00:02:38 And in this evening, it's a special guest that we have with us who will carry us through the rest of the show.

00:02:50 Thank you so much and good afternoon or good evening to your listenership.
00:02:55 I'm Trinidad and Tobago, fellow police officers, Whitney.
00:02:58 It's my pleasure to be here this afternoon.
00:03:00 I'm happy that you're here.
00:03:01 Oh, thank you so much.
00:03:02 Let me ask you quickly, how was your carnival?
00:03:04 Did you have the opportunity of being on the nation's roads or you were able to be a masquerader?
00:03:11 No, no, no. I was actually involved heavily in making sure that the masqueraders were allowed to participate in masquerading safely.
00:03:21 So I was on the nation's roads, yes.
00:03:23 Yes, yes, yes. So I know there are some officers out there that they did so much work during the season, leading up to the season, even after the season,
00:03:31 that many times we are not able to acknowledge them and show appreciation for those.
00:03:36 But before we get to that, I understand that there were two officers who had the opportunity to be sworn in into new positions.
00:03:44 Not sworn in, but the nominations were approved by the parliament.
00:03:49 The early person of Mr. Junior Benjamin is presently an acting assistant commissioner of police with responsibility for administration.
00:03:58 We have acting senior superintendent, Natasha George, who has responsibility for the police academy at present.
00:04:05 And also we have the re-appointment, the acting appointment or the nomination for the acting appointment of Mr. Kurt Simon.
00:04:13 So congratulations to these very hardworking and very good members of the organization.
00:04:20 I know the commissioner will be very thrilled to know that she has some support once again in relation to some substantive deputy commissioners of police.
00:04:27 Now, with regards to after the carnival season, what are some of the things that us as citizens could do moving forward to assist the police service in helping control the crime situation that's taking place in the country?
00:04:43 Well, you know, we always say, firstly, if you see something, say something.
00:04:49 As far as possible, make yourself a hard target.
00:04:53 As law enforcement, we depend heavily on the persons we are charged in which to protect to assist us in solving crime.
00:05:03 To assist us in many different ways, as simple as giving an eyewitness statement.
00:05:08 It could be making a telephone call in relation to a crime you would have observed in someone in the commission of.
00:05:15 Or there are many different ways in which persons can assist law enforcement.
00:05:21 The key way is to see something and say nothing.
00:05:25 But when we do that, it allows the criminal elements to continue the criminal activity.
00:05:31 So as we go forward, my encouragement to us as a nation, as a society, is to be man enough, woman enough, brave enough to confront our criminal elements.
00:05:45 To be that person who wants to stand and say, I will make a difference. I will stand against the criminal elements.
00:05:52 I will support the police service, even if it be very subtly or not direct.
00:06:00 But we depend heavily on support from the average person in society.
00:06:05 I think the fear needs to be removed because the fear factor is there.
00:06:10 And I agree with you.
00:06:11 In a major way, because again, as we stand here many days, sometimes weeks, months,
00:06:18 and we always say that many times the citizens, the trust that they may have for the police may not be there
00:06:25 because they always believe all situations that came about personally for others, where they gave information.
00:06:32 And sometimes the officers themselves passed on that information to the said criminal.
00:06:39 Hence the reason why some persons will say, I'm not saying anything, or which is worse, take matters into their own hands.
00:06:45 And then the brunt of the law usually falls on the person who is seeking revenge.
00:06:51 That's an unfortunate reality. But I would still want to encourage persons to be that optimist.
00:06:57 See the glass as half full rather than see the glass as half empty.
00:07:03 We can't individually leave things as they are and depend on our neighbors to fix crime for us.
00:07:13 Depend on our neighbors to do what is required for us.
00:07:16 Where you live in your neck of the woods, it's your responsibility to ensure that your home is secured.
00:07:22 It's your responsibility to ensure that you take good care of yourself and your children,
00:07:26 to ensure that you take all the necessary measures to ensure that persons do not interfere with the young ones.
00:07:36 To ensure that your home is so well secured that it's very difficult for persons to enter into your home.
00:07:41 To ensure that you take the necessary steps as relates to how you park your vehicle and where you park your vehicle
00:07:46 so that persons would not easily have access to it and deprive you of what belongs to you.
00:07:53 And the list goes on in terms of what we should do and what we can do.
00:07:58 As a law enforcement body supported by government, we have a number of outreach options that persons can go to.
00:08:07 For instance, 800-TIPS-555. Some of them are even anonymous.
00:08:12 The 999-911.
00:08:15 And the list continues in terms of options that are available to the general public to give information, to lend support to our law enforcement.
00:08:25 Separating apart, I'm almost certain that each and every one of us knows someone who is a police officer that they can trust.
00:08:32 So even if in some instances you may say to yourself, "I am fearful to go to this police station or that police station to speak to a strange officer
00:08:43 because I don't know them," there must be someone else that you can speak to to get the information, to pass the information on to.
00:08:50 So that something can happen rather than just leaving it alone.
00:08:53 Now with the 999 emergency, I know many times people say that they will call and they'll get the busy tone.
00:09:01 Of course, people trying to call in to get assistance because that's the emergency line.
00:09:07 What could we do, or I should say, what could the TTPS do to either add more lines or is it that persons who work in that department,
00:09:17 they have to be of the TTPS, or we could now expand that unit to allow more lines to be open for communications for when persons are seeking help?
00:09:30 The 999 system is based in the same building that we have police dispatchers.
00:09:37 But we have civilian employees at the Ministry of National Security who manage those lines.
00:09:43 My understanding is that those calls are recorded and the operators do not have the option of not answering calls as some of us would probably imagine that they do.
00:09:53 I also understand that there are a high number of prank calls and a high number of persons who are wasting time in relation to blocking the lines and things like that.
00:10:03 There may be a case that additional resource in terms of the human resource may be needed,
00:10:10 probably even the infrastructural resource may be needed at the 999 department.
00:10:14 I'm not in a position to see with any level of certainty.
00:10:18 But as always, there's room for improvement because it's not a very nice experience to know that you're in need of police help
00:10:28 and you call 999 for some reason, two minutes pass, three minutes pass, and you're still waiting.
