03:42My name is Whitney Husbands and we welcome you.
03:45We heard the conversation about TNT across the board.
03:48It still is something that persons are still upset about.
03:51But, apart from using or hearing the word tent today, we are going to add another word
03:56to that.
03:57Education.
03:58We are going to educate the public this evening about the rules and regulations when it comes
04:02to the tent, how the TTPS is going to work with the devices, the new devices, to make
04:09sure that everyone is understanding how the law is going to be implemented and how fair
04:16it is going to be and not just going to be in a position where you're looking in and
04:19out.
04:20The tent looking dark.
04:21It is not going to look like that.
04:22Now, this individual is no stranger to the show and he has the thickest skin ever.
04:27He needs to have it.
04:28I am not envious of the position that he is in, especially today.
04:32We like to welcome back to the show Road Safety Project Coordinator of the Police, Sergeant
04:37Brent Batson with us.
04:38Good evening to you, sir.
04:39How are you?
04:40Thanks for having us, Mrs. Banson.

04:42Yeah, thanks.
04:43Now, I want to start off with, I think the entire show is going to be the discussion
04:47about tent, but you're here to also educate.
04:49Yes, definitely.
04:50It is not about the Basha people being upset, but protecting us.
04:53We have five weeks from today, so the cong dong is on.
04:58So after the five weeks, if you don't fix your tent, you could be issued a fixed penalty
05:03notice for $2,000 together with the merit points, three merit points.
05:08So we want everybody not to be on that side of the law.
05:12So I'm going to guide everyone what the law is on each window, because it's very specific
05:19levels for light.
05:20And we're going to encourage everybody to please fall into compliance, all right?
05:26Immediately.
05:27And not be on the other side.
05:28You have to take advantage before it is fully, from an enforcement standpoint, operationalized.
05:36But in the meantime, like I said, we're going to be actively educating the public, because
05:40there's some people still confused, and there's some people who are in the process now of
05:46getting the exemptions, all right?
05:47But unfortunately, some person saying they applied for the tent, and they went and put
05:51that tent before you got the exemption, and told us, say, well, they were told that they
05:56can't get a ticket once the application was in for the exemption, and that is not true.
06:02So we're going to be here to guide persons on that as well.
06:05So education on tent today.
06:07On tent.
06:08Schools and regulations are going to work on the nation's roots.
06:11So we're going to dive in more, and you know you have the opportunity to give us a call
06:14as well to ask questions, if need be, to get more aware of what is taking place with the
06:21legislation when it comes to the tent in Trinidad and Tobago.
06:24This time, let's take a look at what made the headlines today, and also over the weekend.

