03:37I'm your host, Marc Bessant, and as we get closer to the Christmas season, of course,
03:42there has been a number of road traffic accidents, and then we also have the issue of crime.
03:49So we're urging you all to be extra vigilant as the days wear on, because certainly we
03:54want you all not only to be safe on the roads, but also safe when you're doing your shopping,
03:59or wherever you might be going, please be vigilant of your surroundings.
04:02And of course, in the midst of all that, we still have this focus on persons, missing
04:08persons, and of course today we are joined by Captain Valence Rambarat from the Hunter's
04:13Search and Rescue Team.
04:15Welcome.
04:16Thank you very much, Marc, and a pleasant good evening to the viewers on Beyond the
04:20Tape.
04:21It's a pleasure to be here once again.
04:23So I know, you know, there was the recovery of Mr. Francois last week, and I know you
04:28would want to tell us some good news, of course, that you all found him in a forested area.
04:34Yeah, it was one of those emotional situations, and Marc, I just have to say, the family contacted
04:42our team, even though he was missing since Monday, on Wednesday evening, and I had to
04:50do something on Tuesday, a very important, important thing, and as I slept through Wednesday
04:56night and I got up very early Tuesday morning, I said, you know what, I'm going to get the
05:03team to go and look for Mr. Curtis Francois.
05:07Now Curtis was not in the best of health lately, he was on a downward spiral, suffering
05:13from depression, and his landlady said he just stepped out and walked down onto the
05:18beach in the Grand Lagoon area in Mearo, and when we arrived there, of course, we began
05:28searching for him immediately, and it took us down onto the beachfront along some mangrove
05:36rivers, that type of stuff, and at about 11 a.m. in the morning, you see the mangrove
05:43area we have crossing some bridges, and that's not too far from the beach area, but when
05:48we encounter scenes like this, terrain like this, you see one of our members searching
05:53under the bridge to see if anything is there, and it would have taken us about three hours
05:59of this type of searching to come across what is called a grassland area, a huge grassland
06:07area, and if you know the Guayaguay road in Mearo, it's from the Guayaguay main road straight
06:13down to the beach for probably one kilometer long of grasslands.
06:18Now Mark, we couldn't lift our drone that morning because the winds were too high, and
06:24we normally would use the drone to search the grasslands area, and then we decided to
06:29search the grasslands, and when we came up, when we were in the grasslands, we came across
06:36Mr. Curtis Francois just lying there in the grass, beneath the grass was about six inches
06:42of water.
06:44His body was already locked up, his hands were locked, his feet were locked, there were
06:49a ton of flies around, and there was this salt crust around his lips, and his face had
06:56turned ashen white, and we had to do a few things.
07:00One, give him water to rehydrate a bit, get him to talk a bit, and we eventually decided
07:08that you know what, we could not have waited.
07:10Once we got him in a state to begin talking, we lifted him up.
07:16Now, he is 200 pounds normally, but I was dead weight, so you can imagine the weight,
07:22you know I'm a slim skinny guy, so we actually carried 400 pounds there, Rocky Singh and
07:28I, and no matter what it takes, Mark, we will get the job done.
07:33We had to get him out quickly, and I mean just before we lifted him up, I called the
07:39brother for him to get in touch with the police and get an ambulance there quickly, and we
07:44took about 25 minutes of moving with him to get him to a place where the ambulance
07:51and the police took charge of him.
07:53But I want to say this, Mearo is a close-knit community.
07:58Once we arrived in Mearo in the morning, the people were all keyed into what we were going
08:03to do, and after the mission was completed, there were smiles on the face of the Mearo
08:08residents when we touched down in the center of the town, and they came and they hugged
08:12us and thanked us for saving Kuta's life, because Mark, he would not have been able
08:19to make another night, remember since Monday, he was taking the sun and the rain in those
08:26grasslands, right, and beneath those grasslands, you have water, it looks nice and green to
08:32the top, but there's water underneath, and he was taking the elements there for the past
08:37four days, and I think we got to him in time, and that tells you the worth of the team to
08:44Trinidad and Tobago and the citizens whose loved ones were missing.
08:48We tried to put priority on these searches.
08:51We thought that four days was enough, and that something would have prevented him from
08:57coming back home, and we needed to go right away.
