02:57As we continue to see the spotlight being placed on the members of the TTPS,
03:02we are seeing transparency as well within the TTPS when it comes to crimes committed.
03:07Now we will discuss more on that today. And with us, we'd like to welcome representing the Eastern Division.
03:13Back with us, Inspector Ragbir. How are you today or this evening, Inspector?
03:18Good afternoon, Whitney. Good afternoon, Trinidad and Tobago.
03:21My name is Rishi Ragbir, Inspector of Police attached to Eastern Division.
03:25It is a pleasure to be here once more.
03:28I'm always happy when you're here because you let me know all the great things that are taking place in your division.
03:33So the last time you were here to know, how has things been?
03:37Well, it has been, as I say, as usual, Eastern Division, our community initiatives at the forefront.
03:46We continue with our community initiatives throughout the nine stations.
03:51And we also have the suppression tactics going when it comes to serious crimes.
03:58And as such, we at Eastern Division enjoy a high percent detection rate in Eastern Division.
04:04The one word you mentioned, which is suppression. And many times persons don't like to hear that.
04:08But it really works when it comes to dealing with the criminal elements and the way they are dealing with all these illegal activities that are among us.
04:16So when we look at the purpose of the police is basically to prevent crime and detect crime.
04:23So one of the preventative measures is suppression.
04:28There will always be crime in society.
04:31And we need to put measures in place to suppress the crime.
04:35And then we need to put measures in place to deter persons from committing crime.
04:39So any improvement from some of the challenges you had before when you were on the show?
04:44Are you able to rectify some of them?
04:45Of course. Yes.
04:47You know, with the challenges with any organization, there are challenges.
04:51And, you know, once we implement, identify the challenges and then we plan for it and we implement those plans, we would always be in a position to overcome the challenges.
05:04So we will dive in a little bit more later on what the positives are.
05:10And I don't want to say it's negative, but what may be some of the things that you're still seeing is like a spoke in your wheel to make things better in your division.
05:19So we're going to dive straight into what made the headlines today. So let's take a look.
06:10And we saw some of the stories making the headlines.
06:21And as I mentioned before, when we opened the show, the spotlight is heavily on the TTP, as usual, but in particular this week,
06:27because we are seeing from kidnappings to abuse of the way in which police deal with individuals and also domestic violence coming into the mix as well.
06:40So let's dive straight into it. Three murdered in Pinal, Williamsville.
06:44Now, according to the Trinidad Express, a U.S. deportee and his cousin was shot dead in Pinal and a Williamsville man was killed near his home on Wednesday night.
06:56In the first incident, the deceased were identified as Mario DeLeon, 45, and cousin Gerald Felix, 55.
07:04Police suspect that DeLeon was the target of the gunmen.
07:09Around 7.15 p.m., DeLeon and Felix were talking near the gate of Felix's home on Dookie Street when a man dressed in a hoodie approached them.
07:20Gunshots rang out and the man ran off.
07:23Relatives came out and observed both men suffering from gunshot injuries.
07:27Felix was placed in a vehicle and taken to the Safari District Health Facility where he succumbed to his injuries around 7.50 p.m.
07:36DeLeon was pronounced dead at the scene. Police retrieved 12 spent .9 millimeter shells from the crime scene.
07:44Also, a man shot and killed in the hard bargain last night.
07:52Now, I'm sure anyone with information and the officers are trying to figure out how to gather information to deal with this matter here.
08:02And condolences to the family for those who may have been injured and killed in this situation here.
08:10But this is what was circulating on social media.
08:16Also, Tobago policing operations net seven firearm and narcotics seized.
08:23Precision policing operations in Tobago over the past 24 hours have resulted in the arrest of seven suspects and the seizure of one firearm and quantity of ammunition and narcotics.
08:34The first exercise, which took place during the wee hours of the morning, officers proceeded in Spring Garden Trace Extension where they observed a group of men standing in the roadway.
08:47One seeing the officers then ran off.
08:50One suspect who was armed with a gun allegedly pointed the weapon in the direction of the officers who, in keeping with the use of force policy, discharged their firearms in his direction.
09:01The suspect threw the firearm on the ground and surrendered.
09:04The man, a 20-year-old, was arrested and one Beretta pistol loaded with a magazine containing 15 rounds of 9mm ammunition was also seized.
