00:03:18 - Good afternoon.
00:03:26 Jackie's trying to get me to wear this,
00:03:28 it's a bad name for it, you know.
00:03:31 I don't wanna tell you.
00:03:32 A certain individual has worn one of this, you know.
00:03:33 What is this?
00:03:34 What is this?
00:03:35 A certain individual in Trinidad and Tobago
00:03:38 has worn one of this.
00:03:39 But however, let me say good afternoon again.
00:03:42 Welcome to Beyond the Tape on TV6 with law enforcement.
00:03:46 I remember back in the day,
00:03:49 there was a show called Home Alone.
00:03:52 Well, that's what's gonna happen today.
00:03:53 I'll be here alone for the next hour and a half,
00:03:57 bringing information to you
00:03:59 because that becomes necessary.
00:04:01 Let me just get into some things.
00:04:02 You can feel free to call
00:04:04 and let us have a conversation.
00:04:07 What's happening in your neighborhood?
00:04:09 How you think the situation with crime is going?
00:04:12 What you think could be done in your neighborhood?
00:04:13 And I will share with you
00:04:14 what we are doing as law enforcement officers.
00:04:16 And also, let me get this.
00:04:21 Yesterday, I mentioned to you again,
00:04:22 tomorrow, which is the 24th, sorry, the 23rd.
00:04:26 Tomorrow is the 23rd.
00:04:27 So there will be a traffic restriction
00:04:30 on Wednesday, the 23rd of August, 2023.
00:04:33 From 6 a.m. to 12 noon,
00:04:39 the roads are wrong in Nelson Mandela Park.
00:04:43 The roads are wrong in Nelson Mandela Park
00:04:49 as there is just rehearsal
00:04:53 for our 61st Independence Day parade.
00:04:58 So tomorrow, between 6 and 12 noon,
00:05:02 there will be some restrictions
00:05:05 and the roads are wrong in Nelson Mandela Park.
00:05:09 So those who, drivers, be aware.
00:05:15 Pedestrians, be aware.
00:05:16 Again, we are having just rehearsal
00:05:19 for our Independence Day parade.
00:05:22 That is tomorrow, the 23rd of August.
00:05:27 Also, members of the public,
00:05:30 today we had several conversations with persons
00:05:34 and one of the things that is coming up continues to be
00:05:38 that persons are saying that they're going to the station
00:05:41 and I will tell you the stance
00:05:42 that the Commissioner of Police took with respect to that.
00:05:46 And we want to advise members of the public this,
00:05:50 and I'm saying it today.
00:05:51 Anytime any member of the public goes to any police station
00:05:55 to lodge a report and they are turned away,
00:06:03 the executive of the Toronto Bureau of Police Service,
00:06:08 they are very interested.
00:06:10 They're interested in finding out from persons
00:06:16 the time you went, who you may have spoken to,
00:06:20 and the conversation you had that led to those persons,
00:06:25 especially where they're telling you,
00:06:27 go here or go there or go to another station there.
00:06:31 We are very interested in that conversation.
00:06:35 So members of the public, maintain your respect.
00:06:39 Communicate with the officer, ask questions.
00:06:45 Take for instance, if I go to a station and I said,
00:06:47 good day, I came to make a report, where are you from?
00:06:50 I'm in Port of Spain, I said, well, all right,
00:06:52 I'm from San Juan.
00:06:53 Well, you know you have to go to the San Juan Police Station.
00:06:58 I said, my next conversation would be,
00:07:01 officer, I'm aware as a civilian
00:07:04 that you all have a one door.
00:07:06 You know what does one door, what one door means?
00:07:09 One door, let's say that there's one door
00:07:12 to enter the National Stadium, one door.
00:07:15 So whether you're bouncing, playing basketball,
00:07:19 netball, football, track and field, whatever,
00:07:24 once you enter there, you should be able to reach
00:07:27 whatever discipline is taking place there.
00:07:29 So we have a one door policy.
00:07:33 So the next conversation that I said would be,
00:07:35 officer, I'm aware of the police officers
00:07:39 or the police service, one door policy.
00:07:43 Are you telling me now that I will not be entertained
00:07:48 at this station because the thing or the situation
00:07:52 happened in another place?
00:07:54 Very nicely, yes, so you have to leave and go.
00:07:57 So okay, what's your name?
00:07:58 And you remember that person, look at the time,
00:08:00 remember the time he was in the charging area
00:08:02 of the station, him or her?
00:08:05 And the Commissioner of Police is very interested
00:08:08 in hearing from you as to when this took place,
00:08:13 where it took place, so we can have this address.
00:08:17 Because this has continued for too long
00:08:20 until up to this morning, someone's calling us
00:08:22 and telling us about this situation
00:08:25 where they went to a police station and what happened.
00:08:28 We are about serving the people.
00:08:29 We understand at times that you as a civilian
00:08:35 would be often confused sometimes by the statements
00:08:39 made by law enforcement officers,
00:08:40 especially if something has a private interest in it.
00:08:45 And he's telling you, you know, there's not much we can do.
00:08:49 And I asked my officers, my colleagues to better,
00:08:52 to explain to members of the public whenever that occur.
00:08:55 So they will have a better understanding
00:08:56 of the do's and the don'ts.
00:08:58 Now, one of the things that came out of that is this.
00:09:01 No matter what, if something has a private, a notch to it,
00:09:06 we also want my colleagues to,
00:09:10 and there's a problem with terms of threats,
00:09:12 persons making threats, et cetera,
00:09:16 come out of the station, go and have a conversation
00:09:20 with the person where the allegation is made against.
00:09:24 Because on too many occasions we see after
00:09:27 something happens and then we have to account.
00:09:30 We have to explain why this wasn't done
00:09:33 and why that wasn't done.
00:09:34 And most of the times it's not the constable
00:09:37 who sits in the reception area
00:09:39 who might have to answer that question
00:09:42 by the senior police officer.
00:09:44 All right, having said that,
00:09:46 we hope that that will be addressed as soon as possible.
00:09:51 So again, members of the public,
00:09:52 you go to the station, you have a problem.
00:09:54 Make the notes and communicate
00:09:58 with the commissioner of police
00:10:00 or the executive or the senior police officer
00:10:02 in charge of the division where that is concerned.
00:10:05 Home invasions and robberies.
00:10:10 Again, today, another conversation in the public domain
00:10:13 as to what law enforcement is doing.