00:10:33 Ideally, the average idea as an organization, I think what we would want is that from the time someone makes a call,
00:10:42 probably after the first ring or the second ring, an operator answers.
00:10:46 And before the call is finished, a police officer shows up at your doorstep on your aid.
00:10:51 That is the ideal situation.
00:10:53 And because we are mindful of that as an organization, I know that those persons charged with the responsibility of ensuring that we are very responsive as it relates to crime continue to improve.
00:11:05 My good friend, acting assistant superintendent, Mr. Ward, and Mr. -- his name just slipped me -- who's in charge of the 999,
00:11:13 I know that they would be ensuring that those persons who fall under the charge are well entrusted with that type of responsibility and that type of responsiveness to assist us generally as a police.
00:11:23 >> Because I think most people would not know the number for their district, for the police station, that I could call 623,
00:11:31 and that wouldn't be the quickest thing to dial more than three numbers because it's easy to -- it's an emergency line.
00:11:37 So I hope that could be something that is rectified and fixed to allow people -- and the prank callers, please, give us a chance.
00:11:44 >> But as you said that, I think I want to encourage members of the public to do just as you would have said, your station district,
00:11:51 save the contact number for your station district on your phone because you may never know when you are in need of that number.
00:11:58 Because if you are trying to call 999 because it's the easiest number to remember and for some reason you're not having success,
00:12:03 you don't want to hope that you have Internet, hope that the person next to you has the number or something of this sort.
00:12:11 Have it stored in your phone.
00:12:12 That might be something that would save you.
00:12:14 >> So like you're just having like Belmont Police Station, the number.
00:12:18 So if you use the voice activation like you tell Siri to call Belmont Police Station and it will go automatically.
00:12:25 >> That's right.
00:12:26 >> So it will be easy to do.
00:12:27 >> Think ahead.
00:12:28 >> So at this time, we have a video with the gunshots that were heard today in Glencoe area.
00:12:35 Let's take a look at this.
00:12:43 Is there any information on this that took place earlier today at the Glencoe area?
00:12:50 Or is it that persons were shooting at someone?
00:12:54 Or you know, most of the times they try to test their guns.
00:13:00 >> What I can tell you is that the investigators at the Western Division, particularly the Kainaj Police Station,
00:13:07 they have three persons in custody in relation to this particular shooting.
00:13:12 No one was injured in the shooting.
00:13:15 We have some damage to at least one vehicle that I'm aware of.
00:13:20 And the police are also making a call for persons who may be victims in relation to the shooting to make themselves available at the station
00:13:28 so that the necessary investigations can be conducted in relation to the shooting.
00:13:34 Again, if you have persons who are willing to assist the police, we ask that you make yourselves available.
00:13:41 Again, the options that I spoke about recently that you can use to provide the information that can assist law enforcement.
00:13:50 As I said before, there are three persons in custody, so know that we are depending on your support.
00:13:57 >> So before we go over to the video, quickly, persons who are, as we say, testing their guns,
00:14:05 and persons living in these areas and see these individuals testing their guns, and they do report it,
00:14:10 what could happen next when the police gets involved and obviously they find the ammunition, they find the guns?
00:14:17 Is it that they will be charged for just having possession of a firearm?
00:14:22 But what about discharging of the gun?
00:14:24 >> Well, in each circumstance, in each incident, it has to be taken on its own merit.
00:14:31 Based on the circumstance and based on the evidence we have at the time,
00:14:36 the investigators would know exactly what charges can be preferred against those persons who they believe would have committed the acts.
00:14:46 But offenses such as possession of a firearm, possession of ammunition in relation to the firearm,
00:14:53 shooting with intent to injure someone, or should I say just for simplicity, discharging of the weapon,
00:15:01 you can be charged a series of offenses for that.
00:15:03 Where persons are injured, they would be charged per person in relation to a number of charges for that particular individual.
00:15:14 Separated and apart from that, there may be other charges that may be associated with your activity,
00:15:21 separate and apart from those firearm-related offenses, and they would all be unuttered during the investigation.
00:15:28 >> After the investigation.
00:15:29 Let's head to Aruka and let's see what took place there.
00:15:35 Now, this is a situation where I am still baffled because many times we always let people know,
00:15:43 stop leaving valuables in your vehicle because you never know who is watching.
00:15:49 And yet again in this situation, we will see here where the person was targeted,
00:15:54 obviously was observed over a period of time throughout the day or for a few hours followed, and this is what transpired.
00:16:12 In this case, of course, I'm sure someone could have said something.
00:16:15 >> Yeah.
00:16:16 >> Because two gentlemen were passing, but there were two persons who were involved in this incident that took place.
00:16:25 The gentleman is saying he's now going into the car, and then you will see another gentleman making his way.
00:16:31 As he retrieves the valuable within the car, clearly it was under the seat.
00:16:36 >> And clearly he knew where it was.
00:16:37 >> He knew exactly because the other gentleman was working with him, correct.
00:16:42 So once again, we always try to let the public know, which you mentioned earlier, you have to be aware of one of your surroundings.
00:16:52 And do not leave valuable items, even if it's not valuable because they may not know that,
00:16:59 but items that may attract the eyes of these thieves who will then damage your property and put you in inconvenience that just happened here.
00:17:09 You know, sometimes people do it innocently in the sense that the owner of a car or the driver of a car would park a vehicle at a particular area and know that they have a valuable item visible in the seat.
00:17:21 >> I'm going right there.
00:17:22 >> Yeah, that kind of mentality, I'm going right there, just running in the store and come back.
00:17:25 I wouldn't take long.
00:17:26 So they do expect that someone would break into their vehicle and take their possession.
00:17:32 And again, we've seen a trend where persons who go to banks and make large deposits, and of course, you ask yourself why and how these persons are targeted.
00:17:41 They have to know exactly sometimes the precise amount that was withdrawn at the bank.
00:17:47 And we are hearing report after report after report.
00:17:50 So why be a victim to learn that, you know, we should not do some things, you know, learn from the mistakes of others.
00:17:58 And just as in this particular video where we see two persons clearly targeted that vehicle, and I mean, we could presume that they were very aware of what was in the vehicle.
00:18:10 >> Correct.
