04:05Well, you know, Whitney, you know, I'm becoming accustomed and, you know, I always look forward to those powerful remarks
04:12on our evening.
04:14Yes.
04:14And you think, you know, when you speak about promoting psychosocial and good mental health, I think that you have
04:20just injected, you know, that energy into me in terms of how you introduce me.
04:24And I want to thank you very much for the confidence, you know, as always, you humble me.
04:27And I want to reciprocate that to you as well.
04:31And, you know, I want to say to you that...
04:33You're a busy man, you know.
04:34Yeah.
04:34I want to say to you that the way that you introduced me this afternoon when you spoke about knowledge
04:42and sharing knowledge, I think it's so important for us.
04:46Yes.
04:47Especially where in about 48 hours' time that we're going to engage a very important stakeholder in Trinidad and Tobago,
04:53which is the parents.
04:54Yes.
04:54So I'm happy that you begin like that.
04:56And I want to also say, you know, good afternoon to Jackie and our family on Beyond the Tape, behind
05:00the scenes, very critical.
05:02Our citizens of Trinidad and Tobago, and most importantly, our law enforcement colleagues.
05:06Very interesting afternoon.
05:07I have a lot to disclose this afternoon.
05:09So I look forward to supporting you and, you know, engaging the citizens of Trinidad and Tobago this afternoon.
05:15Can I also acknowledge that I saw seven new judges who were appointed.
05:18Most certainly.
05:19And I have to be a bit boozy because the majority of the seven judges we saw were females.
05:24Yes.
05:25So congratulations to all the seven judges, but it was nice to see the females standing strong.
05:29Well, most certainly.
05:30As a majority.
05:31And I can see the glow on your face when you see that, you know, again, women coming to the
05:35forefront.
05:36You know, and we just celebrated International Women's Day and we have seen women stepping up.
05:40And congratulations to all our newly appointed judges.
05:43I hope that you all play your role to be able to support the reasonable dispensation of justice for the
05:50people of Trinidad and Tobago.
05:52And I want to salute the Honorable Chief Justice for the action or the actions, you know, that he has
05:58taken and continues to take to be able to promote the judiciary of Trinidad and Tobago.
06:02And by extension, the institution of the judiciary of Trinidad and Tobago.
06:07So congratulations to the ladies, six ladies and one gent.
06:11All right.
06:12So as we move right along, because we have a lot to discuss.
06:14Yes.
06:14Some sad news that we found out today into an incident that took place in the Laramie area around 10
06:20a.m.
06:20on the 8th of April, where a San Fernando businessman was shot and killed at his residence on Wednesday morning,
06:28which is today in what police say was a fatal confrontation involving a woman.
06:33Five gunshots were heard.
06:35The victim, Steve Garnie Jr., was actively involved in his family's business in multiple construction projects.
06:43Now, Garnie Jr. was also a prominent figure within the jet ski fraternity.
06:48Now, according to initial police reports, there was a domestic dispute between Garnie and the woman at his residence around
06:5610 a.m.
06:56when he was shot and later succumbed to his injuries at the scene.
07:00Police said that a woman believed to be connected to the incident has since been detained and is assisting investigators.
07:08Investigators are working to determine the circumstances that led to the shooting.
07:14Well, very unfortunate situation with me, and I know that the Honorable Minister of Homeland Security,
07:19in the execution of the, or I should say, in the launch of the, or distribution of the fire station
07:27and fire trucks in South Trinidad,
07:30it didn't occupy some of his comments with reference to that particular incident that you spoke about.
07:35And, you know, my condolences to the family as well.
07:38And, again, it shows the importance, you know, based on the information that came to hand where it suspected domestic
07:44situation.
07:45And, again, when we're speaking about family and the importance of family,
07:49this area of domestic violence also, it's a very, very topical issue.
07:52And it's important for us to direct the required focus in relation to these areas.
07:57And, you know, I just want to echo something that the Honorable Minister of Homeland Security said,
08:00that, you know, sometimes there are issues in our family.
08:03And it's important for us to confront those issues in a mature way.
08:07And, you know, not leave it, you know, to reach a stage where it's, you know, a stage of decay.
08:12And, you know, it's frustrating the members of that family.
08:16And, you know, third parties who may be aware, you know, if you have any opportunity to intervene,
08:21please intervene with positivity to help resolve those issues.
08:24But very unfortunate situation.
08:25And, again, calls for the importance of very healthy families in Trinidad and Tobago.
