00:02:47 the H taxis, the owners of the H taxis, they get hot and sweaty.

00:06:01 if persons are aware that something was going to happen to them, they would stay at the location.

00:07:07 Because as I've said over and over, if we feel as citizens the police cannot protect us, the government can't protect us, the opposition can't protect us, the judiciary can't protect us,
00:07:20 and all the other organizations that are in place to protect us and we feel that they can't protect us,
00:07:28 then you all are going to force people to act to protect themselves.
00:07:32 And what too is that when they act, you all with all your long mouth will run out there to say,
00:07:42 "Well, the lady this and the man this and the grandfather should not do this."

00:07:48 Because you all are forcing people to take such action.
00:07:52 And when that happens and they take such action, people must sue all you two.
00:07:57 So all they want to take action against people to protect themselves, well, they must sue all you two.

00:08:35 So the citizenry needs to take measures to protect themselves and their families.
00:08:41 Now, the conversation in the public domain is, "Alexander, well, if I can't get a gun, I'm going to get one."
00:08:46 I try to discourage that as much as I could.

00:08:53 Because I cannot be a law enforcement officer and stand here before members of the public and say,
00:08:58 "Listen, Ali, do that and do this," which I know is wrong.
00:09:01 But what I can say is this. Persons are trying to get into your homes.

