03:21This is Beyond the Tape. I'm your host, Marc Bessant.
03:24A lot to talk about today, and we want to start with an unfortunate incident
03:30that occurred a couple of hours ago at Board Street.
03:35It seemed there was a fire there this afternoon,
03:39Board Street in Port of Spain there.
03:42There's some footage there of the building ablaze.
03:48And what we understand that there was an elderly person on those premises
03:56that might have died further in the fire.
04:00We are not sure of all the circumstances yet about whether or not,
04:04if the person was trapped in there and so on,
04:07but I think it was a dwelling house amongst a couple of,
04:11and it's very close to other businesses in that area.
04:16So the fire officers and, of course, there was also a police presence
04:21that responded to the fire,
04:24and they were able to contain the fire within a couple of minutes.
04:29As you see there, smoke is still bellowing,
04:32and the fire is still active at that time.
04:35And I think it took the fire officers approximately 25 to 30 minutes
04:40before they contained the blaze.
04:42And, of course, I understand they later found, I believe, to be an elderly person.
04:48The remains of an elderly person within the structure.
04:52Of course, they had to obviously burst the walls and so on
04:57following the fire to get into that location
05:02where the discovery was made by the fire officers.
05:07So it's certainly unfortunate the fire claiming the life of a very,
05:12I think the person is believed to be at least 90 years of age
05:16and perhaps was occupying that particular building when the fire broke out.
05:22They're not stating, of course, as to what may have caused the fire at this time.
05:26So the fire officers said the matter is being investigated
05:31and they will have more on that over the next couple of hours.
05:36So we want to welcome, of course, to this Thursday,

05:50I should say pleasant evening.
05:51We know that it's getting darker a whole lot quicker.
05:55So how have you been?
05:57I've been good.
05:58I know that you lost one of your colleagues yesterday.
06:01Yes.
06:02And obviously there's been a lot of talk about that particular incident in Wapu.
06:09Over the last 24 hours, claims of different narratives coming out on social media,
06:17and a lot of it has been debunked, of course.
06:21And it's very unfortunate that any life, whether it be the civilian
06:25or the police officer's life, was lost during that exercise that police was having in that area
06:34as part of a wider dragnet of other anti-crime exercises happening in that southwestern division yesterday morning.
06:42Yes, and again, condolences to the family of the officer.
06:47Close colleagues, persons who would have known him from the information.
06:52He was a tremendous officer, a dedicated officer, one who was really focused on the job and getting results.
07:00We often say that we are in a dangerous environment, and it's not limited to just members of the public.
07:07As police officers, we also face a similar danger.
07:10And every day that we put on our clothing and we go out there in order to fight crime, there is an inherent risk.
07:18And we must be able to acknowledge officers who go out there fearlessly and engage the criminal element
07:29at times when incidents like this happen.
07:32It tends to add to that level of demoralization, if you would want to call it that.
07:39But we would remain resolute to our mandates.
07:43We accept that our job is a risky one.
07:46But for those who are responsible and for those who would condone this type of behavior, the response would be appropriate.
07:54And again, we would ask any member of the public who has information or who can assist, who can bring any type of insight,
08:00to feel free to come forward.
08:03They come and see something, say something.
08:05And certainly because talking to officers over the last 24 hours, I myself pursuing this area and looking at it,
08:13it seems that based on the information that has come out over the last few hours,
08:19it's likely that unfortunately the suspect that is now in custody might have actually shot not just the officer,
08:28but the other civilian in this matter.
08:30Of course, as you said, it's under investigation.
08:32And there is empirical evidence, of course, that they are gathering in this particular matter.
08:40And as you said, a thorough investigation will be done not just for the shooting of the police officer,
08:46but also involving the civilian.
08:48And, of course, by extension, that particular exercise that was done in the Guapo area yesterday morning.
08:56Yeah, definitely, definitely.
08:58We would leave no stone unturned.
09:01We lost two lives yesterday.
09:03And we would go at length in order to bring persons to justice.
09:07As you said, we have one person in custody at this point in time.
09:11The investigation is far from over.
09:14And for that reason, again, anybody, anybody at all who can add some insight to this investigation,
09:20feel free to come forward and communicate.
09:22And I just, I know that there have been claims made about officers allegedly wearing ski masks.
09:30And I just want you to, in terms of the protocols, just reestablish to the public if that is permissible or not.
