03:04Now, I hope those of you out there, you had a restful weekend because it's time for us to jumpstart
03:10the week in fine style.
03:11Of course, this is Beyond the Tape.
03:13I'm your host, Whitney Husbands.
03:14And let's just say this weekend was one where many persons were able to rest.
03:18Of course, I had an enjoyable one and we celebrated women over the weekend.
03:22And we're still celebrating women in the month of March.
03:25And also, I saw over the weekend the Pagwa Festival that took place.
03:28So, so many things to discuss.
03:29And, of course, each and every Monday, my co-host who's with me, we have El Capitan with us.

03:37How are you?
03:37I'm fine, thank you, Whitney.
03:39And a pleasure and good evening to our viewers on Beyond the Tape and TV6.

03:45And I want to join the international community and certainly the community in Trinidad and Tobago and celebrating International Women's
03:55Day.
03:55And, you know, the women I recently posted on our team that there's one thing that I will not tolerate
04:04in our team.
04:05And that is disrespect for women.
04:08Because I consider women to be boss.
04:13And I love one aspect of women that I admire greatly is the fact that they can multitask and they
04:21can handle a thousand things at one time.
04:24I thought I could do it, but I really can't do it as good as you all.
04:28And then you all are the nurturers and you have a caring gene within you.
04:32And I think the entire soldier package of women generally is a good one.
04:37And that's my thoughts.
04:39And here it is.
04:40We have women on our team, Shania Sampat.
04:43We have 12 women out of 40 members, right?
04:47It's supposed to be Verena Elhart.
04:49She's our Tobago member.
04:52Crystal Suknanan.
04:53So, Whitney, 12 out of 40 is 30%.
04:58Yes.
04:58And very few people would believe that we have 30% of women comprising hunters, search and rescue team.
05:06They always feel as all male, right?
05:09But we're not.
05:10These are the women who drive the team.
05:12They get all our activities done.
05:15They get every single aspect of, they're involved in every single aspect of our operation.
05:21So today, our women viewers, happy International Women's Day.
05:26And as you said, Whitney, you know, it continues and the celebration should continue.
05:31I mean, for the rest of the year, but I think we're keeping it until March.
05:35But I want to ask you one question.
05:36Of course.
05:37Because you're always questioning me.
05:39Okay.
05:39So seeing as International Women's Day, how cool it is to be a woman.
05:44It's amazing because we are able to showcase, as you said, we could multitask.
05:50We are able to bring life into this world.
05:52And the way in which we do it with grace, I will never change my gender.
05:57God placed me as a woman for a reason.
05:59So I'm thankful, blessed.
06:00Right.
06:01And I think generally men do.
06:03You all have the respect of men.
06:06I mean, there are a few who would obviously not be concerned.
06:11Forget those.
06:11Yeah.
06:12But generally men do care a lot for women.
06:16They treat women, you know, differently.
06:18I myself, if I meet a woman for the first time, I'm very respectful.
06:23And, you know, I lend a listening ear.
06:27So I think that's important.
06:28But, you know, the other aspect is this.
06:30You said that Trinidad and Tobago is a place where we have so much to celebrate.
06:36So we have our women.
06:38We've had ICC cricket going on in the world.
06:43And that was a tremendous final on Sunday where India won.
06:47Then you spoke about Pagwa festivities.
06:50Now there's so much good inspirational things for the population in Trinidad and Tobago.
06:56And you have good stuff going on and then you have to fall back now and deal with negative things.
07:03And those are the things we want to change in the society.
07:06But talking about Pagwa, we got our strange request.
07:11Reform Village Council contacted us.
07:13They had a problem with making the abri, which is the colored liquid that you throw on people.
07:18And so I consulted with the team.
07:21And very willingly, they obliged to go down to Reform Tarsus.
07:25This was the day before.
07:27And I want to salute the members of the team who showed up to assist.
07:31I think showing this on television is something that people never see.
07:35So it's crystal line.
07:37It's crystal.
07:38Neel is showing crystal in his cup, measurement cup.
07:42And there it is, Cora and Hulk doing the needful.
07:45And we have two other members of the community there, Silesia.
07:49And they were actually boiling the pink, liquid, the pink abri.
07:54So we had to do 12 drums.
07:56Oh, wow.
07:56And we made easy work of it.
07:58It took us a little time, but we got the hang of it.
08:01And, you know, it was a rewarding exercise for us.
08:05A beautiful moment.
08:06Of course, the entire team continues to contribute so much to the country in different cultural aspects.
08:13And that is something that you all will continue being blessed for.
08:16And I know you all enjoy it.
08:17Yes, we did.
08:18Tremendous.
08:19It was my first experience.
08:20Yeah.
08:21I'll tell you.
08:21Captain, let's talk a little bit about what we're seeing throughout the country, bushfires.
08:26Yes.
08:26And persons seem like they're not understanding how dangerous this could really get.
08:31And persons are now losing livestock and also property and environment.
08:35This is us coming up the highway on the way to the program.
08:38This is in the vicinity of the Children's Hospital.
08:42And if you look there now, I mean, you could hardly see in front of you.
08:46And then, of course, you see the blinking lights in front.
08:48Now, that's a really, really big hazard there.
08:53And you have to depend.
08:55You're driving through low visibility.
08:57And that's very, very dangerous.
08:59So, I think, you know, I don't know what more could be said.
09:02But please, especially in the vicinity of roadways.
09:05I mean, it should be all over Trinidad and Tobago.
09:07You should stop burning and get your permits to burn.
09:11There are other ways.
09:12And then, when you burn the land, it gets infertile.
09:15I don't think you're burning to plant.
09:17It doesn't make sense.
09:18Just cut your land and plow it.