00:10:16 And members of the public,
00:10:20 everybody have a part to play
00:10:21 and you must not be caught napping at any point in time.
00:10:25 We are still having the issue
00:10:27 with persons being followed from the banks.
00:10:31 Today, I personally went to the bank for a short time.
00:10:36 And a civilian brought this to my attention
00:10:39 while we in the line conducting business.
00:10:43 A lady looked like she went into the bank first,
00:10:48 came back out, and then probably separating money
00:10:52 and putting it into the fast service machine.
00:10:55 And when she left,
00:10:57 she was walking out in the direction of everybody,
00:11:02 like this.
00:11:04 It means that you are not paying attention
00:11:10 to what is happening on the nation's streets
00:11:12 or you don't know.
00:11:15 Lack of knowledge is no excuse
00:11:17 because if you listen to the news,
00:11:19 you watch beyond the tape,
00:11:20 you will see people been telling you that we have an issue.
00:11:25 The law-abiding citizen have an issue.
00:11:29 The businessman is having an issue with that is concerned
00:11:32 because when you go to the bank
00:11:34 and you've been followed anywhere you go,
00:11:38 and they are identifying
00:11:40 that you came out of the bank with this,
00:11:42 whether it's an envelope that looks like this
00:11:46 or one that looks like this,
00:11:48 they have an idea that you are in possession of money.
00:11:51 So when you sit down into your vehicle
00:11:54 and you drive away and then you stop at the location
00:11:57 and you come out with all that envelope,
00:12:00 they are sure that that envelope
00:12:02 is on the inside of the vehicle.
00:12:03 I don't know if I have to repeat that 100 times
00:12:07 for you to get it right.
00:12:08 So having said that,
00:12:10 members of the public,
00:12:13 a statement was made by law enforcement
00:12:15 that it's about time that we started up the ante.
00:12:18 Banking has become just like virtual court,
00:12:26 virtual meetings and all of that.
00:12:28 You could do online banking.
00:12:30 The persons who have in their possession
00:12:35 money to pay workers every Friday at two o'clock,
00:12:39 again, you are making yourself a victim
00:12:41 or will make yourself a victim of crime.
00:12:44 You are easy target
00:12:45 because they know you're coming
00:12:48 and they are giving you the story,
00:12:51 I know I can't get no bank account
00:12:53 and I can't get this, this, this.
00:12:54 Listen, you can do anything
00:12:55 in Trinidad and Tobago this time.
00:12:57 And if, if that's the case,
00:13:01 not every bank you have to have an account
00:13:03 to get a check change.
00:13:05 So I'll pay you my check.
00:13:07 Online banking offers its customer
00:13:13 the opportunity to be absent from the bank
00:13:16 and still conduct a successful transaction.
00:13:20 So I am trying to understand persons behavior.
00:13:23 I know some of us are embedded in the old school,
00:13:26 the old technique where persons need to go to the bank
00:13:29 and take out the $342,000
00:13:32 and then come to the job site
00:13:34 and pay one by one by one by one.
00:13:38 And you're taking it out of the envelope.
00:13:40 There's no form of security whatsoever
00:13:43 because you trust yourself
00:13:45 and you trust the men that you employ.
00:13:47 And then something happens.
00:13:49 So we need to change that.
00:13:52 Those are just some of the things
00:13:53 that is happening in the public domain
00:13:55 that they want us to discuss.
00:13:57 All right, let me just get into something.
00:14:00 Ready, Miss Jackie?
00:14:01 All right, let's go.
00:14:03 Again today, pardon me?
00:14:06 What are you saying there, Miss Jackie?
00:14:09 Oh, yesterday or last night?
00:14:12 Last night, members of the public,
00:14:14 there was a video circulate in the public domain
00:14:19 where a body of a person was on the nation's highways.
00:14:27 Somebody was struck down by a vehicle, a hit and run.
00:14:34 And while the public tried to engage the situation,
00:14:38 other drivers on the nation road
00:14:41 not seeing what was happening
00:14:43 went over that body over and over and over
00:14:46 until the body was completely dismantled.
00:14:49 This is somewhat gruesome,
00:14:54 but however, we try to treat it in such a way
00:14:58 that at least you'll have an understanding
00:15:00 of what took place there and then.
00:15:02 So the Toronto Police Service
00:15:03 wishes to extend condolences to the family
00:15:06 of Balraj Lutchman.
00:15:12 66 years old of Carson Field
00:15:15 who died a result of that road traffic accident.
00:15:19 Police are presently investigating a hit and run accident
00:15:26 which occurred last night, overnight.
00:15:30 According to the police report,
00:15:32 officers from the Central Highway Patrol Unit
00:15:35 responded to a report of a road traffic accident
00:15:40 involving a pedestrian, which occurred around 7 p.m.
00:15:44 along the Northbound lane of the Yoruba-Butler Highway
00:15:49 in the vicinity of the Guayma Bridge.
00:15:53 On arrival there, the officers met that situation.
00:15:58 And at this time we are asking members of the public,
00:16:02 anybody who would have seen
00:16:04 or observed this hit and run accident
00:16:07 to call the nearest police station,
00:16:09 555-800-TIPS, call the 999 police emergency line.
00:16:13 And give us any information that could assist
00:16:15 law enforcement with respect to this hit and run.
00:16:19 And that is not the only one.
00:16:21 We also have a situation along the North Coast, Lafayette,
00:16:28 which occurred around 3 a.m. on August 20th,
00:16:36 where one Larry Mello DeVatile,
00:16:39 39, received a fatal injury
00:16:47 after being struck by a motor vehicle.
00:16:49 So on the North Coast, there was also an RTA
00:16:54 involving an individual around 3 a.m. on August 20th.
00:17:04 The man has since succumbed to his injuries
00:17:07 and the police is now investigating that situation.
00:17:10 So again, persons on the North Coast
00:17:11 who may have frequented the area
00:17:13 and who would have seen something, say something.
00:17:18 Call the nearest police station, 555-800-TIPS,
00:17:21 call the 999 police emergency line.
00:17:23 And give us any information that could assist
00:17:28 in those two hit and run accidents.
00:17:33 Also, members of the public,
00:17:36 we awoke a story a couple days ago looking at this,
00:17:40 and it had members of the public somewhat disturbed
00:17:42 because of what they saw.
00:17:44 Persons are using the social media,
00:17:48 and this is one of the conversation I had
00:17:50 with an attorney at law today.
