03:55It's Friday.
03:56I'm your host Marc Besant.
03:58And we just wanted to bring you up to speed with the kidnapping of Shastri Anand Rampersad.
04:06Yesterday afternoon around 1.30 at Enterprise in Pear Street, this truck that Mr. Rampersad was driving,
04:14he actually came to deliver sand to a customer.
04:19And in so doing he was accosted by several masked men and taken out of the truck and bundled into a vehicle
04:31and then he was taken away.
04:33What I can tell you is that the dragnet or the area that the police have intensified or widened
04:41to include the eastern area of Trinidad and Tobago.
04:44And of course they are looking for at least four suspects in this particular case.
04:50And one of them I was told by police sources is somebody who was involved with a kidnapping of a mother and daughter
04:59last year in the western division.
05:03So that's the latest.
05:05Of course as the police continue to try to zone in on where Mr. Rampersad is
05:10and they are hopeful that they can retrieve him in the shortest possible time.
05:15On another bright note of course, on a brighter note, sorry,
05:20walking down the Ryan Arrow Promenade today, we got to kind of sample the talents of some prisoners
05:29as the Prison Association and of course the prison celebrated Restorative Week.
05:37You've seen some arts and crafts done by prisoners that was on display there for about roughly two to three hours.
05:48Of course there was heavy security as well as these inmates were from the prison.
05:53But we want to congratulate them and some very nice work we saw there.
05:58They were actually in the process of packing up when we passed by
06:03but it was still some really nice work we were able to glimpse.
06:07And certainly we want to continue to hope that this type of work will continue in the prisons for these prisoners.
06:16And of course the day with us is none other than Derek Chabudy from the St. James Police Youth Club.
06:24As we continue to construct and refine ways to ensure the youths are kept in line
06:29and focused on making a difference in society.
06:32Welcome.
06:33Thank you very much for having me.
06:35I was looking forward to being in your company.
06:37As you know this week was a week of International Day of the Children.
06:43We also have International Men's Day.
06:46I had the absolutely wonderful opportunity to meet Dr. Jerome Deluxing
06:52who was the founder of the International Men's Day.
06:55Small guy but powerful.
06:58We want to salute the Ministry of Gender Affairs in the Prime Minister's Office.
07:03Excellent job.
07:05But I know you know about the gentleman who is the president of the Fathers Association.
07:11Yes.
07:12Yes, Mr. Fields.
07:13Mr. Fields.
07:14Yeah, and it was just an absolutely wonderful atmosphere.
07:16Seeing men came out, Indian numbers, looking at solutions, looking at how do we save this beautiful country.
07:25People talk about weary men, but it was a wonderful thing to see men contributing.
07:34More than that, making a statement that they are part of the solution and that must be applauded.
07:39So to the presidents, I'm going to say everybody is talented.
07:42Yes.
07:43Even if you're incarcerated, God didn't make you, you follow?
07:48He make you with that talent.
07:49He make you with that skill.
07:50You are born with purpose and therefore you must salute the prisons department for tapping into that skill set.
07:58Using your talents where it really means something to people.
08:01Yes.
08:02You know?
08:03We want to salute the prisons as a step in the right direction so that they can, even if they would have left the prison,
08:09they can continue to market whatever talent and skill they have.
08:14And there is life even after the walls of the prison.
08:18You mustn't see yourself as that's it.
08:20You know, God has, unfortunately, you could have been an error, you could have been a shortcoming,
08:25but there is time that you can go back and do some introspect and say I have done wrong,
08:31it's time for me to just move on and get back into life and the prison service must be applauded and that is good news.
08:38Yes, certainly.
08:40So we're going to take a look now at our headlines.
09:18So those are some of the headlines within the last 24 hours.
09:33And, of course, amongst those headlines there you would have seen the PCA launching an inquiry into the collapse of two cases
09:41involving police officers over the last week, Monday and Wednesday.
09:45And what I can tell you is that the commissioner of police apparently issued a voice note,
09:53and we're going to take you to that in relation to these matters,
09:56where specifically in terms of the Sanguigandi matter, which involves the extortion case of seven officers that was discharged on Monday,
