19:06Now, what I was going to ask before the break, quickly.
19:09When an accident happens with an officer, may it be the officer is right in a situation or accident or wrong, what happens?
19:18Okay, there is an investigation as it relates to the accident, just as any other investigation.
19:24A senior officer to the officer involved is appointed to investigate.
19:29If he is found to be the wrong party in the accident, he will be charged.
19:34So instructions are given to charge that officer.
19:36So no officer is exempted from being prosecuted for an RTA if he is found to be the wrong party.
19:42So that's how it goes.
19:44And then, well, we have the bureaucracy as it relates to our insurance, which will cover the person's vehicle, get it repaired, as well as the police vehicle.

19:56Okay. Now, we have been doing a lot of patrols. We have increased our presence in our division.
20:03We have been employing the precision active directed patrols, which is a form of patrol where when we are out there, we would meet up at different locations and do road exercises, stop and search exercises.
20:14We'll be stopping vehicles, checking vehicles, responding to reports.
20:18We are trying to improve our response time, but, you know, there are a lot of factors that affect our response time as it relates to sometimes we are on other calls.
20:28The distance between one call to the next would affect our response, but we are, in fact, trying to improve that because of the manner in which we structure our patrols.
20:35We have zoned out our division and we have patrol officers in the different zones patrolling on a 24-7 basis.
20:43This has been bearing a lot of fruits.
20:45Our officers are alert at all times.
20:49Recently, we responded to a report of robbery at a gas station, the ARP personnel, and they were able to see the perpetrators driving off with that vehicle.
21:00A chase ensued and the perpetrators lost control of that vehicle.
21:05They made good their escape in some nearby bushes.
21:07A search was conducted.
21:08However, they were not found, but a firearm was recovered from the vehicle.
21:14Officers, there was an exchange of gunfire, so that's being investigated at this stage.
21:18I won't go further into that, but that's just one of the instances where we had officers on spot to respond accordingly.

23:44and those were intercepted on the 22nd of July by officers from the task force, Corporal Ford and his team.
23:51They received information of a drone operator in the Borneo area,
23:56and we suspect that that was going to be sent over the prison to drop that into the prison at Aruka.
24:03Now, we have about 40 packs of cigarettes, extra batteries for that drone string,
24:07so that it could be lowered into the prison area, as well as narcotics.

24:12So, we see that this is one of the ways that narcotics get into the prison if we are not vigilant outside there.
24:18They're using drones.
24:19And we also saw an automatic rifle, IR-15, that was seized as well.
24:24That is the type of firepower that is out there against TTPS and the public on a whole.
24:31And several pistols were seized in exercises that we have been conducting in the North Central Division over the past few weeks.
24:38Now, you mentioned something there that in the TTPS media release,
24:43I saw there was an operation intercepting of contraband, and they seized contraband, and 16 prisoners were charged.

24:52So, this is also assisting in stopping the contraband to enter in the prison, not just through the gates.

25:5516 prisoners appeared at court today to answer to 66 additional charges after officers conducted a series of intelligence-led exercises targeting high-risk inmates in the Port of Spain prison.

26:09And they found 39 cell phones and 749 grams of marijuana from several high-risk inmates,
26:17nine inmates, five of whom are currently serving sentences for murder with subsequently charged.

26:24So, this is part of the ongoing operation that we have in the prison, in collaboration with the prison services.
26:29And it's been quite successful, because on a regular basis, we intend to do this, because it is one of the ways that information is coming back out.
26:39And I would say to use the colloquial word, to call shots on people.

26:43They are, in fact, using the technology of cell phones to call shots on people from the inside to the outside.
26:49So, we are approaching this quite aggressively under the leadership of our Deputy Commissioner Intelligence Investigation, Ms. Suzette Martin.

27:00So, the TTPS is extremely busy trying to deal with the crime situation throughout the country and also behind the prison walls.

