19:37Crime has won the battle. What the government and other organizations are doing right now is just to salvage pride.

20:49He's not in any crime as far as I know. I lost my whole family just like that.
20:59My father was a preacher and I saw we were brought up.
21:11It's sad to see what a father may have to go through and not just a father but any parent where you're not expecting to bury a child at this time.
21:21Seeing this in your division, how are you all treating with it?
21:25I've heard Mr. Posadi. I would have seen the video before and I can say that we empathize with him.
21:35But we have to remain resolute in our function, our purpose and our goal.
21:41Mr. Posadi spoke some real truths there and I must say this. He would have said in his view, crime has won.
21:51We have to take that in the context that he would not have the objectivity that we must possess in order to keep the fight going.
21:59I could accept Mr. Posadi's feelings because as a human being to have a loved one taken from me in such a violent end, it will render anyone almost broken.
22:13I feel for that family and I do share my condolences with Mr. Posadi and his family.
22:19The police, however, and with me, we will not throw our hands in the air and say that crime has won.
22:29One of the truths that Mr. Posadi just spoke there is that it is near impossible to stop all crime.
22:37Crime exists in every single society in the world.
22:41What we can do and what law enforcement is mandated to do is to manage.
22:47We have to treat with crime and that is why we have been taking proactive steps.
22:52There are certain things you cannot police.
22:55You cannot police a wife having an argument with her husband and in a fit of rage, passionate rage, he kills her.
23:02We can't police that. It is impractical. It is impossible, I would say.
23:08What we can do is take proactive steps.
23:10That is why on the last occasion I spoke about the approach to crime fighting must be multifaceted.
23:16Not only in the arresting of persons and charging of persons, but proactive in the sense that we speak to persons on different platforms,
23:25through the different organizations, councils, different organizations that assist persons of abuse and things like that.
23:33If we approach in that way, I am of the view that we could have a better result than simply the traditional method of arresting and charging persons.
23:45So you think that will assist in what we are seeing in the crime situation within the country,
23:51where it is almost like a mediation of, yes, when you get arrested and you do, let's say,
23:57an analysis of what the individual may be, their rap should be short or long,
24:03and see that maybe this individual may have a mental issue or ways in which the police and also the court could step in
24:13to make sure it is almost like a rehabilitation before even making their way into prison, if that makes sense?
24:20Well, one of the goals of punishment is rehabilitation.
24:26There are programs that I am aware of within the prison system that persons who fit the criteria, of course,
24:33could avail themselves of certain programs that are geared towards rehabilitating that person
24:40so that on their release back into society, they could become a beneficial member of that society.
24:47No, but what about before they even get convicted and have to go into prison?
24:52Let's say, like we are always saying, you always mention on the show, the bail, bail, everything is bail,
24:56but apart from giving, but I know you can't speak on behalf of the judicial system,
25:03but when the master or the magistrate, whomever, gives an individual bail,
25:08there should be stipulations in place where they have to go and do,
25:13I'm just saying, 48 hours or 100 and something hours of community service along with counseling
25:20before the matter goes forward.
25:24Yes. For certain types of offenses, I am aware that that is one option that is given to the adjudicating officers
25:33to implement things like the community, but this is not a situation where it's pre-sentencing.
25:42Usually, there are certain offenses where you can attach a community service to the sentence
25:53and on successful completion of that, then the person would have basically, quote-unquote, spent their time.
26:00Yes. I think that could be something that they could look at because instead of showing up at a station
26:07and signing a book at a certain time, they should be out cutting the grass,
26:12they should be out doing some sort of community service in that period before the matter is called again.
26:21I tend to agree with you because it appears some of these persons that are recurrent within the court system,
26:31and well, for the Princeton area that I am aware of and the San Fernando area, the courts that I would have prosecuted in,
26:37you would see familiar faces on a continuous basis.
26:41So the question comes to mind, is it that they have too much time on their hands?
26:44That's what I'm saying. Put them out to paint rocks.
26:48Something, I mean, it may sound funny, but I'm just being realistic here.
26:55It should be a part of, you have 150 hours of community service that you must do,
27:02and if it's not completed, it will be noted when, if convicted, you have to pay that.
27:10I see the point. I see the point with me. Unfortunately, as you said, there's a judiciary issue,
27:14and I can't touch on that because there would be the argument that imposing on someone
27:23what would be tantamount to a sanction could be tantamount to punishing them before they are found guilty.
27:31But even in school, if something happens in school, in a classroom,
27:36and let's say someone went in a teacher's handbag and stole the teacher's $20,
27:43what usually happens? The entire class gets punished.
27:48That's saying you were the thief. But because of one individual spoiling everything for the entire class,
27:56everybody has to go down. And it's hard to say, we have to take that step forward.
