03:14Tape. I'm your host, Whitney Husbands.
03:16Now, as the gentleman promised us last week, he said, listen, call and I shall be here. And he definitely
03:24answered. We'd like to welcome back my co-host with me this evening. We have DCP Junior Benjamin here with
03:29us. Good evening to you, sir.
03:31Hi, Whitney. It's a privilege. You know, I'm a man of my word.
03:34Yes, yes, yes.
03:35That's the police service.
03:37Yeah, but certainly, I'm really glad to be here and I'm looking forward for a wonderful time.
03:41Yes, most definitely. And a lot of information that we want to put to the public for them to know
03:46what things, changes happening that persons are witnessing.
03:49But apart from that, we saw today that there was a disturbing murder once again with a young lady.
03:55And this here comes off of the heels of an incident that took place on Monday. But this incident, this
04:02was in the Eastern Division where a woman was identified as Chanel Lewis and was allegedly shot to the back
04:08of her head while walking in Brooklyn settlement in Sangre Grandi.
04:12Now, as I mentioned before, this came off of the heels of an incident that took place on Monday with
04:18the black, I believe it was a Hilux. Either way, it was a vehicle that was parked up and a
04:25young lady by the name of Jamelia Lewis was found shot and killed in that black vehicle on Junjun in
04:31the Port of Spain area.
04:33Now, condolences to the both families. Again, you're hearing the Lewis.
04:37Yes, yes, yes.
04:38It's different locations. But how do you feel hearing this? I mean, I know it's not something that.
04:43Yes, well, certainly you can't be happy or pleased at all, you know, when you hear these things. This is
04:50not what you want to hear.
04:51Yeah.
04:52I would want to also extend from the, you know, to the family and from the commission of police and
04:59those of us in the executive and the whole police service and our whole condolences to the family.
05:04But nevertheless, we continue to fight. It is certainly not a situation where we would see a change. We cannot
05:13be everywhere at the same time. But certainly we are saying that we need to see a greater, you know,
05:20fight even from the public in terms of understanding that we need everybody on board in order to solve this
05:27problem with homicides.
05:29More and more and more we recognize that these situations are coming from places and from people that, again, somebody
05:38knows something.
05:39And if we don't share that information, then the police will not have the intelligence, you know, so that we
05:45can work and turn that intelligence to evidence so that we can arrest persons.
05:49So we are saying to persons, if you know anything about the city, any one of these homicides, please let
05:55us know, get on to the police, let us do our jobs and let us make sure to be a
06:00safer area.
06:02Now, listen, DCP, I'm not going to lie. It is really strange when you hear anyone dying, being killed in
06:10the way in which we're seeing persons are being killed, but more so when you hear children and women, many
06:14years, maybe what, two, three decades ago, when you hear somebody killed a female or child or elderly person, that
06:22was, listen, the community coming out.
06:24They want to find whoever did this and they're going to deal with it accordingly where the TTPS will be
06:31in the mix of things to make sure justice is sued.
06:35And I am saying that you're absolutely right.
06:38And, I mean, more and more we are recognizing that we are seeing more women, more children dying.
06:45And it really shows you that it seems like even there is a coldness in the hearts of men.
06:52But let's not forget that really the cause of this is really people who fail to obey the law.
07:01And we can get angry, but it's important that we don't forget that we are law-abiding citizens.
07:08And if we are law-abiding citizens, then let us arise together.
07:12This is not something that any one entity must be blamed.
07:17It's not about pointing hands.
07:18This must cause us to unite stronger as a people so that we can face, you know, and even combat
07:27the scourge of the crime that is before us.
07:30What is good about it, and I, again, I am saying we are still seeing when we look at the
07:36murder numbers that we are probably about six or seven murders less than last year.
07:41So we will continue to fight.
07:43I'm saying that it is still one where we are seeing a dull one trajectory, and therefore we will continue
07:49to fight.
07:50Nevertheless, the murders that we are seeing, every murder is one murder too much.
07:55So therefore, the police service, we are not satisfied.
07:58We are not pleased.
07:59We want to ensure that our officers are out there on the job day and night, putting our lives on
08:05the line to ensure that we get, you know, move from that crime prevention to crime detection and crime conviction
08:12because we need to nail these people and put them behind bars.
08:16Yes. Now, speaking of cold, these criminal elements that are out there being cold and have no regard for life
08:22at all, apart from seeing women, children, men, and also police officers being targets of the criminal elements.
08:30We see here at the TTPS, they were hard at work because there's a quick update.
08:34According to the report to today's experts, a suspect in connection with the murder of PC Romel Douglas, and that
08:42was, the incident took place on July 28th, was shot and killed.
08:45Now, around 11.05 p.m. at the San Diego Hospital, we have an update with regards to the suspect.
08:52Now, the age, DCP, 18 years old, a man being sawed by police in connection with the July 28th murder
09:02of PC Romel Douglas, was shot and killed during an exchange of gunfire with officers at his girlfriend's home in
09:10Matura on Tuesday night.
09:12Now, Hassan H. Man Johnson, 18, was killed at a two-bedroom concrete house at the seven and three-quarter
09:22mile mark Main Road in Matura.
09:25His death brings to 21 the number of people killed by police in Trinidad and Tobago this year.
09:32Now, according to police, around 11 p.m., officers received information that Johnson was at his girlfriend's home, where he
09:40had allegedly been hiding since Douglas' murder.
09:44Johnson was believed to have been staying away from his home in the 2nd Street in Arima.
09:50Yes, sir.
09:51Well, first and foremost, we are saying that the police, we continue to really use the intelligence that we have
10:01to really bring perpetrators, you know, to justice.
10:05And therefore, this is a classical example and one where we must really commend the officers who are spearheading this
10:13investigation.
10:14And it's not just because it's a police officer, it must be something that must be across the board.
10:20And we are seeing the commitment of our officers going out there to get the relevant TV footage, CCTV footage
10:30or whatever,
10:31the information that they get from persons who are giving them that information on the ground.
10:36And they are using their intelligence to, again, detect perpetrators and bring them to justice.
10:45So this is a very good example.
10:46I commend the officers for a job well done.
10:50We are now seeing that even as we go forward, we hope that we would have even some more support
10:56for the Trinidad and Tobago Police Service
10:58as we continue to fight the crime because crime is everybody's business.

