03:04This is Beyond the Tape, I'm your host Mark Bessan.
03:07And it's Monday and of course on Monday we do have in our presence Captain Valence Rambarat from the Hunter, Search and Rescue team.
03:16Welcome sir.
03:17Thanks very much and it's a pleasure to be on Beyond the Tape TV6.
03:21Very nice, I appreciate to be here.
03:24Very, very nice.
03:25Certainly, so let's get down to business.
03:27Of course, an emerging story or a breaking story over the last 24 hours involving two gentlemen by the names of Junior Taylor and Winston Rostad that has been missing for just over a week.
03:42Apparently in some measure allegedly kidnapped and a ransom demanded for their return.
03:49And of course Captain Rambarat has been following this story and will give us an update on this.
03:56Yeah, let me just explain to viewers the reason I am in search gear is because we are up here in the Maraval district and we were on a search, took a break to be on the program and we have to resume, we have to rejoin the team shortly after.
04:13But Junior Taylor and Winston Rostad, they are both from the Point 14 district.
04:19Junior Taylor had purchased a car on Friday just before he went missing and he took his friend Winston Rostad and he was driving the vehicle.
04:36He asked Winston to take him to the Maraval area on Friday, that said Friday, the day the car was purchased.
04:45Which would have been the 25th of October.
04:46Which would have been the 25th of October.
04:48Right.
04:49And Winston took him to the Port of Speed district and returned to Point 14.
04:55He received communication from Junior that he was to pick him up on Sunday evening.
05:02Winston went to the district and we could confirm that he was there to pick up Junior Taylor.
05:11And that is where, we don't know what happened after that.
05:17However, on Monday morning at around 5 a.m. thereabouts, Winston Rostad's wife received a ransom call from Winston's phone asking that $100,000 be placed on the trade line in Maravala.
05:38Subsequent to that, she received a second phone call asking that the ransom be dropped off in the Reservoir Hill, Point 14 district.
05:48And so, as a team we are trying to assist the family and the police in trying to locate these two men and hence the reason why we are in the Maravala district today.
06:02So that hopefully we can try to locate them and therefore I am appealing to anybody who has information on Winston Rostad and Junior Taylor to please call 800-TIPS-999-555 or our team at 799-1453.
06:22I know, I don't mean to cut you across, I know you have some images, we have some images where you would have spoken to the family members of I believe it was Mr. Rostad yesterday.
06:33And I think we can look at those images now, when you would have spoken to the family members, what was their concerns and I know that it might be very difficult for them but what did you learn from them?
06:48Well, we have three missing persons, this on the screen here is from another meeting we had concerning Warren Morris who is missing from, the shot there before is where we were meeting with Wendell Rostad, the brother of Winston Rostad.
07:06But yeah, this shot here and that's the brother there with the dreadlocks and the glasses on his head, that's Wendell Rostad. We had a long meeting with him to get the facts of the matter and to try, you know, in trying to assist them to find both of these guys.
07:24So yeah, this is a video of us meeting with the family there of Mr. Rostad and to try to get as much information as possible.
07:37I don't want you to go into any major particulars but can you just give an insight to the audience as to some of the things they might have shared with you which you can of course share with us.
07:48Well, our share was public knowledge and I wouldn't share what information we were working with but public knowledge is that Junior Taylor would have acquired a sum of money, $100,000 on just the day before, the Friday the 25th and with that money he did purchase a car for $18,000 on Friday morning.
08:12He spent some $1,800 on additional parts to repair that vehicle. So he had cash on him, he had all this money, all this cash on him and so there were persons who knew that he had this cash on him and we suspect very much that probably this is the motive why we can't locate both of them.
08:35Unfortunately Winston Rostad was the driver and got caught up in all of this as well.
08:43So I know that you have an update for us of course, a clip that you would like to share with the audience of course.
08:52Unfortunately we have three missing persons still to be accounted for from the Point 14 district. We were here very early this morning, we have Warren Morris who is missing from Injib village and we have two men from Fanny village, Junior Taylor and Winston Rostad.
09:20Who is missing from Fanny village. We conducted an intensive search for Warren Morris and spent some time with the family of the other two men to gather as much information as we can to assist them to locate him.
09:37But as it stands these three men are still missing and the search for them will resume tomorrow morning.
09:45I know you told me that you all are in that Bellevue Dubai road area in Long Circular where the search is being conducted because you remember a couple of weeks ago there was a child that was taken and carried into that forested area and you all also partook in that search.
