03:31extremely wet Monday and it seems like the rain is not really holding up much.
03:35So I know persons are trying their best to get home as safely as possible and
03:39persons who are already home as well they want to make sure that they're in a
03:43cozy situation and areas that may be flood prone. Please pay attention to what
03:50is taking place in your area to make sure that you and your family are also
03:53safe. Now over the weekend we saw again more of the criminal activities
03:58happening throughout the country. So with that being said we continue with
04:02the fight against crime on the show and we have back with us this evening once
04:06again we'd like to welcome Deputy Commissioner of Police Operations
04:10Officer Junior Benjamin and we'd like to welcome you once again how are you?
04:15Oh I'm blessed I'm thankful to be here and to each and every one a pleasant
04:19pleasant good afternoon. Yes a lot to discuss today a lot of activities
04:23meaning the activities we don't really like seeing it is not a positive one and
04:28also changes within the government where the policing is concerned so we will be
04:34staying away from the politics aspect of it but what is going to happen moving
04:38forward with the new position we are seeing which we will touch on a little
04:42later but let us know more what's happening within not just the division
04:47but the different divisions throughout Trinidad and Tobago since you were last
04:50here. Well we continue the fight against crime we want to encourage Trinidad and
04:57Tobago to continue to partner with us. We are looking at all stats and we
05:02recognize again that we have moved now from probably a plus three percent to
05:07now a plus four percent in terms of our murders and in terms of an increase in
05:13our murders compared to last year. Nevertheless our strategies remain the
05:18same and what we are doing we are continuing to intensify our normal
05:23resolve in terms of when out there looking for the you know the clues
05:28ensuring that our officers do what we call holistic investigations and with
05:34that we are looking for effective intelligence to lead us and to guide us.
05:38We are certain that even from some of those things that took place that we
05:44have some positive things coming out and we believe that with the positive
05:48information we can turn those things into evidence and eventually bring about
05:54some just cause because I know that many families out there that are broken they
06:00need some resolve and we really working hard to make that happen. You mentioned
06:04with stats, where are the women in our society where the stats are concerned
06:08and crime is a major factor of the deaths or issues or making themselves or
06:14they are victims and that that is really the murder side of crime so I
06:18know they're different types of crime but we speak of murder where women are
06:21concerned. Well I don't have the exact number but certainly what you recognize
06:26is that of lately quite a number of women at least are dying based on the
06:32murder toll and that in itself is very concerning to us and we are not taking
06:37that lightly. We are looking at every possible reason and probably cause for
06:44these murders. Again when we look at these things we try to see what we can
06:49do to navigate the situation so as to prevent it whether it is as a result of
06:55a domestic situation we would want to have the victim and witness support come
07:00in we would want to look at the justice protection you know where it is a gang
07:05related we are going to again use our strategies in terms of identifying the
07:10gang leaders and the perpetrators etc but no matter what the situation we are
07:15constantly again looking at our strategies and based on our strategies
07:19we are going to monitor them see where we need to improve and constantly seek
07:25to improve in those areas. Now I saw many things happened in not just Trinidad but
07:31also Tobago so we'll hop across the Tobago just a bit because I saw that
07:36there was over a hundred persons charged for traffic offenses where they had the
07:40licensing officers along with the TTPS working together to deal with some of
07:45the issues may be within Tobago what caused that initiative as little as you
07:51could see obviously I know you can't tell us everything but is it something
07:55that you saw bear some sort of fruit from that? Well overall again it is all
08:00part of the overall strategy one of the things that we are doing right now is to
08:05again look at not just the deaths on in terms of murders but also the deaths on
08:12the road I think the last time I tally it was about last year we had about 52
08:17now we have over 59 so again when we recognize that the deaths on the road we
08:22have to once again look at you know what is happening on the roadways again we
08:27are grateful that we continue to have what we have that you know that
08:33cross-cultural of course agency kind of approach where you know we are not just
08:39doing it ourselves that multi-agency approach is where we seek to link with
08:43our external partners and we were there with the licensing and they are with us
08:48as we go there to deal with those situation another situation that we find
08:52a lot in Tobago is that we might find a lot of stolen vehicles and we need to
08:56also deal with those things and the licensing authority is there with us as
09:00we continue to look at those issues because lastly motor vehicle is probably
09:06one of our to our crimes this year and we are seeking to deal with that and
09:10therefore this is one way that we are dealing with that. Okay at this time

12:50With us this evening we have Deputy Commissioner of Police Operations Junior
12:54Benjamin. As we continue going straight into some of the headlines that clearly
12:59were trending and situations that we are seeing unfolding with our law-abiding
13:04citizens, one stood out to many of us and it was very very disturbing to hear and
13:10see. Now there are two instances where we mentioned before when I asked you about
13:14women and murders in Trinidad and Tobago and it seems like it's on the increase
13:18because the story reads killed in dream home and another woman was shot and
13:24killed in the dump road area over the weekend after returning from her uncle's
13:31wake. Her one-year-old baby was on the bed with her during that said incident.
