02:43It's Tuesday and, you know, it's been a pretty busy 24 hours across the country.
02:48Police conducting various SOE operations in their ongoing fight against illicit activities, illicit persons.
02:56And we have a very interesting guest here today.
02:59Acting ASB Joel Forbes from the Southwestern Division.

03:05The nation, nationwide, international community, everybody looking on today.
03:10Welcome to the show.
03:11I know in the last couple of days, your division has been one of those, you know, those visions, grappling with a couple of gun violence and other matters.
03:20We had a robbery seen here in the media release.
03:23Four suspects were held in the Point Forte area.
03:26So, Sydney, you all have been kept very busy over the last couple of days.
03:30Yes, we have.
03:30I mean, what we have been able to do, nonetheless, and the robbery in Point Forte shows that initiatives that we put in place before to deal with some of the situations,
03:39bearing fruit of it.
03:40Because the officers within immediate time were able to pounce on the culprits.
03:44They were apprehended within the first hour of that incident occurring.
03:48And then we brought up the other resources here, support, canine, tracking dogs.
03:52All of it was used together to bring a good outcome for the police in that instance.
03:57Four suspects.
03:58Yeah, and that was good work.
03:59You know, I'm seeing, I'm just looking at the suspects here, and I'm just getting a picture that three of the four suspects were not even resided in that area.
04:08They're not from that area.
04:09Correct, correct, correct.
04:10With the exception of one in close Oropuch area.
04:12Correct, correct, correct.
04:13We also have a mover, a repo, and St. Bob's.
04:15Correct, correct.
04:16But we've seen criminality, we've seen persons linking up with one another, they're looking at their perils in some of these communities,
04:22and they're using the local knowledge in these communities, and they're partnering with some person.
04:26Because you can't expect a man from St. Bob's to know the whole of South.
04:30So you will link with somebody who knows South, who might even know the target.
04:33And they will link up in order to get that movement out of the area.
04:37They will link up with these people to get things done.
04:40So we are seeing that law enforcement is our way of it.
04:43Because one of the short things for sure, if they want it in any part that's in Nantibigal, we will know.
04:49Because once we have those persons, we will circulate their information.
04:53And other divisions, if they're traveling doing crime, we're going to find them.
04:57You certainly have seen over the last, I'd say, two years or more, that kind of migration of persons wanted along the east-west corridor,
05:06moving down into central, moving down into south, and even southwestern and eastern divisions.
05:12And you see, when you look at the pattern of crime or criminals, you see a lot of them are from areas up along the east-west corridor rather than from the south.
05:21I'm not saying that they're not criminals there.
05:24But I think a lot of them move, other officers have said, you know, hiding from rivals or want to try a place that is seemingly more quiet now
05:33to start their crime or their criminal behavior once again.
05:38You see, and this is one of the things we try to get the communities to do.
05:42When you have persons in the area that are not from the area, you see them moving in the area, they're not going to work,
05:47you see you're housing them.
05:49It would be good for members of the community to identify these persons, particularly where they take up or they set up shopping and space.
05:56And you know that they come from out of the area.
05:58They're not working.
05:59You know, day in, day out.
06:01Call the police.
06:02We're not SOE now.
06:03The police have certain extraordinary powers that we could go and we could check on these individuals and see what the position is with them.
06:09Right?
06:10So see something again.
06:11Say something.
06:12What was the morale been in the southwestern division?
06:15You know, it's a long hours for a lot of the officers across the country, of course.
06:21But, you know, in southwestern division, you know, you also have to deal with, you know, that being the proximity of Venezuela.
06:29Correct.
06:30You have human trafficking, human smuggling.
06:34You have the contraband back and forth from Venezuela to Trinidad.
06:39And I don't want you to reveal too much, but at least give us an idea of how you have been able to stand in some of these ongoing operations that these criminals continue to pursue.
06:52Well, Mark, it's interesting that you bring it up.
06:55Southwestern division is one of the most interesting divisions it has in the whole of Trinidad and Tobago.