09:39Right, so I can recall that sometime ago a caller had asked that question of me, whether the mask is something that is allowed.
09:49So we know that surgical masks for the purpose of persons not wanting to transmit any kind of bacteria, disease, what have you, is permissible.
10:00However, in terms of the ski masks, there are certain units who would be given authorization to carry out that particular function.
10:08But generally, our officers are not to be adorned with ski masks when carrying out their roles and function.
10:15It doesn't mean to say that at times, you know, if the team of persons might be accompanied by persons who are assisting in the operation,
10:25and dependent on some factors, sometimes proximity, who the individual is in relation to the operation being executed,
10:34it might be necessary to conceal that person's identity.
10:38So for that purpose, you know, it might be reasonable if the officers adopt a particular course.
10:44But generally speaking, our officers would show themselves for who they are, identify themselves,
10:50so that whoever is being engaged would be satisfied that on the other end, it's police officers that you are engaging.
10:58We're going to be talking about that a bit more as the program progresses.
11:02But we're now going to go to our headlines.
11:28So those were some of the headlines within the last 24 hours.
11:58You know, we see a variety there of, you know, people with ammunition, you know, shootings, road traffic accidents, so quite a lot.
12:07And of course, we want to go to a video that's quite disturbing, of course, you know, involving, you know,
12:16an elderly person going to their vehicle and getting into the vehicle, and let's see what happens next.
12:34So he's attempting to start the vehicle, of course, and then a gentleman approaches, and he slows down and stops.
12:44And then, from what I'm seeing there, the assailant...
12:49Don't you think at times you use that term gentleman loosely, Mark?
12:53The assailant opens the door and starts trying to pull the driver out of the vehicle.
13:01I don't know if he was trying to take the vehicle or if he was trying to rob the person in the vehicle, but obviously he's having a struggle with him.
13:09Yeah, definitely. Definitely.
13:12And he walks off casually. I think he might have gotten away with something, whether it be his wallet or watch or something of the sort.
13:22But I'm a bit confused, ASP Pitt, that you were actually sitting in your car, you started driving off, and you're seeing somebody running towards your car that perhaps you don't know.
13:35Yes.
13:36Why would you stop?
13:37Well, we don't know what was told to the driver that may have caused them to stop.
13:45A lot of persons would use deceptive means by which they get persons to comply, so we don't know if in this instance that was utilized.
13:57Notwithstanding that, we always ask persons to be extremely vigilant, be extremely cautious.
14:06We always have to say that we don't want to victim blame.
14:10There are circumstances and situations that will occur.
14:13There's always the unguarded moment, so to speak, and we can learn from the experiences of others.
14:19If you are within an area, someone approaches you, and you are not certain that that person is coming with a friendly gesture or for some legitimate purpose,
14:29it might be best to probably create some distance between you and that individual.
14:34But as some would say, it might be easier said than done. We don't know the circumstances.
14:39All right.
14:40Yeah.
14:41So, we want to look at this particular video, and we have been urging people as we get into the Christmas season, if you're going to a financial institution or anything,
14:51be wary of your surroundings when you leave, when you drive off, or when you get to your house.
15:01It just seems that these people are arriving at their home in their vehicle.
15:07Yeah. Well, again, we often use the term situational awareness, and situational awareness is being aware of your environment,
15:17the different factors within your environment, so that you can make informed decisions, you can approach.
15:24So, we're seeing that the vehicle was just there behind, and then the gentleman runs out with the assailant, sorry.
15:29Yeah.
15:30And he starts to drag or pull the purse off the lady. He doesn't succeed at first.
15:35Yes.
15:36And then I believe her male companion, whether it's her husband or somebody else, tries as well to prevent him.
15:44Yes.
15:45And in doing so, they both fall to the ground, and the assailant grabs the bag, and he runs off.
15:51He's running. Yeah, correct.
15:52So, it seems that they would have at least, unfortunately, the gentleman then gets up, and I don't know if in shock, he falls over again.
16:00Yes.
16:01But it seems that somebody would have known that somebody went to the bank to collect some money or something,
16:08for them to have followed him, knowing that there was something valuable in that handbag.
16:14It's possible, and we have had instances where persons have followed from the bank and other financial institutions.
