03:19because the licensing officers are saying they'll be cracking down on tint.
03:22So, don't say you didn't know.
03:24We're letting you know what is taking place.
03:26If you know that you have illegal tint or tint that is defected,
03:30you should go and fix it because you will be charged with some serious tickets
03:38if you don't see about it.
03:40So, mark six weeks from today moving forward.
03:42We continue with the discussions, what's taking place in Trinidad and Tobago,
03:46especially in the case of the Eastern Division.
03:49And to represent the Eastern Division this evening, no stranger to the show,
03:53we would like to welcome Senior Superintendent of the Eastern Division, Mrs. Claire Guy-Allen.
03:58Good evening to you, ma'am. How are you?
04:00I'm fine, Whitney, and how are you?
04:02I'm good. I'm always happy when we have a female on the show.
04:04You always say that.
04:05That is nice. Yes, I like it a lot because we always get the gentleman.
04:08I'm not saying I don't mind when they're here,
04:10but it's always nice to have the females here showing representation for the TT.

04:16And it's a pleasure. It's a pleasure being here.
04:18I want to thank the Commissioner of Police and the Executive for allowing me to be here this afternoon.
04:24So, let us know more about your division and your role and function within the Eastern Division.
04:29Right. I have been at the Eastern Division since June 13, 2024.
04:35The Eastern Division is one of the largest divisions in Trinidad and Tobago.
04:40The population there is like about 150,000-plus persons, and I'm not even speaking about the squatters.
04:48So, it's 150,000-plus persons residing in that area.
04:55Above me is the ACP, Hazel. He's actually in charge of Tobago and Eastern Division.
05:03My second-in-command in that division is Superintendent Gibbs.
05:07I have three ASPs with me, ASP B. Harry, ASP Steele-Williams, another female, and we also have ASP Russell.
05:16And I have some really sharp inspectors, sergeants, corporals, constables, yeah,
05:23who are really vibrant, passionate, and willing to help the public and work towards reducing crime in Trinidad.
05:30Now, the culture in that division, how is it for you working with persons within the community?
05:35It's beautiful, and what I admire with Eastern, Mr. Khan, I took over from him.
05:41He did an excellent job in Eastern Division. I want to congratulate him for that.
05:45He made my job easier.
05:47The officers within that division, they have a robust station, council, and community engagement with the community in Eastern Division.
05:58And we are speaking from as far as Valencia, going all the way up to Toco, Matlod, Matura, all these places, Beach.
06:07Listen, they have station councils, and they invite the community to be part of the decision-making.
06:14That's an opportunity where the public actually gets to tell the police, tell us, how can we police to suit you?
06:23Seeing a female senior superintendent in a position in any division, how is the relationship, not just with the members in the community, but your officers?
06:32It's excellent. It's excellent.
06:34And, Whitney, let me tell you something. You see, humility, humility is the key.
06:38Carries you very far.
06:39And, you know, now that you're saying as a female, I am actually the only female officer who is in charge of a division at this moment.
06:47I'm the only female.
06:49There are 10 divisions, and nine of those divisions are headed by men.
06:54I'm the only female. I never even thought about it before.
06:57So how do you stand your ground in there as a female?
07:00Once you have the support of, I have the support of my brothers.
07:03I call them my brothers in arms.
07:05Yes, when we go to meetings, we sit there.
07:08Even to police, you don't police an area or a division alone, you know, because remember, there are borders.
07:14For example, the senior super northern division, we call it a lot, plus the senior super southern, senior super central, because those are my borders.
07:23And I need to protect those borders as well.
07:25Do you have to be a little more aggressive being a female among the men?
07:29I don't think so. I don't think so.
07:31Because, you know, sometimes persons feel that because it's a female, they have to be a bit softer, and they don't know how to deal with conflict, and we have all these emotions.
07:40And as an officer, I'm sure you have to wear a different hat. It's not so much seeing male or female.
07:48Well, I have been in this business for 30 years, you know, so it's something that I really master.
07:52Yeah.
07:53Yeah, I master this. And I don't think I have to be aggressive or have to change my purse.
07:58I remain the same, the same personality.
08:01Once you know and understand that, here's what, you came to work, do your work.

08:12And some of the issues, challenges, and initiatives that you also have in place.