06:59We have 10 station districts and 9 of those districts are bounded by the sea.
07:05So that is an interesting phenomenon by itself.
07:07What we have been able to do going forward, we have partnered with all the arms of national security, in-house police assets, in-house police agencies, air support, the riverine and coastal patrol, all of these elements we have.
07:24In addition to that, the Coast Guard and any other ambits, the defense force on the whole.
07:29So what we have been able to do is partner with them and bring some relief to these areas.
07:32And one of the critical parts of that is the local persons, they are fed up by some of these issues and the problems that those things bring to bear on them.
07:41Because it's not just the contraband.
07:42With that contraband, there's narcotics.
07:44There are firearms that will come through some of these ports.
07:46So persons in these communities have been reaching out to law enforcement and giving us information.
07:51I mean, within the last 30 days or so, we have interdicted large cheese, cold meat, sausages, honey.
08:04We have been able to interdict that.
08:05And another key component of this whole illicit trade is the movement of persons to and for illegal immigrants.
08:11We have been actively policing and enforcing that as much as possible going forward.
08:16We link with the immigration department and we actively track and monitor the persons coming in for infiltrations by other illegal elements from Venezuela.
08:28We call it Venezuela is not a, is not a, is a haven for criminality in terms of gangs and that sort of thing.
08:34So we have been monitoring the individuals coming in, those who come in legitimately trying to better themselves and those who come in to do wrong things.
08:42And strangely enough, in some, one of those, I know we would have been talking about the farms that we'd have seized.
08:47One of those farms, four Venezuelans were, was arrested with that one.
08:51A shotgun with about five wrongs of ammunition.
08:53So they were arrested.
08:54So we are actively enforcing.
08:56And if you're there for no good, you're not going through the legal ports, we're going to get, we're going to deal with you going forward.
09:01Right.
09:01So certainly a little later, this is a shotgun you're referring to with some five cartridges.
09:06And they were held, what, over the last 24 hours?
09:09No, no, over the last 20, when they passed a week or so.
09:11Okay.
09:12Yeah.
09:12So they were, they would have been, they would have been dealt with and they would have appeared sometime yesterday before a magistrate.
09:19All right.
09:19And all of them were illegal immigrants, illegally entered and they were turned there too.
09:23So they are now before the court.
09:25You said you're going to see a lot more of the work that the officers have been doing a little later in the program in the Southwestern Division.
09:31We want to bring you up to speed and this falls right in your garden ASP.

09:36We have a video of that actual shooting in the bar at Latros Road in Penal two years ago.
09:42Let's take a look.
09:48So everybody's sitting here in the bar having a drink.
09:51Yes.
09:51You know, the discussion is going on.
09:54You know, everybody seems to be, you know, cool.
09:56It's a Sunday evening.
09:58It's a Sunday evening.
09:59You know, everybody like, you know.
10:01Yeah, man, you know.
10:02A guy walks in, perhaps looking for a drink, stands up, looks around.
10:08And then within a couple of seconds, mehembricks.
10:11Yeah.
10:12The guy in the white runs through that door.
10:14That is the guy that they wanted.
10:15Correct.
10:16Correct.
10:16That is the guy that knows how to suck.
10:17You could see him, you could see him, then exit a short while after.
10:20Look at this guy.
10:20Yeah.
10:21This guy, definite point black.
10:24Yeah.
10:24There's no way he could survive that.
10:26Yeah.
10:26The other guy stays behind the post taking cover.
10:29Yeah.
10:29He was smart, but he was on that stool.
10:31Yeah, he was.
10:32He was.
10:32And the other two persons who were on that bar stool were actually right into the bar through.
10:39For the inside.
10:40One of them probably would have been injured.
10:41Correct.
10:42Correct.
10:42In that, that mehem.
10:44He was injured somewhere inside, and he would have gotten a legroom, and he would have been severely injured.
10:49I mean, what I want the public of China and Tobago to recognize is that the weapons that are being used in this instance.
10:57The weapons that are being used, they are two assault type, assault rifles that are being used.
