02:37I'm your host, Mark Bassan.
02:39As we continue our discussion, of course, on 16 days of activism and gender-based violence,
02:45and of course, we are also going to be talking to you about some of the safety tips
02:49you should be taking as we get into that festive season now.
02:54And, of course, today we have with us
02:58Acton ESP Russell from the Western Division.
03:00I want to welcome you, sir.
03:02Pleasant good evening, Mr. Bassanta.
03:04Good afternoon.
03:05Good evening, Trinidad and Tobago.
03:06It's a pleasure being here again.
03:08You know, to have a discourse, a discussion,
03:10and as you said, we are speaking about the 16 days of activism,
03:14violence against women, which is something that we take very seriously,
03:17the Trinidad and Tobago Police Service,
03:19as well as to disseminate some information for some safety tips
03:23as you traverse and go about your Christmas functions and shopping and stuff like that.
03:28Well, Sidney, we're going to get to those and much more later on in the program.
03:32And we just wanted to bring you up to date on the discovery of Jaquan Allen,
03:38who was found in Cora, his body thrown off a cliff two years ago.
03:42The autopsy yesterday revealed that he was shot in the head and his body later dumped.
03:48Of course, ESP Russell would be familiar with the matter because Mr. Allen
03:52resided in Pitty Valley and would have left his home on November 30th
03:57and was not seen until they found his body.
04:00So I don't know if you might have any other further information about Mr. Allen
04:03and his possible involvement in anything illicit.
04:08But what I can say about Mr. Allen, based on inquiries,
04:11he was indeed known to the police and has had his brushes with the law
04:18and has been known to be a member affiliated with a particular gang in the Western Division.
04:24I mean, we want to encourage parents and encourage neighbors,
04:27you know, speak and reach out to the younger generation,
04:30have a conversation with them so that their lives doesn't end this way.
04:34We are losing too many children, too many young males through this gang violence.
04:41One murder is too much.
04:43As a TTPS, we will do all that we can do through our youth clubs,
04:47through our different various activities, the ITF Hearts and Mind.
04:52We will do all that we can do, our counseling services.
04:55So just to try to reach out, but we need the help of the public.
04:58We need parents to be parents.
05:00We need guardians to be guardians.
05:01We need aunts to be aunts and uncles to be uncles.
05:04Be your brother's keeper so that we, as a society, each one could teach one,
05:10each one could grow one and help make Trinidad and Tobago a better place.
05:14We must really put an end to this senseless killing and violence.
05:18Exactly.
05:19And I know that you have some good news to share with us
05:23involving a string of robberies that took place, I believe, on Monday
05:27in the Western Division in the Degomartin area, was it?
05:29Yes, it was in the Degomartin area.
05:30And just walk us through because I think people need to understand
05:33how these criminals are operating now.
05:36So, you know, we speak about target hardening and making yourself a hard target.
05:41On the 2nd of December, two gentlemen, young males, you know, really young males,
05:50and they were driving in a Nissan Tida.
05:52The Tida, again, it comes up, you know.
05:54And I know sometimes when we are in roadblocks and persons see that we stop
05:58and we focus on particular vehicles, they think that they are being targeted or singled out.
06:02But based on our stats coming out of Comstat and all these other things
06:05and our intelligence and our information,
06:07a lot of these vehicles are what are being used to conduct these crimes.
06:12So they robbed several persons in the space of probably 20 minutes at 6.45, 7 o'clock, 7 or 5.
06:21Thankful to the public, again, and I say thankful to the public,
06:25information was relayed to the command center.
06:27And the command center sent the information to the Western Division
06:30and Inspector Grant, Sergeant Huggins, Corporal Garcia,
06:36and all the members of the West End Police Station, CID,
06:40the assistance of the task force and other members of the Western Division,
06:44spearheaded by Senior Superintendent Mr. Williams.
06:48We put on a sting exercise and we were able to nab the suspects the same night
06:55and recover all the items that were stolen.
06:58I want to publicly commend the team of the Western Division,
07:01continue to do your good work.
07:03And, you know, we want people to really pay attention,
07:06pay attention to your surroundings as we go into this Christmas period,
07:10this Christmas to Carnival period.
07:12So we'll continue to share some tips with you as the program goes along,
07:16you know, so that you could be more aware and you,
07:19because your safety starts with you, the individual.
07:22You must be that first person when it comes to safety.
07:27And we are hopeful and mindful, of course,
07:30and we can't emphasize that enough every day when we speak on this program
07:34about being vigilant.
07:36When you come out of a supermarket or you come out of the bank,
07:40if you're going to the car park, you have to look around.
07:42If there's something you find that's very strange or peculiar,
07:46walk back to the bank or go back into the supermarket or whatever
07:50and just look at things and maybe talk to somebody in security even
07:53and say, you know, you feel uncomfortable,
07:56maybe you want an escort to your vehicle.
07:58If you see some suspicious person or persons in and around the area
08:02or suspicious vehicle.
08:04Yes, and you know, you can also dial 999
08:07if you're not aware of the station number in the district
08:09and we with dispatcher unit, because we really want you to pay attention.
08:14You know, you're going to the counter, going to the teller
08:17to make a transaction, look around, see who's around you,
08:20see if anybody's monitoring you, look at your surroundings,
08:24see if anybody's following you.
08:26Be careful how you count your money in the public.
08:29You know, be careful of the times you go to the teller.
08:32Things like that are very, very important.
08:34You know, sometimes somebody stops you in the road
08:36when they may ask you for some money.
08:38Be careful.
08:39Sometimes that person is indeed being a distraction
08:42for somebody else to pick your pocket
08:44or probably snatch your bag, snatch your purse.
08:46We cannot reiterate enough the wearing of the jewelry.
08:50People, none of us have fence wrong.
08:51So don't think for one moment that it cannot happen to you.
08:54It could happen to you.
08:56Be careful the jewelry, be careful the cell phone.
09:00That cell phone is such a distraction, you know,
09:03and just really pay attention to your surroundings.
09:08Pay attention to your surroundings.
09:10When you're going home, change of the routes,
09:12you know, pay attention on the roadway
09:15and school is about to be out soon.
09:17We speak about the roadway.
09:18We know we need an extra level of visibility
09:21because there are children now who would be in the roadway playing.
09:24Parents, please do not leave your children at home unsupervised.

