03:05 O2N Lifestyle, where we unravel the stories that connect us all.
03:24 Good evening Trinidad and Tobago and welcome to Beyond the Tape. My name is Whitney Husbonds.
03:28 It is Friday the 22nd of March and I know most of you are very excited for this date because we start the weekend and you're able to relax somewhat for the two days before we back at it into the next week.
03:40 But regardless of what, I just hope that you're all safe out there.
03:43 As the show continues, of course, back with us this evening, we have ASP McKenzie with us and we'd like to welcome you. How are you this evening?
03:51 I am good. Once again, it's my pleasure to be here. So good evening Trinidad and Tobago, good evening all the TV6 viewers and listeners.
03:59 Beautiful. Now we want the public to know, of course, the mayhem and chaos that takes place in Trinidad and Tobago.
04:06 We know we deal with it on a daily basis, but it's not just happening right here in Trinidad and Tobago alone, but around the world.
04:14 And we just got some breaking news where there was an incident that took place, a terrorist attack, basically at least 40 persons dead and more than 100 injured in mass shooting at Krakow's City Hall, northwest of Moscow.
04:29 And the video shows gunmen entering, of course, the City Hall and opening fire and bombs exploding in different areas of the City Hall.
04:37 And, of course, this comes off of the heel of the elections that was some days ago, of course, Vladimir Putin being back into power, overwhelming victory, where, of course, we know that that state, that country, is not really so much of a democracy that we see in other countries like ourselves.
04:57 But it's one where the dictatorship is led with an iron fist. And many people on the western side of the world always may have an issue in the style in which he governs his country.
05:09 But it seems like the persons who are living there are not fleeing and seeking refuge elsewhere. They seem to be comfortable. And also they pass the law when it comes to the LGBTQ community where it's illegal to even practice or have any sort of logo representation.
05:28 For that community, it could give you some serious jail time if caught even acknowledging that community. So, of course, things are happening across the world and we keep you all in the know of what's taking place.
05:41 And when you say, "Okay, well, that's happening over there. It's not a concern to me." No, it will trickle to us because we are also seeing from the beginning of the war with Ukraine and Russia how the economy itself, the global economy, has been affected in a major way.
06:00 I think it's always linked in some way. And we also have to be mindful of what happens around the world and how it may affect us. And quite often we see where, in particular, the Americas, we see the things that happen there we tend to follow.
06:14 So, as an organization, I speak on behalf of the police service at this stage. We tend to be mindful of some things so that we can begin to put steps and measures in place to be proactive in the event that something should end up at home.
06:31 I want to take the opportunity to say really condolences to the deceased and the loved ones, or the loved ones of the deceased, should I say. And it's a very unfortunate situation that's happening there.
06:41 From an organizational perspective, we will continue to ensure that we are prepared for any form of mass casualty situation where we need to set up an incident command and, of course, the normal protocols that would follow to manage mass casualties or a big incident as the case may be.
07:03 Now, also, before we get into some of our media releases and what is happening home, we are bringing it back home. Tongue twister.
07:14 But I saw a statement made that was in Parliament with the Honorable Farris Alwari along with MP for Komotu stating that our children in Trinidad and Tobago are mentally stressed.
07:29 Mentally stressed?
07:30 Yes. Now, I want to hear your take on that because you all are on the ground, you all are interacting with the public every single day.
07:39 And you will have the opportunity to observe and see how some of our children react.
07:45 Do you believe that's the case, especially when you go to homes where there may be the use of police officers presence being there and you're observing certain things that we the adults clearly or the world, we are causing our children to have that mental stress?
08:02 Well, first, I didn't hear the comments directly, so I can't really speak to the perspective for which the ministers would have spoken from a policing perspective in relation to our children and, as you put it, how they react to what's happening or how stressed they are.
08:21 It's a difficult thing for me to answer with any certainty. I have no scientific evidence of the stress that they undergo and how, of course, that stress affects them directly or indirectly.
08:33 I can say that I think children of today deal with things different as compared to children of yesterday.
08:42 What once worked may not work today and with laws in place, there are some things that as caregivers, as parents, as those persons with responsibility for children, you could have done once upon a time and get away with it.
08:57 In today's world, you can't. Apart from that, because of the age that we live in, there's a lot more information, there's a lot more access to information from a child perspective.
09:09 I think that today, the child is a lot more aware than the children of yesterday, of course.