31:45A soldier was granted bail in the sum of $150,000 when he appeared virtually before master of
31:52the high court today, charged with causing death by dangerous driving against a truck

35:27So it's just one circle right there.
35:30We are, in fact, in accordance with our violent crime reduction plan, targeting these gangs
35:36on a regular basis.
35:38Some turns out to be violent confrontation, which we cannot help.
35:43Others, we arrest them and bring them before the court.
35:47Recently, we had some operations as it relates to, and this is another form of gang, as it
35:53relates to persons doing a scam online, as it relates to the work-to-own vehicles.
36:00Yes.
36:01And this was a group of persons who believed that they could make some money by posting
36:05that they have vehicles, work-to-own, and they would be taking down payments from persons
36:10and suspecting victims outside there.
36:12Some persons give them as much as $7,000, $10,000 down payment, deposits for vehicles
36:17to work-to-own them.
36:19When the arrangement didn't come out as they expected, they made reports to various
36:25stations in Trinidad and Tobago.
36:28One of the officers, Corporal Stevenson and Sergeant Newton, they conducted some
36:34investigation in Tunapuna Police District, and they were able to arrest four suspects.
36:39On conducting the inquiries, they realized that these were the persons who were involved
36:42in the scam throughout Trinidad and Tobago.
36:45We identified approximately 60 offenses, as it relates to...
36:49Six zero?
36:50Six zero crimes reported by persons throughout Trinidad and Tobago.
36:55We were only able to charge for 22 of the 60 offenses, because persons were reluctant
37:02to come out.
37:03Right?
37:04So, you know, we are urgent members of the public.
37:05When you make reports like these, or if these incidents happen to you, to reach out to the
37:09police and make a report.
37:10I know some people are skeptical and say that police are not doing anything, but we are
37:14in fact working.
37:15Some of the investigation takes some time, while others is a quick investigation.
37:19So, this investigation by Corporal Stevenson and Sergeant Newton resulted...
37:24They spearheaded all the investigations throughout Trinidad and Tobago, and we ended up with
37:2922, and I must commend them publicly for that piece of work that they did there, because
37:34it really put a dent on this gang.
37:36And if more persons come forward with reports, you know, we will in fact pursue them, contact
37:42the relevant division, get the particular information, and pursue these investigations.

39:44Well, I've been seeing a lot of articles about extortion in North Central Division
39:49and the newspapers and on social media.
39:52And yes, I must admit that we are, in fact, receiving reports of extortion.
39:57But the true classification of that is not extortion, but demanding money by menace.
40:03Now, this is under the Larceny Act.
40:06And if the person actually gets the money,
40:09then there's also a report of robbery involved there as well.
40:12Because the money is taken through fear and sometimes by force from the persons.
40:17Thus far, we have received seven reports of what we call extortion,
40:22or demanding money by menace.
40:24And we are, in fact, investigating that.
40:26I would not reveal the ways in which, but it's quite a meticulous investigation.
40:30But we are, in fact, investigating these reports.
40:33Contrary to what is being bandied about, that the police are not doing anything.
40:37That's not true.
40:38Because I'm seeing more reports in different areas.
40:41Yes, we also have in Central Division, which is our neighbor,
40:44and to a lesser extent in the North, not in North Division.
40:47But we are, in fact, using a collaborative approach
40:50in investigating these incidents of extortion
40:53or the true world demanding money by menace.

44:06there was a series of murders
44:08in Freeman Road
44:09during that period
44:10in the early part of 2023.
44:12And WPC, Diaz,
44:14and her team,
44:15Officer Castillo, Haynes, and Bowen,
44:17they came up with that idea
44:19of adopting that neighborhood.
44:21We started...
44:22There's a phase program
44:26where we...
44:27The first phase was a walkabout
44:28to do a needs analysis in our district.
44:30Then we did a hamper drive.
44:32Then we went into a health fair.
44:34And the fourth phase
44:35was the Christmas street
44:37that was held
44:38on the 6th of January this year.
44:40We are in phase 5 now
44:43where we are having
44:44this cleanup campaign in that area.
44:46It's a quite depressed area.
44:47And we are having a cleanup campaign.
44:49You will see some photos of it as well.
44:51We have been given assistance
44:53by the regional corporation,
44:56Tunapuna Regional Corporation,
44:58to assist in that cleanup
44:59as well as the residents
45:00in that area came out
45:01and assisted in that cleanup.
45:03And, you know,
45:04one of the things
45:05that is really happening
45:07and we are happy to see
45:08is that the residents
45:09in that area started off
45:10with a highly conflicted area.
45:12And now they are working together.
45:15Until recently,
45:16they decided to surprise us
45:19by...
45:20We were giving them a fish.
45:22Then we taught them to fish.
45:24And now they are showing us
45:25that they could fish.
45:26So they decided
45:27to do some work on their own.
45:28They acquired some material
45:29to fix the roadway.
45:31And all the residents
45:32came out
45:33with all the knowledge
45:34of TTPS
45:35and they repaired
45:36that road on their own.
45:37And they were,
45:38you know,
45:39they wanted to surprise us
45:40when we came back in the area
45:41that they did that
45:42over the particular weekend
45:43and they repaired the road.
45:44So we are seeing
45:45some level of success.
45:46Conflict resolution
45:47is helping
45:48because we have our team
45:49from the St. Joseph Police Youth Club.