00:17:52 Persons are using the social media,
00:17:54 and when they display the things that they are showing,
00:18:00 it tend to panic members of the public.
00:18:05 It tend to send them in a particular state of mind,
00:18:09 but it continues.
00:18:13 Probably we need to address this
00:18:15 when Corporal Ali comes tomorrow, God's willing,
00:18:18 and address this along a particular line
00:18:21 because if you're showing members of the public
00:18:24 what is at your disposal,
00:18:26 whether it be firearms or ammunition,
00:18:29 and the public is confident enough to say,
00:18:31 "Oh, my word, this is what is happening here,"
00:18:34 and you put the public in a state of fear,
00:18:39 well, then to me, you have committed an act.
00:18:46 So we saw this, and we said,
00:18:49 "Let us bring in the members of the public."
00:18:50 Take a look at this.
00:18:51 This is a box or boxes
00:18:58 of ammunition, 7.62.
00:19:02 We are looking at AR-15s, some of them, AK-47s,
00:19:10 different type of assault rifles, weapons of war.
00:19:26 No security firm or civilian once upon a time
00:19:31 was given this type of ammunition to have or to keep.
00:19:41 That has since changed somewhat,
00:19:44 and now we've seen it displayed on the nation's streets
00:19:49 where persons are being shot,
00:19:50 members of the public running for their lives,
00:19:56 double murders, triple murders,
00:20:01 persons emerging from vehicles,
00:20:06 and just firing at persons
00:20:11 without any care or consideration for human life.
00:20:17 Members of the public, take a look at what you're seeing here
00:20:22 and if you are comfortable knowing
00:20:26 that this is on the nation's streets,
00:20:27 you know about it, you see where they put it,
00:20:29 it is in the back of some house,
00:20:30 under some chair, on a table, or inside your home,
00:20:34 and you are comfortable with this,
00:20:37 then sad is your portion
00:20:41 because that goes into the weapon of war
00:20:51 and persons are shot and chances of survival
00:20:56 is sometimes nil.
00:20:59 Again, anybody with information
00:21:04 who's willing to assist law enforcement,
00:21:08 you can call the nearest police station,
00:21:10 555-800-TIPS, call the 999 police emergency line.
00:21:15 We need to go to a short break, and when we come back,
00:21:20 we'll talk about the next step.
00:21:21 So before we go to that break,
00:21:22 remember, we're taking some calls today
00:21:23 because I'm home alone,
00:21:25 and you can call 623-1711.
00:21:31 Again, 623-1711, extension 1992, 1993, 1996, and 1997.
00:21:48 After the break, we'll take some calls, yeah?
00:21:51 So let's go to that short break and come back, all right?
00:21:54 Be right back.
00:21:54 - Wow, majestic, 50% more sauce on your Big Mac

00:23:00 helps children develop spatial skills
00:23:02 for STEM related tasks.
00:23:03 - We firmly believe that initiatives like
00:23:07 the FIRST LEGO League are instrumental
00:23:10 in nurturing young talent and enabling them

00:23:22 - All the Republic Bank CPL Action
00:23:30 is live and exclusive on CCN TV6.
00:23:33 (upbeat music)
00:23:37 - Robbery has no face.
00:23:45 At times, no matter if you try to run,
00:23:48 you try to hide, some persons are driving around.
00:23:51 And this is why I continue to say
00:23:53 to the nation, to my colleagues,
00:23:57 once we control the streets, crime,
00:24:01 we have that hole on crime.
00:24:04 Once we control the streets,
00:24:05 the streets must not be exposed to persons
00:24:08 doing what they want, when they want, how they want,
00:24:10 once law enforcement exists.
00:24:13 In the absence of technology,
00:24:16 we need that human element to treat the crime.
00:24:20 So, members of the public,
00:24:22 if you would sit and think for one moment
00:24:24 that you know what, that cannot happen to me,
00:24:27 you might be home, minding your own business,
00:24:31 and then what happens next?
00:24:33 Take a look at this.
00:24:34 Take a look at this, you're home, this is Belmont.
00:24:38 This is Belmont.
00:24:43 I'm not telling the lady I like her.
00:24:46 She said, "Well, I like you too."
00:24:48 And then here comes this one here.
00:24:51 At gunpoint, he's robbing persons.
00:24:57 At gunpoint, he's robbing persons.
00:25:00 Is that a crime of opportunity, you think?
00:25:07 Was he just passing and noticed this happening
00:25:10 from a distance and saying, "You know what?
00:25:12 "I feel I can get a phone."
00:25:15 People still thieving phone?
00:25:16 And there's some places selling phones
00:25:21 for about $80 for four, that's all?
00:25:25 $80 for five, and person still sticking you up with a gun,
00:25:32 and robbing you of a cell phone.
00:25:34 Take a look at this man here.
00:25:37 Pointing his gun at the civilian,
00:25:40 at the law-abiding citizen, and demanding everything.
00:25:44 So he wants whatever they have.
00:25:46 And then he hops away.
00:25:51 The question is, what do you do in situations like this?
00:25:58 The opportunity presents itself for the criminal element,
00:26:05 and he took it.
00:26:06 I must commend, however, the two civilians there,
00:26:11 they were somewhat very calm,
00:26:13 and they would have complied under the circumstances
00:26:16 with his request.
00:26:19 My problem remains the same all the time.
00:26:22 And someone asked the question yesterday, why it is.
00:26:28 And that's something you probably need to ask your sons,
00:26:31 your daughter, your brothers,
00:26:33 and those persons involved in crime.
00:26:35 Why it is, how come, that you go to a home,
00:26:39 in a home invasion, I was reading earlier, in Mearo.
00:26:43 You go into a home invasion, you decide to leave your home,
00:26:48 and get involved in a home invasion in Mearo.
00:26:52 Going into the lady's home,
00:26:53 at gunpoint, you and other persons.
00:26:58 Where the money, where the money?
00:27:02 Whatever home the lady have to give you,
00:27:04 she'll give you, your pistol with the lady,
00:27:06 beating her with your pistol.
00:27:09 And then there are times when they enter the home,
00:27:12 and after they rob, after the whole robbery situation,
00:27:16 they still find shots at members of the public.
00:27:18 For what purpose?
00:27:21 If you already robbed the person,
00:27:24 the persons are in no way able to resist you,
00:27:28 or offer any type of resistance at all.