10:05she is indicating that disciplinary actions are going to be taken against some police officers in relation to this matter.
10:12Let's take a listen at that.
10:14Once again, the TTPS has been called upon by various stakeholders, including the public,
10:20to account for the recent collapse of two high profile court cases involving police officers.
10:27On Monday, the 18th November, seven officers were discharged after appearing in court on charges of misbehaviour in public office.
10:35On Wednesday, the 20th November 2024, the case against another five officers on similar charges was dismissed.
10:45Immediately upon receipt of the information regarding the court matters,
10:50I requested a report into the circumstances surrounding these case management failures.
10:57The inquiry is ongoing and extends to identifying the full extent of any possible breaches of established policies and procedures
11:06to determine if there's any misconduct or negligence.
11:11At this time, disciplinary proceedings have been initiated against three officers stemming from the first matter involving seven officers.
11:22The Office of the Director of Public Prosecutions has also been engaged with respect to determining the way forward with these two matters.
11:34The TTPS recognizes the gravity of these matters,
11:39and it is my intention to do everything possible to ensure that these matters are determined in accordance with the full extent of the law.
11:50As Commissioner, I reiterate the unwavering commitment of my administration to full accountability, professionalism,
12:01and adherence to the rule of law in the conduct of the affairs of the Trinidad and Tobago Police Service.
12:10As Commissioner, I assert that any officer found to have engaged in misconduct or failed to meet the required standards of performance will be held accountable.
12:25The TTPS remains committed to transparency, fairness, and the pursuit of justice for all, and will maintain a zero-tolerance policy on errant behavior.
12:41Accordingly, I wish to give the public the assurance that any officer found to be engaged in conduct that fails to meet the required standards will face the full brunt of the law.
12:56I look forward to our rapid conclusion of the investigations into these matters and an outcome that will deliver justice to all concerned and restore confidence in our law enforcement systems.
13:13At the appropriate time, we will update further.
13:20So you see the Commissioner making some pronouncements, of course.
13:26I'm saying that I believe in this particular matter, the extortion matter, it was brought to the court, and the master said that there was a continuous habitual thing where a file was not submitted to the DPP.
13:44Police officers weren't coming to the matter for the hearings, and as a consequence of which it led to the snowballing of these things, and she had to discharge this matter before the court.
13:56The Commissioner of Police would always want to, when she's speaking to the public, speak from an informed position.
14:05That's why she waited to gather all the information from the court, etc., and therefore she has now appraised the public in terms of her findings, and by extension what she intends to do, and that's leadership.
14:18And therefore the people must rest assured and feel safe that the Commissioner of Police is on top of things, because you hear the cry for the public, there was a concern, and the Commissioner said,
14:30okay, let me find out, let me get exactly what's going on, and therefore I will update the public, and therefore we need to commend the Commissioner of Police and the executives.
14:41The police, there must be checks and balance, there must be checks and balance, and therefore it is absolutely imperative when the public has this concern,
14:52and therefore it is a legitimate concern that the Commissioner and the executive give a sense of, you know, give them that sense of, okay, I am on top of things, and therefore I'll be doing my due diligence in terms of checking up balance,
15:07and we trust that things unfold, and justice is served, let me put it that way.
15:13But I cannot speak on behalf of the Commissioner, I think she did an excellent job in terms of, and we look forward to ensuring that the trust is built up between the police and the public, that trust is imperative, it's paramount.
15:27And when you hear these things raised, it's ugly-headed, you know, sometimes it goes contra to what we're trying to do, and it's very unfortunate, but we want to appeal to the public that the Commissioner of Police is on top,
15:39and by her utterance alone, you know, she's serious, and that needs to be commendable.
15:44And it's really thrown a dark cloud over the TTPS within the last couple of days, and of course, she gave that assurance that any officer that steps out of line will feel the full extent of the law.