16:21I don't know what is the circumstance of this video, but we have had circumstances where persons were followed,
16:28and the perpetrators will know exactly what they are coming for.
16:34We have been successful in terms of bringing persons before the court for this particular crime type,
16:40but what is significant is that persons must be aware.
16:44We often say that if it is you are looking to withdraw large sums of cash, then you should apply some extra sense of security,
16:53and that security doesn't only mean getting probably a security personnel with you,
16:59but also that extra vigilance, that observation, being situationally aware,
17:07and a common thing that persons used to do, and we want members of the public to be aware of this,
17:12but I'm saying used to do, it is not as prevalent as before, but we are still having instances of it,
17:20is putting valuables under your seat.
17:24So there are persons who are sitting down every single day just thinking about how they can go out there and get something from someone,
17:35someone who has worked hard in order to obtain whatever valuable they have obtained,
17:40and this person is sitting down there idly the whole day trying to figure out, Mark, how they can come and obtain your valuables,
17:47and they have recognized that as a matter of practice that persons would put valuables under their seats.
17:55So they would come, they would either burst your glass or what have you,
17:58and oftentimes they are able to get something valuable, and then we have a victim, we have a situation to investigate.
18:08So we are urging members of the public, please don't leave valuables in your car.
18:11It could be electronics as well.
18:14We have had instances where persons would put laptops within their vehicle.
18:20It's conspicuous.
18:22Everyone can see it, and the opportunity presents itself.
18:26Again, someone breaks the glass, moves off with your laptop, we have a victim, we have a situation to investigate.

18:34Many years ago I used to do that, and then an officer warned me and I stopped completely.

21:29I've joined, of course, joined today by ASP Ishmael Pitt from the Northern Division.
21:35And we want to quickly go to this find by officers of the Northeastern Division.
21:43Earlier today during an exercise between 4 and 9 a.m. in the San Juan district of Pepper Hill.
21:50Where they found a rifle after executing a siege warrant at a house in that area.
21:56With 27 rounds of 5.56 ammunition.
22:01And, of course, ASP Pitt.
22:04Police continues in their relentless pursuit of ridding the streets of illegal firearms.
22:10And this is clearly some serious firepower.
22:14Yes.
22:15Firearms are the weapons of choice.
22:18Gang activities.
22:20Violent crimes.
22:22Firearms are the weapons of choice.
22:24And we continue, as you have stated, day after day to recover illegal firearms.
22:30And, you know, it's like you're trying to drain the ocean at times.
22:36But we would not be deterred.
22:38And we continue to get information from members of the public.
22:42And for that reason we are extremely grateful.
22:45We continue to urge members of the public to continue to provide that level of information.
22:49So that we could continue to rid the streets of firearms.
22:52But definitely it's cause for concern.
22:54And what is even cause for more concern is the fact that we are getting more and more heavy weaponry.
23:00So before you would have the pistols.
23:02You would have the revolvers.
23:03But now there's a proliferation of heavy firearms.
23:06Like you said.
23:07The rifles.
23:08The machine guns.
23:09The submachine guns.
23:10And it is definitely a worry and concern.
23:12Yes.
23:13Well, certainly we want to commend the officers of the Northeastern Division there.
23:17And Senior Superintendent Reuben Edwards.
23:20For the quick work of ridding the streets of another illegal firearm.
23:28So earlier today there was also some activity.
23:31I believe it was in the Laventille area.
23:34Where police went to detain a suspect.
23:40To my understanding that suspect according to several police sources.
23:46Is wanted for questioning related to a series of homicides.
23:52In and around that area that has been happening over the last few months.
23:57So there's some video of a heavy police presence at a street there.
24:02Earlier today.
24:04Where they would have gone into the area.
24:07And my understanding.
24:09It's on your screens now.
24:11During that exercise.
24:15You see somebody's being led away there.
24:17And my understanding after speaking to a couple of officers.
24:21Who were part and parcel of that particular exercise.
24:25Is that that person is a person of interest.
24:28That is wanted for questioning.
24:31As it relates as I said to you guys earlier.
24:33In relation to some homicides.
24:36Of course we would not call names or anything.
24:38The person has just been detained.
24:40But I understand that that person.
24:43Was incarcerated for a period of time.
24:48And only came out of jail about.
24:50I'm from jail sorry about a year ago.
24:53So again you know acting on information and intelligence.
24:57They would have gone to that particular location.