10:29And we want to kind of give you some good news to start with.
10:35A couple days ago, I believe, Mr. Curtis Francois was reported missing.
10:42He's a young man.
10:43He's been missing for a couple of days.

10:50Mr. Curtis Francois was reported missing on the second,
10:55that would have been Monday, from his Eccles Road, East Mayaro residence.
11:01So luckily, of course, and we're going to take a look at some images
11:06of the Hunter Search and Rescue under Captain Balance Rambrad.
11:10They found him alive and well this morning.
11:12Let's take a look.
11:16So, Curtis, we come here to look for you.
11:19I'm glad we find you here, deep in the bush.
11:24Yeah?
11:26Nah, we don't mess.
11:27If we come out to look for somebody, you know, we gotta find you.
11:30We started early this morning, but I'm glad we find you.

11:40So I don't know the circumstances surrounding Mr. Francois' disappearance.
11:47Maybe he was mentally ill or something, or he wandered from home.
11:51And I don't know, because they found him in a forested area in the Mayaro area.
11:55So thank God he was found alive.
11:57Yes, and we want to say a special thanks to the Hunters Search and Rescue team.
12:02I mean, they have been doing excellent work,
12:04assisting the members of the Trinidad and Tobago Police Service.
12:07And we thank them for their assistance.
12:09I mean, they are always dependable.
12:10We can always count on them, and we want them to know we do appreciate
12:14your efforts and your assistance in this fight against crime here.
12:18Yes, certainly.
12:20We have a video that was attempted.
12:23I don't know if it was a carjacking or robbery of some sort
12:27in the Mountain View area in Marrakesh sometime either last night or the night before.
12:34We'll take a look at some of the images here.
12:40So there's a car that drives off.
12:42And there's a car just at the edge of your screen there to your right.
12:47You're seeing somebody.
12:48This car drives off.
12:49This is another angle.
12:52All right, this seems like it was yesterday, last night, the 4th.
12:55And then you see somebody, yes, last night.
12:59And apparently, he fires shots at the vehicle.
13:04And he runs back into the waiting vehicle.
13:07You see him there.
13:08The two camera angles showing you the difference and where they would have...
13:15So this car, apparently, main car there, yes, driving in my producer's stand.
13:19Me and the other car that followed, it stops there.
13:23And then you see this car continues to proceed into the street.
13:27And then you see the gunman runs into the frame.
13:31And then into this other camera, you see he's firing shots at the car.
13:35Yeah.
13:36We don't know what's the reason.
13:37But certainly, they were followed.
13:39Definitely.
13:41When you look at that, Mr. Besand, I know you said an attempted carjacking.
13:47But what stands out to me when I do my brief analysis of that video
13:52is that he came out of the other vehicle, firearm in hand, and started shooting immediately.
13:59You don't really see an attempt to relieve the person of the car.
14:02It looks to me more like an attempted murder.
14:06Something either, or they could have probably trying to get the vehicle, make them stop.
14:10We don't know.
14:10We're not clear on all the details, of course.
14:12But we are hopeful that the police will shed some light.
14:15Maybe tomorrow we can share that if we get that information.
14:19Once the information comes to hand, we will share to the media houses.
14:22But taking your point, it seems that that vehicle was in some way targeted for one reason or the other.
14:28For one reason or the other.
14:29Where was the driver?
14:30They were shooting on the driver's side.
14:33And they would have been following the vehicle, if you realize.
14:36Yes, certainly.
14:37And the thing is, you know, there's also a number of
14:40carjackings taking place now where they're stealing SUVs to do crimes.
14:46And I'm happy that you touched on that SUV.
14:48Because within a recent time, our statistics show,
14:50what comes to that has been shown an increased use of SUVs.
14:53Because, you know, SUVs itself had a certain cliche surrounding it.
14:58But the criminals are always trying to be one step ahead of the police officers.
15:02And, you know, some persons might wonder, you know what,
15:05I'm not driving a Tida or I'm not driving a particular vehicle.
15:09I may think that they themselves are being victimized.
15:11When we are operating fully on our stats, fully on our intelligence,
15:16fully on our information, as it pertains to this,
15:19the police service don't operate in a vacuum.
15:22We are statistics and intelligence led.
15:25Yes, yes.
15:27And we, unfortunately, we had another homicide in the San Juan area this afternoon.
15:34We don't have all the particulars,
15:36but we understand somebody may have been shot and killed.
15:39His name, according to police,
15:42he has been identified as Nigel Smith, aka Poe's Rat.
15:46And I know in that area, there's been a couple of homicides
15:49sprinkled around over the last few weeks, last two months.
15:53Which, you know, there are various reasons about, of course,
15:57you know, gang related activity or somebody having a beef with someone of some nature.
16:02So we're not too familiar with what might have transpired in this particular case.
16:07Well, you know, gang activity and turf wars, you know,
16:13they are all intertwined with each other.
16:15The drug block, the territorial space,
16:19you know, there will continue to be a rivalry for that.
16:23But the gang intelligence unit in each division,
16:25we are putting things together to put all these things to rest.
16:31The thing about it is a gang investigation because of what it involves.
16:35Look at associates, bank account, vehicles used, friends, family, associates.
16:41It's a lengthy something.
16:44So as we look at us, look, when we do goals and crime fighting efforts,
16:48we look at short term, medium term and long term.
16:51So whilst we would increase patrols in the area, that's a short term.
16:56But the medium term work and the long term work is being done in the background
17:01where we compile information and dossiers on these gentlemen.
17:05And, you know, soon you would see a whole gang arrested.
17:10And we're hopeful that transpires and not too far in the distant future,
17:15not too far in the future.
17:17Well, let's just say we continue to work hard and really drive this effort.

