03:43Division Officers of the Trinidad and Tobago Police Service.

03:52Well, I'm always ready, you know, Ms. Husbands.
03:54I'm here to do what I have to do for the people and for the organization.
03:57Well, speaking of the people, ready, set, go.

04:02It's official.

04:05From a deadlock of 1515 to seeing the Senate President stepping in and, of course, making
04:14the deciding factor, which is giving us that legislation where we are now.
04:19Well, you know, what struck me the most is that it barely passed, eh?
04:26It's crazy.
04:26So I would love to see the contents of it because clearly there was a level of division with respect
04:33it, but as the Trinidad and Tobago Police Service, we will be so guided by the new legislation
04:38and see how we could use it to our benefit to reduce crime, dismantle criminal gangs, suppress
04:46gang violence, arrest persons, place them before the court, and make Trinidad and Tobago
04:51a safer place.
04:52I assure you that we are not there to advantage anybody, disrespect anybody.
04:57We will continue to treat persons with dignity.
05:00And I am saying here, as a member of the Trinidad and Tobago Police Service and also as the
05:04vice president of the association, the Trinidad and Tobago Police Service Social and Welfare
05:08Association, if during these encounters you feel wrong, disrespected, humiliated, et cetera,
05:15of course, all apparatus are available, such as the Police Complaints Division, the Police
05:23Complaints Authority, so that you can make a complaint should you desire.
05:28Well, I understand this is something that many persons will be discussing, and I am happy
05:33that you're taking that stance and making it clear with you that.
05:36On behalf of the CTPS, moving forward with what the legislation guidelines will be that you
05:41will have to follow, that citizens should not feel like they're being targeted, even though
05:46they're going to be in cases of a closed area or areas that they considered in the districts
05:52that they mentioned.
05:53As you said, we have to wait and see fully what is going to take place.
05:57But the CTPS is standing strong.
06:00The Commissioner of Police also stated that no community will not have police presence, meaning
06:08that any time you all call on the CTPS, you all are going to be present.
06:12Yes, we are there.
06:12We have to manage our resources, and, you know, we are continuing our recruitment drive.
06:18Yes.
06:19Because we have been given the green light with respect to our new sanction strength, which
06:25is an additional 2,000-plus officers.
06:29So, of course, visibility would increase.
06:31With increased visibility comes more deterrence, quicker response.
06:36You know, so as we get the resources going, even the new, the adjustment to the procurement
06:42legislation as well would now enable us to get some equipment and resources necessary for
06:51crime fighting on a probably faster basis.
06:53So, you know, we look forward to really getting all that we need or as much as we could get
06:59to really do the job and to build that trust and build that confidence.
07:02We know the body cams remains a topic.
07:06And we, like I said, the process is ongoing, and we will definitely get it sooner rather
07:14than later.
07:15But I know the process is ongoing, and I know that things are in train, but we must follow
07:19the processes.
07:19I am not certain if this new adjustment of the legislation would allow us to progress things
07:25at a faster speed with respect to the acquisition of the body cams.
07:28However, I'm hoping for the best.
07:31Yes.
07:31And even the commissioner, because he manages the authority, but we are not a profitable
07:36organization.
07:37So when things happen, we do our budget, we send it to the government for the funds to
07:42be released.
07:43So how are you all working with regards to the body cams you all have now that they
07:47mentioned last?
07:48Only two hours?
07:49I mean, the max after two hours.
07:50Well, I am saying we use them on a lot of the times operations, where we are certain
07:55that we are going to use to really be going to search a house, or we're on a traffic operation
08:00and stuff like that.
08:01Because unless you're going to search several houses, a house search might just last about
08:05an hour or hour and a half.
08:06So you may have that coverage for that particular house.
08:08If there are several persons on the exercise that are indeed trained with it, we could have
08:13this person, could have Constable A take point, so we have his own, you know, doing most of
08:19the filming at that point in time.
08:20When that one died, Constable B could now take point.
08:23If there are so many that are functioning within the station, because of course, he signed for
08:30them and stuff like that, so you only take the ones that work the best.
08:32Quick question, though.
08:32You all don't have anything in the interim with regards to, because if the cameras don't last
08:37the full two hours that you expect, and the least time is an hour, would you have a backup
08:42as in, you know, a police officer that may have a video cam that could be recording in
08:47the operations, not saying they would be moving in with a gun and...
08:50Well, we cannot really use a video cam.
08:53When you look at evidence, we have to use, like for instance, every equipment that, every
08:59piece of equipment that an officer carries on his or her person, you must be certified to
09:06use it.
09:06So, notwithstanding, let's say we have a camera, a video camera.
09:12That may be somebody's personal camera, and I understand he is looking at the whole just
09:17transparency of it and the contribution to the trust and confidence, but based on our
09:22standing orders and our policies, the device to capture the video footage outside of audio-visual
09:29really doing something for the service is your body cam.
09:33Okay.
09:34All right.
09:34So, we wait.
09:35As you said, the common process is happening.
09:38Yeah.
09:38And I'm hoping that we could get things moving forward.
09:40Now, there was an incident that took place in the Sangre Grandi area, and it was really
09:44sad, and it was on Republic Day where we saw some serious winds.
09:49And we know a lot of rainfall took place as well in Sangre Grandi.
09:52And, listen, it was really disturbing to see, and I understand that a lot of persons in
09:59that said area, in Sangre Grandi, especially Ojo Road, they were affected.
10:05Their homes were damaged.
10:06And I also saw where the Minister of Rural Development came out, and she said that they were moving
10:13forward with regards to taking action to assist the families.
10:17So, again, I hope that persons here, it was really devastating to witness the homes being
10:23destroyed like this.
10:24And I'm hoping persons will be able to come together.