09:15 The circle that children find themselves in and, of course, the information that they get from their circle, the pressure, everything that goes with it, it may cause some children who are not necessarily equipped or prepared to treat with some situation to have difficulty in treating with some issue.
09:40 There may be some children.
09:43 I think we are exposing our children to too much and things that are supposed to take time for a certain age for them to be exposed to.
09:53 We have, of course, technology which has consumed our homes in a major way.
09:58 It is not like if you choose not to have it, it's going to be impossible because, I'm sorry to say, you need it.
10:05 We use it.
10:07 The access in which our children have to the information is not where, as you said, in my time, your time, or even my parents' time, where if they had to find out anything, you ask someone who is an adult older than you with some experience and you're going based on what they say.
10:27 Now, when you ask your parent, they could go on the phone and they might really see what you're making any sense.
10:34 They're double checking you.
10:37 Online, but the thing is not everything online is factual.
10:41 It's accurate.
10:43 There's so much information out there that I think that we are stressing our young ones with so much to and then have access to.
10:52 There's no control because how much parental control you could put on a device and most of the times, you're not the wiser.
10:59 You lock yourself out of the parental control and the same child has to come and get you out of the parental control and they can go in and do what they have to do and lock it back.
11:08 It's important that we keep up with them.
11:10 It's very important because we don't want to get left behind.
11:14 We don't want to reach a stage where, as it stands right now, we advise parents and those persons with responsibility to monitor your child in terms of what they look at, what they view, what access they have.
11:26 As technology evolves, as we grow older, sometimes we are left in the dark and sometimes we are left behind, some of us.
11:33 When that happens, it's easier for a child now to take advantage of your lack of information, your lack of knowledge.
11:41 Of course, then that child could be vulnerable to some dangers in society.
11:47 Nobody would know.
11:49 Nobody would know.
11:50 Especially the parent.
11:52 So, as parents, we have to understand that there is a line and that line is to be very clear with your children that you are not friends.
12:04 We need to remove that friend factor.
12:06 We are besties.
12:08 We're best friends for life.
12:09 You can't be best friends with your child.
12:11 That's just my opinion.
12:13 It may have worked for some parents, I don't know.
12:15 But I think when you give them that room to feel that we are friends, they will operate like we are friends.
12:24 And I'm almost certain there will be some who will be opposed to your position as well.
12:27 Of course.
12:28 Because then they feel like the child will come and tell them everything.
12:31 But then when you have to parent them, they confuse.
12:35 Because why would my friend do me this?
12:38 Because I'm not your friend.
12:40 Let's start there.
12:41 Alright. So, what we're going to do, I want you to take a look at what happened in the San Juan area quickly here.
12:47 And I want to hear your thoughts on this with the situation that we're seeing.
12:51 Of course, individuals trying to break into someone's property.
12:59 They look like they're in the property already.
13:01 Yes, correct.
13:04 And they came for one of the vehicles.
13:10 It seems to be very hard at work.
13:12 Yes. But I was paying attention. I was like, all this noise and nobody woke up. And then this.
13:17 Okay, someone seems to have seen them.
13:22 Threatening the person.
13:24 So, he was threatening the person who came out.
13:30 [Dogs barking]
13:52 And then the young lady started to pray.
14:03 Stealing something and can't drive.
14:13 [People chanting]
14:27 They left the vehicle now.
14:28 Yes, they left the vehicle because of course now persons came out and they started making noise.
14:33 And the power of the prayers is amazing one.
14:36 I agree with that wholeheartedly.
14:39 Now, in this instance here, what we're seeing here is that persons had enough time hopefully to call the TTPS to get involved.
14:49 Yes, possibly. The question is, did they?
14:52 Yes.
14:53 What I observed, what they did correctly is that they raised an alarm.
14:59 They tried to be audible and they tried to be loud so that probably some neighbor here in Hussien could lend some assistance by them calling the police officers.
15:08 Then of course, we don't know what was the challenge with the vehicle.
15:12 It could be a case of the perpetrator unable to maneuver the vehicle to come out of the yard.
15:17 It could be a case of him, the vehicle could very well be a manual vehicle and he's not probably skilled to drive manual.
15:24 Whatever the situation is, he didn't go with the vehicle.
15:27 And it seems clear that that was the intention.
15:31 I thought the actions on the part of the perpetrators were also a bit reckless.
15:36 They were very loud. They were very bull-faced and threatening.