07:24A lot taking place over the weekend and in the last 24 hours.
07:28As usual, condolences to the families who have lost anyone in any tragic situation.
07:33And we had to video that.
07:37It's really disturbing to hear the cries of any family member when they lose a loved one.
07:42In this case, the bodies of two men were found yesterday inside a van turned over.
07:47Turned off, I should say.
07:49Overturned.
07:50The van was overturned off the Sapero River Bridge along the southbound lane of the Solomon Hojoy Highway in San Fernando.
07:59They are believed to be 27-year-old Sachin Tilakhari and 29-year-old Ryan Ramnanan,
08:07who had been reported missing by their families earlier yesterday.
08:12The vehicle, a black Nissan Frontier, was located by the Hunter Search and Rescue team during an intensive search for the missing men.
08:21Again, condolences to the family.
08:24Not a way to find out what has happened to your loved one.
08:28Yeah.
08:29And if I want to add that, you know, persons sometimes when you're being first responders, you know, you have to be careful sometimes even assisting.
08:39This was a shock, of course, to the families because nobody, all the persons had passed the area, but nobody noticed that vehicle submerged there,
08:48even halfway submerged in that upside down position.
08:51Unfortunately, I want everybody to be clear, this situation would be now under active investigation to determine whether or not it's a road traffic accident.
09:01Did the driver fall asleep?
09:03You know, did they lose control?
09:05CCTV footage should be canvassed by the investigators.
09:09So I saw a couple things, you know, speculating on social media and stuff like that, and I always remind persons we do have that luxury.
09:18We like to go with the facts and the evidence that presents itself.
09:21And then the investigators have their jobs to do as well.
09:24But still, it's very traumatic to the families to receive news like that because from what I understand, they're very close best friends, even from what I saw on social media.
09:32So, you know, it's two persons that lost their, two families that lost their loved ones.
09:37So it's a lot of pain to go around.
09:40And unfortunately, again, if it is a RIT, that's the reality.
09:44I mean, that drop, you know, into the water again would be an almost unsurvivable situation.
09:52If everybody pictures it, they were made unconscious on impact and then with the water now seeping into the occupant cabin, that would quickly result into a fatal situation.
10:02But like I said, let's let the investigation take its process and we'll see how it goes.
10:07And I'll stress also with persons on social media, be sensitive as well to the loved ones and families when you leave your comments, the insensitive comments, because you weren't there.
10:16Yeah, you weren't there.
10:17So you're not sure of what took place, so you can't assume anything.
10:20But I would say that's the canvas of social media.
10:23It's inevitable.
10:25I mean, we could appeal.
10:27But I also want to mention, because when that prison officer was hit crossing the road to assist, you remember that motorist there?
10:37That's why when I looked at the first responders trying to assist as well, I want to remind the members of the public, it's true.
10:45The public will more than likely be there before the trained first responders, police, fire, medics and so forth.
10:52And we just want to emphasize that if you are going to respond to a situation, whether that's helping somebody in a road traffic accident or some other situation, please remember your safety is priority number one.
11:05Or else we're going to have to respond to two victims.
11:08Double check your scene for safety, your environment.
11:11Sometimes you're unaware that that traffic coming down at you might be 100 kilometers an hour.
11:16You may be invisible to traffic because of what you're wearing.
11:19There's no additional lighting for the drivers to see.
11:22And then your ability to gauge the speed of the traffic coming at you is different for us because we deal with it all the time.
11:30We're not going to step out until we have confirmation that we've been seen and attempt to get that driver's eye.
11:36So we just want to remind members of the public when you're choosing to assist, it's definitely something that we give kudos for trying to help.
11:44But just remember your safety is still priority number one.
11:47Yes. Now let's head to Tobago.
11:50I know prisons were a bit upset with the presence of more TTPs being on the island, the beautiful twin island, which is Tobago.
12:01And what transpired there?
12:04What was the reception like from your hand from being involved in that movement and seeing the comments and persons leaving items for the licensing officers and the TTPs?
12:16Well, first of all, I was present for those exercises in Tobago.
12:22In fact, the commissioner of police, together with the deputy commissioner for intelligent investigations, they actually dispatched a team of ourselves from traffic and high virtual branch to support the licensing unit that went across there.
12:37And that was spearheaded also together with the transport commissioner, Mr. Clive Clark, again, with specific information that they were looking for.
12:45If I'm not mistaken, they had situations where they actually had to deregister some vehicles because of tampered chassis and incorrect information that was on the database.
12:54You know, so therefore they were driving illegal, illegally registered vehicles even to begin with.
12:59So it's one of the areas that they're trying to clamp down.
13:01You know, yes, the social media did bring out a lot of what was perceived as negative.
13:10But I want to tell you right now, the majority of Tobagonian motorists supported our efforts.
13:16That was the majority.
13:17And the majority were in compliance.
13:20Those that weren't in compliance, you know, they got some education with enforcement.
13:25And our job is to support the Tobago division as well.
13:27It was a lot to deal with even from an anti-crime perspective.
13:30So we deal with road policing from a standpoint of, again, deterring criminals' ability to access the roads, disrupt the criminal enterprises because they want to come and do stuff, but they can't because we're outside.
13:43So that level of support, I think, was greatly appreciated by Assistant Commissioner of Police, Mr. Hazel, as well as Senior Superintendent Kirk.
13:52So we went out there to do our job.
13:54There's no joke about it.
13:57Numerous tickets were issued, ranging from inspection to seatbelt use.
14:02And unfortunately, we even had situations where drivers were driving into the roadblock with no seatbelt on.
14:08And then saying, hey, boss man, I know I come out of the gas station and I forget to put it on.
14:13That's the wrong thing.
14:14You know, we don't like the fact that the one thing almost guaranteed to save you and your passengers' life, that you forget to put it on.
14:25Because we don't want, when you fly through a windscreen, when you think you're going to remember, that's the wrong time.
14:30So we tend to have a zero tolerance on that seatbelt use.
14:33Also, a number of persons with mobile phone and insurance were definitely some of the big issues.
14:40Persons with inspection stickers, we know they were seeing that as issues with regards to trying to bring the vehicles up to standard.
14:48But the law is the law now.
14:50You know, the transport commissioner said enough grace was given for everyone to try and bring the vehicle into compliance with the laws.
14:56And we actually have some things in train to assist people.
14:59Because a lot of people were in situations where they purchased vehicles from people in Trinidad.
15:03And they can't get them to transfer.
15:06So they can't get inspected.
15:08So I want to let the public know, especially in Tobago, we're working on something that hopefully will help deal with that.
15:15So they don't need to leave the island to come to Trinidad to get their vehicle inspected, to get the inspection sticker?
15:20No.
15:21So they have to transfer.
15:22Yeah, the person has to show up in person and license in.
15:24Okay, yeah.
15:25For the transfer.
15:26That's right.
15:27Of the vehicle.
15:28But they will have to do that, obviously, in Trinidad.
15:29Yes.
15:30Or Tobago.
15:31It can be done in Tobago licensing as well.
15:32In most cases, the vehicle is already in Tobago.
15:34So it's to get the person down here who they purchased it from across there.
15:37Across there.
15:38Yeah.
15:40We understand the challenges there.
15:41And we have a plan in place to work out those issues.
15:45Yes.
15:46We continue more of the education of the 10th and the laws.
15:49We'll be back.