20:06Of course, joined today by Acting ASP Russell from the Western Division.
20:11And we want to take some time to kind of educate the public, of course,
20:14and those in the Western Division of some of the initiatives
20:18that the Western Division is taking as we near the Christmas season.
20:22Or we are in the Christmas season.
20:24We are in the Christmas season.
20:25And you know, we can't speak Christmas without speaking about the other C,
20:29which is Carnival.
20:31Yes.
20:31So at the Western Division, we have started doing, like I said,
20:34the last time I was here,
20:35that we have launched our Yuletide operation,
20:39Yuletide patrols throughout the malls.
20:44Move it on would definitely be on our radar.
20:46We know the prevalence of incidents that happened down at that site.
20:51Long Circular Mall, West Mall,
20:54Ellerslie Plaza, Starlight Shopping Plaza.
20:58You know, all the malls we would be paying particular attention to.
21:01And whilst we're paying particular attention to the malls,
21:05we would still be paying attention to the neighborhoods.
21:09So leave is restricted.
21:12So we have the extra strength.
21:14We have the extra manpower on the ground.
21:16We have the intelligence.
21:18We have the data.
21:19And we continue to just provide that proactive measure
21:22of being present on the ground to avoid,
21:25we prefer to prevent the crime than have to solve the crime.
21:28However, if we have to solve the crime,
21:29we will do our best to solve the crime.
21:32You talk about stepping up patrols
21:34in these busy commercial areas and these malls.
21:37And one of the things I remember a couple of weeks ago,
21:41a lady lost a vehicle in Move It On.
21:43Apparently it was stolen.
21:45And I know that is also something,
21:47apart from the risk of people being robbed and so on,
21:50and these malls, they also target vehicles.
21:53Have you seen an uptick in the last couple of weeks
21:56with that and other measures being put in place
22:01to kind of mitigate those kinds of crimes happening?
22:05Well, an uptick maybe based on statistics, as we say.
22:12But there have been issues of vehicles being stolen
22:16or broken into.
22:17One of the things we want to discover,
22:19especially when it comes to vehicles being broken into,
22:22and it's a Christmas safety tip as well,
22:25we tend to leave items on the seats to tempt other persons.
22:29You leave your handbag.
22:30Sometimes the thing pushing the computer under the seat,
22:33you may push it in a hurry,
22:34but it may not be fully hidden from view.
22:37Right.
22:38So we advise you to place these items in the trunk.
22:41We advise that you park in a well-lit area.
22:45We advise when you're going to your cars,
22:47have the keys in your hand ready to enter your car.
22:50We advise that when you drive,
22:51you drive with your locks closed.
22:54Yeah, and the thing is too, as you talk about that,
22:55some people go into a shop and they might buy some stuff
22:58and they will walk to their car,
23:00they in the mall,
23:01put it in their car and then they walk
23:02and they go back to their stores
23:04and they're not cognizant that there are people looking at that.
23:07Looking at that.
23:08And another thing,
23:10the thing that they like the most,
23:13I just run out of the car,
23:14so they leave the keys in the car.
23:16They leave the car idling.
23:18And that in itself is an invitation
23:22for persons to take your vehicle.
23:23Now, it's all about what you call target hardening.
23:26And again, we cannot reiterate enough
23:29and emphasize the importance of making yourself a hard target,
23:33Mr. Bassant.
23:34Yes.
23:35And we ask the public just to be vigilant.
23:38I know we would come here and we would speak