08:16At this time, we take a look at what made the headlines today, so let's take a look at that.

09:07And we are back. Now, some of the stories that made the headlines, and I know the conversation that is trending right now is detent.
09:24And persons was obviously informed many times before coming out of COVID to let the public know and bring awareness that detents need to be fixed.
09:36And if you're not sure, you're going to be sure now.
09:39That's it.
09:40Because they're coming out in full effect, and their device is being used, because I also saw that we had the Minister of National Security,
09:47also the MP who's now the Minister within the Ministry of National Security, MP Scotland, and the Commissioner herself,
09:55who was there with the Commissioner of Licensing, Transport, that is, my apologies, Mr. Clark,
10:01and also the Minister of Transport that was also there, and they were showing them the devices that will be used.
10:08But they also claim that this will be a fighting tool to fight against crime.
10:14Yes.
10:15How is that? Because I still don't believe that's going to work. I'm being honest.
10:19One thing I want to tell the public, you start off the program by warning them.

10:59So I want the public to look at the positive of this.
11:02But do you think that members of the public or some members of the public who may feel a type of way about this being a major issue for them,
11:10that they are using that to protect themselves from the elements who may be looking into their vehicles,
11:16using them as targets, identifying these individuals?
11:19Not saying to have the, I mean, I call them the dark tents for, like, night riders.
11:25But no, I'm not speaking of that.
11:27But persons tend to either use it because of skin issues, you know, their eyes, health reasons.
11:34How could persons deal with the tint situation with regards to that?
11:37You brought an excellent point.
11:38You brought an excellent point there.
11:41But sometimes when you see crime is high in a country, sometimes we have to start to major in the minors.
11:47And that is what I tell my subordinates.
11:49Let us major in the minors.
11:52Crime is high.
11:53The simplest of crime, let us enforce all laws.
11:57And sometimes you have to look at the better and the greater good.
12:01If something is happening in that vehicle, wouldn't you want assistance from on the outside?
12:06Of course.
12:07But if persons are not seen with it, they cannot help you.
12:10You know, so sometimes we have to wear situations and try to not fight a situation but encourage and just follow the law.
12:20But then how are we going to deal with this situation with the tents?
12:24And I'm saying because I'm constantly hearing people with conversations being on the ground.
12:28And this is what they're saying.
12:30The police presence is still not felt.
12:32The tent is not dark and you can see in the vehicle who is there to really help us if the officer's presence still is not sufficient.
12:41How are we dealing with that?
12:43I am saddened when I hear that at times.
12:46That's a conversation, huh?

12:50I traverse the roads of Trinidad and Tobago from Port of Spain to Eastern.
12:54And, you know, sometimes when I pass and I see my colleagues, I say, thumbs up.
12:59We are present outside.
13:01Yet I'm hearing the public saying that they are not seeing the police officers.
13:05I am guilty of saying that.
13:07I don't know if I'm guilty, but I'm being honest.
13:09Serious?
13:10And more so.
13:11Like I would have to start to take pictures and put it on my social media platform?
13:14No, so in the Port of Spain area in particular, I can't speak about other divisions.
13:18And I said that yesterday to DCP.
13:20And I purposely, and it's so crazy you raised this today.
13:23I said, you see today when I'm out on the road from 6 a.m. in the morning, I'm going to count and see how many police vehicles I saw.
13:30And you saw none?

17:06And persons of interest also in some of these videos.
17:09Now this video popped up on social media over the weekend from an attempted robbery in the Gasparillo area.
17:16The weapon of choice used here was a hammer.
17:20And from what I understand, this business, the minima that is there, where even though he was quick on his feet, he was robbed some months ago.
17:33But he was swift.
17:34And it was an attempted robbery that took place here.
17:37So again, he was alert.
17:39He paid attention clearly to his surroundings.
17:42Yes.
17:43Thank God.
17:46Yeah.
17:47So again, the citizens always have to be on high alert.
17:56And it seems like it's an electronic gate.
17:59Thank God.
18:02That he had there.
18:03So he was able to get out of it quickly.
18:07What are your thoughts?
18:08That gentleman, well, I want to refer to him as a victim.
18:13He was actually a kind of hard targeter because he had an electronic gate.

