00:05:56 notes here. Let me tell you this. From yesterday evening into the last night. Yeah. Early last
00:06:01 night when the prison officer was shot. Yes. Yes. Yes. And I know we have some footage for you.
00:06:10 To show you. But before we get into that you know. Even I saw today persons from the prison association.
00:06:23 Where's all this? I don't know. I don't know. Where's all this? I don't know what going on
00:06:27 with the face and the hair. Like they have a date? Jackie looks like a crocodile.
00:06:31 At the top of the waterfront. I feel they have a date. Like this. Yes. We think the punks
00:06:38 on something. On unsuspecting victim. But um. So much issues in the community. I saw one person
00:06:50 saying you know the crime and how do we address the social issues associated with crime. And I
00:06:57 thought that was a good thought. Because it seems like everybody has lost focus with respect to that.
00:07:04 We have become so accustomed. If I should use that word. To what is happening around us. That
00:07:12 we are all numb. We are so numb now that we no longer seen victims and decide to take them to
00:07:19 the nearest medical institutions. We prefer to take photograph of the scene and post it.
00:07:24 And then we have over the week. For this week here we saw the children again. At your school. I saw
00:07:33 you making the rungs on social media for what you would have said concerning your school.
00:07:37 That you used to attend. Really? Yes. They put you up Mr. Hopkinson. That's very good.
00:07:44 That all of them hear it. You know they say it didn't matter no more because.
00:07:47 Your alma mater. Yeah. That's Mr. Pound. He would say my alma mater. Yeah. Yeah. Yeah. It was no
00:07:55 longer important to you. But I know why you say that you. It affects you because you see the school
00:08:01 that you once attend. Where discipline was the order of the day has lost. Its capacity to hold on
00:08:08 to that. And now it's gone. It's gone gone gone. I spoke to a teacher today.
00:08:14 And once again I know this was a fact. I just wanted confirmation. The teacher was saying listen
00:08:21 some of these classes Alexander. Not like you all you know. We go through the whole year.
00:08:28 But we have three months. Sometimes by three months. Again to get them out of here. We will
00:08:36 survive. Just imagine that. A teacher saying that. It's just like after this term here which is the
00:08:41 this Easter term coming. Right. And then after that is exam and bye bye. Yeah. So. Yeah but when
00:08:52 you have bye bye. You're passing it on. Who comes next? They have been let out into the community.
00:08:58 Yeah but then not only that. Who's coming next? You see. And then she was saying to me too. She
00:09:05 said you know sometimes we we as teachers we try to reach out to parents. And the parents are not
00:09:17 returning our calls. The parents are not assisting in any way with their child or children at times.
00:09:26 As if we know what you're going through you know. But you know what? You take care of the daycare
00:09:34 center situation. I wonder we hope they're tired enough to go to sleep and get up in the morning
00:09:38 and go again. That's what's happening here. Some teachers even said they were doing free classes
00:09:46 for SEA. And still. Sources wouldn't come. Boy. A lot of us have have the same opportunities. Like
00:09:58 I was having a discussion this morning. And it was being spoken about about how certain communities
00:10:05 are impoverished. And then that their inequalities of wealth. And yes I understand all of that.
00:10:11 But you do have great success stories coming out of those same communities. And I know it is hard.
00:10:20 I know it is very very hard. Very very. To stay on the straight and narrow. But you need to have
00:10:27 that vision from very very young as to what you want to do with your life. And let me tell you
00:10:32 sometimes. In a lot of cases when the gang man and the coke man and the weed man see you going along
00:10:39 a certain path. He would leave you you know. You go and do what you had to do. And make our community
00:10:45 proud. So I don't necessarily buy into the fact. And I know it it has happened in the past because
00:10:52 I've heard it. I haven't confirmed it. I don't know if there's data to show it. But there has
00:10:58 been the perception that people are being forced into the gang. But as I said in that same community
00:11:05 you have people doing well. You have people who are lawyers and people who are in prominent
00:11:11 positions and people working in the public service and the corporation all over the place. So
00:11:18 why is it that these people are doing so well in the same hotspot community. And then you have
00:11:26 another group who are doing so badly. But I don't know that the thing that they're doing badly.
00:11:30 In a financial way they may be doing better than the ones who are on the straight and narrow.
00:11:35 And that is that is one of the things that yeah. That other persons are looking at them and judging
00:11:41 them by. Yeah. I want to be like that. Yeah. There are consequences to that. But Marlon you know
00:11:47 remember I told you some time ago I received a call from the prison. Yeah. And it was an inmate.