11:07And we have seen younger.
11:08We have seen persons 16, 15, serious criminal activities that they are involved in and being charged.
11:16I don't know what it is that is in the water.
11:20That is, no, like, seriously.
11:22Yes.
11:22And I think that we need to ask ourselves, you know, what is happening with our young people?
11:27Especially our young, and I know people don't like to say it, but our young black men.
11:31Yeah, and I think that, honestly, we have to really stop and really look critically at really what is the
11:40heart of the problem.
12:09Yeah.
12:11Because it's time to get on board to religious leaders, it's time to get on board.
12:15Everybody must play a part as we seek to really rid our communities of these situations.
12:22Because I am saying that we have persons of influence that can touch the lives of these young people so
12:28that they do not revert to that life of crime.
12:30Now, you remember the last time you were here, which was last week, and I spoke about you all really
12:35going into the communities.
12:37Yes, I understand they have the youth groups, and we have all the youth clubs that are there, and it
12:43is implemented by the TTPS.
12:45But the persons that, I'm not saying they don't need it because it's a safe space to develop themselves.
12:50But the individuals who really need that guidance, that support, is almost like those who are on the block, those
12:58who are just there literally, right?
13:00Or maybe watching the show, smoking, taking a scene right now, and saying, what madness you're talking, or what madness
13:06you're talking?
13:07But the reality is, I believe each one of them want to find a way, but they just don't know
13:14how.
13:15And I think if we engage on the level that they are at, and really step in, and not just
13:21do it for the cameras, and this is the initiative we're putting out there, it could really assist in some
13:28way.
13:28It's almost like a clean up, but clean up for the mind.
13:31Yeah, and I think that's it.
13:33We have to understand that it takes a holistic approach.
13:36It is not just about even locking up or arresting persons, because you can arrest a person, and they come
13:44out after they're finished, probably bitter and worse than when they went in.
13:49So the problem, as I always say, the heart of the problem is a problem of the heart.
13:53We have to start to see how we can address the heart problems.
13:58Sometimes these situations are occurring because persons don't have jobs.
14:02Sometimes these things are really occurring because of bad mentoring or lack of mentoring.
14:09What is the norm in their area?
14:11Exactly.
14:11So what we have to do is to really sit down and do a proper assessment.
14:16We have a lot of at-risk youths, and we have to now see how we can reach these people.
14:22And therefore, crime prevention is one of the most important areas an organization, especially law enforcement, must focus on to
14:32ensure that we do not see the next generation continue.
14:37Sad to say that we've seen young people, but we are saying, hey, if we can stop some young people
14:41from getting on there, then we start in the right direction.
14:44If we try the at-risk adults, I know it's sad to say it like that, but that is the
14:47case because they are the ones who pump in stuff into the minds of the young ones.
14:50So if you have them involved as well, it will assist than just trying to help the young ones and
14:56the going back into the space that is comfortable and not known for us that they are exposed to on
15:03a daily basis.
15:04So I'm just saying, to change the minds of the adults as well, we'll then trickle down to the children.
15:08And I would probably want to add to that that we have to look at what goes into the eye
15:16gate, the air gate, all these things.
15:19Because sometimes the songs we sing, all these things, things are called.
15:23So we have to be so very careful.
15:25And therefore, I'm saying it takes a community.
15:28Everybody must do their part.
15:30Parents must do their part.
15:31You know, grandparents, the church, you know, the mosque, you know, the temples.
15:38Everybody must do their part to ensure that we raise a greater generation that is more sensitive and appreciate, you
15:45know, the law of the land.
15:46So right now, let's take a look at what's making our SOE update today as of August 13th, 2026.
15:53Number of operations, we see 11,487.
15:57Number of targets, priority offenders, 2,955.
16:01Searches conducted, 4,143.
16:04Traffic operations, 7,068.
16:09Total persons arrested, 5,065.
16:12Total persons charged, 1,209.
16:17Firearms recovered, we're not seeing an increase there, but it's a total of 277.
16:22Ammunition recovered, we're not seeing an increase in any of the ammunition recovered there.
16:26It stands at 5,645.
16:30And dangerous drug sales, we're seeing an increase with the cannabis disability.
16:33Yes, so really and truly, even though we're not seeing any increase in our firearms and ammunitions, what we're recognizing
16:41is that more and more we are seeing, as we continue to do the work, that at least in terms
16:51of the murder toll, you know, we are seeing spikes.
16:55I mean, since, like, when we see these intermittent murders that are taking place, and again, we really continue to
17:04work hard in reducing, but we are saying that even when we look at the overall numbers, that we are
17:11always thankful when those numbers are lower than what we saw last year.
17:16Seeing that last year, we had that 41 percent decrease.
17:20However, there is still a lot of work to be done.
17:23We are saying that we are seeing where we are using the PDOs, and I want to even congratulate the
17:29DCP operation for a job well done, because most of those operations would be under DCP Martin and her team
17:36in Operation Resolute, and it seems to be working tremendously.
17:39So, I really commend the whole team and all the divisional commanders for doing a really exceptional work in their
17:49divisions.
17:50However, we continue to ensure that it's all about crime prevention, crime detection, and crime conviction.
17:56It's about crime suppression.
17:58We want to suppress those areas where we see the hot spot areas, and we want to ensure that we
18:04turn that suppression into at least some level of conviction where we put those persons behind bars so that they
18:13can at least do not be any problems for children.
18:16And justice being served.