08:30So for the citizenry of Trinidad and Tobago, if you are in a situation where there may be issues of
08:35domestic violence,
08:36you know, let good sense prevail.
08:37Or if you're aware of a domestic situation and you can play a role, you know, play a positive role
08:41to be able to get help for that family.
08:43And, you know, it's so sensitive with you when there are children involved as well.
08:48And, you know, over the last couple of weeks, you know, you have shown an interest for children as well
08:52by your presence at the recent symposium.
08:54And very soon we'll see where our focus is on children to the extent now that we are looking to
08:59ensure that parents and caregivers, you know,
09:02understand their responsibility.
09:03But we will share some more with that as we go along.
09:05But, again, very unfortunate situation.
09:07And I hope that, you know, justice is delivered in those circumstances.
09:12And, of course, anyone in a domestic situation that we ask, that anyone, if you know, that you step in,
09:17interview, and give them the help that is needed.
09:20That's correct.
09:21Because domestic violence does not discriminate against class, read, or anyone in society.
09:25So if you know of anyone, please try and assist them as best as you can.
09:30Now, you mentioned parenting.
09:31Yes.
09:31And today was a special day because there was a parenting seminar that took place.
09:36Can you tell us a little bit more what took place there?
09:38Well, we have a national parenting seminar launch in Trinidad and Tobago that will commence on Friday.
09:45Okay.
09:45And Whitney, may I say that coming out of the symposium, starting with you, you were one who called for
09:50action coming out of the symposium.
09:53Like every other stakeholder who would have attended or who would have heard about it.
09:56When I give an undertaking with the stakeholders that we are serious about taking actions, this is evidence of it
10:02in terms of this launch with reference to the first area, parenting.
10:06We know that every sector of the society, and I spoke about it a short while ago, demonstrated the importance
10:12of parenting in Trinidad and Tobago, especially to be able to guide our nation's youths, our vulnerable youths, our children,
10:18generally speaking.
10:20So the Honourable Minister of Homeland Security and the Executive of the Ministry of Homeland Security and the Policy and
10:26Community Support Office with the National Parent Teachers Association, the Trinidad and Tobago Association of Psychologists, and the Trinidad and
10:34Tobago Association of Social Workers,
10:35in conjunction with the Ministry of Education, the Ministry of Social Development, the Children's Authority of Trinidad and Tobago and
10:41other significant stakeholders, have taken a decision, a very strategic decision, to launch our parenting workshop.
10:47And I just want to hover over some very important words on that particular parenting seminar.
10:52Empowering and supporting parents, and I want to hammer that.
10:55But this is a seminar that we recognize that, like any other profession, Whitney, the parents, they have a very
11:02important and significant duties, both enshrined in law and just based on being human beings who are given the opportunity
11:12to bear kids.
11:14Very important, both male and female, we are speaking in this context, and, you know, if we were to go
11:19back to that particular flyer, you'll recognize that they're very important words, and thank you, Jackie, building resilience.
11:27A very important word that we are hearing a lot about, resilience, because we recognize there will be a lot
11:32of issues that may be affecting parents, and we are looking to ensure that while we may not be able
11:36to give everything,
11:37we must recognize that we must recognize that we need to be resilient in situations and not throw our hands
11:41into the air and appreciate our responsibility and promoting the holistic development of the child for a safe and secure
11:47family, and this is important here, the educational environment.
11:50So if Trinidad and Tobago are looking at this particular seminar, this seminar is multi-sectoral and multi-purpose to
11:56ensure that the home, the school, the community is being targeted in this seminar.
12:02And may I say that the Honorable Minister of Homeland Security, since weekend with me, have been in his various
12:08engagements together with the other ministries, speaking about this launch, and this is one of a series of seminars across
12:16Trinidad and Tobago, and I say Trinidad and Tobago, and we are going according to the educational district.
12:22So parents who are listening, who require that assistance, we are going to have the social workers, the psychologists, we
12:28are going to have the doctors, we are going to have lawyers, we are going to have different professionals in
12:33Trinidad and Tobago coming together to hold the hands of a very important institution, in my view, the parents and
12:40the caregivers, whether you be guardian, legal guardians, or persons with the responsibility for the child.
12:44And this is just one of the first statements that we are making coming out of the symposium.
12:49There are a number of other areas that we are going to be impacting, and I distinctly recall speaking to
12:55the Homeland Minister, where we are going to be very heavy on crime prevention initiatives.
13:01We have said that we cannot arrest, charge, and shoot our way out of the situation.