18:30The approved percentages of tint levels are as follows.
18:48For the front windscreen, exclusive of the anti-glare band, it's 70%.
18:53The anti-glare band, which is the six inch strip that runs from the top of the windscreen
18:59is 35%.
19:01The two front windows, which are inclusive of the driver and passenger windows at the front of the vehicle,
19:07the approved tint level is 35%.
19:10And for the rear windows and windscreen, it's 20%.
19:15The applicable tint levels apply to motor vehicles in Classes 2 to 6 of the Motor Vehicle and Road Traffic Act, Chapter 4850.
19:23This can be found at Section 50 of the Act.
19:25Join the Ministry of Roads and Transport in creating safer roads by knowing your tint levels.
19:30Get your vehicle checked.
19:55How would the person who's doing that know that they're putting the right percentage?
19:58Do they have a device like this or some sort of device that will give an accurate percentage reading?
20:03Okay, so a couple things.
20:05One is I want everybody to understand that the new windscreen and window tint regulations
20:11that will more likely come into effect in about five weeks.
20:16And I want to be clear, when we say come into effect, we mean enforcement-wise, okay?
20:22Right now, there's a massive sensitization effort that's being conducted by the Ministry of Works and Transport together with the TTPS.
20:31The warden unit will also be helping.
20:34A lot of training has been done, and it's continuous training, of course, right?
20:39So just for everybody's own benefit, let's be clear on how we're here now.
20:45Previously, police officers, licensed officers, used to just look at somebody's vehicle and say,
20:51that tint too dark, right?
20:52I can't see in the car.
20:53Yeah, exactly.
20:54And that was a very subjective application of the law that was not fair, you know?
20:59They were even given tint tickets at night.
21:02And, of course, issues such as if you had dark upholstery.
21:05Yes, but in the vehicle.
21:06That's right.
21:07That would make that tint never work.
21:08I almost got a ticket like that.
21:10So what the law does now is allow quantitative assessment of how dark that tint level could be,
21:18the amount of light that comes through that window or windscreen, right?
21:22And, again, so what it's measuring is visual light transmission.
21:26That's the amount of light that will pass through that glass.
21:29So when you talk about tint percentages, that's really the percentage of light that can move through, right?
21:37For clear glass, it's 100%.
21:39So the lower you go, the darker it is, right?
21:43It's less light.
21:44So what's happening now is that the state has now regulated it and said,
21:50okay, you have a certain amount that you are permitted for general vehicles.
21:54But the law is also saying now, we're not saying that you can't get it.
21:59We're just saying if you need it or things that are outside of this level, you have to present reasons.
22:06That's what I want to discuss as well.
22:08So as you may have seen in the video, what is the law saying?
22:11It's saying that front windscreen, you're allowed 70% across the entire front windscreen.
22:18You are allowed what they call a six-inch anti-glare band, what we call the sun visor drop, right?
22:23Six inches from the top down, and that could be 35%.
22:27So 70%, yeah, well, it's workable.
22:30Yeah, it's workable.
22:31I always say, you know.
22:33Well, to each, everybody's different right now.
22:35So I want to be clear, though.
22:36Do not do this.
22:38Do not put 70% across your whole windscreen and then put the 35% on top of the 70%.
22:44It's going to make it darker.
22:45You're going to be out of compliance, guaranteed.
22:48So it's important that you go to a tin shop that understands that.
22:54So after you move from the front windscreen, you then have 35% that's in the driver's side window and the front passenger side.
23:02And anything behind them is 20%.
23:04Okay, so 35, 20.
23:06Mm-hmm.
23:07Remember that, 35, 20.
23:08Yeah, so it's 70, 35.
23:10Right, so 70, 35.
23:1235, 20.
23:13That's it.
23:14And that also includes.
23:16All the way to the back windscreen.
23:17Okay.
23:18All the way to the back windscreen, right?
23:19So persons have to understand that when you, in most cases, when they manufacture a lot of the vehicle glass, it comes with a basic level of tint.
23:30Sometimes it might be 90% or 80%.
23:33So you cannot just go to the tint shop and say, hey, I want 35%.
23:38Because if they drop 35 on the pre-existing film, you're going to be out of compliance.
23:43Again, you might end up with 30%, you might have 29.