09:21And you will get better results.
09:22But certainly, we saw quite a few coming up the highway.
09:26But this one really has others.
09:28Yes.
09:28Now, there was someone who was missing since March 7th.
09:32Mr. Sukdeo.
09:33Where we were that?
09:33And also, I understand, some sailors were missing as well.
09:37Right.
09:37And so, on Sunday, we received a distress call from Whomadath Sukdeo's family.
09:44They stated that he left home at about 3 p.m.
09:49About 3 p.m.
09:51From his Todd's Road home on Saturday to go to collect rental money for his brother who lives abroad.
09:59Okay.
10:00His brother owns a home in Ragunanan Road, Shipwarners.
10:04And he went there to collect the rent.
10:06And when he didn't return home on Saturday, they raised an alarm.
10:10Now, if you recall, on Sunday morning, a body was found very early in the morning.
10:17And we got information very early from a police source.
10:24When they saw our poster, one police officer contacted me and said, this body resembles that guy.
10:31But they had to wait today for the official confirmation.
10:36And that confirmation came this morning at around 10 a.m. from the relatives that it was the body that
10:44was found in Tyriko was that of Whomadath Sukdeo.
10:48Additionally, his vehicle went missing at TEA 2897, I believe it was.
10:55And that vehicle was subsequently recovered today in the Maracas area.
11:02So, whosoever did the senior's crime, you know, what happened is that they would have probably dumped his body in
11:11Tyriko and just abandoned his vehicle thereabouts.
11:16So, you know, the motive wasn't the valuable vehicle you see in the end.
11:19It had to be some other motive.
11:21And I think the investigators will be, you know, looking at all things from a 360-degree angle.
11:29I'm hoping not to get more information with regards to updates, but nonetheless, with regards to that, we have to
11:35send condolences to the family.
11:36Oh, yeah.
11:37Because this is a heartbreaking moment.
11:38It is a heartbreaking moment.
11:40Anything about it, he lived alone.
11:42He was estranged from his wife who lived just a few houses away.
11:46And one of the things we spoke about international women, she was depending on me for the confirmation.
11:54And just at about 10 a.m., when I broke that news to her, I can't understand how mothers and
12:01women and wives could handle that type of news.
12:04I mean, I will do it from a non-emotional point of view, although I'm still emotional about it.
12:10I always consider it a tough task.
12:12But, you know, that takes a certain amount of strength to deal with.
12:17Yes.
12:18Now, the two sailors will be saying.
12:20And then, last week, Monday, strangely enough, we got a call from England.
12:25A British citizen had commissioned the building of a boat in Waterloo, Trinidad and Tobago, Waterloo, down to Karapichaima after
12:34Karapichaima.
12:36He wanted to build a fishing pierog for his relatives in St. Vincent.
12:39They're involved in the fishing industry.
12:41So, the boat was built.
12:44One of his relatives from St. Vincent flew to Trinidad to get two sailors to take this boat.
12:51This is Kampai, this newly built boat, to take it to St. Vincent.
12:58He got two sailors on Santa Flora, South Trinidad.
13:03Their names are Alvin Morgan and Damien Rees.
13:07Now, we don't have pictures of them.
13:09We have pictures of when they were prepping the boat to leave Waterloo.
13:15Damien Rees is on the left in the green jersey and Alvin Morgan is wearing the black hat, leaning on
13:21the boat with a brown backpack.
13:23Now, they successfully traveled, took the boat from Waterloo to Buku, Tobago.
13:32Okay.
13:32And then, look at this map.
13:35When they were leaving Buku, Bay and Tobago, they had engine difficulties there.
13:41A fisherman who was making his way all the way from Buku to Charlotteville assisted them in Buku.
13:48And they left Buku to head to Palo Tuve.
13:52The fisherman on his way to Charlotteville spotted them in Plymouth.
13:56They had engine difficulties.
13:58He assisted them again.
14:00They made their way from Plymouth to Castara.
14:03This time, the fisherman decided to follow them.
14:06They got engine difficulties as they approached Castara and he was able to assist them with the engines.
14:14And then, they left for Palo Tuve.
14:18When he got to Palo Tuve, this is the fisherman from Tobago, he spotted them in Palo Tuve Bay again
14:24with difficulties.
14:25He begged them to call, for him to call a mechanic.
14:29They said, no, just from there, they will just make the turn.
14:34And in making the turn, the reason why they would have left Buku to go to Palo Tuve is a
14:39lineup with the latitude to get to Grenada, right?
14:42And so, there they made the turn and headed westwards to Grenada.
14:48Now, they've never been, since then, we've not heard of them.
14:53I had the task of contacting the Coast Guard on behalf of the owner of the boat and the one
15:00relative who I contacted.
15:02They don't even have pities.
15:04And so far, all efforts by the Coast Guard, we even got in contact with the said fisherman from Tobago.
15:12We arranged payment for gas for him and he did some surveillance on the north coast there.
15:19And up to today, they've not been found.
15:21I really wish they listened and I hope that we could get more information soon.
15:24Well, I want to tell you this because there is information.
15:26When the fisherman boarded the boat in Palo Tuve, he said, listen, these men didn't even have an anchor.
15:33They didn't have food.
15:34They didn't have water.
15:35They thought it was an easy forward trip.
15:37And they were just ready to go and drop this boat for these people.
15:40So, they had no supplies, no GPS, no anchor, probably no live vests.
15:47And they just wanted to get the boat there.
15:51Well, we'll wait to see what happens.
15:53I'm hoping that fingers crossed in a big way we get some news.
15:56So, the Coast Guard, they are working with the Grenadian authorities and trying to get the Grenadian fishermen to work
16:02their part of the waters.
16:04And Tobago, these fishermen in Tobago, they work in their part of the waters as if they find anything.
16:09All right, ladies and gentlemen, right now, here's your update for SOE, March 9th.