13:05And I want to repeat that.
13:07We cannot arrest, charge, and shoot our way out of the situation.
13:10It is clear that we are facing an uphill task with reference to crime and criminality.
13:15We are using some of the most elite powers under the Constitution in terms of the state of emergency, but
13:20it must be complemented with very strong prevention measures.
13:22And I want to salute the Honourable Minister of Homeland Security, the Minister of Education, and the Minister of Social
13:27Development for responding positively to ensure that these seminars, these symposiums, are executed and executed so that the people who
13:38really require it will benefit from it.
13:40And later in the program, we may get another perspective.
13:43But thank you for the opportunity to be able to promote and identify that we are serious about action and
13:50things that came out of the symposium in Trinidad and Tobago, and we are calling on the citizenry to make
13:56use of the opportunity.
13:57So, parents, do not be afraid to leave your home and come to the location.
14:01It's one of a series, so if you do not get into this one, look for the others that are
14:05coming within your educational district, and let's get help.
14:08And it would not stop there.
14:09All right, so it's on this Friday at Trinity East College.
14:13If you want to know the location, please show up.
14:16Even though you may have some experience, you may be able to learn something new and also pass on your
14:21knowledge as well.
14:23Now, I want to dive into a situation that took place where the TTPS released a media release where a
14:31female passenger was held with cocaine and cash at the airport.
14:35Now, a female passenger held with cocaine and cash at the airport, a woman attempting to travel to send kits
14:41abroad, that is, at a Caribbean Airlines flight this week, has been arrested for possession of cocaine and a quantity
14:50of cash.
14:51Now, the officers observed when they were scanning that the search conducted in a room allegedly discovered a pink balloon
15:01strapped around her waist containing 17 pallets containing a total of 281.5 grams of cocaine.
15:11Further checks of the woman's carry-on bag led to the discovery of a U.S. $5,189 and $30
15:19TT.
15:20The woman was arrested in connection with the fines and investigations are ongoing.
15:26Well, Whitney, thank you very much for reading that as well.
15:28And, you know, from a crime and criminality context, looking at transnational crime, because what that crime, if the crime
15:35was not detected, you have dangerous drugs in one jurisdiction through the conduit of a human being to go to
15:42another location or locations as the case may be.
15:44So we have seen an element of organized crime.
15:47But something is significant for me there in terms of where persons still believe, and this was going through a
15:52lawful port.
15:53Correct.
15:54Still believe that they can challenge the process.
15:56And this is a salient call for my law enforcement brothers and sisters across the agencies, whether it be the
16:01TTPS, whether it be the various arms of TTPS, special branch, the special investigations unit, the customs department, and other
16:11law enforcement agencies, even immigration to a certain extent.
16:13That is important for us to recognize that society is fighting this monster.
16:19And persons still believe that they can chance their hand in relation to even the lawful ports of Trinidad and
16:24Tobago.
16:24So it's important for us to, you know, lift our game, exercise due diligence.
16:28And I want to salute the police officers who made this detection because that, and when you're speaking dangerous drugs,
16:34we know that within the last couple of months, the focus that was given in relation to the eradication and
16:39stopping the flow of dangerous drugs in Trinidad and Tobago.
16:42So once it becomes very, once it's restrained, persons are going to be testing and challenging the processes.
16:49So it's important for us continuously.
16:50I always said, Whitney, that you don't have a good day and call it a good summer.
16:56You don't have a good day of rain and call it a rainy season.
16:59So it's important for us to be consistent in our delivery and in our engagement in everything that we do.
17:05Hence why when I spoke about the parenting seminar, you don't hear about a seminar, but you hear about a
17:10seminar, which is part of a series of seminars to ensure that there's consistency.
17:15And I also ended by indicating that coming out of those seminars, you may see a need to do more
17:20focused engagement.
17:22For example, in the meeting today that I attended, one of the directors of the Ministry of Social Development spoke
17:29about the parents who may be having to deal with children who may be differently able, which calls a more
17:34specialized engagement and skills from a physical, from a psychosocial context and otherwise.
17:40So I think that it's important for us to really recognize that crime fighting, a good country, prosperity in a
17:46country is more than just the Trinidad and Tobago Police Service to be able to deal with these issues.
17:51It's a societal issue and we all must take the responsibility to play our role.
17:56All right. It's time for your SOE update.

18:34And dangerous drug sees, we're seeing increase once again with the cannabis, Ms. Ali.