23:40and you would wonder if these methods
23:42that we disseminate to the public are really working.
23:46And I would tell you, yes, they do work
23:48because just like how you are there,
23:50they are doing their intelligence on you.
23:51They are looking at you.
23:52They are monitoring you.
23:53They are doing their surveillance on you
23:55to see if they catch a wanted moment.
23:57When you go out and you stand
23:58and you posture yourself with confidence,
24:00you look away of your surroundings,
24:01they would say, all right,
24:02let's pick somebody who might be a little more,
24:04they're walking.
24:05And many times we have seen persons
24:06even crossing the road and walking to the car.
24:09This is their action.
24:11Yes.
24:11So you cannot see what is going on around you.
24:13The person either runs up
24:15and the phone starts to run away from you
24:17or it takes something from you,
24:19another thing, a shopping time.
24:21So we have the bag with the curtains in this hand.
24:24Then we have the grocery in the other hand.
24:26So we are defenseless.
24:29We are ripe and primed for the taking.
24:32So we want to just encourage that.
24:34And the simple things,
24:37once they recognize crime by opportunity
24:40and they see an easy target,
24:42you are not exempted.
24:44They will come at you.
24:46So all we ask is for you to just be aware.
24:49Be alert.
24:51What else can the persons in the Western Division
24:55expect as we go into this new tight season?
24:57Yes.
24:57Some of the other things that you all have.
25:00What we have.
25:01Yes.
25:02Is the daily roadblocks.
25:04The roadblocks, that daily roadblock is so effective
25:10and we have it roving.
25:13So not because you pass us on this side
25:16means that you wouldn't catch us on the next side.
25:18We want to encourage all criminals
25:19to really stay out of the Western Division.
25:22Because we will catch you.
25:24Our roadblocks are random.
25:26Any hour, any time.
25:28All station districts are mandated to do daily roadblocks.
25:33Which is very effective.
25:34We ask the public to support us.
25:38And, you know,
25:40the quarrel with the inconvenience
25:41but it's to protect you and I.
25:43Because let's say...
25:44And you should also ask the public
25:46to stop putting up roadblocks in the social media.
25:49Because then you give criminals a heads up
25:53as to what is going on.
25:54So that if they were supposed to be taking something
25:56in that direction, they would stop.
25:58Yeah.
25:59You know.
25:59But let me add one more.
26:02And I like to place people in hypothetical situations
26:05where, for instance,
26:07let's say we are doing a speed exercise
26:09and you start flashing your lights
26:12to tell the person slow down.
26:14Now that person, had we caught them speeding,
26:17we would have delayed them
26:18and deter them from continuing to speed.
26:21When you flash your light and they slow down
26:22and they now pass the police officers
26:24and then they pick back up the speed.
26:26This is Christmas.
26:27Person's drinking.
26:29Could be a pedestrian that's drinking
26:31and run across the road.
26:32Could be the driver that's drinking
26:33and lose control of the car
26:35and run into one of your family members.
26:39How would you feel then to see that
26:40that was the same car that you would have given lights
26:43to?
26:45Yeah.
26:46So we need to think about our actions.
26:49We need to really analyze
26:50and do our own self-assessment.
26:52Let me tell you this.
26:53Safety and making Trinidad and Tobago
26:55a better place starts with you.
26:58The individual.
26:59Each one of us has a responsibility, Mr. Hassan.
27:03Yes.
27:04Each one of us.
27:05And we need to take that responsibility seriously.
27:10All right.