00:27:32 And you still shoot them.
00:27:34 You kill someone, or you injure someone,
00:27:41 to what, what's the purpose?
00:27:42 Then whenever law enforcement meet up with you,
00:27:48 there's always a conversation in the public domain.
00:27:53 I wonder if the police talking the truth,
00:27:58 they didn't know video camera, and all kind of crazy things,
00:28:00 but we are not seeing, when we see what we are seeing here.
00:28:03 Like you know, there's doubt in person's mind
00:28:05 that the criminal element walk about with guns.
00:28:07 Ms. Jackie, you still doubt in that?
00:28:10 If we have showed you time and time again,
00:28:12 we just showed you a little robbery,
00:28:13 take a look, Ms. Jackie, bring it back and show them.
00:28:16 How can you doubt, or there be doubt in your mind,
00:28:19 that the criminal element's moving around with guns?
00:28:23 So whenever law enforcement meets up with them,
00:28:27 and there's a confrontation,
00:28:29 and they're slow singing and flowers bringing, by request,
00:28:34 somebody will jump up and ask,
00:28:39 I hear you didn't have no gun.
00:28:43 The only time the criminal element does have no firearm
00:28:47 to do anything at all,
00:28:48 is when they are confronted by law enforcement.
00:28:50 And you all sing that song to yourself,
00:28:52 it's like a sad song to Elvis.
00:28:54 You sing that song to yourself,
00:28:57 because there are other persons,
00:28:58 you might be able to fool persons back in the day.
00:29:01 Since this program started, you cannot,
00:29:03 you could no longer fool members of the public
00:29:05 with that conversation, that wayward conversation,
00:29:10 because you are seeing them in the nation streets,
00:29:13 they are jumping out of vehicles,
00:29:15 they are robbing you while you're home,
00:29:17 in your comfort zone,
00:29:19 they are coming up at your residence,
00:29:20 home invasion style, and all of that,
00:29:23 all armed with firearms.
00:29:27 But then we still hearing, members of the public,
00:29:31 who they would have convinced over the years.
00:29:33 Some persons living right there,
00:29:37 some persons in the East, some persons in South,
00:29:40 some persons in the West,
00:29:41 they have convinced them that, listen,
00:29:43 whenever I get arrested by law enforcement,
00:29:49 I just have anything.
00:29:54 My son didn't have anything,
00:29:55 the police planted it on him.
00:29:57 Did you, that rob you just saw,
00:30:00 did the police plant that on your son
00:30:01 to go and rob somebody to come back?
00:30:03 I expect the ladies, the mummies,
00:30:08 and some of the daddies to behave like that,
00:30:10 because they have no choice.
00:30:12 They have created the demons among us,
00:30:15 and unleashed the demons on us,
00:30:16 so now they have to support the demon-like behavior
00:30:21 from their children, yeah?
00:30:22 Where are we, Miss Jackie?
00:30:24 Clarkston Bay, Clarkston Bay.
00:30:26 Members of the public, when you think it's over,
00:30:30 it's never over.
00:30:33 And let me tell you this, though.
00:30:37 I was,
00:30:40 I was somewhat impressed by what I saw here,
00:30:51 to some extent, in terms of
00:30:53 how the owners of this property
00:30:57 managed to maneuver themselves,
00:31:01 but however,
00:31:02 we must find, like, to the back of that place,
00:31:07 we should have a steel with the concrete something,
00:31:11 so when you run inside, they can't catch you at all,
00:31:14 no matter what they do.
00:31:15 And in that something should have a cell phone,
00:31:19 so you could communicate with law enforcement
00:31:20 from the inside.
00:31:21 So, my business place is being robbed at this time,
00:31:26 and in that little concrete structure, or steel structure,
00:31:30 the camera system reflects what is happening
00:31:35 in your store at the time.
00:31:36 The time has come for us to respond
00:31:43 to the criminal element in this way.
00:31:45 Now, back in the day, they would have just jumped the wall,
00:31:48 Miss Jackie, or jumped over the counter,
00:31:50 and take the cash register,
00:31:51 walk out with everything.
00:31:53 But I'm seeing now, members of the public
00:31:56 taking that stand, and providing themselves
00:31:59 with some level of protection,
00:32:01 which is necessary at this time,
00:32:03 to ensure their survival.
00:32:05 You're making money.
00:32:11 Put your security first.
00:32:17 And when I say put your security first,
00:32:19 that's your livelihood,
00:32:21 put things in place, which can offer you
00:32:26 some level of protection against this behavior.
00:32:29 And you know what is strange, members of the public?
00:32:36 I wonder if we have to put all the criminal element
00:32:42 in police clothes.
00:32:43 Because only when they are in police clothes,
00:32:47 you see members of the public step in,
00:32:49 and watch in, and taking cameras,
00:32:51 and all of these things, and pointing it
00:32:52 all up in the face.
00:32:54 But when it's not like that,
00:32:55 you know, sometimes we pass it up on them,
00:32:57 and we're not even noticing that something is wrong.
00:33:00 It's just sometimes these things go through my head,
00:33:04 in a small way.
00:33:06 All right, so again, that video you just saw,
00:33:11 that was Clarkston Bay sometime today, or yesterday.
00:33:14 So we want members of the public to take a look,
00:33:16 again, at what is happening.
00:33:18 Three persons walk in.
00:33:20 Miss Jackie, bring it again for me.
00:33:22 Three persons walk in.
00:33:23 However, the cash lady, she realized
00:33:31 what was happening very early,
00:33:33 and she do what she had to do.
00:33:35 At this stage here, let's stop it right there, Miss Jackie.
00:33:44 At this stage here, there should have been
00:33:47 some armed security on the inside,
00:33:49 who emerged from a corner, or some area,
00:33:55 that nobody would have seen them before,
00:33:57 him or her before, and introduced them
00:34:00 to the same thing they came to introduce persons to,
00:34:05 by any lawful means necessary.
00:34:09 Because they are in the right,
00:34:13 because they are protecting the property
00:34:14 that which they are paid for.
00:34:16 (silence)
00:34:18 Anybody with information, you can call
00:34:23 the nearest police station, 555-800-TIPS,
00:34:26 call the 999 police emergency line.
00:34:27 And again, hats off to the lady,
00:34:29 for whatever system you put in place to assist you.
00:34:33 Let's take a break again, over.