09:00We certainly are very thankful to you and the members of your team for getting Mr. Francois
09:06back home safely, and of course, to get the requisite medical treatment so that he can recover.
09:11Yeah, so he's doing well.
09:13He was taken to the Mearo Hospital at first, and then to the Sangre Grandi Hospital, and
09:18currently they're making arrangements to have some further medical attention being paid
09:25to him at the St. Ann's Hospital, and he's doing well.
09:29The staff is pampering him, they know of his ordeal, they know what he went through, and
09:33the nurses there called me and told me that they're taking good care of him at the Sangre Grandi Hospital.
09:39All right, so that's some really good news there.
09:42We're now going to take a look at our headlines.
10:03So those are some of the headlines within the last 24 hours.
10:24We have been speaking, I mean, Sergeant Brent Batson was on this program on Friday, Captain
10:29Ram Barat, and he did speak about safety in the roadways, and unfortunately, in hours
10:36after we would have spoken about that, there were further road fatalities over the weekend.
10:42On Saturday, I believe, Dillon Barat Singh died along Beetham Island, and his vehicle
10:48crashed into, I believe, Median, that's the image there, and that would have happened,
10:57I think, sometime Saturday morning, and his girlfriend was taken to the hospital.
11:03She is supposedly in critical condition.
11:05You see pretty extensive damage to the vehicle there, from this image, a siren image, you
11:11know, hitting that metal barrier at a certain speed can inflict a lot of damage.
11:16This is Mr. Barat Singh, of course, who passed, unfortunately, following that accident.
11:24He was taken to the Port of Spain General Hospital, where he was in critical condition
11:30for a while, and then, apparently, he passed.
11:33So that's a really unfortunate situation there, and I think there was another road fatality.
11:40Okay, so there was one that happened earlier today, midday, around 8.14 area.
11:50It's a horrific accident involving a seven-seater, I believe, a taxi, some injured personnel
11:57there, and a Hilux motor vehicle hitting the vehicle, and it's a siren.
12:04There were a number of people pinned inside of the vehicle, alive, of course, and you
12:08see here, that's the Toyota Hilux there, and the seven-seater off to the right of the picture
12:18there, and if you look closely here, before we get to the guy who's on the ground, there
12:25are a number of trapped occupants in that damaged vehicle there, various injuries, of
12:31course, and, you know, I don't know why...
12:35So it's seven persons involved, who were injured in this particular accident.
12:42And, Mark, it has been a weekend of crashes and smashes, and I think accidents are dominating
12:49social media.
12:50From what I have seen, and over the weekend, we had three road fatalities, road accident
12:58fatalities, and you've raised an alarm on this program on Beyond the Tape, and you have
13:05had senior officers come in and explain the situation, that, yes, we know it's a season
13:10of hustle and bustle, but you ought to take your time on the nation's roads, and when
13:15you looked at the first images you put up a short while ago, the question of speeding
13:20on our highways comes into play, for you to crash into a barrier like that, for you to
13:26smash into the vehicle, and for you to actually be killed in a situation like that.
13:32It could be as a result of speeding, and there was another one in Gasparro, and I can't recall
13:39offhand where there was one yesterday, but it seems to be smashes and crashes, seems
13:48to be the order of the day, and we want to appeal to persons, and Hunter's Search and
13:53Rescue Team, we put it up every day, we're saying, listen, you've got to be careful on
13:58the roads.
13:59We had fine weather over the weekend, so you can't blame slippery and wet roads over the
14:04weekend, into today, so you have to be vigilant when you're driving, obey the speed limit,
14:12take your time, it's better you arrive alive, we want you to arrive alive, so there are
14:19a lot of fender benders occurring each day, you saw the one, Mark, where the truck tipped
14:25over in the middle of the median over the weekend, I think that was yesterday, and when
14:31we were coming up from south, there was a truck stuck, that was stuck temporarily on
14:37Dadichi's village flyover, so all round, we need our motor vehicle users to be careful
14:46and to operate their vehicles safely.
14:48Agreed.
14:49I just wanted to make a correction, the image of Mr. Bharat Singh is actually in critical
14:56condition, rather, it was a gentleman by the name of Randy Leo Posad that died in Bariataria
15:04on Saturday around 5.30am, so I hope that Mr. Bharat Singh makes a full recovery, apologies,
15:11and I hope that his girlfriend who's also in hospital will also make a full recovery
15:16as well.

