03:36Good evening, Trinidad and Tobago, and those of you who are locked on globally, especially those in Grenada.
03:41We welcome you to Beyond the Tape. I'm your host, Whitney Husbands.
03:44And, you know, today it is one where we are hoping soon enough on the program we won't have to
03:50be wishing or sending, I should say, condolences to families who have lost loved ones because of gun violence in
03:57Trinidad and Tobago.
03:58Now we send our condolences to the families of Keon Alexander, Jesse Nelson, and Dwayne Alexander, three shot dead early
04:09Friday on the 27th of February, and that is at 42nd Street Laventel in Port of Spain.
04:14Again, the murder toll at this time we are seeing now for this year it's 59, and again condolences going
04:21on to all the families who have lost anyone to gun violence this year or even the previous year.
04:28To continue the conversation as we try our best to find a way to control the crime situation in Trinidad
04:34and Tobago, as it continues to be a trending topic, we have a familiar face with us, our super cop.
04:40And it's Friday, of course, ASP Russell with us this evening. Good evening to you, sir.
04:46Good evening, Ms. Husbands. Good evening, Trinidad and Tobago and our international viewers on behalf of the Commissioner of Police,
04:52Deputy Commissioners, Assistant Commissioners, 1st and 2nd Division Officers of the...
04:57Esteemed Trinidad and Tobago Police Service.
04:59I want to welcome you to today's show.
05:03First of all, let me start by saying condolences to the family of your loved ones.
05:08Maybe now we really have to start to, you know, shift the way we do things, pay more attention to
05:17the places we gather, because you may gather in a particular location, you may see a friend that you haven't
05:24seen for a long time, you do not know what this person is involved in, gun violence.
05:29Continue to do what it does, continue to instill fear in the society.
05:35You know, some persons, people want to feel safe at home and even to gather, but, you know, I think
05:40maybe we need to shift away from the gathering on the blocks and probably bring the line inside, bring the
05:44line home.
05:46You know, we need to change certain things.
05:48Of course, the TTPS is here to do all that we can do to assist and to capture the persons
05:54responsible for this heinous act and bring them before the court of law where they will be tried and convicted.
06:00Do you think it's like a cultural thing, especially in the Caribbean, where we just, you know, we go on
06:06economy, our family, friends, we live in the community and we gather at one spot.
06:09But that has now changed. The dynamic has now changed.
06:12The dynamic has.
06:13The block is no longer just a gathering place for us to, you know, catch up and we may cook
06:18something or we bring something and we take a drink here and there.
06:21It is where criminal activities really take place now.
06:24And we say that and that is true, but, you know, sometimes when you look at the festive season, because
06:30for Christmas, a lot of persons gather outside and, you know, there's a love, there's a community, there's, you know,
06:36there's camaraderie, there's that gelling of persons on the corner.
06:41You know, so I wonder what really, what really goes on during the year because Trinidad and Tobago is a
06:47society that we come together for carnival.
06:49We come together for football. We come together for CPL.
06:53Yes.
06:53So why we cannot come together all the time, why we cannot deal with our differences, you know, as human
06:59beings, as adults, rather than we try to kill each other.
07:02Killing each other benefits no one but the funeral home.
07:06No, very true.
07:08No one but the funeral home.
07:09But I don't know what, what, what the young men who decide to pick up this life that they're in,
07:15what they, what fulfills them when they commit these heinous acts and take lives or they, they say, okay, well,
07:23I have a next one on my belt.
07:25And they come, boy, I take away, um, how many points on X amount of six last night?
07:30Yeah, yeah, yeah.
07:31Like what, when you lay down to the, the, those who, because they watch the show, like, what do you
07:37feel?
07:37Is it that you have no soul anymore?
07:40Is it that, that you think that it's all that is meant to be?
07:44I, I, I, I mean, I am baffled by it, one, and I am sure persons who are experts who
07:49deal with the, the criminal mind and studying the mind of persons who have been involved in crime and even
07:55restore their lives out of crime because we are persons who stand before us, may soul rest in peace, we
08:01in chance, who, you know, served his time, he committed crimes before, but he gave back to society and then
08:07was trying to change the lives of many.
08:09But what is it now with our young people more so than ever is glorified to the point that I
08:15am open enough to enter this life, knowing, as you said, the two ways, jail or death, and it doesn't
08:20matter.
08:21And that's why we'll continuously call on the institution, you know, the parents, the parenting, the relatives, the schools, the
08:28churches, you know, and I, and I keep saying, I'm happy that the government decided to open back civilian conservation
08:35corps.