11:03And those are weapons of war.
11:04You could see this one here.
11:05You could see that one.
11:06If our producer could freeze it.
11:07Correct.
11:07When we go back, you could see the last suspect.
11:11And they continue to shoot quite indiscriminately from the exterior of the business place in at the person trying to get at him.
11:21They wanted to make sure he was dead.
11:22Yeah, yeah, yeah.
11:23And you're talking about in excess of 20-something shots unseen of a high power weapon.
11:28Extreme force.
11:28Extreme force.
11:29So, we're dealing with an enemy.
11:32We're dealing with a foe that does not regard life in any way, does not regard the safety of any person or whatever they may have had.
11:41They don't care about who gets between them.
11:43Yeah.
11:44Because that rung from the time he leaves that muzzle, it goes where it feels until it stops, until the velocity in it or the energy dissipates from it.
11:52So, these persons are quite reckless.
11:54And they would have started shooting.
11:55Just to see where these officers are standing.
11:57Yeah.
11:58They would have started shooting at that individual.
11:59See officers, they're making a check.
12:01Right.
12:01They would have ran.
12:02He would have ran from where he was seated inside there and ran inside our bar.
12:07But I want the public to understand the context, the space in which all of this thing is occurring.
12:14Yeah.
12:14This Sunday evening, everybody having a beer, preparing themselves probably for the next day of work on Monday.
12:19Whatever their quarrel is, and these individuals, they're out there plotting, planning, and executing the wrongdoing that they wanted.
12:27What is causing this upsurge in that area there?
12:31You know, a gentleman was killed about three or four weeks ago up that said street, Latrose Road, shot and killed.
12:37And there we had a couple of other shootings in the last couple of months.
12:42That penal area, if you can give us an insight as an officer, you know, on that southwestern area under your purview, if you can.
12:51All right.
12:51Well, what I can tell you, it is a concentrated area that we recognize that there is an upsurge of violence, similar to any of the inner city areas like in Port Ospin.
13:00And what we have, what we recognize is that there are a couple of factions that are fighting each other, probably suspect for turf.
13:09So we see the outcome of it in terms of this level of violence in terms of persons shooting at one another, increasing shootings, increasing violence, revolving firearms.
13:18But we have implemented several measures, of which we can't, I can't display at this point in time,
13:24designed to target these individuals in getting these firearms from them, in retrieving these firearms from these persons.
13:33And I think key to that is persons and members of the public coming forward as much as they can and giving information to the police
13:39so that we could bring some resolution to this.
13:42Because we see that these persons, they're not trained, they don't care.
13:46Now a 5.56 rung or any high caliber weapon with that type of velocity, that rung does not stop.
13:53It keeps traveling, it penetrates, it has a lot of that penetrative force.
13:57And if you, even if they intend to shoot sucky, it will injure, like we said, like we saw, it injured many people.
14:04But for the speed of persons and getting out of the way, a lot more persons will be injured.
14:09Another thing the law enforcement have recognized is that these, because of the use of the type,
14:15the increase in use of these type of weapons, we've seen an increase in the amount of casualties from one incident.
14:21The collateral is greatly increased.
14:23So we are, one of our efforts is trying to retrieve these weapons, the high velocity weapons,
14:29as well as the automatic weapons, the pistols with the selector.
14:33We are actively looking at these weapons and going out to retrieve these weapons from members of the public.
14:38And we have offered rewards in relation to these weapons, increase and enhance rewards for persons who want to give information to the police,
14:47leave it by five by five, or reach out to a regular officer.
14:49And we could be depending on our information to go now, enter these spaces wherever they are, wherever they are at.
14:55The only thing we recognize is that persons, some of the persons we finger, they're not doing the thing.
15:01They rely on other persons to assist them to hide and conceal these weapons.
15:04So we're going after everybody.
15:06Well, we're hopeful that, you know, you and all your hardworking officers out there, across the country,
15:11not just in the southwestern division, will be able to, as you say, continue that war against, you know,
15:18persons hell-bent on creating havoc across Trinidad and Tobago.