18:39And, you know, Whitney, as I said, every time I look at these statistics that you're reading and looking at
18:43the dose in red that Jackie has highlighted,
18:45you know, you're showing the incremental gains coming out of the state of emergency.
18:49And, you know, it must always be applauded.
18:51You know, one gun is one gun less in the society.
18:55And it's important to salute the work of all the officers, you know, and even most importantly, the citizenry.
19:00You know, they are the unsung heroes that most of the fine normally come from credible intelligence, whether it's true
19:06or anonymous or otherwise.
19:08And the citizenry must also be commended and saluted for that.
19:12When you look at those 39 pistols, Whitney, that's by way of reference, because I like to be critical with
19:15these statistics.
19:16Yes.
19:16If you multiply that, for example, you see between $7,000 and $8,000 for a pistol.
19:22And I'm seeing that, and it could even be more in a situation where there's...
19:26In the black market.
19:27That's correct.
19:28You just multiply this.
19:29Let's go look 40 and 40 by 6.
19:31That is 0, 6 or 0, 6 or 24 to 40.
19:34And, you know, we look at the kind of value that you're talking about, $240,000 plus, with reference to
19:40the pistols.
19:40And, you know, also we go across the revolver.
19:42So a lot of value involved as well in reference to when you're looking at the firearms, looking at the
19:47ammunition, and looking at the dangerous drugs, you know, that you have just read.
19:50So, you know, I salute the police officers.
19:53And let's go back just to the previous slide.
19:56You see the area of traffic operation, 1,754.
20:01Now, Whitney, tell me, where are we looking at traffic operations?
20:04Do we...
20:05Should we really be exerting that level of energy on our nation's road when the persons who are in charge
20:10of vehicles are supposed to be responsible so that we don't have having to do 1,754 operations just to
20:18ensure that there's some level of compliance?
20:20On the road, yeah.
20:21Why it is as a society that only when we are, you know, you see police officers or you see
20:27licensing officers, transit police officers, you know, that now we are looking to get in line.
20:31Let us understand that our life is more...
20:34Our life, it works more with children, our family, and that is an area that, you know, the officers who
20:41are doing operations could be directed to other serious criminal activities that we are seeing in Trinidad and Tobago.
20:46So, please, let us appreciate it.
20:48Let us appreciate the effort of law enforcement, and I, you know, I applaud them this afternoon.

24:43And we spoke when we opened the show when it came to a parenting seminar.
24:47Now, there's usually no blueprint, there's no guideline, there's no manual when it comes to parenting
24:53that we could go in a bookstore and pick up a book and say, how could I become an amazing
24:57parent?
24:58Most of us learn from our parents or grandparents, and we pass it on to what we know to our
25:03children.
25:04But sometimes that does not work.
25:06Now, we have a specialist here with us that will discuss more when we get ready for the seminar
25:11that is on on Friday at Trinity East College.
25:14And we'd like to welcome on the line right now, Mr. Walter Stewart,
25:18who is the president of the National Parents Teachers Association
25:22and one of the key collaborators when it comes to the seminar of empowering and supporting parents
25:27and other caregivers.
25:29Good evening to you, Mr. Stewart.
25:32Good evening and good evening to your viewership.
25:35I'm very happy to be on your set.
25:37Yes, thank you so much for taking the time to be here with us this evening.
25:41As we move forward, this is a great opportunity for a lot of parents who are listening right now,
25:46and we want to let you, you know, speak to what will be happening on Friday.
25:50So why is this parenting seminar so important, Mr. Stewart?
25:55And again, thank you very much.
25:57Good evening to you, Mr. Ali, as well.
25:59Good evening to you.
25:59As you rightly said, parenting carries no manual with it.
26:06All of us would have learned from our parents, our grandparents, the neighbor next door,
26:10as it were, as to how to parent.
26:12Because parenting shapes the very foundation of the child,
26:16and I might say parenting is an asset to national development as well.
26:21Because if you want to get a better society, a better school of that, and Tobago,
26:26it certainly starts in the home.
26:28And it starts with how we as parents parent our charges, parent our young ones.
26:33We are fully aware that the home is the first classroom.
26:36We have also put ourselves as parents as the first teachers.
26:40And as such, this seminar is important because it will help to guide us as parents
26:45to ensure that our parenting is more intentional, our parenting is more informed,
26:50and our parenting is far more effective to be able to raise responsible citizens of Trinidad and Tobago.
26:59Yes.
26:59Mr. Stewart, why now?