00:09:09 If you're home, Mr. Hopkinson, you're home, you're home, and let's say you're watching me on the tape and you hear, "crick, crick, crick, crick,"
00:09:16 when you look through, sometimes they might have a little camera, you see a man, two, three, four, six men trying to get in.
00:09:22 Marlon, I don't realize I'm making up my mind not to stay behind.
00:09:27 Marlon, and the only thing I have left in my possession, I would have sharpened my mind back and front.
00:09:36 Marlon, from the time the first man placed himself on the inside,
00:09:41 "Yeah, daddy, we come, schwang, schwing,"
00:09:46 you will separate the sheep from the goat and remove the cows from in the corner.
00:09:53 Because in fairness to everybody, we must give persons that opportunity to survive.
00:10:00 And let me tell you this, Mr. Hopkinson, let's say you're watching me on the tape and your cell phone numbs somebody.
00:10:04 The time they break up, you can't call and say, "Police? 999?"
00:10:13 And sometimes, Marlon, all that time gone, you know.
00:10:16 So you cannot sometimes be in a position to call the police.
00:10:20 And, you know, some of our colleagues will stand up and say, "Well, Alexander, the first thing you have to do is to call the police if you are given the opportunity to."
00:10:27 What if it wasn't given? No, if you see them coming, you can try.
00:10:38 You can try. But if it didn't get through, because somebody on the line trying to talk some crazy thing while the operator is trying to get information from persons with respect to this situation, then it's no fault of the police.
00:10:54 You see, too many things are not what they should be.
00:11:00 Take, for instance, you're sending out police officers out there.
00:11:05 How many police officers have pepper spray? How many police officers have tasers?
00:11:11 You're sending them out in every situation.
00:11:15 If it is to deliver baby, you're sending them.
00:11:19 If it is to deal with the mentally ill, you're sending them.
00:11:22 All right? But in some cases, there are going to be some cases where the police officer only has one option.
00:11:31 And the only option that police officer is going to have is the firearm.
00:11:35 Right.
00:11:36 And if an individual lunges at that police officer, what is that police officer to do?
00:11:43 And if that police officer acts, then again, all you're going to come with all your long mouth and talk about how the police officer should not have acted in this way.
00:11:54 Did we think if the police officer was adequately equipped?
00:12:01 I wanted to keep that thought because I want to have that conversation with you after because you just said if the police officers have pepper spray and two tasers.
00:12:10 What does the civilian have at home?
00:12:15 But, you know, people were asking for pepper spray, pepper spray, pepper spray, right?
00:12:19 I understand that the requests for pepper spray, they are not very high.
00:12:26 All right. So let me just incident happened yesterday.
00:12:30 Members of the public and law enforcement in its wisdom looked at it from all angles and said, I wonder if enough was done to save the life of the security officer.
00:12:50 A number of people went in as they had the things to say, but law enforcement, we do not take information from any and anybody, especially where this is concerned.
00:13:01 So what we did in the Toronto Police Service, we have among us.
00:13:08 Medics.
00:13:11 Medics attached to different sections and branches of the Toronto Police Service.
00:13:16 And we seek the advice as the best way to go forward.
00:13:22 So I have on the line this evening.
00:13:25 Inspector go sign from the guard and emergency branch of the Toronto Police Service was a medic.
00:13:34 And he's among the ranks of the Toronto Police officers.
00:13:38 Good afternoon, sir.
00:13:40 Good afternoon, sir. How are you?
00:13:42 We're good. We're good. We're good.
00:13:44 We are here. So we have some concerns.
00:13:48 A number of persons had some concerns.
00:13:50 Members of the public was calling and asking Alexander what could have been done in this situation, probably to save the life of this officer yesterday that was shot.
00:14:01 And they looked at how the public was behaving.
00:14:05 Should we pick up the man and take him away suddenly?
00:14:08 Should we continue to videotape and put it up on the WhatsApp and the Instagram because we have it here live?
00:14:15 Was it appropriate to do what this gentleman was doing?
00:14:19 Help us, Inspector go sign, help us to have a better understanding.
00:14:22 So we did not to distant future.
00:14:24 If ever something was to happen again, it would be treated differently.
00:14:29 Okay, sir.
00:14:31 I would like to see on behalf of the police service on my family.
00:14:37 I would like to send condolences to the deceased officer.
00:14:42 So what is happening in Trinidad and Tobago as we all know, this that the emergency care is done by cell phone.
00:14:50 Without a doubt, emergency care is done by cell phone.
00:14:53 Everybody wants to share something on Instagram, WhatsApp and something like that.
00:14:59 The days for when people used to come out and help and the good Samaritan law kicks in into place and everybody was willing to assist, that's no longer there.
00:15:09 We have a different society and it's sad to say that we are in this position in Trinidad and Tobago as we are now.
