02:52We have ASP Russell, one of our favorite officers, to be the co-host on the show.

03:00Good evening Trinidad and Tobago, the US, Canada, Grenada, all the international viewers on behalf of the commissioner of police,
03:10deputy commissioners, assistant commissioners, and first and second division officers of the Trinidad and Tobago police service.
03:18And I want to just start by saying congratulations to the officers that are presently taking part in the passing
03:26or parade at the police academy.
03:29And this is the 2025 batch?
03:31Yes.

03:34It will be 2026 batch two.

03:37So 2025?

03:39They will have started, yes, because they will have started this year.

03:52I know there are poor parents out there, relatives, girlfriends, loved ones who are looking, husbands, boyfriends, et cetera, who

04:05We know customer service is something that we want to improve on.
04:08I hope that whenever they do, we watch the program, they could see, hey, this is what we have to
04:13do and this is what is expected of us.
04:15And, of course, it's all in a bit to really boost that visibility throughout the country to man the post,
04:23to man the station, so that we, the members of the Trinidad and Tobago Police Service, could better serve you.

04:28So, as we said, we have a lot to discuss.
04:30And as we speak in the upper house, what is being discussed is the conversation among all of us throughout
04:37Trinidad and Tobago, the SOB.
04:40And it is not the SOB that you said.
04:42Just saying.
04:45Special Operations Bill.
04:48You need to talk to me because, I mean, we have been having many conversations about this.
04:54We're in different circles and the question that's being asked by many is that, is this a police state now,
05:03if this bill is passed today after the upper house?
05:08Well, Ms. Husbands, I would never say it's a police state.
05:11However, I would want to reserve all comments.
05:14It makes no sense speculating when the bill hasn't gone through all of its processes so that we could say
05:23it is yea or nay.
05:24Yes, we have an expectation that certain things may happen, but I would want to reserve my comments until we
05:30are certain.
05:31Well, I mean, I did my research.
05:33What did your research tell you, Ms. Husband?
05:35Well, I am just from, just the information that was disseminated from the government, and we have to take it
05:43in until, as you said, things are ironed out,
05:45when we know what the legislation is, according to the definition of a police state.
05:49A police state is a government that exercises rigid and repressive control over the social, economic, and political life of
06:03its population,
06:04usually through the direct and heavy-handed use of the police force and military.
06:11So the military and the police force, they are working together, and as they said, they will have closed areas
06:16from the information that was received from the government.
06:20So that doesn't resemble that, or is it that we just have to wait to see how they will treat
06:23things?
06:24Ms. Husbands, I prefer that we wait to see.
06:29However, somebody asked me about it yesterday, Jim, and I said to them,
06:34and I wanted to turn their mind to look at it from a different perspective.
06:39It may appear high-handed, it may appear however you want to put it, right?
06:44But when you have been a victim or you are on the other side of a barrel, a gun barrel,
06:52in your home as a result of you being a victim of a home invasion,
06:55you welcome initiatives like this.
06:57When you have been going down the road and somebody hold you at gunpoint and take away your motor vehicle,
07:03you welcome initiatives like this.
07:05So I understand that there is a divide.
07:07My thing about it is, once my officers, and I say my officers, speaking on behalf of the commissioner,
07:13do not abuse their powers, and everything is done intelligence-based and strategically conducted,
07:23that in a way that it would cause minimal disruption to the lives of the innocent,
07:30I welcome any initiative that would see a drop in crime.
07:36Let me tell you something.
07:37A drop in crime in Sri Lanka and Tobago would see more investment from foreigners, more foreign investment.
07:43More foreign investment equals more jobs.
07:46The person who may not have done too well might still have been able to get a security job
07:55or enlist in a restaurant where they could learn some new skills because we have more places opening up
08:01as a result of a reduced crime.
08:03There are businesses that are struggling because of the crime.
