08:23And, you know, just to put some perspective on it, the recognition was really on the 1st of August 1976.
08:30But the 24th of September was given as the holiday as the first sitting of Parliament with the new Republican
08:36Constitution of Trinidad and Tobago.
08:37So I thought it was important, you know, for persons who may be listening and those who know, just to
08:43refresh the significance, you know, of this particular holiday.
08:48And I hope that we take the opportunity to really look and reflect and see whether, in fact, every single
08:53citizen is really enjoying that Republican Constitution
08:57and whether that Republican Constitution is promoting the best interests of the people of Trinidad and Tobago.
09:02So I just wanted to begin with that and, you know, wish Trinidad and Tobago, you know, many more happy
09:06ones.
09:07And I hope that as we go along, you know, we can look at possible reform as it relates to
09:11constitutional issues, you know,
09:12to ensure that we are ensuring that that Constitution is a living instrument and promote the best interests of the
09:17people.
09:18But, you know, as always, Jackie and our technical team, good evening to you.

09:58And I call on the citizenry to look, listen, and learn so that, you know, you can make meaningful contributions,

10:05And the best interest of Trinidad and Tobago, and also we would have listened to the Honorable Prime Minister at
10:10United Nations,
10:10you know, when she spoke, you know, very strongly with our funds to security issues, you know, across the Caribbean.
10:16So, a lot is happening in the domain, but it's always a pleasure to be here.

10:32And as we speak, we see what is happening, the conversation that is happening, which is the SOB, Special Operations

10:39And I know legally, in this case, we have to wait.
10:42I know you go based on every, the information that's given, a legislation that has to be passed.

10:48Not from assumption and what we assume may happen.
10:53We, you go based on the black and white.
10:55But thus far, where are we legally when it comes to the Special Operations Bill?
11:01Well, you know, Whitney, a lot has been said, and a lot continues to be placed in the public domain.
11:06And I think you offered me an opportunity to respond in a way where I need to be very careful.

11:12And, you know, while it's been debated in the Upper House, in the Senate, you know, with the opposition senators,
11:19the government senators, and also the independent senators,
11:22that's a very sensitive area in terms of where this bill is presently grounded.
11:28I didn't have an opportunity to listen to the engagement, but, you know, it's common knowledge that it's a very
11:34highly charged, a very sensitive piece of proposed legislation.
11:39And, you know, I myself am looking forward to see exactly the outcome of it.
11:44I haven't gotten an opportunity to really drill deeply into the various provisions of the bill.
11:50I've heard it, you know, in terms of public forum.
11:52You know, but all I will say is that, going back to the Republican Constitution, the Constitution gives the Parliament,
12:00and when I speak about the Parliament, I'm talking about both houses here.

12:03And, of course, there's a certain extent giving some consideration to also the Office of the President,
12:09if there's a bill that requires the proclamation of the President, and so forth.
12:14So, Parliament has the power to make laws for the peace, order, and good governance.
12:18And that's the lower and upper house.
12:20That's correct.
12:20And I want to repeat that for Trinidad and Tobago.
12:22If there's one thing I will say in terms of lawmaking and in this particular context,
12:26the Parliament, and hear me, the Parliament of Trinidad and Tobago, meaning upper and lower house,
12:32and, I'll go a little bit to extend to the President, which may have a role to play in the
12:36lawmaking process,
12:40have the authority to make laws for the peace, order, and good governance.

13:02From a legally speaking context, for those who are listening, peace, order, good governance.
13:07So, any bill that is placed in the Parliament, once it satisfies any one of these, or all three, or

13:18use this as the measuring stick for what you have seen before the Parliament.

13:30It can, either based on preserving the peace.

13:41So, take this and put it into that bill, and see whether it's promoting peace, order, and good governance.

13:51You know, I don't want you to be giving such confident introduction to the citizens.

16:13And I am interested to know exactly what makes these persons want to place themselves in a major highway.

16:24They are like the thrill.
16:25That is the point I am making.
16:26So, psychosocially, I am interested to hear their minds.

17:02They all joined in, and that is a part of peer pressure that we are seeing also involved.
17:06And you see that, I am going back with me, I am very sure on psychosocial, because you see things
17:11like peer pressure and so forth.

17:18Mr. Ali, not one of them, but one of them is shipping now.

17:20So, I want to look at it in that context.
17:22And those who know those children, Whitney, I will signal this after.
17:25If you know those children, identify them to the principal of the particular school, and let us take it from
17:32a principal context and get the necessary interventions, looking at the best interests of those children.