19:02Welcome back to Beyond the Tape. I'm your host, Marc Poussin, of course, joined today by PC Shabody from the St. James Police Youth Club.
19:09And we're just continuing our discussion in relation to the collapse of these cases, where, you know, the state would have been negligent in some way,
19:18as well as police officers who were required to submit particular information and evidence to the courts.
19:25And, of course, today, as well, there was the new appointment of the Chairman of the Police Service Commission, Dr. Wendell Wallace, seen here on your screens.
19:38And, of course, Dr. Wallace just spoke a little bit about, you know, there have been talk about the Police Service Commission parameters being broadened,
19:48so that they can also assist in the selection of Assistant Commissioners of Police, and so on.
19:53And he also made pronouncements, very general pronouncements, of course, as it relates to the collapse of these two specific cases involving police officers that occurred over the last couple of days.
20:06And, you know, he just talked about the police officers who are doing investigations, even when it pertains to their colleagues,
20:15doing it to the best of their ability, and ensuring that they meet with the requirements that the court is asking for.
20:23Well, there's always checks and balances, you know.
20:26And if you understand the police service, you know, from the concept of all the way up, there's always checks and balances.
20:33And more so with the court system, you will find that court and process, you'll find a number of different senior officers will be updating and getting updated in terms of the file and where the matter is, and by extension.
20:46And the magistrate and the judges have a lot of power in terms of inquiring whereabouts of the officers, you know, ensuring that the officers attend, you know, getting the court prosecutors to make sure that deadlines are given.
21:02You know, the whole intricacies of the court system, you will appreciate the fact that if you look at the jurisprudence of how things are done, there is checks and balance.
21:12But sometimes people drop the ball, and that's why you have the Commissioner of Police, that's why you have the Police Complaints Authority.
21:19You have so much of organizations watching, monitoring, and overseeing to ensure those who would have lapsed, those who would have had shortcomings, and those who are going to be tidy in terms.
21:30And we will see where, you know, the cookies drop and see exactly who are the players that probably were found wanting in this unfortunate matter.
21:39But I think it's in a public domain, you know, we want to cut through all the noise, and we want to give the public a sense of it's being addressed.
21:46And therefore, it is in the right hands, and they must trust the Commissioner and the executive as they go about ensuring that fair play also is done in terms of even when inquiries are conducted.
21:58Right, and of course, for those that don't know, apart from the Police Complaints Authority that they would conduct independent investigations about the behavior or misbehavior of officers,
22:09there's also the Professional Standards Bureau in this matter, under the TTPS, where they are vested with the power to investigate police officers that are found to be misbehaving in public office.
22:24And I think that the professional standards bureaus are a little bit under fire right now because they might not have done what they were supposed to do in terms of due diligence and due process.
22:35I think that's why a lot of conversation has been stirred up in the public by stakeholders and, by extension, normal citizens about what has happened.
22:44So we will leave that there, of course.
22:46Yes, it is alleged.
22:47Yes. So we want to take you, just switching gears a bit, to a shooting at a bar in Daberdee last night.
22:56These men were actually sitting, conversating, and then this happened.
23:03So everybody is taking invasive action, of course, at the gunshot swing-out at this bar in Daberdee.
23:22And what I understand after speaking to Senior Superintendent Maynard Wilson, and I want to tell you a special good afternoon,
23:29is that two men were shot in that incident there last night, a 40-year-old man and a 44-year-old man.
23:38One was shot in the upper back and the other in the lower left leg with his non-life-threatening injuries.
23:45But they have an idea, based on information already, who was that hooded gunman that came on the main road and opened fire on a group of men sitting just outside the bar there.
23:58Yes. And you have to commend people who continue to provide police with intelligence.
24:05You know, camera. People would want to give you the impression that camera doesn't add value to the investigation.
24:13You know, that is what they would want to let you know, but that is not the case. Cameras help.
24:17You know, they are so much a cyber unit, do a lot of good work in terms of cleaning up and getting facial.
24:23You know, and we need to commend members of the public who continue to work in concert with the police
24:29and share this kind of unfortunate wildness that seem no care for life.
24:34You know, and it is unfortunate that people cannot even socialize again.
24:40You know, you are not being warned to stay in your home if you have to come out because times have changed.
24:45And therefore, your behavior must seek to understand the times that we live in.
24:49Very unfortunate, but we have to safeguard ourselves and self-preservation is paramount.
24:54And if you just take a quick look back at that video that I produced, I can pull it up.
24:58One of the things that you should never do is have your back turned towards the other bar.
25:03That guy in the white shirt, he took off like a bullet.
25:07He turned and he saw the guy pointing. The gun initially jammed at least three times before he actually got the shots off.
25:14And that guy, seeing that, he ran off before everybody else.
25:17And then everybody else after that would have disappeared.
25:22So we are glad that no life was lost and we are hopeful that both men that were injured in that shooting makes a full recovery.

