04:41It's Friday, last day of the week, of course, and everybody's gearing up.
04:45Of course, there is the San Fernando City Week celebrations, the Jewish celebration
04:50starts tomorrow at 4am.
04:52At least, I understand, at least 200 police officers have been assigned to that event.
04:57We are hopeful that it will be celebrated, and that it will be without any kind of incident.
05:05Of course, today we are joined by Inspector Ram Kissoon from the Eastern Division.
05:10Welcome, Inspector.
05:12Thank you, Mark Bossan.
05:13Good evening, and good evening to Trinidad and Tobago.
05:15As I said, we're going to be talking a little bit about some of the initiatives in the Eastern
05:19Division as the show progresses.
05:21But of course, we just want to do some housekeeping, and we want to first go to our headlines.
06:12So, those are some of the headlines within the past 24 hours.
06:26Of course, we remembered on Monday, we were telling you guys about a missing woman by
06:32the name of Jamie Mohamed.
06:35Yes, Jamie Mohamed.
06:38She was reported missing on October 18th.
06:41Unfortunately, last night, Hunter Search and Rescue Team under Captain Valence Rambarat,
06:48this would have been an earlier search that they would have done last weekend for Miss
06:53Mohamed.
06:54Her whereabouts were, the last was that she was at a bar somewhere in the Siparia area,
07:00and she would have left that bar in the company with two men.
07:05According to information obtained by the police.
07:08Unfortunately, Miss Mohamed was found last night in the Murray Trace area, apparently
07:18dead by the Hunter Search and Rescue Team.
07:23Obviously, a very sad incident, Inspector Ramkisun, and you know, that another life
07:30has been lost, and more so as well, a woman.
07:34Yeah, so, you know, it's very, you know, we as a society, Trinidad in general, and
07:40we in the police service, we, you know, it's important to show that respect for women and
07:45children, you know, like some of the foundations in life growing up, you know, and it's
07:49really sad.
07:50We really had to make that extra effort to have that respect, you know, for women and
07:55children in particular.
07:56It's very sad that this happened again.
07:58You know, we seem to have a lot of instances where women are being the victims of crime.
08:05You know, we live with the reality is though, I mean, everybody have that right to be safe.
08:12We live in different times now, there's a reality.
08:14So we have to exercise a lot more caution.
08:18Women in particular, I would advise that simple things, we use technology.
08:25Even if we know people are very cautious with WhatsApp and their GPS location, I think
08:32even it must have that one person you trust or your household, leave that GPS location
08:37on as a safeguard, communicate with somebody before when you're moving from point A to
08:42point B, you know, and choose the areas carefully as well too, when climbing and recreating
08:50and so forth.
08:52Always be aware with your surroundings.
08:54You have to be cautious.
08:55There's different times you live in and know.
08:57Yes, exactly.
08:58And we want to take you to last night and listen to what Captain Valens Rambarat would have
09:04said after the team from the ladies' party.
09:12Yeah, so it's just after 7 p.m. here in Moritrees.
09:17This is an update from Hunter Search and Rescue Team.
09:20We have beacons guarded here.
09:24So we're here with members, Rocky, Tunga, Ravi.
09:29We have other persons.
09:33We have relatives with us.
09:35Well, we have relatives with us.
09:41So this is the area.
09:43I'm going to show you.
09:51We're just maybe about 15 feet, maybe 10 feet from the roadway here in a piece of cocoa
10:08land, old cocoa land.
10:11The body was found.
10:14So this is an update from Moritrees and Separia here.
10:20Yeah.
10:26Sydney, a sad ending to Mrs. Muhammad's life.
10:30And we are hopeful that the perpetrators in this particular matter will be brought to
10:35justice in the shortest possible time.
10:39On a good note, police officers of the Central Division Task Force yesterday afternoon until
10:46last night conducted an anti-crime exercise in the central area.
10:51And during that exercise, they obtained information in relation to alleged drug running activities
11:00in certain areas.
11:02And I think the footage will come up in a short while, showing where they would have
11:07gone to an abandoned building, an apartment, I believe, sorry, in the Carapachima area,
11:13where they would have found marijuana trees.
11:16I think it was 77 trees in total, with an estimated street value of about $235,000.
11:26After that, of course, Inspector Ram Kisun, they also found, and we're looking at the
11:31images here, it's been loaded up onto the police van.
11:34They also found chemicals and also glow lights or apparatus where, you know, usually in North
11:41America, they use these type of lights, of course, when they're doing hydroponics in
11:47these, in North America, when they're growing marijuana and so on, they use hydroponics,
11:52they use these special lights to help grow the drug here.