00:18:11 >> Because it seems as if they went straight for the item.
00:18:13 And that is an assumption.
00:18:14 The investigation, again, may say differently.
00:18:16 So persons, we just need to be wise, as we said, make yourself a hard target.
00:18:23 The same way you put items inside your car and don't assume that your tint is so -- or your vehicle is so darkened that someone --
00:18:30 >> That is another issue there because it's supposed to be a certain percentage.
00:18:35 So you can get charged for that, just protecting yourself.
00:18:38 >> Believe it or not, it's supposed to be a certain percentage for now.
00:18:41 >> Yes, it has to be a certain percentage because it was out there for the public to know.
00:18:45 But in this case, many times we have seen videos like this over and over.
00:18:50 And we have been begging our citizens to understand the importance of not leaving valuables within your vehicle.
00:18:57 Not only that, I think we have reached an age now we could do online deposits, online transfers, all these things instead of walking with wads of cash.
00:19:07 Because I know sometimes people like that.
00:19:09 They like to feel the cash in their hand.
00:19:12 >> Or they don't trust the bank, the online transactions.
00:19:14 >> The bank will take the money, you're paying $4 to withdraw.
00:19:17 But that is the safety of, one, not putting in inconvenience, and, two, putting your life at risk when you walk around with that amount of money.
00:19:26 Something as simple as $500, you can get robbed.
00:19:29 People are getting robbed for less.
00:19:30 >> $500 is plenty.
00:19:31 >> Yeah, they're getting robbed for less.
00:19:33 >> $10.
00:19:34 >> Exactly.
00:19:35 Look, delivery drivers getting robbed doing their job with a small change of $120 and they're robbing them and the fast food.
00:19:42 So we have to look at other avenues.
00:19:44 I know the more mature audience, when I say so, I'm not calling anybody old.
00:19:48 So the more mature audience who are a bit stubborn when it comes to technology and you're stuck in your ways of always knowing you have cash, liquid cash in your hand.
00:19:58 You have to be careful now.
00:20:00 We have reached a time where online transfer could work.
00:20:03 You could do a manager's check.
00:20:05 And for the construction workers, I would say this, I know most of the times you want the cash because you have to pay, especially if you're doing daily.
00:20:15 But you have to find a way now where you could pay your staff, even if it's daily, through online.
00:20:21 >> But even as a construction worker, those persons who have to pay large amounts of persons for jobs like those, they have to be mindful that in withdrawing those large amounts of cash, they are also engaging their lives.
00:20:35 So they themselves have to take the steps and measures that are in their best interest to minimize the need for that large amount of cash.
00:20:43 So as a criteria probably to be employed at my company, it means that you must have a bank account and probably you must have online banking so that it could be transferred.
00:20:56 And, of course, if you don't have it, then we could provide the assistance to ensure that you sign up.
00:21:01 In doing simple things like those, you, one, you empower the individual, and at the same time you protect yourself from having that extreme amount of cash on your person.
00:21:13 >> Unless if you don't want to do that, you're doing something illegal, I'm just saying.
00:21:16 That's just really what it is sometimes because you don't want the bank to see the paper trail and then they have to account and show.
00:21:22 So where you got this sum of money and where it originated from?
00:21:25 You're working with $100,000 and they want to know exactly where you got it from.
00:21:29 >> We need to be more heading towards that cashless society.
00:21:33 >> Of course, C4.
00:21:34 >> Yeah, and I suspect in probably short order you'll see legislation and stuff to support that type of initiative.
00:21:41 >> Yes, most definitely.
00:21:43 Let's head to Elsie Kuru at this time and let's take this in.
00:21:48 Now, this is arson that's taking place here.
00:21:51 We're not sure the reason behind the arson that took place on this.
00:22:00 It's like a shop.
00:22:02 And, of course, investigations are continuing here, but it seems like someone was personally targeted for some reason.
00:22:10 And we don't know if obviously it's gang related or, of course, you know, persons who like to intimidate because they want to tax individuals, which has been going on in Trinidad and Tobago.
00:22:24 So we see clearly someone in a red T-shirt who is showing something from a bottle that is normally meant for fuel.
00:22:36 >> Yes.
00:22:40 >> They have their face covered.
00:22:42 What do you know, Whitney, even if you have your face covered, that person can still be identified by someone who knows them?
00:22:50 >> Of course.
00:22:51 >> Yeah?
00:22:52 >> With their mannerisms, of course, the way in which they walk, it could be a tattoo.
00:22:55 >> A number of different --
00:22:56 >> Clothing.
00:22:58 >> Yeah.
00:22:59 So even in instances like those where as a member of the public you recognize an individual on the video as John, as an example.
00:23:10 >> Yes, yes.
00:23:11 >> Yeah?
00:23:12 Don't take it for granted and feel, well, the police know it's John because the video or the -- yeah, it's out in the public domain.
00:23:18 I think many times we assume that law enforcement is aware of many things and sometimes we're not.
00:23:24 Yeah?
00:23:25 There's a saying, "He who alleges must prove."
00:23:27 So even if the name John is calling, unless we have the evidence to support the charge of, in this instance, arson,
00:23:36 then we can really go nowhere other than have the information and know that John is the person, John and Harry as an example, again,
00:23:42 who would have committed the act of arson, but we have no evidence to support us in terms of taking --
00:23:48 >> Saying that's John.
00:23:50 >> Yeah, saying that that is John, in terms of taking that offense before the court.
00:23:57 And there are a lot of different ways in which you can do it because we have what we call circumstantial evidence.
00:24:01 In terms of circumstantial evidence, we could get bits and pieces.
00:24:04 You talk about a tattoo a short while ago.
00:24:06 So even if we may not have the face, another circumstantial part of the evidence may be the tattoo that John has that we can see very visible on the video.
00:24:17 We may use the use of technology that tells us that probably some device or something belonging to John was seen in this particular vicinity at the same time,
00:24:26 consistent with the tattoo, consistent with your identification, consistent with some other forms of evidence.
00:24:34 >> To show that this was John.
00:24:36 >> That's right.
00:24:37 As a neighbor, you probably would be in your gallery looking out and you see these two men running, and they run past your house and turn right,
00:24:44 and you're familiar with how John runs because he has a limp.
00:24:47 >> Yes, exactly.
00:24:48 >> And he lives in the same direction that they ran into.
00:24:51 So all these little bits of information, when put together, would give us as law enforcement a good picture that we can present before a competent court to say that, yes,
00:25:02 John and Harry are the persons who have committed this offense and they should be held accountable.