28:30And he has some interesting information to share with us, of course, this afternoon as it pertains to some people that would have gotten a couple of awards over the last couple of days.
28:40Yes, Tuesday was a big day down at the Government Plaza.
28:45It was done in concert with the Fathers Association.
28:49The ministry responsible was the Prime Minister's Office, Ministry of General Affairs.
28:56I'm sure you're aware of the Honourable Ina Webster.
28:59She's also a former member of the Roxborough Police Club.
29:03So she's all police.
29:04Right.
29:05And they did an excellent program.
29:09They addressed the question of so many different matters that look into men and the development and some of the setbacks.
29:18They look at maintenance.
29:19They look at the development from boys to men.
29:22And the speakers were excellent.
29:26People allowed the opportunity to share and to give recommendations as well.
29:32So it wasn't just a talk show.
29:33Right.
29:35We have Civilian Conservation Corps.
29:36We had the Representative Police Club.
29:38We had MILAT.
29:40You know, a lot of groups have benefited from those sessions.
29:44And I just want to salute the Ministry of General Affairs for the assistance.
29:49I want to salute Mr. Fields, President of the Fathers Association.
29:55We need more men to come on board.
29:57You know, we would love to engage you in becoming a member.

30:16The point is that men must be viewed in a particular light.

30:21And we're losing our men.
30:22And one thing came out, an important part came out, is that in order to be a man, in order to call yourself, we need to protect our women,
30:31we need to step up the plate and make sure and take care of our children, our under charges.
30:35If it's co-parenting, then so be it.
30:38You know, today they launched an excellent program.
30:41It's called a Men's Bureau, where it will assist in men in finding their way.
30:48There'll be grants, there'll be programs, support, training programs to empower.
30:54It would not be virtual.
30:55You're going on the block, you're going in the bar, barbershop, and talking to the men in there.
31:00And the ministry needs to be applauded.
31:03And a lot of people was awarded.
31:05Pastor Dutton was awarded.
31:07Right.
31:08You know, you can't talk about men if…
31:10I saw my friend, the captain, balance member out there as well.
31:14Yes, yes.
31:15Was he next to you?