11:57And of course, officers would have received a tip-off in relation to this particular drug
12:03fight.
12:06And you're quite correct with what you're saying, with regards to the, I would like
12:10to refer to it as technology, you know.
12:14As you can see, the criminal elements are in fact advancing their game as well.
12:18What we have found, even in Eastern Division as well, with our gang and intelligence unit,
12:24we are making similar findings up there in relation to how they're growing the marijuana
12:31now.
12:32It's very structured.
12:33They have their greenhouses and proper technology to cater for even electricity supply and water
12:40supply and everything.
12:41It's rather amazing.
12:42The way how it's set up as well, I mean, I would like, even the criminal elements, there's
12:49a risk.
12:50Apart from the danger they pose into society by disseminating these drugs, I mean, the
12:56system under which they're growing it now is a risk for them as well too, because these
13:00things could explode.
13:01The system they have in place could explode very easily.
13:05I think so.
13:07But it's nice that my comrades in Central Division, they made this find.
13:11I mean, there's firearms off the road.
13:13Just recently, we in Eastern Division as well, we ourselves made similar findings.
13:18We got AR-15 and a pistol just as we can go on.
13:22So life's saved.
13:24This same exercise, Central Division Task Force under, I think, Sergeant Black, as well
13:29as Senior Superintendent Carty, Superintendent Yan, Inspector Petty, and others, they went
13:36to an area in Claxton, being Trans Gardens to be exact.
13:39Four men between the ages of 23 and 36 were arrested during this exercise as well.
13:45They are known to be associated to a well-known gang leader in that area.
13:52This is what they found near the building where these men were later caught after trying to escape.
13:58Wow.
13:59Some high-powered weapons are, you know, three weapons there, a cache of ammunition and so on.
14:06And I think that on the extreme right, something looks like somewhat of a vest or utility vest
14:12up on your right there.
14:13It's kind of crunched.
14:15So that would have been, as we talk about heavy firepower, criminals are using now when
14:23they go to do a job, whether it be murder or even robbery as the case may be.
14:28Yes, yes.
14:29That is the weapon of choice now.
14:32And first it was pistols, but within recent times, we've seen these high-powered rifles,
14:38and it is quite alarming.
14:41We are up in our game in relation to trying to counteract this new trend and trying to
14:50recover these firearms and intercept them.
14:53There are a lot of initiatives being put in place.
14:57Like, for instance, we have our violent crime reduction plan by the Commissioner of Police.
15:01It is a work in progress.
15:04A constant training is going on for officers, especially in relation to gang intelligence
15:08investigations.
15:09And we are making some progress.
15:11I know it's not the best that you all would probably want to see right now, but we are
15:16making headway and hoping to have a brighter future in the very near future.

18:15Of course, joined today by Inspector Ram Kisun from the Eastern Division.
18:19We want to remind you of the numbers to call.
18:21623-1711, extensions 1992, 1993, 1996, and 1997.
18:29So, Inspector Ram Kisun, I know that these days you've been doing a lot of research.
18:35I know that the Eastern Division, you guys have been kept pretty busy over the last few months.
18:39Various things have been happening there.
18:41And I just wanted you to give us a perspective of what are some of the things that you all have been doing,
18:47and I guess the more concerning thing of some of the criminal or crime trends you've seen in that area over the last few months.
18:54Okay. So, well, first of all, I'd like to say that Eastern Division,
19:00Okay. So, well, first of all, I'd like to say that Eastern Division,
19:04currently we have a 44% detection rate, which is the highest in the country.
19:10We also have a 25% reduction in crime, which is a good sign, right?
19:16But it doesn't come just like that. There's a lot of work we put in.
19:20Our strength in relation to that lies with the ties we have with the community,
19:26our community policing initiative, because we have a multifactorial approach in Eastern Division,
19:31well, by extension, the service, because we take our guidance from the operating plan for the TTPS,
19:36our standard operating procedures.
19:40So, whilst we have our strategic policing going on, our precision policing going on,
19:45and our anti-crime operations, that we have simultaneously rehabilitation going on with the community.
19:53So, for example, we have very strong ties with our station councils throughout Eastern Division,
20:01who work together with us to get things done.
20:03Like, for example, in Sangre Grandi, we have a CCTV initiative that, mind you,
20:10that was long before Tunapona. Sorry, Mr. Aspen. It was long before that.
20:15And has been functioning as part of our success in Eastern Division.
20:20Through that partnership, we get a lot of information from the community.