15:22And, of course, illegal firearms, illegal drugs, or whatever it might be, so that we can make this country a safer one.
15:30And as the ASP pointed out, it's extremely important that we get the buying of the citizenry if we want to make this place a much safer one
15:40and put those that are responsible for that mayhem behind bars.
15:44All right?
15:46So, earlier today, you know, you always see, you know, road accidents happening, you know, especially around the rush hour.
15:53And a cyclist was knocked down and hurt just in the vicinity of the Grand Bazaar area here, I think.
15:59Wow.
16:00Or, there are, no, I think this is in the Port of Spain area.
16:04My apologies.
16:05And, you see, he's lying in the ground, obviously, hurt, struck by a vehicle.
16:13Yeah.
16:13And we have to often wonder, too, is because sometimes motorists are caught unawares by persons trying to cross,
16:21cross the entire carriageway there with a bicycle when you're supposed to be, you know,
16:28you have to be very observant as a cyclist or a pedestrian crossing those areas there.
16:35So, we hope for that the gentleman is, if that is the case, of course, if you're struck by a motorist,
16:41in the same sense, if he was going in the right direction and they were behind him,
16:45then they should have stopped and run that system.
16:46I think a lot of cyclists, they underestimate their presence on the road.
16:51They are traffic like the motor car.
16:53In fact, they could signal, they could signal turns, they could, they should exercise the same caution as a regular driver,
17:00as any person that's using that road, we are in for that matter.
17:03They should not underestimate their presence there and the likelihood of them coming in contact with our vehicle.
17:09So, they should be aware.
17:10And, like you said, sometimes the driver unawares and suddenly something happens and it could be detrimental for both parties going forward.
17:19So, speaking of which, we're talking about safety and awareness.
17:25And, of course, this video was sent in to us.
17:27It was captured in the Mathura area, I believe, on Sunday.
17:31And let me tell you, I was actually up in that area, just past there.
17:37Maybe I was leaving and coming back around this time because it looks like dusk.
17:41Yes.
17:41And look at this vehicle.
17:43Look at this vehicle, overtaken around one corner and then a second and then look at this.
17:49A near disaster, overtaken, yeah.
17:53Head-on collision with that red vehicle could have been.
17:55Correct.
17:55And if this guy did not slow down in some measure, either.
17:57Did not give way or use.
17:58Yeah, yeah.
17:59So, we find a lot of persons in some of these incidents are alcohol-fueled.
18:05Persons taking a lot of chances.
18:07They don't recognize that you're driving a 2,000-pound vehicle at high rates of speed.
18:12It is not easy to stop on a dime.
18:15So, persons have to understand that when you take these chances, you're taking not only your life in your hands, but that person.
18:21And not for the action of both drivers.
18:24Well, we hope that we can't quite make out the number plate, but anybody with information about that vehicle and its driver, please reach out to the nearest police station.
18:33I'm sure it looks like a PBJ or a PEJ even.
18:38It could be a new series.
18:40Totally, totally responsible.
18:40And if you do, because...
18:42And this vehicle may have gone into the drain, actually.
18:45Yes, and God forbid if the person had children in that vehicle, if you don't know, or even adults more so, whether a person as well as himself,
18:55endangering their lives and the lives of other motorists on that roadway.
18:59And that is one of the efforts of the Trinidad and Tobago police to keep the road safe.
19:04And then we have these persons with their responsibility, traveling at high rates of speed.
19:07In places, they don't need to be traveling at high rates of speed.
19:09You're in the country road, there's no need for that kind of behavior.
19:12You know there are so many persons going from Toco all the way up there.
19:15Correct.
19:15You have to be patient.
19:17You have to be patient.
19:18And not knowing a space or a road exposes you to great harm.
19:23Not knowing the conditions of the road.
19:24Exactly.
19:25The inclined, the scared.
19:26Mind you, there are some bad spots there.
19:28There are some depression.
19:29Correct.
19:29So if you're not familiar, as you said, with the road, you're not going, traversing it every day.