16:18Number of operations, 612.
16:21Number of target priority offenders, 218.
16:24Searches conducted, 941.
16:27Traffic operations, 327.
16:30Total persons arrested, 218.
16:33Total persons charged, 47.
16:37Firearms recovered.
16:38We're seeing a total of 12, an increase with pistols, revolvers, shotguns, rifles.
16:44Ammunition recovered, an increase of rounds 9mm.
16:47Also, the rounds of 12 gauge and 90 rounds, 5.56.
16:52A total of 147.
16:54And dangerous drug seized.
16:56We're seeing an increase with cannabis, grams of cocaine, and ecstasy is now making its way into the chat as
17:02we see.
17:03Captain?
17:04Right, so this is one of the things I like about the SOE.
17:06They give you a status report as they go along.
17:09So, you know, you're getting a progress report.
17:11So, for them to have seized 12 weapons in, what, six days?
17:17Because it started last week Tuesday.
17:19There's a great effort.
17:20And, of course, you see, the drug count has begun.
17:25I saw reports where they made some drug busts somewhere or the other.
17:29But, yeah, and so we will...
17:32Nobody said you need the grams of the drugs.
17:34Yeah, so that's definitely increased.
17:3622 kilograms of cannabis seized thus far.
17:39Right?
17:40So, you know, we're seeing the results of the SOE and we want to encourage the police officers to, you
17:48know, work hard to really try and get a handle on the crime situation.
17:53Because each time it is removed, the murders tend to...
17:56There is an uptick.
17:58So, you know, we're seeing some murders now, probably one a day, and we, you know, we have to try
18:05our best to get it down.
18:06So, we continue trying.
18:07Ladies and gentlemen, it's time for your headlines.

21:17And as we continue through that, what's going on in the country with missing persons,
21:21what is the update right now?
21:22So, for March, thus far, Whitney, we've had six reports of missing persons,
21:27and we still have five outstanding.
21:31Macallon Castillo, age 15, from the Kunupia District,
21:34he has been missing since the 2nd of March.
21:38And so, we're asking you, if you're from the Esmeralda Road area,
21:42and you have any information to give us on Macallon Castillo,
21:47please call the Kunupia Police Station, or our team at 799-1453.
21:54And, of course, Whitney, we dealt early on with the next two names,
21:58that is Alvin Morgan and Damian Rees,
22:01who are the two sailors missing from Santa Clara.
22:04But, what I want to do today is to make an appeal for those residents
22:10in the Santa Clara area in South Trinidad.
22:14If you can come across any relative of Damian Rees
22:18and the immediate family of Alvin Morgan, please contact us.
22:25We are in contact with someone, Kimberly Dyer,
22:30with respect to Alvin Morgan,
22:33but we need somebody for Damian Rees
22:35and an immediate family for Alvin Morgan to contact us.
22:40The next person we have missing is Joel Rahim Francois,
22:45and he's from Chebouanas.
22:47He went missing there.
22:48I'm in contact with his mother, and we're working closely.
22:51And I believe by this evening, we should have Joel home, right?
22:54So, it's a bit of good news there for Joel.
22:57Well, and this one came in from the police.
23:01The next one, Whitney could help me probably with the pronunciation of the first name.