09:15So a job well done there from the officers.
09:18And more of what the officers are seizing from ammunition.
09:24Ammunition and narcotics seized in the Port of Spain Division.
09:27A quantity of ammunition and narcotics was seized in the Laventille area by officers in the Interagency Task Force IATF yesterday morning.
09:36The officers executed a search warrant exercise in the Prosperity Lane, Gonzales, and Mentor Alley, Laventille.
09:44However, nothing illegal was found.
09:46The party continued their search and went to a bushy area a short distance from Prosperity Lane and found an extended magazine containing 16 rounds of .40 caliber ammunition, 8 rounds of 5.56 ammunition in a black bag, and 3 plastic packets containing cocaine that weighed 48.1 grams.
10:08So the inquiries are continuing there with that matter, but the officers are busy trying to deal with the criminal situation or the crime that is taking place in Trinidad and Tobago.
10:19And we're going to dive straight into it.
10:21I don't want to bring you there, Inspector, but this is where we are at.
10:25A couple was awarded almost $5 million by the court.
10:30I think it's .5 million.
10:32It's .5?
10:33Yes.
10:35Okay, so .5 million.
10:36I stand corrected.
10:37.5 million.
10:38And it was because of almost like a malicious way in which the officers were dealing with the couple, and evidence showed that.
10:46What are your thoughts on this?
10:48A judgment was made, and now prisons are saying, you see?
10:52I always say that they have officers who target individuals.
10:56So it is sad that when prisons and authority abuse the power vested in them, as in this instance, the court would have awarded the couple that sum.
11:09But I want to look a little deeper, dive a little deeper.
11:14Situations like this can be avoided, and how it can be avoided, it is where I would please blame on supervision.
11:24We need to have proper supervision, and I am urging my supervisors throughout the Trinidad and Tobago Police Service, supervise the persons under your command.
11:35Supervise them.
11:37Proper supervision can eliminate instances like this from occurring.
11:43Once again, the other side, it shows that persons who are affected by the, when they are treated unfairly, we see that they can be, there are some sort of, I will not use the word reward.
11:59Yes.
12:00But they can.
12:01Compensation.
12:02Compensation for the unfair treatment.
12:05And I would like to urge the general public, information that you may have that can assist in solving any crime, feel free and contact, share that information via 800-TIPS or 555.
12:23And even if you believe that you were unfairly treated or by the police, you can report that situation to the Police Complaints Authority or the Professional Standards Bureau of the Trinidad and Tobago Police Service who investigate improper conduct of police officers or misconduct or misbehavior of police officers.
12:48So, I'm hoping that officers understand because you're wearing the uniform, you cannot abuse the way in which you have that uniform and what comes with it.
12:59And persons are supposed to trust the officers.
13:01It's not where we have to be working on eggshells or fear the officers.
13:05It's the respect, which is very important.
13:08And this is even more important, Sue, because whenever there are complaints against police officers and we see this sort of decision taking place in court, what it does, the general public, it erodes the trust of the general public.
13:25Of course.
13:27No, here it is that officers are trying.
13:30They are working to gain the public trust.
13:32They're trying to work with the public to reduce crime.
13:35And here we have instances where we've seen headlines, abuse by police.
13:39Now, the public would now want to label and broad brush and say, how can we trust?
13:44Yes.
13:45So, I am saying once again, I'm saying to the general public, not all police officers are like that.
13:53The majority of the police officers are hardworking officers.
13:59They are honest, trustworthy officers.
14:02And they are here to make a difference.
14:04They are here to improve the country.
14:08And I will say this quickly to the officers.
14:11Understand, you can't be losing money like this.
14:13$500,000 that is out of the money that could be used for your body cams.
14:18So, you can't be giving back the state that all you need is money to do things.
14:22Because we have to, the money that was allocated for the TTPS is going to be touched.
14:27And we see that.
14:29And we see that, you know, when you look at the budget.
14:33And you look at the, you know, if you look at compared to last year to this year, we may not see a great decrease.
14:39But any sum that is, you know, any decrease we get is less resources.
14:44For you.
14:45And when we do also, when the state has to pay these monies.
14:49Which is from us.
14:51You would see that now even more.
