00:03:07As we continue to see the TTPS try their best to find ways to protect the citizens of Trinidad and Tobago against crime.
00:03:15And we're trying to hopefully find a relationship that the community and the TTPS can now come together.
00:03:21Where are we when it comes to the cohesiveness?
00:03:24Cohesiveness with the lawmakers themselves.
00:03:28It's Legally Speaking Wednesdays, so that means we have Corporal Ali here with us.
00:03:32I'd like to welcome him this afternoon.
00:03:34How are you today, Corporal Ali?
00:03:36Well, good evening to you Whitney.
00:03:38You know when you ask how am I doing, it's difficult for me to say okay.
00:03:42Especially what's happening in Trinidad and Tobago, especially within the last couple of hours.
00:03:48And where our young children are impacted by serious and violent crimes.
00:03:53But before we venture there Whitney, good evening to Trinidad and Tobago.
00:03:58Good evening to Jackie and our family on Beyond the Tape.
00:04:02My colleagues in the Trinidad and Tobago Police Service and other law enforcement agencies.
00:04:06And those who may be visiting our shores.
00:04:09Whitney, I see that I had the opportunity to just be glimpsing the Caribbean Premier League.
00:04:14And I saw someone fit in your description.
00:04:17It's my twin.
00:04:20So I wish that we can have that level of excitement and positivity throughout.
00:04:30Not only during the hour and a half of a CPL game, but Trinidad and Tobago having that opportunity to be excited for many more positive things.
00:04:39I want to congratulate you for a job well done.
00:04:42I must indicate that we missed you on the platform as well.
00:04:46But this afternoon Whitney, I just need to make mention of something.
00:04:50And please permit me just to read something from my phone.
00:04:53And I want to belated Republic Day to Trinidad and Tobago.
00:04:57And I just want to take a short excerpt from Her Excellency's speech on Republic Day.
00:05:02Where she indicated that the public must share the responsibility to fulfill the vision for a safe, responsible and productive nation.
00:05:12Change will not happen on its own, nor can it happen overnight.
00:05:16Instead, and this is the operative part I want to read to all of us.
00:05:20Instead, it is brought about by deliberate, concerted action and activism, personal as well as collective.
00:05:29I thought it was important just to assist in repeating that particular excerpt from her statement.
00:05:33I think it's very applicable, if I may say that, in the present circumstances.
00:05:38And again, a call upon by the highest office in the land to the citizens of Trinidad and Tobago to get involved.
00:05:45And every institution, what position you may find yourself in, play your role, make your contribution meaningfully.
00:05:52And this reminds me of something that I said a couple of times on this platform.
00:05:56And I want to say it again to compliment what Her Excellency is calling on Trinidad and Tobago to do.
00:06:02That with me, if there's evil, or there's injustice in our society, there's a well-established, deeply embedded principle that if you can fix it with your hand, fix it with your hand.
00:06:16If you cannot fix it with your hand, speak out on it.
00:06:20And last but not least, if you cannot speak out on it, hate it in your heart, which is the lowest of faith.
00:06:25So that, in my respective view, matches what Her Excellency is calling for.
00:06:31So Trinidad and Tobago, I thought it was important to open the program this afternoon.
00:06:34Especially where we are seeing, as I said before, where crime and criminality, gang conflict, continues to impact other rights in the Constitution.
00:06:43And immediately we saw it's a deadly shooting in the vicinity of a preschool, Whitney.
00:06:50This is children who are now setting out to chart an educational course.
00:06:55This is the future of Trinidad and Tobago here.
00:06:57And this is the impact that we are seeing where crime and criminality is concerned.
00:07:00So Trinidad and Tobago, I always say that crime has no boundaries.
00:07:04And crime, and I said it on the last occasion, last week Wednesday, crime has no definition.
00:07:12So any way that gangs are getting the opportunity to have conflict, they would.
00:07:15So Whitney, I look forward to sharing this platform as always with you this afternoon.
00:07:19Yes, and speaking of that, this morning we had a shooting, as we mentioned, in the area where young children were exposed.
00:07:28Now, officers of the Homicide Bureau of Investigations, Region 2, are investigating the murders of two men.
00:07:34And the wounding of three others, including a minor, during a shooting incident, which occurred this morning in the Malik District.