00:27:28 Now, there are some faces that we would not be able to see on the front line on a daily basis.
00:27:34 And there are many persons behind the TTPS that work so hard to make sure that we, the citizens, are safe.
00:27:43 And of course, acting ASP McKenzie, you will know these persons, these heroes behind the scenes that put in 24 hours of work nonstop to make sure that they try their best with the TTPS to protect our citizens.
00:27:57 Who are some of these persons?
00:27:59 So just as I said, behind the scenes we have a number of police officers and units engaged in different forms of policing.
00:28:10 We have, for instance, those persons who would ensure that the officers who you see at the various points on static duties, meaning that you stand at one particular point and you pay attention and ensure that the cannibal persons are engaged in, it's done in a safe environment.
00:28:28 We have officers who are charged with the responsibility of ensuring that these officers on these static points are well refreshed.
00:28:37 We have meals sometimes that are provided for those officers on those points.
00:28:43 Cannibal is a very difficult duty for some persons and we have to recognize and say thank you, of course, to the officers who, you know, they go through some rough experiences at times.
00:28:58 And we have, as I said, this team of officers who was actually spearheaded by one of our now nominated Deputy Commissioners of Police, Mr. Junior Benjamin.
00:29:07 He was supported by Superintendent Simmons and Assistant Superintendent Ram Samaru.
00:29:14 This logistical team in Port of Spain, I'm referring to right now, they have the responsibility of going to every officer in the Port of Spain area, as I said, and ensuring that they're well taken care of.
00:29:29 Each officer should have been given a care package for this particular cannibal, which included just some small things because we have the Sahara dusk and we have the potential of the virus.
00:29:47 COVID that is still here. They were given simple things like masks and gloves and sanitizers and probably a biscuit to hold you.
00:29:59 Some basic things that sometimes we take for granted and think that it's not necessary until you need it.
00:30:07 So the organization in this particular year would have ensured that the officers had that.
00:30:12 So we want to say really thank you to the support team and even the divisions, Southern Division, Northern Division, Eastern Division, Central Division, Tibego Division.
00:30:22 They would have been similar persons doing similar things in each division.
00:30:28 A team of officers who would ensure that persons who are performing actual duties, they are refreshed.
00:30:35 The Police Service Welfare Association, they did a similar thing so that they also would have had their own team who would have gone to each division and also are aided by refreshing the officers on the various points.
00:30:51 Apart from those persons who aided in refreshing, there are those officers that we still don't see in the front line.
00:30:59 Simply like the persons who are in the command controls, the persons who are charged with the responsibility of ensuring that communication is maintained.
00:31:08 We have the mechanics who are on standby. We have the drivers who are on standby.
00:31:13 We have the medics.
00:31:15 The list goes on in terms of the arms of the organization that are activated for support in this carnival initiative so that the average man and the average woman that you see on patrol is ably supported by a wider amount of persons in the TTPS to ensure that each carnival activity is a successful one.

