
24:08Let me tell you, officer.
24:10I mean, over the years, I have said some really strange things.
24:14When I see the school violence, I have even suggested over the years,
24:18put a cell in every school so that when people behaving, I have to throw them in there.
24:24But when the prime minister would have said the other day, well, here's what.
24:27We're looking to expel people, and we're looking to take them before the court.
24:31And if jail follows, well, then so be it.
24:34You know, I start to backtrack a little bit, you know.
24:36But my point is, there have to be repercussions.
24:40It doesn't matter how I feel, or you all feel, you know.
24:43There have to be repercussions for our actions.
24:45No, Marlon, there is soft policing, and there's hard policing.
24:48Now, I listened to the caller's opinion.
24:51Officer, just hold your thoughts.
24:51We do have another call.
24:52Good evening, caller.
24:55Caller, are you there?
24:55Good afternoon, Marlon.
24:56Welcome back.
24:59I'm ASP Russell.
25:01Hi.
25:01Good day, sir.
25:03I couldn't get hold of you this morning when you were in another show,
25:07but I want to ask you some direct questions.
25:12You tried to mitigate the question of 4%,
25:15and you're saying that the membership basically told you all to go for it.
25:22As a citizen, I would like to know how many people you were in that meeting
25:27to tell you all to take the 4%.
25:29But more importantly, Aguda, this is not to be offensive,
25:35but there is a judgment with respect to promotion,
25:39and I'm going to ask you, point black, where were you in that promotion cycle?
25:45Remember, the judgment was, it was fraud.
25:48People who failed the exam was promoted.
25:52They only had to go to interview.
25:53And more importantly, the big one now is the investigation into DCPI and I.
26:03This is the third investigation to DCPI and I.
26:08The first one was under Erlach Christopher on the 5th of May, 2023, about two years ago.
26:16I want to know if that investigation is covered, if it is seized,
26:21it is put under the table.
26:22The PCA also did an investigation.
26:26And now we have another, under a new dispensation,
26:31and I'm hoping we get an answer,
26:34because I don't want the police to be outwinking the citizens
26:39with investigation, investigation, and nothing comes of it,
26:42because there is a...
26:43Thank you very much, caller.
26:44All right, officer, if you'll give us your responses, please.
26:48Caller, we have a break, but I want officer to respond to you before we go to the break.
26:51The first question, how many persons were in that meeting?
26:57It's a quiz.
26:58It's a quiz, yeah.
26:59Now, I am happy that you raised that question.
27:01You know, there's a team, the incumbent, that is at the association right now, Team Prime.
27:05They would have put the 4% matter before the industrial court.
27:10Many persons aren't aware of that.
27:13Having gone to the industrial court, it was told to us that the decision would be binding for a period of 10 years,
27:20which would have hampered us from coming back to the negotiation table like we could do now.
27:25Based on that information, so we were going to get the 002, 002, but it was going to stretch it for 10 years.
27:34Better yet, take it for 6 years, and you have a fresh period to negotiate for.
27:38So, what the association understood, and what I understand, is that when your back pay comes,
27:46what $4,000 could buy two years ago, it can't buy today.
27:51What I want the caller to also recognize is there are unions with heavy union leaders that are still awaiting the outcome in the court.
27:59They have gotten nothing.
28:02So, whenever that is settled, they have less buying power with the money.
28:05Yes.
28:06When you look at how things went, according to the rulebook of the association, 80 persons are a quorum malin.
28:12The association doesn't do their own thing.
28:14They are binded by what is in the rulebook.
28:17There were 80-something persons present, or even more.
28:20Now, I move the motion that we take the matter out of the industrial court and vote to accept the 4% or not to accept it.
28:32Malin, the motion was seconded by somebody else, and the minutes is there, the association, for all the financial members to see.
28:40When the motion was seconded, persons vote.
28:4369, the numbers were something wrong, 69 for taking the money.
28:4711 against, and the others abstained.
28:50First, the association wanted to get the best bang for their members.
28:56We even took a member of a different team who was the president when we had secured the 14% to the negotiation table at the CPO, and we still didn't get anything more.
29:09Malin, how the negotiation is structured that should any organization or body get more than that 4%, we get the difference.
29:18So we didn't lose.
29:21We didn't lose.
29:22Persons were upset that I moved the motion.
29:25Some persons said some things that weren't too kind, and I responded.