00:11:54 And the inmate was asking to go to a school. Remember I went to the school and all of that
00:12:00 because he did not want to see his children. Yes. Enter the same corridor. Good evening to all of
00:12:07 you on lockdown. I know that you view us every day. Respect. Or even walk the same path. Yeah.
00:12:15 That he would have walked. I know he's there thinking that just maybe just maybe. Yeah.
00:12:22 He could have walked away on the day in question. Instead of that anger that he had all built up
00:12:30 inside because I don't want to explain the circumstances but there were some issues there.
00:12:35 And he was saying you know enough was enough. So there are persons who inside living in certain
00:12:44 communities. You used to live in certain communities and they don't want their children
00:12:46 to go down that path. You see. You see Alexander a great part of it too is that let us not discount
00:12:54 this bling culture. Yeah. What what how this bling culture has impacted children.
00:13:00 But let me also tell you I and that is a claim I've been making for years now. We want our
00:13:07 children to grow up too quickly and we want to expose them to certain things too quickly. And my
00:13:15 position is let the children be children. They will have their time as an adult. All right. So let us
00:13:24 let us try to guide them through this period here now where they are children. You know. So let us
00:13:32 prevent them from being in the parties and involving in all sorts of crazy type behavior.
00:13:39 And you and your mother in the same pom pom shorts and all you're wearing the same makeup and the
00:13:46 same hair. And you and you and you're reflecting on her and she's reflecting on you. Allow our
00:13:51 children to be children and for men too. Because when you try to adopt this lifestyle of adulthood
00:14:02 too quickly it means no. You're aligning with the adults. So them smoking you smoking them have a
00:14:10 girlfriend. You have a girlfriend. Them have children. You have children at the age of 13 and 14.
00:14:17 Right. You don't even have a skill. Some of you all you all have gone to school but never really
00:14:24 absorbed the education or even a trade. So what. You're not even giving yourself a chance.
00:14:31 That is what you're doing. You're not giving yourself a chance. So so so from the time you
00:14:38 adopt that adult type lifestyle it means no. That focus is there. So you have to get money now to
00:14:48 mind the child. Mind your girlfriend. Mind yourself. Provide food for the entire family. So if you do
00:14:55 have the education in nothing then you have to engage in something to make the money. Or anything.
00:15:02 Right. So give yourself a chance. Give yourself a chance. One day you will be an adult and you
00:15:09 can enjoy everything. Everything. Right now enjoy being an adolescent and a teenager and try to get
00:15:18 an education. Whether it is a trade or if you're academically inclined well then good for you.
00:15:24 But let's focus on the education. Let me say this. Let me say this. Let me let me let me see if I could
00:15:29 give you some gas. Let me gaslight you. People call this program. People call every radio program
00:15:36 in the world. People make comments about law enforcement. Is it worse and the worse and this
00:15:41 is the worst. This morning I saw many of you dropping your sons off at the police training
00:15:47 academy from 4 34 this morning and that was late. You see but you are the same persons who come
00:15:56 and make those comments. So all of a sudden now hey. Are you sending yourself your son to get a job?
00:16:03 Not really understanding or he having the understanding that he came there looking to
00:16:10 protect and serve with pride. Did you just drop him off and say boy you better get a job.
00:16:16 He wants to be a police. Are you coming
00:16:18 to assist or you are coming to resist to cause the problem. Are you going to come as the cause
00:16:30 or you're coming at the solution. Which is it? Well let me tell you something. This thousand
00:16:34 police all they want to bring into the police service. I just hope that because you know let
00:16:41 me remind you all and even the prime minister spoke about about it. So let me remind you all
00:16:48 about the vetting process and how this process has to be a rigid one. So you know that so that
00:16:54 you don't end up with a situation as the prime minister and other people have described it
00:17:01 as rogue police officers and because you all continue to speak about it. But I don't know that
00:17:09 that you have fully and adequately addressed the problem as it should be addressed. Right. So I
00:17:17 just hope you're not going to be building on top of that situation. I'm not painting the entire
00:17:23 police service with with any any brush. Well I hear you. Right. But I'm just I'm just saying how
00:17:28 other people feel and how other people see the police. What I would like to see though.
00:17:36 You remember there are even persons standing in the line this morning
00:17:41 that would have made comments about law enforcement and their actions.
00:17:46 Their families, their their friends and they liken it.
00:17:52 They liken it. But this morning you left your home. Three hours of the morning
00:18:02 to see if you could occupy at this time a space as an applicant in the Chianti Bego police service.