31:42So that internationally for men…
31:45And I do know people know that Dr. Jerome T. Oxen is the founder.
31:50He's a Trinidadian, and he's the one who was instrumental in ensuring
31:55that men be recognized on this particular day.
31:59And he must be saluted.
32:00Certainly.
32:01Yes.
32:02So we want to appeal to men to come on board.
32:06You know, we will leave some numbers at the end of the program
32:09for those who are interested.
32:11It is not just a special group, but it's calling on all men,
32:14whether you're the police, the army, the Coast Guard, fire, missionary.
32:18We just want you to come on board.
32:20Let us rescue, because we feel that the more men find their way…
32:24Right.
32:25…we have the opinion that our society will…
32:27That's the Singles Fathers Association as well, right?
32:29Yes.
32:30But I think he has redefined himself now as the Fathers Association.
32:34Right.
32:35So it's all inclusive.
32:36So when you join and you come on board, what are some of the things
32:39that you hope to learn or achieve even, and by extension,
32:43help to share that knowledge with others?
32:46Young fathers especially.
32:48Well, I think that the Fathers Association is not an exclusive organization.
32:53It teaches you to be a gentleman.
32:55Right.
32:56You know, if you need help in terms of maintenance,
32:58you need support in a particular area, you're looking, you're unemployed.
33:02You know, you're having problems with your family.
33:04It is a support mechanism.
33:06It is not a bashing organization against women,
33:11because I was told very early in my life that God made one man, Adam.
33:17All the rest of women, all the rest of men came from women.
33:21All the rest of men came from women.
33:23And as a result of that, we have to understand that there is a divine relationship
33:29between a man and we cannot separate ourselves,
33:31and therefore it is good when men and women can find a platform and talk.
33:36I don't want to debunk any talk about it is exclusive for men bashing women.
33:41That is not the case.
33:42It's also about seeking your children or your child's interests,
33:47developing a child, looking to see what programs are out there,
33:50what activities, what support, you know.
33:53And it is not just exclusive for Central.
33:56It is a national program.
33:58And what is good, too, we will be able to network at an international level
34:03with all different men's groups.
34:05And the Men's Bureau intend to do that.
34:07We intend to incorporate at an international level so that there will be more hand.
34:11You see how much work you can do on your own.
34:13Yes.
34:14But if it is done in a collective effort, more can be done.
34:17So I would like to extend an invitation to you to become an official member of the Fathers Association.
34:25And by extension.
34:26Even though I am not a father.
34:27Even though you are not a father.
34:28You are a father-in-making.
34:29Well, yes.
34:31You see, you take care of so much of young people.
34:34You may not be a biological father yet, but I'm sure that you have counsel,
34:38you have given advice, you know, and you need to be coming.
34:40And that's what we tell in men.
34:42Even though you're not a biological father, I'm sure that from time to time,
34:46you will provide counsel for a child that probably has lost
34:49and probably looked at you in amazement.
34:51And you can give back something to society.
34:54So I just want to say, and to the Ministry, for the funding, by extension,
35:02Fathers Association, and all those who supported, I was really honored.
35:07I want to thank them very much for honoring and recognizing the work that I do for the past 32 years.
35:13You know, I'm humbled.
35:14And therefore, it is amazing to see that other people in the vineyard as well.
35:20Well, I certainly want to join in that chorus and congratulate you.
35:23And not you only, but Mr. Fields and all the other recipients of awards at that function.
35:30I understand there's something happening on Sunday, this Sunday coming here.

36:11So hats off to all those who were instrumental in putting together an absolutely wonderful program.
36:17And for the media, most of all, for carrying the good news that all isn't lost with men.
36:22And they are men who continue to fight for this beautiful country.
36:26We're going to continue to salute them.