14:53And if you ask any, the police service together with other organizations, they always, we could always use more resources.
15:01Yeah.
15:02You'd always get resources.
15:03And you're quite right.
15:04When we have to pay these monies, you know, but I want to see.
15:10Sometimes I've heard in the past that judges were calling that the police officers should pay out of pocket.
15:16I think that's a good idea.
15:17Sometimes there is an argument.
15:21I don't want to go down the road.
15:23I don't want to go down.
15:24You should come with me.
15:25But sometimes, you know, sometimes when something affects someone personally, they may change the money.
15:32Of course.
15:33I'm sure if they do something wrong, the officers say that money will be taken away from them.
15:37You know, sometimes.
15:38Yeah.
15:39They will act differently.
15:40Now, I know we are going to break shortly, but I'm going to bring this up and we will touch on it when we come back with the abuse of police spouses.
15:47Now, according to a police complaints authority, a report into the police's handling of domestic violence cases, including involving members of the police service.
15:59Has also stated that several women with complaints against the abusers were killed before the cases were handled or resolved in its domestic violence report.
16:08Twenty twenty four.
16:09The PCA cited reports of domestic violence among civilians against relatives and noted instances among all reports where the victims later refused to pursue legal action against their abusers for a number of reasons.
16:24So we will come back to this because we also spoke about domestic violence and its length this week.
16:29But we're seeing it back in the public domain with the conversation continuing with the PCA and how they are dealing with it.
16:36And also members of the TPS who may be abusers as well.
16:40We need to take a break.

19:05And we spoke before the break of the abuse by police spouses and domestic violence in general.
19:11And the PCA is stepping in in a major way to bring, you know, information to the public and awareness to where the TTPs may be falling short.
19:21And how you all could deal with domestic violence situations in a better way.
19:28So the police have sort of recognized that domestic violence is an issue.
19:34And as such, we were guided by our standing orders on how to deal with issues of domestic violence.
19:42However, 21st February 2024, that's this year, the police service, the Commission of Police would have issued a guidance manual for officers investigating domestic violence.
19:58So the police service identified the need to look at the domestic violence situation.
20:04And as such, the police service would have, the Commission of Police would have now put together a manual for officers going forward on how we treat domestic violence matters.
20:18We also would have created the gender-based domestic violence unit, which treats with basically intimate violence, partner violence.
20:30With the spouse.
20:31Yes. So those are the forms by which the police service look at going forward, especially investigating domestic violence.
20:38The manual is here now. We are putting it into place. We are now implementing the manual going forward.
20:45So basically, when it comes to the report of domestic violence, we're looking at a robust and precision action, quick and decisive action in dealing with domestic violence.
20:56Now I'm going to raise this because we spoke of also officers in the TTPS who may be abusers.
21:03And according to PSA, with neglect of duty between October 1st, 2011 to September 30th, 2018, six reports of domestic violence were made to the PCA by males, while 43 reports were made by women.
21:17Physical abuse were reported by 27 people, 19 for verbal or nonverbal abuse.
21:24One person reported sexual abuse and two people made reports in the category of economic or financial abuse.
21:31From 2011 to 2018, 37 reports of domestic violence included police officers.
21:38And for the neglect of duty cases, the offender was a police officer.
21:48Seven cases were reported to the police.
21:51So where are we when it comes to the officers within the TTPS who are clearly neglecting their duties and being abusers in relationships?
22:02So once a report is made, an investigation will be conducted.
22:07So if a report is made against a police officer, someone senior to that officer would be the person leading the investigation.
22:17Now, it may sound a little weird.
22:20However, as in any instance, we need the support of the victims.
22:27So the victims come in. It is integral that the victims also have a part to play.
22:33Because we have seen a lot of instances, the persons, the reports being made, but the victims are not providing the statements.
22:42The victims are not cooperating.
22:45And at times, there is no evidence to continue.
22:50So we need, before we can charge persons, we need to have evidence that can support the charge and ensure that we be able to convict in a court of law.
23:03And in instances, the evidence is not there.
23:07Because for some reasons, the victims may not want to continue.
23:15Saying that, the manual I spoke about earlier, once we have reports of domestic violence, we have the initial investigation.
23:26There is follow-up. We must have follow-up.
23:28And then we have what we call, feedback and follow-up is one.