23:08Yeah, the first name will be Kiela.

23:17And just this evening, she was sent us by the Toronto-Tobago Police Service.
23:22She was last seen on the 11th of the first, and she's from the Aruka District.
23:28So, if you have information on her, please contact the Aruka Police Station
23:32or team at 799-1453.
23:36And the last person, actually, is a teenager and a baby.
23:40Now, the teenager is a ward of the state, and she would have left a state institution.
23:49And she went missing, and I was contacted by the police to try and assist.
23:54Now, I'm not willing to give out her name, but she went missing from the South Orupuch area
24:01in South Trinidad.
24:02So, if it is members of the public, you see a young female, East Indian,
24:10moving around in the South Orupuch or South area with a baby that looks like about one year old.
24:20Please contact your nearest police station or 799-1453.
24:30And I will give you a bit of a background to it so you will understand.
24:34She went to put out the garbage, garbage, with the baby in her hand
24:39and was seen climbing up over the wall.
24:41So, we need to be vigilant in South Trinidad
24:45and please report any sighting of a 17-year-old mother and a baby
24:51with a baby in her arms moving around South Trinidad.
24:55If we get that information and any sort of information,
24:58even if you're not sure, still, you know, send it to the relevant authorities
25:01so we could find a way to help that young lady moving forward.
25:05All right?
25:06Yes, so that concludes the missing persons from March.
25:09Let me know a little bit more about Marlon in the situation here.
25:12Oh, yeah, and then the family of Marlon Henwood.
25:15So, viewers, you all will be familiar with this.
25:17We have a new picture we found of him,
25:20and the family has raised the reward to $50,000.
25:23It's been a year since he has been missing.
25:27He walked out of the San Fernando General Hospital.
25:31He was beaten up by some guys in Separia.
25:34He has a mental...
25:37His mental health is compromised.
25:40He came from Canada.
25:41He's a Canadian citizen to be with his mother in Separia,
25:46and unfortunately an incident occurred.
25:48He was hospitalized, he discharged himself,
25:52and to this date, I keep in close contact with his relatives in Canada,
25:57and they've upped the reward to $50,000.
26:00But people in Separia and most of Trinidad and Tobago,
26:03you all know about this case.
26:05So we continue to ask you to be vigilant.
26:08Any information, no matter how small, please pass it on to us.
26:12Yes, that's very important.
26:13And just some quick updates here with regards to the TTPS town meetings.
26:17The Southern Division town meeting, Royal Palm Hotel, Royal Road, San Fernando,
26:22on March 12 at 6 p.m.
26:26So come out, ask as many questions as you need
26:29as we move forward when it comes to persons in the communities,
26:33trying to find ways to make sure it's safe
26:35and it's also a better place to live.
26:37Right, and when you attend these town meetings,
26:42you know you can ask questions.
26:43You can ask questions with respect to your district,
26:46how many firearm-related offences there were,
26:49what are the statistics.
26:51You can also make your personal complaint to the officers.
26:55I've been to quite a few,
26:57and the officers are willing to answer your questions.
27:02Additionally, it's an effort to bring the community
27:04and the police, Trinidad and Tobago police service closer together.
27:09That is why they formed, you know, these councils comprising members
27:15of the community to meet with the officers regularly
27:18so that they can build that relationship
27:21and they can make the community a safer one.
27:23Now, speaking of having a community being safe,
27:27I was able to, you know, because you're on the show
27:30and you're paying attention to certain things,
27:33that we're seeing we are in an SOE
27:34and we're seeing a lot of persons being arrested
27:36for criminal activities taking place in the country
27:39and the prisons and jails are now being filled.
27:42You know, I was able to see that in the Netherlands,
27:46they have a reduction in crime,
27:48and with that being said, the jails are no longer filled.
27:51Now, could that blueprint work for us
27:52with what they are doing, some of the things they are doing, Captain?
27:54Yes, it could, because I am an educator by profession
27:59and I continue to say that knowledge is power.
28:02And when you educate people, you get a change in behavior
28:05and change, the only way to change behavior really
28:08is to educate people and to make them, empower them
28:13to look at things differently
28:16because these criminals are really in their own small world, right?
28:19Yes.
28:19They don't see anything other than that small space they operate in.
28:24So, therefore, I am one for positive moves to...
28:29I like the issue of restorative justice.
28:32I follow that a lot.
28:34And I know people could be reformed.
28:37I know some persons who cannot be reformed
28:40because I know two persons who are on murder charges.
28:42They plea bargain.
28:44They went out and they were subsequently arrested
28:48for one for murder and one for violence.
28:50So, basically, they manipulated the system.
28:52Yes.
28:52So, what we have to do, I believe in that.
28:54But in the Netherlands, you find that they will be trying
28:57all sorts of strategies.
28:59But, you know, we've got to try to really restore these people.
29:05Now, you just spoke of strategies in the Netherlands, right?
29:08And some of the strategies stood out to me.
29:10And I'm wondering, and I'm posing it to you,
29:12could this possibly work for us in Trinidad and Tobago?
29:15And they were stating here the decline happened
29:17because of factors like lower crime rates, of course,
29:21shorter prison sentences, more rehabilitation programs,
29:26electronic monitoring, which is the ankle bracelets
29:28that maybe we could invest in,
29:30instead of staying in the jail population,
29:33cause persons to operate differently.
29:35We have that mindset here, Captain.
29:37Well, the one is the shorter fines
29:41and the shorter jail terms I don't agree with.
29:44But the others, I agree with it.
29:46Do you know, just before we came on,
29:48someone was shot with an ankle bracelet on, right?
29:51So, we do have the monitoring bracelets in Trinidad.
29:55I recall reading recently where someone actually cut out their bracelet.
30:00And something happened to them.
30:02But the ankle monitoring bracelets,
30:06that is not new.
30:09We have that in Trinidad and Tobago.
30:11However, the reform strategies, I'm not too sure.
30:15You know, what I learned, right?
30:17What I learned is when you go to prison
30:19and you interact with the prisoners,
30:21you find a lot of them kind of do the basic reading and writing.
30:24And once you start, begin to teach them,
30:27you know, they begin to show signs.
30:29But, you know, they need a lot of love and care.
30:32And probably the prison system is not where you get at.
30:35It's unforgivingly a challenge in the prison to have love and care.
30:41Yeah.
30:41Well, I mean, those who have been stapled within the prison
30:44have been trying for years
30:45when it comes to making sure restorative justice
30:48was something that was implemented in a major way,
30:51which was foreign to some persons in the hood.
30:53They don't want to hear that.
30:53Remember, we are one where licks and beaten straighten us out.
30:58But now we are seeing that we need both of them.
30:59But, you know, like the overflowing jail.
31:02Well, I mean, the crime conditions of all jail.
31:05The prison system doesn't lend itself to quality educational programs.
31:11Because, you know, you have to get a lot of programs.
31:13You have to get a lot of teachers, a lot of tuition.
31:16But, you know, we cannot give up hope,
31:18even for those who are committed violent crimes.
31:22Because they have to come back out in society, right?

