03:45So, unfortunately, the challenges that we face, especially in the Highway Patrol, is unrestricted
03:53access to pedestrians to a high-speed road.

03:56Persons who may have traveled to the States and the UK, pedestrians can't really access
04:01high-speed roads because of the risk they pose to themselves and the motorists as well.

04:06Unfortunately, a pedestrian, no fixed place ever would have gotten any information on
04:10the identity of the person.

04:13He tried to run across that highway and, unfortunately, misjudged one of the vehicles on the highway
04:19and the impact was so severe, one of his limbs was severed completely.
04:26And, you know, I always have to remind persons, the speeds of the traffic, that's 100 kilometers
04:33an hour.
04:33That's very fast.
04:34That's unsurvivable by the human body on impact.
04:39So, the tough part also is the trauma to the driver.
04:43You know, persons, they sometimes are quick to say, oh, he kind of slowed down.
04:47This is a fraction of a second.
04:50Yeah.
04:50I mean, you talk about a night, a person in dark-colored clothing running across a highway
04:55and in a fraction, appears in front of your vehicle, giving you very little time or space
05:02to react or maneuver.
05:03Mm-hmm.
05:04So, it puts a lot of trauma into a driver as well who, you know, suddenly a person enters
05:12through the windscreen or body parts suddenly strewn into your vehicle.
05:15Yes.
05:16And it's pretty tough.
05:18Yeah.
05:19It's pretty tough on them as well.
05:21So, but it continues to be a challenge because it's, unlike when the persons have no fixed
05:28place of a board or homelessness involved, it's not an area that we could target to say,
05:33well, let's do some community impact.
05:34Let's go maybe talk more to the community about safe crossing and the importance of using
05:39cross infrastructure because there's no place.
05:43Why do they avoid them?
05:45No.
05:45Why do they avoid the crosswalks?
05:47Why do they avoid the devices that are there to be used?
05:51Well, Whitney, you have to remember two things.
05:54One, culture.

05:55So, that pedestrian crossing of a roadway at the shortest possible distance in time equates

06:05So, and also, if over time that's how you used to do it and you didn't really adjust

06:40Now, Sergeant, when it comes to fatalities for 2026 with the road traffic, where are we?
06:45Yes.
06:46So, so far, if everyone could take a quick look there.
06:49The good news, we're trending in the right direction.
06:52For 2026, we have a 22% decrease in fatal road traffic accidents, 59 compared to 76 for
07:01the same period in 2025.
07:04And with regards to road traffic deaths, we actually have a 29% decrease and unfortunately
07:09it also includes the gentleman from last night, so 62 compared to 87.
07:14So, that's a 29% increase.
07:16So, it's trending downwards and that's the direction we want it to go.
07:21Of course, there are multiple reasons for it, whether it's through our DUI enforcement.
07:25For example, our Port of Spain has had active DUI task force activities in Port of Spain Division.
07:31The Highway Patrol Task Force has been very active, not just through DUI but also speed enforcement
07:36since we got the new laser speed guns.
07:39So, our jobs are to one, coerce motorists to obey the road traffic laws for, in the interest
07:47of public safety, road safety, and as well as to continue to try and educate road users
07:52on, you know, engaging in safe practices.
07:55But, you know, it's something that we will continue to target.
08:00It's something that we celebrate with regards to the direction.
08:03But, you know, those figures are persons who died.
08:06But what we saw there on the chart, fatal accidents and fatalities.
08:11Yeah.
08:11The difference.
08:12Oh, sure.
08:13So, remember, so one accident, one fatal accident is the incident itself, right?
08:21So, it means there was an incident or accident that resulted in death.

08:26So, one fatal accident, so let's just say a car lost control and crashed into a pool.

09:50So, folks, what it's trying to do is that it's trying to communicate to the driver when
09:56your extra lane becomes usable.
09:59Because, remember, peak hour traffic, you can have two lanes going east in the morning,
10:04and then in the afternoon, sorry, two lanes going west in the morning, and then two lanes
10:09going east in the evening.
10:10In the afternoon.
10:10So, the arrows are trying to tell you, okay, now you can occupy that center lane to go straight,
10:17and then offside peak, you all will notice that there's this orange one.