10:01Is it in that general area?
10:03Yeah that general area is where we conduct searches and we hope to move on to new areas by later on tonight and if the search has to resume tomorrow we will resume the search tomorrow.
10:15But it is unfolding as information comes in and I just shared a couple, you know information is coming in we have to go check, recheck the information, validate it and then move accordingly.
10:29So we will stay on top of this situation and even if I am not on the program for the rest of the week I will share information with Beyond the Tape as this situation unfolds.
10:40But really and truly in a quiet town like Point 14 this is really something that is affecting the residents.
10:48We have been bombarded with calls and information concerning these two gentlemen.
10:54You did say that I believe it is Mr. Taylor had obtained some cash and so on to purchase a vehicle etc.
11:03And of course we want to remind you all to be very mindful that when you have large sums of money or you are up to large sums of money from whether it be a bank or elsewhere you know be very cognizant of who you tell because you never know.
11:20As you said somebody would have known that he had cash on him, he would have purchased a vehicle and were making other purchases.
11:26It is public knowledge, you split it into envelopes, 50,000 in one pocket, 50,000 in another pocket and envelopes.
11:32You go anywhere in Point 14 you are hearing this story.
11:35So you see we definitely will keep you up to date on that particular story as time goes by if not during the course of this program of course over the next couple of days and we are hopeful that it ends with Mr. Taylor and Mr. Ross being found and safely returned to their families.
11:53We are going to take a look now at our headlines.
12:05One hour, one hour, one hour, one hour.
12:36Those are some of the headlines of the last 24 hours of course captured by the Trinidad Express newspapers.
12:42And we want to go back to that first clip where you would have seen three men, masked of course and put on masks over their heads and so on and entering a grocery in Curip.
12:59Obviously, there you are seeing, this is the second camera that captured them when they were leaving the establishment.
13:10The first would have shown them, well this one shows them coming out of the vehicle.
13:17I believe that what appears to be an Almeria motorcycle parked outside the establishment there.
13:24Of course waiting on the opportune time to come out of the vehicle.
13:28And you will see in a short while that three men will exit that vehicle to get into the grocery.
13:38It's taking a little bit longer of course as the camera runs there.
13:43But you know, there you go.
13:46So one from the front, customers are walking out here and two from the back, all masked down.
13:55And then they enter, asking for money, one is looking around, unknown to them there is a police officer on duty apparently but trying to buy something.
14:07And then they demanding money.
14:12Of course the officer sees what's happening.
14:20Fires a few shots hitting one of the suspects.
14:26And you would see in this video where they are scrambling.
14:30The third one is apparently injured, shot somewhere maybe in his leg or stomach, I'm not certain.
14:36And the police officer of course comes out, he is going to train on him.
14:41Guy puts up his hand in the air in a submissive way and of course the police officer secures that suspect.
14:53And what I can tell you is that suspect was taken into police custody.
14:57He is now under police guard at the Mount Hope Hospital.
15:01Obviously his accomplices got away.
15:04But I'm certain that the St. Joseph Police Station will be looking into this matter.
15:09And of course they did not know that there was a police officer in there at that time.
15:14Yeah and commendations to that officer if you look at how he handled the situation.
15:19He was very calm, very professional.
15:22He took them on and then moved outside and calmly was able to take control of the situation and the suspect on the ground.
15:32But Mark I don't know if you all ever spoke about this on the program.
15:36The criminal element seems, it seems that cameras are no longer a deterrent because they mask up.
15:43And I don't know if the time has come for us to have biometrics so that other means could be used to identify these guys who mask down.
15:54And seem to be afraid of the CCTV camera system which is supposed to secure property.
16:01Yeah and you make a good point because in London you can't walk the street without those cameras detecting.
16:09They can pick up everything about you in London.
16:12Yeah and all major airports as well.
16:14That is how they have been very successful.
16:15I believe recently a couple, I was reading a story where somebody was wanted for abuse of some sort.
16:23And they eventually found the person through the camera system there.
16:26By just walking on the streets right?
16:28Yes.
16:29So biometrics is the way to go, have all citizens to be able to identify themselves by using the biometrics.
16:37So that these guys who put on these masks we could stop them.
16:40Because the camera system now seem to be irrelevant in terms of assisting us with securing our property and our businesses and our homes.
16:50Most definitely.
16:51We want to take a look at a second video involving a child.
16:57It seems it is a little bit disturbing so I just want to ensure.
