04:28and I know you have a couple of words to impart
04:31with the public

04:36We will look at safety from the perspective of home safety
04:40safety on the nation's roadways
04:43rivers, seas
04:45the care of our children
04:47So as the program develops
04:49you know we'll be touching each area
04:51and identifying tips that persons can utilize
04:55in order to make themselves harder targets
04:57and in order to make our most treasured resource
05:00you know
05:01our future, our children
05:02you know
05:03much safer
05:04Yes

05:06and we will talk about

05:08various events that have unfolded
05:09over the last 48 or 24 hours rather
05:12Yeah
05:13And one of those
05:14happened early this morning
05:16A mere three or four days after the state of emergency
05:20a rather brazen shooting at the PIACO International Airport
05:25as a returning national of Trinidad and Tobago
05:29was shot and killed
05:30you're seeing the images there
05:31in that vehicle
05:32by gunmen
05:34while another man was injured
05:36that person has been identified as
05:38Hakeem Kwashi
05:39aka Sowers from the Maraval area
05:41and police
05:43say they're treating this as a gang related shooting
05:46and I know
05:48it is
05:49it falls in the remit of the
05:50that area
05:51acting
05:52ESP pit
05:53where you would be
05:54also
05:56privy to information
05:58about this very brazen shooting happening
06:00just after 4am this morning
06:02the
06:03the passenger
06:04was rather
06:05one of them was returning
06:07coming from a flight
06:08that came
06:09from Panama
06:11Yes
06:12Brazen
06:13is something that has implications on the image of our country
06:18I can tell you that the investigation has started robustly
06:23we have utilized what we will consider a collaborative effort to combine the technological aspect alongside the experience, knowledge and skill of our resident homicide detectives and for that reason at this point in time we are very confident that we will be able to bring persons to justice. Anyone again with information regarding this incident you can communicate with the nearest police station or region to homicide department and we must
06:40say condolences to the family of the deceased.
06:57so I know that also
06:59following the shooting
07:01there was a meeting
07:03there was a meeting
07:04held by the airport's authority with senior officers of the Trinidad and Tobago police service
07:08they did send out a release indicating such
07:11as they are hoping to
07:14as I am reading
07:15some of these measures will go into effect immediately while others will be implemented in the coming days
07:21additionally other agencies within the national security framework have committed resources aimed at deterring events of this kind in the future
07:28so certainly I know things are already in train
07:32but looking at social media
07:35four flights arrived at that time
07:37our sister newspaper
07:39the Trinidad Express
07:40had a quote from a witness
07:43who said that virtually
07:45people were scampering in all directions
07:47they left their luggage
07:48and I can imagine the trauma
07:51for the elderly who were coming from
07:53from flights
07:54or even adults
07:55or even children for matter of fact
07:57who could have been hurt in this incident quite innocently as well
08:00yeah definitely
08:02a lot of innocent persons
08:04bystanders
08:05so it's a situation that could have gone
08:08even worse
08:10to what we have experienced now
08:12and it just gives you an indication as to
08:15what we are faced with as law enforcement
08:17there are persons who are seeking to tell us that
08:20you know
08:21we need to be cautious in every every area of our country
08:26and it is something that we are not going to take lightly
08:29we are going to ensure that in partnership with
08:33the other stakeholders
08:34that we are able to tighten up
08:36and clearly there are gaps
08:38and there are gaps that must be filled
08:40in order to ensure that we have a much stronger security network
08:44yeah and we know that gang warfare is really a serious
08:49you know problem that police and other law enforcement agencies
08:55trying to combat in unison
08:58and we saw the state of emergency
09:00where you know specific members of gangs and so on
09:03were detained and some were charged while others were released
09:07and I understand you know talking to a number of senior officers
09:11that they are obviously going to be paying very close attention to this particular shooting
09:16because they believe it will have a number of reprisals or ripple effect from the shooting
09:22of course
09:23and you know gang incidents are a difficult type of crime type to police
09:29because there are so many persons and young persons who are involved in themselves in gang activities
09:35and we have always asked and reached out for segments of society to assist us in terms of identifying why our young people are being so attracted to this type of gang lifestyle
09:50now we know that social media continues to play a big role
09:54we know that even through movies and international sort of influence persons are being influenced
10:01so it's a matter for us now as a society to see how we could treat with it
10:05not only from the lens of law enforcement
10:08but also from the lens of that social aspect in terms of how we are able now to impact the minds of our youths
10:16to guide them along the path of education, vocation and all these other aspects of life
10:23that could go towards a productive citizen of Toronto.
10:27Yes certainly and you know that loss of life regardless of who it might be
10:33it really traumatizes the nation and we had an equally sad story also unfolding in South Trinidad this morning
10:4314 year old Malini Prasad apparently who had been missing for a few days and she was highlighted
10:49I understand she was autistic and she was highlighted on the show on Monday through the hunter search and rescue team
10:57police confirming to us that she was found apparently murdered this morning in the Moushraf Trace area in Barakpur
11:07and police also have a suspect in custody a really really sad story
11:13Indeed indeed condolences to the family you know children when it's children involved it it hits differently
11:22and we can well imagine the trauma that this family is experiencing and even the community by extension
11:29and you are talking about a child who was special in our own right
11:33and for someone to you know violate that type of individual it really kind of directs you to something beyond human
11:44but you know at this point in time the investigation has taken a positive turn
11:50someone is in custody and we trust that it will come to a successful conclusion
11:54yeah just you know as you talk about that you know this is just as heartbreaking as the the the youngster
12:00was shot and killed in the La Hocketa area two nights ago
12:04yes Ezekiel Ramdahl Ramdahl Ramdahl sorry
12:09who lost his life to gun violence you know and the the front page of the Express that a teen footballer shot dead
12:16really tributes really poured in as I said on social media
12:21his family speaking about him his grieving father saying I've lost part of myself
12:25and this is something that no parent wants to go through
12:28in in this lifetime having to bury your children
12:32of course of course you know so this young man had a bright future
12:38sportsman one who was able to bring joy within the community
12:42and we know the type of joy that that sports brings and as a football loving nation
12:48we lost our prospect in terms of how we could have gone forward as a country in our football ambitions aspirations as the case may be
12:57you know we can only look at where we have gone wrong as a society and tighten up in terms of how we are able to impact the minds of those persons who continue to believe that the only way they can address issues is through the use of violence
13:15Yeah
13:16they continue to bring innocent lives to bear in terms of how they go about their business
13:25because it's not a case of being able to say alright XYZ whoever is there you are going ahead and committing these acts
13:33so it's by no means a comforting situation