23:18this evening as we continue our conversations as i mentioned before me over we have a lot to discuss
23:23today and we will be speaking about home safety and persons being out and about and protecting
23:28themselves but before we dive further into that i want to touch on the freeport area is having some
23:35issues and their residents is making it very clear that these gangsters who are coming in their area
23:40they are terrorizing the persons in their community now salchon division police have launched an
23:46investigation into reports that a gang has been terrorizing residents living in a community in
23:52freeport the express spoke with the victims who have appealed to the trinidad and tobago police
24:00service to intervene before it's too late a senior officer confirmed that the matter was being
24:07investigated and that officers were actively working to resolve the issues he said the residents
24:13of the arena road would be soon getting some response and a positive outcome will happen dcp yes um let
24:26me
24:26just say that um when we hear these things something again has to tell you that something is wrong when
24:32we have gangs and persons wanting to terrorize innocent citizens but it just tells you the time that we are
24:40living in nevertheless i think that we need to stop and really appreciate what needs to be done
24:46when these things happen it is important that the community understands that they need to take a stand
24:52if you don't take a stand then you allow these persons to believe that they can control the community
24:59eventually they want to come and even control your homes i've known situations in certain areas where
25:04they want to run people out of their house so that these gangs can take over but we have to
25:09take a stand
25:10and let them know not in our community and therefore it's important for the community to come together
25:15as one understand that there is power in numbers and that's right we need to uh know that the police
25:23is
25:23going to stand with you and let us really get rid of those persons and therefore as you make the
25:28report
25:29uh we are going to be backing it up by ensuring that once we're able to identify those persons uh
25:34we are
25:35going to ensure that we do all within our power to at least seek to dismantle those gangs and seek
25:41to
25:41bring some level of relief to those communities yes most definitely we have a caller on hold at the sign