00:35:22 The knife, so the same argument that you are having
00:35:25 a knife in your vehicle to protect yourself
00:35:27 is the same argument that someone

00:35:35 because I'm going into Port of Spain to protect myself
00:35:38 and we live in Enchanted Island
00:35:39 and crime is something that is all over.
00:35:43 That is an offense, yeah?

00:35:48 In this particular environment,
00:35:51 we recognize two things.
00:35:53 Juvie, in years gone by,
00:35:57 was one of the times during carnival
00:36:00 for which we had a lot of offenses,
00:36:02 including stabbings and robberies and that kind of stuff.
00:36:05 So as law enforcement, it's our responsibility
00:36:08 to make every place in Toronto legal safe.
00:36:10 So we have to strategize and ensure
00:36:12 that we take those proactive measures
00:36:14 to ensure that the persons who are there
00:36:16 to celebrate carnival do so in a safe environment.
00:36:20 Part of those protective measures would be woodblocks,
00:36:23 checks, random checks, roving checks,
00:36:27 and generally, even in the wild persons' masquerade,
00:36:32 and have a good time,
00:36:32 we'll have persons being checked generally.
00:36:34 So it's strategic in terms of our location
00:36:40 and it's not one group of officers at any one point,
00:36:43 but it's a group of persons at different points
00:36:45 to ensure that those main thoroughfares are blocked
00:36:49 and of course, we ensure that persons
00:36:51 who are trying to get into those areas of celebration,
00:36:55 allow those persons who intend to celebrate safely.
00:37:01 So our intention firstly,
00:37:04 is not to arrest everyone who they find with a knife,
00:37:08 but there may be circumstances when you have to arrest.
00:37:10 Our intention is not to ticket everyone
00:37:12 who may be in breach of our road traffic law,
00:37:15 but there may be circumstances
00:37:17 when you can't let something slide.
00:37:19 A lot depends sometimes on even the response
00:37:23 of the individual for which we're trying to assist
00:37:27 or treat with.
00:37:28 I can tell you this particular year,
00:37:31 I myself was on the street and I observed personally,
00:37:34 a high number of weapons being seized
00:37:39 either from persons or in vehicles.
00:37:42 And of course, the officers would have used
00:37:44 a large amount of discretion
00:37:46 that's probably in normal circumstances,
00:37:49 they would not have been as lenient.
00:37:52 Yeah. - Yes, I know that.
00:37:53 - Probably you yourself would have recognized
00:37:54 a short while ago that in many video,
00:37:56 the officers took time to explain to the persons
00:38:01 that they were treating with.
00:38:04 In the first instance,
00:38:06 the person who was issued a fixed penalty,
00:38:08 he explained to him his options as it relates to,
00:38:12 he has 14 days to pay
00:38:13 and he went on to explain a bit more.
00:38:15 In the second instance where they found the knife,
00:38:17 he explained to the person
00:38:20 that a further search will be conducted of the vehicle.

00:45:36 to make sure that operations were run smoothly.
00:45:40 And of course having the eyes and foot traffic
00:45:43 to move easily through,
00:45:45 not just the Avenue area,
00:45:47 but in the heart of Port of Spain itself.

00:45:51 As I said earlier,
00:45:52 whatever we do as law enforcement has to be strategic.
00:45:56 Yeah.
00:45:56 And the guard and emergency branch,
00:45:58 which is led by senior superintendent Eli
00:46:01 and ably assisted by superintendent Frank,
00:46:04 they have responsibility within the organization
00:46:06 largely for cold control, preserving order.
00:46:09 So they are strategically located
00:46:13 in the Port of Spain division
00:46:15 and even in Southern division in particular,
00:46:17 the two main areas for carnival activities right now.
00:46:22 And they're there for preserving order.
00:46:27 So in event that we should have any mass disruptions
00:46:30 in carnival, something like a riot
00:46:33 or something like a big fight
00:46:35 or something that needs a large amount of police officers
00:46:39 to bring back a measure of control,
00:46:41 a measure of peace and that kind of stuff.
00:46:43 That is the role of the guard and emergency,
00:46:45 or one of the roles.
00:46:47 We observed that they would have been walking
00:46:49 the streets of Port of Spain.
00:46:50 - Yes.
00:46:51 - And they work well in teams, as you can see.
00:46:53 They also tend to have a sure force.
00:46:58 And the reason for that is it makes your work easy.
00:47:00 It makes your work light.
00:47:02 In working in teams, just as you would have observed,
00:47:05 they would use sometimes even canine to work along them.
00:47:08 And once persons who are observed,
00:47:11 who are considered to be suspicious,
00:47:13 they would control that particular area
00:47:15 or the space that that person is in.
00:47:17 They ensure that person is searched.
00:47:19 And of course, if there's nothing
00:47:20 that would cause that person to be further detained,
00:47:23 they'll allow that person to be released and continue.
00:47:26 And if of course there's need to arrest,
00:47:28 then of course the arrest would be affected
00:47:30 and the patrol would continue thereafter.
00:47:32 So that guard and emergency team
00:47:35 and the functions that they do
00:47:37 is a very integral part of keeping a safe carnival.
00:47:41 So we wanna commend the team of officers
00:47:44 who would have worked and worked and worked.
00:47:47 And we know that plenty of them
00:47:48 would be tired at the end of it,
00:47:50 but it's because of your efforts
00:47:52 that we had a safe carnival.