45:55They are also assisting
45:56conflict resolution.

49:18to avoid
49:19because we still don't know
49:20situations
49:21that may transpire.

49:28under the Firearms Act.
49:29If persons,
49:30if police officers
49:31are in a receipt
49:32of information
49:33that there's a firearm

49:38or even try to stop it
49:39by hand signal

49:42refuses to stop
49:43it's an offense.
49:44The driver of that vehicle
49:45could be charged for it.

49:48prevents that driver
49:49from stopping
49:50that person
49:51could be charged as well.
49:52And if anyone
49:53escapes
49:54from that vehicle
49:55that's another charge.
49:56So apart from being
49:57in possession
49:58of the firearm
49:59ammunition
50:00if you have
50:01put down a robbery
50:02before
50:03you know
50:04before
50:05the chase ensued
50:06then you would be charged
50:07for the robberies
50:08the possession of
50:09firearm and ammunition
50:10and all these offenses
50:11that I spoke of
50:12under the Firearms Act.
50:13So the best thing
50:14to do is stop
50:15and prevent
50:16all these things
50:17from happening
50:18but some people
50:19tend to fire shots
50:20at the police vehicle
50:21not my vehicle
50:22because the radiator
50:23was damaged

50:25gunshots went through

50:28outside there.

51:16they tend to deny it.

51:18boasting on a daily

51:20they're selling drugs
51:21they're wearing
51:22they're selling drugs

51:24posting pictures
51:25with the firearms
51:26but the day the police
51:27put their hands on them
51:28that's the only day
51:29that they get a frame case.
51:30Every other day
51:31they have the luxury
51:32of having their firearms
51:33and their narcotics
51:34but the day
51:35TTPS put their hands
51:36on them
51:37is the day
51:38they have a frame case
51:39and that is when
51:40they hear the voice
51:41come

54:10You know, I just want to let the public know that we have a Station Council initiative
54:15that was mandated by our Commission of Police.
54:18And this Station Council is an opportunity for members of the public and representatives
54:21from the different villages and areas to come and meet with the police on a monthly basis
54:27as a group and share information, share concerns, share ideas as to how we could improve the
54:33delivery of service to you, the members of the public, and also come up with an initiative
54:37that on your own that you could help in community defense.
54:41Community defense is where we have initiatives like the Neighborhood Watch Groups.
54:47In the North Central Division, we also have the Project Eagle Eye, which is a series of
54:52cameras at a place by the business community in the Tunapuna District.
54:56Today, I held a meeting with my Station Council Presidents, Mr. Neil Budu-Singh, Ms. Jamila
55:02Draper, who is a guest from the Malabar Station Council, Mr. Robert Joseph from Aruka, and
55:08Mr. Michael Perez from Maracas, St. Joseph.
55:10And during that meeting, we shared a lot of information and strategies that was taking
55:15place in their area of responsibility with the communities.
55:20And, you know, it was quite heartening to hear the success of the Eagle Eye because
55:25we have been, Mr. Budu-Singh and his team, have been moving from division to division
55:29sharing the good news about Project Eagle Eye with these cameras being installed and
55:33monitored by the police at the various stations.
55:36Currently, we have Tunapuna Police Station as one of the major bases where we have the
55:42cameras, these cameras being monitored.
55:44And we are reaping a lot of rewards from these cameras that are strategically placed throughout
55:49the division.
55:50We have reached out to the Central Division in Endeavor and surroundings.
55:53We have reached out to the Northeastern Division through the senior swoops in those areas.
55:57And we are in the Northern North areas right now.
56:02And next week, we'll be launching a new feature within the Eagle Eye, which is also an additional
56:08super siren and strobe light that will be added to the package.
56:13So when you take a camera, the neighborhood will be given, each camera will come with
56:18a super siren and a strobe light.
56:20And the super siren operates like this.
56:22When you have, there's a panic attached to the camera system.
56:27And whenever people come there.
56:31We'll have more discussions with what's going on in the division.