23:46And again, you're not being compliant with the law.
23:49So it's really important that you go to a tint shop that has a tint level reader.
23:55Okay, so make sure they have that.
23:57Yes.
23:58This is the exact.
23:59This is the one.
24:00So the law now provides with us these measuring devices, right?
24:06Let me just make sure I have it here.
24:07Right, there we go.
24:08And these are the authorized measuring devices approved by the Minister of Works and Transport for us to determine your visible light transmission and what that percentage is.
24:19So we place these on the whatever window or windscreen we're checking.
24:25And I want to be clear.
24:26You'll see this soft side.
24:27So it's not going to scratch your glass or anything like that.
24:31It's a felt area.
24:32Okay.
24:33And then it's magnetized.
24:34So this is the glass.
24:36Yeah.
24:37So we just go across.
24:38I don't know if you could come across here.
24:39Okay.
24:40Nice.
24:41Oh, okay.
24:42Come with me.
24:43To your right.
24:44To my right.
24:45There we go, right?
24:46And once we fire this button, it's going to fire that laser, that light beam, LED, straight across.
24:50So you have a send and receive.
24:52Okay.
24:53And then we'll get a measurement here.
24:54Okay.
24:55Yeah?
24:56And that will determine what that VLT level is on that glass itself.
25:01So, again, what's good?
25:03You can't quarrel with us.
25:06We are not telling you it's too dark.
25:08The instrument is telling you it's too dark.
25:10Okay?
25:11And it's not in line with what the law is.
25:13Now, you can tell us that vehicle came like that.
25:15Okay.
25:16All right.
25:17But if you know that that vehicle came out of compliance.
25:21So let's just say it's the window itself.
25:23It's treated, chemically treated to be a dark glass.
25:26Then you must go to the transfer commissioner and get your exemption.
25:30So they should check just in case, right?
25:32They will check.
25:33Exactly.
25:34So let's speak of the persons who have the tent shops.
25:36Yeah.
25:37And they are now putting on the tents and they say, listen, I don't care about emeralds and all.
25:42Drop me some 5%.
25:45Right.
25:46All over my vehicle.
25:47Okay.
25:48And he does it or she does it.
25:49Right.
25:50Okay.
25:51So that's a big compound.
25:52Could anything happen to that business?
25:53Oh, no.
25:54That is only driver.
25:55That's not the business owners.
25:56Now get in the arm.
25:57That's like seeing the rum shop owner.
25:59We should lock up when you sell rum to the drunk driver.
26:01Right.
26:02So absolutely not.
26:03This is what we call strict liability.
26:05This will be the driver's responsibility.
26:07Okay.
26:08The driver's responsibility to ensure that that vehicle is in compliant with the law.
26:12Right.
26:13Now, if you have a reason and I want to.
26:16So let's just say we already have 70%, 35, 35, 20.
26:21Right.
26:22Good.
26:23But if you have a reason where you think, like I said, you have grounds that might justify
26:28you need that tent on the Ministry of Works and Transport website, there are the exemption
26:35application forms where you now have to write to the transport commissioner and tell him
26:41why these 10 levels should not be applied to you.
26:46Now, you might have different reasons for that.
26:48So, for example, it may be for security reasons that you are a prison officer, you're under
26:57threat, whatever it is, whatever your reason.
27:00And you send that form to him.
27:02He has his own team that does the inquiries and then will grant it maybe or not.
27:07Good.
27:08You may have medical reasons.
27:10There's some people with skin issues, there's some people with eye issues that tend to be
27:14the main things that are affected by light and heat.
27:17Yeah.
27:18So what the what the law now provides is that for medical exemptions, there's a process
27:24and that process also includes applying to the transport commissioner.
27:28But unlike a seat belt exemption, which could be granted by a medical practitioner, GP,
27:35these exemptions could only be granted to us through these two specialists, ophthalmologists
27:40and dermatologists.
27:42The skin eyes.
27:43Eyes, right.
27:44So and so it's not they cannot grant it.
27:47I want to be clear.
27:48But they will now having done assessment on you will now apply the evidence, send it to
27:54the transport commissioner saying I have assessed you and this person does have these issues,
27:59you know, medical issues that justifies them not being able to be exposed to certain levels
28:04of light or heat.
28:05Yeah, we need to take a break.