00:07:41Reports indicate that around 8.10 a.m. on Wednesday, the 25th of September, 2024,
00:07:47one of the deceased, identified as Gerald Callis, was standing outside a school at Johnny Basement, Upper 7th Avenue, Malik,
00:07:57when a vehicle approached and two armed men exit.
00:08:00The assailants allegedly shot at Callis, who fell to the ground and died at the scene,
00:08:07while other persons who were standing nearby ran off safety.
00:08:11Four other persons, including a four-year-old boy, were injured in the incident.
00:08:16A second man, identified as Kimo Callis, died while undergoing treatment at the hospital.
00:08:22The Northeastern Division Victim and Witness Protection Unit was contacted
00:08:27and will provide the necessary support to the family of the victims and teachers, parents, and children of the school
00:08:34in the aftermath of the incident. Investigations are ongoing.
00:08:38Condolences to the family where that is concerned.
00:08:42This is not the first time we have seen a shooting take place near a school.
00:08:47And it just continues to show the heartless minds of the criminals that we have in Trinidad and Tobago.
00:08:56Regardless of time, place, location, children, elderly, it doesn't matter.
00:09:00Once they want someone, they are coming.
00:09:03Regardless, we'll have collateral damage from this incident.
00:09:09And you know, Whitney, you're very on point in relation to no care, no concern for where gang conflict is engaged.
00:09:21When we look at, in recent times, and you made mention of it a while ago,
00:09:26where we looked at previously with other educational institutions and also recently with the health facility in St. James.
00:09:33And again, it goes to show that Trinidad and Tobago and persons who are aware of gang-related activities
00:09:40or are concealing gang members and gang leaders, it's important for you to bring forward this information.
00:09:47Place it in the hands of responsible persons who will be able to treat with it.
00:09:50You never know where you might be harboring a particular gang member or gang leader.
00:09:55You may be harboring and concealing gang-related activities.
00:09:58And the persons who are in conflict with those gangs or vice versa, you are actually basically sitting on a time bomb to explode.
00:10:07So please, Trinidad and Tobago, understand and appreciate that your role in terms of discouraging and suppressing gang membership, gang-related activities.
00:10:14And I always take this opportunity, Whitney, to balance it with law enforcement.
00:10:18It's important for us to implement effective implementation of strategies.
00:10:24Let us implement. We just had a fresh breath of air within the police service in terms of elevation and promotion.
00:10:30And I really urge all rank and file to appreciate the important responsibility that we have to ensure that we deal and treat with this decisively,
00:10:39to ensure that we restore public trust and confidence.
00:10:41But more importantly, everyone has the ability and opportunity to enjoy safety and security.
00:10:46At this time, let's take a look at what made today's headlines.
00:11:54The rise of our citizens and the frustration that we continue to face.
00:12:05Now, with that being said, we're seeing many times, not just only on the show, but throughout social media,
00:12:11where the TTPS is really trying its best to connect with members of society.
00:12:16And with that being said, earlier this afternoon, DCP Benjamin did a tour of the downtown Port of Spain area,
00:12:22communicating with citizens on thoughts about the crime situation in the country.
00:12:27And I'm sure trying to figure out ways to assist the individuals in the Port of Spain area.
00:12:32So the presence is there, the DCP.
00:12:36I'm hoping, though, that soon we will see the commissioner come out again.
00:12:40The police commissioner, at least, getting her presence out there will also help.
00:12:46So when she gets the time, she could also show up with the DCP on the ground.
00:12:54So as the officers continue their hardest to assist in the crime situation,
00:13:01they still also consider about the citizens and where they could also be there of some sort of assistance.
00:13:07Well, Whitney, I must acknowledge the decision by the deputy commissioner to engage members of the public
00:13:13in keeping with our strategic pillar, community engagement and community partnership.
00:13:17I think it's a good start with reference to closing that gap between the citizen and the police.
00:13:23I want to urge him respectfully and all the officers under his command to ensure that,
00:13:29in terms of closing that gap with the effective community partnership and engagement,
00:13:34and hope that it manifests itself in quick time in relation to feeling the effect of those sort of engagements.
00:13:41But again, it's a good start making ourselves available to members of the public.
00:13:46This is, as always, speak about this particular platform where, again,
00:13:50while we may not be physically engaging members of the public,
00:13:53it's an opportunity every evening between Monday to Friday for at least an hour,
00:13:57and an opportunity to call in and engage members of the public and to listen to what they are saying,
00:14:02some of the submissions that they are making.