29:28That was two years ago.
29:31They probably have a voice note circulating.
29:33Two years ago, Malin, because I understand the value of money.
29:36Many persons are still waiting, and you would hear the rumbling, some of the other unions, I won't call any name on air, where persons are saying, could we please take the 4% and move on?
29:45Recently, in an effort to get the best bang for the members, we were offered 5% in the election hype.
29:50And we refused the 5% because another government said that should they be voted in, they are starting at a minimum of 10%.
29:57So persons have to understand the association, especially this prime body, they have your interests at heart.
30:05To answer the next question, where was I in the promotion?
30:08I was a member of the inspector at the ASP promotion, Malin.
30:11I did pretty well.
30:12I completed the process.
30:14As far as I concerned, based on my marks, I was satisfied with my marks.
30:18However, persons are saying the association, because that person is involved, took the matter to court.
30:23It wasn't like that.
30:24Then Acting Commissioner Mr. Benjamin called all the participants to a meeting at the gymnasium in the academy.
30:33He took a vote if he should appeal the matter or not.
30:3850-something was for appealing and 40-something were not to appeal.
30:42Based on that, the matter was appealed.
30:45The association had nothing to do with it.
30:47I am like anybody else awaiting the outcome, Malin.
30:50Do I want to do it?
30:51No, it was a struggle for me.
30:53But based on what the court rule on, whatever comes out of the appeal, I think it should be heard and decided next month, the month of July, I would have to abide by.
31:02So there's no advantages or disadvantages.
31:04And, you know, to me, all of us are suffering part of it.
31:08And what persons fail to understand, that is an important one.
31:10That's inspector at the ASP.
31:12So nothing could really happen in the second division unless we move.
31:14There's another thing I'm constable to corporal is also in the court.
31:20No promotion could happen to the rank of sergeant until everything surrounding that has been ventilated.
31:25So promotion in the second division is kind of at a standstill.
31:29True, no fault of the participants.
31:30And with respect to the numerous investigations, I would want to say that I am not aware of these investigations, especially at my rank.
31:42However, there is one that is ventilated and it's in the papers today.
31:46I am saying what we should look at is that the Trinidad and Tobago Police Service is not afraid to investigate their own.
31:53We have investigated our own on many occasions.
31:55Some would have ended up before tribunals.
31:57Some would have been charged and placed before the open court.
31:59And others would have been absolved of whatever allegation is made against them.
32:06Everybody is entitled to due process.
32:08So we have to allow the investigations to take place and let the chits fall with me and await the outcome.
32:16Yeah.
32:16And this evening, before we go to a break, or this afternoon rather, at PRCO, the police commissioner would have responded.
32:23And just to paraphrase him, I think what he was saying, well, here's what.
32:26An investigation has been launched, an internal investigation has been launched by the police service.
32:32And a question was asked about the police services, police service commission's response to this matter.
32:40Well, they're still waiting for a response from the PSC.
32:44All right.
32:45So that's the latest on that.
32:46We're going to have a break.
32:46We're coming back.
32:56We're going to have a break.
33:26High time.

34:37The Express, integrity, and fearless journalism.
34:41All right, everybody.
34:57We're moving on, yeah?
34:58All right.
34:59So, Officer Owe Russell, he's co-hosting with me this evening.
35:03So, here's one.
35:05Officer, something would have happened in the Western Division.
35:08Yes.
35:08Now, first, let me just commend Officers Francois and Jagmohan of the Karenage Police Station for their good work.
35:16This is what we talk about, you know, the community partnership and serving our citizens.
35:20They were commended by Ms. Tulia Prince for helping her when she received a flat at 10 p.m. last night.
35:31I want to say congratulations to Inspector Kamabach and Jason Kamuna on all the leaders and station commanders of the Karenage Police Station and Western Division.
35:41We also have reports of robbery, and again, good work by the officers of the Western Division, the CID, and other personnel.
35:49The task force as well just took place in the Western District, and we heard firearm recovered.
35:57So, that's one firearm with ammunition off the streets, life safe.
36:01Two suspects were held immediately, and one is at last.
36:04So, we want to commend the members of the Western Division, continue to do your good work, keep the information coming.
36:10Yeah, I'll come back to the Western Division, because I want to know what has been happening there.
36:15But first, we do have a video, and it is of larceny of a motor vehicle in the QREP area, stolen from Corriac Street.