18:22And this is why I stress in my division, whenever you are on patrols, no matter what time of the day, and we challenge because they challenge persons at drug blocks and different areas.
18:34Whenever you search someone and they have like hammers and pliers, and they are not carpenters, or that's not their tool of trade.
18:42You know, you charge persons, especially in the night, you know, being in position of housebreaking implement.
18:48Don't just take it away from them.
18:50You know, charge them and take them before the court for being in position of housebreaking implements.
18:56Because you may be able to prevent what you all call home invasion.
19:00If there's really housebreaking, a larceny, a burglary, a robbery, we'll be able to prevent that.
19:04So tools that persons could pay attention to as a citizen, seeing individuals may be, I guess we saw a hammer.
19:12Yes.
19:13But there are other items.
19:14Cut glasses.
19:15Okay.
19:16Pliers.
19:17We have screwdrivers as well.
19:18We even have hand torch.
19:20But it's not concealed properly.
19:22So that means you should keep an eye.
19:23Keep an eye out and those persons should be suspicious to you.
19:26Yeah.
19:28You could even report it to the police as well, you know.
19:30Okay.
19:31Well, that's good to know.
19:32We're heading into your division here, the Valencia area, where a prowler is in or prowlers are in the area.
19:45In this situation here, just thinking of, you know, persons living in this area or other areas,
19:53and you may see individuals just randomly walking in your area.
19:56You don't know them from anywhere.
19:58You know, the customs.
19:59What should we do?
20:00Be alerted.
20:01Be alerted.
20:02These people are not living in the area.
20:04You know, report it to the nearest police, whether you want to call 999 or you have the station district number.
20:10You make a call.
20:11The patrol is going to come out and be in that area.
20:14This is where in Valencia exactly.
20:17I'd have to find out where in Valencia so that we could, you know, pass and see what intelligence or information we could gather from there,
20:24because they may be breakers as well.
20:26Yeah.
20:27Yeah.
20:28And it's just so scary because you just don't know who is outside your home.
20:32And that's the reality.
20:33At any time, any hour.
20:35Yeah.
20:36And you may hear a noise outside thinking, well, maybe it's a dog pass, a little stray dog, but then you may not have dogs.