30:17Exemptions under the new TINT regulations falls into two categories.
30:22Medical Exemption and General Exemption.
30:25Medical Exemption.
30:27This category applies to persons suffering from medical conditions which makes the persons open to harm or injury from exposure to sunlight.
30:36General Exemption is much broader in scope and it applies to both persons who have specialized use of a vehicle and vehicles which are required to ensure the safety and security of its occupants.
30:52Persons who desire an exemption certificate must complete and submit the TINT exemption application form along with the necessary supporting documents.
31:04Application forms can be downloaded from the Ministry of Works and Transport website www.mouth.gov.tt under the sections Online Services and Licensing Downloadable Forms.
31:19The completed application form along with the supporting documents are to be placed in a sealed envelope, addressed and delivered to...
31:31An exemption certificate is valid for the period of two years from the date of issue or renewal.
31:38In the case of a public body or authority, the exemption certificate is valid for any period determined by the licensing authority.
31:48An exemption certificate can be conferred under three conditions.
31:52One, by the sale or transfer of the vehicle specified in the certificate.
31:59Two, the vehicle being destroyed or deemed permanently unserviceable.
32:05And three, the death of the person specified in the certificate.
32:10It is more important to note that the exemption certificate is non-transferable.

32:28Now we are going to head to Tobago and it seems like as the officers left Tobago and made their way back to Trinidad, we saw a lot of crazy activities happening.
32:40Now a few hours ago, less than three hours ago, there was a shooting taking place in Tobago, Agal to be exact, where a woman was shot and she succumbed to her injuries.
32:51And I know that this is like fresh information that came in.
32:56Yeah, so the initial information we have that in the Roxborough District around 3.45 p.m. on today's date,
33:03Victoria Guerra, a 32-year-old, well, she resides in Trinidad in Charlottesville.
33:10She was walking to a nearby shop when three armed men from a silver hatchback TIDA registration, unknown at this point,
33:19but opened fire with an unknown weapon type onto a group of persons that were lying in there.
33:26And unfortunately, she succumbed to fatal injuries as a result of the gunshot wounds.
33:32This is very disappointing because like I said, when we're across there, you know, persons sometimes get upset with us because we do cause an inconvenience.
33:42We know that, you know, we have to check vehicles and stuff like that.
33:46And it's part of our job.
33:48People say, well, you know, you're not, is the bandits rolling on?
33:51It's true, but they have to use the road.
33:53And when we're out there doing our job, they know what time it is.
33:57So it's disappointing.
34:00And it's obvious, it's glaringly obvious, they waited for the size of the team to leave the island to jump out.
34:06That being the case, though, what was also disappointing, that all that effort, you know, to put those things on the road,
34:16to walk out over here for the license and walk out over here for the police.
34:19Hey, I want you all to walk out over here on the gunmen.
34:23That's what I want them to do.
34:24That's what I want them to do.
34:25And also, Jackie, that's what we want them to do.
34:27Walk out over here on all them gunmen who are spoiling Tobago.
34:30Not on us.
34:31Not on us who are trying to keep everybody safe, putting ourselves at risk of being out there.
34:37We have families, too, that we want to go back to, you know.
34:41And it doesn't matter if people say, well, yeah, but she's lying with gunmen or she might be lying.
34:45That is, it's violence.