00:15:17 But I would briefly talk to Trinidad and Tobago and the listening audience and what should be done.
00:15:26 The ideal thing is in this instance where this officer was shot.
00:15:32 Now, a gunshot wound is considered a punctured wound.
00:15:37 Now, a gunshot wound is typically a special type of punctured wound.
00:15:42 The amount of damage done by a gunshot wound depends on the type of gun used and the distance between the gun and the victim.
00:15:54 Between the gun and the victim.
00:15:57 Now, I'm not aware of what type of rungs was used.
00:16:00 But that is not important to me at this time.
00:16:03 What is important to me is how the general public should do, what they should do in terms of saving someone's life.
00:16:10 First of all, you must make the scene a safe scene to operate because you, the health care giver, it's important for you to be seen before you can render any form of assistance.
00:16:22 That's basic.
00:16:24 Right. Number two, you immediately look for an entry and an exit wound.
00:16:30 Now, yesterday in the video, I was not seeing anybody.
00:16:34 Those who were there, they were just standing there.
00:16:37 When one guy raised up the officer, including, I didn't clearly see where the entry wound was or is.
00:16:48 I didn't see that at all.
00:16:50 However, I assume that it was somewhere in the upper body.
00:16:53 That's around the chest area.
00:16:55 Now, in the chest cavity, you have a number of vital organs.
00:17:01 You have the heart, liver, lungs, and spleen.
00:17:04 Internal bleeding is very difficult to manage, Superintendent.
00:17:08 That's very, very difficult to manage.
00:17:10 But what we can do immediately is to try and remove the clothing and use as, remove the clothing so they can be exposed to see what you are doing.
00:17:22 The very first thing to do is to apply steady and direct pressure to the wound.
00:17:28 Steady and direct pressure to the wound area.
00:17:32 Right. Points to note.
00:17:34 You will need to press down so hard, so hard that you think that the skin will be covering your arm.
00:17:44 That direct pressure onto the wound, using any available material, clothing, a towel, a rag, clothing to stop that blood from flowing.
00:17:56 Hard enough so that the skin will go under pressure.
00:18:02 Remember, sir, the aim is to control the bleeding.
00:18:07 If we do not control the bleeding, life is lost.
00:18:11 My philosophy, I have been teaching police officers for the past two years.
00:18:16 I am conducting this training for police officers.
00:18:21 My mantra is blood loss, oxygen loss, oxygen loss, life lost.
00:18:28 As long as we have the listening audience of Shenandoah and Tobago.
00:18:33 Blood loss, oxygen loss, life lost.
00:18:38 Now, remember the aim is to control the bleeding so that the blood clot can start forming.
00:18:45 As long as blood clot starts forming, the body itself will start to react in a particular manner.
00:18:52 That will help save the person's life.
00:18:55 Instead of we just stand up there videotaping and all these things, this is what we need to get involved and do.
00:19:02 The clothing, clothing can save.
00:19:07 The clothing that we have, we can use that.
00:19:10 Let's take, for instance, this injury that the officer sustained, probably somewhere in the chest cavity.
00:19:17 It's a difficult area to operate on in a field setting.
00:19:24 Do not study about sterility to that extent.
00:19:29 There will be some cause of infection because a rag, a towel, a piece of cloth may not be sterile.
00:19:36 Use the environment, use whatever you have to plug that entry.
00:19:41 At the same time, as you plug that entry, you must look to see if there is an exit.
00:19:47 If there is an exit, you also have to plug that exit.
00:19:51 Clothing, clotting of the blood can save life without a doubt.
00:19:57 Pressure stops the bleeding and the person may have a greater chance of survival.
00:20:03 Following?
00:20:04 So, Inspector, what you're suggesting here is pressure at the entry point and pressure at the exit point.
00:20:13 Okay, yes.
00:20:15 Pressure at the entry point, pressure at the entry point will be more used at the entry point, pressure there.
00:20:24 That will help stop the bleeding.
00:20:26 Now, if you have more than one person, let's say for instance, Marlon, if you get shot in your stomach and it exits to your back,
00:20:36 at the two points, the point of entry is the point where you're adding that pressure.
00:20:42 Because we're assuming that the organ damage is right there.
00:20:46 So that's where we apply most pressure on.
00:20:49 After we remedy that pressure point in the front and blood stops coming out by plugging with whatever you have,
00:20:57 then we roll the person to the side and look for exit.
00:21:02 We look and we do a head to toe survey coming from the back of the head, going straight down to the toe, looking to see if there is an exit.
00:21:10 And if there is an exit, we follow the same pattern.
00:21:14 We plug it by applying, we apply pressure and then we plug it.
00:21:19 Follow?
00:21:20 Yeah. So, Inspector, so because, because you see, there has always been a saying in Trinidad and Tobago that if one gets,
00:21:30 if one gets injured, that that individual should be left there until the medical practitioner arrives on the scene.
