03:04Now we're seeing more and more walkabouts happening throughout Trinidad and Tobago, different communities, boroughs, the cities.
03:11And the question is, to the public, is it really helping?
03:15Are you feeling safer? Are you seeing a reduction in the activities?
03:19Are you seeing illegal activities happening in different areas in your community?
03:24It's Thursday, so that means we have representing the Northern North Division, acting ASP Pitt.
03:30Good evening to you, sir. How are you?
03:32Not too bad, Whitney. Pleasant afternoon. How are you?
03:34I'm good. I am good. I'm happy to be alive, thank God.
03:38I was a little under the weather, but I'm able to push through, which we all have to do at the end of the day.
03:44And fight with differences when you're on television. You have to keep that steady face.
03:49Of course. And good evening, Trinidad and Tobago.
03:52Give us an update quickly, because after yesterday, we saw what happened in front of the preschool.
03:59And again, condolences to the family, those who were injured.
04:03Children are involved, and persons, the outrage is still there, because it's by school once again.
04:09What is the update with that situation?
04:12At this point in time, the investigation is very active. It has reached a sensitive stage.
04:18However, we know that the persons impacted are of a fragile mind.
04:24There are children involved, and for that reason, our Victim and Witness Support Unit,
04:29they have stepped in in order to provide that type of support in terms of counseling.
04:37And whatever else they can do to assist persons in order to treat the trauma that was experienced.
04:43And this is something that no child is supposed to endure.
04:49And also, any adult to experience this.
04:53Today, I was saying that this cannot be something that is normal.
04:57Where, oh, it was a shooting in my school again, and we get, you know...
05:02Yes, yes, yes. We cannot...
05:04The statement or the reaction is one that is, oh, it happened already, so I'm sure it will happen again.
05:11Yeah.
05:12And it seems to be the reaction of those who are in certain positions that persons may look at and see that.
05:21But maybe it's not a big deal, but from what I heard from officers speaking on this,
05:25may not be in this investigation in particular.
05:28Yeah.
05:29It is one where they need to find these persons who are involved.
05:32Of course, of course.
05:33And we saw some time ago where a community was impacted by a violent crime.
05:39And the community responded, and they responded appropriately to the extent that the community contributed to the arrest of the suspect.
05:47And, you know, this is the type of effort, this is the type of partnership that we are seeking.
05:53We are seeing that a lot of what happens, it's heavily hinged on how we view it.
06:01If it's a level of acceptance, then persons become more empowered.
06:05If we reject that type of behavior now, we alienate persons, and psychologically,
06:10and also in terms of actually carrying out the act, it becomes more and more uncomfortable.
06:16So apart from, you know, the strict fact that you are committing an offense,
06:21and you may be held accountable as far as the law is concerned,
06:23there's some value system, some sense of morality that is now appealing based on the community's involvement.
06:31I think persons too, as you said, the community engagement is very important.
06:35Very important.
06:36And if persons have information, that they should really come forward.
06:38Of course.
06:39Because you never know what could really happen to you.
06:41Yes, yes.
06:42You could be in a situation like that, at a place that you think it will never happen.
06:46Yeah.
06:47Nobody's going to get shot here, or drive by, it will never happen here.

06:51And it happens.
06:53And we often say, see something, say something.
06:56And, you know, we all grew up understanding that there might be persons in the community
07:02who are more watchful than others, and for that we may call them Marcos.

07:08But in reality, everyone have a purpose.
07:11And we must appreciate those who look out for us, you know, and the ideas to look out for each other.
07:17More so to bring law enforcement to be involved to the extent that if you observe something that it doesn't sit well,
07:24please bring the information.
07:26You said it, you never know when it can impact you,
07:29and you may be relying on someone else to provide that level of information.
07:33So it starts with us, and we cannot look at it as, you know,
07:38a long time we had so much of songs and other types of communication
07:44that demonized persons who would come forward and cooperate with law enforcement.
07:48Snitch rats.
07:49Snitches, rats, informers, and all these type of things.
07:52But all those things were designed to create a wedge, to create a division,
07:58you know, to put a strain on the relationship.
08:01Who's suffering for it?
08:03Yeah, the victims all the time.
08:05Yeah.
08:06Let's take a look at what made today's headlines.
08:36So we are seeing in the headlines where the increase of the city patrols has begun.

