02:45Now, when we see young children on the streets and you see them maybe coming to sell you
02:54a box of chocolates, sometimes candies, or you might even see them selling vegetables,

03:05But some of us will ask the question, where are your parents?

03:12Is it a form of creating young entrepreneurs that some people may see it as we are creating
03:19great minds, or is it that we have some lazy parents who are using the children as pawns

05:26ways by the actions of the adults.

05:29And this is nothing new to Trinidad and Tobago.
05:31We could go outside now and we may see a lady nursing a child while she's vending.

05:37Or even a male who may have their child while he is vending or selling items to a woman
05:42under street light.
05:43Now, they may not be selling.
05:45Child labour is considered a child under the age by law to work.
05:50And we are seeing that.
05:52What are your thoughts on this situation in particular that we'll be discussing?
05:56Just put the name child labour together.
05:59It could never be something good because children are supposed to be in schools.
06:04They're supposed to be in a learning institution, supposed to be wearing a school uniform, sitting
06:09in class, learning maths, English, social studies, looking forward to recess, break
06:14time.
06:15And the law is absolutely clear that once a child is under the age of 16, it is considered
06:23a child one.
06:24And two, the definition of labour is absolutely clear.
06:28Children taking arms, begging, and there is a series of acts that speaks to that in that
06:38regard.
06:39What is happening is that the definition is very vague because you would have children
06:44who are going to school and after school, they're going to child labour.
06:48So, therefore, it is important that we bring a proper definition to child labour because
06:53there's a lot of loopholes in terms of that.
06:56And it is a sad day to see 14, 15, 13-year-old.
06:59You go to malls.
07:01Sometimes, I will stop the child and take off.
07:03Gone.
07:05So, I'll say, Ma'am, call the children and tell them I am not the person that, you know.
07:12She will call them back and I'll say, but Ma'am, why do you have four children?
07:17And sometimes it's five.
07:19And she will explain, express the usual, things tough.
07:23Who will work the children?
07:24Yes, and blah, blah, blah, blah.
07:26I'll say, but Ma'am, are you aware that there are grants and there are systems and there
07:30are ministries that we will just assume?
07:32And sometimes, they're not any wiser.

07:35And sometimes, instead of charging them.

07:38There are some parents to be held accountable.
07:40Too many times, you know, you have children outside there and at the mercy of the element.
07:45I'm not just talking about begging or taking alms.
07:48Supposing a gentleman, a sick, a pedophile, builds a relationship with a child.
07:54So, every day, he assists his daughter.
07:55He gives them $10 and you know what happens after that.
07:59So, there are a lot of unfortunate elements that we need to look at.
08:02And I think that all law-abiding citizens, all right-thinking citizens in Trinidad and
08:08Tobago should frown on child labor.
08:10Children have a right to be in school.
08:12They have a right to be loved.
08:13They have basic fundamental needs.
08:15If you don't give them that, then there's a recipe for a mixed criminal.
08:19And you can understand the precautions in terms of the young girls and what they may go through.
08:25Because many times, if you're saying that you don't have no one to watch the child,
08:29at a certain stage, the child, everyone, every child has the opportunity to go to a school.
08:37It's by right, by law.
08:38That's right.
08:39That a child must attend a school.
08:40That's right.
08:41And it's the majority of the day.
08:43So, in that period, like many of us do, we go to work and we make sure that our children
08:49are in a school.
08:50We're able to work, pick up our children.
08:53And then in cases, yes, I know circumstances are a bit different for many persons.
08:57So, it would not be just clear cut, where it is a person just works for eight hours
09:02and after the eight hours, I could go and pick up my child and everything is everything.
09:06Times are different now.
09:07Times are extremely different.

09:09So, we have to find ways to make sure that we protect our children.
09:12And at times, I know persons may see it as a lackadaisical parent, but every person's
09:19situation is different.
09:20That's right.
09:21So, we have to find a way to accommodate and educate many of the parents who are stuck
09:25in situations like this and don't know where to start.

09:29You know, and that's something that we have to face on a regular.

