02:30If you had the opportunity to implement an initiative or initiatives to find a way to control crime,
02:38what were some of the ideas you may have?
02:40We are giving you the opportunity this evening to do so.
02:44When we open the phone lines, you could talk to us.
02:46And it is Friday, so since it's being Friday and no stranger to the show,
02:50we're going to have a lot of discussions of what's taking place
02:53with some of the videos that are trending throughout the country
02:56and how are we dealing with the crime situation as the conversation continues.
03:00With us, we have acting ASP Russell from the Western Division.
03:03No stranger again to the show.
03:05Good evening to you, sir, and how are you?
03:07Good evening, Whitney. I am okay.
03:09A pleasant good evening to the citizens of Trinidad and Tobago
03:12and by extension, my esteemed organization, the Trinidad and Tobago Police Service.
03:16It's a pleasure being here as usual.
03:18So since the last time you were here with us, how are things going in the Western Division?
03:24Well, the Western Division continues to strive for excellence.
03:27Strive for excellence, I see.
03:30We have constant revisitation of our strategies.
03:34We improve daily, weekly, monthly, as the case may be.
03:39Recently, we had a lot of seizures.
03:41This week, based on our new implemented strategies,
03:44where we increased patrol in keeping with our pillars of restoring public trust and confidence.
03:50We had a lot of seizures, a lot of firearm seizures, stolen vehicles recovered.
03:55The U.S. has been doing their part in their crime fight.
03:58We understand there's always room for improvement,
04:01and we know that improvement is something that we'll continue to do.
04:05We also had our tongue meetings.
04:07We had two tongue meetings, actually.
04:11We had Karen Arch Tongue Meeting
04:13and the Western Tongue Meeting as recent as last week,
04:17where persons came and gave their ideas.
04:19We were also commended.
04:21You know, I must talk about that.
04:23It's great.
04:24Yes, Sergeant Huggins and the team from the Western Police Station
04:27under the leadership of Senior Superintendent Henry, Superintendent Williams,
04:30Inspector Grant, Inspector Perry, Inspector Cumberbatch,
04:35all the managers of the Western Division.
04:37We were actually commended by a member of the audience
04:40who said that based on our strategies and our increase in presence and patrol,
04:44they have seen the total eradication of home invasions in that area
04:51where they live in the Western District,
04:53that road that connects that Western District to Maraval.
04:56And it was really, really heartwarming hearing that.
05:02Good work again by the members of the Karen Arch Police Station,
05:05where we were able to seize firearms, recover a stolen panel van
05:10based on a timely report made by a victim.
05:14We are here to help. We are here to support.
05:16We had another seizure of an AK-47 with 7.62 rounds of ammunition.
05:24Whitney, these are weapons of what you call mass destruction.
05:27Destruction, definitely.
05:29Automatic firearms.
05:30We want to commend the team, Inspector Archibald and his team,
05:34for that seizure as well.
05:35So the West has been doing their part.
05:38We have instituted mandatory daily stop and search and roadblocks,
05:43so much so we have designated a sergeant each day to ensure
05:48that he or she supervises.
05:51And not just a roadblock, not a laissez-faire roadblock,
05:55but intelligence and quality.
05:59Because this is something that we're looking for.
06:01We don't want officers just driving around in a vehicle all day.
06:04We want quality patrols.
06:06We encourage our officers to challenge persons.
06:08However, we still want to keep the community close
06:12because we know we need the help of the community.
06:14We cannot do it by ourselves.
06:16Community engagement is very, very important for us and to us.
06:22We. It's not the TTPS's fight alone.
06:25It's we, Trinidad and Tobago fight.
06:28So we encourage people to give the information.
06:31How are you all able to do what you're all doing in your division?
06:36Because we can't speak about other divisions right now,
06:41but in the case of that and the resources that we hear many times,
06:44some of the officers complain about needing the resources,
06:49but you're all still using what you have to make it work
06:52until better could be done.
06:54How are you all able to do that?
06:57Or is it that we have more dedicated officers in the Western Division
07:00as willing to find ways to deal with what they have?
07:05Whitney, let me tell you this.
07:07Dedication is a must,
07:09but I want to commend Deputy Commissioner of Police, Mr. Benjamin,
07:14because what he saw it fit to do is to come around
07:17to all the policing divisions to hear from the ground members.
07:21Whitney, no organization is without their issues.