23:33And then we have where we go and pay welfare checks.
23:38So welfare checks is something, now, so even in instances where the victim may not give the statements,
23:46the officers are required to go back and do welfare check on both the person who is reporting and the person who is accused of committing the action.
24:00So just make sure that...
24:01So we have that welfare check to make sure that...
24:03Yeah, because from what they stated, you know, persons have lost their lives, even reports were given and the follow-up is something.
24:10I think the TTPS in general needs to work on a lot.
24:13That is there. Also, we, the officers, the investigators, are also required to make referrals for the persons, the victims,
24:23especially to seek the assistance of the Victim and Witness Support Unit, the Social Services Unit.
24:31That's available.
24:32Yeah, that is available.
24:33So we would make the requests for them sometimes, you know, so that they can seek that psychological help that is required.
24:43Now, I want you all to take a look at this video.

25:38If it is in the defense force, but persons will have their opinion that this was something that shouldn't have been done and it was unfair,
25:48but the way in which I watch it, if it's a form of training and in defense, they're training in one that is very different
25:54because if we're going in a war-like situation and placed in, let's say, the jungle,
26:01because that's how most of their training is done from what I have seen and observed,
26:06when a big snake lands on you, what are you going to do?
26:08Ball out and sell out everyone?
26:10You know, and I'm sure the training will be different.
26:13It is.
26:14To what you all go through.
26:15It is.
26:16The training for the police service and the training for the defense force would vary.
26:22It would be totally different.
26:24I saw the video here and I cannot see whether or not it is a training exercise or what it is.
26:32We cannot even say if it is a video that is local to us because it could be coming from another region,
26:41so I would not want to make too much of a comment on this video with it.
26:46However, if it is something local and it is not a training exercise, the persons there,
26:54I am sure that they would seek the assistance of the police or the department in terms of making a report.
27:02I mean, if it was a man, it might have had a different energy, but it was a female bowling with a snake,
27:07but we still don't know the extent of it.

27:16I just want to clarify something with the inspector said a short while ago.
27:20Now, he said you have gotten the new manual on the domestic violence and it is going out to all the officers.
27:27My question to you is two-part.
27:29One, among the inspectors and the senior members of the police force,
27:35who is ensuring or what process is being used to ensure that all officers read that manual
27:42and all officers are up to date on what the manual said?
27:47And the second part is when they go out and they do their duties,
27:54who is taking on the responsibility of ensuring the follow-ups?
28:00That is the two questions that is not clear.
28:02Thank you, sir.
28:04Where would you like to start, inspector?
28:06I would start by the manuals.
28:09The responsibility are that of the supervisors.
28:13The inspectors and the sergeants at the station, we conduct lectures with our staff every two weeks,
28:20at least twice a month.
28:24It is a forum by which we would discuss strategies and, like in this case, the manuals.
28:33The sergeants and inspectors at the respective stations would be the ones responsible to discuss the contents of the manual
28:43and the directions stated in the manual so the officers would know.
28:47Now, it comes back down again.
28:49As I say again, the supervisors are the ones.
28:52Once again, to ensure the follow-up and the welfare checks are done.
28:56So the officer who is the investigator, he has a supervisor,
29:01and they are the ones to ensure when the file comes to them or ensure on a daily basis when the reports are reviewed,
29:11they would then ensure that that is done.
29:14So, sir, it comes back down to the supervisors, which are the corporals, the sergeants and inspectors at stations.
29:21They have the responsibility for that.
29:23But you mentioned earlier that they must take proper direction and leadership when dealing with their officers under them.

31:19And we have to be alert at all times.
31:22When it comes to making yourself a hard target.
31:25And this is what we mean by making yourself a hard target.
31:28So, there's more than one situation happening.
31:31And this is the first situation.
31:33So, pay attention to this.
31:34Always be aware of your surroundings at all times.
31:38All times.
31:40So, as you're seeing, the gentleman, the person in the hat decided that I need to go in the car and get what is mine.
31:49But unfortunately, I guess he wasn't aware that it was not his vehicle.
31:54It was not his vehicle.
31:56And persons feel comfortable to have their vehicles either with the windows down, the cars on.
32:03Because I'm literally right there.
32:05So, nothing could happen.
