04:39that many persons are anticipating for the very long weekend that is approaching and that is the Easter weekend.
04:45And I know many of you had an enjoyable weekend.
04:49Go on because that was another long weekend.

04:52A place where we get a lot of holidays and persons are able to enjoy it to the fullest.

04:57But we had some sad news over the weekend on the Sunday where we saw some tragic news of loss
05:03of traffic accidents.
05:04Of course, we will touch on that.
05:06And where we are seeing also today where a gentleman was also killed and murdered and a baby was murdered
05:13later on this afternoon.
05:16Now, to discuss this morning, that is my apologies.
05:19Now, as we continue, of course, my co-host with me today to discuss this and more, we have ASP
05:23Russell here with us this evening.

05:44I know it was a hard-working weekend for members of the Shreyan Tobago Police Service.
05:50I remember when I left here on Friday, Friday, yes, I asked that we behave ourselves.
06:00I asked that we take our time on the nation's roadways.
06:05Some listened and took my advice.
06:11However, we are still seeing a lot of road accidents that resulted in serious injury and some even death.
06:24And to the families of those who lost their lives over the weekend, we say, you know, accept our condolences
06:31on behalf of Shreyan Tobago Police Service.
06:34But all matters arising out of this weekend's incident are engaging the Shreyan Tobago Police Service.
06:41And we will do our best to conduct our robust investigations and we will update the public accordingly.

06:47Now, we spoke about when I opened the early morning shooting, that is very disturbing.
06:51And we are still in our SOE and it is showing ASP where, again, I don't know what to say
06:57anymore where life is concerned.
06:59And far less we are seeing children, babies, the elderly are being born.
07:04You can give us an update of what's taking place for that matter.
07:07Well, you know, what is so sad, I mean, the loss of life, one life lost is too many.
07:14I remember there was a time in the communities where children, women, children, the elderly used to be a no
07:25-no.
07:26But now there is just this disrespectful life.
07:31And Trinidad and Tobago, we cannot continue like this.
07:35You know, I understand the members of the Western Division, they are indeed conducting an investigation together with the homicide.
07:44I can tell you the deceased was a victim of a wounding earlier in the month of March.
07:55And as a result of his cooperation, certain information was obtained and someone was indeed arrested for it.
08:06Only now for this to happen where he has become another victim, but this time he is no longer.
08:15No, it was him the first time.
08:17He was a victim, but now he is no longer with us.
08:20And his young offspring.
08:24And I mean, I don't know what again to say to persons, because they are persons who know certain things.

09:41And you know, a lot of persons speak about the detection rate, but with gang warfare,
09:47if gang A is warring against gang B, somebody from gang B murders somebody from gang A,
09:55and then somebody from gang A murders the person who shot the person from gang B,
10:01you just have to find there's a situation where the suspect, he himself has become deceased.
10:08So you have a victim and you have a suspect.
10:11Somebody on the victim's side kills the suspect.
10:14How could we solve it then?
10:16And the deceased, gentlemen, as you saw the picture that was up,
10:20that is the father, Joseph Sutton, and the baby, the 11-month-old,
10:25and the father both came to their injuries at the Portisbury General Hospital.
10:29Once again, condolences to the family.
10:32Now, ASP, then there was another incident that rocked every single person
10:36who viewed that footage where I speak of Michael King, and he was killed.
10:42And this here was disturbing that was circulating on social media.
10:46And you mentioned when you openly the situation, persons driving on the nation's roads.
10:50And this here was a moment that put many persons at a standstill in the country.
11:01Really sad.
11:03Again, condolences to the family.
11:04Again, condolences to the family.
11:05Yes, I would want to start by saying that there's a lot of speculation as to what actually took place
11:11there.
11:12What I would want is trying to be able to manage their rules and their comments
11:16until we have the full outcome of the investigation with respect to that.
11:20And I'm saying where, you know, maybe we need to do a little more as it comes to road safety
11:26on the nation's highways.
11:29Maybe we need some more barriers.
11:31The silver barriers may have prevented something like this.
11:34Because I'm saying, you are going your own way.
11:39Traveling in the northbound lane of the highway, and our vehicle comes from the southbound lane.
11:43Yes, yes.
11:44You, by no means, are you expecting that.
11:47Yeah.
11:49No one is expecting that.
11:51By no means, are you expecting that, you know.
11:54So we will continue to investigate.
11:57And there were others over the weekend as well.