20:42Yeah.
20:43It could be anything.
20:44And you may want to go outside and look and you see this individual prowling in your yard.
20:49Yes.
20:50Be alert and do not try to challenge.
20:52Open your doors and come out and try to challenge anyone.
20:55Call the police immediately and let us come out and do the challenging and so forth.
21:00You could raise an alarm from inside, but do not come out and risk yourself for any harm to happen to you.
21:07What is the response time like now?
21:09If it has improved or it is at a certain standard within your division where police officers being called for emergency purposes are concerned?
21:17Well, we have not really tested the emergency response time as yet.
21:22But what I could tell you, in the Eastern Division, the terrain up there is really something else.
21:28Right?
21:29So I know that the commissioner has a response time that she wants us to get on crime scenes and stuff,
21:35but there are a lot of mitigating factors that could prevent that from happening as well.
21:39And the districts within the Division of Eastern is very wide.
21:45So you may be on one end of the district and you get a call for service on another end.
21:52It's going to affect your response time.
21:54Now, we have had, for example, when there was a murder in Matura,
22:00the officers were able to respond on that scene within about three to four minutes.
22:05Right?
22:06Because they were patrolling that particular area.
22:09And that is something that I am hoping that we see more of because that's how the patrol is supposed to work.
22:15Correct.
22:16So once officers are close by in certain areas and things are happening,
22:19they will be able to respond quickly and not wait.
22:22And solve the crime.
22:23Yes, and not wait for who may be the closest and really and truly they are the furthest.
22:29So I don't know how you all could implement more of that to make sure it's positioned in a way for response time.
22:34Once we have more vehicles, once we have more vehicles and more resources,
22:37we will be able to do that in the quickest opportunity.
22:40Yes.
22:41Now, could you mention just now with regards to the area in your division is so large
22:46and trying to get from point A to point B, not because they don't have the roads,
22:52but what about places that don't have access for vehicles to traverse in those areas?
22:57How are your officers dealing with that to deal with situations if crimes are happening there?
23:02And that is a true and real situation.
23:04Officers sometimes have to park, secure the vehicle, and they have to walk.
23:08They have to walk.
23:09So if the vehicles cannot go, they would have to walk to that particular area in order to assist or whatever.
23:15I don't know if it's something that you all may think about,
23:18but areas that you know may be areas that persons may not know how to traverse through
23:26that you all should try to know how to do it on your own just in case of anything happening.
23:32So it wouldn't be a reactive.
23:34Yes, the officers actually do.
23:36That's what you call a patrol in a particular area.
23:38And we normally try to be the sheriff and master our districts.
23:43So we try to know all the inroads and the outroads.
23:46So while it's on patrol, when nothing is really happening and you're just trying to maintain a presence,
23:51you try to master your district.
23:54Something just came back to me.
23:56You remember you were speaking about persons with a tint on their health.
23:59Yes, yes.
24:00They can go to the doctor, get a medical, and the licensing office can review it, and they can give them an exemption.
24:06Yes, I hope they do a thorough investigation with that because we don't want the racket to run.
24:11Exactly.
24:12And then everybody have a ISU and calling stuff on this.
24:14Correct, correct.
24:15We definitely don't want that to happen at all.
24:18Now, something that came to my attention that we always speak about on the show on a daily basis,
24:24and it seems like persons are still not understanding the importance of protecting yourself
24:29when it comes to social media and meeting up with individuals.
24:32So there's a media release from the TTPS, which is warning the public about social media meetups, right?
24:39So we will have to remind you again and again and again about protecting yourself.
24:46And with that, the TTPS wants you to know that they're also giving you safety tips
24:51when it comes to protecting oneself from the criminal elements online.
24:58And they want you to be aware of the fake profiles.
25:01And that means if you click, you don't have a picture, they have not posted anything,
25:06or even check the date in which the profile was made.
25:09If it's recently created, that means that person is looking to do something naughty or something out of timing, all right?
25:16Also, verifying their identity.
25:19Try and get as much information, obviously, on the individuals that you're dealing with.
25:23And try and not just use social media as the only means of communication.
25:28So you can identify the individual, see a video of the person, not just a picture, because it could be anybody's picture.
25:33Be careful where you meet.
25:36Not because you want something romantic and you have been longing for some sort of loving over a long period of time.
25:42That, you know, you become vulnerable and you end up in a space in the Eastern Division
25:49where the officers have to jump out of the vehicle and walk to try and get you.
25:53So you have to be smart.
25:55Meeting public places to protect yourself is another way of when you want to meet these individuals.
26:01And before I forget, because there are a lot of tips.
26:04Use your own transportation.
26:06Stay sober and alert.
26:07Trust your instincts.
26:09Keep personal information private.
26:11Just because you're speaking to the person and it felt like you knew them for years and you feel so comfortable speaking to them,
26:17doesn't mean you have to give them everything about yourself and then some.
26:22We have been stressing so much on this, and more persons are continuing to get caught in this web.
26:28Whitney, you're speaking, I'm getting mad.
26:32People need to stop.
26:34Stop and be aware.
26:36Yes, the police is here to protect and serve the public, but you, the individual, you have a responsibility as well.
26:45And when we do these things, we have children and all who get trapped in these situations.
26:49So we are telling our child, don't speak to strangers.
26:52But we as adults, we are doing it, and we are doing it unguarded.
26:57Come on, be responsible.
26:59In 2024, you cannot be meeting people on social media and feeling that you are old and safe.
27:06That's the reality.
27:08We just have to be careful.
27:09Control your emotions, because I know many times persons may want a back scratch.
27:13Yes.
27:14But there are back scratches for that for now.
27:16So just use that in the interim to safeguard yourself.
27:19And not everything that glitters is gold.
27:22So please, we have been talking about this numerous times.
27:26The officers, including myself, to protect yourself when it comes to these dating apps.