19:34Correct.
19:34You can get yourself in a bother if you try to overtake in a place where, God forbid, there's a depression or a hole and you end up losing control.
19:42And many times, many times we wonder.
19:44Sometimes we see something pop up on social media, unassumed, Sunday evening, everybody having a good time.
19:50I mean, you see something happen.
19:51Sometimes these individuals are causing these problems.
19:53Yeah.
19:53You're going off on Sunday drive.
19:55Yeah.
19:55I mean, the ending.
19:56Yeah.
19:56Yeah.
19:56Come on.

19:57Better than that, drivers.
19:58Better than that.
19:59I have to say better than that.

20:02So we just want to take a quick look at our SOE updated figures for day 19.
20:08So, number of operations, 1,417.
20:13Targets priority offenders, 656.
20:15Sages conducted, 9,024.
20:18Traffic operations, 847.
20:20Total persons arrested thus far, 606.
20:24Traffic offenses detected, 4,649.
20:28Firearms recovered, 28 pistols, 15 revolvers, 7 shotguns, 7 rifles, and 2 air rifles.
20:36Ammunition recovered, 391 rungs of 9 mm, 52 rungs of 12 gauge, 21 rungs of 0.380, 170 rungs of 5.56, 53 rungs of 0.38, 26 rungs of 0.40, 7 rungs of 0.357, 21 rungs of 0.45, and 30 rungs of 7.62 mm.
20:59Because dangerous drugs seized thus far, 70,025.34 grams of marijuana and 233.11 grams of cocaine, ESP, Forbes.
21:10Yeah.
21:11Now, again, the law enforcement is using the tools given to us by the state.
21:17Again, we are facing perilous times in terms of individuals that want to subvert and cause disruption to the society.
21:24So, the law enforcement, you see that full exploitation going forward.
21:28You see the seizure, the firearms in particular.
21:31Each one of those weapons, each one of those rungs represent possibly a life.
21:35Each one of those represent possibly a life.
21:37Not just the instruments, the pistols, and those rungs in particular.
21:41Because those are the things that were put into those weapons and could extinguish persons.
21:46So, you see law enforcement, you see we're doing all in all power to do that.
21:50But we need the public.
21:51We need the public to tell us where these weapons are.
21:54We see the discrimination used by these persons, by these persons who want to subvert, who want to create harm to persons in this society.
22:01And we want to get persons to come out, talk to the police, exercise five by five, 800 tips.
22:08Reach out to a regular police officer in the community, somebody you trust, and talk to them and pass that information on to us.
22:14So, that we could go out there and retrieve these weapons.
22:17I know recently in LAV, until there was retrieval of one rifle and three pistols, two individuals were working.
22:25One, unfortunately, met his end.
22:27Yeah.
22:28Right?
22:28And one is now in the hospital.
22:29So, there is the presence of the weapons.
22:32And everybody could see the videos similar to that, whatever occurred in Benal.
22:35Everybody that see the video, every day, going and coming.
22:39And no persons are fed up of the bloodshed, tired of the bloodshed.
22:43Let us do something about it.
22:44Let us do something about it.
22:45Let us reach out to the law enforcement and give information to help us to retrieve these firearms.

25:58And the TTPS sent out a media release earlier today, of course, indicating that the reason for the temporary release in Certificate of Characters application process.
26:10They said, we are currently upgrading our fingerprint identification system to a state-of-the-art digital biometric platform.
26:17This modernization will eliminate the traditional ink and paper fingerprinting process and significantly reduce processing times for COC's applications.
26:28During this transition period, we are experiencing technical difficulties that are causing delays in processing applications.
26:34We understand the inconvenience this may cause and sincerely apologize for any disruption to your plans.
26:41Our technical team is working around the clock with system specialists to resolve these issues as quickly as possible.
26:48So, you know, ASP Forbes, if you're following, in the last couple of weeks, a lot of people, some people called in saying that they've applied for COC.
26:56Some have been waiting many weeks, a couple of months even.