20:24Moving on, what we even further went on to an expanded one,
20:28through under the guidance of Mr. Papanet.
20:32You know, we recognize if you look at the criminals, a lot of them is minors and youths.
20:38So, a lot of focus going into the youths.
20:41So, now we shift a little bit. Though all the schools need attention,
20:45there are certain schools where the criminal elements, they go to school and they come out and enter the criminal world.
20:55So, we even expanded further on that, apart from doing rehabilitation of the youths.
21:00We expanded that recently, where we had a meeting with all the principals in Eastern Division for the schools,
21:06and it was well attended.
21:08Mr. Papanet was really amazed with the turnout we had, and that just goes to show
21:12the ties we have with the community in Eastern Division.
21:15They all were there, and he, you know, from the experience he had,
21:18he was able to sensitize them on the Children's Act.
21:21Mr. Ali was there.
21:23Certain areas of the Children's Act that they need to pay focus to.
21:27And we even went on further to identify, you know, the little signs where a child may be involved in a gang,
21:35or attempting or, you know, gravitating towards joining a gang.
21:40So, that is one of the major initiatives we embarked on in Eastern Division in furthering our community police initiatives.
21:48There is one other thing that is very important.
21:51We'll go to that in a second, but I think we have a caller on the line.

22:07I want to ask a question, but Mr. Papanet, please engage my little bit.
22:12I just want to ask you some brief questions.
22:15Could you tell me what's your official type of profession,
22:19and how many years have you been studying and practicing your profession?
22:27You have other questions you want to just ask, Paul?
22:31Well, all right.
22:32So, I just assume you may be the type to live as a journalist, a reporter,
22:37and let's say you may have been doing it for a number of years.
22:40I am 23 years of age.
22:43I'm from Trinidad and New York.
22:45I studied at the school, I went to university.
22:48I have my degree, studied law.
22:50The point I really come into is that, you know, if you look at companies, businesses, doctors,
22:58any profession, a chef, a cook, you know, with time, with practice,
23:03athletes, cricketers, sports, with jury merchants, you know,
23:07with time, practice, you get better, you get a little more proficient,
23:11more capable in what you're doing.
23:14To the best of my knowledge, month after month, decade after decade,
23:20we have really been getting the same type of results from the Ministry of National Security.
23:27And this could extend to the government on the whole, but right now,
23:32from the Ministry of National Security.
23:34So, any explanation as to why, time after time after time,
23:39we have been getting the same and maybe worse quality results?

23:52I'm not sure if I understand the question.
23:54I think, and I'm not sure what he's alluding to, is that, you know,
23:59it's a little bit political as well because he's alluding to the fact that
24:03whichever government is in power, essentially, it's the same old thing
24:09with the Ministry of National Security in terms of their initiatives.
24:12I don't want to put words in his mouth, but it's a very general and a very broad question.
24:19And I think there's a disenchantment, if I can read the Kola right,
24:26in terms of how the Ministry of National Security is handling security affairs in this country,
24:33in some measure, and by extension, it's a reflection not only on the governments that have gone by,
24:38but on the police service.
24:40Well, I can speak for the...
24:42Under national security, obviously, I can speak for the TTPS.
24:47You know, Trinidad, in general, has been going through a lot of cultural transformation,
24:53major cultural transformation, socioeconomic factors, major change.
24:59So it's a constant battle with the fight against crime.
25:04I think one of the major things that really affect us,
25:08you know, that public trust and confidence is something that we're working on to get that information,
25:14combating with, you know, as we are a developing world, developing country,
25:20technology is being implemented, and it is in the implementing stage.
25:25A lot is already functioning, but it's just, again, working right.
25:32I am not going to sugarcoat anything.
25:34I know the public was displeased at this time in relation to crime, you know, but we are trying.
25:41There are a lot of significant areas that we have seen a lot of success.
25:47Quality of life reports.
25:49When you look at robberies, break-ins, last weeks in particular,
25:53it is on a downward trend, which improves the quality of life.
25:57However, we have this major factor with the gang violence that is affecting that psyche on everybody,
26:05with the safety and security of everybody, and that is what we really have to get under control.
26:10And we are trying and working, and I think we have a lot of plans in place that we will see the result.
26:17Sure, there's my producer point.
26:19I guess he's saying that the Ministry of National Security, as time goes along,
26:25of course, you should be refined and get better.
26:27But of course, I know that governments change also,
26:31so sometimes things happen in those ministries that we don't have full control of in some measure or the other.
26:39So I hope that the officer was able to answer your question in some way, in some form, in some fashion.