33:39How many of these stories we have to go through time and time again when we tell individuals,
33:44yes, it is your items.
33:46Yes, you bought it.
33:47Maybe it was gifted to you.
33:49But the climate in which we live in, persons don't care about that even though it is yours.
33:54Others want it more than you.
33:56Now, there was an incident that took place where a man goes to market wearing $70,000 in jewelry.
34:02And he loses it to a bandit.
34:04Now, a 42-year-old man was robbed of jewelry valued at $70,000 during a daylight attack along Market
34:12Street, Marabella, on Saturday morning.
34:14Now, police said the victim was walking towards his Mazda B-2500 around 11.15 a.m.
34:22when he was confronted by a man outside of his meat shop.
34:26The suspect grabbed the man by the neck and snatched three gold chains and two pendants.
34:32There was a scuffle and the attacker fled.
34:35Now, the suspect was described as a dark-skinned man of African descent, about 5'9'' in height,
34:42slim belt with cornrows on his hairstyle, wearing a black cap, light blue jersey, grey three-quarter pants, and black
34:51slippers.
34:52Captain?
34:52Right.
34:52So, we always say make yourself a hard target, and certainly that gentleman did not listen or read.
35:00That, you know, you have to make yourself a hard target.
35:03You've got to not wear your jewelry out there.
35:06I mean, Whitney, I made a change.
35:09I used to wear a chain and get rings.
35:12I have stopped altogether.
35:13I've made myself a hard target, because I think I had spoken to you about some reports I had gotten
35:20during the carnival,
35:21where in Port Ospin, you know, there were these petty thieves snatching jewelry of women.
35:27So, you have to be careful, and please understand that we live in a space now where even your jewelry
35:34is not safe to wear when you go out.
35:37Wear it at home, and that sort of thing.
35:40But please, do not wear $70,000 worth of jewelry to God.
35:44Yeah, I think if you do also want to give that away, you can give it to the Hunter's Search
35:49and Rescue Team.
35:49Oh, yeah, donate it to Hunter's Search and Rescue Team.
35:52Yes, yes, yes.
35:53That's very important.
35:54Now, the TTPS continues to work extremely hard, as we mentioned before,
35:57where the war on drugs and guns that are taking place in our country,
36:01and we're seeing where the TTPS, the five held firearms, drugs, and ammunition that were seized,
36:07five suspects, including one minor, were arrested, and a firearm, two magazines,
36:12and a quantity of drugs and ammunition seized during an ongoing weekend state of emergency operations
36:18in the Central and the North Central Divisions.
36:21Now, they conducted a search of the premises, which resulted in the discovery of one Smith & Wesson pistol,
36:29loaded with a magazine containing four rounds of ammunition in the possession of a 44-year-old Chibonis man.
36:37The man was arrested in connection with the find, and meanwhile, in the NCD,
36:42officers conducted an exercise between 1 p.m. and 4 p.m. yesterday,
36:47during which they proceeded to the Tunapuna district, where they conducted searches at two houses,
36:52one magazine containing 10 rounds of 5.56 ammunition was discovered,
36:58and four male suspects, ages 16 to 23, arrested.
37:03And a minor involved in this, right?
37:06And so, there's an ongoing debate in the country with respect to the SOE,
37:11and how the police will enter homes.
37:16And I think the police is saying that, you know, if you're really not involved,
37:22you don't have anything to worry about.
37:24But I ask the question, how else would they be able to get into those homes,
37:29especially when information is on hand?
37:32Yes.
37:33Because the previous processes, even though you had information on hand,
37:37you couldn't act readily.
37:39You had to go through a certain procedure to get your warrants.
37:42I am not too sure if that has changed,
37:45but certainly, you know, you have to understand that we need to get into those homes
37:53of those who have those type of weapons and who have large stashes of drugs.
37:58You know, Captain, obviously, from observation purposes,
38:01we being in the SOE and the officers able to act in such quick action
38:04to get these guns and drugs and all these things in certain places,
38:09would we say now the judicial system will step in where the warrants,
38:13when we're coming out of the SOE, they can move a bit swiffer for the actions of the officers?