07:25Our resources are not infinite,
07:28but leadership and management, two key words,
07:34together with ComStat,
07:37would tell you how to deploy your resources
07:40because 10 men effectively deployed
07:44is better than 100 men deployed ineffectively.
07:48So we use the ComStat to direct the hot spots,
07:54the hot times, the hot places,
07:57and we engage in something called precision policing of the power field.
08:02The gang leaders, the gangsters,
08:04we look at eradication of drug blocks
08:06because all drug blocks are connected to a particular gang.
08:09So if we eradicate the drug blocks,
08:11we will be able to get more information
08:13in addition to which we would stem that gang culture
08:16because there's no longer a fight for that particular turf.
08:19No space.
08:20There's no space.
08:21All turf.
08:22Our idea is that the Trinidad and Tobago Police Service must own all turf.
08:26There's no place that people will quote unquote say the police cannot go.
08:31Fiction.
08:32That is total fiction.
08:34I'll have to remind myself that.
08:35That is fiction.
08:36Because sometimes I believe there's some places you all cannot go.
08:39No, we will go anywhere.
08:43And if we think that the regular police can handle it,
08:46of course, we are an organization of many units, sections, divisions, and branches.
08:49We will call for help.
08:51And we partner with a lot of agencies
08:53because even in the Western Division right now,
08:55we have several statics going on as a result of shooting.
08:59For instance, in Cocorite,
09:01we have a particular initiative going on there.
09:04We have officers there every day.
09:07We want to commend the members of the Trinidad and Tobago Defense Force
09:10for their assistance.
09:11Because every time we call for help, they are there to help us.
09:14We have them on a static in Scorpion and Caranage.
09:17We have them doing a patrol on Marialo Street.
09:20And all these patrols are intelligence-based.
09:23Meaning to say, we look at the ComStat,
09:26we look at where we have the shootings,
09:28we look at where we have the robberies,
09:29and we deploy our resources to suit.
09:31See, there's no haphazard deploying of resources.
09:34There is no willy-nilly, but let's go there.
09:36Everybody that goes on a patrol,
09:38go on a patrol for a specific purpose, a specific reason.
09:42They are briefed, and they are debriefed after their patrol.
09:45So it's not just a joyride.
09:47And we know there may be one or two persons
09:50who may still be in that joyride zone.
09:52However, there's a disciplinary procedure to deal with that.
09:56So we as leaders and managers of divisions, sections, and branches
10:00ought to mandate the officers as to the performance we expect from them.
10:04Especially when we look at our watchword, it's professionalism,
10:07respect, integrity, dignity, and excellence.
10:13I just want to continue talking because you showed both sides of it.
10:16But right now we have to get ready for our headlines.
10:18Let's take a look.

11:19And those are some of the major things that we saw
11:22making the headlines in the last 24 hours.
11:24And one thing that we were speaking about, the resources.
11:27And we saw that the THA secretary came out and he basically stated
11:34that due to the shortage from the national security,
11:38they had to get these vessels.
11:41I am not sure what type of vessels it may be.
11:44I'm not going to just put that out there.
11:46But whatever vessels that they are gathering, two vessels or three or four,
11:50we're not sure, but it will be for the Coast Guard
11:53and also for the police to help in the gang situation
11:56because as he said, gangsters are not welcome to Tobago.
11:59That is the headline that reads.
12:01So how are you all working with the teacher in Tobago
12:05dealing with the crime situation?
12:07And he's providing vessels for the police as well.
12:11Well, the police service welcomes any help that we get.
12:15We like to partner with our stakeholders, as I mentioned recently
12:19with the members of the Trans-Tobago Defense Force.
12:23With respect to the Coast Guard, everybody has a function.
12:27But I'll put it this way.
12:29Whatever help that we could get, we will take it
12:32because Trinidad and Tobago are not the manufacturers of firearms.
12:37Neither is the coca plant grown in Trinidad and Tobago.
12:41So what we have is a problem with importation of these illicit items,
12:46guns, drugs, etc.
12:48So if we have the Coast Guard on the water
12:51ensuring that the borders are not as porous as they have been reported,
12:56then we could now focus all our resources on the inside.
13:00I will tell you this. It's like trying to mop up the sea.
13:03Impossible.
13:04It's impossible.
13:05Impossible.
13:06Sometimes you take three guns off the street.
13:08I mean, Western Division had a failure.
13:10We seized a lot of guns this week.