09:06And I saw them today.
09:07Excellent.
09:08And that is with the support of the defense force.
09:12Yeah.
09:13And the embrace that you're seeing, persons are embracing the officers and seeing the presence.
09:19I don't know if it's because the military or the defense was, sorry, is joining you all because they give an extra stern.
09:25Yeah, yeah.
09:26I don't want to dump it.
09:28I'm sorry.
09:29It's not like that.
09:30But it's just that the defense force, the way in which persons react is a bit different.

09:36Well, we often say that, you know, any support that can be provided that would result in the objective being achieved, we welcome that.

09:58We need to get the public at large on board.
10:01You know, the average man in the community, the business owners, and a lot of them, they have become involved.

10:08Persons in charge of faith-based organizations, non-governmental organizations, you know, coaches, teachers.
10:18There are so many persons who have a significant part to play.
10:22So outside of that active presence that we are seeing, you know, there are players who behind the scene can contribute towards bringing the country to where we want it.
10:33Can I add to this, though?
10:35I'm not sure if that is in the books, and you all can't reveal that on air because you all have your strategies.
10:43But places that you all consider to be hotspots, which I always say I hate to use, but where we see a lot of criminal activities happening,
10:51and robberies taking place, gang activities happening, why are we not seeing more of the police and military presence in those areas that we could find a way to really sanitize?
11:04Yeah.
11:05Well, I can tell you that the areas that we may deem hotspots, they are laden with police and military presence.
11:15It may just very well be that because it's not traversed by persons outside of the community that we may not have that type of insight.
11:23The average person may not have that type of insight.
11:25But it is, in fact, happening.
11:27However, we look forward to that day where persons can behave themselves outside of that active law enforcement presence.
11:36And it doesn't have to be that you need somebody to be there just looking on for you to conform to what we would call a normal human behavior.

11:47But we don't have normal humans who are behaving in the way that we should for the normal society.
11:53Yes.
11:54And it's hard to say that that is what maybe may help.
11:58I mean, we may not have no sleep for you all.

12:01But in this case, we can't stop or know everything.

12:04We are not the Avengers.

12:08But something could be done because the same way these individuals showed up, or I should say these monsters showed up by a preschool on open fire, they left somewhere.

12:27So we need to find a way, the same way persons in the area, as you say, may know who these gang members may be.

13:13But you have information on persons.
13:15If I put my fingerprint in the system and you pull me up, you must see, okay, well, this person got wrecked 50 times.
13:22Received a ticket for being on a cell phone five times.

13:28Cussing out a police officer.
13:29Yeah, no, that didn't happen.

13:32Right, but all those things, all those things you will see.

13:37So you must have the same way when you walk about in the communities, persons where you gather information
13:42and you observe persons when you walk about, you see them on the block every single day.