38:18Well, I really thought that that would have been the preferred option after an SOE.
38:24But I haven't heard anything of it.
38:27But, you know, there's always debates in the parliament.
38:29I don't know if that will come through soon.
38:32But I think that is one hurdle that the TTPS has.
38:36And I continue to say this because I am a confident person.
38:41I look at the society.
38:43I look at what's going on.
38:44And I always say that we have our rights and liberties,
38:49but somehow I feel laws are skewed towards the criminals.
38:53Yeah.
38:53And I think the majority of the citizens feel that way
38:55because when we take matters into our own hands,
38:58we get the wrong end of the stick.
39:00Now, remember, you all could give us a call at 623-1711,
39:03extension 1996 and 1997.
39:06Now, Captain, we spoke of the bushfire situation, right?
39:09But over the weekend, I saw persons burning rubbish outside of their homes
39:15and not understanding how dangerous this is.
39:19And I'm saying, if anything, this goes wild.
39:22What are you going to do?
39:23Yeah, you have no recourse because,
39:25and this is the thing about, you notice the breeze these days.
39:29We post the weather report each morning.
39:31Every morning, we have to write on that weather report.
39:34There will be a breezy day.
39:36Now, when you ignite a fire, you might feel that you can't control it.
39:41But with the additional support of the wind, it will go in any direction
39:46and you will lose control of the fire and it could reach the houses.
39:53Now, talking about a neighbor burning rubbish, or not a neighbor,
39:57somebody burning rubbish, if you examine the contents of a garbage can,
40:01normally there is about 90% plastic.
40:05Correct.
40:05And when you burn plastics, and those are chemicals,
40:10then they're noxious and they hazardous to human health.
40:14So, therefore, you should avoid burning your garbage
40:17garbage and try to treat with it any manner in which it was supposed to be disposed of.
40:24But even the burning of grass contains substances that are toxic
40:32and it could knock you out.
40:34Carbon dioxide, for instance, is generated.
40:37You're not supposed to inhale that.
40:37But the thing is, it threats to life and property.
40:41Because think of all those homes, that behind those homes are bushes
40:45and somebody unknowingly to the homeowner sets a fire in the back
40:49and the homeowner is probably not home or sleeping during the day
40:53or, you know, just have his dogs there
40:56and this fire creeps up onto the property and ignites his home.
40:59So, please, we ask you to desist from certain bushfires.
41:04Now, what about persons who are living in communities
41:06where it's really difficult for the garbage trucks to come
41:11or they don't really visit their area as much because of where they live
41:14and they then take matters into their own hands to burn the rubbish?
41:18What could be done?
41:18What could we tell them to prevent them from doing that?
41:21Well, we've met it in several areas.
41:24So, there are areas that are under, so probably there's no turning point.
41:27I meant this one.
41:29No turning point for the garbage truck, right?
41:32So, what they can do is consult with your councillor and find out what is the problem.
41:37In one case, I remember going to a place to assist a homeowner to create a turn point
41:43and then service started.
41:46The additional thing is create a community bin
41:49and try to get your councillor to get the truck to come and take it up from the community bin.
41:54And that happens in a lot of, you know, in Portsmouth, when you have these narrow lanes, right?
41:59So, a lot of the garbage comes to the community bin and they service the garbage.
42:04Because I know rural areas will see more of the fires taking place because they're burning the rubbish.
42:10But I'll tell you something about rural people.
42:12They learn to manage the garbage.
42:14I've been right through.
42:16It's really a city problem.
42:19Yes.
42:19They manage, I mean, they manage garbage well.
42:23But they have, in the remote areas, the country areas, you have more bush,
42:29more, more, more land that is covered with, you know, grasses, grasslands and that type of thing.
42:37And therefore, that is where the fires occur.
42:41You see those abandoned carony lands?
42:43Yes, yes.
42:45There's an affinity to just burn them down.

