03:55And with us is no other than Attorney-at-Law Corporal Zahir Ali
04:01of the Trinidad and Tobago Police Service.
04:03Welcome, sir.
04:04Good evening to you, Marc.
04:06Good evening to Trinidad and Tobago.
04:07Good evening to Jackie and other members of the Beyond the Tape family,
04:10my law enforcement brothers and sisters.
04:13Marc, this afternoon I know that we are winding down.
04:19And it's important for me.
04:20I know that a lot is happening, but at this time, Marc,
04:23I know that it's important for me to establish an early o'clock
04:27to all of us in Trinidad and Tobago that we need to be thankful.
04:33Not many persons at this juncture would have made it thus far.
04:37Whether they met their demise through crime, criminality,
04:42domestic violence, drowning,
04:45and most recently we saw the issue of the fire involving
04:50the member of Parliament and her children.
04:54And even in the present circumstances, Marc,
04:56even persons and most recently a 14-year-old boy was missing,
05:01was kidnapped this morning based on the report.
05:04We ought to be thankful.
05:05We ought to be thankful that, you know, we are alive, we are well,
05:09and we have the opportunity to do a good deed.
05:12And I want to signal to Trinidad and Tobago at this juncture
05:16that we must be thankful and, you know,
05:18when we get the opportunity to do a good deed, Marc,
05:20and a good deed may be lending support with the intention
05:25of rescuing that 14-year-old boy,
05:29let us recognize that that may be our last opportunity
05:32to do a good deed as well.
05:33So I think it's important around this time for us to be reminded
05:37that not many persons have made it thus far
05:40and we must be thankful.
05:41It's not something that you, you know, will want to ponder on,
05:45but I think it's important for a very strong reminder
05:48for all of us that, you know, that many of us,
05:51many of our fellow citizens did not make it
05:53because of what I've identified, crime, domestic violence,
05:56drowning, and now we are seeing the issue regarding the fire
05:59which has been investigated.
06:00So I thought it was important to open with that this afternoon, Marc,
06:03and, you know, before I hand back over to you, you know,
06:08if I were to ask you or, you know, vice versa, you ask me, you know,
06:12if we can really, you know, count our blessings,
06:16the mere fact that, you know, both of us have the opportunity
06:18to stand here, you know, you're standing on behalf
06:20of the public's interests, you know, the opportunity you have given
06:24many persons to be heard and to tell their story
06:27and vice versa from a Trinidad and Tobago Police Service perspective
06:30and from a legal context, the opportunity to continue to,
06:33you know, promote and advocate for the development of the law.
06:36And just recently, Marc, but probably minutes ago,
06:39I saw a very significant issue regarding where the matter
06:46impacting the old age, and I saw that there was an immediate response
06:52from the Attorney General a short while ago and, you know,
06:54I want to salute him this afternoon.
06:56I want to say to him that this is the sort of decisions,
06:59in my respectful view, that when we are faced with what we are facing now,
07:03and I want to hint at immediately the kidnapping.
07:05We are seeing within the last week, if so much, and, you know,
07:12even before that, we've seen a prevalence of kidnapping, Marc,
07:14and I always look at kidnapping as something that is tantamount
07:17that can end up in a murder as well, and I think it's important
07:20with that sort of decisive decision from the executive arm
07:24of Trinidad and Tobago, I think it's important for us to look at,
07:27and this legally speaking, look at the anti-kidnapping act
07:30immediately and place immediately there a life sentence
07:34for persons who are involved in kidnapping.
07:36At least, let us start, I always believe in, you know,
07:38let us send that message from very high up among the institutions
07:43of the state to be able to, you know, indicate to those persons
07:46who are involved in these kidnappings that, you know,
07:49we are serious about, you know, stopping, and also from a Trinidad
07:52and Tobago Police Service perspective, Marc, you know,
07:54I want you to assist me to really call strongly on the TTPS,
07:58you know, to send a very strong message to those who are inclined
08:02in committing acts of kidnapping.
08:04So, you know, I wanted just to open with those remarks
08:07this afternoon, Marc.
08:08Thank you very much for the opportunity to do so.
08:10Certainly, and you touched on two significant points,
08:13one being that fire, unfortunately, that a lot of the public
08:18woke up to on Monday morning in which MP for Davadi O'Meara,
08:22Lisa Morris-Julian, and two of her children died,
08:25and I know that just a couple hours ago the Prime Minister
08:30at an event indicated to the media that the Security Council
08:37will also be looking into this fire.
08:41Of course, the fire officials have not made any official pronouncement
08:47on what may have caused the fire just yet,
08:50and it will be interesting in the days to come to see
08:53what information they have pulled together.
08:56And, of course, they will also be working in tandem
08:59with the police service to try and ascertain exactly
09:04how that fire may have started.
09:08And, of course, there is information I am certain that they are working on,
09:12and I believe in the essence of time all will be revealed