00:18:12 Only a couple weeks ago before all of this came out, comments, the police corrupted. I hope that
00:18:22 you know if you get through you will start off on that note because people don't understand it. So
00:18:29 once they don't understand you they have to align you with something. The best thing for the police
00:18:33 is to be corrupted. Yeah. Because they can't get you to work and how you're working in the direction
00:18:40 of doing whatever they want you to do. So you're corrupted then right. You see this talk about
00:18:46 rogue Mr. Hopkinson. Can a man be deemed rogue on allegations or should we wait until the judgment
00:18:54 from the court to deem a man rogue? Go ahead. Well the gentleman or the lady has to be proven.
00:19:03 Okay. You see. Let me tell you this. However, you know my argument as it relates to evidence.
00:19:11 Just because you don't have evidence that doesn't mean that the person is not involved in strange
00:19:16 behavior. All right. You accept that? But let me say this. I hear you now. But I just always say
00:19:22 this and I remember this. Two neighbors having an issue. One being a police officer and one being a
00:19:28 garbage collector. The garbage collector at times would put his rubbish on the fence
00:19:36 or on the neighbor's wall for the rubbish truck to pick it up. It's going to fall into the yard
00:19:42 of the police officer. The police officer on many occasions spoke to the gentleman.
00:19:46 He continued to do it. So one of these days he took the rubbish and threw it over in the yard
00:19:51 by the man. The man walked to the front of the yard. It was something or it was something. The
00:19:59 police says, listen, I'm not about that. I just told you. You know, you and I are neighbors and
00:20:04 you're putting it on the wall and every time you put it on the wall, it falls over in the yard,
00:20:07 opens up and then I have to clean it. Yes. He said, I carry it and chop it, chop it, chop it.
00:20:14 Yeah. One evening the police officer cleaning the walkway to his drive on the driveway to his yard.
00:20:21 Yes. On the outside. And the man walk and spat.
00:20:25 On the police officer? On the police officer. The police officer give him a flogging.
00:20:32 Well, yeah. That officer is a rogue police officer. You know that, right? No. So the man
00:20:36 tell him, hold your hand. Hold your hands, Mr. Abkinson. Hold your hands until it reaches the
00:20:42 court and let the persons there deem the police officer to be that. Because if by mere allegations
00:20:48 you're saying that, then we have a rogue community. You understand what I'm telling you?
00:20:53 Well, we have to find out what the circumstances are. We have to find out what the circumstances
00:20:58 are. However, Alexander, if there are people within and in all organizations have what I
00:21:07 suspect you can deem rogue people. But under what circumstances? It doesn't help the organization.
00:21:16 It doesn't help. But then you have to find a way to get them out. But before you make that judgment,
00:21:21 get the total facts. I agree with you. And then, and then even if the officer for one or more
00:21:30 reasons, please before a court because my interpretation and those with legal minds
00:21:36 interpretation might not be the same. Wait until he reached the court and let the judge or magistrate
00:21:45 pronounce on it and make a determination there and then.
00:21:51 And even when it reaches the court, I have seen matters that went
00:21:57 to the Privy Council and come back differently. I have seen matters go before the appeal court
00:22:05 and come back differently. So then at what stage are we saying this, what we are saying
00:22:10 concerning a rogue police officer? That's all. Just asking that question. And we must be careful.
00:22:15 And the new thing, I have some here, you know, line up for them. But I just waited to slip
00:22:21 aside a little bit. You always know who corrupted and who this and who that and who this and who that.
00:22:26 You have to pay for them out. You see, because you're making these statements and then it have

00:25:17 All right, everybody. So, let's go to that incident at Samaru Village yesterday.
00:25:23 Yeah. Last night about, well, yesterday evening about 6 in the evening,
00:25:29 persons were at a location in Samaru Village. When this happened, one man came looking in a wagon of some kind.
00:25:43 And then this happened.
00:25:47 [Silence]
00:25:53 Now, let me ask you this, Trinidad and Tobago. Those shots you saw there, Mr. Hopkins, and to you it seemed like it was
00:25:58 single shot with automatic. Go ahead. Pull it back again, Mr. Jaffee.
00:26:05 And then the gunman.
00:26:09 The gunman. This is the gunman.
00:26:16 Look at him again.
00:26:18 [Silence]
00:26:28 Remember the Republic? Take a look. Yeah, he saw what was happening and started to move.
00:26:42 That, to me, didn't seem like single shots to me. It does not seem to be automatic gunfire.
00:26:51 Another citizen, more yet a prison officer, lost his life.
00:26:59 I was talking to some police officers last night, and apparently that particular location,
00:27:07 they use it at times for the purpose of gambling.
00:27:14 Many occasions, police officers spoke to persons there, and without success,
00:27:24 to have them remove themselves, understanding the climate of crime.