00:38:38 - A message from the Trinidad and Tobago Police Service.
00:38:43 (phone ringing)
00:38:47 - Hey, I'm back.
00:38:52 You have a call on the line.
00:38:55 Good evening caller.
00:38:56 - Good evening, I'm superintendent Anne Marlon.
00:39:00 - No, no, no, no, no.
00:39:01 You see, you see, you see, you see, you see,
00:39:03 you don't pay attention.
00:39:05 I'm home alone.
00:39:06 Marlon not here?
00:39:08 - No, I was watching the video you just showed there.
00:39:13 And so I really didn't get the whole gist of the program.
00:39:15 But I wanted to speak on the video you just showed there.
00:39:18 - All right, tell me.
00:39:19 - While the suggestion that you gave was very good,
00:39:23 very good suggestions.
00:39:25 I want to just suggest that you remind business people
00:39:29 as well to the need to pay more attention
00:39:33 to the focusing of their camera systems.
00:39:36 - Excellent.
00:39:37 - Because that camera,
00:39:38 they seem to be more watching the cashier
00:39:42 as opposed to watching the business.
00:39:45 - Good point, good point.
00:39:46 - You understand?
00:39:47 - Good point, good point.
00:39:48 - While some businesses need to watch their cashiers,
00:39:51 you need to also have a camera focus.
00:39:54 I went into one business the other day
00:39:56 and there was a cashier eye level at the cash register.
00:40:00 So anybody walking up, they're catching their face direct.
00:40:04 You understand?
00:40:06 Most people like to put cameras up in the corner
00:40:08 and see them, so you're catching the top of people's head.
00:40:10 You need to practice putting your cameras eye level now,
00:40:13 at least five and a half feet,
00:40:15 to catch people at eye level.
00:40:17 - I have something to tell you, Nemesis.
00:40:20 Let me tell you this.
00:40:21 If you have a certain place in San Juan,
00:40:23 if you go there,
00:40:25 where they sell electrical things and so on in San Juan,
00:40:30 if you go there,
00:40:33 not too far from Piti Bug there, right there.
00:40:35 If you go there,
00:40:37 the cameras are not looking at you like this, you know?
00:40:39 Some of them, you know?
00:40:40 - But I don't see you, I'm not sure how you-
00:40:43 - Nemesis, watch here.
00:40:44 - So when I call you, I wouldn't see you.
00:40:45 So I'm wondering what you're demonstrating.
00:40:48 - If you do so, same thing.
00:40:51 And you see, I always tell people,
00:40:52 I just want to say this on television sometimes,
00:40:54 but the camera system must be set up this way,
00:40:57 because if I come into your business place,
00:41:00 Nemesis, watch me, watch me.
00:41:04 That's all?
00:41:05 - I'm not watching the TV.
00:41:07 - Oh, okay, okay.
00:41:08 Well, my head-
00:41:09 - I'm on the side right now, so I'm not seeing you.
00:41:10 - If I come into the building-
00:41:11 - What I also want to suggest,
00:41:14 what I also want to suggest is that
00:41:16 maybe business people need to consider,
00:41:19 now there's a shopkeeper in my area
00:41:22 that practices up a long time ago.
00:41:26 And I found it a bit extreme,
00:41:28 but now I find it to be very valid.
00:41:31 His door is locked,
00:41:34 and before you enter, take off your hat,
00:41:35 take off your glasses,
00:41:36 something similar to what the banks does.
00:41:38 Before you enter the business establishment,
00:41:42 so you know this is a business establishment
00:41:44 that has the fobs to unlock the door
00:41:46 that you could come in only after they press the button.
00:41:49 And before you enter, take off your hat,
00:41:52 take off your glasses, show yourself properly.
00:41:54 So anything, if you decide to run after that,
00:41:57 you will be found.
00:41:58 - Yeah, I understand.
00:41:59 - You understand, not just people walking in
00:42:00 and running in, two, three, four, five of them
00:42:03 and running in the business with masks
00:42:04 and tie-up and bandana and all kind of craziness.
00:42:08 Security definitely needs to be enhanced.
00:42:11 The state, it might seem draconian,
00:42:14 but that is where we need to go to now
00:42:15 because the crime, the criminals have become draconian.
00:42:19 - And let me tell you this, let me say this.
00:42:21 If I'm operating my business
00:42:25 and I put those measures in place,
00:42:27 if you do not like the measures I put,
00:42:29 you don't have to come in.
00:42:30 I don't need your money like that.
00:42:31 - Call someone else.
00:42:31 - You don't have to come.
00:42:32 - Call someone else.
00:42:33 But I also like how vigilant this woman was.
00:42:35 She was not on her phone.
00:42:36 That she only noticed when the men and them
00:42:38 was right up on her.
00:42:39 She was very vigilant.
00:42:41 Like she was, you know.
00:42:43 That was well done on her behalf too.
00:42:45 So it's a good example that there's need more cover.
00:42:48 Also you need covers outside the business
00:42:50 to see where you're gonna jump in,
00:42:52 which direction they came from.
00:42:53 - Yeah.
00:42:54 - You understand?
00:42:55 - Yeah.
00:42:56 - All right.
00:42:57 - And that is a good contribution
00:42:59 because at the end of the day,
00:43:01 we must put things in place to protect ourselves.
00:43:07 And as a businessman or woman,
00:43:10 you have a duty of care to the persons you have employed
00:43:14 and your business place.
00:43:15 So go out of your way if you have to,
00:43:17 to ensure that these persons are secured on your premises.
00:43:22 You have another caller?
00:43:22 Good evening caller.
00:43:23 Good evening caller.
00:43:28 - Hi, good evening.
00:43:29 - Yes.
00:43:30 - Two things I wanted,
00:43:31 wanted to touch on this evening too.
00:43:34 Police recruitment.
00:43:36 - Yeah.
00:43:37 - And I always hear the,
00:43:41 well the executive of the police talking about
00:43:43 whether they know who are the gang members
00:43:45 and they know about gangs.
00:43:46 We have been hearing about gangs
00:43:48 and we are hearing about gangs.
00:43:49 But we're not hearing the arrest,
00:43:51 the arrest of the gang members and then,
00:43:54 we can't know how much gangs are nobody arresting.
00:43:59 If you could just touch on that for me please.
00:44:01 - All right, police recruitment.
00:44:02 So police continues to recruit persons.
