01:30My story is an alto story.
01:33I really know I just care. It was terrible.
01:36In between a year time, at that level one, I completed. What? That was so, that was like a joke.
01:42In alto for a long while, I'm not lying. In alto, I jump out. I call me challenging. It was hard, but I fight still.
01:48I started feeling nice. I started feeling sweet about myself.
01:51Before alto, I was so nervous. Never understand a lot of things.
01:55Alto is a nice place to learn. Like if any student in this program, Made in Music or the other students will tune and help out the best students.
02:06The teachers are very wonderful, which is one thing I love. The next thing I love about it, it's free.
02:10You can't study what a person is making. The perception of a person. You have to focus on what you want.
02:16I am enjoying every moment in alto.
02:19Today now, I can read, I can write, I can spell. Get into alto so you can write your story.
02:27Good evening, Trinidad and Tobago. And those of you globally who are usually locked on, we welcome you to Beyond the Tape. I'm your host, Whitney Husbands.
02:50And let's congratulate the TTPS for a job well done because they were busy in Tobago yesterday where we saw the boots were on the ground along with the police commissioner making sure persons in those said divisions were able to go and vote safely with no incidents.
03:07And persons were able to just have that moment and the right to vote. And let's congratulate the TPP, Tobago People's Party, because listen to me, clean sweep the number today, the mark for today.
03:22I think the entire day is 15. So for persons who played since this morning, hopefully all won, I'm not sure. But I know those who play the marks, they might know the best way of doing it. But either way, congratulations.
03:34The people, they spoke and they made it very clear who is now going to be leading the THA moving forward. So congratulations to the TTPS along with the victorious party, the TPP. Now, we speak of traffic, offenses, road safety, anything dealing with traffic is one gentleman that we have to bring in the studio to talk further on it.
04:00He's not the face of it. I think we need to clear that up as quickly as possible. No stranger. We'd like to welcome Sergeant Brent Batson, who's the coordinating police strategic road safety project. How are you?
04:13Good. Always happy to be here to share some knowledge. I just want to also, you know, you mentioned, you know, congratulations to the TTPS. Yeah. And, you know, as you correctly mentioned, commissioner on the ground.
04:24I really want to also give Tobago congratulations. The people of Tobago ran a safe, smooth elections. And I would like to remind all citizens, that's the core of democracy you see there.
04:38You know, and when you have such a disciplined society where everybody and you get the results and there's no contestant results, that is a piece of awesomeness you witness.
04:49Yes, a job well done. So, I know we have a lot to discuss today. I know the conversation is trending a lot. It's when it comes to the RTAs and, of course, the traffic fines and wrecking, which has been started already since the 1st of January.
05:05And persons are a bit confused, which I know you'll bring some clarification to it. So, let's just dive straight into what's taking place today. We're going to head to Tobago just a little bit to see what took place yesterday during the election. So, let's take a look.
07:53of the social media.
10:47So, you know, when we look at what's happening in, good example, Venezuela, Iran, and what's up, and the instability.
10:57France.
10:57France, all this, especially I mentioned Iran and Venezuela, because a lot of the unrest is still linked to what they call illegitimate governance.
11:10And when democracy succeeds like what we see there, and when we see citizens that come out so disciplined, that the police don't have to intervene and cause public orders to be enforced in any way, because everybody knows their role and function.
11:33That is really something that makes us proud for Trinidad and Tobago, me as a citizen, and every citizen should be proud.
11:42Of course, the Tobago Indians, of course, being highlighted, but it's Trinidad and Tobago.
11:46So we're proud of everybody, and of course, proud of the TTPS and the support for the THA elections.
11:53And, you know, we're moving forward.
11:55We keep moving forward in trying to make Trinidad and Tobago a safer place, and more importantly, creating, taking the country back from those who are trying to disrupt that.
12:07Yeah, so we're sticking to what the TTPS is doing, trying to make sure that we have some law and order within the country.