13:49They don't go to work.
13:51You wake up, they're there.
13:52You reach back home, they're there.
13:53Yeah.
13:54So you should start gathering information.
13:56Okay, what is this person doing?
13:57Where are you living?
13:58How are you reaching?
13:59And then persons who may have a rap sheet and they go to another location in Trinidad and Tobago to live
14:05other than where they first reside and you know that's where they used to live,
14:09they need to get that information too.
14:11You can't just move and the officers don't know your new location.
14:16Yeah.
14:17You have to be in the business.
14:18Sorry to say you committed a crime so the convenience of your privacy in a democracy that we live in
14:26is no longer afforded to you.
14:30Well, I'm glad, Whitney, that you brought in that because you are identifying that in-your-face policing
14:37that our executives have articulated to the public as one of our approaches.
14:42And it must be within a context where there's a balance because persons have a right to do a lot of things.
14:54And as law enforcement, in executing our functions, we ought to be careful as to not take away persons' rights
15:04except by due process.
15:06So we must do what we have to do using all lawful means and in so doing ensure that we create that balance
15:15where persons are free to exercise their constitutional rights and go about their business as usual.
15:23At times it is extremely difficult and we often hear the public complaining as to their inconvenience
15:33and to their displeasure regarding some of our approaches.
15:36We note that and we continue to tweak and adjust and look at other ways by which we can do it
15:45to the extent that we can strike the balance where we don't infuriate those persons who are law-abiding
15:52and those persons who are productive and those persons we can demodel citizens.
15:59But on the other hand, you know, there are those who are bent on doing certain things
16:02and for that reason we have to get in, we have to adopt certain approaches
16:06and at times, yes, there may be some inconvenience.

19:11Yes, so the TTPS and more specifically the Belmont police is seeking the assistance of the public
19:17to help identify the owner of a red Rizzi mountain bike.
19:21The bike was brought in by a good Samaritan after it was found abandoned along Sand Hill Street, Belmont on the 22nd of the 9th, 2024.

22:01So, again, we call out to those persons in the community, coaches, because probably these children may have some skill in terms of boxing.

22:15Take it up in an area where, you know, it can go towards something productive.
22:19But they still fight, they have a lot of energy, they move from one area, then a new area.

22:29Again, we will always hear and see a lot of school fights happening, even before social media, to see how it played out.
22:38But we need to find a way to deal with conflict.

24:01And they take a while and they scream that break-in.
24:04As opposed to somebody living in an upscale area, for some minister, for the president's family, they use this terminology.
24:16I just want to make a short comment.
24:19Some years ago, they had a killing in Goodwood Park.
24:24And 10 people were involved in protesting.
24:27And the day after, or two days after, they hanged Brent Ashby.
24:32So, do you have meetings concerning this, executive meetings concerning this type of disparity?

25:11And, you know, if the case is progressing quickly, then the public in some instances, they are pleased.
25:18And in other instances, you know, they look at their own situation and they say, well, you know, that could have been or it should have been the average person receiving that type of response.
25:29So, we are not denying the perception that persons may have.
25:35And it is something that we will definitely have to look into in terms of how people view us regarding how we provide our service to ensure that, you know, the perception is not that we would only respond a particular way for persons who are of a certain status, a certain background, but that we provide the same level of service throughout.

25:58So, that is something that definitely we will have to work on.

30:17Yes, well, we are continuing to receive feedback regarding our Walkabout that took place two Fridays ago.
30:25And again, the feedback is very, very encouraging.
30:29And as such, you know, we intend to make it more widespread throughout the division.

31:12This exercise that they're doing here, we are just outside here doing a Walkabout.
31:16Engaging with the residents, right, to have a one-on-one conversation with the police.
31:23We know at times, police officers will say, okay, they want to talk to the police and all these things, and crime is high and all these things.
31:29But at the end of the day, crime cannot be solved without the interaction of the residents.
31:35That is why we want community and residents, so we're calling on the police, right?
31:40So we're walking about here, we see a little project that they have here going on here.
31:44And we are amazed to see a youth as itself engaging in some productivity, right?
31:54My question to you now is that, are you satisfied being a resident here in the community of the police?
32:00What are we doing? Are we doing enough? Or can we do more to make you feel safe as a resident here in Walkabout?
32:09Well, yeah, I would say a little, a little, you know, a little job.
32:13We could require a little more, but you know, you know, these situations, I know sometimes it will be kind of hard, you know.
32:20Sometimes it might be a crime coming, they might not be attentive at the time, you know, to come immediately.
32:30But I would say, I would say they do know, I would say they do know.
32:33Because it's a good, you know, it's controlled, I wouldn't say they wouldn't know.
32:36What we want to extend to you is that, subsequent to this Walkabout here, we plan to have a council meeting where we invite all stakeholders and all residents and them to come to that meeting.
32:49And to address the issues and views, right?
32:52So that you can express your opinions, discuss and likes in a whole formal forum.
33:08I definitely have to patronize that business with that young man.