12:07And this one was along the Uriah Butler Highway in the vicinity of the Karani area around 8.15.
12:14When a 41-year-old bowler Randy, Sue, suffered a medical emergency causing him to lose control of his vehicle,
12:22resulting in a crash.
12:24Once again, young.
12:25Condolences to the family.
12:27And it is really, really sad.
12:31Condolences to the family on behalf of a chance to be the police service, you know.
12:35And when you see these things, and you know I tell people, eh, on a long weekend I have this
12:42skepticism of going out much, you know.
12:46I like to stay close to home or do a lot of my movements in the daylight.
12:52Because for some, and I remember, I remember specifically saying last Friday, it's a long weekend with pain.
13:00So I made that clarion call to ask persons, let me just hold it down.
13:06Let me take our time.
13:09Yet still, today we are confronted with loss of lives.
13:15I mean the medical emergency is a medical emergency.
13:18So I exclude that.
13:19Yeah, the previous, and so that we still, we can't, you know, assume what to please.
13:23Yes, yes, but what we are saying is that for those in authority, we probably need to revisit the policies
13:29for the highway and put more preventative measures in place so that we could avoid or reduce situations like this
13:35occurring again.
13:37Yeah, but it is just really sad to see what's taking place here.
13:41But let's take a look right now at the SOE update as of today, March 31st, 2026.
13:47Number of operations, 2,474.
13:52Number of target priority offenders, 949.
13:56Searches conducted, 1,825.
14:00Traffic operations, 1,357.
14:05Total persons arrested, 1,064.
14:09Total persons charged, 228.
14:14Firearms recovered.
14:15We are seeing an increase with the pistols, revolvers, shotguns, and rifles, giving us a total of 72.
14:23Ammunition recovered.
14:24Increased with the 9mm, along with the 12 gauge, the .380, and the .38, giving us a total of 1
14:32,545.
14:35Dangerous drug seized.
14:36We are seeing an increase with cannabis, grams of cocaine.
14:39Yes, B.
14:40And again, when you look at the firearms recovered, you're seeing all categories except for air rifles.
14:45Yes, air rifles.
14:47Look at the categories of the wrongs.
14:49And of course, the cannabis and the cocaine.

14:52You know, and we continue to ask Trinidad to partner with us in this continuous fight.
14:57The fight against slavery, it don't end, you know.
15:00It don't end, and you know, the way Trinidad is geographically located, you know, you tend to find that we
15:06have some border issues that we need to treat with.
15:09Because the most potent cannabis, it's not grown in Trinidad.
15:15Guns, there's no firearm factory, no ammunition factory in Trinidad.
15:19So, how do we have so many firearms?
15:22It speaks to our port and our porous borders.

20:19Now, we just got some information from the TTPS and media release where two police officers charged with misbehavior in
20:26public office.
20:27Now, two officers have been arrested and formally charged following an investigation conducted by the Professional Standards Bureau into allegations
20:36of misconduct.
20:38Now, ASP, we know that we always try to be transparent when it comes to matters like this, and we're
20:45seeing the TTPS stick into their words.
20:47Well, you know, it pains me every time I have to stand here and do this, because it seems sometimes
20:54as the weight of the police service is resting on my shoulders when I do this, as well as the
21:00commission of police.
21:02And police officers come from the society.
21:05Yes.
21:06And it makes it even more critical that when persons at home, the neighbors who know that we come in
21:15to ask about somebody who is attempting to listen to the police service,
21:20and you are aware of their bad behaviors or their affiliation, that you be honest.
21:26Because sometimes we have a saying, I can't give him bread, so I'm going to take him butter or something
21:31to the FTDS.
21:32Well, I can't help you with that saying.
21:33I'm saying we're asking that, you be honest, because police officers come from this society.
21:39And it pains us because we are asking the public every day to give the information, to trust us, to
21:44partner with us.
21:44And I know that situations like this does not encourage the public to want to partner with us.
21:53But what I want the public to look at it, look at the coin from the other side, and see
21:57the extent and the magnitude to which the members of the Trinidad and Tobago Police Service,
22:02by means of the professional standards bureau, the police complaints division, the anti-corruption, the way and the manner of
22:10it in which we police our own.
22:12And as soon as we have evidence and information of them being involved in wrongdoing, you see the results.
22:20They are investigated, and once there's sufficient evidence, they are arrested and charged.
22:25And let me tell you something, in many, many, many occasions, when you're dealing with investigation from members of the
22:31Protective Service,
22:32a file has to be sent to the Director of Public Prosecution.
22:37That is when the instruction comes, so that we would have gathered sufficient evidence.
22:42Some are asking the public, please don't be disheartened.
22:46If you think, if you feel that you don't know who to trust, we have the 555, the 800, tipsy
22:52999, those are anonymous hotlines.
22:54But I am asking to see how quick we discipline our own, how quick we put them before the courts.
23:03Some are asking you, don't lose hope, don't lose faith.
23:06The commissioner, and by extension, the executive for each other, and Tobago police, has taken a zero tolerance as it
23:12pertains to corrupt officers.
23:14So we are asking, if you have information against corrupt officers and all, that you call and you give the
23:19information.
23:19And the police commissioner made a statement very clear that he was reading out all that is corrupted
23:24because he wants to make sure that the TTPS stands extremely firm on what they're doing.
23:28And we are seeing that.
23:29I don't feel this point, and we're seeing that.
23:31It just shows that you all are trying to make a serious stride moving forward.