36:25All right, Jackie, do we know when this occurred?
36:29The incident, all right, so over the weekend.
36:32So, at this time, this is the incident taking place before us.
36:36Yeah, so it seems to be men in hoodies, they are approaching the vehicle, apparently it belongs to them.
36:45Apparently, maybe they want to buy it.
36:47I'm just looking at their behavior.
36:49Yeah, they are inspectors.
36:52Definitely.
36:53Not in any way associated with the Works and Transport Ministry or licensing, but apparently they are inspectors.
36:59And you know now, now that rain is falling, persons sleep, tend to sleep a bit heavier.
37:05And there's the whole noise from the rain on the roof that provides an additional cover for persons engaging with these things.
37:12What I would want to tell the public, especially when you're parking your vehicle outside, other than the GPS system.
37:22Yes.
37:23Because a gentleman said to me, he had his van parked close to his bedroom in an area, and they stole the van, and they took out the GPS, and they left it at his doorstep for him.
37:35So apparently there's a device that tells them where the GPS is located.
37:40So invest in a club, a transmission lock, a pedal lock.
37:45Look at more theft deterrent devices for your vehicles, especially when you don't have the added security of a gated compound to park your vehicle any night.
37:56You know, a vehicle is your second most expensive investment after your house.
38:02So you don't want to have that money wasted.
38:06So do all in your power to protect your vehicle from being stolen.
38:10Yeah.
38:11But gentlemen, a word to the wise.
38:14You know the position of this government.
38:17The position is, tan, your ground legislation is coming.
38:22All right.
38:23A word to the wise.
38:24All right, Jackie, give me some guidance there.
38:32All right, so we do have some information concerning a town meeting.
38:37All right, so.
38:39Town meeting at La Hocketa Police Station on the 25th of June, 2025.
38:45Marlon, this is in line with our community partnership pillar, pillar number one, and there's a reason why the community partnership is pillar number one.
38:52Sir Robert Peel has been famous for saying the police are the people and the people are the police.
38:57We cannot do this job without the help of the public.
39:00I would say that until, you know, and this is an opportunity where the police come to your area so you could come and voice your opinions and grade us as to our performance and say what are your problems and issues that you face.
39:16No problem is too big or too small.
39:20We engage in something called crime prevention through environmental design.
39:24It could just mean an empty lot where persons are using to hide probably firearms or drugs.
39:31Tell us we would, you know, contact the regional corporation, have it cut.
39:36They may have a dark area by the park.
39:38We could call TNTEC and we could have a partnership as well and have them come and light that dark area so that it is less attractive to criminal than criminal any men.
39:47So I want to encourage persons to go out to that town meeting, let your voices be heard, say how you feel, and support us as we have come to support you.
39:57Yeah.
39:57I'm going to take 30 seconds from Jackie because I think that sometimes the challenge has been when it comes to those town meetings is that sometimes people are afraid to come out.
40:09Sometimes people are afraid to be seen speaking to a police officer.
40:13And I know the suggestion was made, well, here's what, maybe they need to put a suggestion box, yeah, at those meetings so that people can, you know, just slip in their slips, right, and share the information with the police.
40:28Just something to think about.
40:29But one of the things that we look at as well, we, at those meetings, persons, division commanders, station commanders would pass out their contact number.
40:39So if you don't want to speak there, you are given a window, an opportunity, a mechanism where you can call and have that personal conversation.
40:47In addition to which, in our new strategic plan, 2025 to 2027, we want to have what you call a liaison officer.
40:56Okay.
40:56Where we have an officer attached to each community.
41:01All right.
41:01So you have a direct person to leave within your station, all in an effort to engage that community and improve community partnership.
41:09All right.
41:10Okay, everybody.
41:11We must go to a very short break.
41:12We're coming back.

43:47All right, everybody.
44:03We're speeding this evening, all right?
44:05So, Acting ASPOE Russell, he is co-hosting with me.
44:09Let's go to, we do have this for you.
44:12The Children's Authority is asking the public for assistance to locate Marianne Wilson.
44:20All right, so anyone with information regarding the whereabouts of Marianne should contact the authority at 996 or the police at 996.
44:29And, Marlon, let me just add something.
44:31When you look at that 15, I believe that 15 is the age.
44:35I think so.
44:35So, Marianne Wilson is a minor.