17:39Now, speaking of operating, we see the TTPS continues to work extremely hard again, according to their media release here
17:45today.
17:46So, Professional Standards Bureau charges cops with misbehavior in public office.
17:51So, two police officers appeared before Master Whitney Franklin on the 21st of September, 2026, charged with misbehavior in public
17:59office.
18:00PC Satish Mahes and PC Akil Celestin appeared before Master Franklin, charged with misbehavior in public office.
18:08Misbehavior in public office to, with, I should say, with the larceny dwelling house charge.
18:14The officers were previously granted bail with surety by Justice of the Peace, Kawal Babu Lal, in the sums of
18:21$150,000 and $200,000, respectively.
18:25The charges stem from a report of a larceny dwelling house made by a businessman.
18:30According to the complaint, the businessman had secured the proceeds from his business in the ceiling of his home before
18:40leaving the premises.
18:41Later that day, a party of officers attached to the Southern Division arrived at the man's home and conducted a
18:48search for stolen items.
18:50During the search, both officers allegedly conducted a search of the bedroom.
18:56Upon returning home, the victim discovered that the cache was missing from the location where it had been stored.
19:02Following the report, officers attached to the Professional Standards Bureau conducted an investigation.
19:08As a result, PC Mahes and PC Celestin were arrested.
19:13And, again, the officers were being held accountable for their actions where persons believe that these officers or stakeholders in
19:22this case don't work.
19:23But we're seeing it's working.
19:25Well, Whitney, it's very unfortunate.
19:27Yes, it is.
19:28Embarrassing too.
19:28When we are trying to promote trust and confidence in the police service, that police officers will conduct themselves in
19:37the way that, you know, you have just read.
19:40On the backdrop, of course, you are still presumed innocent and proven guilty.
19:44So I want to keep a balanced position.
19:46But it may have found that a criminal charge, and I didn't hear whether, in fact, the director of public
19:51prosecutions as an independent office was engaged in order to initiate proceedings.
19:56And normally that would be the practice to ensure that there is some check and balance, so that police against
20:01police.
20:02But now you're having the DPP involved in the process.

20:07Assistant director of public prosecutions who advised both officers to be charged with misbehavior in public office.

20:13So I can speak with some level of confidence that an independent office, a learned office, didn't, in fact, participate
20:19in the process of advising to look at the evidence and to prefer criminal charges in the area of misbehavior
20:24in public office to with the larceny that you spoke about.
20:26From the dwelling house.
20:29As I said before, it is very unfortunate that we are trying to build trust and confidence and police officers
20:34are behaving in this way.
20:35On that backdrop, every single officer who takes an oath, and these officers would have taken an oath.
20:40One of the things that is significant is to uphold the laws of Trinidad and Tobago.
20:45And just where we are speaking, and legally speaking, to remind all officers who are on oath, not only from
20:52a law enforcement context, when you take an oath to uphold the laws of Trinidad and Tobago, that is not
20:57outward.
20:58That is also inward.
21:00So that situation, I think that it's a clear case where they have neglected part of their oath, and that's
21:05very significant for me.
21:09I hope that the citizenry have recognized that the TTPS will continue to hold officers who are intent on breaching
21:19the criminal law, or even bringing disrepute to the police service, and placing them exactly where they're supposed to be
21:24placed.
21:25And I hope, and I know callers may be calling shortly, I'm not going to prompt them, they may be
21:29asking, should we continue to prolong with these officers, or should there be a policy to invoke another process to
21:38see whether, in fact, they should even continue to exist within the police service and enjoy other benefits, notwithstanding that
21:44they are presumed innocent until proven guilty.
21:47I think that the time has come for us to be a little more sharp in terms of how we
21:50are dealing with some of these matters.

52:14been robbed of the money that has been paid to maintain them.
52:19This father works for multiple jobs and he has his children one time for the week.
52:26And that one day for the week, he always sends up his parents, even providing clothes for the
52:32children and small things as well.

52:36This is unfair that nobody is going to monitor what is happening.
52:41And these children have been robbed of these things.
52:45Could somebody look into this and pay attention to what is happening?
52:49Because the father is so careful and so caring and hard working towards these two children.
52:56And the Lord didn't recognize the way he cared for his children and left the child in the care of
53:03the mother.

53:04And this mother is a delinquent person.
53:07She goes and she spends money on her new relationship.
53:11Multiple relationships all over the place.
53:13Leave the children by neighbor's house instead of leaving us with the father that the court
53:18is assigned the father.
53:20It is unfair that a father have to go through these kind of things in this country.
53:24In this day and age, there is somebody to monitor this.
53:28I am very, very concerned that these things are happening to children in this country.

53:54and the court issues an order in relation to maintenance, that money should be used for the upkeep of that
53:58particular child.
53:59If that is not happening, my simple advice would be for that particular person to go back before that court,
54:07file that application and state his or her case very clearly that they are paying a particular amount of money
54:13for the upkeep of a child
54:14or the well-being of the child.
54:16This has not been applied to the child for the evidence of the child suffering.
54:19And also, you may also want a larger complaint with the Children's Authority of Trinidad and Tobago to help bolster
54:24your application
54:25so that you can force the party that is the beneficiary of the monies to be applied for the child
54:31so that that could be regulated, it could be closely supervised, and perhaps what you may have is now forcing
54:36the party
54:36who has the responsibility for the child to be reporting to the court probably on a monthly, on a weekly
54:41basis
54:41exactly how that money is being applied for the upkeep of that particular child.
54:44But a very significant matter, once a child is concerned with me, that's a very serious matter.
54:49So, in summary, the party who is agreed, go back before that court whether you are going to instruct your
54:54attorneys
54:55or whether you are filing an application through another process, but petition that court again
54:59and bring that matter very clearly to the court and indicate the evidence that you have in relation to that
55:05money
55:05not being applied for the best interest of that child.
55:07I don't know whether maybe a situation of the child should be acquiring books and you're not getting the books
55:13and you know, you want to be able to in fact say in like the teachers, the principals and so
55:17forth.
