03:22This is Beyond the Tape and I'm your host, Mark Bassan.
03:25Well, the weekend was really extremely busy for more reasons than one.
03:30Of course, we had those Black Friday sales and then there was a lot of traffic in and
03:35around the Port of Spain.
03:36I think they were doing some work along the highway there, heading out to Westmoreland
03:41side there.
03:42So they had traffic piled up on both sides heading in a westerly direction as well as
03:49an easterly direction.
03:51And certainly the roadways was also very busy and notwithstanding, there were several reports
04:00of road accidents.
04:01Some of them, of course, fatal.
04:04And I want to welcome today, my co-host today, Captain Valence Rambarat from the Hunter's
04:11Search and Rescue Team.
04:13Welcome, sir.
04:14Thank you and a pleasant good evening to the viewers on Beyond the Tape and it's a pleasure
04:19to be here once again.
04:21And Mark, I think the first alarm was raised here on this program.
04:27I know you raised the question of proliferation of road accidents and serious accidents taking
04:34place on our nation's roadways.
04:37And what I know we did as a team was beginning to post on mornings.
04:42We started to post on mornings within the weather report that persons have to be careful
04:48on the nation roads.
04:51This is a problem.
04:52We are into December, the yuletide season, and I think we must have due care and attention
05:01on our roadways.
05:03Yes, certainly.
05:05Well, just some news coming to hand.
05:07First and foremost, of course, police recovered the body or rather say the dismembered body
05:14of an East Indian man, yes, to be identified in the Senan village area in Siparia this
05:20afternoon.
05:21Of course, inquiries are still continuing and officers are still on that scene there.
05:27I know, Mr. Rambarat, you would have had some knowledge about that find as well.
05:32Yes, and a senior police officer spoke to me just around the time the find was made
05:38and I know people would be asking where is Senan village in Siparia.
05:42Senan village is the village right after Siparia when you're heading east, just down
05:47the hill in terms of the town of Siparia.
05:51He informed me that it was a severely chopped up and dismembered body.
05:58That's very, very unfortunate.
06:01I know we recently had a discovery in the Siparia district in the Murray Street area,
06:08so therefore it means that we have two homicides, two murders been committed in the Siparia
06:14district within a matter of a couple of weeks.
06:17Yes, certainly, and I know that based on the conversation with a senior homicide officer
06:23a short while ago, he told me that they just have a nickname of the alleged person by the
06:31name of Sultan.
06:32Of course, one of the disturbing things is that they were not able to find the feet of
06:36the victim at that location.
06:38There were other body parts but not his feet.
06:41Yes, and also I believe it's an elderly gentleman and I've been raising on this program since
06:46I came on the quest, the whole issue of elderly, how we treat the elderly and what challenges
06:53and tribulations they have as they go on with their lives.
06:57Yes, certainly, and of course, just about two hours ago or thereabouts, a school teacher
07:06was shot at in the Memorial District after leaving school.
07:11Apparently, based on the information thus far, he was proceeding along the roadway there
07:17just leaving the Memorial School, the RSC school that he teaches.
07:22His name is Ronald Ramkeesoon.
07:23When he had reported, he told police that he had several loud explosions and if you
07:27could look, both sides of that Suzuki Vitara has gunshot holes in the windows.
07:37Yes.
07:38Luckily, you will see an image of Mr. Ramkeesoon shortly where he would have been shot in both
07:45arms by the perpetrators, of course, and another teacher was in close proximity, apparently
07:52took him to the Shogunas Health Facility where he is being treated at this time.
07:58Of course, the police is not stating as to the motive of the shooting but I'm almost
08:02stating that as time progresses, we will be able to find out what exactly might have triggered
08:08this attack on a teacher which is very worrying, of course.
08:11Yes, and I'm hoping it's not job related.
08:14My career profession was in the teaching service, teacher, principal, school supervisor and
08:19we rarely ever hear of a job related incident involving teachers to this extent because
08:27it looks as if from what we just saw that someone certainly wanted Mr. Ronald Ramkeesoon
08:34dead and I'm hoping that's not job related.