30:05And we were chatting a little bit about some of the overview of what has been happening at the Eastern Division.
30:11And of course we're going to get a little more into the nitty-gritty of some of the serious reports of crime that the division is now faced with.
30:21And if you could give us an oversight as to some of the more worrying crimes you've seen beginning to escalate.
30:29Right, so what we recognized recently, something that migrated to the Eastern Division, is the targeting of vehicles and persons in the bank car parks.
30:42You know, we had a recent trend with that in Sangre Grandi.
30:46So, a couple instances where people were monitoring, the bank was monitoring people to and from the car park.
30:56So, some people may do the transaction, leave the valuables in the vehicle and then go about their little business, you know, to do transactions, whatever, and come back.
31:08And they break open the car and steal their stuff.
31:11In the bank car park.
31:12In the bank car park, yes. And other car parks.
31:15Yes.
31:16Right, so we had one recently as well where someone was robbed in extra foods.
31:21So, the good thing about that, you know, we immediately had sensitization, starting with the organization itself, the banks, where they started to put extra measures in place to provide that safety and security.
31:36We tap in on, as I said before, we have a very strong network in CCTV networking.
31:44Even apart from that citizen surveillance system, we have our business partners with their private cameras always on board with us.
31:52So, these crimes, you know, come to a close, a successful close.
31:59What's the numbers we're looking at here?
32:01And you talk about that upsurge in break-ins in car parks and banks and other business places in the last, let's say, three to four months.
32:10What's your numbers here?
32:11Oh, no, no.
32:12This is something quite recent.
32:13Within one week time, we had, like, three.
32:16Okay.
32:17And then yesterday, the day before yesterday, we had one in extra foods.
32:21Okay.
32:22So, that would make it four.
32:23But that one with extra foods, we have some, that looking promising.
32:29Because I imagine with Christmas upon us and people going, not just the banks, but the other shopping areas, malls, and other areas, plazas, and so on, where there are car parks.
32:41You know, these criminals will be looking at people's activities and movements in these areas because they know they're going to be buying, purchasing items, putting it in their vehicle, leaving it, and going back into another store, and so on and so forth.
32:55So, I just want you to kind of talk to the public about when you're doing certain things like that, be cognizant.
33:01Make sure somebody should be in the vehicle if you're going for a short period.
33:04At least to look over the rest of things.
33:06Well, you're very correct.
33:07You know, with Christmas upon us, we can't be micro-thinking.
33:12We can't take the country.
33:13A lot of shopping in the major malls will be taking place.
33:16You know, you have to be really very aware of your surroundings.
33:22You know, when you're approaching a vehicle, you see something strange, pass the vehicle straight, look back, turn around, get back, call for some sort of assistance.
33:31The TTPS will be happy to assist in that.
33:34It could be nothing, but still, you see something, say something, right?
33:38Even if it's not your vehicle, right?
33:40You have to reach out to us, and we will.
33:43I mean, that's our job, and we want to provide that sense of safety and security for everybody.

33:57I want to commend the officer for their intervention.
34:02I have first-hand knowledge that their intervention, in particular with regard to the young people at the school, has been reducing the number of fights among children after school in the Eastern District.
34:19Please keep up the good work.
34:21That is excellent work.
34:24I don't know what it is about the Eastern District, but the police there and the health service, I consider the best in the country.
34:33Thank you very, very much for your service, sir.
34:36Please do continue to make the initiative to engage with the community.
34:41I think that makes the difference in the East.
34:45The public servants there try their best to engage with the community.
34:50All right?
34:51I want to make a recommendation, right?
34:54On January 6th of 2025, or thereabouts, a new president will be installed into the United States.
35:04And their stated policy is to try and deport between 4 and 11 million what they consider illegal immigrants, 400 or 500,000 of them from the Caribbean.
35:19And I expect several hundred from maybe from Trinidad and Tobago.
35:26Now, these deportations may be of ordinary people just trying to get a better economic life.
35:33But undoubtedly, some that will come back will have gang affiliations.
35:41Now, the government in the United States, they're going to take all kinds of measures to deport people.
35:52People say that they will fight legal battles and stuff like that, but that's beside the point.
35:57We have to be proactive.
36:00Because the last time it happened in the last Trump administration, you just had deportees being put on a plane and dropped off at Tiapu.
36:10And all we need is a couple of gang-affiliated, organized people who have crime intent to come into Trinidad and make things worse.
36:25I don't know if you could recommend legislation, because I know you can't just pick up people willy-nilly when they come to the airport.