08:35We have things like Boy Scout, you know, we have the girls, guide for the girls, so we have the
08:41police youth clubs, we have the hearts and mind initiative, so there are, um, things you can enroll your children
08:47in if you see them going along a particular path.
08:50But are there the ones who really end those programs, the ones we need to get that end programs, not
08:58there?
08:58Yeah. Maybe we have to find a way.
09:00Yes.
09:00Maybe we need to start to hold parents accountable.
09:03Yeah.
09:04Maybe we need to hold parents accountable.
09:06Maybe there should be some legislation drafted.
09:09No doubt, Ms. Darlene.
09:10That, that, that, that, that once you as a parent, knowingly, that you know that your child is involved in
09:17criminal activity and you don't bring the information to the police or you know he, he, you know where the
09:23gun is.
09:23Or she.
09:24He or she, yeah.
09:25You know where the gun is and you're not saying anything.
09:27They must have some sort of repercussion for you in the system because, let me tell you something, these guys
09:33who are doing these things, they have family as well.
09:35Yes.
09:36And, you know, the strangest thing is that, let me hear it, they would not like their family to be
09:42under receiving and they are shooting people and don't want to be shot.
09:45Yeah.
09:45And if you harm their family, they come in for you.
09:47They come in for you.
09:48But it's okay to take other lives, but the lives of your family and yourself, it's a problem.
09:54It is, it's really sad and I've been stressing this week and last week, especially to our young black men.
10:00And they don't like to go direct it, but that is what we are seeing on a daily every time
10:05we put it up on the screens.
10:06Definitely.
10:06Our young black men, you all are worth so much more.
10:09And I don't know how much more I could mention it, which I would not stop.
10:13Because each and every one of us, God bless us with our talent.
10:16And your talent is not to rob, shoot and kill and terrorize people.
10:21You can't leave this earth known as a man who is a snatcher, a gun slayer, a drug dealer.
10:29Some of these biggest names, even that we watch on documentaries from drug lords, where they are today.
10:34But you know what?
10:35You can't even utter their name in some communities.
10:37And as you mentioned, snatchers and stuff like that.
10:41The persons who buy these phones, when it is snatched, the business places, the cell phone business places that buy
10:50these stolen phones, for parts, you are responsible.
10:54The garage that buys the stolen hybrid battery, or the person who knows their vehicle was in an accident and
11:01you are willing to purchase a stolen hybrid battery, you are responsible.
11:06So sometimes we sit down there and we talk about the crime and how innocent we are.
11:09But are we really innocent when we condone a lot of things?
11:13The person that buys the stolen car parts, the man in the garage who re-stamps the chassis number, or
11:20who takes off one door for vehicle to fix another door.
11:23The person who says, well, they stole my K-2700, so I go use, I go let them steal somebody
11:29else, just to build back mine.
11:31What you don't like for yourself, don't do to others.
11:34All said.
11:35All right, as we move right along again, as we see the TTPS continues their hard work as they beat
11:41the streets.
11:42We are seeing a firearm and magazine seized during Operation Blast in Port of Spain.
11:47Officers of the Trinidad and Tobago Police Service seized one 12-gauge RIA VR-80 shotgun and two rifle magazines
11:55during an anti-crime exercise conducted in the Port of Spain Division on Thursday, the 26th of February, 2026.
12:03Now, approximately 5.50 p.m., while conducting a detailed search of a series of interconnected caves located between Calvary
12:12Hill and Bath Street,
12:14officers discovered one 12-gauge RIA VR-80 shotgun concealed deep within the cave structure.
12:23Further searches of the same area resulted in the discovery of two rifle magazines marked Gen M3, 7.62 caliber.
12:31The area was thoroughly searched.
12:34However, no additional illegal items were found.
12:36No arrests were made during the exercise, which concluded incident-free.
12:42Which is good to hear that the officers were safe and no one was injured.
12:45Guns, magazines, and ammunition, the usual.
12:48Guns, magazines, and ammunition.
12:50And there are persons in the neighborhoods who are seeing these fellas hiding these things.
12:54Yeah.
12:54They didn't know where they are.
12:56They didn't know that the police could come and pick it up.
12:58And as we asked, bring the information.
13:01Bring the information.
13:03Every gun, every bullet, every wrong that we get off the street contributes that safe for Trinidad and Tobago.
13:09Yeah.
13:10Because a lot of these young boys, they're only bad when they have a firearm.
13:13Mm-hmm.
13:13Yeah.