29:57Senior Superintendent, let's dive straight into the statistics
30:01that your division is either seeing increasing with some challenging issues
30:08when it comes to crime,
30:09or we're seeing that there's some sort of control or decrease in some of the crimes.
30:16Well, when it comes to policing the Eastern Division,
30:20we do it from an intelligence-led point of view.
30:24We have our gang intelligence unit,
30:27which is headed by Corporal Maraj and his team.
30:30They do an excellent job by providing us with, watch me,
30:33excellent intelligence so that we could police the area,
30:37you understand, with the limited resources that we have.
30:40What we have seen in 2024, we have a detection rate of 38%.
30:46We want it to be higher, yes?
30:49And we also have a 22% reduction in SRCs generally.
30:54But when we go in and we actually dissect the SRCs,
31:00we are seeing, we are kind of grappling with the murder.
31:03We had an increase in the murders this year.
31:05Is it gang-related?
31:07Yes, a lot of it is gang-related murder because of the migration of the criminal element
31:14from the northern, the Port-au-Spain area into the Valencia, Sandy Grand area.
31:18We call them sleeper cells because they are actually coming into that area,
31:23not necessarily to commit crime.
31:25They are coming there to hide away.
31:27They are coming there to sleep.
31:29But we are targeting them.
31:31We are looking for them.
31:33We are asking citizens to also give us the information.
31:36If you see someone strange in your neighborhood, alert us.
31:41And you can do it by different means.
31:43You can come to my office in Sandy Grand if you want.
31:45I have an open-door policy.
31:47Since I go there, I have not been able to have a single moment by myself
31:51because I really like open-door policy.
31:53We are policing for the people, right, and the communities.
31:57A lot of people want to meet me.
31:58A lot of the officers even want to meet me as well.
32:01I have been around the division, not the entire division as yet,
32:05but I promise to do that soon.
32:07I have been through half of the division thus far,
32:10and I have met a lot of the officers.
32:12Officers come to my office, and they see that we could come.
32:16What we do is that these people, we target them
32:20once we know they are in the area and they are priority offenders
32:23from Port of Spain and the gang intelligence unit.
32:26They don't only work in silo.

32:37So if Port of Spain knows that a particular person has moved out
32:41and they have information that they are in Valencia,
32:43that information is communicated to us,
32:46and we will do the intelligence, and we will target you.
32:50Now, so from your data, is it that we're seeing persons
32:53who are migrating into areas that are not usually known
32:56for a lot of criminal activities happening
32:59are coming from the Port of Spain area?
33:01They are coming from all over.
33:02Port of Spain, Northern Division, sleeper cells.
33:06They come in there just to rest their head and to hide away.
33:10But the persons who are after them,
33:13that's where we see the violence and the murders
33:15in the areas start to spike.
33:18So combating with that, you are not targeting them.
33:21But when you target them, then what?
33:23What happens next?
33:24Are you waiting for them to commit a crime,
33:26or are you getting them to get out of some of these communities?
33:30Because they can't go there.
33:31They are citizens of Trinidad and Tobago,

34:06But we do the intelligence, we gather all the information,

34:11and we go after the priority offenders.
34:14What are some of the other crimes that we see?
34:16We have, for example, the shootings and woundings.
34:19We had a reduction in that.
34:21We also had a reduction in sexual offenses, kidnappings,
34:25rapes, the robberies.
34:28We're battling with that as well.
34:30I think that's maybe a consequence.
34:32In the Valencia area, when I went there in June,
34:34there was something we saw,
34:36Rarity's Ugly Head in Valencia,
34:38where people were taking taxis from Arima
34:41to a particular area in Valencia.
34:43I can't remember the area now.
34:45But whenever they go there,
34:47they were going to get robbed as you drop out at some corner there.
34:50So the police thought, yeah, yeah, yeah,
34:52persons were waiting there for you.
34:54Because that's a spot where the passengers usually come out.
34:58Usually come out.
35:00So we policed that area,
35:01and we were able to dismantle that business that was happening there.
35:04And let me knock wood,
35:06we have not had anything happening in that area.
35:08So these individuals were charged?
35:10We were not able to arrest anyone
35:13because the victims were not able to even give us proper description
35:16and that kind of thing.
35:18So, okay.
35:19Yeah, we weren't able to arrest anyone.
35:21But the police presence in the area over time, right,
35:25we have seen a decrease in that activity.
35:28You know, I just want to reference this,
35:30and it's not just with you alone, senior superintendent,
35:33but all the other divisions.
35:35And getting the information and the intel that you are receiving,
35:38and you use this as an example that you mentioned,
35:41and knowing that these individuals were there robbing persons.