34:49And that's what really disturbs us.
34:52Also disappointing is the lack of information.
34:55It's a small island.

35:02Because when bullets ricochet, it's indiscriminate, you know, where it's going to end up.

35:13So nobody seems to think about that until it happens.
35:16But yet, like I said, when we're out there, oh, you know what I mean?

35:24I mean, I can't pretend.
35:26No, and I hear you on that.

35:30But as we migrate to more technology-led policing, which is going to help us a lot,
35:36and we are in the process with the support of the Ministry of National Security of implementing a lot of that,
35:43the physical application of policing, which requires us to be present,
35:49is something that we still have to do and we're still going to do.
35:52Yeah.
35:53We're still in Tobago, now marked for death.
35:55Two murders in two days in Tobago have pushed the murder toll to 18.
36:00Dead is Ezra Sylvester, 41.
36:04He was shot in Scarborough on Saturday night and died at the Scarborough General Hospital.
36:09Anthony Lopez, 27, of Goodwood, and Andrew Archer, 29, of Pumph Mill, Scarborough,
36:17was also shot in this incident and rushed to the Scarborough General Hospital.
36:21Only a week ago, Sylvester was shot in Scarborough and survived.
36:25According to police, Sylvester was wound by officers.
36:28His enemies wanted him dead.
36:31Yeah.
36:32Also, disappointingly, Ezra, and again, the information, you know what I mean?
36:36Where the enemies are.
36:37You must know who they are.
36:39You must know where these weapons are being hidden.
36:41Nobody wants to give us the information.
36:43There's so much anonymous tip resources available now that nobody will ever know that it's you.
36:49But my question is, if like in the report as they stated,
36:52if they had information that his enemies wanted him dead,
36:56where could the TGPS intervene there?
36:59Because there was some knowledge that he was a target.
37:01Again, that would be ground intelligence, right?
37:04Yeah.
37:06But again, you wouldn't know when and where.
37:08Well, I understand that.
37:09My thinking is—
37:11Our job is to let you know, hey, you better be watching because what we're hearing,
37:15the chatter we're hearing on the ground is that they asked for you.

37:19Okay, we're just letting you know.
37:20Who the enemies are, which is what probably some of the concern of the public,
37:25he would know who they are, wouldn't he?
37:26Yeah.
37:27But I'm sure if he knew and he told the officers, if that's the case, because we don't know,
37:31it's all rest in peace.
37:33But if the officers knew, you don't think that you should have some sort of surveillance
37:37on these so-called enemies of the gentleman?
37:40Yeah.
37:41Because they will slip up.
37:42I mean, they wouldn't be in a mob vehicle.
37:44Exactly.
37:45You know, paying attention.
37:47So I want to be clear on one thing, though.
37:49So you remember when we have criminal intelligence coming in,
37:52it has to be, for want of a better word, sanitized, ciphered, verified
37:57before that level of resources could deploy to a 24-hour bodyguard protection for unknown...
38:04You know what I mean?
38:05Well, it's not even a protection.
38:07It's not even a protection of the said target.
38:10Yeah.
38:11But keeping an eye on the enemy because they are involved in criminal activities.
38:15But you see, I just want to be clear, Ms. Husbands, right?
38:18When we get information, it could sometimes be general.
38:22You talk about multiple people that we operate in that have a vice against somebody.
38:27So we can't survey every single group across there who allegedly, and we're not too sure which one is.
38:33So sometimes we have to wait on more concrete, you know, and in the interim.
38:37But you would know.
38:39So you have to control your movements.