13:13But if you take away the weapon of choice, they themselves may even be humble.
13:19Yeah.
13:19And, you know, in some of the communities where we are seeing some of these social issues, we need to
13:25find a way that we are able to provide opportunity as well.
13:29It's not just us standing here talking and saying, because we don't know what they live in.
13:34We don't live their reality.
13:35Definitely.
13:35It's going off of assumptions and persons who are trying their hardest to protect their families there and make sure
13:41to provide the best life possible, like yourself, as you mentioned, to make sure that you achieve greatness.
13:47And many times I think what is lacking is also being there to show true opportunity for these persons.
13:53And not just we go in our community and we talk and they say you could do this and you
13:56could do that, but where do we start?
13:59And that is where I think we need to, if we engage in the communities, really go into the households,
14:03find out some of the issues they are faced with, the families are faced with, the mothers, the fathers, where
14:08we can assist.
14:09They need some support when it comes to persons just being present to maybe, as you say, take somebody or
14:15their children to these same clubs to make sure that they are protected, they're safe, so they can go to
14:20work and they come back home.
14:21So it's a lot that goes on socially in certain communities that we on the outskirts always look in and
14:27assume and not really go in.
14:29Now, I was fortunate enough to go into certain communities and assist in certain ways, but there's so much work
14:36to be done and people are willing in the communities.
14:38They are willing, but opportunities where I was given an opportunity and not just a opportunity, but opportunities from other
14:45individuals that I could call names.
14:47If it wasn't for God first and then them, certain doors and opportunities wouldn't be opened.
14:53So if we are shutting doors on them, what do you think will happen?
14:56We create the atmosphere.
14:58Well, I'll tell you this too.
14:58Some of them are even doing what we call home jail because you cannot leave the area.
15:04You can't leave.
15:04I will tell you something.
15:05My mother works for election.
15:09She is usually the returning officer.
15:13And she works that success level into the area every year because out of everybody, she is the only person
15:21that is willing to work in that area because she is from that area.
15:25And sometimes when she explains to me that this one don't want to be posted there, that one cannot work
15:31there, this one can't work there.
15:32Because even trying to make an honest dollar, the gang rivalry poses a difficult time.
15:37Correct.
15:37Correct.
15:38So we really need to fix some of these things.
15:43Nation, nation, nation.
15:45Trinidad and Tobago, we could do better.
15:48And it's about time we start to do better.
15:53Most definitely.
15:54All right, guys.
15:55And also, again, we're seeing the officers, according to the TTPS media release, here, one held revolver and ammunition seized
16:01in exercises.
16:03One man was arrested on a firearm and quantities of ammunition and a bulletproof vest seized during the anti-crime
16:09operation conducted in the southwestern and northern division this week.
16:14Now, there was one that conducted a search of an abandoned structure, which resulted in the discovery of one magazine
16:20containing eight rungs of ammunition and one blue-colored bulletproof vest.
16:25Meanwhile, in the southwestern division, task force officers conducted an exercise in the Separia district around 10.15 p.m.
16:33yesterday, during which a search warrant was executed at the home of a 45-year-old suspect.
16:38The suspect, the search resulted in the discovery of one revolver loaded with six rungs of ammunition.
16:44The suspect, who was in the house at the time of the search, was arrested in connection with the find.
16:50And, of course, investigations ongoing with the above two that we mentioned.
16:54See, so another gun.
16:55Yes.
16:56More ammunition, more magazines.
16:58You know, and it makes me really wonder what are really going through persons.
17:03You know, it's like we have turned away from God.
17:06You know, everywhere you go, you hear somebody's asking for a firearm.
17:09Somebody's asking for a gun.
17:11Somebody's.
17:12But you can still die with a firearm on you.
17:14Which we have seen.
17:15You can still be a victim with a firearm on you.
17:18So maybe we need to seek first the kingdom of heaven so that all shall be added.
17:22Maybe we need to pray one for the other.
17:25Maybe we need to love each other.
17:27But we could fix things.
17:29And this is it.
17:30Why are we so angry?
17:32Life is life and life will always be life.
17:35Life is not meant to be perfect.
17:38Yeah.
17:38They will always have something that you need.
17:41Something that you want.
17:42This is human nature.
17:44You can believe today's self, right?
17:46I had a road rage incident.
17:49And you watch me like that because you're saying because most women have road rage incidents.
17:53That's why you watch me like that.
17:54No, I have my honesty.
17:55Yeah, no, I really had a bad road rage.
17:56That we're speaking the truth.
17:57Yeah, we really say the truth today.