17:01Apparently it is a place where the child would have been left unattended for a short space of time.
17:11And look what could have happened in that short space of time.
17:14The child gets up apparently, I don't know, was partially struck by the vehicle, the mother or some other type of relative.
17:33Now the driver stops there, he reverses his vehicle and the child is taken inside.
17:41I am not certain as to what extent of injuries but it seems that at least the child got up and was moving and cognizant.
17:50So we are hopeful that that child, although might have been injured, is alive and well of course.
17:58And we just want to urge parents, you know, the child is near busy, it is a main road.
18:05And it brings something we always speak about and those are the little unguarded moments.
18:11It just takes a few seconds.
18:13If you remember Kimani Francis from Point 14, the two-year-old boy who walked out and headed towards 05.
18:21It just took a few seconds.
18:23This is another instance but kudos to the driver for stopping.
18:27And also Mark as driver, there are blind spots in our vehicles.
18:31So if you look at the line of sight he had, he could not have spotted that person coming.
18:36Because the child is very short.
18:38His line of sight would have been equal to the height of the door.
18:41And I looked at it and I said, yeah, there was no way he could have picked up that toddler coming towards the vehicle.
18:48Yeah, most definitely.
18:50We just want to take a quick look at this video.

21:21Of course, joined today by Captain Valens Rambarad from the Hunter's Search and Rescue Team.
21:27And we certainly want to get an update as to the status of some outstanding cases involving missing persons.
21:34So I'm going to turn you over now to Captain Valens Rambarad.
21:39Right. So, Marc, we ended October and we had 46 missing persons for the month of October.
21:45And out of the 46, we still have six unaccounted for.
21:49We have Suvesh Ramnarain. This is a popular one.
21:53And in a couple of days, it will be two months since he has been gone.
21:57It's about 24 days, yeah.
21:59Yeah, 24 days. And I just want to say this.
22:02In the last maybe few days, we had a body being found in Dabadee in the forested area there.
22:07And we got hundreds of calls and messages asking if this was Suvesh.
22:12And only yesterday, we received information that there may have been somebody from the area.
22:20Well, he is unaccounted for.
22:22Right.
22:23And there may be a possibility that that person, that may be the body that was found.
22:30So I'm looking at delinking that from Suvesh Ramnarain.
22:37Additionally, for October, we have missing, we have Sita Prasad.
22:43We're hopeful that she would be found.
22:45Ashley Jobe, that's a Tobago fisherman who is missing,
22:49who was missing and last seen nine miles off the Roxborough.
22:55And we have a lot of people missing.
22:57We have a lot of people missing.
22:59Tobago fisherman who is missing, who was missing and last seen nine miles off the Roxborough coast in Tobago.
23:07He's still outstanding.
23:09Destiny Moraldo is still outstanding.
23:13And we're working on that case.
23:15Pablo Dominicano, he's outstanding.
23:19We have already started to work on that case through lack of information.
23:24And Kevin Rolox came on board, but he has been outstanding since 2022,
23:32but it was just reported to us last week.
23:36Now, we were able, we saw something last week,
23:41that three of the missing persons we were able to locate, they were at health institutions, right?
23:48We had Kishan Rampisun.
23:54We were able to locate him at the Sandi Grandi Hospital.
23:59He got a stroke somewhere in the Rio Claro district,
24:02and he was transported and looked there.
24:04You would see our members heading to the Sandi Grandi Hospital,
24:07and they were able to confirm that he was there.
24:13So I want to shout out to Sudil Kiray.
24:16This is Mr. Rampisun here?
24:17Yeah, at the Sandi Grandi Hospital.
24:20So some of our missing persons, we locate them at institutions in this case.
24:25And in addition to Kishan, we had two cases where missing persons were found at a sentence hospital.
24:35So that came up last week.
24:38Additionally, we had a young lady, Simone Henry,
24:44and only yesterday, we established something of a sting operation with other persons,
24:52and we were able to safely locate Simone Henry.
24:57This case stretched all the way from Tocco to City Gate in Port-au-Prince,
25:02to Caranage in Port-au-Prince,
25:05and it took a lot of effort and resources, human resources,
25:08and skillful persons to be able to locate Simone Henry.
25:13So we were able to locate her.
25:16And then we had Warren Morris.
25:20We spoke about him earlier from the Point 14 district, a 27-year-old man.
25:27And this is the gentleman we spent the majority of yesterday looking for.
