00:14:27Crystal Cindy LeBlanc of Manzanilla and Wallerfield was charged with the offense when she appeared
00:14:34before Master in the High Court, North A on Monday the 9th of September, 2024.
00:14:41So I am seeing that persons are being charged for serious offenses, and even minor offenses,
00:14:48and they are taken before the court, and you know that's usually a conversation that persons
00:14:53have among themselves, where the conviction rate is one thing, but when are we seeing
00:14:59persons being charged, apprehended by the officers, and this is happening here now.
00:15:04And I am happy to see that when things happen, we don't have to wait too long.
00:15:09It all depends on where the investigation carries you, so I can't speak on all investigations
00:15:14that take place and persons who are charged.
00:15:16And of course, a key component of the investigations would be getting people to come forward and
00:15:21assist, and in order to do so, we have to continue to really try and foster and engender
00:15:27that public trust that is required, that they feel safe and comfortable to come forward
00:15:32and give us information.

00:15:36Also in a TTPS media release, a laborer charged with Newgrant double murder, a 34-year-old
00:15:42man has appeared virtually before Master of the High Court, charged with the double murder
00:15:47of Chanel Singh and her brother, Kevon Juhi Singh, which occurred on September 4th, 2024.
00:15:54Vishnu Balda, a laborer of Najirod, Newgrant, was charged with the offenses which, or when,
00:16:03he appeared before Master in the South of the South, a criminal court, on Monday the
00:16:099th of September, 2024.
00:16:13So this is where we are seeing, again, persons are being brought before the court and matters
00:16:19are being dealt with in a swift manner.
00:16:21But when we are seeing this happening, we are seeing, not just in this instance, but
00:16:28in other cases where persons and communities are now coming forward to assist the TTPS.
00:16:34So is that also a reason why we are seeing, quote-unquote, swift justice?

00:40:47And we try our best not to reach to that point, but it seems like the ignorance is already
00:40:52seeped through to some, but we should be able to find a way to remove that.
00:40:56The issue is crime is progressing.
00:40:58So, if a child is permitted to shoplift, eventually the thrill of shoplifting will go away.
00:41:05And they will tend to graduate to other things.
00:41:07Right?
00:41:08And recently we had a 14-year-old who would have stolen two cars.
00:41:11Excuse me?
00:41:12Yeah, 14 years.
00:41:13Right?
00:41:14So, how do we treat with that?
00:41:15Do we allow him to continue?
00:41:17Because by the time we reach 19, 20, God alone knows what he would be doing at that point.
00:41:21So, in his case, we are presently using community police and social intervention.
00:41:28We now have the entire community looking out for him, looking at him.
00:41:32Let me ask you this.
00:41:34In that case in particular, where are his parents?
00:41:38And I'm asking this because he asks for the whole community to look out for him, of course,
00:41:42which is good because you're keeping an eye on him as best as you can.
00:41:45And when the mother found out or the father found out?
00:41:48They will not.
00:41:50This is one case in which the parents did not make an excuse for him.

00:41:55He's in public for the court.
00:41:57And during the juvenile court system has two aspects.
00:42:01You have the crims, which are children who may have committed criminal offenses.

00:42:14And the court is, in fact, using most of the components that the gentleman spoke of in terms of educating parents,
00:42:21ensuring that psychosocial persons are involved to treat with whatever underlying psychological issues.

00:42:32Through the juvenile court system.
00:42:33These children are called chins.
00:42:35Children in need of supervision and support.
00:42:37Right?
00:42:38For those who may be addicted to narcotics, marijuana,
00:42:40the court also has a drug court that treats for that issue and have them rehabilitated for whatever addiction they may have as well.
00:42:48Because drug is a major issue.
00:42:50Drug use.
00:42:51Definitely.
00:42:52That is a major issue among our young people.
00:42:54Our observation is it's starting younger and younger.
00:42:57And the vaping is not helping.
00:42:58Remember I told you all to pay attention to that.
00:43:00We are.
00:43:01Because the vaping is taking over.
00:43:02It's a simple way of using it.
00:43:04And all these flavors that seem like it's okay and it's comfortable.
00:43:08That is really the gateway that is opening to a lot of the drugs that we're seeing.