13:36But the main one and of course condolences to the family and I know you
13:40all are doing what you're supposed to do. Now this banker and her husband and her
13:45family, her husband and herself they were saving for many years to build
13:49their dream home and again it is just sad to see where persons who, I can't even
13:54call them persons, they're monsters that come and they terrorize our citizens and
14:01you got what you wanted, you're tied up but why then stab her in the neck? I tell you
14:08I'm just thinking about it, I want to tell you my heart bleed, my heart
14:13bleed and I want to also say on behalf of the Commission of Police and the
14:18executive and all the police service, we really send condolences to the family.
14:22Things like these really, really caused me to say that it calls for decisive
14:30action. These things is not just about watching it and you know turning a blind
14:35eye, no this is decisive action that is needed by the police and let me just
14:39tell you that we are not going to rest until we bring justice to situations
14:44like these. I want to go further to say that I immediately contacted the senior
14:49superintendent and it was so touching to him that the senior
14:54superintendent decided that he's coming on the scene, he went on the scene to
14:58deal with this matter and to ensure that all was done and I really want to
15:01commend senior superintendent Sudin and his team down there because that's the
15:06type of leadership we want today, where we look at situations and we decide that
15:10this is something for even the senior to be and he was there to lend that level
15:15of comfort, condolence but at the same time to see what needs to be done and I
15:19am very pleased to say that there was some positive that came out in terms of
15:23the investigation and I think that we we are very confident as we continue
15:27along the same trajectory that we could see something positive coming out of
15:31this. This is all I could see on that right now but certainly let it be known
15:35that we totally find this action unacceptable. We really want to bring
15:41this kind of action to note because it is just to me very brazen and I really
15:48think that things like these should not be condoned at all, at all, at all and the
15:53police service is taking a very dim view of that and we are going to do and work
15:57hard to bring the perpetrators to justice. I hope so and again condolences to both
16:01families because the family in Gasparillo. Now there was an incident that
16:07happened in the western, well I shouldn't say western but the northern side,
16:12northeastern side of Trinidad and that is an incident that took place in the
16:16Sentence area where Nikkel Morris of Sentence, Munro was shot and killed
16:21around 8 a.m. and this was from a CCTV that was placed in a position that
16:28picked up the events that transpired and again condolences to the family.
16:40This is just how important it is regardless of what time it is in the day
16:45to pay attention to your surroundings at all times. Yes certainly and you know
16:50it's so important that you know as we walk the streets that we don't take
16:53anything for granted. When you see a strange person approaching you, when you
16:58know situations might be funny you know it's important that you always be on your limit.