17:59Anyway, I really had a bad road rage incident where a driver was allowing persons to pass because the light
18:06was red.
18:07So they were coming, I wouldn't say where, but they were just passing and letting persons pass.
18:11The persons had to blow the horn.
18:12So I got triggered.
18:14I let her go.
18:15I drive her now.
18:16We reach a light.
18:17The person is slowing down to make a right so I could continue going straight.
18:20The driver decides to come from behind me to cut in, because apparently he's upset, to pass close to my
18:27car.
18:29Yes, let's just say, I mean, I had to talk to myself and then say a quick prayer because I
18:36realized I must don't want the gas to follow the man.
18:38And I said, but with me, I said, self, you know what's going to happen here?
18:44You don't know what could transpire in a few seconds.
18:47Your life could change.
18:48Your driver's life could change.
18:50Unnecessary engagement where you could avoid it.
18:53Avoid it.
18:53Definitely.
18:54I had to say, Lord, forgive me for these thoughts I had in my mind.
18:57I calmed myself down.
18:59No, I was really mad.
18:59I was really, really mad.
19:01And this just goes to show in a few seconds how your life could change.
19:05Yeah.
19:06I might be standing up here today.
19:07You might be saying, well, Whitney has been giving the report.
19:11No, but I mean, all jokes aside, I really had to, how simple a situation could change.
19:16Everything.
19:17And, you know, we have to be mindful of these things.
19:19I mean, because we are human beings first, regardless of what.
19:23We are human beings first.
19:24And we are not immune from the trials and tribulation of life.
19:27And we have to understand and make sure that we, as much as possible, are in control of our emotions.
19:33Because that decision and that one quick decision you make to be even a particular way could come and it
19:41could haunt you.
19:42Somebody's film.
19:42And, you know, somebody always filming.
19:44Yeah, yeah, correct.
19:45You know somebody always filming.
19:47And once it goes into that social media network, it don't ever, it's never erased.
19:53Yeah.
19:53So it would follow you along.
19:54And you can lose way more.
19:54It goes with you.
19:56And it could really, really, really hamper your upward elevation and mobility and stuff like that.
20:01So church and Tobago, you know, speak, I would always ask you to speak to the youth.
20:05I would always ask you to speak to the children.
20:07Because, I mean, I understand.
20:08I grew up in one of those areas.
20:11And no persons meet my mother and they would say, you know, you did a good job.
20:15But it's about the commitment of the parents.
20:17It's about the love.
20:18Even if I tell you some of the trouble I give here.
20:20Well, you'll tell us after.
20:21So right now, we got ready to go to the headlines.

22:23What does it have in common?
22:28This.
22:29I-T-I-S.
22:30But what does I-T-I-S really mean?
22:33The suffix itis denotes inflammation of a specified organ or tissue.
22:38I-T-I-S really means inflammation.
22:41How do we combat chronic inflammation?
22:43Through lifestyle changes.
22:44Then and only then.

24:09But many times, we don't see accidents happen on the main roads.
24:13But there are a lot.
24:14And in this case, we want our viewers, please, we're giving you a disclaimer at this time.
24:18Now, we want you to pay attention to what took place here and the importance that you just mentioned earlier
24:23when it comes to persons liming on corners, especially on busy corners like this.
24:31Now, this incident took place on Friday, the 27th of February.
24:35And this is on the corner of Track Ridge Road and French Street.
24:40Now, it was clear ASP Russell that the persons who were liming on the side corner noticed the vehicle starting
24:48to lose some sort of control.
24:50But I am assuming they thought that they wouldn't have crashed into them.
25:00I think, I mean, in this case, the person or persons who were seriously injured there, I am praying that
25:07they, when I say they're okay, that they're able to recover.
25:12And we're seeing a different angle here.
25:14And the destruction that was caused by one driver driving recklessly.
25:18And I hope that the TTPs would be able to remove this person from the nation's roads where he cannot
25:25drive or she will not show.
25:29Seriously?
25:31Definitely speed is an issue.
25:34Definitely speed is an issue.
25:37I'm almost certain that that individual was exceeding the speed limit.
25:41And he would have, whatever he was doing, he lost the car from fire because the car came into the
25:45picture,
25:45to the frame of the picture, already sliding.
25:49Yeah.
25:50But my question also, apart from the reckless driving of the driver,
25:55or the persons who are liming, they are noticing something is happening.
25:59And isn't that a response for us where we believe,
26:02no, this person really is not going to hit us here,
26:06seeing us standing here.