00:50:11 When a police officer goes to sign
00:50:16 for a uniform operational way,
00:50:19 I remember that patrol order number five
00:50:22 is a long sleeve jacket and pants.
00:50:26 It is my observation that police officers
00:50:28 are cutting the sleeve of the operational way, the jacket.
00:50:33 Even the officer yesterday on the show
00:50:35 and make it a short sleeve jacket.
00:50:38 You officer are in the correct short sleeve uniform.
00:50:42 But when you cut the sleeve of the operational way,
00:50:46 it is not part of the police uniform anymore
00:50:49 because the patrol order number five
00:50:52 is a long sleeve jacket.
00:50:54 So officers are wearing this, cutting the sleeve.
00:50:59 That is a malicious damage
00:51:01 to the government's property.
00:51:03 And it is not uniform.
00:51:06 If you stop me on the road as a traffic officer
00:51:08 with that uniform, with that short sleeve,
00:51:11 you are no longer in police uniform.
00:51:13 So there's no need for me to give you my information
00:51:17 because you are not in uniform
00:51:18 and traffic requires police officers in uniform.

00:53:44 so when you said about getting the number for the station,
00:53:49 even that when you call sometimes you don't get a response,
00:53:53 like we had recently with some people around the home,
00:53:58 calling the station and no answer,
00:54:00 then call 911 and they did answer after a while,
00:54:04 but they said they were selling a vehicle
00:54:07 and that was Wednesday and today is Friday
00:54:10 and no vehicle hasn't come as yet.
00:54:11 Nobody has called back yet, right?
00:54:14 So that's one.
00:54:15 Two, just like the lady in one of the ads
00:54:19 who said that, you know,
00:54:20 look how many other vehicles speeding passing by
00:54:23 and I get a ticket.
00:54:25 My problem with this is that somehow trucks
00:54:29 are immune to speeding tickets
00:54:35 because they have some sort of vaccine they got
00:54:37 because apparently nobody stops a truck.
00:54:42 Recently, driving on the highway coming from Chagonas,
00:54:46 a truck caught me off,
00:54:49 pulls in at 100 plus kilometers
00:54:53 and I know the speed because I was doing 90
00:54:56 and he drove past me like a bullet
00:55:01 and then proceeded to cut in on to my car
00:55:06 and rush me up into the shoulder.
00:55:08 Thank God there was a shoulder at that location
00:55:10 because as you know, on the highway coming from
00:55:14 south side and Chagona side,
00:55:15 some of the areas does not have a shoulder, you know?
00:55:20 But I have been driving on the road for ages
00:55:25 and I am yet to see a truck or a PTSD bus
00:55:30 pulled over for speeding
00:55:34 and I know the speed limit is supposed to be 65
00:55:38 and what to make it worse is right after,
00:55:41 there was a police vehicle was behind us
00:55:44 and I am guaranteed he saw that bad drive
00:55:48 and he went down his merry way.
00:55:50 That never happens in any other country but this one.
00:55:53 You will be run down and pulled over
00:55:56 and made to stop and give the ticket
00:55:59 but in Trinidad, it's free speed.
00:56:01 The third thing in regards to this night,
00:56:08 still happen that in your trunk,
00:56:10 it has no value if you get holed up,
00:56:12 you can't go and tell the bandit,
00:56:14 well, the whole owner just sold us off,
00:56:16 remember what my truck?
00:56:17 You needed emergency because the strange thing
00:56:21 is with a FUL, life in the water,
00:56:25 he can't have this firearm in his trunk
00:56:27 while driving, it's supposed to be on his person.
00:56:31 So a gun does do much more damage than a knife
00:56:35 but I'll get charged for having a knife for protection
00:56:38 but not a gun.
00:56:39 That will make no sense.

00:58:54 no one comes to the location of the crime which took place
00:58:59 and of course it's just like a, no sort of feedback.

00:59:05 the organization continues to work on
00:59:08 in terms of our responsiveness and our response
00:59:10 to the concerns of our citizens
00:59:13 and of course where we have officers who drop the ball
00:59:16 and they're found wanting,
00:59:19 we have disciplinary processes that are normally engaged.
00:59:22 So it's not always a case where the officer
00:59:26 didn't do what they were supposed to do
00:59:27 and it ends right there.
00:59:29 Behind the scene, the officer may be disciplined
00:59:31 and it's all done so that we can improve
00:59:34 our service delivery to the general public, yeah?
00:59:37 - Yeah, I really think that is something
00:59:39 that needs to be improved because I have been personally
00:59:42 in situations where you call, the situation has happened,
00:59:45 you're waiting on the officers, hours pass,
00:59:47 sometimes days or they will just never show up,
00:59:48 you won't even get any feedback.
00:59:51 - So many times.
00:59:52 But it's something, as I said before,
00:59:53 as an organization we want to totally eradicate
00:59:57 and totally look and say, well that was once upon a time.

01:00:03 - And the truck and PTSD drivers, the other major issues
01:00:07 which I agree, some of them drive recklessly
01:00:11 on the highways, especially it is scary at times

01:00:34 they just swing out because it's not theirs

01:00:48 that we would not have any trucks or even PTSD buses

01:01:02 So I want to even go beyond the fact that public persons
01:01:05 would have been ticketed and I think what he is saying
01:01:07 in essence is that more needs to be done
01:01:09 as it relates to those truck drivers.

01:01:16 of the traffic and highway patrol branch.
01:01:17 And of course, through all the length and breadth
01:01:19 of trying to be good, we have persons who are,
01:01:23 not to be good, length and breadth of the organization,
01:01:25 we have persons who issue other persons
01:01:28 fixed penalty tickets.
01:01:29 So again, officers, I'm appealing to you tonight
01:01:31 to listen to the concerns of the caller, yeah?
01:01:35 And let's do what we have to do in relation
01:01:37 to ensuring that we exercise fairness across the board,

01:04:31 so I commend the persons who put that initiative in place.