12:15Now, the headlines today that we're seeing more and more is the wrecking, tickets that were being issued for wrecking, and persons clearly not understanding, as a citizen or driver in Trinidad and Tobago, the role and function of where you should park, where you shouldn't park, places that you are now obstructing traffic.
12:35And I think we need to educate the public a little bit more, because a lot of persons are upset because the wrecking has started back since December in the capital city in Port of Spain.
12:46And we're seeing more and more this year, as we go further into the year, where persons are still not paying attention to what is happening and the signs and where they should park.
12:56Yeah, so, all right, so what, and this is just cutting to the video that's being shown right now, right?
13:01Um, Ms. Husband's alluded to the public.
13:05This isn't to the public.
13:07This is drivers.
13:08All right.
13:09Drivers, your job is to obey road traffic signs.
13:12That's part of your basic training when you've got your license.
13:15Mm-hmm.
13:15And two key road traffic signs are no parking and no parking or stopping, yeah?
13:21Could persons understand the signs?
13:24Well, ma'am.
13:24Could they comprehend what they see without seeing a sign saying no parking?
13:27Well, if they can't comprehend a no parking sign, we have bigger problems.
13:32Because it seems so.
13:33I'll just let you know.
13:35Without a doubt, you have to understand something, Ms. Husband, and we are, I'm attached to the traffic and high aperture branch, right?
13:42There's nobody that deals with this more than us, right?
13:46Yes.
13:46City police, the municipal police, are now doing that downtown wrecking operation, right?
13:52Now, let's take a look on Trinbaum, Tobago, and driving public.
13:58Let us be fair, okay?
14:01We know we have a congestion issue, especially in city areas.
14:05We don't want San Fernando.
14:06Yes.
14:06We don't want Port of Spain.
14:08And no law.
14:08All these areas, good.
14:10The wreckers deploy because congestion is worsened when you have illegally parked cars
14:18in roads that are already maxed out for capacity, right, due to more vehicles on your roadway.
14:25Worse yet, in peak hours, and we're talking about people going to work,
14:30we're talking about school activities and so forth happening, people have to go to school.
14:34So, it is exacerbated by the fact that persons are now willfully leaving their cars unattended,
14:46unattended, oblivious to what disruptions they're causing to everybody else.
14:51So, your inconvenience, taking a journey that's supposed to be 20 minutes,
14:56is now taking your 45 minutes to an hour just because of parked cars occupying lanes
15:02that are supposed to be designed for free-flowing traffic.
15:05All right.
15:06Step in who now?
15:07Law enforcement.
15:08Not so?
15:09Correct.
15:09Law enforcement to come out here and say, hey, what, folks?
15:11You see all those signs with that blue background and that red line coming across?
15:17That means no parking.
15:18We're pretty sure you might have seen it in your highway code.
15:23Pretty sure, right?
15:25And that means no parking.
15:27You might have sub-restrictions, and these restrictions will say,
15:31day.
15:32Yes, correct.
15:32All right?
15:33Or it might be alternative days.
15:35Yes.
15:35It might be what?
15:36Time.
15:36Time as well, yes.
15:37Good.
15:37So, you want to make sure you read it, right?
15:40If you have eyesight issues on your part, and then you come up close to the sign,
15:43we hope you can read it, jump back, and you can't move it.
15:45I'm just letting you know.
15:47I'm looking at my eyesight issues, you should be driving.
15:48Well, like I was just saying, the way people take that chance,
15:52you know, you're laughing, but before I came inside the studio,
15:56walked to the front of the building, because I had to stop,
15:59because a guy pulled up next to me and parked, and there's no parking sign.
16:02Now, this is peak hour traffic coming out of Port of Spain.
16:05So, I stopped the vehicle.
16:06This is, and by the way, this is in front, the police vehicle.
16:10Absolute disrespect.
16:12So, I asked him, I said, step outside.
16:13I said, sir, can I see your driver's insurance?
16:15I said, yeah, no problem, officer.
16:16Normal.