26:07But you want a machine like that, ASP, you don't have no control when you lose control of a vehicle.
26:13And the thing about it is with me, what I'm looking at, there's persons just...
26:19And I mean, you're sitting on the intersection, and so that is already an issue.
26:23How could that be an appropriate alignment spot?
26:25I do not even know.
26:30You know, persons have told me that I am paranoid, I go out, I don't want...
26:33You know, I stand in particular places, I don't want to go in the car,
26:37I go out to a restaurant, I sit in a particular place, I don't want my back to it.
26:40You know, some persons find I'm paranoid, but for these situations, like these not granted,
26:45things could still happen.
26:46But you being vigilant can put you in a position where you can get to safety,
26:50you can throw you to safety, you'll be in a position, you can observe,
26:53see if something happens.
26:54You can give credible eyewitness statement, eyewitness account,
26:58of some of an incident that may have taken place.
27:01You know, so I ask persons to be vigilant.
27:03I pray that no one was seriously injured, and I wish the person has seen a speedy recovery
27:10coming from the entire Trinidad and Tobago Police Service.
27:13And it's just really a caution to drivers.
27:17Speed has definitely been an issue with that.
27:19Yes, yes, yes.
27:19Because you would have seen the car sliding, coming into the frame,
27:23so he would have lost it from quite some way.
27:25And they noticed, because persons started to, you know, position themselves to move.
27:29I am asking that drivers, you take your time.
27:32You cannot be late twice.
27:34What I know is the end, but I hope that some persons, or most persons,
27:40or persons are now taking that time to reflect and wanting to change for better.
27:46Yes.
27:47Yeah?
27:47Now, there was another RTA in the vicinity of the Nawali Nagaran.
27:51This took place on Thursday, the 26th, at 10 p.m.
27:55And again, ASB, as we said, we asked persons,
27:59try your best to take your time on the nation's roads.
28:02And we see how serious this accident is here.
28:06We still don't have full details.
28:07I'm praying that no one was, on their life, was taken away or seriously injured.
28:13But I am not saying that is the case here.
28:15We are not, still don't have full detail.
28:17But we're just showing the extent of what could be caused if you don't take your time.
28:22Yeah, and you know, it's not even about taking the time, yes,
28:26but we have to remember that we must make sure that you maintain your vehicle.
28:31Brakes, service, tires.
28:35The tires are one of your most critical things,
28:37because that's the only part of the car that comes into contact with the roadway.
28:40Yes.
28:40So you really need to ensure that your vehicle is roadworthy
28:44and that you abide by the laws of Trinidad and Tobago,
28:49the MB and the RT Act, 4850 and the amendments.
28:53I think people need to also respect their vehicles
28:55and understand how powerful a vehicle is, ASB,
28:59because you don't see vehicles in a hospital bed.
29:02Not only that, a vehicle is a machine and a machine could fail.
29:06Yes, at any point in time.
29:07A vehicle is a machine and a machine could fail.
29:10It could mash the brakes and anger brakes.
29:12Something could happen.
29:13They could get a blowout,
29:15and that blowout just sends the entire vehicle, you know, out of control.
29:18So you don't know what's going to happen,
29:20so you have to drive for you, drive for the persons around you.
29:23And just know that somebody wants you to come home safely.
29:26Yeah.
29:27Must have somebody that loves you.
29:28Not just even somebody that loves you.
29:30You should want to reach home safely.
29:31That's very important.
29:32So moving from the Port of Spain to Central,
29:34we're heading further east where an incident took place,
29:37I believe, in the Santa Grande area.
29:42And we don't have much details on it,
29:44but we could see it was a serious smash-up.
29:47Yes.
29:47A collision that took place.
29:49And again, I'm hoping no one was seriously injured,
29:52and, you know, persons are safe.
29:56Accidents happen,
29:58but we still have to try our best,
30:00not to just drive for yourself,
30:01but to drive for others also,
30:03and not have road rage.
30:04Not have road rage.
30:05But based on that,
30:06you'll realize it was a head-on collusion.
30:08Yeah.
30:08So somebody did something recklessly.
30:12Yeah.
30:13Whether it was an overtake,
30:15or somebody wasn't paying attention and drift.
30:19Yeah.
30:19Because from the time you pick up the cell phone on your driver,
30:22and you just started to drift.
30:23Like, the two go hand in hand.
30:25So I'm asking a person.
30:26Or they lose control of your vehicle.
30:27Or probably they lose control.
30:28Yeah.