27:01Why is it so important that we do this now compared to maybe 20 years ago, 30 years ago?
27:08Are we seeing a change where the parenting style has changed?
27:11Too much influences that are not guiding our children now?
27:15Listen, two words, digital challenges.
27:21Because we are all aware that 23 years ago we were not faced with the digital world that we are
27:27now living in.
27:28And because of the conversion or because of the transformation of this society
27:34where the digital world is almost taking over everything we do and say,
27:38it is important that our parenting styles, our parenting models are shifting
27:43to be able to accommodate for the taking place in the digital space
27:47and be able to help our children as well when it comes to navigating the complexes of the digital world.
27:54In addition to which, of course, there are so many social challenges that we as parents face with our children,
27:59in the community, in the home, even in our churches or mosques or mandeos,
28:04and certainly in the classroom.
28:06And I felt the parenting styles of 20, 30 years ago must shift because of accommodate
28:12and facilitate what we are seeing in the modern world today.
28:18And, of course, by being proactive, being proactive,
28:22it is going to help us to be able to chart that course going forward.
28:27Mr. Stewart, you made a very important point
28:29and you conjuncted it what Whitney would have indicated
28:32in terms of looking at the increase in terms of the influences we are seeing
28:37in terms of, and you spoke about the digital age, very significant social media.
28:41My simple question to you this afternoon is that coming out of this seminar,
28:45what do you hope to achieve?
28:46And I say you meaning plural, the key stakeholders that are coming to execute this seminar.
28:51What do you all hope to achieve and what should the citizenry of Trinidad and Tobago expect
28:56in moving forward?
28:58Very good question indeed.
29:00We want, when we leave this seminar on Friday,
29:04to be more informed and more confident.
29:08We are supposed to understand and appreciate that our parenting
29:12is going to make a definite impact on our children, on our community,
29:17and, of course, as I said before, on the nation of Trinidad and Tobago.
29:20So we are more informed, more enlightened, more aware
29:24of our roles, responsibilities, duties, and tasks as parents.
29:28And that will make us more confident, more effective parents.
29:31Yes.
29:32Understanding our role.
29:33Mr. Stewart, before we wrap things up,
29:36I know you have heard this in children making children, right?
29:39Yes.
29:40And usually this is something that many persons who have had experience with raising children
29:45and they see their children prosper and do great things.
29:48They're seeing that they're going on the wayside because of the young ones who are now having children.
29:52What would you say to the young ones who may be listening
29:54and in a situation where they were pregnant at a very young age
29:58and including the fathers who have to know father at a teenage stage?
30:04And what we are saying to them is that it's not the end of the world.
30:07Many of us, Ms. Whitney, have made mistakes in life
30:11and we want to be able to pick up the pieces and continue to move on.
30:15So it's not the end of the world.

32:26I love the way that you build the context with reference to this parenting.
32:31And, you know, when you basically did a comparison for us some years ago and now,
32:37and, you know, and I made the point as well that if you look at many professions
32:43or maybe slash occupation, you realize that there's some training
32:47that must be administered to ensure that you'll be able to function properly.
32:51And if we are seeing so many influences around social media, the digital age,
32:57crime and criminality, vulnerable communities,
33:00it is even more important to recognize that this area of parenting,
33:06while there may be, you know, little pockets that persons are trying,
33:10and I salute those who are trying in their different pockets
33:12and parents who are really making an effort, but it must be a formal approach.
33:17It must be formal and structured.
33:19And I'm happy that the NPTA president spoke about even going into the,
33:23looking at it from the womb of the parent
33:25and looking at both father and mother,
33:27so that, you know, you're starting to appreciate
33:29what you are bringing into the world.
33:30And you are blessed,
33:32because many persons would love the opportunity to have a biological child,
33:35but don't.
33:36So those who have children must appreciate and understand
33:40that you have been given a gift,
33:41and you must be able to treat that gift that God has given you.
33:44And those who don't have, who have the opportunity to play a guardian role
33:48or a place of responsibility,
33:50also embrace that opportunity,
33:52because you are basically nurturing the dignity of a human being,
33:57for God knows what contribution that that child or children will be making.

34:05whether directly or indirectly,

41:21the Commissioner of Police

41:24from a policy context

41:26a deeper understanding
41:27as to that directive
41:29and the impact
41:31of that directive.
41:32So I just want to just
41:34exercise a little caution
41:35there in terms of
41:36law enforcement officers
41:38but medical certificates,