15:41 Again, we want to always take opportunities like this to once again reinforce the point.
15:47 If something like this happens to you, to your neighbor, you have to be the eyes for your neighbor.
15:53 You have to be eyes for law enforcement because somebody has to take the initiative to call the police.
16:00 And don't take it for granted that you're thinking that your neighbor, your friend, or your uncle or somebody next door would have called.
16:06 You pick up the phone and you make the call.
16:08 I would have given the advice on this program sometime in the past that your station district, the police district that you live in,
16:17 you live in San Juan, have San Juan police station on your phone.
16:21 You live in the city of San Fernando, have San Fernando police station on your phone.
16:27 Because many times as we've heard that you may be trying to call 999 or one of those hotlines and get assistance.
16:34 Try everything. While you're trying 999, I could be trying San Juan police station because what we want is that response.
16:40 We need help. So we need to try all avenues.
16:43 In the meantime, what you need to do is pay attention.
16:46 One, ensure your safety. Ensure that you take the necessary steps to ensure and protect your safety.
16:51 In this instance, it's a car they came from. I'm almost certain that the person's life would be more valuable than that vehicle.
16:58 So ensure that your life is in no immediate threat or danger.
17:03 Take notes. Make sure that you recall the description of the perpetrator so that when the police interview you can give a proper description of the person.
17:11 If you can, make note of the time and stuff.
17:14 Thank you so much for that. We take a break and when we return, we continue with your calls and more. We'll be back.
17:20 [Music]

18:46 Info is also available from any of our authorized members.
18:49 It's the Lions Club of Arima's exciting third annual fundraising golf tournament.
18:53 Register today.
18:56 And we are back. And remember, you can give us a call at 623-1711, extension 1992, 1993, 1996, and 1997.
19:11 If you're not joining us, of course, with us, we have A.S.P. McKenzie, who is definitely giving us some information.
19:19 There are a lot of things that we are seeing happening in Trinidad, and we go back a little bit to home invasions.
19:25 Because we see it happening. We saw what happened there.
19:27 The person didn't, or the persons, they weren't able to enter into the home, but they were on the person's property.
19:33 Yes. So, just to continue what I was saying before, it's all about being able to make observations in the commission of a crime,
19:41 so that you can lend some form of assistance to law enforcement.
19:44 Of course, it's our intention to solve these crimes, and we need evidence to present before court,
19:50 or we need evidence that can justify the charge, or charges that may fall out of the perpetrators.
19:57 So, again, pay attention, get a physical description of the person.
20:02 Pay attention to whether the person was armed, the person was unarmed, and if you can, get even more details in terms of what they were armed with.
20:09 If they came with a vehicle, what color, what make, what type, where the vehicle was parked, what direction they came, what direction they left,
20:16 how many persons were there, and the list goes on in terms of...
20:19 So, if in that situation that we saw there, the person or persons who live in that house had a fire, and they saw the individuals there,
20:31 they were supposed to do what? Warning shot, or open fire until everybody run away, then stop shooting?
20:37 How does it work?
20:39 No, I'm being honest, because I mean, in that case, nobody wants to do a warning shot for you to come back again.
20:45 They're saying two persons sticking around your property, your first response will be what?
20:50 Oh, what is the lawful thing to do as a FUL holder?
20:53 Yes.
20:54 Not if I was in the movies.
20:55 As a lawful firearm holder, whatever action you choose to adopt,
21:02 ensure that it meets the standard in relation to your life was in immediate danger,
21:11 which gives you the authority now to use the level of force that is necessary in the circumstance.
21:17 And of course, I'm answering technically yes, because just the scenario that you gave me,
21:22 it wouldn't be so that I tell you or tell someone to come out and guns blazing.
21:27 You have to be reasonable in the circumstance.
21:30 But if they don't want them to come back, next thing they think, the police might catch them, so it's better I just shoot them then.
21:36 The law doesn't really give us the coverage per se to do some things or to take some action.
21:40 So you walk outside and you see a man on your palm tree, you don't bring out your shotgun and you shoot him on top of your tree.
21:47 What are you doing there?
21:48 You have to be reasonable in the circumstance.
21:52 And of course, it comes down to whether or not your life was in danger.
21:57 So we need to leave it there because anything more, anything that I can get one.
22:03 Yeah, I don't want to mislead persons.
22:05 We have a call on the line. Hello. Good evening.
22:08 Hello.
22:10 Yes. Hello.