40:46A person who breaks the law under the new Windscreen and Window Tint Regulations 2020
41:02commits a traffic violation and will be issued a fixed penalty notice, also known as a traffic ticket.
41:08The merit points will also be recorded on their driving record.
41:13Furthermore, if a person chooses to contest the fixed penalty notice in a court of law and is unsuccessful,
41:19the court can fine the person the maximum penalty allowed.
41:22Under the new tint regulations, the proposed fines and demerit points are as follows.
41:27Failure to comply with the permissible visible light transmittance of material on windscreens and windows
41:33has a fixed penalty of $2,000 plus 3 demerit points.
41:38This traffic violation carries a maximum fine up to $5,000.
41:42Failure to maintain a windscreen or window free from scratches or other defects
41:48has a fixed penalty of $450 with no demerit points.
41:52The maximum fine for this traffic violation is up to $1,000.
41:57Installing unauthorized curtains, screens, or other devices in a motor vehicle
42:03has a fixed penalty of $1,000 plus 2 demerit points.
42:07This carries a maximum fine up to $1,500.
42:11Failure to have an exemption certificate in the motor vehicle
42:15and the failure to produce the exemption certificate upon request by a constable in uniform
42:21has a fixed penalty of $1,500 plus 2 demerit points.
42:27The maximum fine for this traffic violation is up to $2,000.
42:33Vehicle owners and drivers are advised that according to the new tint regulations,
42:37failure to comply with the approved visible light transmittance or VLT
42:42will result in a fixed penalty notice of $2,000 for one or more window or windscreen.
42:49For example, if more than one of your vehicle's windows or windscreens is in violation of the VLT,
42:57you can only receive one fixed penalty notice of $2,000 for that offense.
43:03The new windscreen and window tint regulations 2020
43:08also stipulates that it is the driver of the motor vehicle
43:12and not the owner who receives the fixed penalty notice and demerit points.

43:44have they been certified by the Ministry?
43:50Because if the equipment used by you and the tint shot is different,
43:55you're going to get a different reading.
43:57Now, when the officers, for example, the road traffic and the police officers,
44:02are they going to take a point source reading or several readings
44:07around the particular window windscreen?
44:11Because at one point, you could get a different reading as opposed to another point.
44:17There would be some sort of variation depending on the professional tint man
44:23if he has done a fantastic, trouble-free tint.
44:28So that is one question.
44:30And the other question I want to advise you on,
44:34and this is basically you wearing your road safety hat,
44:40there's a major problem that could happen anytime soon.
44:45Just at the shipowner's overpass, immediately before that,
44:51after the exit to the shipowner's, there is a depression becoming a gully.
44:57It is very difficult to see when rain is falling and during the night.
45:05So I'm asking you to send a crew, if possible, to see how dangerous it is.
45:10If somebody's left eye goes down into that gully,
45:14he could lose control of the vehicle and he could topple over that flyover.
45:20So that is something I don't know if the Minister of Work
45:23and the contractors working in the area have seen how the big truck is damaging the road,
45:28the shoulder of the road and the left lane upon having a night season.
45:32And we are listening to your response with respect to certification of those tint shops.
45:38Right, okay.

