31:07How do you, you have a father that has been estranged from the child for 20 years and the child has fallen into a life of crime.
31:21Have you recalled any particular instance where you were able to bridge a gap for so long, could be less,
31:29where that would have had a positive outcome and turned over that child, in most cases a male in this instance.
31:37I'm not saying that there are not females that are also at risk, but in this case let's just use the example of a male
31:43and a father that has been absent for let's say 10 years rather.
31:47Have you heard or do you recall any time where that father made himself available to now become an intrinsic part of that child's life
31:57to help turn around them from that path of crime to a path of righteousness
32:05or rather a forward thinking path of making themselves somebody?
32:11We have, I can recall a few well. I can remember one in particular when the young man in particular said at that time
32:19he has no relationship with his daughter at all. Since at the age of two, you see a photo and we made some calls.
32:25Guess what? What was our approach as we gave the father a platform to talk? We didn't call him.
32:33We didn't say, boy, you abandoned your son for 20 years. We allow him to explain why.
32:41What was the reason? Is it because of the mother? Is it because of circumstances?
32:46And sometimes men break down. They say, officer, I really wanted to be a part of my son's life.
32:51I really wanted to work with him, but because of A and because of B and because of C, I say, well, it's not too late.
32:57I say, well, what about now? I will, you know, your son is in the police club. He's doing very well.
33:02I will have a discussion with the child mother. Would you come back?
33:06You know, and once you give men an opportunity to speak, sometimes we go and we conceive and we already label them.
33:14And then you say, OK, I'm not coming away. You call me delinquent and fine.
33:18But if you give men an opportunity to speak and say, I am at fault, I want to apologize, I could have done better.
33:25You know, and that type of approach is much more better.
33:29And a lot of the sons sometimes say, yeah, because the son sometimes may get misinformation about the dad.
33:36And he may say, well, I didn't know daddy. There's one of the reasons why we didn't have a relationship.
33:41So there are other factors that would have contributed. I mean, it are all meant to speak and talk and chat.
33:47Just as anybody else, a support group for men where men could come out and say, I want to be a better father.
33:54Just quickly, you spoke about circumstances. I remember Bujiband and that song.
34:00Circumstances made me what I am. Right.
34:04And that propels, of course, into this discussion, matter of factly speaking, where everybody's circumstances is not the same.
34:13Right. You would have grown up differently to myself, vice versa and others.
34:18But how do that young person, devoid of a father or mother in some cases,
34:25find themselves in a way not to fall prey or victim to those elements in an area where they are at risk?
34:37And I'm sure you would have had also stories like that where they resisted.
34:43And it would have been mentally tough, et cetera, for them. Yes.
34:46Well, first thing we let them know, we have a program called Join a Club, Not a Gang.
34:50And we let them know the benefits of being involved in a club. And we let them know that the gang is distasteful.
34:56What happens to you? You get on the road. The graphic picture is how you end up in a gang.
35:01There is life in the police club. There's life once.
35:05So you create an environment for them where they can breathe and they can come out and they can explore their talents and their potential and their purpose.
35:12You have to give them that kind of environment that you spoke about.
35:15And some people's circumstances, they turn their minus into a plus.
35:19They're grateful for what they see. They're grateful for the unfortunate things.
35:23No more than ever, they would make a correct choice.
35:27Because of what I've seen, because of the things I know that's happened in my community, I will now make a better choice.
35:32So we need to go that particular way.
35:34There are many young people who are law abiding, respectful, living in toxic environment.
35:40And for good reason, they choose not to end up in the life of crime.
35:47And we need to pick them out, point them out, market them, salute them.
35:51Agreed. Corporal Shabali, we do have a caller. Caller, good afternoon.
35:56Good evening, gentlemen.
35:59Good evening.
36:00How are you doing now? So my great friend, Derek, good to see you brother.
36:04Yeah, same to you.
36:05You know, Mr. Basanji, you asked Derek a question about, you know, and I listened to the piece about the road to action.
36:13I didn't know about the police youth club anyways.
36:17And to me, that is not a strange thing, right?
36:19Because what I'm saying is that, and Derek has to tell you this, the police youth club was established in the 1970s, 73, 74 there, by Mr. Eustace Bernard.
36:29And you know, apart from the national youth camps that we had at that time, that was one of the ways of instilling national service, along with the scouting movement, the guiding movement and so on, right?
36:42What's happening now is that we needed people to come on board and stop seeing the police youth club as only an interventionist tool for people who are troubled, youth who are given trouble.
36:55That is, you know, they had to be moved out of their mind and perhaps that is why many people are not seeing that.
37:03Because they see the patrons of the police youth club are coming from a certain socio-economic background, one, and certain localities.
37:11And if we expand the thing to look at it as trying to help youth of all national programs in a holistic way to engage leaders like Mr. Shafadi and so on, you might see a shift.
37:26Because I'm saying that if children from certain areas and different communities enter with each other under the ambit of the police youth clubs, what you will find is that you will have an appreciation for one,
37:41but at people's circumstances, I just now spoke about love of country and love of doing the right thing and putting different people in different circumstances together to help engender and perhaps one of the things that we could get going forward under a national budget is to say to people,
38:00listen, if you intervene in some way in the police youth clubs or that kind of way, that is a way by which you may be able to get a tax deduction or a tax deductible.
38:14Not saying that, but I'm not already getting that, you know. But it will be a way of stretching your corporate responsibility not to just bring an attack benefit, but as a way of reaching people and bringing youth into the way that we want them to be.
38:32And not just from a police leader, male or female, to do that, but it has to be an all-encompassing approach and I think that is the next step we need in the 21st century to really bring the work of the police youth club to where it can really go to the ultimate aim of nation building and building responsible citizens.
38:56I don't know if that makes sense, but that's what I see in the evolution of policing.
39:26There is more impact and I totally agree, I totally support that particular philosophy. There must be a spiritual component to it. We cannot move away from that and therefore it is absolutely important that we respect people who volunteer their services.
39:41Volunteerism must be respected. You know, in order to be a manager, how much volunteer services did you do? Where did you spend time? What organisation do you belong to? It should be part of a system where I will not promote you unless I realise that you have offered your service to a group.
39:58I think that we need to develop more on the volunteer component and give them respect and by extension the private sector need to get more involved in that. It's an excellent idea.