22:11 Yes. Your life. So go ahead.
22:13 Yes.
22:14 I want to say something here.
22:36 So I have observed something.
22:41 In this country, in this situation with crime that we have right now, I find that too much moral support is being given to criminals.
22:52 Let me tell you why.
22:57 On mornings when I wake up, when I wake up, trying to break my dawn early,
23:04 you know you listen to programs and you will hear things, people like the government, the police, the commissioner, the police commissioner.
23:18 Three people you hear particular things about.
23:22 And there's nothing good to it.
23:24 All the trials, police trials, the things that you see the police doing right now, if the police was there, the kind of thing that is happening now,
23:31 imagine if they were there, what would happen?
23:34 The things that the police commissioner is trying to do, the things that the government, everybody is trying to put,
23:40 and there's a kind of thing that is going on, that people are giving, they're talking all kinds of things,
23:46 but the police and the government and the police commissioner, very disrespectful, but they're not chastising the criminals.
23:54 They're not doing that at all.
23:56 So it's giving moral support to them and having the criminals feel it, they have the benefit of the people.
24:05 And I think that is something that we need to address or to emphasize more on because that is support to criminals.
24:14 I see the police doing some kind of thing, man.
24:18 Just imagine if they weren't there, what would happen if this is what happened now?
24:22 Thank you very much.
24:24 Thank you.
24:25 Thank you, sir.
24:26 What do you see?
24:27 Yeah, I endorse the caller's comments.
24:30 It's good to be appreciated.
24:32 It's good when some persons take time to recognize the efforts of the law enforcement community.
24:38 Yes, as I said before, police officers are doing an enormous amount of work when the day comes,
24:45 and in many different spheres that come together, that contributes to what we have and the peace that we have.
24:55 As the caller would have said, if it had not been for our efforts, things could have been worse.
25:02 And yes, there's a lot that needs to be done, but it doesn't mean for any thought that could cause you to think that law enforcement is not working
25:14 or anything like that.
25:16 Police officers are on the ground.
25:18 Police officers are patrolling.
25:20 Police officers are engaging in criminal elements.
25:22 Police officers are arresting suspicious persons and, of course, making detections and solving crime and putting persons before the court.
25:31 It happens daily.
25:33 Recently, we spoke about one of the most recent matters in the public domain as it relates to a murder where they are posted to the PPN.
25:42 They have to go back to find further evidence.
25:45 That exercise continues in relation to now going the way of DNA.
25:49 So don't assume for one minute that it's over.
25:53 And while that is happening, as recent as yesterday or today, we have other persons who were charged with murder.
26:00 I can only imagine how many persons were arrested and charged today.
26:03 I don't have the statistics, but every single day that we have persons who are arrested and put before the court for serious breaches.
26:09 So convictions could happen after you're charged, Jan.
26:12 That's the most important thing, and swift convictions, too.
26:15 There was also a fatal shooting in the Montgomery area last night.
26:20 It's said to be a 32-year-old man of lower Santa Cruz who was shot and killed in the driver's seat of a vehicle.
26:28 He's also said to be a U.S. citizen and a local rapper, also known as V-Max.
26:34 I remember him because we used to work some years ago on an entertainment station, and he was heavily involved in music, especially rap.
26:45 That was his genre, and it's just sad to see what has happened here.
26:49 Today I had a conversation with the senior superintendent in charge of the Homicide Bureau, Mr. Rishi Singh.
26:55 He gave the assurance, and of course I want to extend that assurance to Trinidad and Tobago.
26:59 The Homicide Bureau continues to do proper investigations, continue to follow leads, and continue to do everything that they can to bring matters to the solve.
27:10 What we need, of course, is further support.
27:12 Just as the caller would have alluded to a short while ago, this is our country.
27:16 We need to take back our country.
27:18 We need to lend the level of support needed to law enforcement.
27:20 If you see something, say something.
27:23 If you have a little bit of information, pass it on.
27:25 Find a way to get that information to the police.
27:29 Sometimes, Whitney, I think persons believe that police officers we know.
27:35 We know who is the man selling weed by the corner.
27:39 We know it's John who shot Harry.
27:41 We know it's Stephen who stole Joseph's car.
27:45 The list goes on in terms of what they believe that we may know.
27:49 Sometimes that is not the case.
27:52 Other times we may very well have the information.
27:55 We need evidence.
27:56 We take a break, and when we come back, we continue with more.