33:40You know, I spoke about the concept of management.
33:42This weekend, I thought, I think the effort that you are making for, you know, changes, how to say,
33:50there's a conflict between law enforcement and the public, right?
33:55You both have the best interests.

33:59The best interests that the public has is a conflict.
34:02And I don't think that we see the cameras for officers coming out.
34:08I told that in that effort.
34:10Someone is eliminating this conflict.
34:14And you did mention also that somebody is in the house, somebody watching over there.
34:20And officers are human beings.
34:23And sometimes it's necessary for officers to have something on them.
34:29Some officers not all.
34:31Some officers do the right thing or not.
34:33But let's be real about this.
34:36And I want to commend officers, to report to the officers anything that they have done.
34:41I encourage them to do that as well.
34:43As long as they are willing to speak up, they must be aligned as officers.
34:48And you will not fraud or allow them to fraud.

35:51This guy picked up about 15, 20 minutes to finish what he was doing.

36:03We can't just jump out and say,

36:10So I just wanted to ask that question as a comment there in that vehicle.
36:14If that is the law of the universe.
36:16And why wasn't he doing it?

36:24Officer picked it like bad boys.

36:29Well, I'll start with the last.
36:31This is the last.
36:32With the vehicle.
36:33Personal.
36:34With the commendation of the vehicle.
36:35And if it is that police officers can use their private vehicles to carry out the job of the state.
36:42And yes, police officers can use their private vehicles.
36:46However, it is not advisable.
36:49It is not advisable that.
36:51I don't think it's safe.
36:52Utilize their private vehicle because it is not safe.
36:54There are so many disadvantages to that.
36:57And it's a case of the state has employed persons in order to carry out a police and function.
37:04And, you know, for that reason, the state will provide the resources for officers to carry out their functions.

37:10Because if the vehicle, the personal vehicle is damaged, they will be compensated for it.

37:15So that's another issue.
37:16And then they can have the license plate of the vehicle and get information on the officer.

37:21So there are so many disadvantages there.
37:23However, I have seen officers who have actually utilized their vehicle in order to get the job done.
37:31So there are officers who are, you know, extremely dedicated, extremely devoted to the extent where they actually utilize their own resources in order to get the job done.
37:41Is that advisable?
37:42No.
37:43Yeah.
37:44Quick question, though.
37:45If the station may not have adequate vehicles for them to be out or go to respond with regards to emergency, but you're like two blocks away from where an incident is happening.
37:58Yes.
37:59They can't get up and walk?
38:00Yes.
38:01The officers can respond on foot.
38:02The officers can respond on foot.
38:04OK.
38:05But sometimes they choose not to.
38:07Well, we have received some information where, you know, persons who live within a stone's throw of the station, so to speak, have mentioned where they made reports.
38:19And, you know, the officers would say, well, you know, at that point in time, the vehicle is not there.
38:23Yeah.
38:25You know, we can't say the strength of the persons in the station, the amount of officers.
38:30But if it's in walking distance and the officers have sufficient strength, then by all means respond on foot in order to treat the issue.
38:36Yeah.
38:37But one officer can't show up to a scene as a deterrent even.
38:40All right.
38:41If they say on the call, there are four or five individuals who are trying to break into a home.
38:46Yeah.
38:47No, it wouldn't be advisable for one officer to respond to that.
38:50OK.
38:51Because that might not be the adequate amount of force in order to address the situation based on the information we have.
39:00Right.
39:01So putting an officer in that situation is going to be putting the officer's life at risk.
39:05And, you know, in the whole scheme of things, we might end up with a situation becoming worse.
39:13So you need to get the appropriate amount of officers in order to respond to whatever information we are responding to.
39:21All right.