10:22And what that orange one is telling you is that, at this point, that center lane is only
10:28for making right turns off.

14:59The very first fight, as I mentioned, that is recorded on social media that we know of that took place

15:10It's disappointing because imagine the parents who are seeing this and saying, well, this
15:14is not what I sent you to school for.

15:22But the also thing is that there's a level of violence where almost it inspires people to engage and record.

16:44Because you, you're, you're just bringing your school into disrepute, you know?
16:48And an adult stepping in from the time, an adult saying, yeah, yeah, yeah, yeah, yeah.

16:51Everybody stand up like statues.

16:53They want to move.
16:53Now they're attacking you.
16:54They're attacking you as well.
16:56So it, it is very disappointing that this occurred.
16:59Um, I also said, it's the only one that we knew of that we saw that we were recording to

17:12of that type of behavior.
17:13Because, you know, the, the, the police intervention is immediate, you know, in the schools.

20:00And again, because they want to know, what has society become that I can't just walk down
20:06the road?

20:08Why do I have to constantly look around?

20:16Costume jewelry, because they don't even know.

20:18And that, unfortunately, is the situation in certain areas.
20:24But again, as you correctly said, Whitney, our level of awareness, unfortunately, has
20:31to be something that is heightened, what we call 360 awareness.
20:37And, you know, just take a little glance back every so often.
20:42Make sure the situation is the same.
20:43But I could tell you one thing.
20:47Businesses, and I want to appeal to all businesses on roads, invest in cameras.
20:52Because let me tell you something.
20:54The CID team that would be investigating this, that was priceless on moving forward on the
21:00investigation.
21:01And I'm pretty sure you could say what you want.
21:03I mean, you could say, well, I was working in PH and said, hey, it's a P car.
21:07They have some questions to answer.
21:09He might say he's not the registered owner, because we have to go after the registered owner.
21:12But again, we will be able through not just his cameras, but the camera network to see
21:17where he went.
21:18That's right.
21:19And persons who are watching, I'm sure you know that individual.

21:22That you could contact the relevant authorities.
21:24So we hope that we can find some justice in that, which I'm sure they will.

22:08But an increase with the dangerous drug sees.
22:10We're seeing an increase with the cannabis and cocaine.

22:18to, you know, engage the criminal elements during this time of the SOE.
22:23And I want to remind persons again, when you see us out there, please ensure that you have
22:29your documents to process through the checkpoint as smoothly as possible.

22:37sticker, so that when we do have to do our job, and that sometimes involves, like I said,

23:15So, we have a job to do, and we're just asking the public to support when we're outside
23:20there, because we take public safety very seriously.

27:05One is I just want to jump back, segue back into your thing on the police community meeting there in
27:11St. James, right?
27:13Folks and residents, St. James and environments, right?
27:18Some of you all sometimes say, well, it doesn't make sense going because of whatever reason and stuff.
27:24It's not going to make a difference.
27:25And I just want to reassure you.
27:27There are notetakers that have more or less markers to try and look at closeout action items when residents raise
27:38certain things.
27:39And then assign responsible officers to try and deal with it.
27:43So whether it's a resident who may be having a wayside garage, a mechanic, noise pollution, whatever that issue is,
27:52it's really a good opportunity.
27:56Because a lot of times the senior commanders are there.
27:59They can say, right, well, sergeant or corporal, I want you to take down this person's name.
28:03So they instruct me, you know, to take down this person's name, engage with them, get some details, and then
28:09provide them with the feedback on what I did to deal with the situation.
28:13So please, please, so that's across the board on any, you know, station council meetings and so forth.
28:21We encourage the public to attend, let persons know.
28:24And if you have some information that you want to whisper quietly, you know, it doesn't have to be in
28:30front of everybody.
28:31That's why we're here.
28:31So if there may be somebody inside that same meeting that you want to report, you know what I mean?
28:37It's a great opportunity to do so.
28:39I hope they're listening to you.
28:40Yeah, well, like I said, I know what you mean.