16:17I said, just by chance, I see you parked up your vehicle here,
16:21and the sign clearly says, no parking.
16:25He looks up.
16:28Oh, you know, I didn't see that.
16:29How is that even humanly possible?
16:33It's not, but so, it's drivers need to pay more attention.
16:37Could I say this, though?
16:39Not, I am not defending the driver here,
16:41because I was in a situation, which I received a ticket.
16:44I paid my ticket, but I really did not notice the sign.
16:48Okay.
16:49Right?
16:49And that made me get the ticket,
16:52so I couldn't even argue,
16:53because the officer did identify the sign that I passed,
16:56and he said, look, this sign is right behind you here.
16:58So, I mean, we really have to pay a little more attention.
17:01And I bet you, Mrs. Husband,
17:03when you're going parked now,
17:05you're kind of looking for signs now, not so?
17:07Because it's expensive.
17:08Well, you know, it's expensive.
17:10Better be honest.
17:10Well, I'm hoping.
17:11Well, I mean, I will try my best,
17:13but most of the times, you know,
17:14you really have to get out of your head,
17:16because I think most times drivers
17:17are taking on a lot of things
17:18that we have to get to work
17:20if you have certain things you have to say about.
17:22But you operate in a vehicle, ma'am.
17:23Correct.
17:23So you have to be vigilant at all times,
17:25even including signs.
17:27Well, I just want to mention something
17:29that you're kind of pushing on,
17:32which is when you're operating your cars on this,
17:37ask yourself the question,
17:38as I'm getting ready to park,
17:39can I park illegally?
17:41Because you bet,
17:42Mrs. Husband, you're well-traveled?
17:43You better believe in the states
17:46you're looking for those signs, huh?
17:47I received two tickets already
17:48in the United States without paying attention.
17:50And again...
17:51And I was like, yeah.
17:52There you go.
17:54Road open.
17:55Yes.
17:55But still parking.
17:56So I just want to emphasize,
17:58folks,
17:59that the city police is doing their job,
18:02you know,
18:03and their jobs do congestion,
18:06downtown Port of Spain.
18:06So I saw that the TTPS actually put out a release here
18:11to address that.
18:12And again,
18:12remind the public
18:13the importance of how illegally parked cars
18:18affect congestion and so forth.
18:19Cool, no problem.
18:20Yes.
18:20But we have something called
18:23Standing Order 44
18:24that deals with our wrecking procedures,
18:26which also applies, of course,
18:27to the city police.
18:29So you're saying in our release,
18:30you say, well,
18:31if where it becomes necessary
18:33to remove a vehicle by wrecker,
18:35the officers should make brief inquiries
18:36into immediate vicinity
18:38in an effort to look...
18:39Well, hang on.
18:40Hang on, ma'am.
18:42Two things I just want to mention, right?
18:44One is brief inquiries.
18:46I'm not going to commence an investigation.
18:49We understand that.
18:50I just want to, right?
18:50Good.
18:51Brief inquiries.
18:52Anybody driving this vehicle here?
18:53No?
18:54Okay.
18:54We don't even get out sometimes.
18:55I don't have to walk into every single store
18:57within a 100-foot radius
18:59or anything like that.
19:00Good?
19:00All right.
19:01Good.
19:02Now, after that, like I said,
19:04once we've done that brief inquiry
19:06into the area,
19:08we're going to start to remove
19:10that vehicle from the scene.
19:11If the person shows up
19:14and this is what...
19:15We release the person to the...
19:17It has to be the driver.
19:18I saw some clips.
19:19Let me give you a good example
19:20where people complaining
19:22of the police were removing a vehicle
19:25and persons came up to the driver
19:27and say, hey,
19:28think that's our vehicle now?
19:29You're not the driver.
19:30I have to release...
19:32I could release the vehicle...
19:34But to the driver.
19:34To the driver.
19:35Understood.
19:35All right?
19:36So your passenger crew
19:37that was in the club,
19:38but you're the driver
19:39that managed to reach out there
19:41before you reach out,
19:42I don't have to have a conversation with them.