00:14:04And again, these are things that we need to continue to do.
00:14:07However, I would like to see that the engagement and the community partnership manifests itself in tangible results
00:14:15and to be able to take back Trinidad and Tobago and protect our beloved Trinidad and Tobago.
00:14:21So again, DCP Benjamin, I urge you, with all your subordinates,
00:14:27to continue to close that gap between Trinidad and Tobago and the citizens of Trinidad and Tobago and the police service.
00:14:34Yes. Now, with a TTPS media release, items found in south are not identified as warheads.
00:14:41So around 7 p.m. on Sunday, the 22nd of September, 2024,
00:14:46the Trinidad and Tobago Police Service responded to a report of suspected military warheads
00:14:52found by members of the public of Mosquito Creek in Oropuch.
00:14:57Now, whilst the items did appear similar to military material,
00:15:05a team of specialists from the TTPS Explosive Detection and Explosive Disposal Unit
00:15:13bombed squad with the assistance of international partners further examined the objects,
00:15:18and they were positively identified to be parts belonging to concrete piercing tools
00:15:24used in the construction industry.
00:15:27However, a number of major components for the functioning of the items were not present,
00:15:33and in the interest of public safety, the items were seized and removed from the site.
00:15:39So they also thanked members of the public who found the items and notified them
00:15:44to make sure persons were safe and not tampering with those items there.
00:15:48So that is an update with what's taking place with that.
00:15:51It is definitely not warheads, because even though it may have been there for a while,
00:15:57you don't know what could happen.
00:15:59And, Whitney, I just want to acknowledge the persons who took that extra step,
00:16:04or took that proactive step, I should say, to engage law enforcement
00:16:07to ensure there's a conclusion or an expert position in relation to that matter.
00:16:11And that's the level of due diligence that I like to see.
00:16:14I call on Trinidad and Tobago in my personal and my collective capacity
00:16:19with the hats that I wear to call on Trinidad and Tobago to use that example where due diligence.
00:16:26You never know what you may table, what you may provide.
00:16:30That may just be the start to the dismantling and disrupting of an organized syndicate
00:16:35that is responsible or are responsible, I should say, for what is happening
00:16:39and impacting our crime statistics.
00:16:41So you don't know how important your piece of intelligence,
00:16:44your piece of information in relation to a bigger puzzle.
00:16:47So the persons who would have taken that step, that is the level of due diligence I'd like to see.
00:16:51And as I said, I'm open to Trinidad and Tobago for us to deal with this thing together
00:16:56because it is affecting every single individual in Trinidad and Tobago.
00:17:01And, you know, Whitney, just to go back to that issue in Malik with that shooting,
00:17:06while we may have been looking at it from a preschool context,
00:17:09and while there may be other children in the preschool,
00:17:12and the number of parents that may be associated with our preschool,
00:17:16it finds itself in our community.
00:17:18And if it finds itself in our community, we are not only seeing the school, but our community.
00:17:23And then we go out in a wider sphere in terms of our society is being impacted
00:17:27by the blunt disregard for the rule of law.
00:17:32So, you know, my condolences, you know, to the persons who lost their life
00:17:37and those who are sustaining very serious injuries.
00:17:40You know, I hope that I wish you a quick recovery, but I call on the authorities, you know, to respond.
00:17:45Maybe the decision, you know, to hit the streets,
00:17:50maybe we should probably think about looking at the areas that is ripe for that sort of intervention as well.
00:17:56So, you know, I just want to urge the hierarchy of the police service
00:17:59with reference to the deployment of police officers.
00:18:02You know, we speak about intelligence-driven policing.
00:18:04You know, let us see what the intelligence is telling us,
00:18:07and let us look to be able to target those persons head on within the rule of law.
00:18:11Now, as we get ready to head to the break shortly,

00:23:00Because I would think that about more than 75% of the people who make the cameras an issue
00:23:07is very afraid of law enforcement, because I don't have to worry about cameras or no cameras,
00:23:11but I have to worry about all the others.
00:23:14We have the CIA.
00:23:17We have the PSB.
00:23:20We have the PSA, PCA.
00:23:24And we have the CIA.
00:23:26We have about four or more agencies.
00:23:28We also have the PSSA.