00:44:05 What happened is this,
00:44:06 there was an issue for the COVID,
00:44:08 during the COVID time and a number of applicants
00:44:12 was on standby because of what was taking place there.
00:44:15 We are now processing those persons slowly but surely.
00:44:18 Even persons as far back as 2019, 2018,
00:44:23 persons are now being called
00:44:25 and their applications is being addressed.
00:44:30 Now, gangs.
00:44:32 Caller, what we do,
00:44:34 sometimes in the police service I have seen it,
00:44:37 it is good sometimes when we broadcast things.
00:44:40 So the members of the public can know
00:44:42 that something is being done.
00:44:44 But sometimes you don't have to prove to people anything.
00:44:46 Sometimes we just need to do our jobs
00:44:48 and do it to the best of our ability
00:44:51 and watch the outcome.
00:44:52 Because take for instance,
00:44:54 my officers are holding persons
00:44:57 involved in gang nearly every day.
00:44:58 And what is happening?
00:45:02 You would see them again.
00:45:03 So sometimes the public doesn't even know
00:45:05 that they were arrested
00:45:06 because the revolving door
00:45:08 that brings them back onto the nation streets
00:45:11 is so quick
00:45:12 that you only miss them sometimes for a day or two
00:45:15 or sometimes three, the most four.
00:45:18 All right, so it's not that we are not treated
00:45:20 with gang members, gang membership, gang leaders,
00:45:25 all that is being addressed.
00:45:26 But we prefer now to do it in such a way
00:45:29 that we can have the best result
00:45:32 and members of the public can observe what is happening.
00:45:35 Yeah, the outcome will be there for them to see.
00:45:37 All right, sometimes we talk
00:45:38 and we throw out the whole thing too much.
00:45:40 We have seen silence ourselves
00:45:42 and just do the job, get the job done,
00:45:45 which I think was required in the first place.

01:05:54 What?
01:05:57 Like you're in here in my home.
01:05:58 The boss say you gotta pay $10,000 every week.
01:06:02 You remember your son have the jewel place down the road,
01:06:07 and your daughter driving the small car,
01:06:10 and that's the angle they're coming with.
01:06:12 So when members of the public hear this now,
01:06:15 they are afraid.
01:06:16 But if you come to my business place,
01:06:19 and you all find that kind of,
01:06:22 I will ask you a question, so what?
01:06:23 So if I don't pay, what you gonna do, why?
01:06:25 And if I have something to remind myself,
01:06:31 that that is what I do,
01:06:34 and you come on that day in question,
01:06:36 and behaving like that,
01:06:38 I don't know how it will go.
01:06:40 And I'm just being honest here,
01:06:41 as a law enforcement officer,
01:06:43 when you're working hard for your money,
01:06:45 and you're working hard sometimes
01:06:47 to keep the family business open,
01:06:49 because sometimes it's passed on
01:06:51 from generation to generation,
01:06:52 and somebody could just walk in and direct you
01:06:54 as to what to do and what not to do with your business.
01:06:56 So suppose your business is slow,
01:06:58 where you gonna get $10,000 to pay this man?
01:07:00 This behavior must be deemed as unacceptable
01:07:07 to the highest degree,
01:07:09 and person must be placed before the court,
01:07:11 and for those who do not want to be placed before the court,
01:07:13 when they come for the money,
01:07:15 and there's a confrontation with law enforcement,
01:07:17 by any lawful means necessary,
01:07:21 must be done, because you cannot
01:07:24 you cannot just walk into person's places, premises,
01:07:29 or call persons on the phone and check them to such an extent
01:07:32 to have them panicking for the rest of their life,
01:07:35 and believe that all is well.
01:07:37 No lawful country will allow that.
01:07:41 So we in Trinidad and Tobago,
01:07:44 this is a lawful country,
01:07:46 we are about to celebrate our independence,
01:07:48 61 years.
01:07:51 We too must not accept that, at all.
01:07:54 So again, anybody with information,
01:07:57 or if you are in fact a victim of this,
01:07:59 let us know.
01:08:01 There are officers in Kelly,
01:08:03 police officers you can approach.
01:08:06 There's a particular senior superintendent
01:08:09 in the Kelly area there,
01:08:11 who's willing to make a change,
01:08:13 and treat things differently,
01:08:15 in the Kelly area.
01:08:18 Reach out to him,
01:08:20 and communicate what is happening with you.
01:08:23 Do not allow the criminal elements
01:08:25 to drive you out of town.
01:08:28 It don't work like that.
01:08:30 In the western town,
01:08:32 the sheriff has drive people out of town,
01:08:35 before sundown.
01:08:38 Let's take a break.

01:09:50 - Thank you, members of the media.
01:09:53 This concludes our weekly press briefing.
01:09:56 As the Trinidad and Tobago Police Service
01:09:59 continues to protect
01:10:01 and serve with pride,
01:10:03 we are calling on all citizens
01:10:05 of Trinidad and Tobago
01:10:07 to get on board with us,
01:10:09 to ensure that everyone is able
01:10:11 to live in a crime-free society.
01:10:16 Are you on board?
01:10:18 - This is my country,
01:10:21 and I am on board.
01:10:23 - I am on board
01:10:25 with the Trinidad and Tobago Police Service.
01:10:27 Let us save the youth of the nation.
01:10:29 Get on board.
01:10:31 - Crime affects all of us,
01:10:33 children, communities,
01:10:35 and the country as a whole.
01:10:37 Supporting crime victims
01:10:39 and working with the police service,
01:10:41 I am on board.
01:10:43 - This is my country,
01:10:45 and I am on board.
01:10:46 - My name is Nicolai Blackmon,
01:10:48 and I am on board with the TTPS.
01:10:50 - Vision On Mission
01:10:52 is proud to partner with the TTPS
01:10:54 because crime prevention
01:10:56 is everybody's business.
01:10:58 - We are the National Congress
01:11:00 of Incorporated Spiritual Baptist Organizations
01:11:02 of Trinidad and Tobago,
01:11:04 and we are on board with the TTPS
01:11:06 in its fight against crime.
01:11:08 - I'm a farmer.
01:11:10 This is my country,
01:11:12 and I am on board.
01:11:14 - I'm a Roman Catholic Archbishop
01:11:15 of Port-au-Prince, Spain.
01:11:17 I am on board in the TTPS
01:11:19 fight against crime.
01:11:21 - We are all on board.