28:45So, notwithstanding the connection with respect to the relatives, once we have information, we do what we have to do,

28:52As it pertains to the police being requested to disclose intimate relationship details with the other police officers.
29:06Because we, it's an adult organization.

29:15So, you know, we hope that people could behave responsibly and separate their work and personal lives from their home
29:23lives and stuff like that.

40:40In the first place, some neighbors may be tolerant and after that, one car parked on the street leads to
40:46two and three and then you just cannot pass.
40:49I've seen it on many, many occasions.
40:50So you can contact your Borough Corporation as well as the health department and they will come and treat with
40:55it.
40:56The police, when we need to get involved, then we will definitely get involved.

50:35any attempts to antagonize.
50:37You know, the officers of old me have gotten angry before, but we, through customer service training and, you know,
50:44looking at reviewing of policies and continuous training amongst the officers, we learn to ignore the noise.

50:52Once they pass their information over to the driver, because, I mean, what is the purpose there other than she's
50:57videotaping the police, not interacting with you, they're not dealing with you.
51:00Once they give the driver, I am constable, X, Y, Z, we are something, we stop when you, because at
51:05this point in time, we believe, you know, we have information for whatever reason.
51:10And under the 1601 Firearms Act, we could stop and search any vehicle that we believe have a suspicion that

51:53And, of course, once you, as an officer, experience some traumatic events or you are working in a particular section,
52:01there are times we have mandatory social worker where you must go and speak to your therapist just to make
52:10sure that you are functioning
52:11and that you are operating as you ought to operate.
52:14In addition to which, you're senior.
52:17There's a policy where you're senior if they recognize something.
52:20We as seniors could refer you, the officer, if you recognize something, to the social worker.
52:26And the social worker would give us a report as to what should be the next step,
52:30whether you go and take a psychological evaluation, whether you proceed on vacation leave and stuff like that.
52:36Yes, I said vacation and not vacation.

54:01The blue lights, the blue lights, really, we use them most times in the unmarked vehicles.
54:06It's to show that you may be in an unmarked vehicle and you may witness something or you
54:12may need to pull over somebody and you want them to know that it is bona fide police officers
54:17pulling you over, so you may put on your unmarked.
54:19However, you may put on your blue lights.
54:21That same vehicle is also used sometimes in covert exercises or undercover exercises.
54:27So, if you realize, a lot of the time, you would only see the windscreen may be a bit dark,
54:32but you may only just see the little patch where the lights are.
54:36So, that is the reason for that.
54:39And, yes, I know there have been situations where persons would have purchased or acquired black SUV
54:47and they may have bought it off of Amazon or otherwise.
54:50So, I understand that, but it's an accompanying of other things, so things to look for.
54:55If you stop and you see, you see the blue lights, it's an unmarked vehicle,
55:01that officer, before you even ask, supposed to identify himself by way of a train to make a police service
55:08ID card.
55:09And for those who have been issued with the silver shield or the gold shield, you would see it around
55:14their necks.
55:15Not everyone has been issued with that.
55:18Hence, the reason I ask that, notwithstanding, you've seen that you rely on each other to make a police service
55:24ID card.
55:25Okay.
55:25Yeah, so much so that even if you're going on exercises and there's mostly unmarked vehicles,
55:32we have at least one or two marked vehicles.
55:36It's a policy with respect to that.
55:38So, when you look outside and hear police, you can be certain that it is.

55:44My final question to you before we go, because I think this will help a lot of persons.
55:48We are not in a position where it's a comfortable one, where police pulls us over, and then we have
55:53to come out to be sued.

56:00Because it is going to be uncomfortable.
56:01You'll feel like you're a criminal.

56:10And if you know you're not a criminal, I don't think you should feel like a criminal.
56:15You know, sometimes it's random, sometimes we have, sometimes something may have happened
56:19when you're looking for a particular type of vehicle, but you don't have the full number plate.
56:22All you know is a gray weather.
56:24I don't want to be discriminatory to any type of vehicle.
56:27It's a gray weather.
56:28So, you're looking for a gray weather on the Nations Road.
56:30You may not have all the numbers of the registration.
56:33So, any gray weather vehicle that's coming, you'd want to pull it aside.
56:37Now, let me tell you something, Trinidad and Tobago.
56:41I have been issued tickets on a priority bus route,
56:44and I paid it.
56:46I know many officers who will have been issued tickets on a priority bus route in their uniforms,
56:51and they paid it.
56:52I have been stopped in roadblocks and asked to step out of my vehicle,