10:28Well, of course, my heart goes out to the victims, the persons who suffered loss as a
10:34result of this weather pattern.
10:36I mean, that's something we have no control over.
10:39You know, I really hope that the councillors, the MPs, et cetera, the, what do they call

16:02A man and his entire team that continues to put country first all the time.
16:08And bringing closure, we always say to many families throughout Trinidad and Tobago.
16:12Now, he said, I feel honored to receive this award on behalf of our 42 members, 40 in Trinidad and
16:20two in Tobago,
16:21who agreed almost six years ago to volunteer their services to his families whose loved ones were missing.
16:29These were the sentiments of Hunter Search and Rescue Team leader Captain Rambrot upon learning on Wednesday that he would
16:36receive the Hummingbird Medal gold.
16:39And speaking with the experts on Wednesday, he said it was unbelievable that such a voluntary service would have become
16:48so long-lasting.
16:49As he also noted that effectiveness of the organization, it was never to start up and stop.
16:57It was like we started from day one and never stopped.
17:01And I think to have such an organization of ordinary folks in Trinidad and Tobago, who I call salt of
17:08the earth people,
17:09persons who may fall into that or fall into what may be the low bracket in society,
17:18could contribute and assist families in difficult times.
17:22And it is for that reason I will feel honored to accept the award on their behalf.
17:29Congratulations.

17:31I mean, you know, it's nice.
17:33And I love when we recognize persons so they can enjoy that benefit of recognition while they are still with
17:39us.
17:40Too many times we wait until persons have passed on to Neymar Street after them or a stadium or a
17:46sporting facility or something.
17:48So I'm happy that he's here, he's well, he's able-bodied, and he can continue to do that good work.
17:53But he has really, really assisted the chance of bigger police service.
17:57And we want to thank you, Captain Rambarat, you and your entire team for your support in the past.
18:03And we look forward to your continued support.