00:23:30I could assist with what the camera is being brought in to do.
00:23:35So I'm, you don't have to answer for yourself, because I know you have doubts.
00:23:38Difficult questions to answer.
00:23:40But we have to look at these things closely first,
00:23:43and deal with those things, before we look at cameras,
00:23:46just to please the law-breakers.

00:24:24But, again, when you live in a society that are multifaceted,
00:24:28and you have different calls for accountability and transparency,
00:24:32and then on the other hand, you're looking for the effective deployment of resources,
00:24:36it's a balance that one will have to strike.

00:25:01I have seen where the prisoner has been charged,
00:25:04the one who has spoken about this week in the video,
00:25:06when you're going to do this and do that to the prison officer.
00:25:08Now, imagine he's in jail because of murder.
00:25:12Yeah, ma'am, good man.
00:25:14You could bring him what you want.
00:25:15You could do what you want.
00:25:17But when they charge him, he's in jail because he's in jail for murder.
00:25:20So I want to see what is going to take place with that.
00:25:23All right, that's the first one.
00:25:25My second point is, Officer Ali, can someone get a protection order
00:25:30and live in the same house?
00:25:32Because I know sometimes they say it must be X amount of feet
00:25:35or meters from the prisoner and all that.
00:25:37How does all that work?
00:25:38If you could be in the same house and a few waiters,
00:25:42are they going to have a consultation on domestic violence?
00:25:44Because the number of things that have taken place between March 2020
00:25:48and March 2020, 6,250 domestic violence cases were reported.
00:25:52And I'm sure there must be more than that because everybody don't report
00:25:55because sometimes they're so afraid.
00:25:57My last point, third point, is Tobago.
00:26:04Tobago has so many murders.
00:26:06And I saw where filing Augusta said,
00:26:10he's not happy with what has taken place.
00:26:13But I see where they're going to have the cannibalism.
00:26:15You know, you're telling the officers,
00:26:17so that can happen, blah, blah, blah, blah, blah,
00:26:19because you know how they're using it.
00:26:20Well, I wonder now, they're going to need help
00:26:23because sometimes people get on so wild at the cannibal time,
00:26:27especially like Sunday morning or whatever.
00:26:29So it means now that we may have to send over more prisoners
00:26:34to help them on that side because the number of things that happen over there,
00:26:38not only over there, but over here too.
00:26:40You know, guns, drugs, et cetera.
00:26:43So probably they will really need help
00:26:45with that, you know, that cannibalism taking place.
00:26:48They should shut it down, but you know what,
00:26:50we'll be better about that.

00:27:02Let's take the issue where the prisoner was charged.
00:27:06Cola, I'm happy that you, as a citizen of this country,
00:27:09have recognized that the police,
00:27:11and I had promised on the last occasion
00:27:13that actions will be taken against persons
00:27:15who are bent on expressing themselves
00:27:17in a way that individual may have expressed himself.
00:27:20Yes, it's before the courts.
00:27:21I don't want to say too much about it,
00:27:22but just to, you know, drive the point,
00:27:24what actions were in fact taken in relation to that,
00:27:28and that matter is now sub judice.
00:27:30So I speak no more on that.
00:27:31Secondly, with reference to the protection order, again, Whitney,
00:27:35I know that there's a discussion, if not completed,
00:27:37or is ongoing on the high earth
00:27:39in relation to domestic violence.
00:27:40And this issue with where, you know,
00:27:44the victim and the offender may be occupying the same house.
00:27:47And we have heard time and time again in terms of, you know,
00:27:49stay one feet or one, you know,
00:27:52that's in terms of where they are in the same house.
00:27:54And what I want to say is that when we're imposing conditions,
00:27:59the conditions must be sufficient to mitigate the allegation
00:28:02that has been advanced.
00:28:04And if the handling of a condition,
00:28:08it may be you could probably simply say,
00:28:10well, just don't come into contact with the person.
00:28:12And if in fact the allegation is one that you are seeing
00:28:14that there's a propensity for violence,
00:28:16then what one will ask,
00:28:17is it that I want feet in the same house?
00:28:19Would that be sufficient?
00:28:20Or should you be moving now to say, okay,
00:28:22that you need to displace one of the individual.
00:28:25And if we are speaking displacement,
00:28:26what you really want is that there might be some support systems
00:28:29so that that person is not being displaced,
00:28:32whether it be a he or she,
00:28:33or children as a case may be an inconvenience.