44:39So, if she's by anybody involved in any activity, if that is illegal, brace yourself.
44:49So, if you have seen her, please, 999-996-800-TIPS, call the district police station, let the police know where Ms. Wilson is.
45:01Please, and thank you very much.
45:03So, Officer, before time escapes us, two things.
45:09One, I want to speak a little bit about what has been happening in the Western Division, re-crime, and how have you all been able to deal with that in the area?
45:19And I also know that the elections of the Police Social and Welfare Association, that they are upon us, right?
45:28Well, let me treat me the Western Division.
45:30First, the Western Division, I mean, they have been asking me on many occasions, please, sir, once you're in front of the camera, please speak about the Facebook Marketplace.
45:41Persons are still buying these items online, still making arrangements to meet in dark places to do business transactions.
45:48We encourage members of the public to come to the police station and do your transaction there.
45:55Just use the safety of the precinct to conduct your business.
45:59It's not about the police getting involved, per se.
46:02But the chances of somebody robbing you in the station is a lot less.
46:05Persons are leaving their homes and going in dark places, 2 o'clock, 3 o'clock in the morning, and they are getting robbed of their vehicles, of their cell phones, of all their personal items.
46:26Persons, we want to discourage persons from that.
46:29And if you are so minded to meet someone, please do it in the daylight.
46:35Please do it in a well-populated area.
46:38Please do it in the vicinity of a police station so that you can see that individual and see if they are actually genuine or if they are trying to lure you into a trap to make you a victim of crime.
46:52You need to be your first police, your safety.
46:56Your safety is your responsibility.
46:59First, be cognizant, be wise, be careful of the online scams.
47:07Persons are going to transact.
47:09They're doing transactions, Marlon, and someone going to sell a phone.
47:16They get a bag with something feeling like money, and when they go home, it's gazette paper.
47:20What stops you from opening that bag here?
47:23You hand over your phone.
47:25You hand over your product, your item.
47:27Check your money one time.
47:29Persons are doing online transactions, and they are sending the money, snapping it and sending it, and then canceling the transaction after.
47:37You have to make sure you receive your money first.
47:43Then we recognize that a lot of the TTRS drivers have themselves found to be victims of crime as well.
47:51I would want to suggest a camera system in the vehicle, a dash cam to the front, to the rear, and probably some little camera inside the vehicle that persons know that you are being recorded.
48:05Find some way that the transaction is paid for that the driver doesn't have cash nowhere on him or her, so that we reduce these activities.
48:16And as you talk about the elections, well, there is Team Prime, which I think is the only logical and reasonable choice for continuity.
48:29Others may have a different opinion.
48:31There are several slates, Team Trust, some other slate about real police.
48:39I can't remember all of them.
48:41You see all of them fellas moving on?
48:42You might say some other slate about real police.
48:44I cannot remember all of them.
48:46But listen, what I want to say is any opportunity to take part in a democratic process is something you should involve yourself in.
48:56There are places in the world where women are not allowed to vote.
49:00There are places where these things don't happen.
49:03So we encourage persons on June 30th, follow your heart, look at performance, look at how you feel, and vote based on your conscience.
49:16Special reserves, you have voted before.
49:19You are indeed allowed to vote.
49:21Municipal officers are allowed to vote.
49:23Once you are a financial member of the Penant-Tobago Police Service and Wealthy Association, you are allowed to vote.
49:30I am not going to tell you who to vote for.
49:33I don't want to be too biased.
49:35But as a prime, I mean, it's prime.
49:38Look, Optimus and Emoli.
49:40Yeah, as a prime candidate, I would want to say, you know, prime property is good.
49:46Prime property is valuable.
49:48However, let your conscience be your guide.
49:50You know, when you go in that booth, that booth is private.
49:53It is you and God in that booth.
49:55But I think it is good to see over the years so many police officers throwing their hats in the ring, in the political ring within the association, right?
50:10And that's good.
50:11That says something good, that people want to be included.
50:14They want to be a part of the process.
50:16Marlon, I want the members, whichever party goes in, I want the members to hold the association accountable.
50:25Marlon, sometimes you're having meetings and, yes, 80 persons is a quorum, but we want a greater participation.
50:32How much members do you have?
50:34We have about 5,000 members.
50:36Wow, an 80-year-old.
50:37Yeah.