27:20But remember the term is prevention, detention,

28:25that we've given out, things, once it's going to prevent
28:28or it's going to hamper national security,
28:30we will not give that information out.

28:35Nevertheless, it's important to still be transparent.

28:38So there are some things that we will have to talk about.
28:40To a certain degree.
28:41But yes, certainly we will not need to tell how many people
28:45would be in the polls and what time and all these things.
28:48So I do concur with the caller, all right?
28:51And the whole idea of detention and arrest,
28:55we take that and constructive, I think that that is a good point.
29:00But keep in mind, though, if I detain you, I have to arrest you, right?
29:05Arrest is where you've taken away the rights and privilege of an individual.
29:09So it is still an arrest.
29:10So arrest might not be a wrong word,
29:13but I guess within the whole idea of detention order,
29:15probably detention might be also a very good word to use either.
29:19So I thank you for the point.
29:22Now let's switch gears a bit here now,
29:24where I mentioned a few minutes ago when it comes to safety and home,
29:29persons being safe in their homes and protecting themselves.
29:32I saw an article recently where the Central Division was saying
29:37they saw a decrease in crime,
29:39but they still had some issues with home invasions.
29:42How could persons continue to protect themselves?
29:44Imagine in the safe haven that's supposed to be a place
29:47where we're supposed to be most comfortable.
29:50Well, there's some things that you need to at least understand.
29:55One of the things that I think that we have to start off
29:58by at least appreciating is that you need to protect your space.
30:04Yes.
30:04So therefore, there are some basic things that I am saying now.
30:08We recognize that persons are breaking into homes and so on.
30:11And if you don't even have any cameras at all, I am saying sometimes these cameras
30:17are going to at least give us ability to view, where we might be able to see the individual,
30:24probably the way they walk, even probably sometimes you're able to hear, that's right.
30:29You might be able to see a tattoo, something, you know.
30:31But at least you give yourself a fighting chance to at least be able to at least have some visual
30:38of what happened at that particular point.
30:40So I think that is something that we need to start to look at, especially at this time
30:44that businesses, homes, that we seek to invest in that.
30:48You want to ensure that even in terms of when you are going to your home,
30:52that you take a proper look at the place.
30:56If you see a strange car, be very careful.
30:58Probably if you're driving, drive around, make a block before you actually enter.
31:04These days I recognize you need to have, you know, some people park the car, come out,
31:08open the gate and all these things.
31:10So we need to be much more conscious, even as we deal with our homes.
31:15Ensure that there's proper burglar proof and all these things, because your door by itself
31:21or your windows by itself might not have enough protection.
31:25So all of these things are things that you must do.
31:29But above all, I think that you need to train your family.
31:33One of the things I am training my own family is that you have to understand that, you know,
31:39when something is wrong, what to say, what to do in a particular way so that it doesn't
31:44even probably spook if a person is there.
31:47Or give too much information.
31:48That's right.
31:49You understand?
31:50So you have to be a code.
31:51You have to, so these are things that you probably might need to even do with your family
31:55so that you can know if something is wrong.
31:58It's ironic that you're a senior officer, executive officer, and you are also making
32:02sure that your family understands the importance of protecting themselves as well because some
32:08people believe, oh, you all are officers, nothing could happen to you all, all you have
32:10firearm, all you could call, all you're batch, but that's not really the case.
32:14And I tell people, you don't wait until there's a war to train for war.
32:18It's in the time of peace that you train for war.
32:20So you have to always be prepared.
32:21All right?
32:22And you prepare your family in every situation, every circumstance of what to do, you know,
32:27so that at least, you know, if anything happens, and God forbid that it happened, but you
32:32are prepared.
32:33And I think that's the type of world and life that we live in now, that we must be
32:38prepared for different things.
32:40And as we do that, we believe that you're going to build a safer and a much better place.
32:45Yes, we will discuss this and more with safety in persons' homes and how we operate in public
32:50also to protect ourselves.