25:00And that particular house.
25:02Where they would have apprehended that particular individual.
25:06Well we know that the homicide department.
25:09They continue to do their job regarding.
25:14The detection rate as far as homicides are concerned.
25:17It is an uphill task so to speak.
25:20But they have been getting a tremendous amount of support.
25:23From different agencies.
25:25Both within the organization and external.
25:28Of the organization.
25:30And more so our major stakeholder.
25:32Which is the public of Trinidad and Tobago.
25:34So we trust that in this investigation.
25:37They'll be able to bring it to some successful conclusion.
25:40Now we know that the last two things that we showed on air here.
25:45Police would have detained or held somebody.
25:47Got firearms.
25:49But the next video you're about to see.
25:52That took place about three days ago.
25:54November 4th.
25:56Deals with a robbery at a pharmacy in St. James.
26:00On the main road near the Royal Castle.
26:03There that corner that intersection there.
26:05And these are some of the perpetrators that went into the pharmacy.
26:10Apparently when it was closed.
26:13Now there's a number of videos.
26:15The police responds quickly.
26:17The officer is coming out.
26:19And then these men are scrambling out of the building.
26:23At the same time the police arrives.
26:26The police give chase.
26:28Right?
26:30And ironically they're running.
26:33They're heading in a westerly direction.
26:36Where the St. James police station is located.
26:41I'd say about 150 feet away from that corner.
26:45Is where the St. James police station is.
26:48And apparently these suspects got away.
26:53Yes.
26:54The corner.
26:55The western main road there.
26:57And I see that they panic too.
26:59Because they saw the police.
27:01And they ran.
27:02So we are asking anyone with information.
27:05About these persons.
27:08Who may have been able to identify them in some measure.
27:11Because it doesn't seem that they were wearing masks.
27:13Because it would have been at some time.
27:15Night time.
27:16When there was nobody in the store.
27:18And the store was locked up.
27:19They got in.
27:20And as far as I was told by a senior officer.
27:24About a half hour ago.
27:26These suspects remain on the run from the police.
27:30But you said they got away.
27:32And probably they got away for now.
27:34But based on what we have been seeing there.
27:37I think we have sufficient to work with.
27:41In order to bring these persons to justice.
27:43So again the response from the officers.
27:46It wasn't bad.
27:48Probably they were able to intercede at a time.
27:53When these persons were just about to take something.
27:57Or they didn't have the time to take as much things as they wanted.
28:00Yeah.
28:01But again as you said before.
28:03Anyone with information.
28:05Please communicate to the St. James Police Station.
28:07999-555-800 tips.
28:12So that we can get the information.
28:13And assist the investigation.
28:15And these guys looked rather young.
28:17Yes.
28:18They were dashing from getting out of that establishment.
28:22And leaving the police behind.
28:24So we are hopeful that they will be held in short measure.

31:29We know crime is prevalent across Trinidad and Tobago, and not just here, but also across the world.
31:36We wanted to show you a video that is not based in Trinidad, but obviously some of the same modus operandi is used by criminals abroad that is also used here.
31:48Entering a shop.
32:09Well, in this context, you will listen to a gunfight.
32:16But, it seems here that the assailant froze when the guy came over with what appears to be a machete.
32:24He thought a second time of coming back, and the proprietor or whoever the employee is saying, go ahead.
32:33He was extremely courageous. He got away with it.
32:37It's not something that we will recommend.
32:41Of course not.
32:44Tombstone courage, as they say, but he got away with it.
32:47And this obviously is a lesson as we go into the Christmas season to business owners, small and big.
32:54As we were discussing on the break and correlated to the video we saw before of the pharmacy where people went in and they robbed the pharmacy and got away, right?
33:06And I want you to urge citizens and business persons who are listening, who are watching this program, as we get into the Christmas season,
33:17murderies, robberies, these types of things tend to soar a little bit more because everybody is looking for something.
33:26Everybody has money, or they're going to get items, or they're going to get electronics, and they're going to be looking at you.
33:32And of course, businesses are ramping up their activities.
33:35You're absolutely correct. There's an explosion of commercial activities.
33:39And for that reason, the opportunity for things to happen tends to increase.
33:44From a TTP standpoint, what we do, we increase our capacity.
33:49We increase our presence so that we are able to match the demands for policing, so to speak.
