00:15:13 It took less than an hour for the jury to return.

00:15:17 The officers had been accused of murdering Abigail Johnson, 23.
00:15:20 Alana Duncan, 28.
00:15:22 And Karen Echols, 26.
00:15:23 On the night of July 22, 2011, at Roshad Douglas Road, Moruga.
00:15:29 As the three were in a car making their way to purchase barbecue.
00:15:33 While driving along the road, the car was fired upon by officers.
00:15:36 The state contended that Johnson was driving the car, was killed on the
00:15:40 spot while Duncan was shot in the ankle and Echols in the hand.

00:15:45 And this was done for 12 years.
00:15:49 Yeah.
00:15:50 12 years.
00:15:52 Police officers were incarcerated.
00:15:56 Yeah.
00:15:59 For 12 years, the family seek justice.
00:16:05 And at this time, that is the conclusion as far as we see for now.
00:16:12 So, members of the public, again, you know, we often stand here and we
00:16:17 give everybody the just due.
00:16:20 And again, because of where we are in democracy involving our system in
00:16:31 Shantobago, a man is innocent until proven guilty.

00:16:38 This matter, and if you look at this matter over the years, recently.

00:16:46 And recently, there are issues of concern.
00:16:52 And when I say issues of concern, these matters are just going on for too

00:17:06 Who are held in connection with the matter and also the relatives.

00:17:10 And it's another indication that something has to be done with the

00:17:14 And we just cannot keep on talking, talking, talking.

00:17:19 I can't tell you what has to be done because I'm not a lawyer.

00:17:23 But I think that you all in the judiciary know that something has to be
00:17:28 done.

00:17:49 chopping incident at a business place in Rio Claro.
00:17:52 He was yesterday sent for a psychiatric evaluation by a Rio Claro

00:17:56 The accused, who was not called upon to plead when he appeared virtually
00:17:59 before a magistrate, was remanded to the St. Anne's Psychiatric Hospital
00:18:03 until his next court appearance on December 8th, 2023.

00:23:58 He said, "Boy, men rob a bank and the police fire on them and the car burst into flames.

00:24:14 As a newsman, I became excited and I started to run.
00:24:20 I called the radio station.
00:24:21 I said, "Hey, I have something here.

00:24:26 As I got closer to the scene, you know what happened?
00:24:29 The car suffered some electrical failure, mechanical problem, and the car just burst into flames and was burning at the side of the road.

00:24:40 Absolutely no one was injured.
00:24:42 The police were not even there.
00:24:44 No one fired on the vehicle.
00:24:46 Nothing like that.
00:24:47 Only Big Bird alone could feel it.

00:24:49 But it is just so amazing that the gentleman who was coming from the direction of the smoke could tell me two people were killed and the police fired on the vehicle and burst into flames.

00:25:09 They got very excited when I called them and telling them about the story because that was their lead story.

00:25:16 So the moral of the story is you have to be very, very careful with the information that people are giving you.

00:26:56 You have to find ways, whatever mechanism that you could put together to treat these youths.
00:27:03 The competition is right in the streets.
00:27:06 Sometimes, the competition is in the class.
00:27:08 When I say competition, I don't mean the positive one.
00:27:12 I'm talking about that influence, that peer group pressure that could take you at a moment's notice
00:27:17 and change you from being an A student to an M student.

00:28:24 After my shift this morning, we had over 60 something students from the Maria Regina Grade School
00:28:33 and I took them on a tour of the studio downstairs and I did a mock newscast with them
00:28:41 and they sat at the desk, at the news desk and they read news and they videotaped it
00:28:48 and we took pictures of them and I really, and I think that this morning,
00:28:54 we, how do they say, removed all the stops in order to make them feel excited about where they were
00:29:08 and they came in into the studio very, very excited.
00:29:12 And what we did this morning, we pulled out all of the stops.
00:29:16 So, as I said, we had them reading news and they were on camera and we played the news bed and things like that.
00:29:22 And I think that we did that because, as I always say, when you have the opportunity to touch people
00:29:31 and inspire people in such a way, you need to do that.
00:29:36 Because that touch and that inspiration, it can spark something in them.
00:29:42 Just a little touch that could impact them positively for the rest of their lives.
00:29:48 And I know, let me tell you something, they are going to remember the day that they came to TV6
00:29:53 and we put them at the desk to read news.

00:30:31 with the appearance of a 34-year-old man before Port of Spain Magistrate yesterday,
00:30:35 charged with the murder of Muciri Polo.
00:30:39 Stefan Lewis, also known as Stefan, a laborer and a PH taxi driver of Chagones,
00:30:44 was also charged with possession of firearm and possession of ammunition
00:30:48 when he appeared before the magistrate.
00:30:50 The matter was adjourned to January 24th, 2024 and transferred to the Port of Spain 8 Court.
00:30:57 All right.
00:30:58 Polo, also known as Much, 23 of Belmont, was in the district on April 10th, 2012,
00:31:04 when he was fatally shot by a gunman.
00:31:09 Eleven years ago.
00:31:12 It means that there's no end to police investigations like some people think.
00:31:17 And that Cold Case Unit of the Homicide Bureau of Investigations,
00:31:21 they continue to perform extremely well.
00:31:26 It's something that members of the public was asking for before.
00:31:29 How come, you know, Alexander, after a number of years,
00:31:32 the case has run cold and that's it?
00:31:36 We call them the Cold Case Unit in Trinidad and Tobago.
00:31:39 But no case is cold to us, you know.