17:03Now in this case here, the vehicle yes we know many times when we see
17:16shootings like this happen is a vehicle that may be stolen or it's a vehicle
17:20that they have and they just change the plates but in the Sentence area you
17:25can't go further up to get out. You have to try to turn to get back out of the
17:31Sentence area. How I mean I just think it I just watching here my brain is just
17:38running because we have the Belmont Police Station that's stationed right
17:41there. The Prime Minister's residence is right there with armed forces that are
17:46also located there so the President residence is there. But I think I mean in
17:52all fairness I think sometimes one it is the time that the police gets a call to
17:58respond because sometimes by the time we get the call the car already makes a
18:02turn and probably is on his way out all right and so forth and not only until
18:07the first responder gets there he gets the facts and so forth. There are a lot
18:11of different anomalies that could take place in between that but nevertheless
18:15what what is important for me is that we seek to do what we call that holistic
18:21investigation where we must you know find ways and means to get to the bottom
18:26of these murders. We want to see people if you can't stop the murders at least
18:31we need to detect them and therefore it's important that the police that we
18:34continue to at least ask persons if you see something see something if we are
18:39simple since if you know about anything because sometimes when you look at this
18:43this is not where it was an accident this is where it seemed very much that
18:47became targeting the individual and therefore there's a lot of things that
18:52could be even behind the scenes so it's important that we do proper
18:55investigation into the matter and to really find out more before we can even
19:00jump to any conclusion but again the police service we continue to look at
19:05all the leads we would look at the CCTV coverage we're going to investigate in
19:11terms of looking at to get witnesses get statements etc but whatever it takes we
19:17are going to again compile the evidence and once the evidence speak to us we are
19:21going to ensure that we bring the perpetrators to justice. Two things before we
19:26head to the break something I observed personally especially in the Port of
19:31Spain area this is my hometown the police presence with the patrols and
19:37and seeing officers present to me is not enough in Port of Spain I'm speaking of
19:43where I know I'm not speaking on the outskirts it could be different others
19:46could say what they have to say there but what I noticed is that we don't see
19:51enough of them I'm not saying just the foot patrols but positioned in places
19:56yes the position sometimes you'll see them in the areas they consider hotspots
20:01but more so all throughout the Port of Spain area you don't see cars moving as
20:06much police vehicles moving up and down as much so this is something that is
20:11concerning to me because if I go I always use example south I will see a
20:15lot of every time I turn I see officer passing me if I go lower down the road I see
20:19officer and it's a different vehicle what what is it or am I wrong am I
20:23seeing something strange no well the thing is what you seeing is the police
20:27visibility and that the police we are there I think what needs to be added to
20:33that is that we need the active presence of the police where again it is the
20:39police interacting with the public we want to see again police going into
20:45commercial places talking and it's about both getting information it's
20:50about not just standing up in a corner what you know and static we need to see
20:54the different type of policing because again based on our patrol policy right
21:00we recognize that they're different type you have static patrols or right you
21:04have the mobile and then you have what we call the quasi where one time you
21:08drive to a certain point you come out and you walk and so on so you're going
21:12to see a variety of different approaches and styles of policing all
21:17geared towards again seeking to reduce crime we look at the areas that we find
21:25that we're going to see more persons travelers we're going to see police
21:30officers there because we want you to feel safe you're going to see police
21:34officers in what we call areas where it is known to be hotspot and hot times
21:40when we believe crime is taking place you're going to see police officers
21:43there and the aim of that is ready to bring a level of safety and security so
21:49that persons could know that if something happened within seconds police
21:52would be there to at least assist you will touch on that when we come out what

24:00conversation of the operations with dealing with crime in Trinidad and to be
24:04good I know you have an initiative that seems very interesting to me I want to
24:07know more about it it's MIDI troops initiative what is that about okay so
24:11again the whole idea of meeting the troops is really about going and talking
24:18with the police officers I think in order to build and to increase and