19:44Yes.
19:45Unless they drive out of the vehicle,
19:46they have nothing to do with this.
19:48These are strict liability violations.
19:50But I think that it should also inform
19:52some of the officers as well.
19:53I'm not saying it's all.
19:55But the things you're mentioning here,
19:56some of them don't do.
19:57And I'm not saying to walk in every store.
19:59No.
19:59I have witnessed an officer jump out of the wrecking vehicle,
20:04they clamp up,
20:05and they hurry in to make sure,
20:06and not even an announcement made.
20:08No announcement made, yeah.
20:08It's like, you know,
20:09they have hands in their pants,
20:11and let's go, let's do it.
20:12And I'm just like, wait, look at that.
20:14They didn't even make a general.
20:16Whose vehicle is this?
20:17They just wreck up, ready to go,
20:19and the men excited to jump on the wheels,
20:21and we go on,
20:22and it's like,
20:22this is not making sense
20:24with some of the officers.
20:25Well, again, and then after,
20:26like once a driver shows up,
20:28then we will release the vehicle
20:30and issue the fixed penalty notice, right?
20:32How about if we do get ourselves in this situation
20:36and obey the traffic sign?
20:38Let's start there.
20:39So, you know what,
20:39you do get yourself,
20:40and like I said,
20:41that's a $1,000 ticket, right?
20:43So that's a lot of money.
20:45Yes.
20:45I know we'll have to dive in
20:46a little bit more into this,
20:48and I know callers will be calling
20:50to ask more questions,
20:51but we need to take a short break.
20:52We'll be back.
20:52We'll be back.

22:24and expect us to be grateful.
22:26¿Comprometiste 15 dólares la hora

23:11Report it.
23:12Stop it.
23:14A message from the counter-trafficking unit
23:16of the Ministry of National Security.
23:18Welcome back to Beyond the Tape.
23:33Right now is some housekeeping,
23:34so let's take a look
23:36at what's making day 181
23:39and the latest in the SOE figures.
23:42Number of operations,
23:4313,791.
23:45Target priority offenders,
23:474,005.
23:49Searches conducted,
23:5190,836.
23:53Traffic operations,
23:559,138.
23:58Total persons arrested,
23:595,320.
24:02Total persons charged,
24:042,635.
24:08Traffic offenses detected,
24:0947,362.
24:13Firearms recovered.
24:14We see an increase in pistols
24:16and a total of 292.
24:19Ammunition recovered.
24:20And we see another increase here
24:22with the rounds up,
24:229 millimeters,
24:23and a total of 4,341.
24:26And just increased again,
24:28we're seeing grams of cannabis,
24:30grams of cocaine,
24:31dangerous drugs seized.
24:32Sergeant?
24:34Yeah, well,
24:34we continue our operations
24:35to make the country safer,
24:38you know,
24:38anti-crime operations.
24:39And kudos to all the commanders
24:41of the various divisions
24:42for the exercises,
24:43the traffic and high patrol branch.
24:45We, of course,
24:45support road policing operations,
24:47which you see,
24:48part of the statistics.
24:50And our goal is public safety.
24:52And I remind the public
24:53that's injury and harm prevention.
24:55And that's across the board,
24:56whether it's through
24:57preventing criminality,
24:58but also, of course,
24:59using the roads.
25:01And it's sometimes
25:01a tough balance
25:02because when we're out there
25:03doing our jobs,
25:04you know,
25:05people say,
25:05oh, you're not running down bandits.
25:07Oh, the bandits
25:07are the Uzi Roads.
25:08Yeah, but bandits
25:09are the Uzi Roads too,
25:10you know,
25:11and part of what we're doing
25:11is to pick up on that as well.
25:13Yes, most definitely.
25:14Right now,
25:15let's see what's making
25:16today's headlines.
25:16And those were the stories
25:42making news headlines today.
25:44Now, Sergeant,
25:45let's head into your field of things.