09:17when it comes to this particular sad incident
09:21that a lot of people are still trying to process.
09:28Well, Mark, definitely.
09:29When you see something as sudden as what we have seen
09:33over the last couple of hours in reference to that fire
09:38with the member of parliament and her children,
09:41I want to assure members of the public that the Trinidad and Tobago Police Service
09:45will be paying very close attention to ensure that there is
09:48a thorough and detailed investigation.
09:50So, at this stage, we know that it is very premature,
09:53but a detailed investigation will be conducted to ensure
09:56that no stone is left unturned in relation to this matter.
10:00And I know that it will be attracting the attention and focus,
10:03as you just indicated, of other authorized committees and bodies
10:08in reference to this particular matter.
10:10Most certainly.
10:11Well, we will certainly talk a lot more about that
10:13and, of course, the kidnapping of the 14-year-old boy this morning,
10:16but we are going to take a look now at our headlines.
10:47So, those were some of the headlines within the past 24 hours,
10:52and I want to bring you up to speed with one of the major stories for the day.
10:58The kidnapping of 14-year-old Zahir Samuel.
11:03What manner of person or persons?
11:07You know, this is the footage here along the Eastern Main Road
11:13near the SS Plant Garden Shop.
11:16You see the men pull up and they quickly bundle the young boy into the vehicle,
11:21pointing firearms at him and drove off.
11:26This was around 5.25 or thereabouts, just before daybreak.
11:32And the father of this young man was a little bit shaken when the media arrived,
11:41but he later spoke with a reporter from a daily newspaper.
11:46And, in a sense, he said, we don't have any money.
11:51And he's asking for the safe return of his son,
11:55and that will be his greatest Christmas gift.
11:58I mean, the diabolical thinking of people to grab,
12:03and if we could listen to the actual audio at the drive-off,
12:11you will hear the screams of his father and maybe other persons that were there.
12:19As he's bundled into the car, of course, there's a vehicle parked in front.
12:25Somebody attempted to throw an item to throw them off.
12:28You'll see now.
12:31Bang!
12:37So they're screaming and calling his name.
12:40And I think, corporally, for any parent witnessing something of that magnitude,
12:47it's traumatic, it's terrifying.
12:50Your life flashes before your eyes.
12:52The lives of your children flashes before your eyes
12:55because you don't know what is going to happen
12:58in that split second or seconds.
13:01Well, Mark, I want to take it beyond the parents.
13:04Just looking at the video as well, I'm aware of the report
13:08and the actions that have been taken as we speak
13:12in an effort to try and rescue this 14-year-old.
13:16Mark, this is something that should affect the whole of Trinidad and Tobago.
13:22And I'm saying to you that what I'm saying is that
13:24I always use the saying that when the head hurts, the foot should feel the pain.
13:30And this Trinidad and Tobago society should be viewed as one body.
13:34So this situation here, including those who may be bent on criminal activities,
13:38and I want to make a statement this afternoon,
13:40those who are and have this 14-year-old in their custody,
13:45where he's confined, where he's detained against his will,
13:49I want to send a very strong message to you all that
13:52let good sense prevail and release that child.
13:55Release that child, and I'm calling on the Trinidad and Tobago Police Service
13:59and, by extension, all law enforcement agencies
14:01to use the length and breadth of the law
14:05in pursuit of this particular 14-year-old
14:07and any other person that may be the subject of a kidnapping.
14:12Mark, this is why I made a statement earlier
14:15with reference from a legislative context
14:19for a very severe penalty for persons who are arrested and charged for kidnapping.
14:24And I may also go further that if we can revisit the bailout
14:28and even persons who may be suspected of kidnapping persons
14:32that there's a long detention period, maybe a 14-day period,
14:37to allow the police to do their investigations
14:40when there's reasonable cause to suspect.
14:42So using the full length and breadth of the law and including reform,
14:46but I want to say to Trinidad and Tobago that this is a 14-year-old,
14:48and Mark, you said it, that could you imagine at this time
14:51where a parent may be looking to go and shop,
14:53looking to see what that child may require for Christmas,
14:56to be happy on Christmas morning.
14:58This is what the criminal element is bent on doing,
15:00and I'm saying to the criminal elements,
15:02most, if not all, of you will have children.
15:05You will have families. You will have relatives.
15:08Let good sense prevail.
15:10Release the 14-year-old.
15:12And to the Trinidad and Tobago Police Service,
15:14apply the length and breadth of the law
15:16with reference to this individual.
15:18Mark, I had the opportunity as well with the last kidnapped victim
15:21through the course of the inquiry, you know, through other officers,
15:24and, you know, you could feel the pain.
15:26You could feel the pain from, you know, those individuals.
15:29So it's not something that is easily digestible.
15:31I'm calling on Trinidad and Tobago to assist
15:34so that we can recover or, you say, rescue this 14-year-old
15:37as soon as possible.
15:39Right. We're going to continue this discussion,