00:28:35So there should be some support systems
00:28:37while that process is unfolding.
00:28:38But again,
00:28:39call up an excellent area that you have identified in terms of
00:28:42whether in fact the implementation
00:28:45or the imposing of conditions,
00:28:47whether it really facilitate the prevention of domestic violence.

00:28:56I know that we live in a multicultural society
00:29:03and a lot of people look forward to carnival,
00:29:06whether it be in Trinidad or whether it be in Tobago now.
00:29:08But I want to say that the citizens of Trinidad and Tobago
00:29:11in the first instance have the option
00:29:13whether they want to participate in the activities or not.
00:29:15And secondly,
00:29:16you'll hope that mature decisions are taken at a very high level
00:29:19both with the Tobago House of Assembly
00:29:22and the Tobago Division
00:29:24in conjunction with the central government
00:29:26to determine whether in fact,
00:29:27looking at all circumstances,
00:29:29whether we can now have a safe carnival in Tobago.
00:29:32So it's a balance again that we need to strike
00:29:34and we need to look at all the variables.
00:29:35But Cola,

00:29:38Let me answer that.

00:30:04this issue of whether in fact the death penalty
00:30:06is still the law in Trinidad and Tobago
00:30:08that has occupied many forums,
00:30:10many discussions nationally,
00:30:11regionally,
00:30:12internationally.
00:30:13And I want to simply put,
00:30:14you know,
00:30:15for the,
00:30:16for the average person,
00:30:17the death penalty still exists in the law books of Trinidad
00:30:20and Tobago.
00:30:21The issue with the death penalty,
00:30:22after the ruling of Pratt and Morgan,
00:30:24a United Kingdom Privy Council case,
00:30:27it was clear that the Privy Council indicated that if you
00:30:29ought to carry out a death penalty,
00:30:31it,
00:30:32all the appeals that are associated with challenging that,
00:30:35that,
00:30:36that sentence that the court hands down that all those
00:30:39appeals,
00:30:40whether it be in our hierarchy of courts or whether he may
00:30:43not human rights body,
00:30:44it must be exhausted within a five year period.
00:30:47So within a five year period,
00:30:48we need to exhaust all those appeals.
00:30:50What we found is that when you,
00:30:52when an accused is convicted and the death penalty is issued and
00:30:56the accused now petition particular human rights body,
00:30:59or even the normal course of appeal,
00:31:01normally a five year goes so quickly.
00:31:03And then now there's an argument that if five years lapse based
00:31:06on the Pratt and Morgan ruling,
00:31:08then you are basically,
00:31:10you are prevented from the carrying out of the death penalty.
00:31:13So Ramesh Lawrence Marajan,
00:31:14I want to take this opportunity to remind the public.
00:31:17I listened to the former attorney general very carefully.
00:31:20And what we need in Trinidad and Tobago is to ensure that when
00:31:23an accused is convicted and the death penalty is handed down,
00:31:26that there is a meticulous management of that exhaustion of the
00:31:33appeals,
00:31:34manage that effectively.
00:31:35So we can continue to have use and have access to that penalty
00:31:38in the best interest of Trinidad and Tobago.
00:31:40But that is what I'm thinking.
00:31:41I think that is common sense in itself because obviously if the,
00:31:45the, the,
00:31:46the court issues a death penalty to Tom,
00:31:50yes.
00:31:51Tom's lawyer.
00:31:52Yes.
00:31:53Skillfully.
00:31:54Yes.
00:31:55It's going to say,
00:31:56we are going to appeal it because they know it is going to be a
00:31:58long drawn out process.
00:31:59Yes.
00:32:00And five years will pass.
00:32:01Yes.
00:32:02And it would not be able to carry out with the death penalty.
00:32:05So all persons who are now on death row,
00:32:07yes,
00:32:08a place on that today,
00:32:09they're going to appeal because that is the strategy.
00:32:11That's good.
00:32:12And they know how,
00:32:13how fast the system works in Trinidad and Tobago when it comes to
00:32:17the judicial system here.
00:32:20And this is something that I'm hoping that we could find a way
00:32:23because persons are really wanting to see that come back.
00:32:27No,
00:32:28I'm not sure if it's going to work because just in the system,
00:32:30we may have innocent persons there.