08:38It could be but somebody certainly wanted to end his life.
08:43I don't know.
08:44He has to count himself as very lucky to have survived that amount of gunshots through his
08:50glass windows.
08:51Most certainly and as I said, there will be many theories and of course, the police will
08:55have to validate those theories going forward.
08:58There will be a lot of speculation, of course, on social media.
09:01Just before I came on the show, I was seeing some things being bandied about on social
09:05media which I will not repeat, of course, but I think it's very important that we let
09:09the police do their work and they will be able to ascertain, narrowing down the exact
09:14motive for the shooting.
09:16And unfortunately, this morning, there was a fire at Golden Palace in Marabello.
09:22Luckily, of course, no one was hit.
09:25Apparently, around just before 6 o'clock this morning, an employee was working in the kitchen
09:30there.
09:31These images get to see Dexter Philip from the Express.
09:33When apparently, the oil caught fire in one of the wok pans, pot, sorry, and it started
09:40to spread.
09:41One of the other employees tried to extinguish the blaze with an extinguisher but was not
09:48successful.
09:49They then had to contact the San Fernando Police Fire Service, sorry, and they came
09:56and they were able to contain the fire which was on the ground floor of that building.
10:01So, the damages, I understand, is about 1.25 million according to the owner of the establishment.
10:09But luckily, nobody was hurt and I think the upstairs of the establishment is still open
10:16for business.
10:17Yeah, Mark, and you know, that place has fond memories for my family.
10:22We hold a number of our family gatherings at Golden Palace in Marabello.
10:28Mark, what I would think I would do is because we enter to search and rescue operations,
10:34there is a ball, without advertising, who sells it, I would bring it on Monday.
10:39There's a nice ball, it's about 200 or 175 for it.
10:43And it replaces, it now replaces the fire extinguisher.
10:48And when you have fires, when you have kitchens like that, you just place them around the kitchen.
10:53Whether you're there or not, it will serve the purpose of a fire extinguisher.
10:57There's no clip to pull or anything.
10:59And I think this is a good safety tip that we could share on the program next week, Monday.
11:04Yes, that sounds good.
11:05And speaking of rescues, of course, you were busy yesterday.
11:08I know that I really feel good news story.
11:11You will rescue 24 tortoises from our place in Gasparillo.
11:16Yeah, we did.
11:17And Mark, what it came down to is not whether you have a permit to have a protected animal or not.
11:23What it came down to is downright cruelty to animals.
11:26And I think this cannot be tolerated.
11:28The akin to that is you have 24 dogs and you're not feeding them for an entire week or for an entire year.
11:36You're not emptying the water basin.
11:38She had one basin for 24 tortoises.
11:43And that was never emptied.
11:45She kept tapping it up.
11:47But it's an unfortunate story.
11:49The family did assist in us rescuing these animals.
11:53So it was a daughter who could no longer keep the animals in captivity.
12:00And she left it at the mother's home for the last two years.
12:04But the mother didn't have the resources to get food for these animals.
12:11And so they were left there in a muddy area.
12:14So you can imagine a small area housing 24 tortoises with mud and feces and urine mixing.
12:21And they're not getting fed properly.
12:24So Mark, when I lifted those animals, they were severely underweight.
12:29The limbs were very thin.
12:31And the shells, there was a number of deformities on the shell.
12:38So, you know, that was a very interesting rescue operation.
12:42We had the full cooperation of the game wardens from Forestry Division, Wildlife Section.
12:47And it was well executed.
12:50At the end of the day, the actual owner of these tortoises had to admit that the better thing was to take them to a safer and more sanitary place where they could be fed.
13:03We certainly hope that they will now get the treatment that they need, of course.

13:09Okay, we're going to go to our headlines now.

14:16So those were the headlines within the last 24 hours.
14:18Certainly a lot going on there, Captain Lambert.
14:22I know that one of the biggest talking points was that accident that took place on Arapeta Avenue.
14:28I believe it was yesterday morning involving a hit-and-run where the police was actually basically, as you would see here, they were parked in a corner there looking at a car.
14:39And then there's a car come speeding down in the opposite direction.