18:04I'm your host, Mark Bassam, joined today by a tenured couple,
18:07Zaheer Ali of the Trinidad and Tobago Police Service.
18:10And I just want to reiterate the call that you made,
18:14because I know criminals look at this show as well
18:17as the general public.
18:19And I'm telling you guys, the police know who exactly
18:23is involved in the kidnapping of this young boy.
18:27And we're kindly asking you to do the right thing
18:30and release the young man.
18:33I think it's only a fitting thing to do at this juncture
18:36and let good sense prevail, as Corporal Ali would have pointed out.
18:40And no doubt, whether it be now or in a couple of days or weeks,
18:45the police will be knocking on doors.
18:48And Mark, thank you for endorsing that position as well.
18:51And, you know, when you look at the video that we just saw,
18:55this person at 5 a.m. in the morning going to open
19:00a service to members of the public.
19:02They were not going on any frolic.
19:06They were going to open.
19:07And those who are aware of that Eastern Main Road,
19:09they were going to establish business so that at this time,
19:12and I think it's a flower...
19:15It's a plant shop.
19:16It's a plant shop.
19:17Gardening supplies as well.
19:18That's correct.
19:19So you know at this time a lot of persons also take the opportunity
19:24to purchase plants as Christmas presents and so forth, Mark.
19:30So you can see, look at the order.
19:31They are waking up to make that sacrifice.
19:33But yet persons will be bent to take a child away from the parent
19:38without the parent's consent and confine and detain.
19:42And God knows, you know, what that child welfare may be
19:46at this point in time.
19:47So I'm saying to Trinidad and Tobago, all our citizens,
19:50let us feel that pain for our child and let us play our role.
19:54Because, Mark, what is also revealing is that someone somewhere
20:01know where that child is.
20:02Of course.
20:03Someone somewhere would have seen when those persons are conveying
20:06and moving that child.
20:07I'm asking you all, let good sense prevail as well.
20:10And I just indicated, Mark, that we must be thankful.
20:13And, you know, sometimes, you know, it's not, you know,
20:16many times I take this opportunity to speak like this.
20:18But, you know, this is not the end.
20:22You may have to account for that at a later date.
20:24So please, when you meet your maker, be in a position to account
20:29that when you are seeing evil, you are seeing wrongdoing,
20:32play a positive role.
20:34A parent right now is grieving.
20:35I saw Mark just coming to this program.
20:37I saw the father pleading, and you mentioned it a while ago.
20:40This is not an easy feeling.
20:42You know, it hasn't happened to us, but you could just imagine
20:45what that family is going through at this point in time.
20:48And you're talking about opening up very early.
20:50Yes.
20:51A cousin of the young man told our cameraman
20:56that the boy has been involved in the business
20:59since he was 2 years old.
21:01He's 14 now.
21:02So with school out, he's always there helping his father.
21:06And that is a testament to a hardworking young man
21:09wanting to assist his parents.
21:11And if you could inculcate that kind of value in your child
21:14from that age going up,
21:17you know that that person is on the right path going forward in life.
21:20An excellent point that you have made, Mark,
21:22that we have called for properly family home, proper parenting.
21:25And if you are seeing that these parents are exhibiting
21:28this sort of leadership in the home,
21:30this mentoring this young man to perhaps become what?
21:34Maybe a greater businessman to be able to offer
21:36a service to Trinidad and Tobago.
21:38I think it even gives us more motivation
21:40to want to be able to lend support.
21:42And if persons are listening to us, Mark,
21:44I would really appreciate it before the end of this show
21:47if someone could provide credible intelligence to direct us
21:51to the area where this child can be located as soon as possible.