26:59And, of course, ASP Pitt would have said, you know, there are certain things that they're trying to iron out and work on kinks.
27:05And I believe this is something that he was probably referencing in that.
27:09So, I guess citizens just have to be a little bit patient.
27:12A little bit more patient.
27:13Again, the police service is in the process of modernizing our facility, moving away from the ink and paper, which is pretty much a storage issue.
27:24It's costly.
27:25It's increasingly got paper, ink.
27:27So, we're digitizing our whole entire process.
27:30And with any implementation, there is always that eating issue.
27:33But I'm certain that we could and we can look at it on our case-by-case basis and offer some relief for those who immediately need it for some emergency as a case, maybe to travel or something.
27:43So, we could look at it by our case-by-case basis to assist in some way.

32:56separation area so they would have went to one location and then they went to another location
33:00with executed a warrant and they found this sophisticated marijuana grow because um persons
33:05now now persons are under the this the the miss in misinformed belief yes that my one is is is
33:14legalized it's not legalized it's decriminalized and with the decriminalization there are specific
33:19sets that which you have to operate as a somebody who consumes or want to partake in the recreational
33:23use of marijuana you are permitted four fully grown trees each adult is permitted four fully
33:28grown trees you are permitted anything below 30 grams of marijuana in your possession at any given
33:34point in time so this person has found himself in the fall of the law he's cultivated marijuana
33:40in excess of the four trees so now he has committed an offense in addition to that he would have had
33:45marijuana that he would have ripped which is in excess of the 30 grams so he would have found
33:49himself um find himself a follow the law in a complete couple instances and trafficking as

37:21some of the southwestern division it's really a good good to see you again yeah you might have traveled
37:25a little bit far but you know at the end of the day it's really good that uh we get people from all
37:30around uh trinidad and tobago officers some different divisions coming in and and sharing the
37:35experiences with us of course uh so that people can get our understanding across the board it's
37:40always a pleasure it's always a pleasure to come here to interface with the public again to encourage
37:45the public to come inside a law enforcement and afford us the opportunity to to do good by the
37:51society that we are a part of that we want to serve and we want to make sure that everything is going
37:55good right certainly so a couple i think last week there was a video circulating on social media
38:02uh we just don't want to show it because we know there's an investigation going on now
38:06but it occurred in the bonnet area and i have some colleagues that live nearby there they were telling
38:13us about it as well where uh several residents of that area allegedly meted out vigilante justice
38:21to uh a person that seemingly was uh stealing or something of the of the nature right and of course he
38:28was beaten very badly and i think he was struck across the head and um i i would like you to kind
38:36of dissuade persons from going down that path because the commissioner has already said that as an
38:42active investigation into this particular matter now mark i'm glad you raised the topic and i i would
38:48have gotten eyes and gotten wind of that video as well and again the public must recognize that the law
38:53enforcement does not encourage it does not encourage that we we act arbitrarily act out of
39:00the realm of the law in terms of apprehending a suspect it must be reasonable the force use must
39:06be proportionate with what is being meted out to you we cannot and cannot in no way encourage persons
39:12abusing persons even if you have apprehended that person there's no need for you to inflict once that
39:19person has subdued subdued your hog time whatever you're doing there's no need for persons to come
39:24hitting kicking even inflicting any kind of bodily harm to that person's what you have to do is keep the
39:29person under control contact contact law enforcement as soon as possible even in the progress apprehending
39:35if get law enforcement involved as early as possible and you know going forward um vigilante justice
39:41um enforcement of law without regard for due process is something that we frown upon right um
39:48while under the criminal law act persons civilians are permitted to lock up a person or arrest a
39:55person if they commit an arrestable offense in their view right members of the public could arrest somebody
40:02for that purpose but again the law figures and caters for proportional response to what is going on
40:09you're not going to stab beat chopper man who is unless you're defending your life if you once the person has
40:15been subdued you try to restrain and keep it down to that because persons will find themselves as in
40:20this case find themselves a foul of the law right and they may find themselves the the recipients of
40:28prosecutions by law enforcement when they were in the right they were the victim at one point in time