14:43Of course, very near to where the police vehicle was.
14:47And a pedestrian was struck by that motorist.
14:52Yes, they had the green light.
14:55We know that.
14:56They were heading, I believe, it would be eastbound.
15:00And you see the gentleman is crossing and the person is coming down at a very high speed, of course, and struck him.
15:08The side of the vehicle would have struck him.
15:11The police, observing what was happening, immediately reverses.
15:17And I think they were able to intercept the driver of that vehicle, a female driver.
15:24My bad, I think she was heading west.
15:28This is the gentleman here that was struck.
15:30Obviously injured, I understand.
15:32He suffered some injuries to his face and his back area.
15:37He was taken to the Port of Spain General Hospital.
15:40I'm hopeful that he makes a full recovery, of course.
15:45This year, speed here again arises when we talk about that's Ariapeta Avenue.
15:50It's certainly busy, but the speed she was going at was certainly not the speed that you're supposed to be observing on that stretch.
15:57On Ariapeta Avenue.
15:59I think that's an area that has a lot of activity and you ought not to be speeding like that in that area.
16:08But as the season approaches, a lot of persons will be out there shopping, doing their Christmas preparations.
16:17And you'll have a lot of vehicles and a lot of people around.
16:21All we're asking is for persons to reduce their speed and to drive with caution and to observe things like traffic lights and make sure you stop when the red light is on.
16:33And just observe caution because you can have a mixing of people and vehicles on busy roadways.
16:41Yes, and to add to that, apart from the speed, she did not stop.
16:46And what we were also told is that apparently the person was allegedly under the influence.
16:52So we'll let the police do their investigations and of course, we'll follow that story.

20:16I'm your host, Marc Besson, of course, joined today by Captain Valens.
20:20I'm from the Hunter's Search and Rescue Team.
20:23So 11 months are done in a year and we have one month left, of course.
20:27And we certainly need an update on the number of missing persons for last month.
20:32And, of course, I know you're going to walk us through.
20:35Yeah.
20:36Outstanding.
20:37Yeah, Marc.
20:38So we ended November with 34 reports of missing persons which we received.
20:44November is an anomaly in terms of the statistics.
20:52We've crossed into December now and we have 11 persons unaccounted for in November.
20:59Take, for example, in October we had a carrier cross of four persons unaccounted for.
21:05But 11, we are alarmed that this number of persons we've not been able to account for.
21:14And still outstanding for November.
21:16We have Warren Morris from the three guys on Point 14.
21:22They're still outstanding.
21:24Warren Morris, we've not been able to make progress on his case.
21:28We have Junior Taylor and Winston Ruston.
21:33If you recall, Winston left Point 14 in a vehicle to go and pick up Junior Taylor in the Maraval District
21:40and we still have had no further information on their whereabouts thus far.
21:46Antonio Mangatal, this is a case we're working with the Children's Authority
21:51and we've not been able to locate him.
21:53Although we know, we have a fair idea where he is.
21:57He hasn't been surfacing recently, though.
22:01Celicia Camejo, we have some progress on this.
22:04We've not been able to locate her, but we have a fair idea where she is
22:07and we're working with her relatives to get her back home.
22:11Celicia Camejo.
22:14And then we have this troublesome case here.
22:17I was just on the phone with a mother coming up to the program, Carina Sanchez.
22:23She has been outstanding since October
22:26and she remains a problem to really reach out to.
22:32We know she's alive and we know the general area.
22:36It's just that we have to make an extra effort.
22:40And sometimes we make these efforts and we do a thorough search
22:45and we're still unable to get them.
22:48Then we still have Shashi and Rampersad.
22:51You recall Mark?
22:53He was alleged that he was kidnapped in the Enterprise District.
22:57He is from Lange Park.
22:59But we fall under the cloak of confidentiality
23:02with respect to these kidnappings
23:06due to our liaison with the anti-kidnapping unit.
23:11And we have George Laborde.
23:14I'll come back to him in a short while.
23:16He's missing from the Harmony Hall District.
23:18We have made some progress on his case.