35:57ensure safety within the communities dcp and the security which is most important yes well first
36:04of all we really um welcome the whole idea of having more police force outside there and it
36:13means that there will be greater visibility more visibility i think it is going to lead to a
36:18deterrent in terms of the number of persons uh that would want to commit offenses because you know
36:25that the police is around and these mobile boots are in areas that again what we will call in some
36:32cases it's it's based on uh the data that we have all right so that they're in hotspot areas some
36:39of
36:39these uh areas as well even though it might not be hotspot areas uh areas where based on or what
36:48we
36:48call intelligence led information we believe is more appropriate where we are able to have these um
36:55posts in places where we can respond quickly so some of them are very close to the bus route or
37:02close to the
37:03highway and to the the main road etc so all they're already there to help us so that we can
37:08help in your
37:09response time it can help us in terms of our police visibility and above all we believe that it is
37:15going to be
37:15better so that even when people have to meet their reports they don't have to go far uh to meet
37:20uh the
37:21police so that we can be able to at least give them the customer service that is needed now speaking
37:26of
37:26reports quickly these mobile units this is not a space for persons to come and make a report if
37:34something happens to them meaning not any moment because i believe this is when something happens
37:38immediately to you that you could go to the person to listen this man just rubbed me or someone just
37:44hit me
37:44hit and run and then they obviously will react according to that information but for persons to
37:50show up and say okay um i have a domestic dispute happening right now and i came to make a
37:55report
37:56could you make reports at the the mobile units well the thing about it is that because it's a police
38:02post
38:03i'm saying that a report can be made there nevertheless the purpose of it is not necessarily to make uh
38:10reports but we are saying that once there are police officers there in fact if you see a police officer
38:15on the street you can you can um engage a report you can make a report of anything that's part
38:21of our job
38:22we had to take the report and we had to you know ensure that the report meet the necessary places
38:28and have
38:29an investigator but we can take the report nevertheless uh what we are hoping is that these boots would uh
38:37again
38:37facilitate quicker response so that when our offense takes place and we are asked you know we can contact
38:46persons in the booth to know that hello you can respond quickly because we'll have all the latest
38:51technology in the booth as well so uh it is going to help us with quicker response um when we
38:56have our
38:57officers there to be dispatched we have them there in terms of being able to have more police officers on
39:03the
39:03street along with the joint patrols etc so it is about more about those things but nevertheless i'm
39:10saying um yes if uh something happens and you're close by you can make a report yeah but i'm just
39:16saying
39:17in my humble opinion dcp they have the police stations for where you have to go and make serious reports
39:23i think
39:24this is really these mobile units should be used for quick action of course and it is not for you
39:31go in
39:32there and the officer to sit down and take that i am just saying that's all i am saying i'm
39:39not saying
39:39you know that is what's supposed to be done but i in my mind these mobile units is to make
39:44sure when
39:45they call move they can't be having an officer they are taking down a person just running to the back
39:51of
39:51man i have to make a report and there's the nearest mobile unit so i don't want to go to
39:57the nearest or
39:58whatever police station is close by because there's an open door policy i mean stress or not but these
40:03units are used for quick response yes and and when it comes to an accident and so forth we're saying
40:09that you can go to the station to make those things i'm saying however uh somebody you know where there
40:14is an emergency you can you can go to uh um one of the mobile posts and and make that
40:22quick emergency this is
40:23what's going on yes immediate right yeah so we're asking for the emergencies to be one that you would
40:30want to use other than that we have the stations there but nevertheless we are saying once that report
40:35is made we are to do something and we are going to respond accordingly all right so i'm hoping to
40:41see
40:41what is taking place here i also saw quickly as well where in the central division they were requesting
40:47five more units to be placed and they mentioned let me tell you a central division they want the cover
40:54exchange near the mp gas station carlson field east of the highway brentwood near the gas station and
41:02east of the highway felicity in chaguanas on the western side of the highway and st helena district
41:09and currently the officers wanted well i tell you if you leave it up to chenidad and to be where
41:15we
41:15corner we'll have one i wish but we have demand power this is certainly you cannot you cannot yeah
41:21we are going to uh their strategic areas that we we want to put these uh mobile boots and we
41:29are hoping
41:30as we see how things go we will some of those mobile boots might be more static uh some are
41:37going to be
41:38more as it is mobile but um we are going to be assessing the overall um effectiveness of these
41:46things and we can move them along and move them in other areas where we see the need will be
41:52from time
41:52to time so um it's again it's a wonderful step in the right direction and the triangle police we welcome