00:45:33And things that they may be saying.
00:45:35Wait, I wasn't doing this all the time.

00:45:42For the parents to come to the youth club to speak to members.

00:45:47The only reason why I can say that to some extent I'm good at it.
00:45:50Is because initially I was horrible at it.

00:45:53I had my first daughter at 21.
00:45:55I was a police officer already.
00:45:57But I was lost and confused in terms of parenting.
00:45:59And most parents, including myself back then.
00:46:03Would think that Licks would look for me.
00:46:05So Licks would look for them.
00:46:08And I'd be that child.
00:46:09Oh wow.
00:46:10I'm being honest.
00:46:12When I realized that, that did not work.
00:46:15She's 24.
00:46:16A mother of one and doing quite well.
00:46:18She's in school.
00:46:20I went to, at that time, the assistant commissioner.
00:46:24The superintendent in charge of the community was Ms. Sharon Blake Clark.
00:46:28If she's listening, I'd like to tell her thank you.
00:46:30And she sent me 1,000 courses on parenting.
00:46:33So I could teach others.
00:46:35So the only reason why I'm experiencing it is because of the bad experience I would have had initially as a parent.
00:46:41Right?
00:46:42And we have a nonjudgmental safe space where we speak to parents.
00:46:47And we get subject experts as well on the matter to share with them and guide them as to the new techniques that can be utilized instead of the traditional big stick approach.
00:46:58Yes.
00:46:59I'm not sure if this could work.
00:47:00It's just like having an en masse class for parents.
00:47:04Even if it's someone who is a new mother or new parents.
00:47:08I'm having a new, their very first child.
00:47:11We could find a way to incorporate that within the youth clubs.
00:47:16I'm not saying meaning young persons being pregnant.
00:47:18No, teen pregnancy, no.
00:47:21I'm not speaking of that because as you mentioned before, the parents could come in to the said youth club.
00:47:28And get advice, get some sort of assistance to help them and guide them in the way that they may be seeing some of the issues when it comes to parenting.
00:47:37But as a new parent, an adult, a person who is, you know, so green they just don't know.
00:47:44Because, I mean, I didn't have, I mean, I have other than my parents.
00:47:47So I have to follow that blueprint.
00:47:49So I'll discuss two aspects with you.
00:47:52Some of our teenage membership, every year, you realize, well you know, puppy love.
00:47:57Who like who, I like you, you like me.
00:47:59And they're experimenting.
00:48:00We avoid the experimentation.
00:48:02We go straight to having a baby.
00:48:04Right?
00:48:05We would gather balloons.
00:48:07Fill these balloons with water.
00:48:09You got me scared there.
00:48:11When you said we go straight to having babies, I'm like.
00:48:13Right, so we fill these balloons with water.
00:48:15We give these balloons names.
00:48:16And these children a couple of.
00:48:19And two o'clock in the morning, sometimes we don't come.
00:48:21Two o'clock in the morning we have to call time to change a baby, time to feed the baby.
00:48:25Right?
00:48:26I remember in the big one, it might be funny but it's true.
00:48:29One of our young members, his name is Jaleem.
00:48:32He was the only member with a baby that had a christening, a poolside christening.
00:48:37When the christening was over, the baby was missing.
00:48:41Right?
00:48:42Now we carry them through the full aspect of it.
00:48:44So he was arrested and charged with child neglect.
00:48:47He appeared before the court.
00:48:49And during the court matter, he admitted to the court that this child is too much responsibility.
00:48:54For me, I realized I'm not ready for a child.
00:48:56And therefore I like to put the child up for adoption.
00:48:59So where was the child?
00:49:01On our step.
00:49:02Wow.
00:49:04Right?
00:49:05So we do creative ways for the children to understand that parenting is much more than just.
00:49:11Like a gift and setting up a child and taking pictures.
00:49:15You see this trending thing of gender reveals and christenings and things.
00:49:21It's much more to parenting than that.
00:49:23And if they understand that at that age, the chances are they'll be responsible parents when the time arrives.
00:49:30At the right appropriate time.
00:49:31Of course, because a child is not a balloon.
00:49:33No.
00:49:34When you get fat.
00:49:35But a balloon is full of water so it's buoyant like a child.
00:49:37It could fall and burst.
00:49:39So if the balloon, which is pretending to be this child, it bursts, the child dies.
00:49:49Right, and they have to answer how the child would have come out.
00:49:53There's an investigation with police officers.
00:49:56They have to record statements and a lot of them find themselves before the purported court.
00:50:02Which shows they're not ready.
00:50:04Which shows they're not ready, exactly.
00:50:05That's the message we want to send to them.
00:50:07Pretty soon we hope to partner with the ministry of health to other components, other avenues in which to show them.
00:50:13In terms of STDs, STIs, other things that they're not ready yet, their focus should be on developing themselves.
00:50:19Themselves and sports and all these great things that we live in life.
00:50:22I think you should also have that for some adults too, using a balloon.
00:50:28I agree, it might help.
00:50:29It's crazy, it might really help because you can't carry back a child.
00:50:33You can't say I had enough and say oh gosh I need a break.
00:50:35Exactly.
00:50:37Put the child under the step.
00:50:38Precisely.
00:50:39You know, so I mean that there is something that is hands on.
00:50:43The reality of things that many adults are faced with and you can't just throw up your hands.
00:50:49So the young person's understanding this is all this responsibility here.
00:50:53Am I really able to deal with it and they will really think.
00:50:56Make better choices.
00:50:57Twice when it comes to doing adult things.
00:51:00And as you mentioned before, sex is in love.
00:51:02No it's not.
00:51:03And it only becomes that when you find the right partner, the right age, at the right time.
00:51:09The right circumstance.
00:51:10Correct.
00:51:11To do that.
00:51:12Not rushing the brush and thinking that you know.
00:51:15It's not going anywhere.
00:51:16Yes.
00:51:17You have to take the time.
00:51:18What we learned after the fact, adulthood is a trap.
00:51:22You can't go back to being a child and at some point you realize that your child was in fact the best days of your life.
00:51:29Amazing, I wish I could go back.