00:21:40 So what you are in fact telling us this afternoon is that we do have, I suspect, a responsibility to apply aid initially.
00:21:52 All right. Let me draw, let me draw a typical example.
00:21:56 A typical example.
00:21:57 I was driving down Cedric Street a couple of years ago and an old lady, she probably in her 70s, stumbled and fell.
00:22:09 She was trying to go up on the higher part of Cedric Street and she hit her knee onto the pavement and the poor lady fell on the ground.
00:22:17 I am a qualified EMT, I'm a qualified paramedic, a combat specialist.
00:22:22 What am I to do, Marlon? Drive up and leave that lady there?
00:22:25 No, that is not me.
00:22:27 I pulled her aside just under a new parking lot.
00:22:30 I also got a ticket for that, but we will talk about that later.
00:22:33 I pulled her aside and I went to the lady at the front.
00:22:41 I immediately had the lady stable.
00:22:46 Whatever came afterwards was okay, I will take that, but I immediately helped her get stable.
00:22:54 We are following, people in Trinidad and Tobago, we are following a more American style.
00:23:03 We will leave people right there.
00:23:05 It has nothing to my knowledge that says that no one in Trinidad and Tobago cannot do something to assist someone to prevent them from going into death.
00:23:17 Because what is the intent? The intent is to save a life.
00:23:21 Inspector, let me ask you this also.
00:23:25 Yesterday I noticed that persons took the gentleman's head and placed something under it with his chin almost touching his chest.
00:23:35 Was that a good move to make?
00:23:37 No, it was not.
00:23:39 According to my teaching and training, the leg is supposed to be elevated, not the head.
00:23:45 The leg is supposed to be elevated because the damage is at the upper part of the body and blood is needed more in that chest cavity area there.
00:23:56 The head should not have been elevated.
00:23:59 I noticed also that and I was talking about that among my colleagues.
00:24:03 The head should not have been elevated.
00:24:05 Someone was saying to raise the leg, which was good if that was done.
00:24:11 The guy could have survived because too much time, Mr. Alexander, was lost on the ground.
00:24:19 The type of training that I have completed, we talk about something called the golden 10 minutes.
00:24:27 The golden 10 minutes is a life saving technique.
00:24:31 On arrival at the scene, you just have 10 minutes to stabilize your person.
00:24:35 10 minutes. And I have done that on many occasions, less than 10 minutes to stabilize people.
00:24:43 That time we sit on the ground, there were so many options around the officer, the vehicles, a gunshot wound.
00:24:53 And if I may say at this point, I'm going to stray a little bit. A gunshot wound to the chest, the stomach and your leg is considered a medical emergency.
00:25:03 Your chest, your stomach and legs are considered a medical emergency.
00:25:12 Especially your leg. Your leg is where is the longest bone in the human body and is the strongest bone, which is fed with the femoral arteries, large arteries.
00:25:25 And if these arteries rupture, you're going to have a lot of blood being lost from the body.
00:25:31 Inspector, let me ask you one more question. We have seen in our studies as law enforcement officers that in the case of an RTA or other type of emergency, we should render aid.
00:25:45 Now, what is your take on this rendering aid? Is it that we take up the office, somebody and take them immediately to the hospital if you do not have that training?
00:25:54 How do you view rendering aid?
00:26:01 First of all, we know everybody in Trinidad and they look at the call on EHS, the emergency service. Now sometimes the decision has to be you or the officer there.
00:26:09 What? How long? How far? How far? EHSR. How far? You're five minutes apart yet we can wait on you. You're half an hour apart, that is too long.
00:26:20 Right. Now, quickly, because this needs a lot more talking. Quickly, people can, the word is extricate the person out of the vehicle, but there is a process in extricating.
00:26:35 We just can't, if people are not trained in the explication of someone in a motor vehicle accident, you can cause more injury to the person. That does not mean to say that because we're not fully trained in something, we leave the person there to die.
00:26:51 For example, if the vehicle is caught on fire, we may try to take that person out at any means necessary. This is some of the things we have to look into.
00:27:04 All right. All right, Inspector, we want to thank you very much because...
00:27:10 Inspector, before we go, I just like quickly to talk about something on this gunshot thing. In terms of the signs and symptoms, the general public must look at.
00:27:20 Inspector, you have 50 seconds. Go ahead.
00:27:22 Right. They must look at the excessive blood and treat for shock. And to treat for shock, their skin is cold and clammy, and you're looking out for deep and shallow breathing.
00:27:36 Long as that is happening, that person has a limited amount of time. All in their power must be made to evacuate them to the nearest hospital. I thank you very much.

00:30:37 Now, these two gentlemen, they came to a location in central Trinidad.

00:30:51 They would have identified around his neck something of value, and also on his hands.