25:47The traffic figures,
25:48where are we from last year
25:50going into 2026 of this year?
25:52Okay, yeah.
25:53So last year,
25:54and I want to remind the public
25:56that for the past,
25:59over the past decade,
26:01we've had consistent enforcement,
26:04education,
26:05as well as engineering interventions.
26:07Road safety has always been
26:09a multi-pronged approach
26:10when it comes to the issue
26:12of road safety.
26:14When we have to respond,
26:17and I'm just making sure
26:18everybody understands
26:19what our efforts are focused on.
26:21When we have to call parents,
26:23when we have to call loved ones
26:24for them to identify bodies
26:27on the side of the road,
26:28there's nothing more heartbreaking
26:30knowing how preventable
26:32these issues are.
26:35And knowing it just took somebody
26:37to obey a speed limit,
26:39wear a seat belt,
26:40not run across a six-lane highway.
26:44That can make a major difference
26:46to whether or not live or die.
26:47But we've seen a nice,
26:49consistent reduction
26:50from the year before.
26:52We have a 6% reduction
26:54compared to 2025.
26:57So you'll see your figures there.
26:58We have a 6% decrease in fatalities.
27:00In 2024, we had 124 deaths
27:03compared to 116 in 2025.
27:06And so far this year,
27:07we have one recorded
27:09fatal road traffic accident
27:11compared to six
27:13for the same period last year.
27:15So that's an 83% decrease.
27:16So that's the direction
27:18we want to go.
27:19That's the direction
27:20we want to maintain
27:21throughout the year.
27:23Sergeant, do you think
27:24quickly that the hefty fines
27:26are sustained in you all
27:27with persons really understanding
27:28the importance
27:29of taking this seriously?
27:31Right.
27:31So great question.
27:33Analogical in regards
27:35to what's been happening
27:37in the public sphere
27:38of the traffic fines, right?
27:39I want to...
27:42Just based on observational
27:45standpoint,
27:47I won't say observational data,
27:49but an observational standpoint,
27:50we have seen...
27:53Now, I want to remind
27:54the public, right?
27:55When fines are increased,
28:00this is just one tool.
28:01Right.
28:02One tool that can be used
28:03to deter certain behaviors.
28:05The increase in a lot
28:07of these fines
28:08are significant,
28:10and it's something
28:11that definitely has warranted
28:14a lot of attention
28:15by drivers especially, right?
28:17It's so significant
28:21that persons seem to be
28:24very, very on their P's
28:27and Q's on when
28:29they operate on the road,
28:30which is what we want.
28:31That is the end goal.
28:33So much so I've seen online
28:34because, I mean,
28:36all of us on social media,
28:37I've seen comments
28:38in one shot saying,
28:39hey, people driving on the road
28:41like the speed gun
28:42out there all the time.
28:42Yeah, no, so...
28:43That's what we want.
28:44Yes, I was not going to mention it.
28:45Yeah, that's what we want.
28:47My eyes hurt
28:47from constantly looking
28:48at my dash.
28:49I'm constantly like this.
28:51And therefore,
28:52you should be constantly
28:52looking at where you park your car.
28:54Oh, yes, yes, yes.
28:54I'm paying attention to that
28:55because I don't want any tickets.
28:57No, and exactly.
28:58So if this is what it takes
29:00for persons
29:01to operate those motor vehicles safely,
29:05the TTPS is all on board.
29:06Any agency
29:08who's responsible
29:09for person's safety
29:11would welcome any intervention
29:14that supports that.
29:15We are not about that conversation
29:17on taxation in public
29:19and this and that.
29:20Hey.
29:21But you're part of it too.
29:22We're part of it
29:22because we are the enforcers.
29:24Yeah.
29:24But every time we're out here,
29:26Ms. Husband,
29:27we are encouraging the public.
29:28Let me give you a good example.
29:30Vehicle inspection.
29:31Mm-hmm.
29:32Vehicle inspection fees
29:33move from $1,000
29:34to $2,000
29:35by fixed penalty notice.