30:29So, you know,
30:30Cheyenne and Tobago,
30:30I mean,
30:31we love you,
30:32and we want you around for a long time,
30:34and we're asking that you be responsible.
30:36That you really think,
30:38you know,
30:38I mean,
30:38if you're tired,
30:39if you know you're going to consume alcohol,
30:41and you believe that you may have some inability
30:45of controlling a vehicle
30:46the way it ought to be controlled,
30:49call for a friend to pick you up.
30:51There are other services being offered out there.
30:53Designate a driver.
30:55Things like that,
30:55because we have a party culture.
30:58And liming.
30:59And liming culture.
31:00So I know,
31:01notwithstanding the carnival,
31:03it's over,
31:04persons will continue to lime.
31:06I know it's just a little lull now,
31:08as we're in the length period.
31:10The length of season, yeah.
31:11But I know Easter will come soon enough,
31:14and there'll be recidivism.
31:17You know how it goes sometimes.

34:23we have
34:37and we are back if you're not joining us I have my co-host here ASP Russell with me and
34:41just some
34:42quick information again to notify the public when it comes to the TTPS Community Justice Clinic
34:47it's on February 28th in the Eastern Division at the Kanapo Roman Catholic Primary School and you
34:54could also go at the Grandy from 8 a.m. to 1 p.m. and also in the Southern Division
34:59at the Makulay
35:01Community Center Makulay Road Claxton Bay from 8 a.m. to 1 p.m. go and ask as many questions
35:08as you
35:08like you could get to speak to an attorney on private and civil matters such as what you're
35:15seeking any domestic violence divorce also maintenance and for more information you
35:18could call four eight zero one four two one for more information and guess what it is
35:24all free free of charge free free city channel to do the police service
35:28continue to come into the communities because we know we possibly have disputes
35:32some time to time and we understand some persons are financial status may not
35:35allow them to pay for that legal counsel that they may require to put them in a
35:40position to move forward to remedy their situation so I'm asking that persons
35:45in the Eastern Division in the Southern Division take full advantage of this opportunity and to
35:50the other communities we will continue to roll it out and it will be at a community near you soon
35:55all right guys we get ready to open the phone lines so get ready to give us a call
35:58at 623-1711 extension 1996 or 1997 I had an idea that ran through my mind as you guys when
36:07you're
36:07speaking about the different from the community policing and activities that will be there for
36:15the young people to participate in that you all could already even though you're already engaging
36:19in schools already because I know DCP Benjamin has shown a lot of interest and we're seeing a lot of
36:26development happening with any schools to find ways to put them in programs within the school with the
36:31guidance of the TTPS could be could that also it's a good idea we could have um you know recruitment
36:37uh from the civilian conservation corps the cadets boy scouts have these uh entities come into the
36:45schools even the persons with um self-defense places karate and stuff like that they could come to the
36:51school and offer their service as well um children are about stakeholders and about giving back not
36:56everybody may be able to pay for it um but you know we could give back you know somebody could
37:01give
37:02a lesson somebody could do something that is how we would bring back the place yeah because there's not
37:06just um i think people need to realize also not everyone is academically inclined and there's different
37:13forms of education and it is not just saying okay you have to have these seven subjects when you do
37:19um
37:19well cxc csec but also find ways of involving trade trade goes a long way to assist and it is
37:29a money
37:29making business because you're starting young entrepreneurs who are skilled using their hands
37:34and they're able to you know provide a service and that is a form of education and i think it's
37:40also needed
37:41if as not just the ttbs but teachers as well within the schools will notice you know some of the
37:46talents
37:47these young men and women have and you know the nice thing about it is there are some things that
37:52you
37:52show young men like cars music so to the studios the engineers the schools of broadcasting you could go
38:01into school and offer a program and we could come together um you know maybe the government could show
38:06something in that you get a percentage for you know for going and do these programs because we are
38:11helping not just not just the community but the government and the national um diaspora as a whole
38:18you know to the persons with the car dealerships cosmetologists hybrid vehicles that is something
38:24barbarian so if we introduce these things into schools you start laying a foundation and the stakeholders
38:31come in and you realize okay so i will take these six here who will have now completed a course
38:36in
38:37hybrid batch and you integrate them within your company you know we tend now so when you come out
38:42of school all right they don't even have that gap you have some experience and you had them on a
38:46training
38:46program you put them on a contract so as they come out of school there's a level of employment
38:51there for them and you know they continue even if it means that you invest further in the training
38:56and you put them on a contract that they must give you back a certain amount of time
38:59all these all these initiatives are ways we could really turn around because they want
39:05something they're interested in them yes they do they do they all have something that they are
39:09interested in and it's for us to find that and nurture them and give them the opportunity is all