00:27:29 Now, they were doing nothing wrong, but sometimes the police have the foresight
00:27:38 to see things differently and understand what someone could think about
00:27:44 whenever you are there gathered together, whether it's large sum of money or not.
00:27:49 I'm not saying that that was the motive, because the motive is still in question
00:27:57 as to whether it was a blatant attack again or not on prison officers.
00:28:04 And while that was happening today, officers from the Prison Service Association
00:28:13 had some comments to make and was placed in the public domain, and this is what he said.
00:28:21 Good day to all. First of all, I want to say condolences to the family of the Spain officer.
00:28:30 He was a personal friend and colleague of mine. He worked at Port of Spain Prison before he was posted to MSP.
00:28:39 And to all the prison officers, condolences. I know we are all grieving.
00:28:47 However, we did not arrive at this situation overnight.
00:28:53 Last year, the state installed jammers at the maximum security prison,
00:29:02 and since then, all our lives have been under threat.
00:29:07 To date, the phones for the inmates to speak to their families are not working at MSP,
00:29:14 and there are long lines for them to see welfare officers.
00:29:18 That has placed all our lives in danger.
00:29:23 We are calling on the Minister, because prison officers are not responsible
00:29:30 for the turning on of those jammers and the turning off of those jammers.
00:29:35 So we are calling on the Minister of National Security to implement the phone system for the inmates to speak to their families,
00:29:46 and the phones will be monitored at all the prison facilities,
00:29:52 so that officers' lives will not be under threat for jammers.
00:29:58 Officers are not dying in prison. They are dying on the outside, like the regular public.
00:30:05 And what solutions are in place to deal with the high incidence of murders within the Republic of Trinidad and Tobago,
00:30:15 they must set the policy. And whatever policy they have in place is not working.
00:30:22 Prison officers should not be dying because the state implemented jammers in the prison.
00:30:28 That is a standard thing that is being implemented throughout the world, and we should not be dying for that.
00:30:35 Get the phones to the inmates, and come up with different policies.
00:30:39 The Minister is saying legal firearms is not the solution.
00:30:44 Officers have been clamoring for firearms.
00:30:47 Legal firearms is not the solution for officers who are under threat.
00:30:52 Then what is? I call on the Minister.
00:30:56 If legal firearms is not the solution, tell us what is the solution.
00:31:01 What I will say is that this year I have had some discussions with the Prison Officers Association.
00:31:09 Last year I had two discussions with the Prison Officers Association, and the concerns remain the same.
00:31:19 You remember there was an attack on the Deputy Commissioner of Prisons,
00:31:25 and at that time it was said that that attack came because of the use of the jammers.
00:31:33 At that time also, those in authority would have said, after the Prison Officers Association would have suggested
00:31:45 that there be a designated area at the prisons with phones so that prisoners can use them.
00:31:53 At that time assurances were given, "Look, we are going to make this happen."
00:31:58 So I'm kind of disappointed at this stage, and months and months and months later, that we are still having this discussion.
00:32:08 Well, Mr. Principal, as I said before, we stand in solidarity with our colleagues at the Prison Service.
00:32:16 But again, sometimes there are two folds to the story that persons continue to say.
00:32:21 The Asian population continues to say that there are officers who are bringing in certain contraband into the prisons
00:32:31 and giving the prisoners that to hold and to keep and to make calls and all of that.
00:32:38 But then there are also some good, honest prison officers who do not participate in that type of activity.
00:32:46 How do you separate the sheep from the goat?
00:32:50 You see how you're contradictory? We were just speaking about these alleged police officers.
00:32:56 And you come out and you say, "I'm wrong." We have to prove that.
00:33:00 All of a sudden you're making a strange statement about prison officers.
00:33:03 I'm saying to you, how do we separate the sheep from the goat?
00:33:06 Meaning, the only way we can do that is to catch somebody doing it.
00:33:10 They have caught prison officers.
00:33:13 Right? So when we catch them doing it, take them before a court and we dealt it according to law.
00:33:17 Outside of that, Mr. Atkinson, persons are just sometimes making statements.
00:33:23 And they might be pointing the finger at a particular officer and he's not the one to be blamed.
00:33:29 My point is, too many prison officers would have died over the years.
00:33:35 Over a number of years.
00:33:38 I believe it's in the area of 20-something prison officers would have been killed over the past how many years.
00:33:44 To me, that is unacceptable.
00:33:46 Before we go to the break, let me just say this.

01:02:44 And it's so ignorant that I hate to see cops argue the law with citizens.

01:03:01 So when citizens are challenging officers and officers seem to be questionable with

01:03:18 But what I'm saying is police officers need to be confident that when you give a lawful