33:56What we would ask members of the public to do is to, again, be situationally aware, try to limit the amount of cash that one may want to walk with, use more cashless transactions.
34:09But in doing so, we know that that is also not foolproof because there are persons who are just as witty in that regard in terms of skimming and all these other types of activities.
34:21Sometimes in the rush, we tend to throw caution to the wind.
34:24Even when we travel from one point to the next, the amount of bags that we may be carrying at that particular point in time, if we are probably moving on our lonesome, as they would say, we need to be extremely, extremely careful.
34:44Don't adorn yourself with an unreasonable amount of jewelry.
34:48I'm saying unreasonable.
34:50We know that persons would purchase their property, and they feel some sense of entitlement in terms of wearing their property, and they are entitled to do so.
34:57But we can only recommend, we can only suggest, based on our experiences, based on the reports that are coming to us, that it may not be in your best interest to wear an unreasonable amount of jewelry.
35:09Again, you would attract persons to yourself, and the end result may not be in your best interest.
35:18It is a time that businesspersons as well should also exercise a high level of caution because persons would come with different types of cash, and not all might be genuine, and in the rush, things might pass as genuine as the case may be.
35:37Even persons who might be monitoring exactly your mode of operation, the times that you may pay employees, the area that you might be paying employees, if that type of payment is strictly through cash transaction, your exact business operation,
35:55these are things that we must be careful about, that the wrong persons don't have an understanding as to exactly how our business is operated, how it functions, because they can use that against you, Mark, and before you know it, you can become a victim.
36:14Most certainly, and I agree with you 100%. I think we have a call on the line. Caller, good evening. Good evening, caller.
36:25When will we get this thing right, officer? We are rocket scientists. Just say no bail. No bail for false type of offense. You will get fired. No bail for false type of offense. None.
36:40Like you fool, say I know what, because when you give them SIS bill, they come along with their attorney, they turn in your business, they bring your work to be lawyer, no bail for false type of offenses.
36:53I was not going to stop. To be sure, the peace president, no bail for drug laws. Drug users getting bailed. And no bail for firearm offenses. We will never get this thing right until there is no bail for false type of offensive weapon like a firearm, because guns is to kill police officers. That is what they use it. Once again.

37:30From a TTP standpoint, we would hope that things are done expeditiously, that matters are dealt with expeditiously. We know that there are challenges in that regard. We also know that persons are entitled to bail and so on and so forth.
37:48We agree with members of the public that at times we are also of the view that the whole aspect of bail should have a different level of consideration. However, that is judicial realm. There are judicial officers who are mandated to treat to that. And we respect the process. It doesn't mean to say that members of the public are not free to voice their levels of concern regarding how that process is managed.
38:15Yes, certainly. You know, as you say, I mean, it's not up to you guys in terms of what is the stipulations when somebody goes before the court. That is something as you know, yesterday, Corporal Alley would have also indicated that as a matter of the law and parliament and the judiciary and so on, in terms of amending the law to reflect such police officers can make recommendations in court.
38:44But of course, it's left to the discretion of the magistrate, of course, or the judge as a case, maybe in a particular matter.
38:51I just said, I mean, first time offenders, I guess, as you said, we leave that for the court to decide that we are hopeful and mindful that the legislators will also will obviously be listening in as well. 42:47By the traffic light, by Mova Junction, by one of the traffic lights, there is one of those barriers that the police use during carnival time and all those things, you know, the silver barrier, the metal barrier.
43:01Right there since August month, since after the road, the emancipation street parade in Lavontown there, and that's happened there since August, the beginning of August till now.
43:14Police are passing, traffic police are passing up and down. This is a concern and I'm just, maybe it will reach to the authorities and by tonight or tomorrow it will be moved. Thank you very much.
43:28Caller, is that particular railing obstructing the roadway in any way?
43:33It is not. It is not. It is just there on the, what to say, the compass slab where the traffic light rests on. It's just there. It's not causing any obstruction or anything like that.
43:46It's turned off. It's not even up. It just leaned down on the ground. But you know, persons can use those things to obstruct roadways in certain areas and stuff like, you understand?

43:59It is a cause of concern and I believe that it should be moved. Maybe they forgot it there but it has been there for months now since the beginning of August.

45:09Before I make my contribution, I want to offer my condolences to the policeman who lost his life in Guapo. He has two young children and I am cringing for what will happen to those two young children.