39:15all is needed in my little mind is an opportunity for anyone anyone is given all of us at some
39:23point
39:23in time was given an opportunity in our lives and we used it obviously the right way because of our
39:29parents and assisting and the support not everyone may have data definitely realistically speaking
39:34not everyone will have it but if we could see fit to step in and give back the same way
39:40things were
39:41given to us to help the same young persons i think it is going to be a plus moving forward
39:46at least it is
39:47in the right direction and we are able to find and really listen we need to listen to the young
39:52people
39:52to her and not just advise them accordingly we had to the phone lines now and all other persons want
39:57to chime in we have a caller caller good evening good afternoon with me good evening goodly officer

45:28good
45:28evening hi good evening to miss husband good evening and the goodly officer good evening sir first time sir
45:39uh a tv program but no no no stranger to the media i'd like to put out a question to
45:47the um the senior
45:49law enforcement officer um there was a shutdown on the daco martin in your division that was told by a
45:56media host but it was by the before the crystal stream area and the person living down in the diamond
46:03valley area and they made a phone call to the western police station and because the person was shot
46:11down on the on the highway there where was causing some because it could be it was in the night
46:16as well
46:16too so the person that the the the citizen duty because they could cause you know a chain of accidents
46:24and was a young lady you know so the person the lady look like she's by herself and stuff like
46:30that and
46:30he called the western police station to attend to the situation if they could attend and they said
46:37senior that that is nothing their area that is the forest area west end so he asked them to transfer
46:45him
46:45to the forest area and when they transferred him the phone just rang and rang and rang and rang and
46:52rang
47:00no one answered western chancellor and no one answered what i'm saying is that the police service
47:05don't have an open door policy now that would started under the former commissioner c williams
47:11that if an incident happened out of the jurisdiction that that so long since within the jurisdiction
47:18that it doesn't matter if you're in if you're by four rows or by west end or down in bagatel
47:24that there was
47:25to respond i would like to find out to find out that because the person was very very upset that
47:30you
47:31know one that it didn't it was not to be put in four roads and two the western police station
47:38didn't
47:39seem to was willing to even go and see if they could have dealt with that thank god it didn't
47:44have any
47:44accidents or anybody running through the situation i just want to find any information on that on the
47:49cooking door policy thanks and evening good evening enjoy program good program all right pumpkin bye
47:57yes so we do have a one door policy um especially when it comes to making reports so let me
48:03say
48:03something happened to you in port of spain but you choose to report it in west end or at st
48:10james
48:11they ought not should not tell you to go to another station actually when you go and i can tell
48:20you for
48:20sin james there's a sign in the charge room right there in blue and white on the right hand side
48:26when
48:27you're sitting facing the charge room that speaks to the open door one door policy what happened they
48:33take a report and they transfer it to the next station now your situation that you explained
48:39there's a situation where um it wasn't a report it wasn't a report per se but it was something that
48:45needed a police response so i could understand them putting you onto four roads based on the availability
48:51of vehicle and stuff like that but whoever it is answered the call when they recognize that you were not
48:57getting onto forward maybe they were attending to a report i don't know what was taking place
49:01or maybe they were not important um getting some information why it's on the line so they didn't
49:06stop to answer the call waiting which they should have i'm not making any excuse which they should
49:11have but the personnel at west end could have sent their vehicle as well to assist even if it's for
49:19a
49:19short moment or to carry the vehicle to safety and i mean after four roads is west end so the
49:25districts
49:26are very close so if you're going to west end you must pass in the vicinity of four roads so
49:31they could
49:31have even come carry the person to safety and then notify the station listen driving by the station
49:36this person here is experiencing xyz you all stay with her we are returning to our district yeah
49:42does the support needed and they could have done it that way you know so so i'm asking that my
49:48officers
49:48use the initiative at times and not just and because as much and you know it pains me to be
49:54go when i hear a person saying because we have been speaking about this wonder policy for years
50:00but there are still officers who are telling persons go to another station i'm asking in situations
50:04like that just take a description and just take the number of the person if you could and there's a
50:10lot of complaints apparatus that you can use to report that person or even ask a inspector supervisor
50:14or some sort of senior yes we can take the initial report the investigation would continue
50:20in the um appropriate district but nothing stops us i'm taking the information yeah we have another
50:28caller caller good evening good evening that new glasses um could you actually give me asp if anywhere else
50:38in the world do they give out prizes to law enforcement officers for the most amount of tickets first second
50:47and third thank you