18:33We wanted to bring you up to speed
18:35With another unfortunate incident
18:37That occurred on Saturday
18:38Involving another businessman
18:40And about two days before that
18:43I think Mr. Rajmali was shot and killed
18:45In V's Casino
18:47This businessman, his name is Tariq Razak
18:50Was shot and killed on Saturday
18:53At Eric Street in Montrose
18:55I don't know if you might have heard
18:58Any information regarding Mr. Razak's
19:02Nothing really
19:04Apart from the fact that it has been noted
19:06That you have different types of murders
19:08Happening now
19:09And this weekend again we had several
19:11And this is two businessmen
19:13Who were murdered over the weekend
19:16And of course you had the normal
19:19Other types of murders
19:21But it's unfortunate that all businessmen
19:23Are victims of murder
19:25No matter what the circumstances
19:28We're hopeful that the homicide detectives
19:31Will close those cases as soon as they can
19:34I know that sometimes we think that they
19:36Are superhuman
19:38But speaking to a homicide investigator
19:40He said you know you're working on
19:42Two or three cases
19:43And then other homicides pop up
19:45And then it's only so much they can do
19:47They're obviously
19:49I could understand
19:51I always say to them
19:53I know you all are overwhelmed
19:55Because you're working on a case
19:57And two or three others come up in your region
19:59And you have to shift gears
20:01You have to be out in the field
20:03Start new investigations
20:05And I always say
20:07There's one thing I think should be done
20:09In the police services
20:11Those officers who have not yet
20:13Attained the rank to go on after 55
20:15Once you're an excellent investigator
20:17I think you should be 14
20:19And you should have that ability
20:21To serve another five years
20:23Whether it's homicide or CID
20:25Because we need investigators
20:27In this country
20:29A lot of them are also brought on contract
20:31And so on when they retire
20:33More so I think
20:35We need good
20:37Diligent investigators
20:39Certainly
20:41Alright so let's go
20:43And get an update on the missing persons
20:45For last month as well as
20:47Into this month
20:49Right so last month we had
20:5111 unaccounted for
20:53After having 34 reports in November
20:55At the last program
20:57We had 11
20:59Unaccounted for
21:01And I said this was a month
21:03That we picked up on normally
21:05Because normally we carry forward
21:07About four unaccounted for
21:09And we solve cases as we go along
21:11However
21:13So that 11 came down
21:15To nine over the past
21:17Week and so
21:19For November we have nine
21:21Missing persons unaccounted for
21:23December we received six
21:25Reports so far
21:27And of the six reports
21:29We now have
21:31Five accounted for just one
21:33Not accounted for because on the way up
21:35I received a call
21:37From the Labre Police Station
21:39Where we were working on a case together
21:41Overnight and someone
21:43Was safely located
21:45So the unaccounted for in November
21:47And December
21:49Would be, we still have those
21:51Three persons
21:53From point 14
21:55I think we've not made
21:57Any progress, I'm hopeful for Warren
21:59Morris because I don't
22:01Think, I think we could still
22:03Be able to locate him
22:05Based on some information we have
22:07And we continue to work with his brother
22:09With respect to that information
22:11So
22:13The ones we're concerned about
22:15Who
22:17We may not even
22:19Have a chance of finding is Winston
22:21Rustand and Junior Taylor
22:23They came up north
22:25Winston
22:27Came up north
22:29With a vehicle to pick up Junior Taylor
22:31And they never made it back to point 14
22:33And that is a concern to us