43:10And the prison has adopted that a long time ago in terms of their programs for in, towards rehabilitation.
43:21Notwithstanding, the society itself still needs to embrace that restorative justice.
43:27So that's just perhaps one of the main hindrance.
43:32But we have these, for example, when they come out of the prison system, society is still
43:38looking at them in a particular way.
43:40So I guess this is the challenges still exist in terms of the restorative justice and also in terms of
43:47the rehabilitation of the AMA.

43:50So the caller is saying that he knows for a fact that there are programs with him.

43:57And he raised a very important point and there's the stigmatization that goes with being in prison.
44:03So once you release back into the community, everybody knows your record.

44:14about your business based on what you learn in prison, there is a challenge.
44:19Yeah.
44:19But we just have to educate the public.
44:20And we agree with that.
44:21Yeah, we have to educate the public on how restorative justice works.

44:24Then able to embrace those inmates who are now coming out in society after they serve their time, that they're
44:30able to be accepted back into our world.
44:34And that is the free will.

47:00We had some RTAs that took place over the weekend.
47:02Let's start in the southern area on the southbound lane incident took place.
47:06And we continue to stress the importance of taking your time.

47:14When this accident occurred, four young persons, the average age is to be around 20 persons,
47:21just walked out the weekend.
47:22And they reported that one guy just put on his jersey and walked away.
47:28They did report that they were all inebriated.
47:32And, you know, this happened early in the morning.
47:35And we were surprised that no one lost their life or that no one else was hurt in this accident.
47:42But certainly, it was the young people speeding and crashing their own vehicle.
47:47Thank God they all escaped alive.
47:50Captain, the spirit of the alcohol makes people feel invincible.
47:54Well, in this case, we could confirm that it was an alcohol-related accident.
48:00And, um...
48:01Where was the TGPS?
48:02They dealt with Dr. Connergy?
48:03They came and they dealt with it.
48:04No, they couldn't find the driver.
48:06He walked away.
48:06Of course, he knew the law.
48:08So, it's three stayed.
48:09And the driver put on his jersey and quickly walked away.
48:14I hope they find him.
48:16But, um...
48:17You know, and you know the reason why he walked away?
48:19He didn't want a fertilizer to be done on him.
48:21Well, they're so work quick.
48:22Yeah.
48:22But it was an alcohol-related accident.
48:25But, you know, Whitney, an innocent person could have been killed,
48:28apart from the fact that these four young people came close to being road fatalities.
48:34Oh, he could be in shock as well.

48:42All members were present.

48:45So, they were present and I was thankful that they were present.
48:48They were able to get them out, assist with traffic,
48:51and make it sure that when the ambulance came, you know,
48:54the other three were processed quickly.

48:58because there was also an accident that took place in our sister isle,
49:02and that is at Goldsboro in Tobago.
49:05And we're seeing, again, the importance of taking your time,
49:09driving for others, not just yourself.
49:11This is a head-on, it looks like collision,
49:13from what we're seeing in this short video.
49:15Yeah.
49:15And I'm hoping no one was seriously injured here,
49:19and no lives to take on.
49:21But we're seeing a lot of these accidents in Tobago,
49:24at these intersections, right?
49:26And if you've been to Tobago as much as I am,
49:29you know, these intersections seem to be all crowded,
49:31especially in the Scarborough to Crown Point area.
49:36They all seem to be from...

49:42You know, it continues to be a problem.
49:44So there has to be, you know, more traffic management strategies
49:47to put in place at those intersections.

49:51Now, this happened over the weekend in the Marabella area,
49:55where stabbing Malabar, my apologies,
49:58stabbing incident that took place,
50:00the victim is said to be a young male.
50:03Yeah, and I saw this and was wondering, you know,
50:07what would have happened here?
50:09But the police seems to have been on the scene very quickly
50:13and would have taken charge.
50:15Is that the knife protruding?
50:18I'm seeing somebody holding something in there.
50:21No, by the girl's foot.
50:22Oh, by the girl's...
50:23Oh, yes.
50:24Yes, it is.
50:25Jesus Christ.