39:37Welcome back to Beyond the Tape. I'm your host, Mark Bessant, joined today by Corporal Charbonneau from the St. James Police Youth Club.
39:43And we just want to remind you guys that apparently a tree has fallen across the Union Road in the vicinity of Labre there just about an hour ago.
39:54So we are hopeful that the authorities, the fire officials, and everyone is on the scene trying to clear that tree that is actually flocking the entire roadway.
40:04So we've been talking a lot about tints and people have been having false tint exemptions and so on and have been stopped by police.
40:14Today, police officers embarked on what you call a free tint check in the South Park area in South Trinidad.
40:24This is the Highway Patrol Branch Road Surveillance Unit, I guess, giving people an opportunity to look and check and ensure that their tint is within the legal limit and not illegal.
40:38Yes, that's commendable.
40:40So, I mean, there's been a lot of contention, of course, and I know that speaking with officers, Mr. Batson and so on,
40:48they are really training these officers properly before they come out on the streets together with the licensing officers to ensure that when somebody is stopped,
40:59and you should know the law as well, I mean, don't be ignorant of the law, but obviously know that if your tint is of a particular hue and above the legal limit, you will face the penalty.
41:13I know that the Commissioner of Transport went through pains to advertise the market and promote the device that is now being used.
41:26Even when you go to purchase a car, the car companies now have the device showing you that your tint, when you purchase a vehicle, the tint doesn't go over the required legal limit.
41:38So, therefore, you have to commend the police that we're not going to rush to give you a ticket.
41:46We're going to allow you to check, you know, monitor, do an assessment on you so that you can go back now and alter your tint.
41:55That does make front page, but it is one way of meeting the public and those who use the nation's road to remind them that it is absolutely imperative that even though you are ignorant of the law, you will still be given a ticket.
42:12But here it is, the officers are saying, we're not on that today.
42:16We want to check your car, we want to check your tint, and we want to establish whether it is good, it is bad, or whether it's above the legal way.
42:26And I want to commend the Commissioner of Transport and his team that, you know, he went, he did his public service, he did the PSA, and he reminded people that there is a three-month, six-month arrangement that will allow people, you know, to get their act together.
42:45And, you know, that can go a long way in terms of meeting and treating the people who probably don't have the time.
42:53Surely, so we're hopeful that everybody will observe those tint regulations as we're going to the new year, because I know that they will be in full force out on the roadways, and they will be checking to see.
43:06So, we want to take a look at a video here, I believe it deals with a, is it a RTA? Oh no, sorry, this is the incident in Curip involving a car jacking or breaking of a vehicle.
43:23And in many of these cases, when these men steal these vehicles, they use it to perpetuate some type of crime.
43:31Yes, yes, that's right.
43:32And then they abandon the vehicle.
43:38And they are very selective in what kind of vehicle they take in as well.
43:42Yeah, the thing is, there's a dog barking there, you're hearing it in the background.
43:48So, those people who are in the area, in the community, should be cognizant because the dog is sending a message.
43:54It's raising an alarm.
43:55That they are, he's seen something, you know, it might hit you to look out to see, from a safe distance of course, what's happening.
44:04And these guys are tampering with the vehicle, apparently because they are trying to steal the vehicle.
44:09What is good too, is that the vehicle was parked in a lead area.
44:12You know, and I know that probably they should respond to the fact that the dog constantly is barking.
44:19You see all those little things?
44:21All those little things we need to take note of.
44:24That the dog barking constantly, you know, it's not a normal bark.
44:27You should know when your dog is barking, you know, and giving off a different type of bark.
44:33Yeah, so you see the vehicle has apparently started now.
44:37And look how long.
44:38And yeah, they have been there, they were sitting there for more than a minute.
44:41Roughly a minute.
44:42Yes.
44:43So, they escaped with the vehicle.
44:44So, I think people need to be a little more cognizant of your community.
44:48Especially those people who park on the main roads and because they don't have a garage to, you know, and so their car is more susceptible to being taken at some point.
45:00And we're calling the public to share.
45:02Share your garage, share your car park, you know.
45:05Times are different now.
45:06You can give your neighbours a listen.
45:07My brother, it's okay to park.
45:09Instead of, you know, having them park.
45:11And open to the elements.

46:15But curious question, you know, where are the results?
46:21Where are the installation of, you know, cameras on every street to monitor activity?
46:28You know, when you make reports at police stations, you know, I'm not sure if you're aware, officer, but citizens make reports and they don't get assistance and feedback and genuine service from the police officers.
46:44That's a major problem.
46:46So, everything you're saying and the energy you're giving, it's not translating into actual service and results.
46:53So, that's a major problem.
46:57And, you know, we talk about trust and confidence.
47:02We talk about citizens, you know, having respect and appreciation for the police officers.
47:08I can't say I have that based on what we have been seeing for many years.
47:13So, I'm really hopeful that things change very, very soon.

47:22Yeah, well, I want to give my brother the assurance that all isn't lost.
47:27There are more good police than, you know, the police that probably want to misrepresent what we do.
47:34And I want to give him the assurance that there are police officers doing good work.
47:40You know, I want to invite people to attend town meeting when the senior superintendent of the division is having town meeting.
47:47That is a platform to go and voice your opinion.
47:51And when you go to a charge room and you make a report, don't leave it there.
47:55You can go and speak to the inspector.
47:57You can go and speak to the assistant superintendent.
47:59There are officers in Kaki that you can take your matter to.
48:03Too many times we go to the charge room and we feel that's it.
48:06Say, I would like to meet with the senior superintendent.
48:08I would like to see the assistant superintendent.
48:10No, please.
48:11I'm not pleased with how this officer is handling my particular matter.
48:16I'm not impressed at all with how the statement is taken, you know.
48:19So we want to, and this is what Beyond the Tape is all about, to educate the members of the public that are feeling that.
48:25And you know that there is a sense of promoting good news.
48:31And we want to let them know that when you enter the station and you feel unsatisfied, the commissioner has opened up policy.
48:40You know, we have the communications department.
48:42We have Mr. Benjamin.
48:44We have officers who is willing to hear your plight and will address it.
48:49So I appeal to those who probably, you have gone to the station and you have a bittersweet taste.
48:55There are senior officers attached to the unit.