17:02joined today by acting ASP Ishmael Pitt of the Trinidad and Tobago Police Service
17:07and I apologize, we did not show you the headlines, we're going to do that now
17:11you know it's interesting in those headlines the
17:40ESP that we are seeing the emergence of a lot of fake documents under the TTPS
17:49that obviously put out a release yesterday after what deemed to be a fake release signed off by acting police commissioner DCP Benjamin found its way onto the social media platforms and I imagine as well into the emails of many persons across the country.
18:09yes a lot of persons are using technology in order to create fake news and deceive members of the public into doing things or feeling a particular way about certain situations and we must guard against that.
18:24so for that reason we are going to be continuously vigilant and from the moment we find that there are things out there that doesn't represent the Toronto Bigger Police Service that did not come out of the bowels of the Toronto Bigger Police Service we are going to communicate that to members of the public in addition to bringing those persons who are responsible for those acts to account.
18:47and I know that the commissioner echoed those sentiments a couple of years ago when he spoke about especially in this election period about the way you are supposed to carry about yourself not just in a physical sense or when you are out in rallies but of course on social media platforms where you can do a lot of damage to persons character and so on insinuating things or saying things where you have no evidence to prove.
19:10exactly and it's extremely dangerous because like it or not there are a lot of us who are very gullible and they are going to be swayed and they are going to stray based on whatever information they are given.
19:22and if that information is false it means now they are going to be making their decisions based on a false premise and we know how dangerous that can be so you know we echo the sentiments of the commissioner in that we would want people to be responsible do the right thing because it's the right thing to do.
19:40yeah that's not just that part of it but there is also the more serious aspect of inciting violence we saw somebody was charged when they disseminated a social media video a couple days ago and we also have to be very careful of as acting sergeant Ali spoke yesterday about sedition.
19:59yes indeed.
20:00yes indeed.
20:01we are we must as a country be proud of the fact that we have been able to hold elections for all these years and they have been safe and largely free of violence and you know it's something that we must guard and we must guard jealously.
20:18we cannot allow persons to introduce a particular ingredient into our democracy that doesn't auger well for a democracy.
20:27and we have seen how that ends in particular countries Jamaica being a very good example for many years especially in the lead up to elections there have been a lot of violent clashes between supporters and we really don't want to see that kind of behavior resonate here or even reach here.
20:46yeah definitely not definitely not.
20:48and not just Jamaica but there are other countries across the world that you see that kind of fanaticism that behavior where people even are killed in clashes between supporting parties.
20:59of course and for that reason beyond law enforcement we would ask persons we know that the media is very strong in this regard as well in terms of advocating for you know peaceful elections and peaceful election campaigns you know but even persons who are responsible for the various parties you know the messaging in itself must be responsible and for that reason you know it will trick along to the average man in order that behavior is something that would be preserved.
21:25yeah we hope that you know we hope that you know we hope that you know we hope that you know we hope that you know all the persons that are listening will take heed of this this is very important this is a very serious matter.
21:32yes as we are in the midst of general elections people will say things emotions will run high but you have to be as you say emotionally intelligent but also situational awareness all these different things have to come into play so that you don't you know lose your cool so to speak.
21:51of course all things being considered we ought not to take things for granted we know that there are a lot of passionate persons out there and you know they have all right to be but we need to temper our passion and exercise exactly what you said there emotional intelligence in terms of our deliberations our decision making and the messages that we are sending to members of the public.
22:12and that's extremely important that you mentioned that would have messages and you know when people put out subliminal messages on social media it's left up to the interpretation of those who are reading it and some persons might might take it as something that very flippantly but others might take it seriously and actually do go and do something about it.
22:35of course because therein lies the passion mark yeah there are a lot of passionate persons out there and if that passion is not managed and you add into that ingredients that are misleading irresponsible reckless then that's a recipe for disaster.
22:53yeah but we only hope for that you know right thinking persons who are listening obviously will exercise restraint and you know it's not what you say it's how you say it's how you say it that's correct.
23:04and you have to be cognizant of that going forward especially at a time like this if you're sitting in a bar and you say something off it might trigger somebody or vice versa but you have to be a smarter person.