25:31What if you could just briefly tell us the circumstances surrounding his disappearance?
25:36Well, he did live—he has his own house.
25:39He did odds and ends around the community.
25:44We were told that his child mother rejected him sometime during the last two months.
25:52He has been in a state of depression, and he remains unaccounted for.
26:00He did not return to the home.
26:02When we got to his home, we saw the lights on.
26:05The house was neatly put together, but he wasn't there.
26:09And we did search several areas in the Egypt Village area,
26:13as well as the Kishe and other areas yesterday.
26:18But we're asking the people from Point 14 to keep their eyes out for Warren Morris,
26:25because we need to get information on him.
26:30What's the missing persons report like for November so far?
26:33All right. So, in November, we've had six persons reported for November,
26:44this today being the fifth, I believe. Let me just pull it up here.
26:50Sure.
26:52So, we have eight persons reported missing for November.
26:58We've been able to account.
27:00We have accounted for four and four unaccounted for.
27:03So, if I may go through the four unaccounted for.
27:06Sure.
27:12Well, we have Warren Joseph—I'm sorry, Warren Morris.
27:16We have Junior Taylor.
27:18We have Winston Rostad.
27:21And there is one other person whose name I just cannot pull up right away,
27:26who is still outstanding.
27:29But I just wanted to point out to members of the public that there was a skeletal remains
27:34found in the Clarkston Bay District on Sunday as well, I believe, or Saturday.
27:44Yeah, and we have outstanding missing persons, someone by the name of Ram Barak Ram
27:50from the Clarkston Bay District.
27:53Now, the thing is, two of his relatives who we were in contact with,
27:58unfortunately, they passed on.
28:00So, we're asking the relatives of Ram Barak Ram to please go to the Homicide Bureau
28:08in San Fernando, Coffee Street, San Fernando,
28:11and please tell them the story that Ram Barak Ram was missing.
28:17And we really want to bring closure to that family.
28:21And hopefully, you know, because he was spotted in that area, Mark,
28:25in the Flowerpot Beach area.
28:28Right. Spotted alive.
28:30Yes.
28:31So, what about Peter Maraj?
28:33Then this other Peter Maraj is the name I forgot earlier.
28:36Now, Peter Maraj lives a nomadic type of life.
28:42He moves from one area to another area.
28:46He was in the southern Diabody area.
28:49That's where he is from, Arimoa, Old Road area.
28:53And he has not been seen for the past five weeks.
28:57And his sister is very concerned.
29:00And she believes that the body found in the Diabody District may be his own.
29:05However, if he is not in the Arimoa, Old Road area,
29:11he goes to the beach and does some gardening work with persons she does not know.
29:17So, I reached out to Sergeant Narine from the Beach District today.
29:22And when he gets here tomorrow, he will put out his feelers to find out
29:26if Peter Maraj was in the Beach District and if they could locate him here.
29:31And you also had a success story this afternoon with Mr. Sipasad, is it?
29:35Oh, yes, Wayne Sipasad.
29:37Well, this is an interesting story.
29:39And it speaks to resources, right?
29:43Wayne Sipasad went with three friends to the Sed Flower Pot beach in Pakistan.
29:50And they went to Thailand.
29:53They didn't go to Bede.
29:55They were having some drinks on the beach.
29:57And one of the guys saw him enter the sea with his long pants on to the sea.
30:04So, immediately we raised an alarm when it was reported that he did not return.
30:10And something like five or six hours passed.
30:13So, we were planning to launch a search there for him,
30:18seeing that he did not come out of the sea.
30:21And at about 10 a.m. this morning, he walked in home in Dow Village, California,
30:27while we were preparing to go to look for him in the sea.
30:32So, thankfully, he was found.
30:35And I hope he learns a lesson.
30:37But it speaks to burning resources, right, which is a concern for us
30:42because we really do plan and try to execute things as professional as possible.
30:47But it takes resources.
30:49Of course, we're going to take a short break, and we'll be back.

33:08So while we await your calls, of course, we're going to just take a look at a video
33:13that allegedly transpired in the Chinapu area over the weekend.
33:39What appears to be gunshots ringing out there.
33:43The person holding the phone, of course.
33:45There's a gathering of people some distance away in a vehicle.
33:51Can't quite make out whether or not there's some type of argument there.
33:56And if it involves some people in plainclothes.
34:02I'm not seeing clearly whether or not it might be police officers.
34:08I'm not sure.
34:10But there was some gunfire there.