40:32right so we do not support it in any kind of way while we support the neighborhood with the activation of
40:38neighborhood watch which we actively do neighborhood watches um the captains and we organize the police
40:45force the police service has an active program where we have neighborhood watches and we put up
40:51signs to support these neighborhood watches we advise these neighborhood watches it is not recommended
40:56that once you apprehend any suspect for any crime once the person is subdued you continue along and then we
41:03go along and record these things you will become the subject of another investigation and find yourselves

46:51justice justice when police first the next report that the service for the police station
46:58and your your report is not investigated and we still have criminal activities going on
47:05and when you start to speak to the senior officer at the station even if they send there by
47:09it is here at p martin you're going to meet with the person and you can't even get in contact with
47:16atp martin in the northern division they don't know where that is i think it's somewhere in board brook
47:21or in belmont or in moba and we have a situation here in firewood where reports of the firewood
47:28police station had about a house and a home invasion and we're supposed to see some mr barrett there
47:35mr green retired and then we have a problem sir i need to get in contact with mr you or acp martin
47:42please put some personal attention in my matter in my issues all right so caller you'll leave your

47:55aruca police station there's no five reverse police station but uh that woman vision issue of course and
48:01if there was a crime committed and you're being bounced around we are hopeful that esp forbes with
48:07the assistance of other senior officers can look into that and um you know i'll just say bring some
48:12kind of relief relief to the person or persons that are affected again we we any shortcoming of law
48:20enforcement in terms of dealing with any situations we will address it for frontally and get some
48:26resolution for the persons that are finding themselves in some difficulty going for now i want to bring to your
48:31attention uh the front page of the express today trillions under probe i've done a a thorough
48:37investigation into this company about three weeks ago that aired on television as well as the sunday
48:43express and lo and behold the trinidad and tobago securities and exchange commission sent out a release
48:49last night i just wanted to read for all those would-be investors and trillions and others who might be
48:56caught up in various scams they indicated that uh based on the role of the t-sec includes the protection
49:02of investors and fostering the orderly growth and development of the local capital market the staff
49:08of t-sec informs the public that an entity named trillions system systems limited or its promoters or
49:15representatives may be involved in offering of investment opportunities involving crypto assets without
49:22listen to me without the requisite registration and exemption under securities laws the public is
49:29advised that trillions systems limited is not registered with t-sec in any capacity and investigations
49:37have been conducted by t-sec are at a preliminary stage so if anyone you know has been approached by
49:44the trillion system limited or its promoters or representatives to invest in investment opportunities involving crypto
49:50assets the staff urges you to check t-sec's website and they are asking you to email market complaints
49:57at tsec.org.tt uh it's over 3 000 persons invested in this alleged scheme yeah um you see when it's too
50:10good to be true you had to look at it and look at the fine point and i like what the the the institution did
50:15um t-sec what they did they they came frontally and told members of the public to do but these these
50:20these warnings often go out and person's not heeding them because they're trying to the the city the
50:26offers of return on the money invested i mean persons working hard for their money and they're trying to
50:32get as much as they can get out of it yeah and i know these pieces are very um social media savvy because
50:38i too would have seen smooth talkers smooth talkers and they're showing you the the wads and money and
50:43that sort of thing but it it smells of a ponzi scheme a pyramid scheme whereby they take from some
50:49to repay the others and that sort of thing so when these things are too good to be true members of the
50:54public it is usually too good to be true if you really if you look at if you look at investment you
51:00look at the the the the bernie madoffs of the world they would have carried on this ponzi scheme for
51:05years taking from some giving and giving back to some to fill their needs and and actually living
51:11off a person's going forward yep so they they use their lifestyle to project uh success to lure more
51:18persons into the scam and it gets snowballing and getting larger and larger and larger and
51:24it affects persons and i i think about the bernie madoff situation where he would have been sent
51:30there for over 100 years because he would have ruined a lot of persons lives with these types of schemes
51:35and i i'm certain that this is no different because the numbers you're talking about 3 000
51:39people right and a lot of them would have part of their hard-earned money telling themselves that