29:26 This is Mary.
29:28 Mary has bills to pay and takes a chance parking in front of the building at the no parking sign.
29:35 Mary returns to her car and this is what happens.
29:39 [Music]
29:46 Mary decides to call when she's five minutes away to let her daughter know that she is close by.
29:52 But Mary forgot one thing.

30:21 Don't be like Mary.
30:23 Obey the laws of the road.
30:26 A message from the TTPS.
30:28 [Music]
30:36 And we are back and of course ASP McKenzie, as we were speaking about home invasions,
30:41 I understand that in Carson Field there was a control in the home invasion that was taking place,
30:47 but now it seems like it's increasing a bit.
30:51 Is that the case?
30:52 Yes. So my information is from the central division, from the head of the central division, Mr. Gavin Simon.
30:58 He wants residents in the Carson Field area in particular to pay close attention to your properties.
31:05 Within recent times, they have observed an increase in home invasions.
31:11 So we just want to ensure that persons who live in that community pay a lot of attention to the things that you can do to make yourself a harder target.
31:22 We spoke about the cameras, the dogs, the things that you leave outside in your home that may encourage persons.
31:28 I just spoke about in the event that you happen to become a victim, what you can do to raise an alarm, call the police, and the list goes on.
31:35 This is just for Carson Field primarily, but it extends to a wider trend that NTB was released to make it a hard target.
31:44 Yes, definitely. Now, yesterday we showed some footage of course with the stolen vehicle squad at the port, and we have part two of that.
31:53 So I want you to take a look at this.
31:56 [Music]

34:58 [Music]
35:10 And they were there from the stolen vehicle squad along with licensing officers and of course the TTPS.
35:16 Now we saw narcotics were obviously seized there, and when it comes to, in this case we decriminalized marijuana,
35:25 and it's 30 grams that you could have on your person.
35:29 You decriminalized some weights, not the entire.
35:32 No, yeah, we're making that clear. So the 30 grams, I could have that in my bag?
35:36 Yes, you can.
35:37 Right. But if I'm traveling, when I say to, let's say Tobago, and it's either by the boat or by plane.
35:44 Yeah, within Toronto, you go 30 grams.
35:46 So even if, like the dog sniffed me and found the bag once it's in...
35:50 If you have an offence within the prescribed weight according to law, then the offence would no longer exist.
35:58 Okay.
35:59 But if you go beyond...
36:00 No, well, yes, we know that. But I mean as in you having it on you, you're not using it.
36:05 Correct. That's an offence as well.
36:06 In public.
36:07 Yes.
36:08 Let's make that clear. I mean, I think people don't really listen to that part of it by using the marijuana.
36:15 Doesn't hear me feel, so someday, sometime...
36:18 I'm not going to use it in public, but for those of you who do it, I mean, I wish you all the best.
36:22 You have a call on the line.
36:23 Okay.
36:24 Hello. Good evening.
36:26 Yes, good evening, Ms. Whitney.
36:28 Good evening, sir.
36:29 Good evening, Ms. Whitney, and to the ASP.
36:33 Good evening, sir.
36:34 I just want to... ASP, in terms of the FUL issue.
36:40 Yes.
36:41 Can you explain in terms of Ms. Whitney raised a salient point as far as if you want to assist, if someone was invading your property as the case may be, and the FUL holder, in terms of what their response would be?
36:56 And you indicated that you need to be reasonable in your reaction in terms of utilising the FUL.
37:03 Yes.
37:04 When I looked at Section 11 of the Firearms Act, it actually specifies where a person in lawful protection of his person or property can discharge his firearm.
37:19 Yes.
37:20 So I understand what you said in terms of being reasonable in terms of if your life is in immediate danger.
37:29 However, could you elaborate on in terms of when your property, because that is Section 11, 1A of the Firearms Act, specifies a person does not commit an offence if in lawful protection of his person or property, he discharges his firearm.
37:46 Could you comment on that please? I have not seen that before.
37:51 So, Kola, it is the same principle.
37:55 The law gives you the right to defend your life, the life of another, your property.
38:02 But that right is not absolute on its own.
38:05 As I said before, you cannot come out guns blaring because your actions have to be reasonable.
38:12 Your actions, the measure of force or the level of force that you choose to use has to be reasonable.
38:19 And when we say reasonable, think about a sober-minded average person in the same circumstance that you would have found yourself.
38:29 Would that person reasonably do the same action?