50:37I mean, and I mean, you know, we want persons to come out their general counsel.
50:42So take the matters of the association seriously because it affects you, the individual.
50:46Don't allow persons to make a decision.
50:49Don't hold back and allow persons to make a decision on your behalf.
50:55Man, there are persons who are running for office that when we were voting on the 4%, they abstained.
51:01You want to be a leader, and you abstain.
51:08You know, you must have a choice.
51:09You must have an idea and opinion on something.
51:11So, you know, I want to encourage persons, follow your heart.
51:15Vote for whoever you feel to vote for.
51:18Vote for whoever you feel to vote for, but look at performance.
51:22Let your conscience be your guide.
51:23You know what I love?
51:24Look at your facts.
51:25He's a real politician.
51:26I am not a politician.
51:28Marlon, I'm in khaki.
51:29No, no, no, what I mean, in the context of the police association election, that's what
51:36I'm talking about, all right?
51:37So, that's what I'm talking about.
51:40The man say, he's talking about team prime, where he say, what, vote who are you?
51:45What to vote for?
51:46Marlon, I am unbiased.
51:47We're coming back, everybody.
51:48We're coming back, everybody.

53:49So, acting ASP OE Russell, he's co-hosting with me this evening.
53:54We just have a few more minutes again.
53:56Let's return to our lines with this call.
53:58Good evening, caller.
53:59Yes, good evening, sir.
54:00I just want to make a very, very quick call.
54:04Go ahead.
54:04Good evening, sir.
54:05Go ahead, sir.
54:06It's concerning the parking in town.
54:09The record isn't working, I presume.
54:11But especially by Woodford Square, there were St. Anne's taxis and St. James' taxis are parked on either side there.
54:21Endless private cars are parking there all the time.
54:24And the police are not doing anything about it.
54:27And sometimes they're blocking the taxis from their own parking standard.
54:33Okay, very good.
54:33All right.
54:34Thank you very much, sir.
54:35But that's just a stone throw away.
54:36I'm not going to answer that.
54:37So, what I would do, immediately after I come off the program, I'd have a conversation with the inspector of the central police station, CPS.
54:43Yes, I have his number in my phone.
54:46And that is really a stone throw away from that area that you spoke about.
54:51I think that's Hart Street.
54:52Yeah, so I would have a conversation with him and we would see what systems we could put in place to mitigate this circumstance.
55:00But doesn't that also fall under the jurisdiction of the Port of Spain city?
55:04The city police, the municipal as well.
55:06Yeah.
55:06Yeah, yeah.
55:07They also fall under there on the other side.
55:10Well, that's what I'm speaking about, right?
55:12Yeah.
55:12So, we would definitely look into it.
55:14Officer, I just have about two minutes again.
55:16Anything else you'd like to add?
55:17Well, I want to tell Trinan Tobago, you know, as usual, Marlon, it's my pleasure being here with you.
55:22Trinan Tobago, I want you to know that safety is your responsibility.
55:26Be careful.
55:28Motorists on the roadway, rain is falling, the road is wet.
55:32Please ensure your vehicles are roadworthy.
55:34Please reduce your speeds.
55:37Please reduce your speeds.
55:39The accidents are too many.
55:42To the parents who know that their children will be attending graduation ceremonies, balls, and parties, speak to your children.
55:50Have a conversation.
55:51There are synthetic drugs out there, LSD, methamphetamine, molly.
55:59Speak to your children about these party drugs.
56:01Speak to your children about vaping.
56:02Persons are vaping.
56:03Marijuana mixed with everything.
56:05Speak to them about hash brownies.
56:06Bronies with marihuanas therein.
56:09There is an event in Tobago coming up that attracts a particular age group.
56:13Manage and supervise your children.
56:16That is your child.
56:17You love your child and you grow that child.
56:20Do not be afraid to speak with your children on the issues that are taking place.
56:24You have to guide them.
56:26You have to console them.
56:27And if it means dropping them to the party and picking them back up, do that.
56:33Yep.
56:33Do that until you trust them enough that they would carry themselves in a manner that would not bring any shame to you or themselves.
56:42Because once the social media catches hold of it, it can affect them for the rest of your life.
56:48Yeah.
56:48It never goes away.
56:50Acting ASP, it's always good to see and speak with you.
56:53Thank you very much for coming today.
56:55And hope that we can continue this discussion at another time.