28:42But jumping back into what we just raised there.
28:46So, folks, everybody should be aware from now that the Motivator and Road Traffic Act has been amended to include
28:55something called mandatory fixed penalty warnings.
28:58Yes.
28:59And what it did is that it created a list of 18 traffic violations for which warnings must be issued.
29:07Now, what does that mean?
29:08It means when I go into my device, there are certain things here where I cannot give a ticket for
29:14immediately.
29:15Understood.
29:16All right.
29:16So what you're seeing on your screen is that list of mandatory 18 warnings.
29:20So this system is designed to give the motorist the opportunity to remedy the issue because we're really dealing with
29:28defects.
29:29Bring the vehicle in for production, for inspection, to verify that the defect has been remedied.
29:36And then we issue you a confirmation of a certificate of compliance.
29:41So if we take a look at the screen there, everyone, this is just a good example, right?
29:45So you have 15 that have what we call 3-day violations where you have 3 days to remedy it.
29:52And then you have 3 below there that have 7 days.
29:55And this is business days, okay?
29:57So this is included if it happened on Friday, Monday, Friday, sorry, Saturday, Sunday is not included.
30:02Okay?
30:03It's business days, right?
30:04Yes.
30:04Monday to Friday.
30:05If you, let's deal with the first, right?
30:07So let's just say you have a taxi, you didn't have a spare tire, you have, and we spot you
30:13without it, we will issue you that warning, fixed penalty warning that, hey, you have to
30:19get a spare tire in this taxi.
30:21Good.
30:21You have 3 days to go and get this spare tire.
30:24Cool?
30:25If, within that period, once you were able to get that spare tire, you produce the vehicle
30:31either to license it, any license in office or any police station for us to verify, okay,
30:37we open the trunk, we realize you have a spare tire, you're now compliant, and we will issue
30:43you a certificate of compliance.
30:46If you do not comply with this in these 3 days or remedy the situation in 3 days, that
30:52warning immediately converts into a fixed penalty.
30:56Right.
30:57Right?
30:57Which you'll have to pay.
30:58Which you'll have to pay, so it moves, like I said, the tire might be $500, the fixed
31:03penalty are $1,000.
31:04You with me?
31:05So, it's purpose is to say, hey, we want to coerce you to comply with the law and fix
31:12the issue, rather than issue you the fixed penalty notice, yeah?
31:15Without paying.
31:15So you wouldn't be paying anything once you fixed it.
31:17No, you're not going to pay it.
31:18Once you fixed it, that's right.
31:19In the 3 or 7 days.
31:20Or 7 days, right?
31:21And if you look a little bit lower, the ones in yellow or kind of orange, depending on your screen,
31:25you'll see the straight and 170, it's a defective fitting, giving you more time, depending
31:30on the seriousness of the defect, to go and fix it.
31:33Right?
31:34Now, there is a procedure.
31:37This, I'm using this opportunity to educate two sectors here right now.
31:42One is the public, and two are my fellow police officers, because there's information coming
31:50to us through the public, through Facebook, through CorpCom, and of course, through the
31:56ministry of some areas where the TTPS is falling short.
32:02In what way?
32:02Well, if, so let's be clear.
32:07If you do not get a certificate of compliance, it means, so let's just say you brought that
32:16vehicle to me, yeah?
32:17Mm-hmm.
32:18And I checked it out, and I said, all right, cool.
32:23No problem.
32:24I still, as the officer that inspected that vehicle, I need to go inside there to cancel
32:31that fixed penalty notice and notify the system that you have complied and remedied that situation.
32:39I will then issue to you, the motorist, a certificate of compliance that lets you know
32:46and lets anybody know for that matter, hey, this vehicle was presented, the defect was remedied,
32:53and this officer inspected it.
32:54If you see an area from the name of the officer and so forth, and that allows that,
32:59once I do that, that fixed, it cannot convert into a fixed penalty notice, yeah?
33:05So it cancels it all.
33:06So I don't rob you or deny you of that opportunity to just have that moved off the system and
33:13that you've complied with, yeah?
33:15So the officers have a job to do, and that's important.
33:20So the public, I want you all to understand, once you bring in this vehicle, whether it's
33:24through licensing or the police, now, they have two methods to produce that certificate of compliance.
33:33One is through our digital ticketing machines, instruments, and the other one is a manual one that we still have
33:40to fill out,
33:40but then still go into the system manually to cancel it, right?
33:44And this is why only trained officers can deal with it.
33:48So the officers who issue tickets, we have profiles that allow us to view, see, and then cancel it off
33:54the system,
33:54what we call the national U-turn digital traffic system, right?
33:58So, members of the public who are watching, if you bring that vehicle into a station, so let's just, for
34:08one of a better way, you took it into Tunapuna, good?
34:12The officer, Tunapuna, said, alright, what's the issue?
34:16Alright, well, I changed my windscreen.
34:18Alright, cool.
34:19You produced your warning notice, right?
34:22To me, good.
34:23I went out, I checked it, I seen the new windscreen, I said, yeah, looking good, man.
34:29Alright, let me give you a citizen receipt.
34:33Like, reports, you know, you know what I'm saying, good?
34:35Yes, I see, yeah.
34:35I issue that, that is right.
34:37So, here, take this, and yeah, that'll let them know that.
34:41Let's who know?
34:43Yeah, that's what I'm going to ask.
34:44So, officers who are watching this, that will not cut it.
34:48This person may be on their last day, or even last hours, before this converts into a fixed penalty notice.
34:55And you issue that citizen receipt, which has nothing to do with this entire process.
35:01Compliance, yeah.
35:01Nothing to do with it.
35:03And then, as far as he knows, he complied.
35:05But on the system...
35:07It doesn't show that.
35:08You owe the government a thousand dollars now.
35:10Are you saying, but I bought the windscreen?