00:32:31Yeah.
00:32:32I think it's important to drive this point because I'm seeing your
00:32:34passion for it as well.
00:32:35You know,
00:32:36when you see a society that is plagued with very serious crime,
00:32:38you know,
00:32:39you're looking for the most strongest response.
00:32:41And if we think that the death penalty will be effective to impact,
00:32:44you know,
00:32:45as a deterrent with reference to what we experienced and the important
00:32:48thing is that it,
00:32:49and I want to repeat this,
00:32:50the death penalty is in the law of Trinidad and Tobago,
00:32:54in the law books,
00:32:55the execution of it,
00:32:56we must as a state at the highest level of the attorney general level,
00:33:00we must set up a committee to ensure that when the,
00:33:03the accused is exercising his options on his rightful options,
00:33:07that it is effectively managed so that the public interest is not
00:33:11denied,
00:33:12but a reference to a tidy or mismanagement of that process,
00:33:17if I may say that.
00:33:18So it's important to manage that to have effect and to have use of that
00:33:21death penalty.
00:33:22I hope our attorney general is really hearing this because that's the cry
00:33:25of the people on the ground.
00:33:26They believe if,
00:33:27as we say,
00:33:28the young man,
00:33:29you wouldn't shoot or the death penalty is brought,
00:33:31not brought back.
00:33:32We,
00:33:33it is there.
00:33:34It's just that it's executed the way it should be.
00:33:36Yes.
00:33:37We would be able to see a reduction in crime,
00:33:39but with your expertise and being on the side of yes,
00:33:44an officer,
00:33:45but also wearing that attorney hat,
00:33:48when,
00:33:49or if you have ever experienced a magistrate or a master hand down a death
00:33:55penalty,
00:33:56what is the reaction like of the person who is accused and the conviction is
00:34:01now laid?
00:34:02Well,
00:34:03unfortunately,
00:34:04I'm with me.
00:34:05I cannot give that experience in relation to how an accused,
00:34:07you know,
00:34:08situation like that.
00:34:09But,
00:34:10you know,
00:34:11just us,
00:34:12you know,
00:34:13just for a moment,
00:34:14you have been tried for a murder.
00:34:15The evidence goes against you.
00:34:17You are found guilty,
00:34:19um,
00:34:20by your peer or even if it's a judge alone,
00:34:22you are found guilty and,
00:34:23um,
00:34:24the,
00:34:25you are issued with a death penalty that in itself you are seeing
00:34:28basically,
00:34:29you know what days,
00:34:30months before you depart this world.
00:34:32Um,
00:34:33if in fact the process take the course that we are expecting it to take.
00:34:37Unfortunately,
00:34:38that is,
00:34:39um,
00:34:40something that,
00:34:41you know,
00:34:42you know,
00:34:43should shake the mind of an individual.
00:34:44And that is the point that we are making that if in fact it is executed,
00:34:46perhaps,
00:34:47and I say perhaps,
00:34:48because we do not know the minds of the criminals and the wider society,
00:34:51but perhaps they might just find themselves saying,
00:34:54listen,
00:34:55if I didn't see my life threatened and the hands of the rule of law,
00:34:58well,
00:34:59let me continue to stay within the rule of law.
00:35:02Because if I go against the rule of law,
00:35:04I can be,
00:35:05uh,
00:35:06a person who is facing the hangman.
00:35:07So again,
00:35:08it's difficult to see how one would respond because we,
00:35:10you know,
00:35:11we've seen crimes of public health.
00:35:12It's you too.
00:35:13You could have persons who are seasoned criminals who are prepared,
00:35:16made up their mind to make the departure.
00:35:18So,
00:35:19you know,
00:35:20it's a difficult,
00:35:21it's a difficult position to take.
00:35:22But,
00:35:23um,
00:35:24again,
00:35:25if the,
00:35:26if it's in the law books,
00:35:27you know,
00:35:28let us,
00:35:29you know,
00:35:30advocate for it.
00:35:31Let us ensure that we have use of it.
00:35:33There are many commentators who will be for and against it.
00:35:35So it's a very topical issue.
00:35:36But if it's in the law book,
00:35:37let us at least manage the five-year process.

00:45:20So I end by asking, do you think our laws are regulated?
00:45:26Because what I've seen here now, it seems to be controlled anarchy.