28:03I saw an article with the social welfare officer of the TTPS,
28:10agreeing with what the prime minister was saying, with the judicial system needing to fix these things,
28:15because every day we come on the show, and the frustration I mentioned in your face,
28:20when you saw the last time, you're not pleased to discuss what happened in your division,
28:26where lives were taken, when you're trying to make sure the citizens are safe,
28:31and then when you do apprehend, which you did, individuals, and they go before the court, then what?
28:37It is almost like the law, as we always say, is there for them.
28:41And it's not for the victims, and the persons who are really seeking justice.
28:46It is a place where, hey boy, I know we're not going to get out of here today,
28:50everything will be fine, and I'm back to normal. It can't be that.
28:54Well, on that note, Whitney, in the Southern Division, which I can speak for,
29:01with the leadership of Mr. Sudin and Mr. Philip, who heads operations,
29:06I have seen and noted in recent times, you read one of the articles,
29:10there were persons who were arrested for outstanding crimes.
29:13I have seen an increase in the number of persons being arrested for outstanding crimes,
29:18owing to the fact that there has been this collaborative effort between the First Division officers,
29:23who are standing by their ground troops, so to speak, the Second Division officers,
29:27and they engage in the investigators from the start of the inquiry, engaging with the legal officer,
29:34who I am the legal officer for the division, and we engage each other's expertise and office
29:41from the earliest part of the investigation to bring the best possible outcome in the matters.
29:48Now, we have seen persons who remain adamant. I am not pleading guilty for this.
29:54I am not. But when they appear before the court, with the input of all these persons,
29:59they are seeing a well-prepared, proper case against them.
30:06And they realize now at that stage that, hey, I'm not even going to get bail on this, you know.
30:13When that magistrate or that master looks at this case against me, I'd better take my jail on that.
30:20And they would show any response, so to speak.
30:22And there has been a consistent increase in the number of persons being charged and put before the court in that manner.
30:30Because on the last occasion, I would have spoken about front-loading,
30:33where we prepare the case as much as possible prior to laying charges.
30:39And that works to our advantage because where a person is charged,
30:45and he could spend the next four years on bail outside, he's at free will to do as he pleases again.
30:54However, when we do what we are supposed to do in the most professional way possible,
31:00and we present a case that is so compelling that an adjudicator has very little choice but to say,
31:08OK, well, we need to go this way with this gentleman here.
31:11Justice is dispensed with efficiently.
31:15When punishment is given in a fast period, in a quick time,
31:22it has much more of a deterrent effect than if it takes 10 years.

34:05Now we continue the conversation of some of the crimes we are seeing happening not just
34:11throughout Trinidad and Tobago but also in your division.
34:15Now one in particular that continues to pop up more and more is extortion and I know that
34:19is not really the term used but this is what many persons are hearing and mentioning throughout
34:26Trinidad and Tobago now.
34:28According to the TTPS media release, Bail for Suspects charged with extortion.
34:34After weeks of meticulous investigations and the round-the-clock surveillance, officers
34:40detained three individuals suspected of being involved in a string of serious crimes including
34:47extortion incidents in the North Central and Central Divisions.
34:53The three accused appeared in court yesterday.
34:56Richard Tinto, 39, of Santa Cruz, was charged with five counts of demanding money by menace
35:03and possession of cocaine for the purpose of trafficking.
35:07He was granted a $400,000 bail with surety.
35:11Jeffrey Hernandez, 33, of Maracas, St. Joseph, was charged with two counts of demanding money
35:16by menace.
35:17He was granted a $200,000 bail with surety.
35:22And Yadav Maraj, 26, of Valcine, was charged with possession of cocaine for the purpose
35:29of trafficking.
35:30He was granted a $8,000 bail with surety.
35:33Where are we now with persons who are demanding money by menace in the South Division?
35:39Are we seeing that happening to some business owners in your division?
35:44I would not put it past and be naive to say that it's not happening, it's very possible.
35:51The issue that we would face, as I suspect that other police in the divisions would face,
35:57is that to prove these offenses, it requires actively the participation of the victims.
36:07The threshold is pretty high in relation to proving the offense.
36:12I am yet to see one of those types of offenses brought before the court for recent times.
36:19I would have seen older matters there, but in recent times I haven't seen anything of
36:24that nature in the Southern Division.
36:26That is not to say that it's not happening.
36:28It's just not reported.
36:29There have been whispers in corners about persons who may have been victims of serious
36:36crime were possibly victims of this type of action by unscrupulous persons.
36:45Now again, when investigating these issues, we do not put anything out of our mind.
36:52We would attack it from all different fronts.
36:54So if there is some indication that this may be a factor to play, believe you me, we will
37:00engage it head on.
37:02What can you tell business owners in your division when it comes to persons or individuals
37:08trying to demand money by law, by menace, and they are fearful of their lives?