35:13I installed it, I am compliant.
35:15Well, something wrong, something not, you know.
35:19So, it's important, officers who are taking a look at the program.
35:22If you're not sure what to do, I want to be clear.
35:28Senior Superintendent Traffic and Highway Patrol Branch, Mr. Dealey,
35:31he has ensured that every single Traffic and Highway Patrol Branch unit has officers that can deal with this.
35:36All right?
35:37So, let's just say you went to a station, and for whatever reason, could happen, because you're ticketing outside on
35:43the exercise.
35:44Yeah.
35:44And the officers in the station don't have, you understand, the devices.
35:49They're not even trained as yet.
35:51Let's just say it's a person who never received the training.
35:53No problem.
35:54You can redirect them to any of the Highway Patrol units, and we can deal with it one time.

35:59But in most cases, almost all the traffic section, every division has almost a headquarter station.
36:05For example, St. James, as a divisional headquarters, there's a traffic section that could deal with these issues, right?
36:11I also recommend don't wait until the last minute to try and remedy this.

44:55wouldn't charge you and do you infringing on your own right to try to speak to them about and they're
45:01very annoying. That's my contribution.

45:06And I hear your point, you know, sir, that sometimes, I mean, I've been on, I always have to remind
45:12the public, Whitney, that when our uniform comes off, you know, we are like everybody else and we've seen interactions
45:21and you experience interactions that leaves you wondering if there's no one.
45:27No, you know that. So I hear, you know, sir, just know that, you know, it's an ongoing process. Also
45:34know that police officers are human. Don't get me wrong, they have a bad day. Sometimes when somebody gives them
45:41some back chat, it triggers them into a different mode.
45:45But their training is supposed to be that for them to be able to step back. Because remember, we have
45:53certain powers that the public doesn't have.

45:55And you have to remember that and know that, are you getting upset if the person is making, giving you
46:01back chats? That's like a Tuesday for us in traffic. I mean, think about it.
46:05We're sometimes the most hated persons outside there. But I hear you. And I can only apologize for those who
46:13may fall short sometimes in the interaction. But I know that customer service training is something that's ongoing.
46:19Yeah, because they need it a lot. You already want to train because no one would like for me to
46:24come in and start to shout at people.