08:07I don't know how come a person is still buying jewelry because, you know, that is something that person's target
08:13as well.
08:14So we have to understand that we are in a situation now that is dire.
08:19We have to understand that it is tough times called for tough measures.
08:25But I want to ensure, and what I would want to say to my officers is that we execute our
08:30duties and responsibility
08:33still taking into consideration respect for persons, for persons, their property, their relatives.
08:43But treat persons with dignity and respect.
08:47Yes, yes, yes, I understand all of that.
08:49But then what was the purpose of the PDU?
08:51If it is you all had intelligence of, you know, apprehending and detaining individuals
08:56and the reason for it was because clearly they were high risk towards citizens in different communities
09:04and persons, yes, some were charged and others ruined.
09:07So what is, because you had the SOE gave range.
09:10Right, so when you look at it, right, you have the SOE, you have the anti-gang legislation, right?
09:21Right, but a lot of us look at TVs, and when you think, I think it's Al Capone.
09:26Despite how much things that he was involved in as a gangster, they could have only held him on tax
09:33evasion.
09:34Gang investigations are lengthy.
09:37It takes a lot, a lot, a lot of resources.
09:41I have worked, especially working, when I used to work in the organized crime, narcotic, and fire,
09:46I'm pro under some of my seniors, so I would not call right now.
09:50But I know what it's like to sit in a vehicle for days, looking at a house, following somebody's movements,
09:57etc.
09:58I wouldn't give away too much.
09:59And these things take time, it takes resources.
10:03The PDU is just that a preventative detention order.
10:07So it's like, we know you are involved in this, so, you know, the information came, you were placed on
10:13a PDU,
10:13so we stop you from committing further offenses, whilst we gather the necessary information.
10:20Of course, of course, we didn't get all the information on persons and some were released,
10:26and who choose to go to a lawyer, who choose to sue the state, that is also within their rights.
10:33And if it's one thing I do, I respect the rights of everybody, because you have a right to do
10:38that as well.
10:41So, we have to look at it from, we have to be careful with the lenses through which we look
10:45at it.
10:47It needs to be clear.
10:49It needs to be very murky.
10:52Right, no, it is murky.
10:54This is the SOB we're speaking of now, right?
10:55And I'm saying, Ms. Husbands, if Ms. Hussband said it needs to be clear,
11:00everybody on the public, they are making assumptions based on what is told to them by the media,
11:05because it has not been passed, it has not been assented to by the president.
11:10So, we are not able to read them black and white.
11:13We see snippets provided to us by the various media outlets.
11:18But until it has been passed or otherwise, legislated has sent it to and becomes part of the legislation,
11:26we don't know for certain what's contained therein.
11:30And until, I think, the comment should be reserved until we see exactly what is contained therein,
11:36to see, hey, no, this is wrong.
11:37So, it's speculating at this point.
11:39So, a lot of it is speculating, because you weren't in parliament, were you?
11:42No.
11:42I wasn't in parliament either.
11:44So, all my information of it, and I wasn't part of the planning show in Antibagos,
11:48so all my information of it was what I heard and what I read and what I heard,
11:54whether to the print media or the TV show.
11:58So, what you're saying is that nothing has been passed down to any of your executives
12:03dealing with this bill thus far?
12:05Nothing, not yet, nothing.
12:05And that's very clear.
12:06We must allow the bill to go through its stages, and when it's assented to,
12:10then we could see it gives this power, but not this one, that power, but not this one.
12:15You can't imply this curfew, but these are the boundaries and the ramifications,
12:20the whereabouts of how you do this.
12:24So, it's assumption, speculation that is being put forth by the public,
12:28because we heard it is being mentioned.
12:30Yes, it's being dealt with as we speak.

12:33But there is no clear definition of what this bill is until it has passed.

12:39So, you all can't speak on anything because it is available for us to really read and digest.

12:48So, let's head straight into the CTPS Public Satisfaction Survey 2026.
12:54Trinidad and Tobago.
12:55I mean, and I smiled when I saw it.