23:22We feel strongly that he's alive,
23:25but he would have left home for a number of reasons.
23:28And then Christopher Hunt.
23:29You would recall we did some searches for him in St. James.
23:34I spoke to his sister and he still remains unaccounted for.
23:39We have Shivani Kimraj and Mark.
23:42We work with the Children's Authority.
23:44So when they have persons who would have absconded from the homes,
23:49they would relay the information to us to get it published
23:53and to help them in trying to locate these persons.
23:56Then we have one that came on the radar just Sunday, Candace Joseph.
24:03She is missing from the Sangre Grande District
24:07and we're making some progress with her case as we speak.
24:11So if we could go to George Laborde.
24:17What we did is that we entered the areas,
24:21densely populated area in Malibu.
24:24Malibu Crescent.
24:26This is the search for George Laborde?
24:28Yes.
24:30So you have some footage of your pictures?
24:33Yes, right.
24:35So what we did is that we went knocking on the doors of his neighbours.
24:38Fortunately, there were two neighbours.
24:42One saw him on Friday last.
24:45One spoke and met with him on Saturday.
24:49But what they indicated to us is that he's visiting a friend
24:53of the district and I spoke to the family last night.
24:58So they're trying their best to confirm everything.
25:01We didn't want to put him as found because of the word of the neighbours.
25:06We really have to verify it.
25:08We did check with the Marabella Police Station
25:11and they still have George Laborde as missing.
25:15So this is the area, this is a video here of you guys in that area
25:20knocking on doors.
25:21Oh, Mr Laborde over the weekend.
25:24Yes, it's a densely populated area and in these cases
25:28we go knocking on doors to find information from the neighbour.
25:32Was it that somebody would have seen him recently as well?
25:34Yes, just last Friday and Saturday.
25:37Two neighbours reported seeing him and that gave us hope.
25:40So we're working with the relatives.
25:43They're trying to verify some information for us
25:46and hopefully we could post him as found.
25:48Additionally, Mark, remember I kept telling you
25:51we had work to do in the Faisalabad district?
25:53Yes, yes.
25:55So we were able to locate two young ladies who were missing
26:03and we found them in the Faisalabad district.
26:06That was outstanding for a while and we got that done.
26:10Also, Mark, we entered animal rescue, wildlife rescue,
26:15whatever persons need wildlife to be rescued, we assist.
26:21And this week we received a distress call from the management
26:27of Lake Trinidad, Lake Asphalt Ltd.
26:29and that there was the presence of a large red-tailed bull constrictor,
26:35better known as the mackerel, on the premises.
26:38And they also contacted the game wardens.
26:41We arrived on time together
26:43and we pooled our resources and we were able to safely capture
26:49and release that bull constrictor, the red-tailed bull constrictor.
26:54Just before we go to the brief, I know there was a story
26:58in the newspaper today involving three girls
27:01that went to the movies at IMAX.
27:03Yes.
27:05And one of them apparently ran off on Saturday afternoon.
27:07Her name is, I can't pronounce her first name.
27:09I don't want to butcher it.
27:10Miss Velasquez, she is a member of the St. Jude's Home.
27:16So maybe you guys might want to also take that upon your remit.
27:20Yes.
27:22We have a good relationship with St. Jude's Home
27:25so we are working on that case with them.
27:28Alright.

29:16And of course on Friday night we saw a very disturbing video
29:21emerging on social media where there was a shooting
29:25on the Brian Lara promenade near the Royal Castle area.
29:29Just a stone's throw away from our media house here
29:33where several people were shot and injured.
29:37And it speaks of course to that brazenness of criminals
29:42in the heart of Port of Spain at a time
29:46where there are a lot of people going home from work
29:50or hanging out, lying in.
29:52This was probably just after 7 o'clock, finished the show.
29:56And within 20 minutes of leaving here
30:00I see these images pop up.
30:02People being shot, injured, lying on the promenade.
30:06Lying on the roadway, the pavement.
30:09As people try to render assistance until of course
30:12the ambulance personnel and so on came.
30:16Certainly very disheartening to say the least.