24:24improve the morale of the officers sometimes there is a disconnect between
24:28the executive and first division and the second division with the aim of going to
24:34the officers and hearing their concerns and also sharing with them the vision of
24:39the executive the whole idea that the Commissioner there is the violent
24:45reduction plan there is the operational plan we want to share how the spirits
24:50could be you know enlightened in terms of if we followed those plans and we
24:55together we can accomplish great things within the police service so it is that
25:01initiative it is also called you know turning the ship around right and that
25:07is important because sometimes we beat the police so much that we need to stop
25:11and really take that time to listen and engage them and let them know that they
25:15are important and that they're doing a good job so how was that received I
25:19think I think it was well received in I went to Eastern Division there was a
25:25hundred and fifteen officers I went to be 113 we had about in the Northern
25:31Division one we had at least about 53 on one and probably a 52 on the next and
25:36we are now going to Port of Spain and Western Division and then we continue
25:41but the idea is to really get down there and to talk with the officers what you
25:45recognize is that officers are working under some really stressful situation
25:50being a police officer I think people don't understand how stressful it is to
25:55have to deal with different situations sometimes you have to deal with
26:00shootings you have to deal with domestic violence and then you have your own
26:04personal problems you know and have to deal with that and sometimes it's good
26:08just to sit down and listen not only that there are times where the officers
26:13complain about different things bulletproof vests you know and all the
26:16different things and we have to sit down and share with them this is where we are
26:20this is what has happened so that they come into that awareness that really
26:25and truly the executive cares about them and we are working together to make this
26:29thing work now speaking of working together for the Spain South MP Keith
26:35Scotland SD was last week Friday sworn in as a minister in the Ministry of the
26:41National Security with the responsibility of overseeing issues and
26:44concerns with the police service how is that relationship I know it's fresh but
26:49it seems to me that he's already starting to engage in with the public
26:53and the citizens how how how is the relationship well I believe that uh you
27:01know ministers Scotland is is a very experienced individual
27:06so senior this is where he went to see lots yes over the weekend to find out
27:11and that and that is very important it's important that we have that holistic
27:16appreciation for what is happening outside there and I totally endorse that
27:22that that principle so that you know even as he deals with the policing issue
27:27it's important to understand that the police comes from the community and you
27:31need to know what is happening in the community and therefore by engaging the
27:35people in the community he can have a better appreciation in terms of you know
27:39what we can do and what we can do better we will we really look forward
27:43for a wonderful relationship and I know he's coming with a lot of experience
27:49both as an attorney you know as a lecturer and I know that what he would
27:54bring to the table along with the Minister of National Security I think
27:58together well you can just see there is greatness that is multiplied and we look
28:03forward for you know this to be a wonderful Union that will help us in
28:08the police service. Now with the midi troops then how are you all going to
28:12work with some of the concerns moving forward because we need the officers to
28:15be tapped here and the Minister of National Security and now the MP Keith
28:20Scotland who is a minister in the Ministry of National Security how are
28:24they going to now assist the officers because we spoke of the public which we
28:28are seeing MP Scotland doing but what I'm going to do internally to make sure
28:32that the officers feel that they are heard and things are being done actions
28:37not so much just the words. Well I'm certain that he would meet with the
28:41Commissioner of Police and eventually the executive etc and as the information
28:47and as the vision is passed down we will continue I think that the Commissioner
28:52already has shown that the welfare of the officers is a priority on her agenda
29:01and also on the agenda of all the Deputy Commissioner of Police and therefore we
29:05have put things in place the Commissioner has shown that by putting
29:10certain things in place to ensure that they have the resources and now we are
29:15not just dealing with the resources but now we are seeking to look at even their
29:20emotional well-being their physical well-being by taking the time and
29:24meeting with the officers that they understand that hello people don't care
29:28how much you know unless they know how much you care and we want them to know
29:32that they appreciated that they are valued and therefore we care for them.