01:06:27 or depend on somewhat with the traffic wardens?
01:06:31 - Well, you hit the nail on the head,
01:06:33 and actually answer the question that you just asked.
01:06:35 Law enforcement is so wide and so vast
01:06:40 in terms of the amount of responsibilities
01:06:42 we have as police officers.
01:06:44 So every arm,
01:06:46 separate and apart from police of law enforcement
01:06:50 that lend support is definitely welcomed.
01:06:53 I heard the commissioner recognize traffic wardens,
01:06:58 municipal police, Chiantibego Defense Force,
01:07:00 and others who lent support
01:07:03 to the Chiantibego Police Service
01:07:05 in making our carnival a success.
01:07:07 So when we say law enforcement and even licensing,
01:07:10 we shouldn't forget licensing.
01:07:12 When we say law enforcement,
01:07:13 we speak sometimes of all the arms of law enforcement
01:07:16 combined because in different capacities,
01:07:20 we have different responsibilities with the same agenda,
01:07:23 the same goal, which is to ensure safety and security.
01:07:27 So traffic wardens, they continue to work with us.
01:07:31 Likewise, licensing, most of you,
01:07:33 as in the public would have recognized,
01:07:35 quite often we find ourselves in joint exercises
01:07:38 to ensure that persons who are in breach
01:07:41 of the Motor Vehicle and Road Traffic Act,
01:07:43 in particular, are dealt with a counter law.
01:07:46 So we wanna continue to encourage that level of support
01:07:50 from our stakeholders.
01:07:52 And I also want to commend the senior superintendent
01:07:56 in charge of the Western Division,
01:07:58 Senior Superintendent Henry,
01:07:59 also the inspector in charge of St. James Police Station,
01:08:02 Inspector Bassant, and whoever else has responsibility
01:08:06 for such an initiative,
01:08:07 because when we have members of the public
01:08:11 congratulating our efforts,
01:08:14 we want to take recognition of it.
01:08:16 And of course, give credence where credence is due.

01:12:23 Northern Division Task Force is continuing investigations
01:12:27 into the seizure of the worth of $44,590 of ketamine,
01:12:32 which was found yesterday at a courier company.
01:12:38 According to the police reports,
01:12:39 at 2.30 p.m. on February 15th, 2024,
01:12:44 NDTF police officers responded to information
01:12:49 which suggested that a package carrying narcotics
01:12:52 was in transit in the Aranguez area.
01:12:55 Upon arrival at a courier's shipping company
01:12:59 relative to a suspicious package received
01:13:02 from the United States of America,
01:13:04 police questioned the employees and a search was conducted.
01:13:07 During the search, police allegedly found
01:13:11 a yellow colored packet containing 15 sachets of ginger tea.
01:13:15 The sachets were further examined and three were found
01:13:19 to each contain a plastic bag
01:13:21 with a white crystal-like powder substance.
01:13:25 A field test was conducted on the substance
01:13:27 and a positive reading for ketamine was obtained.
01:13:31 The three bags were weighed and amounted to 63.7 grams
01:13:36 with an estimated street value of $44,590.
01:13:41 So a job well done there with the officers.
01:13:50 Also in Valencia, Valencia, a man charged
01:13:53 with murder of police corporal, a 21-year-old man
01:13:58 who was charged with the murder of Corporal Marlon Mitchell
01:14:02 was today remanded into custody.
01:14:05 Anthony Hopkins of Corrie Road, Valencia
01:14:09 who appeared virtually today before the master
01:14:12 of the high court in Cuva was charged
01:14:14 with a murder of 43-year-old Corporal Mitchell
01:14:19 was remanded until his next court appearance
01:14:22 which is to be determined.
01:14:24 And one firearm and over a kilogram of cannabis
01:14:31 seized three arrested.
01:14:34 Three men were arrested during an exercise conducted
01:14:37 yesterday in Claxton Bay by the South Highway Patrol Unit.
01:14:42 Officers also seized a firearm and over one kilogram
01:14:46 of cannabis during the exercise.
01:14:49 According to a police report around 11.45 a.m.
01:14:53 during a stop and search exercise,
01:14:56 officers stopped a white Nissan Frontier
01:14:58 proceeding east along Cedar Hill Road with two occupants.
01:15:03 During a search of the vehicle,
01:15:05 they allegedly found two brown rectangular blocks
01:15:09 containing 1.068 kilograms of cannabis.
01:15:14 Further checks of the vehicle allegedly revealed
01:15:17 a firearm containing a magazine
01:15:19 and one round of nine millimeter ammunition.
01:15:22 The 28-year-old driver from Gasparillo
01:15:24 and 42-year-old passenger from Claxton Bay
01:15:27 were arrested and expected to be charged
01:15:29 for possession of firearm, possession of ammunition
01:15:33 and possession of cannabis for trafficking.
01:15:36 And to charge with cultivating over $3 million in marijuana
01:15:43 in Tamano to know their fate next week.
01:15:47 Two men who were held for marijuana cultivation,
01:15:51 possession of a prohibited weapon
01:15:54 and possession of ammunition both pleaded guilty
01:15:57 on Wednesday before a master of high court in Sangre Grandi.
01:16:03 Selim Valerou, 21 of Tamano Road that is
01:16:08 and Azizi Williams, 42 of Robinson Tree, Sangre Grandi,
01:16:15 both unemployed are scheduled to reappear before the court
01:16:19 on February 19th, 2024,
01:16:22 where they are expected to be given their sentence.
01:16:27 And man pleads guilty to robbing a 17-year-old woman
01:16:32 at church gets five months hard labor.
01:16:36 A 37-year-old man who pleaded guilty on Wednesday
01:16:39 to robbery with aggravation against a 70-year-old woman
01:16:44 was sentenced to five months hard labor
01:16:47 by a master of high court in Rio Claro.
01:16:50 Kevin Prime, a laborer of Old Railway Road, Rio Claro
01:16:55 was given a sentence by master of the high court
01:17:01 after pleading guilty to the offense in connection
01:17:04 with a January 30th, 2024 police report
01:17:08 in which a senior citizen reported to police
01:17:11 that she was assaulted and robbed while at work.
01:17:15 At 3.15 p.m. that day, the woman, a clerk at a church
01:17:19 was sitting on a chair outside the building
01:17:22 when she observed the suspect with a light blue T-shirt
01:17:26 wrapped around his face approaching her.
01:17:28 The suspect who was armed with a cutlass
01:17:31 announced the robbery and took a purse
01:17:33 which contained an undisclosed amount of cash,
01:17:36 other personal items, and two mobile cell phones.
01:17:40 He then escaped.
01:17:41 Of course, a report was made at Rio Claro Police Station
01:17:46 and officers of the Criminal Investigation Department, CID,
01:17:49 later took lead of the investigation
01:17:52 with the assistance of Cybercrime Unit.