13:12But who knows what came back in last night.
13:15So we need the help. We need the Coast Guard on the water.
13:18And we need quality patrols from everybody.
13:20It's a partnership effort.
13:24Definitely.
13:25Now, this was caught on camera somewhere in Trinidad.
13:27I want you all to take a look at this.
13:33Anytime, anywhere, it doesn't matter.
13:36Even if you're at home.
13:38Even if you're at home.
13:41These are not just handguns.
13:48But they realized the person on the other side was shooting back.
13:51They did not even realize that.
13:53So it was an exchange of gunfire.
13:57If they recognized that a car was driving off,
13:59they would have fired another shot.
14:01But they didn't realize that.
14:03They didn't realize that.
14:05They didn't realize that.
14:07They didn't realize that.
14:09So they fired another shot.
14:11Look at when they come out of the water.
14:18So they get back in.
14:21So you realize that?
14:22Yeah.

14:24Yes, the person was shooting back.
14:30In a situation like this,
14:32I mean,
14:34again,
14:36how do you know this person has a legal firearm?
14:39And you're defending yourself because someone pulls up on your property?
14:43Well, Whitney,
14:45when you see these things,
14:47these things are reminiscent of gang.
14:49This is gang.
14:51Proper gang warfare.
14:53You would realize the dress code.
14:55You realize the vehicle that is used.
14:57A particular make.
14:59You realize the tint.
15:01And you're not sure you're going to have a problem with police and their tint.
15:03Everybody's complaining about the tint.
15:05But these vehicles,
15:07these heavily tinted vehicles,
15:09are what the criminals are using.
15:11So it's not that we so want to stress the public about their tint.
15:15But if we could look into your vehicle
15:17and we could see who you are,
15:19then we spend less time stopping you in our roadblock.
15:23But if you also observe that the person on the other side,
15:25when the vehicle is driving off,
15:27they are also returning fire.
15:31This is scary.
15:33Other persons living in this neighborhood,
15:35we're not sure exactly where it is.
15:37In Trinidad or even in Tobago.
15:41But I know that the officers
15:43are trying to deal with the situation here.
15:47Hopefully no one was injured
15:49from the multiple
15:51Hopefully.
15:53gunshots that we heard.
15:55I remember persons have
15:57homes,
15:59houses, in particular,
16:01right next to each other.
16:03So you don't know what went in the window,
16:05went through the wall.
16:07Another point to note is automatic firearms.
16:09Yes.
16:11Automatic firearms.
16:13Very disturbing.
16:15And you also mentioned
16:17the TTPS being extremely busy.
16:19And they definitely were busy.
16:21Seizures of marijuana,
16:23firearm and ammunition
16:25in the Sangha Grandi and Northern Division.

16:29firearm and ammunition in Sangha Grandi.
16:31A series of coordinated raids
16:33and search operations
16:35across the Sangha Grandi and Northern Divisions
16:37resulting in a significant
16:39seizure of illegal
16:41substances. Between
16:431am and 5am today,
16:45officers of the Sangha Grandi District
16:47Eastern Division Task Force
16:49and K-9 unit searched
16:51an abandoned lot located
16:53at Jacob Court North
16:55Eastern Settlement where
16:57they found
16:59an assault rifle equipped with
17:01a magazine and 25 rounds
17:03of 5.56 ammunition
17:05as well as 3.2
17:07kilograms of marijuana.
17:09So they were definitely
17:11busy there.
17:13Also 13 arrests in Central Division
17:15firearm, cocaine and
17:17monkey seized.
17:19An anti-crime operation conducted yesterday
17:21by the Central Division Task Force
17:23area south
17:25led to the arrest of 13
17:27prisoners including non-nationals
17:29and the seizure of firearm,
17:31illegal narcotics and contraband.
17:33So a job well done
17:35by the officers there.
17:37Thank you. I'm a bit jealous
17:39because I want to see
17:41the firearm seized from my division.

19:58show, if persons had the opportunity
20:00to have an initiative or some
20:02sort of solution to
20:04assist in the fight
20:06against crime in Trinidad and Tobago
20:08as you said, you mentioned, is we.
20:10It's a we thing.
20:12And I'm sure persons will be willing
20:14to, you know, give
20:16their thoughts on things
20:18that you all could do, implement
20:20and get ideas from our citizens
20:22who see and observe certain things.
20:24And it's not a bash.