34:14Whether or not, of course, anybody was hurt during that exchange.
34:20Or if it was the gunshots were coming from elsewhere.
34:25But this was captured by somebody in that area over the weekend.
34:32So yeah.
34:33So we have a caller on the line.
34:35Caller, good evening.
35:03Why they don't charge the parents for that child?
35:08Like in China, the child runs on the road.
35:11You don't know the condition of the child.
35:13Search and rescue is doing a good job.
35:17I recommend that they hire someone.
35:20People who play the fool, go in the beach drunk.
35:23Can't find them, walk away.
35:25Search and rescue and police are going to be looking for them.
35:27Charge them too.
35:30All right.
35:31So you want a lot of laws with respect to clamping down on some of these activities.
35:37But there are unguarded moments.
35:39When we began search and rescue, these things used to affect me.
35:43And then when I researched it and I researched unguarded moments,
35:47even for the best mother out there and the most caring parent out there,
35:53there are always unguarded moments.
35:55And these are the moments when things occur.
35:59Mark, these little toddlers, they have speed like hell.
36:04You saw that in the video.
36:06You saw how quickly that child moved from in the garage to the road.
36:10And it is amazing.
36:12It's like Usain Bolt took off there.
36:15So there are unguarded moments.
36:17It used to affect me a lot.
36:19And when I researched it, it is a reality
36:22because you can't supervise someone every single second.
36:26It's difficult.
36:27And I used to think it was carelessness.
36:30But there is something called unguarded moments.
36:34So, yes, we want to penalize a whole set of people,
36:38but these things are the reality.
36:41The one with the guys in Taksim Bay, for sure.
36:45They are a bit careful and more responsible in how they conduct themselves
36:49and the fact they have to respect the fact that their families care for them
36:53and the families will raise an alarm when they are not located.
36:59Yes, certainly.
37:00And I just want to take us back to the point of that whole issue
37:05that we discussed on Friday as it relates to extortion.
37:10There were some comments made over the weekend by a criminologist, of course,
37:16that angered not only central businessmen,
37:19but the police didn't seem to know where that came from, of course.
37:24And they were very confused, of course.
37:27I do believe that Senior Superintendent Smith would have said that
37:31they didn't have any information like that,
37:33where there were claims, of course,
37:35that this extortion was brought about by central businessmen
37:41who apparently have been funded by people in illicit activities.
37:46And I think a lot of them took umbrage to such comments made,

38:45a Chaguanas man who was granted bail in the sum of $95,000
38:49after being taken to court today by officers of the newly formed anti-extortion unit
38:54to answer 22 charges, including nine counts of demanding money by menace,
38:59totaling $153,000.
39:0237-year-old Farin Janak Maharaj was also charged with one count of kidnapping,
39:07one count of common assault, one count of possession of firearm,
39:10one count of possession of ammunition, etc.
39:14So he was not called upon to plead, of course, to answer bail during a sufficiency hearing.
39:19There's a date set now for July 2025.
39:22Essentially, the male victim reported to police that during the period January 2024 to October 2024,
39:29a man known to him demanded several sums of money from him at different times,
39:33and he alleges that on one occasion the suspect kidnapped him at gunpoint.
39:38So just knowing that that particular person was able to report the matter,
39:44and I think that is the issue here,
39:46is that a lot of business persons are fearful to report the matter to this particular,
39:52this specialised unit that has now been set up to look into these things.
39:57So we want to implore you out there.
39:59I know there's a lady that reached out to me over the last few days.
40:03She said she had to confer with her husband.
40:06She wanted to speak to me, and I'm imploring you, of course,
40:09to get in contact with the extortion unit.

54:02to sell it on what's considered trafficking in some measure.
54:06There's still some confusion because,
54:08take, for example, if you know the process of harvesting
54:12and preparing marijuana for yourself,
54:15you have to first cut the tree.
54:16Now, when you cut four trees,
54:18you have to put that to dry in your home somewhere
54:21and that, the weight from four trees of marijuana
54:26could be probably, you'll probably get about two kilograms.
54:30Okay?
54:32Now, if the police officer visits your home
54:35and finds two kilograms of marijuana,
54:38what would he think?
54:39He would think that you have that for sale,
54:41but that could have been harvested from your four trees
54:45and you're going to, you know, use from that for a few months.
54:49So there is some confusion
54:50and I think you could really engage Corporal Ramnanan
54:53to come up and clarify these issues for the callers.