18:06And this is why we tell persons many times, ASP, when it comes to leaving anything in your vehicle,
18:12you just don't know what people may think will be there.
18:15And sometimes it's something that is not even valuable.
18:18This was an incident that took place with a gentleman who left, guess what, Lynx Rolls in his vehicle.
18:26And this was what happened because the individual seemed to be following the gentleman after some business transactions at a
18:35financial institution.
18:36But there were Lynx Rolls, the bankrolls that you get when you go and you swipe your car and a
18:42business establishment.
18:43And you get a receipt.
18:44Those were the rules.
18:45He needed extra rules.
18:46And they thought it was money.
18:47And this is why we always say ASP, the importance of.
18:51Just not leaving anything on your seat that may attract, you know, unwanted elements.
18:57Sometimes I don't even want to leave an empty envelope.
19:01What about the food you left over any car in a black bag that might think is a bag of
19:05money?
19:06I think it's a bag of money.
19:07It's bone that you throw up in the bag and they break a glass of pieces of bone.
19:13And saying so, I saw something in public day as well, right, with the lights by Ceele, as they head
19:19in east.
19:19I saw three cars stopped at the light.
19:23And then, like, they tore it out.
19:24I tried to block the car in the middle.
19:26Of course, I made a call to see if they could have been intercepted.
19:29I was driving past and I saw it in action so I didn't get time to take the numbers.
19:33But the person, the person was smart in that when the individual of the car in the middle saw that
19:42the two cars on the outer end was trying to block them,
19:46that person marched on that gas pedal, hit the boat cars and gone.
19:50Wow.
19:51Gone until they're just in passing.
19:54It's just in passing.
19:55Now, the light, we stop and then the light is now about to turn and you just see the lights
19:58pulling from the car.
19:59What time was this?
20:00So, brought the light, I was on the way to the little boat ride.
20:02Oh.
20:02So, it could have been somewhere like half past four.
20:05So, I don't know what was the outcome of it.
20:07I hope that the person did eventually make a report about the situation so we could really get to the
20:12bottom of it
20:13and arrest persons and prefer the necessary charges.
20:17Hopefully, they would have, like, CCTV cameras around that could get some footage and details.
20:22This really goes to show how quick sometimes things happen.
20:25Again, I don't know the entire, I don't know if it was a hit and run, somebody had given somebody
20:30a bad drive.
20:31I don't know, but it could be more than road rate because if two cars try to block you at
20:35the same time, you know, it's really cause for concern.
20:38And I know you usually have police officers on that stretch.
20:41So, when we see that we have police out there, it's ready to be able to respond quickly
20:45because I was able to shoot a call to somebody in the traffic branch and tell them, have the vehicle
20:49to call for X, Y, Z.
20:52Well, I'm hoping that you'll see the police mobile units, more of them active in the different areas,
20:58so we could deal with these matters.

24:27I understand there was a bomb threat that happened in the El Dorado area.
24:30Where are we with that?
24:31What is the update?
24:32Well, as it has been reported, police and fire officers responded to a report of bomb threat at the El
24:41Dorado secondary school today,
24:43prompting the evacuation of approximately 1,190 students and 57 members of staff to the school designated must-appoint.
24:52Constable O'Neill and PC Mohan responded to the school after information concerning the threat was communicated by the Tunapuna
24:59charge room through the command center.
25:02Upon arrival, the officers met with the vice principal of the said school and other school officials and students and
25:10staff
25:10that were assembled at the designated must-appoint as a precautionary measure.
25:16An extensive search of the school compound was subsequently conducted by officers of the special branch,
25:24North Central Divisional Task Force, East, and Tunapuna CID together with personnel from the Trina and Tobago Fire Service.
25:33Following these checks, the compound nothing was found,
25:36and the compound was deemed safe and approval was given for the classes to resume.
25:41Now, ASP, with regards to this here and persons, you know, calling in bomb threats,
25:47what could happen if someone is found doing this?
25:52Of course, it is an offense.
25:56It is indeed an offense.
25:58And what happens is we will activate cybercrime to see if we could form an integral part of the investigation
26:06with respect to bomb threats,
26:07because sometimes they may come via email or via telephone, et cetera.
26:10And then we try to see if we could trace back the source or the origin of that bomb threat.
26:17And once we find them, we will place them before the court.
26:22And what charge is that?
26:25I don't want to mislead the public, but I would code the correct charge for you.
26:29Yes.
26:30I would give it in a little bit.
26:32Is it a fine you'll have to pay or you'll have to still?
26:34You'll get out to me?
26:36Most of it, sometimes, is fine and imprisoned.