22:41Where is that child?
22:42Supposedly they will get the money.
22:43What are they going to do with the child?
22:45Man, get rid of that person, boy.

22:50Well, just to respond to the caller,
22:51caller, I know that I also feel any passion in your voice as well.
22:55And, you know, a very strong call in your hand.
22:57But, Mark, these persons have already exhibited an act of violence.
23:01And I want to make that abundantly clear.
23:03The fact that you have taken a child or an individual without their consent...
23:08At gunpoint.
23:09That's an act...
23:10Well, I don't want to get to the firearms yet.
23:12I'm just saying the mere taking and carrying away without their consent.
23:16That in itself is an act of violence.
23:18And you're already seeing members of the public.
23:20And I want you all to be very clear on this.
23:23That you are seeing an act of violence.
23:25And then, as Mark indicated,
23:27that they are also in possession of what is believed to be firearms,
23:31which is deadly force.
23:33So I want members of the public to pay attention,
23:35to understand what is facing our beloved Trinidad and Tobago.
23:39Alright?
23:40So, hence why I'm calling on the Trinidad and Tobago Police Service
23:42and the law enforcement agencies
23:44to use the length and breadth of the law,
23:46including ensuring that you are safe in the execution of your duties,
23:50to promote the public's business.
23:52And it was...
23:53You know, looking at the interview on social media with your father,
23:56he said,
23:57I couldn't believe it.
23:59They pointed firearms at my son's head.
24:02You know?
24:03And for any person...
24:04And I know there are criminals,
24:06a lot of criminals have children as well.
24:08I mean, you wouldn't like that to happen to one of your children,
24:11would you?
24:12And the last information I understand
24:15was that they found the vehicle
24:17that allegedly was involved in the kidnapping
24:20somewhere in the Valencia area.
24:22And they are continuing their investigations.
24:25So it's likely that the suspects in this matter
24:28would have switched vehicles.
24:30Well, Mark, I mean, it's...
24:32I mean, public...
24:33I mean, it's not something that I think that I cannot speak about.
24:36It's public knowledge that when you are speaking about organised crime,
24:39and let me just point you to something, it's legally speaking.
24:42When you look at the number of persons who came for that child,
24:45how many persons you saw, Mark?
24:46About three.
24:47About three persons.
24:48And immediately, if we were looking at the anti-gang legislation,
24:51you'll see exactly that a gang or an organised group
24:53is two or more persons.
24:55So immediately, the first limb of what constitutes a gang,
24:58two or more, you have seen it present there.
25:01And then when you look at the context of organisation,
25:04did you see anybody running in anybody's way there, Mark?
25:07You saw what?
25:08Synchronisation in relation to how the events unfolded.
25:11So you can infer, it's logical, that there was, what,
25:14planning and execution in relation to the taking and carrying away.
25:18And the gang-related activity,
25:20or which we may be attributing gang-related activity,
25:23we can start with, minimum, the kidnapping of a 14-year-old.