23:16and in any other public space not just about a restaurant or grocery even people might say something in your air shot.

23:24but as you said you have to be the smarter person.

23:37unfortunately we know that there are persons who would always think differently and they will always find different ways and means in order to address situations.
23:44and it's for us who are responsible and who are well intended and who are civic minded for us to be vigilant and to ensure that if we recognize something is developing into a bad situation as we always say.

30:47intervened we have to consider the fact that in traversing the nation's roadways and driving those motor vehicles
30:55that are capable of reaching to such speeds and you know creating such damage if they are not managed
31:02appropriately if we don't um be cognizant of the speed limit um if we don't um consider the size of
31:10the roadways the fact that our judgment could be impaired if we drink alcohol if we are tired because
31:16that is another factor that we must include there are a lot of persons who would be going from point
31:20a to point b to point c and having their fill uh we need to consider all these things mark uh and the
31:27fact that if we don't exercise good road safety practices we can cause persons their lives we can
31:35cause even our own life so it is important as we go through this easter weekend that we recognize road
31:45safety road safety is everybody's business so we are not leaving it up to the driver alone if it is you
31:52are a passenger in a vehicle and you recognize the driver is behaving in a particular way and there's
31:58a strong scent of alcohol emanating then by all means take the appropriate action uh so that you as an
32:08innocent person don't fall victim to somebody who has been reckless in terms of exercising road safety
32:17practices as you said we don't want the long weekend to be marked by road fatalities or any kind of major
32:23road traffic accidents or any kind of crime be it uh you know violent or otherwise um but one of the
32:30most important things you might have just overlooked is the fact that if you are deciding to drink yeah
32:35find a designated driver we come on this program day in day out yes uh around long weekends and we talk
32:42about finding a designated driver and there are a lot of people out there that once they know they're driving
32:46they don't drink or some of people that don't drink period and they are your friends you get them to
32:52drive you around yes yes of course and you are absolutely correct uh if it is that you intend to
32:58take a drink which you are entitled to um we are not saying don't drink yes um but if if you insist that
33:03you have to drink um of course understand that you cannot go behind the wheel of a vehicle once you
33:09have crossed a certain level um alcohol content so um yes it's it's very important that we designate
33:15persons it means to say now we have to have a a team approach or a group approach in terms of um
33:20road safety and that is excellent so we would want the group or the team or the couple to exercise that
33:27high level of responsibility and as we say take one for the team if you know you're drinking tonight
33:33brother you ain't drinking tonight you're taking one and you know that this is something we only see
33:37during the carnival period where outside of events you have officers and other persons are you doing
33:45a breathalyzer before you leave and when we have long weekends you have we tend to have a lot of events