00:31:44 Let me just touch on a statement here from the police commissioner.
00:31:48 The actions, and it deals with the freeing of the police officers earlier today.
00:31:54 The actions of these officers came under scrutiny
00:31:57 and they were subjected to the due process of law.
00:32:02 The circumstances of this case present the typical occupational hazard for police officers.
00:32:07 As an administration, we work to mitigate against such occurrences
00:32:10 by developing and implementing a use of force policy to guide police officers in their operations.
00:32:17 The full deployment of body-worn cameras will also be effective in regulating the conduct of officers
00:32:23 and in providing evidence that assists in determining the adequacy and appropriateness of police actions.
00:32:29 Incidents like these are regrettable, and I wish to emphasize the need for officers
00:32:34 to become more proficient in our standard operating procedures.
00:32:38 Notwithstanding the outcome of this case for the officers, lives have been lost.
00:32:43 In that regard, I wish to again extend our condolences and regrets to the families of the victims in this incident.
00:32:50 And having spoken to that, it brings me back to what I was speaking about earlier this month, Mr. Hopkinson,
00:33:00 where on allegations, especially in the Trinidad and Tobago Police Service,
00:33:05 because I'm aware right now there are somebody in a certain section,
00:33:10 that have been placed before the court and they're still employed.
00:33:15 As police officers, we are placed on suspension. Okay.
00:33:23 But then you indict a percentage of our salary, and I don't understand why.
00:33:29 On an allegation that someone made or something's happening and you're waiting for a court to adjudicate on a matter,
00:33:37 you have a person living in a particular way.
00:33:42 Might be no fault of his or her, but the duty of a police officer requires him to act a particular way,
00:33:49 and someone in investigation didn't see that.
00:33:52 So, why do we place the officer on suspension and interferes with his salary at the same time?
00:34:01 So, let's say for 12 years, I'm just speaking to this, I don't know what happened with these guys.
00:34:06 Let's say for 12 years, they want half salary.
00:34:13 When time to pay now, they have to pay for 12 years to reimburse these persons for what took place there.
00:34:19 And then, Mr. Hopkinson, we do know the circumstances.
00:34:24 Persons, I have seen persons on suspension lost their homes, lost their car, lost their standard of living to an allegation.
00:34:35 Somebody needs to address that.

00:47:21 received certain information, obtained a search warrant, and would have executed the warrant at a particular location in the C. Lott area,
00:47:29 where we would have recovered this AR-15 and 19 rounds of 5.56 ammunition.
00:47:41 We presently have one person in custody in relation to this fine to be formally charged and placed before the court for the offenses.

00:50:03 Because he used to look at surveillance to be a very important thing of his duty.

00:54:56 So I hope that they will recognize that when they say that the justice system is broken and people stay in jail too long and the trial takes too long,

00:55:09 Now, so another colleague may face some legal hurdles now because of what happened.
00:55:16 And I think going forward too, based on what came out during the trial,
00:55:21 the value of the witness protection program, particularly when the witness is a police officer, needs to be looked at.

00:55:36 But I just want to say this is a good day, especially coming on the heels of this week,
00:55:40 the decision where a law officer was found liable civilly and had to pay $134,000,
00:55:48 which is a critical thing in terms of the authorities, in terms of how police officers have to move now when they consider unrest leave.
00:55:57 Because the law of duty is unrest leave and so on.
00:56:00 I don't know why you brought up this because that has been a concern for me all the time.
00:56:06 Now, according to the SO, we are on duty 24 hours a day, not so?
00:56:12 Your whole time, we are 131, one of the police service regulations, your whole time is to the government.
00:56:20 And then we see in this matter where the state pulled out itself and said at the time the jail happened, the officer was not acting as a region of the state.
00:56:29 So where does that leave us, Angola? Where does that leave us?
00:56:32 Well, it's very concerning because, and you're juxtaposed that against the regulation that says a police officer is not to show partisanship.
00:56:42 But here it is, your whole time is to the government. And who forms the government? A political party?
00:56:49 So, you know, this has to be considered carefully because you have a contradiction with the regulation that says a car show partisanship.
00:56:58 So by the very nature of our duty, of police officers' duty, they have to show partisanship to the government in power.
00:57:05 A matter for the experts, we will just observe. But like I said, this was a week of contrast and compare, but finally people showed how they did court and the justice system worked.