45:41With regards to the second one first.
45:43First, yeah.
45:44With the Chagonas.
45:45Yeah, with the Chagonas, with that area where that depression is.
45:48So I will liaise with the Chief Traffic Engineer, Mr. Danny Piggott,
45:53for him to probably send one of his team members to take a look at it,
45:57to look at that pool of water.
45:59We appreciate that what we call road hazard feedback.
46:03It's important because, you know, there's only so much drivers could do.
46:08Sometimes the roadway has a lot to do with the situations drivers get themselves in.
46:12So I appreciate that feedback.
46:14With regards to the tint shops, I want to clarify a couple of things.
46:17One, when we take tint measurements, these devices run through calibration checks.
46:25Anything that has to take a measurement, it must go through a calibration check.
46:29This is the authorized device by the Ministry of Works and Transport.
46:34The tint shops, when you're applying a tint,
46:37they are free to purchase similar types of devices, the same make and model.
46:43And we do work with any training.
46:47There's a margin to ever work with any measuring device, right?
46:50So we work within that even when we go out there and measure
46:53because we recognize that can happen.
46:55That being the case, though, I want to be clear.
46:58The tint shop will not be getting any tickets.
47:01And if anybody's trying to say, well, the tint shop man say he checked it and it was good.
47:07And that's all right.
47:08Feel free to bring him or her as a witness in the case if you're going to contest the ticket, right?
47:13All we know is that we have the authorized device.
47:15We, the trained persons, are authorized to conduct the checks.
47:19Remember, you have a range.
47:21And I want the transport commissioner, he will speak more about that.
47:24But we will be applying leeway on what we call ranges of margins where the lower 35, we're going to,
47:35we know that these issues can come up.
47:38And I want to be clear on a couple of things.
47:40One, as the video mentioned, there will not be any ticket per window.
47:46All right?
47:47I want to be crystal clear on that.
47:48The ticket, we'll have a measurement certificate, and we must state which,
47:52what is the measurement per window that we checked.
47:55Two, it cannot be any, the only persons, and I want to be clear with this, who can operate are trained persons.
48:02So not every officer is going out there that they can just check tint and stuff like that.
48:06You have to be trained and certified by the transport commissioner to operate these things.
48:10So only a technician can come up here and assess that situation.
48:15So it's a great question.
48:17And I want to emphasize this.
48:19If you do get exemptions, you must work without exemption in the vehicle.
48:26That exemption certificate stays in the vehicle.
48:29So even if you got it, Ms. Husbands, right, and your mom drove your vehicle, that's okay.
48:34Once that, it stays in the vehicle.
48:37So it is attached to you, and you as the owner.
48:39That's right.
48:40It stays in that vehicle.
48:41You're good to go.

49:43they issue calling notices, which is one of the most powerful tools the licensing office has.
49:48You have to bring that vehicle in.
49:50Failure to do so could result in that vehicle being deregistered.

49:56So it is an area I know that they're trying to focus on as well.

52:27The Trinidad and Tobago Police Service, the TTPS,
52:30is currently searching for an inmate of the maximum security prison, Aruka,
52:34who escaped custody while seeking medical attention
52:38at the Eric Williams Medical Science Complex this morning.
52:42Hakeem Ishmael Mohammed, 27, aka Nelly,
52:47and also known as Satan,
52:49whose last known address was at Wharf Trace, Morocco, St. Joseph,
52:54and Martin Street, San Juan,
52:57was last seen in the institution around 3 a.m. Sunday, 4 August 2024.
53:02He had been charged with murder and robbery offenses.
53:05Mohammed is 6 feet tall, dark brown in complexion,
53:09with a medium-built, black hair, brown eyes, and oval-shaped face.
53:15Anyone with information that could lead to the recapture of Hakeem Ishmael Mohammed
53:20is asked to contact the Aruka Police Station at 640-6138

53:37where prisons of certain status in society,
53:41from entertainers to government officials to senators to business owners,
53:48where do they stand?

53:56they could then go to licensing office to the commissioner
54:00and seek getting that certificate.

54:16However, whatever your reasons,
54:18remember they mentioned,

54:24So general exemption is where you're trying to justify your reason.
54:27Whether or not, like I said,
54:29if it's Marshall Montano and because of his own safety,
54:32fans may be overzealous around him.
54:35Whether it's, like I said,
54:37a person who just gave witness in a matter,
54:40it could be.
54:41And whatever your reason and you can justify it,
54:44it's his discretion to grant that authorization.
54:47What is important is your ability to justify it.