45:30And I'm coming directly at the leadership of the police and the second division. What have they been doing for policemen who have lost their lives? The previous government initiated insurance for one million officers who died.
45:52I am not hearing the commission of police or the leadership say anything about that.
45:58Likewise, the second division apparently they have come quiet.
46:03I am hoping that the same effort they made during the day of policing, where all that leadership has gone to the top of the police, to make the same sort of effort or double the effort to get something first.
46:21Policemen who died because of an accident risked their lives and it appears that the leadership of the police is playing politics and not looking after their own.
46:33I am cringing and that is why I am so passionate to hear and to tell Mr. Dixon and to tell the current leadership who came from the day of policing.
46:43All you buck up because we are citizens seeing how you are playing politics with the lives of your own officers.
47:14The good news is that, yes, there is an insurance in place when officers are killed in the line of duty. To the best of my knowledge, that is still existing.
47:29And we have no doubt that the family of our fallen officer would benefit from that.
47:37He mentioned a lot of other things and it is good to know that there are members of the public who are really interested in the welfare of our officers.
47:51I know as a matter of fact that regarding the association, persons were sent to have some dialogue with the family to see how the association can intervene and provide some level of support.
48:04I am also aware that from the executive level of the TTPS, there has also been some levels of intervention.
48:13But again, it is really, really a good feeling to know that there are members of the public who really, really care as to the well-being of our officers.
48:23And again, we want to express our deepest sympathies to the family of Police Constable Banahar.
48:30And I know his colleagues and by extension the TTPS, their prayers are with you at this time.
48:38So it is very sad, a young man losing his life at the age of 25 and I was not aware actually that he has two children.
48:48So that is news to me and we are really, really deeply hurt by this loss and as well as all the other police officers and all the other civilians who would have been killed this year and by extension the years that have gone by.
49:02And I know that that hurt still resonates with several families across Trinidad and Tobago.
49:09Yeah. Indeed.
49:12So we were talking about road traffic accidents over the last few weeks, talking about having caution and care on the roadway.
49:23And then there was this accident that took place last night near the Trinity area on the highway involving I believe a pedestrian and we did talk about the increasing pedestrian deaths.
49:35Unfortunately, the person is seen on the roadway there.
49:41Am I understanding that the person was trying to cross?
49:47Now that area there near the Popeye's area just off the highway there, there's actually a walkway there.
49:54You are absolutely correct.
49:57Especially at night time and it's against the law really to cross the highway at all, period.
50:06And they will have signs telling you, you know, that's why they set up, you know, walk over.
50:12So you just want to urge those people living in that area not to cross the highway at night, please.
50:20We want to prevent things like this occurring again and again.
50:24And it's sad that a life was lost. No doubt about that.
50:29Yeah, definitely. And, you know, well, I'm not totally familiar with the entire circumstances of the accident.
50:36But yes, the walkover is there for a specific reason and it would be in our best interest to utilize the walkover.
50:42You asked me earlier regarding businesses and persons who would involve themselves, obviously, as customers for the Christmas period.
50:57And similarly, when we look at our roadways, there's also some change regarding how one should negotiate the roadways.
51:06About two nights ago, there was also a fatal accident that occurred in the vicinity of, that would be the Tumpuna Road traffic lights, in the vicinity of La Joqueta.
51:18And again, we are urging members of the public, our motoring public, to please be cautious on the nation's roadways.
51:25This is a period where we would want to jollificate. We would want to be totally part of all that is good and festive and enjoyable.
51:37We are saying that drinking and driving is a no-no. We are saying that exceeding the speed limit is a no-no.
51:43We are saying that if one feels that probably their body cannot really take them from one point to the next, do not chance it.
51:51Because there is a possibility that you can also fall asleep behind the wheel, which we have seen taking place on several occasions.
52:01So, and when we are driving, we need to drive considering the other person as well.
52:08Because sometimes we drive and we drive for ourselves, not thinking that, hey, somebody else could also make a mistake.
52:13Remember, accidents are accidents. It's not intentional. And it's about being vigilant, it's about understanding the roadways, it's also about being situationally aware.
52:25And if it is that we impair that by the consumption of alcohol, or even we reduce our ability to respond based on the levels of speed, then we put ourselves in a deadly situation.