29:37Okay.
29:38When that happened,
29:40well, the line's going wrong,
29:41private inspection garages.
29:42It's not so?
29:43The law didn't change,
29:44Ms. Husband.
29:45It was always there.
29:45So was it that the $1,000
29:48was not an effective deterrent
29:50and that $2,000 is?
29:52So it's like $1,000 was like,
29:54you know what,
29:55that's not too bad, you know.
29:57This is outside licensing office, right?
29:59And people are lining up
30:01for various reasons, right?
30:02It's not just inspection,
30:03something about the transfer.
30:03But they have other things
30:04that they have to do.
30:05Of course, of course.
30:06But definitely things
30:07that people know
30:08that they have to get done.
30:09So just to be clear,
30:11persons who are watching
30:11this video here,
30:12this is Sunday going in.
30:14Yes, this is Sunday
30:15going into Monday, you know.
30:16Yeah, that's correct.
30:17That's correct.
30:17People are camping outside
30:18because for one thing,
30:21they don't want to have
30:22to get themselves
30:23in this situation.
30:24$2,000 is a lot of money
30:26for everybody.
30:26So question now,
30:27with that being said
30:28that we're seeing here,
30:29and we heard the statement
30:31that was made from the PM,
30:33and just mentioned
30:35that, you know,
30:35having a grace period.
30:37Where are we now
30:38with that,
30:38with the discretion?
30:39We're seeing that.
30:40All right, hang on.
30:41Yeah.
30:41So we're tying up
30:42two different things here.
30:43I don't want to clarify, right?
30:43Yes.
30:44So the inspection sticker,
30:49there's no grace period
30:50for that.
30:51Okay.
30:51I want to mention,
30:51get that crystal clear
30:53with everybody,
30:54every single driver working,
30:56right?
30:56Good.
30:57There,
30:58and what you're seeing there,
30:59and I just want to emphasize
31:00in folks,
31:00if you know
31:02that vehicle is not inspected,
31:05and you're using it
31:05on the roadway,
31:07it means you're taking a chance.
31:09Right.
31:09Fair enough?
31:09Correct.
31:10We're all big enough
31:10to do that, right?
31:11You're a driver,
31:13you're a big person,
31:14you understand
31:14that's a risk you take.
31:15And I hear you might say,
31:17well,
31:17I still have some stuff
31:18to sort out,
31:18and it's not my fault,
31:19and it's your fault.
31:20We understand that.
31:22The enforcers out there,
31:23whether or not
31:24it's traffic wardens,
31:25whether it's TTPS,
31:27whether it's municipal,
31:29whether it's licensing,
31:30whether or not
31:31it's airport authority
31:32or CDA,
31:34that's how much people
31:35can issue tickets.
31:36That will be up
31:37to the officer's discretion.
31:40And don't get me wrong,
31:42there's some officers say,
31:44I understand what you're saying,
31:45ma'am,
31:46no problem,
31:46get that sorted out.
31:47Where it might be,
31:49a traffic task force unit
31:50that come in there,
31:51I don't want to hear that.
31:52Yeah.
31:53That's what you may face,
31:54and that's the truth.
31:55So it's a chance
31:56you're going to take.
31:57I'm not saying,
31:58if you choose to park up
31:59your vehicle,
31:59because that might be cheaper,
32:01okay,
32:02while you get your document
32:03sorted out,
32:03that might get it sorted out,
32:05fine.
32:05But for example,
32:07let's look at insurance.
32:09In the history
32:10of Toronto-Tobago,
32:11there has never been
32:12a fixed penalty
32:13to the value of $10,000.
32:16But what does it mean?
32:17It means the state,
32:18because we are officers
32:19of the state,
32:20we are law enforcement,
32:21is sending a clear message
32:23that has zero tolerance
32:25on uninsured motorists
32:26on the road.
32:27So you don't have to wonder
32:28if that man bounces
32:29if you have insurance or not.
32:31Yeah.