11:31Where does the TTPS step in or if the TTPS could really step in, in your opinion, with
11:35regards to assisting these families and getting them to these places because, you know, many
11:41times you'll hear persons say they will see officers picking up their children from school
11:45or dropping off their wife with the police vehicle here and there when, in this case,
11:49this could be used to transport persons within the communities to the said ministry or ministries
11:56to get the assistance and then carry them back to their said location.
12:00Mrs. Vance, let me put for the record that police do a good work in terms of child labor.
12:08You didn't see it on papers, you might just see it on the front page, but police go out
12:12the way to ensure that children in school, community policing, police youth clubs, gender-based
12:18child protection unit and more than that, we work in concert with the Ministry of Labor
12:23and there's a unit called Labor Inspectorate Unit and I have to applaud them.
12:28What they did, they enter into schools along with the police and they lecture, educate
12:33and more than that, they certify children to champion child labor.
12:41So, therefore, young people are not just there listening, but they are participating
12:47in the process.
12:48So, young people are now policing, they are now providing information through the Labor
12:54Inspectorate Unit.
12:55There's a call number.
12:58I have young men who are in the police youth club who are members of that particular unit
13:03and this is where we need to go.
13:05We need to embrace and educate the parents too.
13:08You mentioned that.
13:09Parents need to know, there need to be more public service announcements, more PSA, that
13:12while you have your child in school, do you know that there's a grant?
13:15Do you know that?
13:16So, the media must also take up that role in terms of educating and allowing people.
13:22The church, religious groups must play a fundamental role in outreach.
13:27But that is the role of the church.
13:29It cannot be that the police must pull up and then people will make a comment,
13:34Officer, the woman has some children, are you okay to lock them up?
13:39And you hear these stupid comments being made, not knowing that we are protecting the rights
13:42of the child.
13:43And therefore, the rights of the child supersedes over the parent.
13:47But in many cases, with husbands, you find when you want to go before the court, the
13:51mass of the court gets a file, gets an update, and then make recommendations.
13:57In no case, they are sent on a bond.
14:01These social workers make recommendations for them to get grants, school books and uniforms.
14:06And that needs to be marketed.
14:07That needs to be demonstrated.
14:09We need to let people know that their agency and CBOs and NGOs are doing excellent work
14:14on the ground.
14:15They are ready to be highlighted and to be promoted.
14:18So that those who are unfortunately having children beg in arms, they'll know that that
14:24is not a suitable way to hire children.
14:27Children need to be in school.
14:28They need to be educated.
14:29And we need to prepare them for the world of work.
14:31So do you think persons with any ministries, where the representatives are concerned, to
14:38champion getting persons who need assistance to come in?
14:43Because yes, you mentioned the media, but we are persons who the literacy may not be
14:48where they could understand or comprehend the information that is put out there.
14:52Because let's be real, there's a lot of persons out there that cannot even fill out
14:55a basic form.
14:56Right?
14:57So that is the first stage that they will be coming at that will be like a stumbling
15:02block.
15:03But if the persons who do the research, the ones who are on the ground, going to some
15:08of the rural areas or the areas that they're known, that persons need a lot of assistance
15:13because let's be honest, where they get any money to get the transportation to then get
15:18to the location?
15:19How do they even know how to get there?
15:22This is, for me, if that is your role and function, you should reach out to these individuals,
15:28but not sit in the office and wait for someone to call or not just wait for applications
15:32to come in.
15:33You're supposed to be beating the ground to see the persons in the areas from your research
15:38that, okay, these are the areas we're targeting for this quarter.
15:43And we'll gather information to put in the database.
15:48And then we will send out the reps to know, okay, but you have 15 cases.

15:53I'm just saying, I'm calling random numbers.
15:55And then you should be able to assist persons.

16:51So it is important that we network.
16:53The only way to address child labor is network.
16:56Community policing, child protection unit, the labor unit.
17:00Everybody coming together as a team, as an important stakeholder to say,
17:06we want to root out, stamp out, and address child labor.
17:09We want to protect our children.
17:11You see, if you can't protect our nation's children, we have problems.
17:15Of course, and we are definitely seeing that trickling into the crevices,
17:21and we definitely do not want that.