01:11:23 (dramatic music)
01:11:27 (phone ringing)
01:11:33 - And welcome back.
01:11:35 You have a call on the line.
01:11:37 Let me go in early on this caller.
01:11:39 Good evening, caller.
01:11:41 - Good afternoon, guys.
01:11:43 - Just one call.
01:11:44 Don't say a word yet.
01:11:46 Let me ask you this.
01:11:48 How would you address a situation like that
01:11:50 if you're a businessman
01:11:52 and persons are coming after you?
01:11:54 - What do you mean?
01:11:56 If I have a gift for you,
01:11:58 I'll have a gift.
01:12:00 - Whatever you want to put it.
01:12:02 You create your own story.
01:12:04 - I deliver them,
01:12:06 and I deliver them to the suitor, no?
01:12:08 - I hear you, caller.
01:12:10 Just do it within the armpit of the law.
01:12:12 - I just call in to get to the situation.
01:12:15 A couple police officers,
01:12:17 they reached out to me on something,
01:12:19 and I hear them talking
01:12:21 concerning this corporal interviews
01:12:23 I have going on right now.
01:12:25 A lot of them telling me they say
01:12:28 there's somebody on the panel at DCP,
01:12:32 Samaru, they're saying that
01:12:34 before the interview starts,
01:12:36 they are getting bullied and intimidated
01:12:38 by this guy.
01:12:41 They're asking silly questions
01:12:43 and certain things that
01:12:45 it's making no sense in the interview.
01:12:47 If our officer is calling and verify it,
01:12:50 you could trade your investigation.
01:12:52 A good couple of them came to me
01:12:54 and I think they keep telling me
01:12:56 they're being bullied in the interview.
01:12:58 This is not right at all.
01:13:00 I'm only pulling this high in my books,
01:13:02 and I only call this book, I'm at Fox.
01:13:04 - Caller, let me ask you this.
01:13:06 I don't know if the person is telling you this.
01:13:09 Before an interview,
01:13:10 I have been in interviews several times
01:13:13 and a person will say,
01:13:15 "Alexander, you're afraid?"
01:13:17 I say, "No."
01:13:19 Let me tell you something.
01:13:21 Sometimes they use tactics to calm you down,
01:13:23 to humble you, because the way you come in,
01:13:25 sometimes they realize that you're so tense
01:13:27 that they will talk to you,
01:13:29 but that's before the beginning of the process.
01:13:31 I don't know if that's what you're talking about.
01:13:33 - It's how somebody asks them,
01:13:35 "Where you come from?
01:13:38 "Where you come from?"
01:13:39 - That's what I'm saying.
01:13:41 I don't know if they're telling me to say
01:13:43 a couple of them, not only one person,
01:13:45 they're saying they're a member of the association
01:13:47 and they're not even picking up on it
01:13:49 after I say something.
01:13:51 If it's one person that came to me,
01:13:53 I say, "Yeah, but is that a good couple of them
01:13:55 "that went to the interview?"
01:13:57 Because a lot of them go into interviews these days.
01:13:59 - Yeah, but here's the weird thing,
01:14:01 and this is being honest,
01:14:03 and I will say this openly.
01:14:05 I know the persons conducting those interviews
01:14:07 that I've known for a number of years.
01:14:08 So I don't know.
01:14:10 I could investigate,
01:14:12 I could find out if there are other persons
01:14:14 who have the issue, maybe we could find out,
01:14:16 but I do not know that that behavior
01:14:18 is the character of any of the persons on those panels.
01:14:21 And more yet, you're saying
01:14:23 that the association members are there
01:14:25 and they are the watchdogs,
01:14:27 and if they see a problem,
01:14:29 they can openly discuss it there,
01:14:31 there and then, and put a stop to it, okay?
01:14:36 All right, we'll see where that goes from there,
01:14:37 but I don't know, and let's be honest,
01:14:39 I don't know anybody on that panel
01:14:41 that possess that type of character.
01:14:43 All right?
01:14:45 Very professional, very professional panel
01:14:48 that the police officers put together
01:14:50 to bring the best, or to get the best stick
01:14:54 or group of police officers
01:14:56 to be promoted to the rank of corporal.
01:14:58 All right?
01:15:00 Good evening, caller.
01:15:02 Good evening, caller.
01:15:05 Good evening, Sergeant.
01:15:06 I have a question here.
01:15:08 You were talking about the extortion of the criminals,
01:15:12 but a simple thing that I do not see police dealing with
01:15:19 is that there are individuals at major junctions
01:15:23 along the East Coast Corridor,
01:15:25 and they are extorting money from the maxi drivers.
01:15:30 In other words, the taxi drivers
01:15:34 are standing in front of the maxis
01:15:35 and make them pay them for conductor services.
01:15:43 Oh, now, hear me here, ma'am, and I'm hearing you,
01:15:47 and I think this is being encouraged by drivers,
01:15:53 because, caller, first of all,
01:15:56 sometimes where they park is on the illegal spot,
01:15:59 because if the maxi parks up in the right location,
01:16:03 there's no need to have no conductor
01:16:04 and put somebody in my maxi,
01:16:06 but it's when you park up on the illegal side of the road
01:16:08 or in an area that he's not supposed to,
01:16:10 then you have to encourage persons to come
01:16:12 and sit in the maxi.
01:16:14 Come, come, and sit in the maxi.
01:16:16 If the maxis don't understand any law about this,
01:16:18 they will just walk in the maxi and go and sit down.
01:16:20 So sometimes the driver is encouraging that behavior, ma'am.
01:16:24 All due respects to them.
01:16:26 Yeah?
01:16:28 Let's take a break again when we come back.
01:16:30 [Music]
01:16:38 [Music]
01:17:02 Trinidad and Tobago, get ready for the prince.
01:17:07 Get ready for our very own superhero.
01:17:10 [Music]
01:17:13 Get ready for phase two.
01:17:16 [Music]
01:17:18 September 14th in Cinemas Nationwide

01:17:26 Yes! Ah, yeah! Let's go!
01:17:29 [Music]
01:17:37 And the summer camp superhero tour continues.
01:17:41 [Cheering]
01:17:46 One, two, three, four.
01:17:48 [Cheering]
01:17:50 Coming to a summer camp near you.
01:17:52 [Cheering]
01:17:55 For more info, call 709-8627.
01:17:59 Support local.