37:33trinidad and tobago police service we want to remind you of the numbers to call 623-1711
37:40extensions 1996 and 1997 so hopefully we'll hear from you guys in a few minutes and i know that
37:49earlier in the program we spoke about some of the things that you would have wanted to
37:53educate the public on in this long weekend and go into detail about some of them yes so we just spoke
37:59of road safety and we want to move on to home safety so a lot of us are going to be leaving our
38:05homes to go to different places and you know for that reason we need to ensure that there's some
38:12hardening taking place alarms in terms of even dogs the relationship we have with our neighbors so
38:24that if someone recognizes someone in the community who seems out of place that they can communicate
38:30that uh even persons who may come by and and suggest that they are from some particular agency and they
38:37are providing some service please don't take things for granted oftentimes we just take things for
38:44granted and then it's too late when we recognize that this person is purporting to be somebody who they
38:49are not yes so we need to be very very careful of that uh in terms of our home safety as well
38:55um lighting uh is very very significant so there are some parts of our our yards that might be darker
39:04than others and we need to do some introspection and make a walk and tour our very own environment
39:11to recognize those areas that might warrant some additional lighting um it it aids not only us meaning
39:20the the homeowner but even our neighbors who are able now to recognize if someone is there who is
39:26not supposed to be there and we have spoken continuously about um you know this this colloquial
39:32term that we use that sometimes has a degrading effect in terms of amaco and we always say that you know we
39:39use this term conveniently because if the person is able to see something and it's to our advantage you
39:46know then that person is is revered but if this person observes something and it's something that
39:52probably we didn't want them to see then they are amaco right but um our neighbors are our keepers
39:59and you know it is important that they try and we also try and it is something that you know we should
40:06promote and for that reason we always speak about the community watch groups and so on and so forth
40:11we can introduce technology into that because we know about these whatsapp groups that also have the
40:17police station involved through the station councils and what have you so if we recognize that um again
40:23something is happening within the community within the neighborhood um you know that it affects someone's
40:28home we can always communicate that information real time it is of paramount importance so these are basic
40:35things that we we can uh not just introduce because i know that there are a lot of communities who have
40:40already introduced it but we need to we need to recognize it and we need to ensure that it is
40:46um strictly managed and and strictly observed uh because that that moment when we think that
40:52something might not happen is the very moment that it might so in other words don't take things for
40:58granted certainly all right i think we have a call on the line caller good evening good evening good evening