32:07Nobody could take anything.
32:08And then watch this.
32:11So, apart from taking whatever item was in the vehicle.
32:16The persons, because they're working with someone else.
32:19The other gentleman, the person who ran off suspect, robbed an individual there who was getting an item by a vendor.
32:25And they still didn't notice that something was taken from the car.
32:31So, as we wait, I want you to see as the owner, the real owner is now going to the car.
32:38Take a look at this.
32:40So, he's going to get a surprise.
32:46As he enters that vehicle.
32:47So, you realize he wasn't even as close as you think he is to the vehicle.
32:52He was inside an establishment.
32:55Away with his window down.
32:58And I'm hoping his car wasn't on.
33:00But this here was an opportunity given.
33:05It was like a bonus.
33:08In this instance, you're seeing that it's two, basically two offenses committed there.
33:14And, once again, persons do not, they leave the car open.
33:21The car is open.
33:22In some instances, persons leave the car running.
33:25And the person's jumping it.
33:27The person who appears to be making the purchase would have left the items there.
33:32And you see that it's going around, you know, the day-to-day business without paying any attention to those around them.
33:41And, as we see, easy targets.
33:44Crime opportunity, crimes of opportunity.
33:47But it's just sad to see that, again, we always try to let persons know.
33:53Even though you may think it's nothing because other people may be wrong.
33:58But you need to observe who's behind you at all times.
34:01Or even at the side of you.
34:02Because you never know.
34:04You never know what could happen.
34:06And, again, we always preach on the show to make yourself a hard target.
34:11Be aware of your surroundings.
34:12At all times, you have to be aware of your surroundings.
34:14Especially vehicles.
34:16You can't be nonchalant.
34:18Leave the car up, lock it, you know, even if you're going right there.
34:22Secure your property properly.
34:24Because, now, those are two crimes that now the officers in that district would have to investigate.
34:31And, yes, the persons who were the victims in these instances would want justice.
34:37They would want swift action.
34:39But those are instances that can have been avoided by simple measures.
34:45So, we urge the population, the public, you know, when you're out purchasing, once again, you're going to the malls, shopping.
34:52Lock your vehicles properly.
34:54When you're making your way to your cars, especially coming up to the Christmas time now, when you're making your way to your vehicles with your bags, you know, be haste.
35:03Look around.
35:04Yeah, pay attention to the cars next to you.
35:06Enter your vehicle quickly.
35:08Do not expose large sums of cash.
35:11You know, cash.
35:12Try to avoid wearing jewelry going out.
35:14So, you know, do not make yourself an easy target.
35:18And to the businesses, I mean, if you all could go cashless, we will appreciate that so much.
35:24Because it will limit the risk for many of your customers without walking around with cash.
35:29I guess it's an old school thing.
35:30I don't know if it's more so with men, but they like to have cash, like literally have cash on them.
35:35Even if it's not in a wallet or a rubber band.
35:37They need cash.
35:39It's weird that you would see men.
35:41Females will faster do the cards, the plastic.
35:44But men, like, they want to have cash.
35:46I think it's a cultural thing.

35:57Men generally would walk with a quantity of cash.
36:00As many times I will want to get something like some tomatoes or cucumbers.
36:03And when I go in my bag, I'm like, God, I have no cash.
36:05And then the vendor may not have a machine for me to, you know, do a little tap on and get the items.
36:10Now, I want to speak on the two cops held in the kidnap case.
36:14So, two police officers have been detained by detectives of the Professional Standards Bureau
36:19in connection with the kidnapping of a foreign used car dealer.
36:23And I mentioned and we started to show the transparency of the TTPS
36:27and the way in which you all are dealing with matters like this.
36:30And we also saw a situation in the St. Joseph area where it is alleged,
36:34because it's still not clear if it's really officers, but they were impersonating officers.
36:39Where are we when it comes to hearing your officers doing horrendous crimes like this?
36:45So, firstly, I will not make any comments in relation to that incident with the two officers detained.
36:53Right.
36:54Because that is an active, ongoing investigation.
36:57What I would want to say, though, is that I want to say to the general public once again,
37:03and I have said it earlier in the program,
37:07once you believe that you are treated unfairly,
37:12there was some misconduct by the police officer towards you,
37:17Professional Standards Bureau, Police Complaints Authority can make a report.