37:16Well, I say this from a position of not being in their shoes.
37:24They would have families, they would have loved ones that they are concerned about protecting.
37:32These persons can sometimes get bail when they are charged.
37:37So the question lies now as to what can you, the police, do to protect me?
37:43And whilst we cannot be there 24-hour, we cannot be in every location at any point in
37:50time unless persons come forward, unless they take that hard stance, unless they take
37:59the position that I am not going to be a victim of this and come to the police and give the
38:05information, then we cannot do much in relation to those specific offences.
38:12The persons who are committing these offences may be involved in other crimes and you may
38:17have information on that.
38:20So if you don't want to give the aspect of you being the victim, but you could provide
38:25us information on other crimes that they may have committed, well then that might just
38:30be a shortcut means to an end to get these persons before the court and hopefully facing
38:38the sanctions that are applicable to their crimes.
38:42So again, I will not be naive and tell persons, yes, come to us.
38:47Just like that.
38:48I have a family also and I also, albeit I am a police officer, I also have to worry
38:55about the effects of crime because just recently a woman police corp was robbed at gunpoint
39:01in Southern Division.
39:02Persons were arrested.
39:03Yeah.
39:04Well, I mean, remember what you said, when you come into South, make sure you have your
39:08passport ready.
39:09Make sure you have that passport.
39:10Yeah, because it's something that to me always stands out and I always do reference it because
39:15I'm always seeing the police presence seen and also felt.
39:23And it's something that, as you mentioned, you're using the resources that you already
39:27have to stretch out as far as possible to make sure that you can't be everywhere, but
39:33you're assisting the citizens as best as you can.

39:51Now with regards to some of the activities that we are seeing happening in the division
39:57where it's concerning, what are some of the other activities you're seeing decreasing
40:01in numbers because of the initiatives you all have put in place?
40:06Well, the decreases I would have seen so far is with regards to some of the traffic issues.
40:16We have a lot of traffic issues that would have been playing in the division for some
40:20time there.
40:21And again,
40:22Like what in particular?
40:23Like the accidents.
40:25The accidents, we have taken a proactive approach in it.
40:28Senior Superintendent Sudin again would have created this task force and their role is
40:33not simply to give tickets, but it's more preventative in their role.
40:40They would do the exercises that would check on persons driving under the influence and
40:45so on.
40:48With regards to decreases, I would have to say that some of the home invasions that we
40:57have spoken about on the last occasion, there hasn't been a very significant decrease.
41:04But it's about on the same level.
41:07However, what I am seeing an increase on, and not to deflect from the question, what
41:11I'm seeing an increase in, an increase in detections, which all be it after the fact,
41:19it speaks towards the investigators taking that active drive towards solving.
41:26What particular crimes?
41:28In robberies, in home invasions, and other serious offenses such as woundings.
41:36Just this afternoon, I understand that, and this speaks towards the police not giving
41:42up on not leaving any crimes undone.
41:46There was a home invasion and robbery that took place in 2020, I believe I was given
41:51that information.
41:52The person was detained in Narima.
41:54His fingerprints were found on the scene.
41:57So he will be venturing to Southern Division soon with his passport.
42:01Ready.

42:04So he will be venturing to Southern Division soon and our detectives, our competent detectives
42:09there will be taking it from there.
42:11And notwithstanding, four years after the fact, he was there, he was to be found.
42:18They found him eventually.

45:51So in the Southern Division, I can say clearly that we engage all resources that are available
45:59to us in the fight against crime.
46:03The Princeton Municipal Police Officers under the leadership of ASP Guzman, they liaise
46:10with us regularly.
46:11There have been instances where, and I could say it now, we were short on strength and
46:17arrangements were put in place where they would patrol a particular area and the TTPS
46:23officers would patrol a particular area so as to keep a net of security.
46:27Can I ask this?
46:28And I know, I don't want people to think it's a stupid question, because I don't believe
46:31any question is a stupid one.
46:33But municipal police role and function is what exactly?
46:37When it comes to, yes, we know they are officers, but to what extent?
46:43So their powers are mainly within the municipality that they attach to, however, they are police
46:51officers.
46:52The Special Reserve officers also are police officers.
46:57When they are out there, they have all powers, responsibilities, and rights as a police officer
47:05under the TTPS.
47:07They would not investigate things like woundings and murders and things like that.
47:14However, they play a very important role in assisting the TTPS, who would be the state
47:21police.
47:22And they play a very important role in providing us with that assistance.
47:26Just recently, we would have engaged the Princeton Municipal and they would have provided us
47:30assistance in a particular format, which I wouldn't disclose on air.
47:34But it was very important as it provided us with certain information that would become
47:41part of our strategic strike that we intend on taking in relation to certain offences.