36:33But please try to be proactive about this coming storm, because we don't need to add fuel to the fire with regards to gang activities.
36:46This is something that is not happening in Trinidad. It's a policy change in the United States, but can have a significant impact on our community.

37:32If they come back officially as illegal, well, deported, we have a file on every one of them that we could work on and monitor them.

41:38I'm the first caller called and just asked about the development of the proficiency of the Trinidad and Tobago Police Service.
41:50I'm not going to rehash the points I would have made.
41:53But I want to give thanks to the producer who, following the officer's report,
42:00really reminded of the excellence of what was asked.
42:05With time, you would imagine proficiency should develop.
42:10So it leaves a lot of questions about the current long-term performance of the police service.
42:18I have been watching the show for quite some time.
42:26The show has been going on before you were here.
42:29I must give credit to you for doing a good job.
42:32I have been watching the show for quite some time.
42:34I wish the best for the police service and I wish the best for the show.
42:41But if I had to give a summary, based on going to school, reading textbooks, doing homework,
42:47the mental programming that the school environment provides,
42:52Mr. Bassant, I'm sure you could assess what I'm saying.
42:55Also, to you, the officer, I'm sure you could assess, if we all be honest,
42:59the school environment challenges you and trains you to use your mind and think
43:06so that we can be proficient, professional, and competent when we out here in the world
43:13and work for a better society for everyone.
43:16So if I had to use that programming and give an assessment of what I have been seeing on this show
43:23for the past number of years, I would have to say the Ministry of National Security,
43:29for the most part, in Trinidad and Tobago Police Service,
43:32is in the situation of, you know, just accept whatever is going on.
43:37And I'm also speaking, unfortunately, from the capacity of having issues occurred onto me,
43:44having been reported to the police station and absolutely, to tell you the honest truth,
43:52I have got no service whatsoever.
43:55And there have been times when officers have said, well, you know, if you don't like it,
44:00you can basically go to the police company and get a report.
44:03I'm not sure if you remember, Mr. Bostan, a couple of weeks ago, a lady called.
44:07She said she was in a fight in her area.
44:09When she goes, she makes reports.
44:12Sometimes the station is closed, they build up vehicles, sometimes they're cooking food.
44:16I'm not trying to be funny, but I forget my last point, which was most very important,
44:23but just speak on everything I would have said.
44:27I really appreciate the honest response on everything I would have said.
44:30Thanks.
44:34Just in relation to the complaints issue he was referring to,
44:39I just want Trinidad and Tobago to know, especially well in relation to Eastern Division,
44:44I can say for certain, all the inspectors and all the sergeants attached to Eastern Division,
44:51when you come to make a complaint, we wouldn't turn you, once you meet us,
44:55we wouldn't turn you away until you go quite far to Spain and make a complaint.
44:58We have that duty in the police station to take the report.
45:01We have disciplinary officers in all nine divisions, right?
45:06So if you don't get the service that you're really required from,
45:12you ought not to get it, but if you do get that at the station level,
45:16ask the city sergeant and the inspector and I'm certain they will take the report
45:20and it will be dealt with from our divisional disciplinary office.
45:26I know, I think, I remember the incident he spoke of,
45:31and of course the officer who was here that day,
45:34I can't recall if it was Corporal Zahir Ali or Inspector Pitt,
45:38but they did take the number of that lady and they wanted to make inquiries in Southern Division
45:44about what had happened, and we're going to try to find out,
45:47because that kind of behavior, these officers said, should not be tolerated across the board.
45:53Correct.
45:54Right? Whether it be in the East, West, North, South, or even Tobago.
45:58Anywhere you go, you should feel comfortable and our officers should be receptive to you
46:03in whatever complaint you have or whatever, they should take it.
46:07And to your comments about the show and so on, things evolve and everything is dynamic.
46:14The Ministry of National Security is dynamic, because as you recall, you would know,
46:18every five years, sometimes we have an election, governments may change,
46:23everybody might not be on the same page for a specific policy that would have been left
46:28by the former government, et cetera.
46:30Correct.
46:31So there we go.
46:33So, you know, and just one other thing I just wanted to add to that, you know,
46:37you have to remember, at the end of the day, here in the Antebigo Police Service,
46:40we are a state body executing state powers, and as such,
46:43we are accountable to the people.
46:45So disciplinary action, complaints on the service is something that we welcome,
46:51because our aim is to provide the best service possible.
46:55Right. The best service possible, according to Inspector Ram Kisun,
46:59and hopeful that in the coming weeks and days, of course,
47:02the TTPS can deliver the service that the public expects.