42:38I bless and good evening to my two favorite young fellows.
42:43Mark, I want you to do me a favor this evening.
42:46I want you to keep an eye on the officer in blue.
42:50I'm not allowed to call names as the program progresses.
42:55I want you to watch your fellow for a while.
42:58And he must not smile. And he must not get sick.

43:04My brother.
43:05I'm about 15, 20 years elder than you.
43:10But if I should reincarnate in the next life, I want you to be my grandfather.
43:18Because the love that you have for children, it shows in everything that you do.

43:31As I said to you before, Corporal Shabudy, I've known you for many years.
43:35And I've known, I've seen the kind of work you have effected with youths.
43:40In changing their mindset about life, about negative things around them.
43:46Not just crime. Other things. Circumstances at home.
43:49Family circumstances. Outside of home or inside of home.
43:53Even at school.
43:55And I know that it's a great battle you all face, of course.
43:59Not just with crime and youths, but also with other things that they come to you for.
44:05Well, Brother Basan, I know we go way back.
44:08But I can tell you this. I never one day work in the police service.
44:12Because when I wake up every morning, it's not duty.
44:15It's a love. It's a passion. It's a gift.
44:18And therefore, I was grateful when I was introduced to working with young people.
44:22Through Inspector Reed and Mr. Winston.
44:25Former Commissioner Williams, who I understand, received a national award.
44:29Mr. Philbert. People who encourage you.
44:32Corporal Reginald, Jackson. Good people who say you're doing good work.
44:36Excellent work. Even those who are tough towards you.
44:39And you know, encourage you. And it is good sometimes.
44:42Ten years down the road to see young people come and say,
44:44Officer, I am grateful. Thank you very much.
44:47You know, you did a lecture in my school. You spoke. I never forget it.
44:51That gives you the impetus to continue and to encourage others.
44:55What is happening is that as I make my way out,
44:59I trust that I can pass on the baton because you would want to continue good work.
45:03Of course.
45:04It is not good that after you leave, all fall down.
45:07So that you make sure that your work continues.
45:09And you continue to work because young people are begging.
45:13All that gondola holding. All the weeders smoking.
45:16And all the negative things you've seen. They're crying out for help.
45:18They're saying, I'm unloved. I'm uncareful.
45:20There's nobody to embrace me when they come.
45:22I live in a house. I don't live in a home anymore.
45:25And this is how young people are speaking to us.
45:27And therefore, we must reach out to them.
45:30Some we have lost.
45:32No turning back. We lost them, unfortunately.
45:35But there are some still we can meet, we can touch.
45:38And by extension, through your program and asking you to come and talk to young people
45:42and let them know this is life,
45:44I think that we can win one community at a time, one child at a time.
45:47And that's how we must take it.
45:49And I said, I admire your tenacity and you never give up.
45:52I've always seen you to be a very upbeat person, Corporal Shabadi.
45:55And I still also want to take the time out to congratulate
46:00former Commissioners Stephen Williams and Mr. Philbert,
46:04who I both know very well, covering the crime weed for many years.
46:08Very respected.
46:09And I think sometimes people don't quite know what these officers,
46:15not just these Commissioners who have gotten awards,
46:17but others behind the scenes.
46:20You know, Mr. Philbert has a 40-year track record or about there.
46:24And a lot of people probably don't know what he would have done
46:28before he became Commissioner.
46:30You know, he was one of those people that was instrumental in the dual charity case, etc., etc.
46:35And would have done many things before that,
46:38even before my time in the 70s into the 80s, right, when I was growing up.
46:44And I think we need to take that time to understand the contributions of these officers.
46:52And by extension, all the awardees, we've seen some wonderful stories in the newspapers
46:57about some of these individuals.
46:59And we certainly want to congratulate you all for those awards.
47:04And I mean, just before we go to break, anything you want to educate the public about
47:11when it comes to long-serving officers of the Trinidad and Tobago Police Service
47:15and the kind of dedication that they put out?
47:18I just want to say that officers go beyond the call of duty.
47:22You don't make front page, you don't see it on the 7 o'clock news,
47:26but officers go home and they're worried.
47:28You know, they say, Lord have mercy, a 15-year-old, I gunned down today.
47:33You know, it breaks their heart.
47:35Officers are human too.
47:36You know, we put on uniform, we have a gun,
47:38but we don't want to have no gunplay with no 14 and 15-year-old.
47:42And we study it too.
47:43Officers are traumatized too.
47:45So I appeal to continue to pray for officers, continue to work with them,
47:48give them the intelligence.
47:50We want to make this country a better place.
47:52We want to ensure that this country, you know, we don't want to be looking over our back any time.
47:56And it takes a collective effort in terms of addressing crime and its consequences.
48:02And to the task force in Police Division, take a bow.
48:05Well done.