47:15Yeah, St. Augustine. For one, it was, again, a sad example of where a person not paying attention to a
47:25traffic control device quickly, and I have to say quickly, led to a serious accident.
47:32Serious, yes. Serious, persons were injured and, again, endangered other persons because, I mean, you have persons in the maxi
47:38-taxis traveling.
47:39And I want everybody to understand that, and Jackie, if you can just loop it again, this is a fraction
47:44of a second to when they pull up there.
47:47And they have a red light at this point. You can't just turn across the bus route.
47:51This is what I was going to ask you.
47:54So, the white car right there, yeah, we hit a...
47:56That turn, if I'm not mistaken, is it that there's a amber light that shows you...
48:01Yeah, there's a light. Well, there's a red light. So, you can't, there's no amber light for you to turn
48:06across the bus route.
48:07Okay, this is what I'm asking you.
48:09Yeah, this is, you remember, the bus route is a mass transit area. You have buses, omnibuses, something.
48:16So, it's very rigidly controlled about crossing traffic, you know.
48:20So, but again, there's some person that say, oh, they're not familiar with the area.
48:25Maybe they thought another light was for them and they're confused.
48:28But you have to understand that, hey, this is the priority bus route.
48:32There are a lot of things happening.
48:33Sometimes the police on emergency is just flying on the bus route, you know what I mean?
48:38And so, therefore, it requires a lot more attention.
48:42Also, I want to emphasize that this goes to show, like I said, how in a fraction of a second,
48:49your life could be transformed.
48:51This can have life-altering injuries, spinal, spine fractures.
48:58A person might be able to walk.
49:00And just because a person, hey, didn't really pay attention to what that traffic control was.
49:05You know, I saw online with a comment saying, oh, the maxi taxi that was parked up there blocking the
49:10view and stuff like that.
49:11I was now going to mention, not saying I'm not blocking anything.
49:14I am just saying as a driver, if I am turning on to cross over the bus route, and I
49:19still can't see properly because there's a huge object obstructing my vision.
49:24Yeah, more recently, yeah, I'm not going to, yeah, there's, you always have to think about due regard.
49:31And I have to say that, you know, persons have to remember that we have seen, and I have to
49:36give, you know, persons sometimes,
49:39I don't necessarily agree on everything because he goes on to a political run.
49:42But training driver, 47, he made a nice compilation where he was identifying this increasing practice of what seems to
49:51be a person running through red lights.
49:53You know, and unfortunately, the police can't be there at all lights, you know, for God's sake.
49:59I mean, what do you want to police on every single traffic light?
50:01So, you know, so we're hoping the technology comes into play with God's sake, the red light camera system,
50:08so that persons can still be prosecuted because it's such a dangerous violation.

53:03We had one incident where we found one of these persons riding on the highway, and immediately

53:12Because remember, I want persons, and this is no excuse, but this is a dynamic change
53:19in the transportation system in China.
53:21These are e-bikes.

53:22Some of them are calling them e-scooters, and a scooter has to be registered.

53:27So what these persons are doing are kind of flouting the law by having these pedals
53:33and saying, well, it's pedal-assisted electronic bikes.

53:38And as a result of that, they're trying to skirt registration.
53:42Now, the Ministry of Transport and Civil Aviation did put out something stating that, for example,
53:48hey, these things have a motor.
53:51Correct.
53:51And once it's mechanically propelled and has a motor, then it has to be registered,
53:56and therefore does not fall within the category of non-motorized bicycle, which doesn't have
54:03to be registered.
54:04So we have the right to seize any unregistered vehicle.
54:08I just want to make sure the police are clear on what their power is.

54:11You can seize any unregistered vehicle.
54:15As Iqala mentioned, the disadvantage, of course, there's no insurance requirement, right?
54:19So when they rub down the side of persons' cars and scratch it, where's the consequence?
54:24Now, Sergeant, when it comes to these scooters or e-bikes, you call them.
54:27Well, they're trying to skirt the classification into e-bike.
54:32When we're in trouble, it's a scooter but with a pedal.
54:34Yeah, but however they want to twist it, when persons are able to sell these in stores,
54:41first of all, how about getting into the country if it's illegal?
54:43Well, again, so that goes through as a great question because you're going through a more
54:49direct way of controlling how the issue comes into the road network.
54:54And I believe the authorities really have to look at that.

54:58And to tell the public, hey, what, you can bring them in, but just know these classification,
55:02once it has this motor, it must go through licensing for them to assess whether or not
55:08there are these requirements to be registered in that motor vehicle.