01:21:48 I observe something really strange.
01:21:50 I mean, all is always strange,
01:21:52 but in this case, I have a soft spot for my elderly citizens.
01:21:57 And to hear, you know, a person, 70 years old,
01:22:02 being robbed, you are at church,
01:22:04 praising the Lord, and this devil comes out of nowhere.
01:22:09 And many times we have heard stories like this,
01:22:12 not just by a church, but if they're leaving,
01:22:14 you know, a financial institution or their home
01:22:17 and they realize that this person
01:22:19 doesn't have anyone visiting them
01:22:21 and they could come and take advantage of these individuals.
01:22:23 What advice we could give those elderly persons
01:22:27 who are watching us right now?
01:22:28 You may not have family members who could check up on you
01:22:30 or someone who is able to live with you
01:22:33 that could help them while they're at home alone.
01:22:36 - Probably I can advise these elderly persons,
01:22:40 firstly, to depend on your neighbors,
01:22:43 depend on those persons who are within your circle.
01:22:46 If you're going to church, as the elderly woman
01:22:49 would have been going to church,
01:22:50 you know, connect with some persons who you can rely on,
01:22:54 who can check in on you,
01:22:55 who can get some things done for you.
01:22:57 Many times with the elderly in particular,
01:23:00 they may not be abreast with where we are in society
01:23:04 in relation to technology and the laws,
01:23:07 and of course the things that can benefit them.
01:23:09 So don't rely on yourself holistically,
01:23:13 but depend on those persons who are surrounding you
01:23:17 to lend that level of support to you,
01:23:19 including your neighbors.
01:23:20 Because one thing I often say to persons,
01:23:25 it's easier for me to try and lie on my neighbor's house
01:23:30 than to try and lie on my house.
01:23:31 Because when you're within your house,
01:23:33 you can see your neighbor's house,
01:23:34 but you can't see what's happening outside of your house.
01:23:37 And that example is a good one to use for you
01:23:40 in the sense that if you were to ask those persons
01:23:43 who are your neighbors, your friends,
01:23:45 that distant relative, that group within your community
01:23:50 that has some social programs,
01:23:53 the community police in your district,
01:23:55 or even the police officers in your district,
01:23:57 because sometimes when you meet some elderly person,
01:24:00 you become very fond of them
01:24:01 and you grow close relations to them.
01:24:03 So from a policing perspective,
01:24:05 even you can have persons reach out to you,
01:24:08 the officers on patrol, they'll pass by you very often
01:24:10 and say, "Moms, pops, you're good?
01:24:12 Everything okay?"
01:24:13 And that is nice, especially the elderly persons
01:24:16 who live on their own.
01:24:17 And from the police officers in your district,
01:24:20 just drop, "You know, if you're on patrol,
01:24:22 this is the color of my house, I live alone,"
01:24:24 and you can just pass.
01:24:25 And I'm sure the officers, when they're moving around,
01:24:28 they will just make sure and blow the horn
01:24:30 to make sure everything is okay.
01:24:33 If you, which of course,
01:24:35 I'm speaking to all my trainees out there,
01:24:37 we have a touch of Mako blood in us.
01:24:40 Use the Mako blood in the right way.
01:24:43 So when you're Mako-ing, you're Mako-ing to make sure
01:24:46 that nothing strange is happening in your area.
01:24:49 We have it, it's embedded in us.
01:24:50 So if you say, "I don't Mako," no, it kicks in.
01:24:54 So just use that skill in the right way.
01:24:56 - Yeah, it might be an opportunity for some of us
01:24:59 who have not been accustomed to foot patrols
01:25:01 as we once were, to once again hit the ground
01:25:04 on foot patrols, going house to house in some communities
01:25:08 and just making that connection once again
01:25:11 so you get to be personal.
01:25:13 - That's great.
01:25:13 - Yeah, as Sassabitra says,
01:25:14 who are the persons in your neighborhood?
01:25:16 - Yes, yes, yes, that's a good point.
01:25:17 And get to know the police officers
01:25:19 who are in your district so you get to know them.
01:25:22 And it's not just saying you want to be friends
01:25:24 with a police officer,
01:25:25 but it's also good to know the officers
01:25:27 that work in your area.
01:25:29 Anything you'd like to say before we go?
01:25:33 - Well, just as we started, again,
01:25:34 I would want to say congratulations
01:25:36 to those recently successfully nominated officers.