13:00So, we have our public satisfaction survey taking place.
13:05It runs for a period of six weeks.
13:07It went live today, Tuesday, the 22nd of September.
13:12Of course, we have a nice media briefing for you all to watch tomorrow,
13:16which will be chaired by the Deputy Commissioner.
13:19We will also mention it there.
13:22It is open to all residents of Trinidad and Tobago, age 16 and above.
13:27So, we want to hear from the young persons as well.
13:30It runs for six weeks from the 22nd of September, 2026 to the 2nd of November, 2026.
13:39It is available online via the CTPS website as well as the Facebook page.
13:46And it is also available by scanning the QR codes on the survey when you see them at the stations
13:53and otherwise.
13:54So, that is how you get to do the survey.
13:55We want to get as much persons filling it out as possible so that we can make the necessary adjustment
14:04and put certain things in place when we roll out our next strategic and operational plan.
14:11All right.
14:11A job well done there.
14:12Now, let's talk about the update with Flip the Script since the launch.
14:17Oh, well, Flip the Script has been going well.
14:20Is how many students?
14:21It was 15?
14:22In the first instance, yes.
14:24So, we went to the Union-Claxton Bay Secondary School, as the first school that was visited.
14:34And, you know, there were students who signed up to join the band.
14:39And I want to say something as well.
14:42When we're dealing with at-risk youth, as we so call them, we name them, it's not just about telling
14:52them what to do and what not to do, but we must be there for them.
14:55It's continuous.
14:56I mean, yes, we have the school, we have the policing program with the officers and school, but we are
15:01taking it a step further.
15:03So, it's not one-off.
15:04It's continuous, and we are going.
15:07And we are asking for the schools, and this is not about who is prestige school and who is.
15:12We are asking if you know you have problems, whether you have problems or not.
15:16It still wouldn't hurt to be part of the initiative because we have issues that we may not know there
15:23will be bullying going on.
15:24There might be things that persons, you know, they're experiencing, but they haven't reported to the miss or the principal
15:31or the dean because they fear, you know, other children might do them something.
15:36So, please open and welcome the initiative.
15:40Yes, we have the police band.
15:41We have engagement in the police youth club as well because we want to create avenues for children to come
15:47together and really be around that positive motivation and influence.
15:51Of course, we talk about the men's bureau with their lectures as well, giving that mentoring skills to the nation's
15:57youth, especially the boys.
15:58Now, ASP, with all that being said, let us take a look at what really took place.
16:02Flip the Script in Clarkson Bay Secondary School, and this took place on Friday, the 18th of September.
16:07Let's take a look.
16:16I believe that the Flip the Script and Gate 1 with students demonstrates that we have a TTPS that is
16:26going to great lengths to engage the youth of Trinidad and Tobago.
16:32And it demonstrates that we have alternatives.
16:42We know that the ministry has these focus of priorities, and I think in schools like ours, this will definitely
16:52be something that is beneficial to these types of students.
17:02So, Gemini, how was the program? Do you think it's something that is needed in our schools?
17:07Yeah, it is.
17:08It's a... yeah.
17:09What did you learn from the program this morning?
17:11That you need to be respectful to others.
17:14Know what you're doing.
17:16And just like when you come around, people don't be disrespectful to them.
17:20In your opinion, what does Flip the Script mean?
17:22Like you're changing around your life, I'm saying.
17:25Right.
17:26What you're living in the past, you're going to change in your future.
17:29I love how you say that because your past doesn't define your future.

17:33We saw the police band on stage.
17:34Did you enjoy that performance?
17:36So, we want to encourage the youth to join the police youth band, and we also want to encourage them
17:42to join the police youth club.
17:44We can see that this program, the Flip the Script program, is definitely something that is good for our nation's
17:51children.
17:59And that was Flip the Script initiative, of course, to the parents, teachers, persons in different communities.
18:05You're going to see more of that alongside the TTPS.
18:08That was one of the subscats in the secondary school, and a job well done with the initiative.
18:12And the students, you know, involved.
18:14Of course, you know, we want the children to understand that they can rewrite their story.
18:19Yes.
18:20The next chapter is yours.
18:21One bad decision does not determine your entire destiny, and this is what we want the children to understand.
18:29There is room for you to change.
18:31There are opportunities already that we want you to grasp and make the best of.
18:35And, you know, we thank all the various stakeholders.