26:41So let's dive into the community, community in action.
26:44Oh, and as members of the Western Division, you know, Western Division is like my home.
26:49And I know I want to commend the Senior Superstar Division, the Superintendent, Inspector Crime, Mr. Grant, Sergeant Huggins,
26:59and the entire team, Sergeant Dominique, all the guys on the task force, because they had a really,
27:06and I guess it probably was the brainchild of Mr. Williams, and the management of the Western Division,
27:12that they would have sat in the audience and allowed the operational guys, the inspectors of the station,
27:19the inspector crime, to really chair the meeting so that they could understand what we face when we sit before
27:25the public
27:26to hear their concerns.
27:28And because whatever comes out from the executive of the Western Division, they are the ones to operationalize it.
27:34They are the ones to give account as to what is going on,
27:37because nobody knows the district and their community better than the inspectors.
27:43So on Tuesday, the 22nd of September, 2026, between the hours of 6 p.m. and 8.45 p.m.,
27:48the Western Police Station hosted a community meeting at the, how do they call it,
27:55at the Basjaw Community Center, Blue Basin Road, Digo Martin.
28:01The meeting aimed to strengthen collaboration between the police and residents of the Blue Basin,
28:06Seas and Trace, River Estate, and surrounding areas to reduce incidents of breakings and robberies in these communities.
28:16Approximately 60 residents attended, and I'm happy to hear that kind of turnout,
28:21because, you know, sometimes persons don't attend.
28:24So approximately 60 residents attended, together with heads of community watch groups and village councils,
28:29including Ms. Liz Belcon, President of the Basjaw Community Council,
28:34and Mr. Robert Joseph, President of the Arruca Police Station Council.
28:37Police officers in attendance included,
28:40Senior Superintendent Williams,
28:43Acting Assistant Superintendent Sylvan,
28:46Acting Assistant Superintendent Boris,
28:50ASP Operations,
28:51Inspector Grant,
28:53Inspector Crime,
28:55Western Division,
28:56and Acting Inspector Perry,
28:58Station Duty Officer in Charge of the West End Police Station.
29:02They were supported by Acting Sergeant Huggins,
29:05Acting Corporals Murray,
29:06Toppin and Lashley,
29:07and Constables Bernard Rogers-Wickham,
29:10Simmons Figuera,
29:11Bishop Charles,
29:12Mahabal,
29:13and Timothy
29:15Selby.
29:16Presentations were delivered by Officers of the Community Policing Unit,
29:20led by Acting Sergeant Tudor,
29:23and other personnel from the Eagle Eye Project,
29:26and that Eagle Eye Project is a great project that they have in Tunapuna,
29:29and I would be happy to see the rollout of it in other divisions.
29:33Of course, it's something funded mostly by the business person,
29:36so it's great to see that they are putting in their effort,
29:39putting their money where their mouth is,
29:40to make the place safer.
29:42So the Officers' Plan of Action for the communities,
29:45they were well received,
29:46and an invitation was extended for further discussions.
29:51Of course, the meeting concluded a little bit out in the incident,
29:54so it just goes to show the feedback,
29:57as we tell persons,
29:58you know,
29:59take that time to attend these meetings,
30:00because it gives you the opportunity to tell the police
30:07how you want them to police your area,
30:09because each particular police and district may have a different police in need.