29:54at a company.
29:55We will not call the company's name, of course.
29:58And she purchased this vehicle

30:02Let's take a look at this vehicle
30:04and what she had to say.
30:07Okay, people, this vehicle here,

30:12I purchased this vehicle
30:13on the 16th of November.
30:18I brought it back three times
30:20because of an AC problem.
30:23I have AC problem.
30:25I was told on the third fix,
30:27if it wasn't rectified,
30:29I was to bring back the vehicle
30:31and I could get refunded the money.
30:34Now I am here leaving the vehicle
30:36and they're telling me
30:37that they had to write something
30:39to the Ministry of Trade
30:40and all of that bullshit
30:42and the warranty didn't state it.
30:44But I am leaving this vehicle here
30:48and they mentioned to me
30:49that they were going to sell it
30:51and I will have to call.
30:52They will call me in time
30:53when it's time to do the transfer.

31:09but it's a new vehicle in that realm
31:12and she has been having problems
31:14with the vehicle.

31:16three times she carried it back
31:17because of AC problems.
31:18Now they're telling her
31:19she can't get a refund.
31:21I guess you could give
31:22some guidance to that.
31:23Well, I'm almost certain the vehicle
31:24may have had some form of warranty.
31:27But she said it.
31:27Because foreign user,
31:28otherwise it must have
31:29some form of warranty,
31:30maybe three months or six months.
31:31So we are clearly within
31:33the warranty period.
31:34So the seller,
31:36the company should have
31:37warned the cost of the repairs.
31:39It appears that they
31:40cannot get the vehicle repaired.
31:42Now, in situations like this,
31:44we want to advise the public
31:45you could engage the Bureau of Standards
31:46and as well as the Consumer Affairs Office
31:49and they would guide you accordingly.
31:51You can even make a report
31:52to the Office of the Ombudsman
31:54who would ensure that situations
31:56like these are treated with
31:58in its quickest possible time.
32:00And we want to hope that
32:02that company will expedite
32:05the consumer's request
32:08to getting back,
32:09if not her monies,
32:10maybe perhaps exchange
32:12the vehicle in some measure.
32:13I know they will have to
32:14go through some paperwork.
32:15Definitely.
32:16But she speaks about transferring and so on.
32:18But don't transfer the vehicle
32:20unless they have a sale for it
32:22and they pay you that amount.
32:24At least that is what you should do.
32:25That is what you should do.
32:26Because what you see,
32:28and this is what persons filter
32:29understand,
32:31you could sell a vehicle.
32:33Once the vehicle,
32:34let's say you purchase a vehicle from me
32:36and I never transfer the vehicle.
32:39Under the law,
32:40I am the legal owner of that vehicle still.
32:43Regardless to how much money
32:45you pay me for that vehicle,
32:47regardless to what documentation,
32:49bill or sale, bank receipt that you have,
32:52I am still the legal owner of that vehicle.
32:55I know sometimes some people
32:57have their own methods
32:58that they may want to employ
33:00to really avoid paying the transfer fees.
33:03Yeah.
33:04But you know what?
33:05Why spend $150,000 for a vehicle
33:08and refuse to spend $4,000
33:10to transfer the vehicle?
33:12You're right.