44:09because we want to have quality body one cameras so that even when a police officer is outside there and

44:15forget to put on his body on camera from in the control room we must be able to put it
44:19on
44:19so that again we know what is happening outside there and i believe it will aid police officers to ensure
44:26that one all that they are saying happening we will know for sure yeah all right and it keeps them
44:32at
44:32least in a place where that they and all would be able to do things in accordance with the law
44:37so we
44:37look forward we we really look forward for that but let us say you know up to this point in
44:42time
44:42we do not have that facility and therefore we do our very best to ensure that a greater level of
44:49transparency as much as we can with what yes but i can tell you this with my research that i
44:53have done and
44:54seeing the cost of because i i am one for getting those body cams and it's expensive the the monthly
45:03fee alone just to have that system running is ranging us close to 20 million and that is like the
45:09basic
45:09of the number of body cams you have for the software that is used for the data to be stored
45:17so i'm hoping
45:17that you know all american brothers and sisters who are assisting the ttps could intervene too as you'll
45:22continue that relationship and see where they could step in to assist with that and you know
45:29i think that we even with that you have a license to be paid and yes of course exactly so
45:35there's a
45:36lot a lot of logistics that needs to be put in place uh nevertheless i want to see that more
45:40and
45:40more detail to be good police service we are investing in our technology and therefore that is something
45:45that we are welcoming even as we seek into digitize the police service so we're looking forward especially for

49:23times the criminal activities that happen may not happen within the area that they live in in that is
49:28considered a hot spot yes some of them may come out of which i hate to use the word hot
49:32spot but the
49:33areas that you all focus on uh they tend to come out come in their crime and go back into
49:38the space that
49:38you all consider hot but and that's the thing so let me probably mean city guys when you think about

49:44hot spot what you're thinking about you see sometimes we think hot spot based on a place the hot spot

49:51really part of what we call the evidence-based police and where we are saying the data determines what is

55:16service was jammed but the service that she was able to call out to was getting some roadside assistance
55:23from these amazing officers and let me just say they showed up they said less than 20 minutes lady said
55:29the
55:29command center went above and beyond to dispatch these officers and this was in the freeport highway
55:35area and as the freeport highway patrol and to these officers constable charles constable mohabir and
55:43corporal mohammed a job well done because this is what we talk about it is not just the crime
55:51fighting aspect but the service that you all bring and also when you all do amazing work
55:59we have to praise you all the same a dcp this is something that i hope we can continue to
56:04highlight
56:04because this is going to boost the moral of the officers when it comes to them coming out to work
56:09every single day when sometimes they don't want to show up yes and actually i feel i feel elated because
56:14i'm saying amidst all the negative news it's good to have some real positive news and the fact that
56:19you know these officers are out there and uh they're there with their corporal and they're
56:23getting the work done and they're you know you're having these positive reviews and this is what we
56:27want to you know just uh encourage other officers who are looking on uh this is the type of modeling
56:34that we want we want to be a model and a mentor to others and i think when you see
56:38this you recognize
56:39that hello this is the reason i joined the job yes to make a difference and certainly they are making
56:44a difference so kudos to them uh congratulations we need to even ensure that this uh they get some
56:50level of commendation so i'm going to take the information and we're going to see what could
56:55happen let's see what will happen certainly officers those great officers because we have great officers
56:59out there that go above and beyond the service we appreciate you continue doing what you're doing