20:26The TTPS, let's start there. There's nothing like that
20:28at all. But, you know, as you said
20:30if we're in town meetings, I'm sure you'll get
20:32suggestions, not so? Yes, but let me
20:34say this. The TTPS is a mature
20:36organization. So even so, we welcome
20:38constructive criticism, Whitney, because
20:40that is how we would get better.
20:42You see, we need you to tell
20:44us how you want us to police
20:46you. One neighborhood might
20:48have a drug problem, but
20:50the other neighborhood might have a simple problem
20:52such as neighbors parking all their vehicles
20:54on the road so the garbage truck cannot come up.
20:56Yeah. They mean
20:58that everybody have different issues.
21:00So we welcome the suggestions. We welcome
21:02the ideas. We welcome the thoughts.
21:04Especially in different areas
21:06and this will give the opportunity
21:08to give information to the members of
21:10the TTPS in the different
21:12divisions to hear
21:14and see how you all
21:16can now move forward. Because as you said, different
21:18cultures and different divisions, you
21:20will need to know how to maneuver as
21:22we go along. So we continue
21:24the issues that persons are
21:26faced with the crime situation
21:28in Trinidad and Tobago. Now, over
21:30the past month or months
21:32your division has been
21:34or not just your division alone
21:36but grappling with the violence and the gang
21:38situation. How are you all now
21:40dealing with gang issues in your division
21:42along with the TTPS
21:44at large? Well, again,
21:46we are guided by our
21:482024 operational plan.
21:50See that? That is our
21:52field map and it
21:54shows our goals, our targets,
21:56our objectives, our performance targets,
21:58our action items
22:00and our targets are rising out of the
22:02action items and we are guided by that.
22:04So we're looking at dismantling
22:06criminal gangs.
22:08Part of dismantling criminal gangs
22:10is eradicating drug blocks.
22:12Part of that
22:14is doing roadblocks.
22:16Because why? These firearms are
22:18moving in motor vehicles.
22:20Most of the time
22:22somebody might be upset when we stop them
22:24but one of the vehicles of choice, the
22:26teeter.
22:28Sometimes the vehicle may not
22:30it may be stolen or sometimes
22:32it hasn't been reported as stolen
22:34but they change the number plates.
22:36So we might find as the public
22:38that we are inconvenienced by the
22:40roadblocks but it's to better serve you.
22:42We have a robust gang
22:44unit. We look at
22:46centralization of all the information
22:48from all the different gangs
22:50throughout the divisions
22:52because there was a six,
22:54seven, eight, etc.
22:56in every division.
22:58So what we do, and one of the things
23:00I want to commend my senior
23:02superintendent on, Mr. Henry and Mr. Williams,
23:04my superintendent, is that
23:06he's always on the pulse.
23:08We monitor all over. We monitor
23:10our surrounding areas and our other neighborhoods.
23:12So if there's a shooting between rival
23:14gangs in Port of Spain, we know
23:16we're hiding our
23:18activities based on
23:20intelligence on the other known gangs,
23:22faction gangs. So for instance,
23:24if there's a difference between six and seven
23:26in Port of Spain, all six and seven
23:28areas in the western division will have a heightened
23:30alert because why? We don't want
23:32them to go out there to do something
23:34and we don't want others coming in
23:36to do something because there
23:38are innocent people who have been caught in between.
23:40Not that we're protecting the gangsters
23:42but there are innocent people who would have been caught
23:44in the crossfire with respect to these
23:46offenses.
23:48So we believe in
23:50proactivity. We believe in
23:52presence. We believe in
23:54prosecution. We believe in prevention.
23:56And that's how we're looking at it.
23:58How are you all dealing with
24:00the same way that you're observing
24:02the gang members and their movements
24:04and things that they may be doing
24:06but how are you all dealing when
24:08they have also intelligence
24:10on the TTPS? And that is
24:12what gangs do
24:14because they need to stay at least
24:1650 steps ahead of
24:18the TTPS because they don't want
24:20to get caught, obviously.
24:22But how are you all treated on that, knowing
24:24that you're also being under surveillance?
24:26Because they know that
24:28the car of choice is really
24:30the TIDAs. I think the majority
24:32of the country, it was Almeria at once,
24:34still maybe, and we
24:36now see the TIDA but there are other cars now
24:38they'll say, okay, I'll get SUVs
24:40because that's another issue
24:42that we're seeing. They're using the SUVs because they will
24:44think, you wouldn't say,
24:46nah, this person's not coming, no SUV here to
24:48do anything.