00:51:31Adults and stuff.
00:51:32All adults.
00:51:33You have to study bills and making sure your child or children are in the right order.
00:51:38You come last in everything.
00:51:39Exactly.
00:51:40You might even be in the equation of saying you have to study where I put in myself.
00:51:45You might even be there.
00:51:46Precisely.
00:51:47Because you have to study the major things.
00:51:49Which is making sure number one that your family, your children are in a safe space, safe environment.
00:51:54And well taken care of.
00:51:55And well taken care of.
00:51:56And whatever happens to you after that.
00:51:58Which we need you there, yes, as the adult.
00:52:01But it's really and truly the responsibility of the parent to make sure that the child is protected and safe in a major way.
00:52:08So with that being said, I know to the parents of the young ones and I know that you may be sitting down with them.
00:52:15And you think that, you know, I know what to do.
00:52:18I've seen things on YouTube, on TikTok.
00:52:21And they have these remedies that we can use to eliminate, no.
00:52:27But practical is much different from theory.
00:52:30Yes.
00:52:31And each child is an individual with their own individual challenges, their own issues and so on.
00:52:36So, of course, you have to use custom design to treat with the personality you have before you.
00:52:42Yes. And we have many personalities out there when it comes to our children.
00:52:46Exactly.
00:52:47So we know it is one that is a bit difficult sometimes for parents.
00:52:51But I will still go back to the parent because we are the ones, because I'm a mother, I'm responsible for my child.
00:52:57Just like others, they are responsible for their child and their children.
00:53:00And taken with your advice, time to really get to know your child.
00:53:06And I mean, really getting to know your child.
00:53:09Is that something parents could really do or it could be taken into any child's mind as, oh, you're trying to be my friend?
00:53:17It depends on how it's done.
00:53:20We have had situations where parents act as enablers and they are fearful.
00:53:26I think it even has to do with the guilt of not being able to spend adequate time with the child.
00:53:33So whatever time that we actually spend, we try to make it as pleasant as possible.
00:53:38And sometimes we run the risk of enabling negative behaviors because you want to relieve yourself of the guilt of neglect.
00:53:47We are overcompensating for the fact that they can't be there.
00:53:52When sometimes in some situations, it is not your fault that you're not there.
00:53:56The way society is developed now, you work for yourself.
00:54:01And of course, one of the main issues is the absence of the father figures in your home.
00:54:09That is a major component that we are trying our best to focus on in terms of ensuring that our young men, especially, understand the responsibility of being men.
00:54:20And the challenges that they will face and the fact that they ought not to give up.
00:54:28We have a situation where most of the homes are, in fact, matriarchal.
00:54:34And because of that, children learn what they see.
00:54:37And the boys learn what they see.
00:54:39They're not really getting that opportunity to be the man they are capable of being.
00:54:45So we are creating environments where they especially understand the responsibilities that goes with being a man and the challenges as well.
00:54:52That's very important for them to see a male figure.
00:54:54As we mentioned earlier, that a male figure is very important.
00:54:58And not taking advantage of the young ones because they believe that this male figure is one that really cares and is not being a predator.
00:55:05But they're really there to assist.