51:43they would work they would they would do what needs to be done and they will get you going forward well
51:47we have a message we have a message for those smooth talkers out there the fraud squad is watching
51:53correct because there are other schemes that we have been informed about and i know they are
51:56investigating and of course i am also watching yes of course of course and and and you are a guardian
52:03and i appreciate that as well because a lot of persons out there they are helpless they found
52:08themselves they're going down that rabbit hole they're dumping a lot of money into this scenario
52:11and they're not getting it back so reach out to police you could reach out to police identify the
52:16persons the culprits involved in this law enforcement will look into it and will address the issues going

53:03the law only caters and you will not find sanction with the law for 30 grams and under the law
53:17unfortunately the law does not inform you of that issue that will be created when you grow a tree and
53:23you reap the tree so if you are found with in excess of 30 grams you will find yourself a foul of the law
53:33so you must have in your possession 30 grams your personal use only so that that is the trick with
53:37the law if you reap a tree a tree will yield depending on its size in excess of a kilo of marijuana
53:44right depending on what you're growing right so persons have to be mindful of that and i'm not
53:49advising but that is one of the traps of it so what i will advise you to do is read the law and get yourself
53:54familiar with it i will advise you as best as i can and it's just that's just how it is unfortunately

54:17yeah i have to see i have an issue with noise pollution in the central area and when you call
54:25the coover police station you know they take very long to come and when they come you see you know
54:31who have been checked you see bags of food and police people take these these food and they go away
54:39and the noise still continues you know you go to senior officers and not being done until i had
54:46force to put people in court now you put them in court and secondly what's happening they repeat the
54:53offense again they go for legal aid and over one legal aid is representing these people how is that
55:01possible you have what i call the people vendors so it may not be so so well you know who who finance
55:12legal aid you know when you try to call legally legal aid says the court who appoints you know these
55:17people i don't know but i you know you go to the ema ema say that you know you have to go to the
55:23station because they do not monetize and have tour lines when you go to the police police you have to
55:30go back to ema so you as the citizens are being suffering with no help from the police and what
55:36is strange mr acp is that the police come and they witness the noise and yet they would not charge these
55:44people so i don't know what kind of corruption or whatever exists but this is happening in ecuba area
55:51sir and it is it is very very disturbing you know as law abiding citizen you have alien people you
55:57have you know students who are studying and these people play music from six evening to six in the
56:04car outside music you know and no help from the ema and no help from the police and as far as i
56:10concern about the stomach the body could have acted but they are still into action and this is something
56:17i would very much like you know to do the intervening sir uh is it a bar sir mayas
56:26is he gone oh i think he's gone but he will uh is it a bar sir
56:32oh i think you might have lost i don't know if the producer got his number well in the case of a bar
56:37yeah the the the the bar you will be able to object to the license when your license is renewed
56:43persons in the community they are affected by the noise because why i asked if it's a bar that would
56:48be a stipulation to try to combat that issue with them because if you draw it to their attention your
56:52joy to the court's attention you could you could go that route and you could um you could affect them
57:00in that way and get them to comply in that in that manner as well as you could privately bring up somebody
57:06for noise i've seen it done you could demonstrate it to the court and the court will will give an
57:12order for a person to keep the peace within a certain time and that sort of thing so that can
57:16be an option available to you but in the case where you make a call to law enforcement and you are
57:22looking for some satisfaction the officers have by all means to engage the person that is making the
57:27noise particularly if persons are being affected the elderly person studying as the case may once they
57:32made a representative representation to law enforcement they would generally approach the
57:36person and ask the person to accede to that going forward all right and i know that the police have
57:41said that you're working on certain things uh in terms of that noise pollution things uh equipment
57:46and so on so we're going to wait to see how that correct is out in the next couple of months
57:50in addition to that i know that the state have been looking at laws going forward to to modify the
57:55laws to address it more aggressively to us all right thank you so much asp forbes remember repeat