37:22You can make a complaint against a police officer at any station and it will be investigated.
37:27So, I would want to say that when reports are made against police officers,
37:33investigations are conducted into these reports.
37:37And I stand here today to say that the police service, the Trinidad and Tobago Police Service,
37:42is one organization that investigates their own.
37:46Because we have so many officers would have been arrested and charged,
37:50and it's before the court answering that the charges laid before them.
37:56And that shows that the police investigates all reports.
38:02Now, I had this conversation this morning with a colleague of mine,
38:06and now we're seeing persons impersonating officers.
38:10And how was a civilian, how are we going to operate to protect ourselves
38:16where officers may be in unmarked vehicles,
38:19and they may not have a uniform that will identify,
38:21clear identification that they are officers,
38:23or maybe they have a uniform that resembles that,
38:26and they're still not in a marked vehicle.
38:29What should we do?
38:30What should we do?
38:31Apart from the uniform, the officers are required to identify themselves
38:35by the Trinidad and Tobago Police Service identification card,
38:38and also by, we were issued with the badges a couple years ago.
38:44So, those are two forms that we need, officers need to identify themselves
38:49to the general public when interacting.
38:53And if you observe, as the public observe, that the officers,
38:56that the persons may not identify, did not identify themselves properly,
39:02you can request that they identify themselves.
39:06And you can also feel free to call the area police station
39:11and find out whether or not that vehicle, or the officers are in this area,
39:16or they have officers given by that name working there.
39:20You can make inquiries into that.
39:22But we are required to identify ourselves.
39:24But as an example, let's say I'm on the road, I'm on the highway,
39:27and I see a black X-trail SUV that you'll usually use on marked, with blue lights.
39:35And they're signaling to me to pull over, pull on your shoulder, pull on your shoulder.
39:40And I'm like, but I'm not sure if this is really police, and I don't want to stop.
39:45Lo and behold, it really may be police officers, but I don't want to stop.
39:51Could I continue going to my destination or go to a police station?
39:55Because it's not clear, for me, enough.
39:58Because, I mean, they wouldn't be, like, chewing the barge out the window, waving.
40:02So, in that instance, if you believe that it is not a police vehicle,
40:07and you're close to a police station,
40:09it is advisable that you can pull in at the nearest police station there.
40:13And, you know, if they are in fact police officers,
40:16they would come and interact with you there.
40:18And if they are not, you can now feel free to make a report concerning the incident.
40:23Yeah.
40:24So, I hope that persons are able, if you feel uncomfortable and it's not a marked police vehicle,
40:29and you don't want to take the chance, because that's what we saw that took place in St. Joseph,
40:34where these persons were impersonating the officers,
40:37that they came out and the person felt like, okay, well, maybe I really need to stop.
40:40And then we saw what took place, that we need to also safeguard ourselves.
40:44And it's correct, go to the nearest police station, if that's the case,
40:47and then deal with it from there.
40:49I mean, hopefully the officers won't be screaming and bawling,
40:51you didn't see me there, you need to stop and all these things.
40:53But that's not usually the case.
40:55So, as officers in your division, I know I'm going back a little bit here.
41:01Could you mention a few things that we saw improvement?
41:04Right. So, in our division, we have had a reduction in serious crimes.
41:09And we also, combining the division, we have a detection rate of 42%.
41:16You know, we in the division, and I must say that there was a slight,
41:21there are changes within the administration of the division.
41:25So, now, at the head of our Eastern Division,
41:29Senior Superintendent Christopher Papounet is now in charge of Eastern Division.
41:34He has taken over from Senior Superintendent Guy Allen, you know.
41:40So, Mr. Papounet is here now, and he brings a wealth of knowledge
41:46and experience to Eastern Division, especially in the area of,
41:51where you should say, we want to use it with crime fighting, mostly, but you know.
41:56To combat the crime.
41:58Yes, to combat that, you know.
42:00So, we noticed that even though we had a reduction in some serious crimes,
42:04and not all serious crimes we would have had a reduction in.
42:08For example, in Rio Claro, we would have had an increase in robberies for the year.
42:13But, I make mention of that because there's a positive light to that.
42:18We had an increase in robberies, but then we had an increase in detection rate.