22:41On him, we're working with the Children's Authority

22:53It's just a matter of time
22:55And some additional work went into
22:57Finding her this week
22:59But I prefer to keep that one

23:09He's still outstanding
23:11This is a businessman who was kidnapped
23:13Almost three weeks
23:15Three weeks in the Enterprise District
23:17He is from

23:21We are under the cloak of confidentiality
23:23With respect to this one
23:25But still it is worrying to us
23:27In terms of him not being
23:29Released
23:31From his kidnappers or
23:33Having returned
23:35Home and this is of great
23:37Great concern to us
23:39And you can imagine the state of his
23:41Family
23:43And then Christopher Hunt, this is a guy from St. James
23:45No sign of him
23:47He was a dweller
23:49In the cemetery
23:51In St. James
23:53His sister is very concerned about him
23:55And he has
23:57Not been able to locate
23:59Christopher Hunt
24:01We checked the other cemeteries in the district
24:03Including the military
24:05Cemetery up by
24:07Long Circular Mall
24:09Rani Kimraj, age 14
24:11She is from the Las Lomas District
24:13We are unable to
24:15Find her and we are working with the Children's
24:17Authority in this case
24:19And hopefully we can get her back soon

24:27And we have not been able to
24:29But we are pretty much sure that
24:31We will be able to locate her

25:17And we want to thank the library

26:03Looks like he had a meal of some sort
26:05So he is resting
26:07So we were able to safely remove him
26:09And relocate him to a natural habitat
26:11Where he would find adequate food

26:49I question that with the police
26:51They have to go back to their
26:53Records and the article is saying
26:55They didn't have a register
26:57They do actually have a register
26:59And the unit
27:01That is entrusted with this register
27:03Is the Anti-Kidnapping Unit
27:05And I spoke with
27:07Officers, senior officers there today
27:09And so that 149
27:11Unaccounted for in
27:132024 to date
27:15November
27:17Seems to be wrong
27:19So is it that the figures are lower?
27:21It is lower
27:23And you see it for yourself
27:25We have been here from October
27:27We carry across roughly about 4
27:29So we end up with about 48, 50

27:35An anomaly and I am sure as we go into
27:37December we will carry down that

36:28which we view each day
36:30that the perpetrators are brought to justice

36:38who are also filming should also
36:40feel liable or compelled
36:42to make a report
36:44because they would have captured the security video
36:46show them what has happened
36:48Some people are in for one reason or the other
36:50it does not involve them
36:52It doesn't involve them but they still film
36:54and they still put it up on social media
36:56While video evidence is
36:58admitted in court
37:00the person who took the video
37:02would have to be
37:04cross-examined and caught

50:59to speed with Trinidad and Tobago Police Town Meeting. It's the Trinidad and Tobago Police
51:06Service Southern Division Town Meeting at St. Mary's and the Moruga Police Stations.
51:12It's tomorrow at 6pm, St. Mary's Government Primary School and the featured speaker is
51:19Senior Superintendent Rod Hill Cook. So we want to urge all members in that Southern
51:26Division Town Meeting, all the communities who have questions, suggestions, anything
51:31that can make their community safer to come on out there to St. Mary's Government Primary
51:35School.
51:36Yeah Mark, and I just want to explain to viewers that in the month of December we normally
51:42see a slowing down of missing person reports, but even though this is occurring and you
51:48have a problem with a missing person, throughout the entire month of December and into New
51:54Year's we are available to take your calls, call 799-1453 and we will be there to assist
52:02you. And early next year I want to share on Beyond the Tape the statistics for 2024 once
52:11I reconcile them with the Trinidad and Tobago Police Service which I'll do over the holiday
52:16period. We want to examine those statistics to see what we could find, an analysis of
52:26the statistics so we could find solutions to see how we could reduce the amount of missing
52:32persons. If we could take it from 6 to 500 over 2025, that would be a great achievement.
52:39And if we could get less of the teenagers to stop running away from home, again that
52:44we want to bring those numbers down. So we'll be hitting the schools. If you're a teacher
52:49and you're looking on and you want us to come in and share some detail and information with
52:53your students, we're willing to do so. We always keep our engagements and again over
53:03the Christmas season I just want to see everybody be safe.
53:09All right and certainly that figure is as you said a lot and we are hopeful that in the coming
53:15year we don't have to deal with such numbers, large numbers. And of course it would be remiss
53:22of me not to say happy birthday to my number one role model. My father he celebrates 82 years today
53:30and going strong. I want to wish you a happy birthday and the half of Beyond the Tape,