00:58:22um, we need to be steadfast to the cause of doing better with them,
00:58:27and pushing them to be the best version of themselves they can.
00:58:31Um, we understand in the Trinidad and Tobago Police Service, um, the challenges parents are in fact facing at this time.
00:58:38It is the most difficult, difficult time in the history of mankind to be a child.
00:58:43With all the vices, the temptations, everything that is out there.
00:58:47The social media, um, these false lives, you have to live just to fit in.
00:58:53Um, it is quite difficult in being a child, we understand that.
00:58:56Um, most children go through what you call a crazy phase in teenage years,
00:59:02but as parents we need to understand it is just that, a phase.
00:59:06And we do not permit them to do so much, or enable them to do so much,
00:59:11that when they are coming out of the phase, we have regrets.
00:59:14They're in so deep into whatever they were involved in that it is very difficult for them to come out of it.
00:59:21Right, because, um, psychologists have proven 24-25 years old is in fact the age of actualization.
00:59:30And we start understanding self, and we start sounding like our parents a little bit.
00:59:35Right, because, um, everything that was said is there.
00:59:39It just resonates at that point.
00:59:41Right, because the age of rebellion is over.
00:59:44And if we do not guide them through that rebellious phase,
00:59:48and we enable them, we may lose our children forever.
00:59:51So, join a group, not a gang,
00:59:54and ensure that you understand that we all have a light and talent that God has placed into us,
01:00:00to be shared with the world.

01:00:52Of course, most clubs for the Christmas season usually have, um,
01:00:56Christmas treats, dinner and award ceremonies where the children are rewarded,
01:01:01and again it encourages them to strive for excellence as an incentive
01:01:05for their outstanding work throughout the year.
01:01:08So there'll be categories in sports and music, in arts and academics,
01:01:12where the children who excel are in fact recognized and appreciated for their hard work.
01:01:19So they'll have a lot of activities happening leading up, and given back to the community.

01:01:26And I know that parents may be looking for things that, to keep their children active,
01:01:31and you have the entire year, I mean we're coming to close off 2024 in a few months,
01:01:37but you still have the opportunity to involve your children,
01:01:40and also this could help with the young ones who are at school,
01:01:44and you're looking for, you know, credits with giving back within your community.
01:01:48Yes, so we have had several universities approach us,
01:01:51and a lot of these students, some of them have graduated already,

01:01:59from USC, from UE, from all over.
01:02:02So it's an opportunity for them to give back as well.
01:02:04Yes, to come back and give back, and that opportunity is given to all of us throughout Trinidad and Tobago.
01:02:10Is there a specific age for persons to join the youth club?
01:02:12Right, so over five, once you're five years and up, you can in fact join the youth club.
01:02:19The definition that they give presently of a youth is five to 29, right?
01:02:26When I started in police football club, it was five to 21,
01:02:30we went to 25, then we're 29, so we give them a few years, they may be a youth as well.
01:02:34Yes.
01:02:35Right?
01:02:36Obviously they're not.
01:02:37So we have the young adults who support them from a supervisory level,
01:02:42and a mentorship level, they would have gone through the process,
01:02:45and they now speak to the younger ones in terms of what they went through,
01:02:48and how to guide them through anything they face.