41:07this officer officer yes ma'am you know what took place at the airport it's very ridiculous and i
41:13heard they really catch person or persons responsible for that because just imagine you just come back into your
41:19country and you're going to show who outside waiting for you have to be running with luggage and
41:24sometimes the luggage is very heavy and different person so i really hope that they catch up with me
41:28because that is so ridiculous that's my first point the second point is you know concerning
41:33you know everybody keeps telling you i only this i only took this and i only took that and i only took that
41:39but that too is it's a good thing that you all know what to do how to do it never mind it like to call you all wicked
41:45you know that you have to do your job yes the last thing is this week people need to be very careful
41:50especially in into the water too because they show you the different type of
41:54ripple waves and stuff like a little current and you have to be very careful all all as i did my blessing
42:01to all be very safe for this weekend especially god bless all of you including miss jackie thank you
42:09very much thank you ma'am thank you so kindly yes and she spoke about the incident
42:14at the airport and yes ma'am we are doing our very best um the investigative team as i said before
42:20is very very robust and we are having a collaborative approach regarding this particular investigation
42:26um regarding the breathalyzer yes we are going to be out in our numbers and for those who think that
42:31they can sweet talk the officers into thinking that they haven't consumed as much as um or beyond what
42:38they are supposed to consume we have technology in order to aid us and that is why we have the
42:42the device in order to treat with that she spoke of the water and that is another area that we would
42:47like to discuss regarding safety when we go to the seas and when we go to the rivers um sometimes again
42:55and we know that yes we like to jollificate uh we love to have a beverage and it could impair our
43:02judgment at times and we may tend to do things or go in places that we are not supposed to go
43:07um those beaches that have lifeguards you know please you know it's important to have a discussion
43:14have a discussion with the lifeguards so that you can have an understanding as to why the flags are
43:20placed where they are placed because sometimes you go to the beaches and we observe flags and we don't
43:23know what they symbolize what they represent what they are telling us so it is important for us to have
43:28an understanding as to that so we know where to bid where not to bid if we bid at this point as she spoke of
43:35in terms of in terms of the currents um what can occur so it's it's a combined sort of um consideration
43:42when we look at safety at the seas and even at the rivers because sometimes we may go to the river
43:49and there are things um within the water that we don't know about you know there are there are rocks
43:54and so on and so forth so we need to be very careful in terms of how we maneuver and how we we
44:00paid and and the kind of things that we um find ourselves doing in those areas and you know you
44:05you mentioned the airport um incident and it it it it got me thinking back to in the days when jamaica
44:13declared the state of emergency and i recall traveling actually to montego bay in that parish there
44:19where they had continuously uh extended the state of emergency for the better part of two years and
44:23i traveled to the montego bay and one of the stories i was told there you know what the gang violence
44:29had gotten out of ham as well with the scammers and the gang gangsters fighting yes um was that there
44:36was a particular incident at the sangsta airport in montego bay where a lot of tourists flying from florida
44:41and thing and they apparently shot and killed three rival gang members in the airport i think in the car park
44:50area it's not a very big airport um so like it's just a drive off the road into a car park here and
44:55then there's the airport right there just off the car park yes and all those things would have triggered
44:59obviously the government at that time to institute lockdowns where they had army patrols outside the
45:06province coming in and out searching because i literally drove in and out of that that province i spent
45:13about four days there and you know certainly it just goes to show how gang violence can really disrupt
45:18the lives of persons on a very very very big level and i know it has been happening here quite
45:24frequently over the last three to five years and everybody wants that wants and enter all this kind
45:31of gang warfare happening here yeah it tends to disrupt the normal scheme of things and um as i said
45:38earlier in terms of ending gang violence uh it goes beyond just strict law enforcement approaches strict
45:45policing approaches um it's it's it's it's a social issue that we must also include um social mechanisms
45:53in order to treat with it as i said before regarding the attraction to gangs how are we able to dissuade
46:01persons from venturing into the gangs in the first place why our young people are so attracted to gangs
46:07is it that we need to do something else to uh make them more inclined to go towards the directions that we
46:13want them to go that the society um could see a productive citizen um in the years to come as
46:20opposed to one saying here what i choose to go on this path to destruction uh lack of production and you
46:28know causing persons that level of unease in in the varying communities so it it it takes um a lot more
46:36to treat with this particular crime type and that's why globally you know um a lot of countries are having a
46:41lot of challenges in terms of managing it um because you may have pockets of success uh but then it at
46:49times it it it could be also short-lived um if you are not able now to stem the the flow and the growth
46:56of the gang in terms of succession planning and all these other things that we must also consider and
47:02factor in all right uh good point there esp pit all right we're going to take a short break and we'll be

50:26children and safety so through it all we know that um there will be camps and uh you know vocational
50:33institutions that we may want to send our children to and um i remember speaking on it i think last week
50:41where persons should be aware and do some type of homework regarding these camps and these institutions
50:50that we might be sending our children to ensure that they are reputable in terms of safety at home
50:56um that consistent level of communication uh not leaving them unattended um if it's young children of
51:02course you need to have that constant level of uh supervision when we go to the the beaches when we
51:08go to the rivers we need to ensure that uh they are always within our view mark so that we can guide them
51:16and guard them against doing things that could render themselves in danger in harm's way so it is of
51:24paramount importance um you know we have been scarred in the past where over the easter weekend we have
51:31seen persons who did not make it out of the seas and out of the rivers and it's a case of sometimes
51:38just getting carried away with the moment it's a case of sometimes of uh ignoring the fact that we are
51:44supervising somebody else we are supervising our children so um you know we would want to wish that
51:50is the truantobago police service we would want to wish the entirety of truantobago a happy easter
51:58weekend yes yes safe and secure a happy easter weekend you know and um you know we will be back
52:03here on tuesday of course but we do encourage everybody to to be safe and um you know we talked
52:11about alarms and i just want to know you talked about dogs being alarms but of course do you know that
52:16chiclets are also good really yeah you know if you if you put them in a room and they and you're
52:22walking through yes during the cheap louder wow i was in the way of that so i think you need to go
52:28if you go and you look at the movie amateur yes you will learn a thing or two that saved the lives of