30:19That criminals have no regard for any way
30:21whether it be a public space in front of anyone
30:24they come to shoot people.
30:26Yeah and it seems as if there's no care
30:29because Brian Lara promenade in the vicinity
30:32of those establishments.
30:34They're very busy at night.
30:36I mean we've been on searches
30:38and have to refresh ourselves
30:40in the Independence Square area.
30:43And I myself was taken aback
30:46and our chat group was lit that night
30:49because this is a very populous area.
30:52It's not the first time it's happening in the city.
30:55And from all reports it seems to have been
30:58done by an automatic weapon.
31:01And you know with the automatic weapon
31:02you have to worry about the collateral damage.
31:05You may be going after someone
31:08but there's a whole series of persons
31:10who end up getting shot.
31:12And really there's no regard for life at all.
31:16Yeah and sometimes as you say
31:18they might come from one person
31:20but other people end up collateral damage
31:22in this unfortunate circumstance.
31:25You know maybe none of those people
31:28were the intended target.
31:29Or maybe the person that they tried to escape
31:32or it was also a case of mistaken identity.
31:35So many factors and so many things
31:37that we could stand here and talk about
31:39in reference to this shooting
31:41and of course many others.
31:43But we are hopeful that the police officers
31:46in the Port of Spain area
31:48will bring those perpetrators to justice.
31:50And the irony was that
31:52just minutes before that shooting
31:54ESP Janki from the Port of Spain division
31:56was on our show.
31:57And he said that you know
31:59they have been trying to step up patrols
32:01in and around the Port of Spain area
32:03because of you know
32:05apart from the impending gang violence
32:07that has been happening
32:09and continues to happen
32:11regardless of police or no police
32:13because this is a very public open area
32:16that everybody travels.
32:18Going home you're hanging out
32:20you walk past it to go for lunch or something.
32:22Yeah that's like the Times Square in Manhattan
32:24that area.
32:26But the thing is Mark
32:28the impact of crime on business activity
32:31what it does is
32:33it would cause persons like myself
32:37to avoid the area.
32:39And so the support for the businesses
32:41in that area
32:43people will look at it
32:45and say it's unsafe
32:47and that's a real real evidence
32:49of the impact of crime
32:51on business activity
32:53in the capital city.
32:55That's a point to note going forward.
32:57We have a call on the line.

33:25I was wondering
33:27if this man was 20 years
33:29and he got obsessive
33:31about blood loss
33:33but it wasn't that
33:35there are no natural causes
33:37so I was wondering
33:39what the background of that story
33:41related to
33:43the background of that story
33:45that's a magnificent story.
33:47It's like a movie.
33:49Thanks a lot.

33:55So the thing about the Morocco
33:57or the tortoise
33:59is not
34:01they're not on the endangered list
34:03but they are on the protected list
34:05meaning that you have to leave them
34:07in the wild
34:09and you are not allowed to harvest it
34:11and bring it home for a pet or so.
34:13You may meet one
34:15that is injured
34:17and you feel you could rehabilitate it
34:19and it eventually becomes a pet.
34:21A simple procedure
34:23is to just call Forestry Division
34:25and ask them for
34:27the form to apply
34:29to keep this protected animal
34:31in captivity at your home.
34:33But it is not
34:35on the endangered list
34:37like the
34:39scalatibus
34:41or the manatee
34:43or the ocelot
34:45which is commonly known as the tiger cat
34:47but still defined for having
34:49a protected animal
34:51a protected animal
34:53like the tortoise
34:55could go up to $50,000
34:57and if you are caught hunting it
34:59it could be as much as $100,000.
35:01So we're asking
35:03persons who use the forest
35:05to please leave these animals alone
35:08and I just want to comment
35:10on the second
35:12thing.
35:13When I read the article
35:15a member sent it to me
35:16very early this morning
35:18I said this is very interesting
35:20because to me it has
35:22to be a great coincidence
35:24that you would have
35:26an identifying mark
35:28like a tattoo in the same location
35:30of the same design
35:32and we know from our experience
35:34that tattoos identify
35:36as identifying bodies
35:38and I found that to be
35:40very interesting
35:42but the entire story
35:44I found it was well put together
35:46when I wrote the story
35:48and it flowed
35:50and it speaks
35:52confusion
35:54and it speaks
35:56an unfortunate outcome
35:58at the end of the day.