28:47It's Legally Speaking Wednesdays,
28:49and with us is Attorney-at-Law Corporal Zahi Raleigh
28:52of the Trinidad and Tobago Police Service.
28:55And, you know, the concern of homicides continue to, you know,
28:59dot the nations, you know, across the country.
29:04And we had an unfortunate discovery this morning
29:08in Jonathan Street in Quinnipia,
29:11where the body of a scrap iron dealer, Mr. Kishan Jongru,
29:16was found just off Nair Bridge with several stab wounds.
29:23Police believe that somebody may have robbed him
29:27and stole a quantity of cash.
29:30Likely somebody, they say, that knew him.
29:33And, you know, he was left for dead.
29:36And the discovery was made just after 6 o'clock this morning.
29:39And I think the homicide rate is about 592 for the year.
29:46And if memory serves me right, in 2022,
29:49the highest ever that this country recorded
29:52was a total of 605.
29:54God forbid that we should reach that figure.
29:57Well, Marc, you know, I know that for some time now
30:01that, you know, different stakeholders,
30:03different sectors have played with these statistics,
30:06one way or the other.
30:07I want to say to Trinidad and Tobago
30:10that one murder, one kidnapping, for me personally, is too many.
30:16So, you know, if 592, based on what you have reported,
30:20and now we are in the double figures
30:22in relation to kidnapping and kidnapping for ransom
30:24within the last six weeks, if I should say that, or two months,
30:28that is sufficient.
30:30That is sufficient to bring alive
30:34the institutions of the state of Trinidad and Tobago,
30:37the law enforcement agencies,
30:39and may I say as well, the decision-makers.
30:42It's important for us to recognize
30:44that whoever has a role to play
30:47must play their role for the public good.
30:49This is serious times that calls for serious decision-making.
30:53And hence why I saluted the Attorney General a while ago
30:56where there was an outcry
30:58when the society saw the publication
31:03or the reporting of the old-age pension,
31:05if you have 25,000 in your savings,
31:07that you may be impacted.
31:09And immediately you felt the response of Trinidad and Tobago
31:13in relation to that issue.
31:14And I'm saying that this afternoon, you know,
31:16every time we come on this platform,
31:18or you're hearing it on other platforms,
31:20these criminal elements are bent,
31:23there's no respect for authority,
31:24and there's no respect for the law.
31:26There must be a way to bring this back.
31:28Certainly.

31:47stabbing the elderly,
31:49and killing the elderly,
31:51I mean, they really...
31:53How does a child sleeping?
31:54How does a child eating?
31:56What about his parents?
31:57I mean, something should be done,
31:58but they're getting away too much.
32:00They're getting away too much.
32:02Something, they really need to catch them
32:04and deal with them as soon as possible
32:07because they're really overdoing it,
32:09really, really overdoing it.

32:31And Mark, just to run ahead,
32:32enter the international community.
32:35The international community have issued a statement
32:38to protect our nation's children.
32:42To protect our nation's children.
32:44And so that this is not only from a domestic context.
32:47This is from an international context as well.
32:49So once our children are impacted,
32:52like what we are seeing here,
32:53this must excite us.
32:55It must.
32:56And if it's not exciting us,
32:57something is wrong, Mark.
32:58Yes, and you know,
33:00you talked earlier on about this gang enterprise.
33:04And, you know, they obviously had planning.
33:08Yes.
33:09References made to that kidnapping.
33:11References made to other kidnappings
33:13or other types of crimes.
33:15And police officers would often say to me
33:19that gangs and criminals have better intelligence even
33:24in the way they conduct this.
33:26And there's more of them, rather,
33:28than more police officers.
33:30So they have a lot of people that would go out
33:32and sit and monitor a person
33:34who's going to work at 5 a.m. every morning
33:37for two weeks and said,
33:39the routine is constant.
33:41We can strike.

33:51exactly how you have described it,
33:53they have the luxury to sit down and watch an individual.
33:56And hence why every time officers come
33:58on this particular platform,
33:59they're asking you or they'll be pleading with you
34:01to exercise due diligence
34:03and be aware of your surroundings
34:05because you may be going about your business
34:07not knowing that when you are leaving for work
34:09seven days a week at 8 a.m. every morning
34:12that someone is performing a duty for an organized element
34:16to be able to identify your pattern,
34:18your movement,
34:19which door do you exit?
34:21How do you open your gate?
34:23What time do you leave?
34:24What routes do you take?
34:25And, you know, Mark,
34:26when we are speaking about kidnapping,
34:28you know, kidnapping and kidnapping for ransom,
34:31they are also focusing on what?
34:33Your ability to pay.
34:35Your ability in terms of your earnings.
34:38So, yes, you are correct
34:40in terms of when we are speaking about organized crime.
34:42And in this situation, Mark,
34:43you spoke about a vehicle that was abandoned.
34:45After the kidnapping,
34:46could you imagine that they also have the what?
34:49The luxury to be able to abandon a vehicle.
34:52And so it's like what?
34:54You already procure certain instruments of the crime
34:57to facilitate your execution of your kidnapping.
35:00This is something that should be very concerning
35:02for not only for law enforcement,
35:04but the highest committee,
35:06which is the National Security Council of Trinidad and Tobago.