33:39Because 99% of all businesses
33:42are on the main road
33:43and can't reverse it onto the main road
33:46every day all over,
33:48even from the police station.

33:52a man comes out of the road,
33:53stops the traffic,
33:55people reverses out of business places
33:58and nobody's been charged.
34:00And I want to ask from you,
34:01going down to all the constables
34:03and ACPs and DCPs,
34:05how many people have they have charged
34:08in their lifetime for reversing
34:09onto a major road or a road like that?
34:14Good question.
34:15All right, so that's a great question
34:17and it's an interesting observation
34:18that the caller has made.
34:21No one is above the law
34:23and you haven't ventilated
34:25that situation.
34:26I would now communicate to my seniors
34:29so that we, the police service,
34:30could lead by example
34:32and put an end to this
34:34reversing onto the main road.
34:35Let us be the change that we want to see.
34:37So we would certainly start with us.
34:40I would echo your sentiments
34:42throughout the channels
34:43of the Trinidad and Tobago police service
34:45and we would have communication
34:47sent out to all heads of department
34:49to put an end to this sort of behavior.
34:53I would want to encourage officers,
34:54now the things are a bit different
34:57in the sense that
34:58with the new fixed penalty system,
35:00only persons trained with the device
35:02could really issue the ticket.
35:03However, any officer can stop or warn
35:08and encourage an errant driver
35:11to desist from those types of driving patterns.

35:26every year all over the country

35:39Now, the other thing is that
35:40you have to call names.
35:42These people, these people,
35:44these car people and their big company,
35:47they're after them getting money.
35:48That's because they want $200,000
35:51and after they receive the money,
35:53they don't care about you.
35:54They're not going to serve you $200,000 at all.
35:57They're not servicing you because of time
35:59and they're supposed to service you
36:01because for maybe like two years or what.
36:03And they're not doing that.
36:04They get their money,
36:05they don't get time to call names,
36:07call the company names.
36:08That's not an offence
36:09because you know why?
36:10It's a factual.

36:14And what I can say on that,
36:15most car sales, if not all,
36:17especially from an unauthorized car dealer,
36:21comes with an agreement, a contract.
36:23And we want to encourage you
36:24to read your contract in its entirety.
36:27Understand what is there
36:29and even say if you think you need
36:31to solicit the advice of an attorney
36:33to ensure that you understand
36:36and can appreciate what is written in that contract,
36:39feel free to do so.
36:40It may come at a cost
36:41but it would benefit you in the long run.
36:43So look at what is stated in the contract
36:46and it would outline
36:47whether it's six months warranty,
36:49what the warranty actually covers.
36:53Respect to the vehicle
36:54because these are situations
36:55that they are not new situations.
36:58There are other persons.
36:59There are loads of persons out there
37:01with horror stories,
37:02haven't purchased vehicles
37:03and would have gotten in trouble
37:05with the vehicle from day one.
37:07But we encourage persons
37:09and then they could engage
37:10the use of an attorney.