24:50The wagons, that's another one.
24:52So they're
24:54clearly choosing cars
24:56at random now because they realize
24:58and many people, yeah,
25:00the TIDAs, I get on high alert once
25:02I see a TIDA.
25:04Welcome him.
25:06The only thing constant in life is change.
25:08And we're looking at re-evaluation
25:10hence the reason every morning we sit
25:12as a team
25:14in the Western Division with all stations,
25:16supervisors, managers, inspectors, sergeants
25:18and
25:20we strategize, we look
25:22at the trends of the last week,
25:24we look and we put things
25:26in place. We try to be ahead of them,
25:28they're trying to be ahead of us. And it's a
25:30continuous re-evaluation and
25:32re-evaluation. Every strategy
25:34that you
25:36implement must be re-evaluated
25:38because there must have been something you could do better.
25:40We have to
25:42create that buy-in amongst
25:44the members, amongst the charges. We
25:46know things aren't perfect but we need
25:48to reinforce, hey, quality
25:50over quantity. Quality
25:52we know, we've won the roadblocks
25:54and we have seen the effectiveness. We have
25:56recovered stolen vehicles, recovered a stolen aqua
25:58all this week. So we
26:00are seeing the effectiveness, we are seeing
26:02the benefits
26:04of our work and the Western Division is
26:06right there around
26:0833 or 34 percent
26:10detection
26:12rate with SRC. So we are really
26:14trying to
26:16take that mantle and take
26:18that fight to the guns. And
26:20it doesn't just end with just
26:22the competence, you know, all the
26:24concerns that the officers have
26:26and the resources that they need
26:28are taken to the higher
26:30offices, to the executives so
26:32that they could know when they are doing their
26:34budgets, you know, we need
26:36things like scanners, we need
26:38David Horn digital audio recording
26:40devices, we need more
26:42drones. So we are also utilizing
26:44our technology in this fight
26:46against crime.
26:48We have a call on the line, let's take that call.

27:00Officer, the gangs, one story,
27:02that's one story, because they come in your house,
27:04they come in a gang house.
27:06That's one story.
27:08But what I want to say,
27:10officers continue
27:12to take guns off the street,
27:14they continue. And the more
27:16they continue to take guns off the street,
27:18the more they continue to be coming in.
27:20Unless who is responsible
27:22for preventing from these
27:24guns from coming into this country,
27:26we will be spinning top in mud.
27:28Because they have to
27:30conceal it, because what about
27:32going to the big, what about the vehicles,
27:34do they check those properly?
27:36What about scanners, so-called
27:38scanners, is it working or not working?
27:40What is really happening? Unless something is done
27:42concerning these guns
27:44that are coming into the country,
27:46we have a real, real problem, and that is just
27:48part of it. But you will continue
27:50doing your work, despite what people say.
27:52Because concerning what we saw
27:54with the vehicle, you know, on another program
27:56I heard a person saying,
27:58worst effect, that person
28:00in the car, they didn't have
28:02no tint on it, and you could see them properly,
28:04and they were making a big fuss about the tint story.
28:06That's another story.

38:55and we now start to introduce the LGPA,
38:57so there are faster trials.
38:59The information coming to hand is a bit more,
39:04how to put it, a bit more meaty,
39:06in the sense that we have to put a little more information
39:09on the affidavits before we take out a warrant.
39:12We can now have warrant that are multiple entries
39:15when we go, so we may not always need
39:17to go back to our JP for a warrant.
39:19We may have one that is multiple entries.
39:21I understand also that we got the support
39:26with respect to the bail amendment
39:28for the firearm-related offenses,
39:30so whereas there's always room for improvement.
39:34It is slow-paced, because when we want laws changed,
39:37oh gosh, you know it.
39:39When we want laws changed, it could change.
39:41It could happen.
39:43But let me assure you this.
39:44I'm not saying, that is not the role and function
39:46of the TTPS.
39:47Definitely.
39:48So let's make that very clear.
39:49Changed or unchanged, we will continue
39:51to work as hard as we possibly can

41:38And we are back. A lot of issues that we discussed and another issue is robberies
41:42that we're seeing happening still throughout Trinidad and Tobago. And this robbery took
41:48place in the Charlottesville area. And again, COVID, yes, it's still here. But masks are no
41:55longer mandatory. So we're seeing what is taking place in this situation and how alert you need to
42:07be. Yes, what do you say about persons who, you see, there's no, I mean, the door is open.