39:39especially when it comes to children.
39:42And, you know, it's really, we're hopeful that the best outcome here
39:47is that this young man will be returned safely to his parents.

40:08When the car had stopped in front of the business place,
40:12when they stopped there, right, an SUV and a wagon passed.
40:16If you watch the video, to the top of the video,
40:19those cars stopped a little higher up.
40:22They did not proceed.
40:23Watch the video properly.
40:24And when the car, after they kidnapped the boy,
40:26the vehicle that had the little boy,
40:28they stopped up there as well.
40:30And one of the vehicles, you can see the turn, right.
40:34So I believe that there's three vehicles were involved in that.

40:38You'll see where those two cars had passed right after the video,
40:41right after the little boy was kidnapped.
40:43Also, I followed the shooting death of the health insurance CEO in the U.S.,
40:53right, and I noticed that in some of those countries,
40:57America especially, that they will trace,
41:00they will go back because of the coding you're wearing,
41:02they'll check all the cameras to see what direction it came from.
41:05Could this be done in Trinidad using the CCTV footage to see where these
41:10criminals are really going?
41:11Like if, as I said,
41:13if three vehicles I observed were involved in that kidnapping, right,
41:17because it will not stay in one.
41:18Could it be used where they could track these vehicles through CCTV footage,
41:23zoom in on it, on the license plate number,
41:26and track those vehicles on the roadway?
41:28Thank you very much.
41:30Well, before you answer, I just wanted to bring to your attention,
41:34Kola and my producer, familiar with the area,
41:37would have said to me just after that, where that plant shop is,
41:41there's a traffic light just up, a little higher up,
41:44which if it's red, the vehicles are inclined to stop.
41:47So of course we don't want to make any assumptions.
41:50They may or may not have been involved.
41:52Well, Mark, what I want to say to the Kola,
41:54Kola, thank you very much for your submission.
41:56And Mark, this is a critical thing that I require for members of the
41:59public. And you know, this is, you know,
42:01when you are looking at an investigation of crime,
42:04there's a principle that I like to share,
42:06and this is for the citizens as well in terms of their daily life.
42:09And it's a simple ABC rule, assume nothing,
42:11believe nothing and challenge everything.
42:14So if we apply that principle in this particular situation,
42:17while there may be a red light and probably rightly so,
42:19and it may turn out that it may, may or may not result in,
42:23in, in, in one or the other.
42:25It's important that not that that information has emerged.
42:28And I'm sure that the detectives will be probing that to ensure that
42:31the, that other two vehicle that has been identified is not connected
42:35with that entire execution of that kidnapping.

42:49All right. I'm going to ask some pointed questions.
42:53And I hope you could help me with it.
42:57I am confused and I have further lost confidence.
43:03The little I have of the police service with respect to that issue
43:08that was withdrawn.
43:11And it has to do with the accident involving the DCP.
43:15First of all, in order for us to have confidence,
43:20there must be total transparency.
43:23I listened or I read what the DPP had to say about it.
43:30And I'm throwing out this question to an organization.
43:35If we can't get it right the first time, then we have a lot of work to do.
43:40So we had three bites of the apple for this one.
43:43The first one was the investigation of the police.
43:46They closed it out.
43:48The second one was the investigation by the PC who said,
43:52okay, we see something, we will advise to prosecute.
43:56The third thing, the DPP review it.
44:00Then all of a sudden, everything turned upside down.
44:06And they are saying now that we don't have sufficient evidence
44:12to get a prosecution.
44:14I would have liked it to go to court and flesh it out.
44:17Now, a couple of questions,
44:19and this is pointed at the police and the would-be are doing.
44:22First of all, was any, what do you call it,
44:27that test done on the driver of the vehicle,
44:31meaning alcohol-level test on the driver of the vehicle?
44:34That was, I suspect, in the night.
44:36And their tendency to put the accelerator on that.
44:41Does the police have the wherewithal to determine
44:44what speed that officer was using on the priority bus route?
44:49Because if you were driving over the speed limit,
44:53then you're culpable.
44:55The second thing is the boy came apparently between the two vans, right?
45:00Did we do testing on the boy to see if he had a tree planted in the yard
45:05and he do something?
45:07I'm not saying, I'm just throwing out things how I'm thinking about it.
45:10Did we speak to the two drivers of the two buses
45:14to find out, hey, was the lady speeding?
45:17I say no more.
45:19And I hope you understand where I am
45:21because I'm not really happy with what I see.
45:23I want more.