40:21from the Western Division.
40:23We just want to remind everyone
40:24of the score 6231711 extensions
40:271992, 1993, 1996 and 1997.
40:32So we've been talking about road safety,
40:34of course, and the nation's roadways.
40:38Every day, there's always some type
40:40of incident happening and so on.
40:42And it does not exonerate
40:44from the law enforcement
40:46and other authorities from that as well.
40:49We just want to take a look at this video.
40:51We're not sure where it is exactly,
40:54but it involves a firetruck.
41:00So the firetruck is apparently
41:03going around the corner there.
41:06And it seems the door opens
41:08and a fire officer falls
41:11from the truck.
41:16Yeah, from the moving truck.
41:18And I don't know if he was leaning
41:23on the door and thought it was locked.
41:26I don't know if by accident,
41:27his hand touched the lever
41:29that opened the door
41:30and he fell foot first onto the roadway.
41:34But of course, within seconds,
41:36the truck stops and his colleagues
41:39and by extension, a number of people
41:41who were in the vicinity
41:42ran to his assistance.
41:44So we are hopeful that the fire officer
41:48is as well and didn't suffer
41:50any major damage,
41:52major broken bones or anything like that.
41:56But first, you know, we want to, the TTPS,
41:58want to wish him a speedy recovery
42:00if he sustained any injuries.
42:03But taking it one step further,
42:06it just shows another level of safety
42:09when you look at road safety.
42:11You know, because it could have,
42:13it happened to him.
42:14But what if it was a child
42:17leaning on the door of a regular vehicle,
42:19a passenger vehicle or an SUV,
42:22which is a little higher up and that happened?
42:24Yeah.
42:27Well, we're hopeful that he's okay.
42:29He seemed a bit dazed when he fell out
42:31and, you know, the Samaritans,
42:34along with his colleagues,
42:36they're rushing to his assistance
42:38almost immediately.
42:39They would have stopped,
42:40I guess.
42:41People would have been sitting in the vehicle
42:43and they would have seen what had occurred
42:45and they would have taken him to hospital
42:47where he would have been treated.
42:49Treated.
42:50So we wish him a speedy recovery.
42:53And there was another RTA
42:55in the Monroe Road area,
42:58sometime, I believe,
43:00last night or the night before.
43:02It seemed like it was a head-on collision.
43:04And we want to urge motorists
43:08across the nation's roadways
43:11to slow down.
43:14Speed.
43:15That impact tells you
43:17that somebody was going at a high speed.
43:19Yeah.
43:21You know what, too,
43:22and as we on road safety,
43:24especially in this period,
43:26we want to again discourage
43:30the drinking and driving
43:31and we will be out there in full force.
43:35Actually, the academy
43:37will have finished running
43:38a recertification course
43:40and training of new officers,
43:42breathalyzer technicians.
43:44So we will be out there in full force
43:47doing a random breathalyzer test
43:49and if we catch you
43:51exceeding the limit prescribed by the law,
43:54you would be so charged.
43:56We want to discourage
43:57the use of the cell phones,
43:58the texting, the cell phone conversation.
44:02A cell phone is very distracting.
44:03Yes.
44:04Sometimes we think we can manage it,
44:08but there's no one out there
44:09who can say that they have not been
44:11distracted by a cell phone
44:12while driving.
44:15Passengers in your vehicle
44:16that are distracting you,
44:18the loud music
44:21is also a distraction
44:22because you're up,
44:23you're driving,
44:25AC on, music loud
44:27and there's an emergency around you.
44:28An emergency vehicle
44:29is trying to make its way
44:30through the traffic
44:32to get to a scene
44:32where it be fire,
44:33maybe police service,
44:34maybe the ambulance.
44:36You don't hear that person.
44:38You don't hear that vehicle.
44:39Sometimes it may even
44:40swerve into the path
44:41of the oncoming vehicle.
44:44Traffic lights,
44:45please do not break
44:47the traffic lights.
44:49The traffic lights
44:49are there to regulate traffic.
44:51We want to discourage that.
44:54When the light is green,
44:55you can wait two seconds
44:57and then go
44:57because you have to be
44:58a defensive driver yourself
45:00and cater for that other person.
45:01You have to drive for you and others.
45:03Yes, certainly.
45:03And I'll tell you a story
45:05about that in a minute.