36:02and the thing is
36:04just quickly call
36:06because we have a call on the line
36:08is that Mr. Mohammed

42:17motorists on the
42:18roadway
42:19it's pretty busy
42:20weekend

51:36That happened over the weekend where apparently it seems that there was a rescue on one of the party boats for a gentleman that I understand in some capacity fell overboard.
51:50We're not certain as to what might have triggered this accident.
51:55Fortunately of course he was able to be rescued safely.
51:59I see they are employing the float there and I understand that he was somewhat in a semi-conscious state when they got to him.
52:07But luckily they were able to get him out of the water, onto the boat and he seemed, there was another video as well.
52:16That guy went into the water and they're trying to bring him out here.
52:21Yeah.
52:22And he seemed to be I guess responsive to the individuals as he was being brought onto the boat.
52:32And we just want to tell everybody when you go out onto these boats be very mindful of course and if you're consuming alcohol don't go near the railings.
52:42Yeah.
52:43And always have somebody near to you because you never know what could have happened.
52:47Yeah.
52:48But when I looked at the video I saw that commendations for the patrons who would have reached out to assist the gentleman.
52:57It was nice that the party boat had flotation devices and you could see evidence of proper lighting.
53:07The only thing that I could really suggest is that you must have your life jackets nearby so that the guys who are entering the water and reaching out to help the gentleman,
53:19it takes two seconds to slip on a life jacket.
53:22Yes.
53:23And I'm hoping that the party boat had life jackets so they could have just thrown it for them and used the flotation devices to make it a much more safer rescue operation.
53:33But commendations to the patrons, they did well.
53:38I could have seen myself doing that but the only thing I would have, just grab a life jacket.
53:43A life jacket, yes.
53:44To ensure that my life is preserved while attempting a rescue.
53:48Sometimes you never know the person who is willing to help.
53:51It was a good swimmer, didn't register and he just dived into the water to assist the person before the person goes under.
53:58And it was of course dark and they had to cast a light onto the water so that they could actually locate where he was.
54:05But all's well that ends well, you know what I mean?
54:07Yeah, sure.
54:08And there's another video of course, a very troublesome video that my producer happened to have found.
54:14And if you look closely, it appears there's an individual sitting inside of a garbage truck, the compactor area where they usually would take the garbage.
54:27And then they would press a knob and that compacts and crushes the garbage.
54:32Certainly highly dangerous.
54:35Yeah, it's highly dangerous because you spoke about the knob and the knob is located probably right behind his head.
54:42So one little jerk and you touch the knob, the compactor engages and it begins to spin and the person could have been sucked into and be compressed in the garbage machinery there.
54:57The compactor, that's why they call it a compactor.
54:59You can see the guy there.
55:01I don't even know if the driver is aware that somebody's sitting there.
55:06Because we saw cases where people hook onto the back of vans, Mark, and move from one area to another.
55:13You see, he's sitting quite comfortable there in the compactor area of the garbage truck.
55:20Now we don't know if he hopped on while the guy was pulling off.
55:24So maybe the driver is not aware that there's actually somebody sitting in there.
55:28Yeah, we've seen it happen.
55:30Mopping or drop?
55:31Mopping or drop, but the switch is right by his head.
55:35One mistake, you touch that switch and it engages the compactor within the garbage.
55:41We don't want to encourage that kind of mopping drop at all.
55:46Yeah, better ways to hitchhike.
55:48Yes.

55:59The police brought our attention.
56:01I think they posted it to their page that there's a Mitra Nanwal from the Princestown district.
56:09He is missing.
56:11Two of our members went to visit and they found him sleeping in a church.
56:18So he has been safely located.
56:22And Mark, what I noticed in the past week is that we have less reports of missing persons coming in.
56:29And I think that is good, but it is also really consistent with this time of the year.
56:35We get less persons missing.