29:58are happening every second every day even when we leave here we are not sure
30:03what may take place and with you being in operations how are you able to deal
30:09with the criminal elements because you mentioned before that you all are
30:13positioned in certain spots based on when criminal activities may happen but
30:20do you think that the same criminals themselves know that you all are
30:23watching them at that time and they will operate out of those hours but and
30:28to me you know understand when you recognize you recognize that even with
30:33within the criminals it is the same when you look at the same people that are
30:38committing the crime most of the times and again their modus remains almost the
30:43same there might be some variation all right but the modus remains the same and
30:48we continue to allow again we will let the data lead us there must be a
30:54scientific framework taking order for you to deal with crime you cannot just
30:58move at Huckley why because crime is not static it is dynamic it continues to
31:04change and you have to know if you keep running behind it you're going to always
31:09be reactive but in order to be proactive you have to allow the data to speak to
31:14you what we've done is that we have looked at the data for over from 2018 to
31:19know and we have seen where the hot spot hot areas are and we are putting people
31:26and patrols in those areas so that if they start saying that it means that
31:31somewhere around here based on hello nearly five years of information that
31:36hey these are where things happen you're almost sitting that a if something

34:30I am concerned with the issue of the body cameras
34:33I don't think enough is being done to ensure that officers wear the body cams
34:39and also their benefits
34:41so they will capture whatever happens
34:43and it will corroborate whatever information or whatever happened on the scene
34:48I think and we can see a little more sanctions and consequences for officers
34:54who are not wearing the body cam
34:56I only heard talk about it
34:58yes there was an incident in Trinidad some months back
35:02where four persons got killed
35:04and none of the officers could identify whether they had body cams or not
35:08and that would have been, that was an exercise
35:11and the officers need to have on the body cams
35:14that will support whatever action was taken
35:17usually the fire at the police
35:21will be through tape fire
35:23we saw what happened there after
35:25I didn't see any press conference
35:27where arms would be covered
35:30nothing like that
35:32so I think this will instill confidence in the police service
35:37please adjust it Mr. Benjamin

35:44but let me just say this
35:46what that speaks to is the fact that
35:49we need to have the necessary policies in place
35:52and let me just say
35:54even before the caller really brought this up
35:57that is something of great concern to us
36:00the commissioner has raised that
36:02and certainly from the DCP operations standpoint
36:07we have responded
36:09what we have done
36:11and I have gone and I have shared this with all my divisional commanders
36:15that when a patrol goes out
36:18a patrol cannot go out
36:20without at least one person having a body cam
36:23and then we are also saying
36:25that when you go out there
36:27you must have at least
36:29at least three encounters
36:32where you are able to show
36:34that you have interacted with the public and so forth
36:36we have put these
36:38again these simple measures in place
36:41along with
36:42we have a
36:43what we call a deal
36:44a departmental order
36:45that deals with body cam
36:47and we are following that up
36:49with very soon
36:50having a policy document
36:51to deal with the body cam
36:53and it's because we recognize
36:54how critical it is
36:56in order for us
36:57to build that level
36:58of transparency
36:59integrity
37:00and accountability
37:01and therefore
37:02it is very important
37:03for us
37:04and for the public
37:05if we really want to build that
37:07that level of
37:08transparency
37:09with the public
37:10that we have
37:11the body cam
37:12so there is something
37:13that we are working on
37:14these are things
37:15that we have already
37:16put in place
37:17and we have instructed
37:18our officers accordingly
37:19so you are going to see
37:20more and more officers
37:21coming into that
37:22culture of wearing
37:23the body cam
37:24and using the body cam
37:25even as we continue
37:26look forward
37:27in the future
37:28so if they don't do that
37:29right now
37:30what will happen to them
37:31because they said
37:32at least one officer
37:33must have a body cam
37:34when they go out
37:35and they
37:36they are on patrol
37:37or exercise
37:38if they don't do that
37:39what will happen
37:40to them
37:41well again
37:42at this point in time
37:43it is more or less
37:44it's instructions
37:45and then
37:46you have to
37:47also look
37:48how many people
37:49are trained
37:50with the body cam
37:51so again
37:52before you can try
37:53to really enact
37:54sanctions
37:55you have to make sure
37:56that you have the tools
37:57so we want to ensure
37:58I think we are still
37:59we are seeking
38:00to even
38:01purchase
38:02and procure
38:03at least
38:042,000 more
38:05body cams
38:06so that
38:07people will be
38:08having a body cam
38:09and so on
38:10when you get to that point
38:11then you can start
38:12to have sanctions
38:13you understand
38:14but what we are doing now
38:15is just seeking
38:16to create
38:17that sense of urgency
38:18and to create
38:19that change
38:20within the culture
38:21because it's something
38:22that is not really
38:23within the culture
38:24of the police
38:25just a suggestion
38:26you all have
38:27some little issues
38:28with the