49:00With the inspector in charge of the station.
49:03I understand that Western is having one right now.
49:05The inspector is meeting with members of the public and saying, hey, how can we better serve you?
49:10You know, and that is difficult.

49:23Police youth club is a prosperous country.
49:27I believe every district should have a police youth club.

49:38So every district, through the school system, it should come through the school system, Mr. Shahbodi.
49:44And the other thing, I like how the police is working with the public on certain things.
49:48I recommend also that the traffic laws should be in every police station where you can go and purchase one.
49:55Like I looked at another, so the public, I don't like you hiding this thing from the public.
50:00The public need to know all the traffic laws.
50:03And people don't know where to get it.
50:06And not on the newspaper, because they keep changing it and amending this thing.
50:10So, I like to say that all police stations where the public can go and buy a copy.

53:16And before the break, of course, we just want him to respond to the last caller.
53:19Yes.
53:20Well, I want to let the gentleman know that
53:22there are almost 90 police youth clubs throughout Trinidad and Tobago
53:25and that is commendable.
53:26So, we're talking about 10,000 young people.
53:28That's our last check.
53:29That is under our care.
53:31Could you imagine if youth clubs shut down tomorrow?
53:33So, we need to see that police officers are going beyond the call of duty
53:37and doing absolutely excellent work.
53:39You can find police youth clubs all over.
53:41As we speak, there are people writing to Commissioner
53:43asking for youth clubs to be set up and youth clubs to be established.
53:47But we need the help of the public.
53:49We need more volunteers.
53:50We need more funding.
53:52We need people to come on board and partner with us
53:55in terms of ensuring that police youth clubs blossom.
53:58And, yes, the police youth club is a stepping stone
54:01and should be a stepping stone to get into the Army, the Coast Guard, the police.
54:05Once you have your qualifications, you have good standing,
54:08it has to be commendable that young people are joining the police youth club
54:12instead of joining a gang.
54:14And they need to know this is an incentive when you become a police youth club.
54:18It may not be a gang, but it's an incentive.
54:20And through ensuring that young people are moulded with proper character,
54:25become good citizens, you know, it's a step in the right direction.
54:28Concerning the law, you can find the law at the tip of any device now.
54:35Trying to make a law, you go down to the government print,
54:37you can get a copy of it.
54:39Laws are accessible.
54:41You know, you have a phone, you have internet, sometimes you have...
54:44I know a lot of adults are not computer savvy
54:47and you'll have to depend on your children.
54:49But it is easy to access information now
54:51concerning the Sexual Offences Act, Motor Vehicle and Road Traffic Act,
54:55you know, Summary Offences Act.
54:57It's there, it's a nice breakdown.
54:59And for those who feel that this computer thing is a little too much for me,
55:03you can go down to the government print tree.
55:05And it's affordable.
55:07It's all kind of fun, $3 and $5.
55:09So I recommend it personally.
55:11And for the first caller, of course,
55:13I know you're very disenchanted about the police and so on,
55:17and there's a public perception of that,
55:19but the police cannot be everywhere at the same time.
55:23It's 8,000-odd officers.
55:25We have a population of close to 1.4 million.
55:28But we also have to do our part in assisting in various communities as well,
55:34as a people, and assist, you know, through any way we can,
55:38and there's NGOs and so on as well.
55:40So we can't just throw our hands up in the air and say, you know,
55:44it's all on the police.
55:46We all have to play an integral role and part if we want to make Trinidad
55:52and Tobago a safer and more secure country going forward.
55:57And speaking of which, I know that there's something coming up for Christmas.

56:08but in order to do that, we need to raise funds.