38:35 I think now in 2024, if you had a firearm maybe.
38:39 The only time you hear the noise like in the situation we saw there, I don't think a person or the individual is going to warn anybody.
38:46 I think they might just, I can't speak for everyone, but I just say the climate of the country.
38:52 And of course, you know, I don't know if persons have ever held a gun before.
38:56 I was able to hold one, a legal one, on a gun range, not in Trinidad.
39:00 I'm making that very clear.
39:02 And you do feel powerful.
39:04 You really do.
39:06 And when you have that steel that is with you any moment of something happening,
39:13 and you have to protect your family and your property in this case,
39:17 sometimes people wouldn't have a reasonable thinking, thought process with their reaction.
39:25 When all they're seeing is these two masked men showing up, one shouting,
39:29 "If you don't go inside, I'll go kill you. And if I don't kill you first, you might swing back."
39:34 And you see, even the point you're making there, persons who are in possession of lawful firearms,
39:40 you have to be careful with respect to their mindsets.
39:43 Because some persons, they may have the mindset that from the time they see someone or hear someone,
39:49 it's guns blaring or bullets discharging.
39:52 And if they find themselves in such a situation, they may very well do that in terms of what you mentally practice,
39:58 what you mentally prepare for yourself.
40:00 You would have said something a short while ago.
40:02 When you have that metal in your hand, as you described it, you feel powerful.
40:06 You feel as if you're not just one person, but each bullet is another person that makes up you at that point in time.
40:15 That could land you in some problems unnecessarily.
40:19 So again, the message is, yes, the law gives you the right to defend yourself,
40:26 to defend your property, to defend the life of another.
40:30 But also, when you choose to exercise that right, you have to exercise it reasonably.
40:36 Ensure that your exercising of that right can stand the test thereafter.
40:42 I think people have reached that point where, honestly, they see it as what the caller mentioned before.
40:47 It's almost like as a cushion for the criminals.
40:50 We have to be more wary as the law-abiding citizens when it comes to us reacting to persons who are not supposed to be in our home,
40:59 not supposed to be holding us up.
41:01 And what is to say if I have a person constantly breaking in my home to steal my clothes,
41:07 and I realize this is what this individual is doing, or individuals are doing,
41:12 and I put a device on my window, and when you open the window, it's a slice of your hand, and I get charged,
41:17 and you're going to turn and say, "Well, you weren't at home, so no one was in danger."
41:23 So I get in charge for maybe, what, manslaughter?
41:27 Well, it depends on the circumstances. It depends on the situation.
41:30 That is crazy. That is crazy.
41:32 It's almost like the citizens are not protected in a way.
41:35 Now, I hear what you're saying.
41:37 I'm not saying we have to turn into a Wild Wild West where if somebody, you see somebody pass by your gate,
41:42 you open fire because you assume it's that individual may come in or wants to come into your property.
41:48 But it's also giving the right.
41:52 It seems like the criminal has more wiggle room to do what they have to do versus us,
41:59 where we have to follow guidelines.
42:01 Remember, we have to be reasonable in our thinking.
42:04 When someone comes in our home, the first reaction should be this, that, that, that, in this order.
42:08 Let me be a devil's advocate here a bit.
42:10 So that if you happen to be in a situation and you happen to have a firearm,
42:15 and you draw your firearm because the person poses an immediate threat,
42:18 not a threat that warrants you discharging your weapon,
42:22 but a threat that requires you to draw your firearm and prepare in the event that the threat escalates.
42:29 I think the fact that you are in possession of a firearm,
42:32 the fact that you can command a situation with the use of a firearm,
42:36 or persons may very well pat down because you have a firearm,
42:40 would definitely add to you controlling a situation in comparison to an individual who goes the further step
42:50 without thinking about the immediate danger to himself or another person or so forth,
42:57 and just, you know, as I said, discharges first and asks questions after.
43:01 Yeah. We take a break. We'll be back.

44:11 It's crystal clear, say football, say 12th Man, say TV6.
44:17 It's Champions League time. Tension is building in all the best leagues in the world, and the heat is on.
44:25 The number one, numero uno, number one sports show just got better.
44:31 More surprises and a few shocks in football with Andre "Arrow" Batiste every Wednesday at 8.30pm on TV6.
44:40 Put 'em on foot patrol.
44:42 Brought to you by Coca-Cola.
44:45 Guys, listen, this conversation is just going on and on.