50:55what we do we try to motivate officers right so we do a lot the police service a lot of
51:00commendation
51:01may be monetary or otherwise um sometimes we commend the entire division for the most firearms
51:07sees most cases solved um the highest reduction of homicides and there are times persons may be
51:13commended for their due diligence and their their their exuberance for the job of issuing tickets as
51:20well so you know we find ways to motivate our officers but i'm saying we don't want anybody just
51:24giving persons ticket because they're looking at a reward it's not like that reward sometimes we
51:29come in person for good work no like what like no it could be monetary um it could be a
51:37commendation
51:37placed on your file it could get you file part but monetary yeah especially like when it comes to fire
51:44and stuff like that like a gift card no so like money it's money yes sometimes it's money why money
51:51if we
51:51where there is we have an award fund oh that we fund okay comes out of your your salary and
51:59stuff like
52:00that and we also have things like when you do sports the sports club sports and amusement fund and stuff
52:05like that so we have funds that comes out well i mean i guess for these things and you know
52:10what and
52:10you know what do i am not adverse state because anything that can motivate my officers means that that
52:20officers coming out there to work harder to protect you children and tobago because all is not well
52:24and all could never be well there are some officers who have certain equipment that we don't have that
52:28we need where everybody's working under resource constraint and if there is a monetary and it's not
52:34a big set of money might be at three hundred dollars or something that spreads for the siege of multiple
52:40firearms or they may have at the end of your cup function when you're coming up to your christmas time
52:44there they might say right this division was awarded for the the biggest reduction in crime or the um
52:51most firem sees and things those are things that should be rewarded don't you think so don't you think
52:57so answer my hello this was once i ain't like that hello is the caller there hello hello yes caller
53:05good
53:05evening good evening good evening sir yes good evening okay um i know today it's quite um a complex um
53:14situation that you are dealing with this this um evening um i know um crime and um human development
53:24and then behavioral development is included in multiple contexts and it's a complex um direction
53:31interaction among you know relationship of individual traits community characteristics school family
53:36setting all of these things right but i want to focus on the first area you see social disorganization
53:43in the community need to be focused because there's a new culture of violence emerges and i don't
53:52believe that poverty don't don't don't cause crime but it contributes it contributes to residential mobility
53:58right you see it becomes it gives root to the presence of gangs in the neighborhood the availability of drugs
54:06the availability of firearms easy access to all of these above right and these these things operate as
54:14barriers to a lack of social and economic opportunities and it leads to cultural norms supporting gang
54:21behavior and behavior right and this nature culture of violence so we need to have a what i like call
54:27a a tenure project developing a culture of law police and rule of law in the communities in media right
54:35in the
54:36criminal justice system in the schools there will be a curriculum at least three hours right but they can
54:42secondary schools because we have to kill these people before they reach 17. if we don't we're going to lose
54:48them
54:48and it's harder to break them right then to build them right and then touching this this year there's
54:54just one aspect the community social disorganization i can on and on about the family you know and the
55:01family's organization and the school academic freedom and all that but don't start the community
55:06because all of these other agencies operate in what in a community right so the community um justice is
55:13good but it's it's more than that it's building capacity in these communities right it's a big
55:18organization um uh asp right the police alone cannot do it right we need to get the entire um society
55:30with
55:30professionals all right i know time is against us as well as you could answer it's not even an answer
55:38it's a
55:38recommendation yes again because he would have really really fleshed it out and hit the nail on
55:43the head and you hear what he ended by saying the police cannot do it alone but the country believe
55:48that this police job is not the police of us our job but it is as much mine as it
55:55is yours i think we
55:56put too much on the police officers to raise the household and members in society who says what we need
56:03to
56:03do in our homes communities and yes the police is there to assist and of course uphold the law as
56:09best as they can but it shouldn't be the full brunt falling on the same thing with the officers and
56:14teachers i tell you something while i live in cleaver there was this there's this young boy so and
56:19they started liming on the corner and i went and i had a conversation with him i mean there's just
56:23no more
56:23lime everybody's doing something constructive and there was one gentleman there he told me he had seven passes
56:30i said serious say and he told me what he wanted to do i was happy to write a recommendation
56:34for him
56:34and i said to him i say i don't know you that well i said well let me tell you
56:40something i don't want
56:41you on the corner here i says me and you you you're not to waste that talent and that's what
56:46we need
56:47more of asp will i just thank you so much we have literally less than 10 seconds greedy people let
56:52them