48:08And, you know, we just wanted to talk a little bit quickly about,
48:12you know, road safety.
48:14And last night in the vicinity of the University of the West Indies lights,
48:19there was another accident.
48:21I'm not sure if we have the footage.
48:25Yes, so there it is.
48:27There was an accident there involving a couple of vehicles.
48:31And certainly, Corporal Ali, there's a vehicle here.
48:35It's a truck.
48:37I don't know if anybody was injured in the accident.
48:42But definitely, with the weather, as well as, you know,
48:47a different kind of weather,
48:49but definitely with the weather,
48:51as well as, you know, at this time of the year,
48:54everybody seems to be in a hurry.
48:56I certainly just want to urge drivers to please,
49:00please be cautious on the roads.
49:03Well, Marc, again, I'll take the opportunity to highlight
49:06that a vehicle,
49:09a vehicle, understand that a vehicle
49:12is a very serious, serious piece of equipment.
49:17The consequences that can flow is death.
49:21And please, those who are in charge of a motor vehicle,
49:24please ensure that you appreciate
49:28that that's a very serious responsibility,
49:30both for other motorists and also for the pedestrians,
49:34especially where you have indicated that persons may be moving,
49:37you know, hustling, if I should say that,
49:40on the local terms.
49:44And let us please exercise our due care and attention
49:47on the nation road.
49:48Look at this vehicle here.
49:49This is a Malaru on its hood.
49:52You know, again, Marc, you know,
49:55whether we are going to the beach,
49:56whether we are in the malls,
49:57whether we are on the, you know, roads that we know,
50:00in terms of the Uriah-Butler Highway,
50:02the Churchill-Roosevelt Highway, to Solomon,
50:04let us exercise our due care and attention.
50:07Let us look forward to live.
50:09You know, if God, if it pleases the Almighty,
50:12let us look forward to live another day.
50:14And let us always be reminded about that vehicle
50:16that we are in charge of, Marc.
50:18And let us compound it with, what, the road conditions.
50:21You may have, what, rainfall,
50:23or sometimes you may not even know that a vehicle passed,
50:25and there may be, what, oil spill on the road.
50:28So let us always be driving without,
50:30sorry, with due care and attention,
50:32at minimum, to ensure that we are, you know,
50:35compliant with the motor vehicle and road trafficker.
50:38Exactly.
50:39And I just was, you have a couple of minutes.
50:41I know we have the photo of Mr. Shashri Rampersad.
50:44It's going on almost four weeks,
50:47or almost a month, that he was kidnapped
50:50in the Enterprise Street area, Enterprise area.
50:54And we are certainly pleading with those
50:57responsible for taking Mr. Rampersad
51:00to obviously return him to his family before Christmas.
51:03We are hopeful and optimistic in the same way
51:06that there is Mr. Shashri Anand Rampersad
51:09since November 21st.
51:13We are going on almost a month, right?
51:16And we're hearing very little about this.
51:18I know the police is working assiduously behind the scenes.
51:21And in the same breath, we would like to see
51:2414-year-old Zaheer Samuel
51:27return to his family forthwith.
51:30In the same breath, we'd like to see Mr. Rampersad
51:33be returned to his family.
51:36And again, Mark, I'd want to, you know,
51:38join with you to extend that call to persons
51:41who may have that individual in their custody as well.
51:45Do similarly.
51:46That's someone's father, someone's brother,
51:48someone's husband, someone's relative.
51:51You know, let us, let good sense prevail.
51:53But Mark, I know that we are winding down.
51:55And, you know, let me take this opportunity.
51:57I know that I would not see you, you know, until next year.

52:03to wish you, Jackie, and, you know,