47:46So I agree with the caller that we need to look at whatever resources are available to
47:54us.
47:55And in the Southern Division, the Special Reserve police officers, they play a pivotal
47:59role within the organisation of the TTPS.
48:03They may sometimes feel that they are sidelined, but I can tell you this, Whitney, I have worked
48:10with some Special Reserve officers who have displayed so much professionalism and drive
48:18in their duties that it makes me very proud to say that we have those officers working
48:24alongside their counterparts in the TTPS.
48:27And I will add this in closing.
48:29When we are out there, TTPS, SRP, TTM, PSO, as the case may be, the criminal element doesn't
48:37look at shoulder titles.
48:40They look at you as law enforcement, and you are subject to the same dangers as the officers
48:45in the TTPS.
48:46And again, I would always be appreciative of that effort that we are making, and I can
48:51only hope that other divisions emulate that type of holistic approach and utility.
48:56Utilising resources in the fight against crime.
48:59How is your division treating with school reopening and the children being back out
49:04to school?
49:05And we know the delinquency sometimes may kick in.
49:08It's a bit early, but how are you all being proactive with that?
49:13The approach we would have taken started the weekend before.
49:17We would have seen an increase in the number of foot patrols, the number of mobile patrols
49:22in and around the school entrances and exits.
49:25So as to minimise instances of fights and these sorts of things.
49:29Because let's be realistic to the situation.
49:32The children of today are not the children of 10 years ago.
49:35It's a whole different culture, it's a whole different environment that they are in, and
49:41we have to move with the times to treat with it.
49:44So we have seen that increase in the hierarchy of the division would have put these things
49:49in place so as to minimise instances.
49:52The traffic exercises and as we speak on traffic, I know Mr Babson would have spoken on traffic
50:00enforcement and so on.
50:01My digest, I am noted with some concern that in any street you go on, any town you go on,
50:09those white lines that cross the road, Trinidad and Tobago, that is the crossing.
50:15That is where you are supposed to cross.
50:18And I make this clarion call, and please, pedestrians, utilise that crosswalk when
50:25you have to cross the roads, and drivers, respect the crosswalk.
50:32You are the same drivers when we go to those countries outside of Trinidad, we respect
50:36the road laws.
50:37They are marching on the brakes.
50:38I think you wrote me this afternoon because I was in Port Island walking and I went on
50:42the zebra crossing, the crosswalk, and the driver watching me and pull up, so I stop
50:52because I realise you don't stop when I don't see cars in the hospital, and the man gave
50:57me lights and said thanks and let him pass, you know, and I was on the zebra crossing
51:02to cross and I said, but wait, this man knows that I am supposed to cross the road right
51:07now?
51:08The man gave me lights like I drive in a car.
51:11So I think sometimes people may not be aware of it, but that could be a serious charge
51:16if you hit someone on a zebra crossing or a crosswalk.
51:21So it's something that we are seeing more of.
51:23And as you mentioned before, with regards to the students being out and about, what
51:28could be some of the tips for the safety of, even for the parents to let their children
51:32know when going to school and their first formers going back out to school, even students
51:37who may be travelling for the first time, it may be standard 5, I'm just saying, or
51:41form 1, they're giving all the parents, alright, you're a little more mature now, you'll be
51:47able to travel.
51:48What are the tips you could give them?
51:49Well, to the parents, what I can say is this, it is impossible to cover every danger that
51:56could present itself to the child.
51:59Most you can do at this stage is speak to your child.
52:03Don't let any topic be taboo or too taboo for you to address with your child, because
52:09ultimately it will be for their safety and your peace of mind.
52:15You can speak to them about when they are travelling, pay attention to the vehicles
52:21that they are going into.
52:22There are a lot of PH cars on the road.
52:26They need to be mindful of those things, and I know there are certain areas of training
52:30that are so far flung that the only mode of transportation you will get is those PH cars.
52:36But by now, you will know those persons who are reputable persons.
52:41Taxis, be mindful of the mannerisms of the taxi driver.
52:45Teach your child that it is okay that if they feel uncomfortable in a particular situation,
52:52to say, hey, I am not going to be going with this vehicle.
52:56Teach them to pay attention when they are dropping off, when they are going into vehicles.
53:02Do not just open a door and jump in.
53:04Do not just open a door to jump out.
53:06There are other road users, and you have to be mindful of those things.
53:12So those are some of the issues that I would have seen with respect to the school children,
53:19and needless to say, even taxis.
53:25I know a lot of taxi drivers who are very good drivers, who take heed to the traffic
53:31laws, and they are very careful drivers.
53:34There are some others who apparently believe that they are alone on the road.
53:41Taxi drivers, public service vehicles, please be mindful.
53:45Our little ones are back out there, and we need to be careful.
53:51They may not see us.
53:52We have to see them.