45:27St James to be precise.
45:29Now, basically,
45:31the whole of the western
45:32main road
45:34is it has a double bike lane.
45:36And you have errant drivers
45:39would leave the westbound lane
45:41and go across
45:42to the eastbound lane to park.
45:45And if I'm driving,
45:47and several times it happened to me
45:48where they're pushing across the lane
45:51to get over,
45:52and I know that there's a
45:53charge licensing officer
45:55that particular road marking says
45:58no crossing whatsoever.
46:01And people in a place where
46:03they want to bounce your car
46:05to get over.
46:06And sometimes in St James
46:08in the afternoon,
46:09I think we need to have more
46:11of the traffic wardens
46:14giving tickets
46:16and the police officer
46:17giving tickets
46:18because evening from three to six
46:21heading west,
46:22there's no parking on the server.
46:23And I don't know what happens
46:25around that time.
46:26In the morning period,
46:28everybody had heads.
46:29But in the afternoon,
46:31it's total madness
46:33on the western main road,
46:34St James,
46:35also on the avenue.
46:38So that is something
46:38we need to do
46:40something about
46:41with regards to road traffic.
46:43And the other thing
46:43with regards to people
46:45giving lights on.
46:48I don't know what it is happening
46:49and this is something
46:50that is embedded in us.
46:51Everybody does it no matter
46:54the level you are in the society,
46:56you give a light.
46:57For what reason?
46:58So thank you very much
47:00for at least bringing
47:01that to the highlight
47:02that people need to check this out
47:04because as you said officer,
47:06if somebody should have,
47:07something should happen
47:08to somebody in your family
47:10as a result of such,
47:11what would you think?
47:14Well, let me let me
47:15come in on that too.
47:16And at the Western Division,
47:17we pride ourselves
47:19with that traffic management.
47:20And I'm happy

48:57However, you by doing that
48:59are also committing an offense
49:02by parking on the footpath.
49:04I didn't know that
49:05if you're heading west
49:06and you're parking
49:08in the opposite direction,
49:09your other lane is at charge.
49:11So I learned something.
49:12But as you were talking
49:12about traffic lights,
49:14I realized that
49:14that corner there

49:18the hit and run accident
49:19and then there was an accident,
49:21the previous week,
49:22near the corner there
49:23by I believe Smokey and Bunty,

49:38But I realized
49:40that a lot of people
49:41break that light.
49:42I was heading
49:43across the avenue
49:45and I had the green
49:45about four days ago
49:47and I do what you always say to do.
49:50I count to five
49:51before I drive off.
49:52A man came speeding
49:53in the westerly direction
49:54and broke the light.
49:56So I mean,
49:57it's a serious problem
49:58on that avenue
49:59where people don't observe
50:01traffic lights
50:02and of course,
50:02they take chances.
50:04I wouldn't even suggest
50:04on the avenue alone.
50:05It's not a situation
50:07that is very
50:08pigeonholed to the avenue alone,
50:10but it's a situation
50:11throughout Trinidad and Tobago.
50:13We have some
50:15driving habits
50:16that we really need to
50:18change with immediate effect.
50:20And we,
50:21as much as the police
50:22are out there,
50:23we cannot be everywhere
50:24at the same time.
50:25So we are relying on you,
50:27the law-abiding
50:29citizens of Trinidad and Tobago,
50:30the taxpayers
50:31and the non-taxpayers,
50:33the upper echelons,
50:34the middle class
50:35and the lower class.
50:36When driving that vehicle,
50:38please adhere
50:39to the regulations
50:41of the road.
50:43What is written in the law,
50:45the things you would have studied
50:46to get your driver's permit.
50:48And you know,
50:48right now,
50:49we have a lot of exercises
50:50on with members
50:51of the licensing office as well.
50:53So we want to encourage
50:55not only that,
50:56but make sure you have a vehicle
50:57that is in good condition.
50:58Rain is falling still.
51:00We are still within the rainy season.
51:02As we can all see,
51:03some persons are driving
51:04with smooth tires,
51:05some persons driving with vehicle,
51:06the wipers are not working properly,
51:07the headlights are not working properly.
51:10We need to fix those things,
51:11you know.
51:12And when we enforce the law,
51:13other persons think
51:14that we are coming down
51:16on them,
51:16but it's not that the authorities
51:18are coming down on you,
51:19but we want to make the roadway safe
51:22so that our family
51:24and your family
51:26could go to and from
51:27their destinations safely.

55:20Yes, so the TTP is standing in solidarity with all women and girls of Trinidad and Tobago and throughout the world as we look at the 16 Days of Activism, Violence Against Women, with the theme, Unite to End Violence Against Women and Girls. This is from the 25th of November to the 10th of December 2024. It's something that is celebrated yearly.
55:43And in saying that, you know, we know we had a few issues with domestic violence over the past few months, you know, and we want to encourage each other to seek counseling where there are differences.