50:28Seems to be a knife.

50:30But, you know, these young men, they could do better than this.

50:44And that is why it is very important that our young people understand
50:47that the first impression is what someone sees.

50:50That doesn't mean that it's the mentality of the individual,
50:52but this is the society that we live in, the world that we live in.
50:56The perception of how we look is what persons will basically assume
51:01or put us in this bracket to be.
51:04And that is so true.
51:06It is not about being stereotypic.
51:10It is about how we as humans view things.
51:14Yes.
51:14And the first impression does count.
51:16Because it's like me putting on scrubs and saying I'm a doctor.
51:20Right.
51:21And you're running up to me,

51:23and I answer you back and say I'm not a doctor.

51:28So a first impression does count,
51:30and we have to appeal to these young men to, you know,
51:34you have, even if he, let's assume he had a knife,
51:38what you're working with that for?
51:39That means you're anticipating some attack from somebody.
51:43And take the violence out of the pity and go about your business.
51:46If you're going to an evening line, no problem.
51:48If you're going somewhere, no problem.
51:50But take the violence out of it.
51:52I think if you have to work with a weapon anyway,
51:53you should just stay home.
51:54I agree with you.
51:56Because if you're not comfortable,
51:57that means you shouldn't be out of your house.

52:01There are some people who are just not able to socialize

53:25and we're seeing with the bushfires
53:27because persons are out and about now,
53:29this is the time we're seeing more families spending time together.
53:32What are some of the things, the advice you could give persons
53:34who are looking to have adventurous weekend
53:37and do things with their families?
53:39All right.
53:39So I would highly recommend that now is the time we're in March.
53:43It's hardly going to be any rain expected during the month of March.
53:48So now is the safest time to visit your rivers,
53:52not your beaches as yet, your rivers and your unique geological features
53:59like waterfalls, caves, go hiking, explore Trinidad and Tobago.
54:04Now is the best time to do so.
54:06And the reason for that is that with less rain,
54:09the rivers wouldn't rise on you quickly
54:11and there will be less slippage along any trail.
54:14You don't have to deal with muddy trees.
54:16You could actually hike on good trees with your sneakers
54:19and we would recommend that you do that with your families.
54:24One, if you're going on any difficult hike,
54:28go to the Hiking Association of Trinidad and Tobago website
54:32and go contact their group leader
54:35and take a hike leader along with you.
54:40You will have to pay,
54:41but that's the best person to take your toe
54:43and from a destination safely.
54:46The second thing you ought to do
54:48is to make sure that you alert everybody to where you're going
54:53and contact hunters, switch and rescue team.
54:56There's something called live location.
54:58Yes.
54:59As you move along your trails,
55:01this is one group.
55:02We get a lot of live locations
55:04and people feed us the live locations.
55:08The one thing about this dry season
55:10is the prevalence of bees
55:12and we want you to be on the lookout for bees.
55:17With the dry season come flowers,
55:20the honey season and the bee season is there,
55:23but you will hear them
55:24and don't go knocking around on logs and trees just like that.
55:28And it's in the low ground as well.
55:30On low ground.
55:31So be careful with bees.
55:32Now, always have your emergency numbers.
55:37Always try to have data on your phone
55:39so you can set up center position.
55:41But now is the safest time
55:44and now you have less injuries on hikes,
55:47no muddy trees.
55:48Take your family out.
55:50If you're going to rivers,
55:51please make sure your children and yourself
55:54you have one life jackets at all times
55:56when you're going in our rivers
55:58because the rivers tend to look shallow from on top.
56:02But once you jump in, it's very deep.
56:05Four and eight feet deep.
56:06Very hollow.
56:07Yeah, it's very deep.
56:08So wear life jackets,
56:11carry floatation devices
56:12and always walk with your rope.
56:16There was a, I'm not saying,
56:20just a short while ago,
56:22the Met Office discontinued the high sea yellows.
56:25But you know there was a drowning in Tyrico yesterday.
56:28I didn't know that.
56:28Double tragedy in Tyrico yesterday.
56:30Nobody was found in the bushes right there
56:33and someone drowned at Tyrico yesterday.
56:37But then this drowning took place
56:39during the high seas and the hazardous sea alert.
56:43It was only discontinued today
56:45and people have to be mindful.
56:48So I am saying we have high breeze now.
56:51Now is not the time to go to visit your beaches
56:55because the wind will create a different wave action
56:59at our beaches.
57:01It will be rough.
57:02Wait till the breeze subside in maybe a week or two
57:05and then go to your beaches.