44:55 But I want to speak about some of the illegal Venezuelan nationals that we have here.
45:03 And it seems like a major concern because where I sit on a morning on the program that I'm on,
45:10 a lot of people calling where Venezuelans are committing criminal offenses and there's no face.
45:18 When we say no face, they can't identify who this individual is, where the individual lives,
45:24 and they're committing crimes all over the country.
45:26 What is the TTPS doing to deal with situations like this because these are undocumented, illegal immigrants
45:34 who are in the country and they're committing crimes, and not just crimes where it's simple.
45:40 I mean, it's still a crime, but last year you hold somebody up to get their phone or you grab their phone.
45:46 They're killing people now. So what's going on? What's the plan?
45:51 Once we have someone who commits a crime and they're not a national of Chihuahua and Tobago,
45:57 they're here illegally, the court can order that that person, or the court can say that the extradition proceedings
46:05 be instituted against them. And of course, eventually that person could be deported.
46:10 They can also serve time in Chihuahua and Tobago and thereafter be deported as the case may be.
46:16 We also work hand in hand with immigration, who has the lead responsibility as it relates to identifying persons
46:23 who are illegally in the country, and of course doing the same thing in terms of having them repatriated to their home country.
46:32 So they will serve no time if they were caught committing a crime?
46:36 Well, the crime, yes, once you're found guilty.
46:39 But if indeed, let's say immigration and police officers were to conduct an exercise and they find persons who are illegally here,
46:49 they can institute the deportation exercise, to my mind, and then have them deported without instituting criminal charges.
47:01 But with persons who may be, you know, living among the immigrants that are here,
47:10 what you could tell them, because there are situations where, you know, you don't know, they don't speak the language,
47:15 because there's a language barrier that's there.
47:18 What is the TTPS doing in those communities where obviously we're seeing more influx of them being in certain areas?
47:26 To at least assist with your go-take information, make sure the people are up to mark, like what's going on there?
47:32 Well, TTPS treats illegal immigrants as illegal immigrants once we can prove that they are illegal immigrants.
47:42 We treat persons who have that physical outward look as a Venezuelan, in this instance we're using Venezuela as you said, right?
47:53 As an ordinary citizen until we have the information that suggests that this person is illegal.
47:59 In relation to what we do directly, we police, yeah?
48:04 So if we have information that allows us to treat with an individual or body of persons, we treat with it.
48:12 Of course, we are in a situation here with what's happening in Venezuela,
48:16 and of course we take what's happening politically in Trinidad and Tobago also into consideration in terms of how we choose to exercise and how we choose to police.
48:28 So it's a combination of the two, yeah?
48:31 So that's how we have to get it done.
48:34 I hope we get a hold on that situation because it seems like it is getting a bit out of control and we don't want it to get wild.
48:42 Yeah, and just some quick information to the public there, the Central Division, there's a town meeting at Las Lomas on Tuesday the 26th of March 2024 at 7pm at San Helena Hindu Primary School, currently South Bank Road, San Helena.
48:58 Alright, it's at 7pm, that is next Tuesday, which is Tuesday the 26th of March, and this is done by the Central Division, the town meeting at Las Lomas.
49:07 Anyone can attend, of course this is your time to go and let the TTPS know some of your concerns in the area and ways that they could assist you,
49:18 and of course the citizens and persons in the area could assist them as well moving forward, not just be home complaining.
49:26 I want to endorse that 100% because many a times we sit in our homes and we armchair and we complain about what's happening in our community and where is the police and why this isn't happening and why that isn't happening.
49:39 This is your opportunity to go into the community centre, is it?
49:43 Yes, of course.
49:44 And attend the town meeting, there you would have an opportunity to speak directly to the persons who are in charge of the area that you live, Central Division in this instance.
49:55 You can air your concerns, you can voice the challenges that you may have, allow the police officers who police your community to know exactly what you are facing, what challenges you have.
50:07 This is your opportunity, take advantage of it. I really, really want to endorse this.
50:11 Yes, we take a break and we will return after this.

51:51 Consider it sold.
51:53 And of course we are back but before we wrap things up,
52:02 ASP McKenzie, the Easter weekend, that long weekend is approaching.
52:07 Talk to the public because we know you're going to be very busy.
52:10 You're going to have the luxury of having a nice long weekend.
52:13 It is a long weekend but we may not have the luxury of being at home as we really want.