42:23So, for the year, in that region, we would have had 28 robberies,
42:26and out of the 28, we solved 20.
42:29Excellent.
42:30Which is at 72% detection rate.
42:32And, we haven't had a robbery within the last three months in that area.
42:38So, you know, as I see, the...
42:42The key word you used was suppress, so I'm seeing that you're not suppressing.
42:46And, just up to recently, a couple of days ago, there's a unit in the Eastern Division,
42:53well, each division has a gang intelligence unit.
42:56Their mandate is exactly what it is, to target gangs.
43:02And, the unit in Eastern Division is doing extremely well.
43:06I must say they're doing extremely well.
43:08A couple of days ago, we would have had...
43:12The unit would have detected and arrested persons in relation to a large sum of narcotics.
43:19So, I...
43:20Working hard.
43:21Yes.
43:22And, I would say, you know, I see good leadership.
43:27And, Eastern Division has always been a place where we will have that extremely good leadership.
43:34We see that.
43:35And, I must say that with the...
43:37The Trinidad and Tobago Police Service, the leadership in the divisions are really good.
43:43Because, now, we see that Miss Guy Allen was there, and she was doing a tremendous job.
43:47And, she's now at CID.

47:14in an unmarked vehicle showing up and what you should do.

47:21and be aware of it.

49:12about the officer would have made a comment
49:13saying that he believed that the persons
49:17down in a certain area are responsible for that.
49:20So we, earlier we told you,
49:23you would have read an article
49:24and talk about precision policing.
49:27So that officer would have probably
49:30said something a little loosely.
49:32However, I'm speculating at this time.
49:36You identify, first thing you identify
49:38trends and patterns in a region.
49:40So probably that officer would have identified
49:42a trend or pattern taking place in that area.
49:46Now, when we identify the trends and patterns taking place,
49:50and these trends and patterns are being identified
49:52by statistics and data.
49:54So where we see, we then would now
49:57devise a plan of action to treat with it.
50:00Yeah.
50:01So in that instance, the person said
50:04the Marabella area, the line on the Marabella area.
50:07So I would want to think that the officers,
50:09if they identify certain activities
50:12is taking place in that region,
50:13by now they would have been implementing
50:16strategies to combat or suppress
50:19those activities taking place in that region.
50:21Well, you identify that quickly with less information.
50:24And if an officer or officers know of that,
50:28why are they not putting things in place?
50:29And that's the major question the caller is asking.
50:31Because if you already know,
50:33they're supposed to be putting things in place
50:35to make sure this does not continue, flush them out.
50:38I cannot answer that at this time.
50:40But however, I want to believe that
50:44the senior superintendent Southern Division
50:45together with the officer in charge
50:47of the Marabella police station may hear this
50:51and would look into that and, you know.
50:55Deal with it.
50:56Deal with it.
50:56Yeah, because I know as some of the officers
50:59who represent the Southern Division,
51:00they say you need a passport to come into South.
51:02So I hope that they deal with that
51:04because the members of your community,
51:06they're very concerned about what's taking place
51:08in that Marabella line.
51:09And I hope that you could rectify that
51:11because persons want to feel safe.
51:13And it's clear that there are some elements there
51:15that are distressing persons.
51:17And we don't want that at all.
51:18And mind you, you know,
51:20and I would like to urge my officers once again
51:23that a member of the public can make a report
51:27at any police station.
51:29So the caller, this should not have happened
51:32to the caller having to leave the SIP area
51:33to go to Marabella to make that report.
51:36I think you'll need a sign in the stations
51:40for the civilians, for the officers.
51:44Because it seems like some of them
51:45still not aware of that.
51:48And I don't get it
51:49because we have been talking about this
51:51for a very long time.
51:52This conversation has been happening for years.
51:54Yeah, so you can't say you didn't know.
51:56Or no, it doesn't happen here.
51:57It happens at all the police stations.
51:59So maybe they just have like a little reminder.
52:01I don't have to send an email
52:02because as if they check the emails, I'm not sure.

52:29I can make a report in Marabella
52:30even though the incident happened
52:32in the Port of Spain area.

52:35Stop sending people all over the place
52:37when they're already in a stressful situation.

54:54the vehicle that you would be entering and leaving.