01:18:02 Thank you, members of the media.
01:18:05 This concludes our weekly press briefing.
01:18:08 As the Trinidad and Tobago Police Service continues to protect
01:18:13 and serve with pride,
01:18:15 we are calling on all citizens of Trinidad and Tobago
01:18:19 to get on board with us
01:18:21 to ensure that everyone is able to live
01:18:24 in a crime-free society.
01:18:27 Are you on board?
01:18:30 This is my country and I am on board.
01:18:34 I am on board with the Trinidad and Tobago Police Service.
01:18:38 Let us save the youth of the nation.
01:18:41 Get on board.
01:18:43 Crime affects all of us.
01:18:45 Children, communities and the country as a whole.
01:18:47 Supporting crime victims and working with the police service,
01:18:51 I am on board.
01:18:53 This is my country and I am on board.
01:18:55 My name is Nicolai Blackmon and I am on board with the TTPS.
01:19:00 Vision On Mission is proud to partner with the TTPS
01:19:05 because crime prevention is everybody's business.
01:19:08 We are the National Congress of Incorporated Spiritual Baptist Organizations
01:19:13 of Trinidad and Tobago
01:19:15 and we are on board with the TTPS in its fight against crime.
01:19:18 I'm a farmer. This is my country and I am on board.
01:19:22 I'm Charles Jason Gordon, the Roman Catholic Archbishop of Port-au-Prince.
01:19:27 I am on board in the TTPS fight against crime.
01:19:31 We are all on board.
01:19:33 We are on the home stretch.
01:19:47 However, we still have a call on the line.
01:19:49 Good evening caller.
01:19:51 Good evening caller.
01:19:52 I'd like to encourage you this evening, my brother, my boss.
01:19:55 Many times I listen to the program,
01:20:00 not only do I listen, but I pray into it.
01:20:02 I realize that you are weak, but you need some more strength there.
01:20:08 Where is my friend this evening? Is she not there today?
01:20:10 Who's that?
01:20:12 Miss Husband.
01:20:14 No, no, no. Miss Husband, she's gone. Right there.
01:20:20 Alright, alright.
01:20:21 I'd like to encourage you, my brother, to keep up the good work.
01:20:25 We try to burn the iron, but we burn it.
01:20:29 Let me see how you burn it and what you make of it.
01:20:32 Are you wet?
01:20:34 You can't give up this time.
01:20:37 You can't.
01:20:39 This talk about giving up should never be on our lips,
01:20:43 or even in our thoughts,
01:20:45 because we have children here.
01:20:49 We have family here.
01:20:50 Some of us could leave, and when we leave, it's still coming back.
01:20:53 So, at the end of the day, we have to take all these things into consideration.
01:20:58 That is why I want all the persons in the agencies,
01:21:01 whatever agency you come from, remember,
01:21:03 you are a citizen here, you know,
01:21:05 and then we're going to celebrate all this 61 years and be proud.
01:21:08 But are we really?
01:21:10 Probably, yes.
01:21:12 A caller?
01:21:14 Yes, quite, quite, quite already,
01:21:17 and I mean, I say, even myself, I'm an ex,
01:21:19 but I still consider that, you know, you always work,
01:21:22 a police work, never, police work never finish, you know.
01:21:25 And this is what we have to do, we have to fight the fear.
01:21:28 And as you say, we need more people on board,
01:21:31 because more eyes, the better, right?
01:21:34 Caller, you know what I've done?
01:21:36 You know what I was thinking about, and tell me what you think about this.
01:21:38 I was thinking, you know what,
01:21:40 in order to get all the police officers as much as we could on the nation's streets,
01:21:46 we need some persons who would have left the service,
01:21:48 able-bodied men and women.
01:21:50 They still can make a contribution.
01:21:53 I'd bring them back, put them in the reception area
01:21:56 of the Toronto-Bagel Police Service,
01:21:58 where we know that we have that type of experience there now,
01:22:01 and persons would not be turned away or give advice
01:22:04 that is not consistent with policing,
01:22:06 and allow the other police officers to go in the nation's streets,
01:22:09 because if you control the streets, you control crime.
01:22:12 Yes, I agree that, I agree that.
01:22:15 So it's just an initiative where people must be willing to come and perform a duty.
01:22:20 You're still in good health,
01:22:22 you have wisdom, knowledge and understanding,
01:22:24 not just for yourself, life, also policing.
01:22:27 Yes.
01:22:29 Yeah?
01:22:31 Yeah, we have to keep that name strong.
01:22:33 We have to keep that name strong,
01:22:35 and Trinidad and Tobago is a country known as the country of the paradise,
01:22:39 the hummingbird, and let us keep it.
01:22:43 We have to keep that name strong,
01:22:44 and we're coming out and doing it.
01:22:46 If I had my way, I'm going to tell you something,
01:22:49 if I had my way,
01:22:51 if there were some people I'd bring back today,
01:22:53 Yes, of course, I agree with that.
01:22:56 I'd bring back some people today.
01:22:58 If there was a man living up in the east,
01:23:01 if there was another one living point down south,
01:23:04 and I could go on, one guy there,
01:23:07 I could bring back some people
01:23:11 and maybe do some things there.
01:23:13 Because, you know, Supreme Lord,
01:23:16 we can't really say that the police are there for the money.
01:23:19 Some of these guys are young,
01:23:21 and they need experience in everything,
01:23:23 but there are people who came in the police force,
01:23:26 they love the police work,
01:23:28 they love the citizens,
01:23:30 to see more citizens,
01:23:32 but you know, as the time changes,
01:23:34 but we still believe we could get the remnants of people to do it,
01:23:38 so God bless you.
01:23:40 Thank you very much, sir, thank you very much.
01:23:41 Again, you know, just some persons, this will never leave them,
01:23:44 that willingness to serve,
01:23:46 and to protect and serve with pride,
01:23:49 is something that is not given to everybody.
01:23:52 Some persons were chosen,
01:23:54 some persons came, and others were chosen.
01:23:57 Where we at? The news is up next?
01:23:59 The news is up next.
01:24:02 Do we have some reruns tonight, Ms. Jackie?
01:24:05 Alright, let's check those reruns.
01:24:08 7.30 tonight is the rerun,
01:24:10 and 11 o'clock in the morning is the other rerun.
01:24:13 And don't forget tomorrow,
01:24:15 there is the Independence Day
01:24:18 dress rehearsal