52:19 This is a weekend, just as most holidays, where you'll find an increased police presence across the length and breadth of the nation.
52:25 And just as you would have seen a short while ago, at the port, the exercise has a combination of licensed officers, canine officers, and I think I saw a person with some stolen vehicles.
52:38 You would see a lot of those type of exercises happening.
52:42 There would be some inconvenience to members of the public.
52:45 And of course we ask that you be patient with us.
52:48 We ask that you support our initiatives.
52:50 We ask that you comply with the instructions of the officers.
52:53 And of course, those of you with ill intent, this is a pre-warning so that you can save yourself from yourself before you find yourself in harm's way and in the before court facing a charge unnecessarily.
53:07 So I again want to issue, you know, just that appeal to members of the public.
53:15 Support your local law enforcement.
53:17 Sometimes just a courtesy of "Good officer job, thank you for your support."
53:21 It goes a long way.
53:23 And someone who may have been having a bad day.
53:25 This time we're talking about the police now.
53:27 So we're changing it around.
53:29 I'm watching you. Go ahead.
53:31 We too have bad days, you know.
53:33 So when we're having a bad day and a member of the public smiles and says, "Good job, we love it."
53:38 It goes a long way.
53:39 It feels good. It encourages you to keep going.
53:41 So let's encourage each other.
53:43 I think you should also encourage yourself.
53:45 Give yourself a nice little pep talk.
53:49 Especially if you're having a bad day.
53:51 Because remember, you're all the trained ones.
53:53 We are not trained.
53:55 And then of course, when alcohol is involved, that's another situation.
53:57 But to the citizens, we have to be responsible.
53:59 As a police officer, there are sometimes engaging members of the public.
54:01 Especially when you meet, you know, just one of those.
54:05 One of those with the lip, one of those with the tongue, one of those with the smart comments.
54:09 And you have to be that professional.
54:11 You have to. Because you will get that.
54:13 You will get that.
54:15 And that is why you're wearing uniform.
54:17 You have to do the exam and now be in the position that you're in.
54:21 Not everyone can do the job that you're doing.
54:23 And that's the reason why you're all there.
54:25 So the tongue lashing, you have to expect that.
54:27 Sometimes there are people who are not wanting to abide by what you're saying.
54:31 It comes from the territory.
54:33 But the citizens also know that when the officers do their job, we can't get upset.
54:37 So let's be law-abiding citizens.
54:39 Don't give the government any more money.
54:43 Okay?
54:45 No tickets.
54:47 No speeding.
54:49 No excessive drinking, especially going behind the wheel.
54:51 They don't want to get charged, demerit points.
54:53 Come on, they don't want to get wrecked.
54:55 You want to give the state all that money?
54:57 No marijuana on your person beyond the required limit.
54:59 The limit and no smoking of the marijuana in public.
55:01 Don't see police officers dressed in police uniform and say, "That is not police uniform."
55:06 Don't do things like that.
55:08 Because you know people might actually do that and use that as an excuse.
55:10 But of course the officers will identify themselves.
55:12 Yes, we will identify ourselves.
55:14 And even more canine friends.
55:16 We also want to recognize that they are part of law enforcement.
55:21 They help us.
55:23 They make our job a whole lot easier.
55:25 And they're very helpful as it relates to the detection of those firearms, ammunition, and narcotics.
55:31 Very, very helpful.
55:33 I'm in.
55:35 ASP Mackenzie said it, and I'm sure the other officers are going to reiterate it to the public when you meet them in prison.
55:42 Let's hope when the meeting and the greeting is not one where you're not greeted in the way that you expect.
55:48 Let's hope not.
55:50 I don't want that for our citizens at all.
55:52 I just want you all to have a safe and enjoyable long weekend that will be coming up, the Easter weekend.
55:57 Of course this is the weekend for all Christians to reflect and be able to do better in one's life.
56:05 And also Ramadan is also with us at that time, that period.
56:09 The holiday was declared, yes.
56:11 So as we move forward, let's do better, which is most important.
56:16 ASP Mackenzie, we always appreciate that when you come here, you try your best to inform the public and always let us know the do's and don'ts.
56:26 Thank you so much. Thank you, Chairwoman.
56:28 We appreciate you.
56:29 We get ready for your news coming up next at 7 o'clock.
56:32 TNT, have an enjoyable and safe weekend and be observant of your surroundings at all times.
56:37 We are out until next week.
56:39 God is great.