42:19So there's no, persons can just walk in and out as they please. What do you say to business owners
42:24who try to do that? And yeah, look where the cashier is. Look at that. That was the most
42:30important thing I wanted to highlight. His back is facing the door. Dangerous. So he has no idea
42:37as who is coming into his business. And now we speak about target hardening. Had he had a
42:43buzz control, a control access, he could have seen the person with the mask and said, no, you're not
42:48coming in here. I don't want that business. And these things are triggers because why would somebody
42:53have on a hoodie? And a t-shirt? Midday. Is that even midday? This is like this evening.
42:59And this is them leaving after the robbery. Yeah, just walk away. I mean, because you don't
43:08want to bring attention to yourself. But if persons are, you know, out there and seeing
43:14someone leaving. Or walking to a car like that with their head tied and all you see are their eyes.
43:23This should be alarming for anyone who may see it to call and alert the TTPS immediately.
43:30This is so sad. Persons working hard every single day and have to, you know, deal with this. But as
43:38you mentioned, persons who own businesses never have your back facing. Never have your back facing
43:43the entrance. And you need to be more vigilant. I mean, you have to start. Sometimes we understand
43:50the economy and you might say, I don't want to lose the sale, but sometimes it's worth losing
43:54the sale. That one sale as opposed to losing the whole register. But this is the saying,
44:00not all money is good money. Definitely. And this is one way you just have to protect yourself and
44:07not have your business so wide open at this time. You know, easy access. Now caught on camera at a
44:12gas station in Flanagan town area. And this is in the Flanagan town.
44:32But I'm trying to understand is the person who is standing there
44:50is now going to service the vehicle.
44:54But is it that persons in gas stations still keep money on them? Meaning the service attendants?
45:02I haven't seen that for quite some time. I know that that's the behavior that have been
45:07stopped a while ago. You go straight to the cash register and you pay.
45:13I can't quite see. And this is what transpired. Again, the overalls that are being used
45:21Overalls, hats pulled down in the face, the hats and the dark shades, the masks on their face,
45:26because I think wearing a mask is a very uncomfortable thing. I didn't like wearing
45:30masks for COVID, but we had no choice. But in this case, now we do. But in this case,
45:33so the immediate triggers, once you are alert, Whitney, and you are mindful of your surroundings,
45:40you could make yourself less of a victim, less of a target. But we try to tell people, you know,
45:46be vigilant. Know where you're standing, know where you're going, know your alcohol limits,
45:51so that you're always aware of what's going on around you. Too many times we are still
45:55leaving the cars, idling and coming out to open the gate. There was a situation in the West where
46:00a KFC worker, he left his keys, just completed a delivery, reached back to the branch, left his
46:10keys in his arm area. It was gone. It was gone. You know, we tell people about the jewelry and
46:15we understand, but this weekend it have events. Everybody want to look nice. I mean, yes, we
46:22wanted to be careful. And we know you're supposed to be able to wear your thing anywhere, anytime
46:29without anybody interfering with you. But that is just not the society we are living in. We will
46:34bring it back to that. I assure you that. I will do my best. My organization will do their best
46:40to bring it back to that. You have a call on the line. Let's take that call. Hello. Good evening.
46:45Good evening, sir. Yesterday you expressed emotion, you know, that we cannot run from the truth.
46:56You know, and we need to wake up as that race of people that we have seen. Sorry to sound so,
47:13but it is a reality and something needs to be done, you know. And these LLCA who do that
47:20they're looking like Los Angeles Indians, you know. They keep rubbing, you know. We need to
47:28get serious and understand. We have to get into this area. We have to find out why it is that
47:32our race as Africans, right, chooses to go that way instead of working hard like everybody else
47:41and provide food for all the people. I am living in that area now and I am afraid to even leave
47:46my door open. Right now, I'm thinking to do, you know, like somebody's approaching in front of my
47:51home. I knock down my van every night to change, you know. And something has to be done, right.
48:00And as this gentleman called earlier and mentioned, we need more stiffer rules in this country,
48:05laws in this country to implement it. We just keep spinning top and bottom, right. And this
48:11this revolving door business has to stop, right. The lawyers will need to get their money,
48:18the bail person will need to get the money, the person who even they get their weapons from will
48:23need to get the money, you know. And I must commend the officers with the trying. They are trying,
48:31you see. They're holding somebody down. Look, I had a family recently, I'm not giving you a time,
48:37that they have a business plan. They suspect police will have these guys coming around this
48:42place. So there was a room. They called the police. Police reached, arrested these guys
48:48and not even three days after these guys came outside, they get their bail and come outside
48:55and they come back threatening us all, you know. And as with the, it's time businesses really,
49:03every time I walk into a business now and I see where there's no protection for themselves,
49:09as you mentioned, they will not lock what is supposed to be pressed, they're not other things
49:13to secure their own self and they're not doing it. So it's like they can't contribute in this
49:19easy access for criminals to come and do what they have to do, you know. So thank you officer.

51:47getting an opportunity to speak to the public is a situation I would never shy away from.
51:51We want to encourage the public to help us. I know how you are feeling. I have an idea. I
51:58have family. I have children here. I have relatives. I have friends. I understand.
52:04I hear it when I go to gym. I hear it when I go to work. I hear it in the neighborhood.
52:09But we need to do this together. We're asking. Cover us in your prayers. Simple as that. Be
52:15vigilant. Help us make yourself less of a target. Help us be the head of your home.
52:21So if you see your children doing something, you see your children come home with something that
52:25you know you didn't buy, alert us. It may have been proceeds from a robbery or some illegal
52:29activity. We need you to take charge. We need the parents to start back parenting. And you know,
52:36it's funny because coming out of our last town meeting in the Western District, they were
52:42speaking about designing a course to teach young parents how to parent. So we understand there are
52:47some issues. We need you to take that interest in your children. People, we need you to be a
52:52brother's keeper. And we need you to help us make yourself a harder target. Secure your homes. Be
52:59vigilant. Be respectful. Just show that love. We need that love. You mentioned parents who
53:09see things that their children may bring home and may be involved in activities that are illegal.
53:16These illegal activities. And you're saying, you know, parents come out and say it and
53:22it will be difficult, but you could also, by doing that, save the life of your child.
53:26Yeah. By nipping it in the bud as quickly as possible.
53:29Definitely. But I want to say something, Whitney, and I want to tell the public.
53:36To make every place in Trinidad and Tobago a safe place. That is one of our mantra. In partnership
53:44with the citizens of Trinidad and Tobago, we cater for safe and secure community
53:48through professional policing, focused leadership, and consistently high service.
53:53And we know that at times you don't get the service that you desire from the police station,
53:59but we have since instituted our customer service policy, where if you don't get that service,
54:04there's a form there and a suggestion box. Immediate feedback. One time. We also started
54:11placing the signs, the one door policy signs. We start placing those in stations, especially
54:15in the western division. So please do not let any officer tell you, go to the next station and make
54:20a report. Yeah, just point to the sign. Point to the sign. And if he puts you out, just take his
54:24number silently. We have a disciplinary process for that. So we are here. We know we have some
54:29issues. We continue to fix our issues. We will face our issues. We look forward to your constructive
54:35criticism. But let me tell you this. Your prayers go a long way on the days that we feel like giving
54:40up, but we wouldn't give up. We know this is a long fight. We know it's a hard road, and we know
54:44we cannot do it without you. Now you're saying that, you know, you're taking responsibility and
54:49accountability, but also as citizens, including myself, we have to take accountability for our
54:54actions and what we do, because the only thing that you are going to police out there is what
55:01we produce to put on the nation's streets. So it's exactly what we produce at home and we
55:11carry out into society is only what you all could do to police that. So I'm hoping that,
55:17as you said, accountability on both sides, and it's not a one-way street at all. So we have to
55:24find a way, honestly, as you said, the we. The we. We have to have the we in all of us. So I'm hoping
55:32that we could find a way to work together and find a solution, because it is something that is
55:41weighing heavy on a lot of us. Definitely. And you have family. I have my family. We all have our
55:46families out there. So we have to find a way to deal with this and bring back Trinidad and Tobago.
55:53We're getting ready to celebrate our independence this month, and it's supposed to be a joyous one,
55:57and persons may think twice about going out and enjoying themselves the way we are accustomed
56:02doing it, because we want to see some fireworks. But we want joy to come out, because we know these
56:06festive times and we put things in place. Yeah. So we'd like to thank you so much for being here