32:31Because that's another
32:32big problem
32:33that has permeated
32:34the driving network.
32:36So again,
32:37these are things
32:38with the Motor Vehicle
32:40Insurance Act is clear.
32:42Yeah.
32:42Section 3,
32:43you must have.
32:44We have more to discuss,
32:45and that's why you're here
32:46to clarify everything.
32:47Let's take a break.

36:39that very soon we could reach that status um not just in the road traffic laws but in you know all
36:47laws across the board and um this husband you know with all the respect you know i give you
36:51your compliments but um you know um i'm not too sure if you might not be aware um it seems to be
36:58a little playful you know with with with the conversation and i only say that as a caution
37:03because as we in a developmental stage and trying to bring it back to a low abiding space you know
37:10some persons try to deter you from following the law and everything and um you know so i just
37:15provide that feedback and generally as a citizen for me when it comes to like safety peace peace
37:21of mind peace of spirit you know that that's really priceless okay thank you caller okay all right
37:28appreciate that yeah yeah i tell it my truth yeah i'll tell my truth that we need to light it out
37:33no no without a doubt and again we appreciate that that that that uh that transparency and that we're
37:39we all have to use the road and some of us may fall short sometimes you know yes um but but even even
37:45going back to just reminding the folks that um we we the police and those agencies which i mentioned
37:52our job is enforcement right the the state's job the legislators legislators sorry their job is to
38:00to make these laws um so when you're out there and i and i hear you guys you know saying that we're
38:06seeing social media posts so the usual thing i started back those nasty wicked police and this and that
38:13they're doing their job yeah yeah they're doing their job if you could just please support us by
38:19doing the right thing being respectful of doesn't everybody know that could make a major difference
38:23on that interaction with the police sir how you interact with them is very important but i also
38:27want to mention when we're out there with a very specific goal sometimes it's targeted it might be a a
38:33anti um uh no insurance exercise understood okay so you roll your dice if you choose to not obey the law
38:43yeah i think it's also important that persons understand as well especially being a citizen like myself
38:48that we have to pay attention to a lot of details that we may take for granted and we will get
38:55stuck with a ticket which we don't want to have but we have to also learn from it if we do receive
39:01the ticket like i have received many times before and not wanting to receive it yeah of course moving
39:07forward definitely so it shouldn't be just you know a moment of you just you know i get the ticket and
39:12if i get the next one i don't care but we're moving right along because this is the big guns now
39:16right yes amendments that took place let's talk about this sure and so this is a uh and we don't
39:21have the exhaustive listed yes yes most of them in in schedule nine i guess of the road traffic act
39:27right so as we mentioned before for example driving without a valve inspection sticker that is now moved
39:32to two thousand dollars so we have that a hundred percent um increase there yes failure to wear seatbelts
39:37uh moved from one thousand to fifteen hundred again and that's that's a significant increase in as well
39:42so little things like i said that just buckle up before you drive so important you don't want to be
39:47driving on the road see the police and then reach fit and then cause yourself some problems at the same
39:52time breach of traffic signs from 500 to a thousand dollars that was me right failing to comply with
39:58permissible vlt so those are the tint regulations those remain so that's still a two thousand dollar
40:03fixed penalty notice and that has remained and i want to remind persons to please visit your your tin shops make
40:11sure it's in compliance um and if you need a tint exemption please uh apply make the necessary
40:18application to the transport commissioner driving out valid insurance that's the big jump one thousand
40:22dollars it's now ten thousand dollars um like i said that that that's a that's a mortgage payment
40:27for some people you know so so just don't do it you know just don't do it please we're begging you
40:33mobile phone use increased by 125 dollars to 1 125 dollars exceeding speed limit now i want to
40:40remind persons with the speed limit change yeah it's it's it's what we call uh risk tiered right so
40:47the faster you drive the more you're going to face in a penalty right so for example if the if you're
40:54exceeding this phone exceeding the speed limit uh by one to nine kilometers an hour that fixed penalty is
40:59now two thousand dollars it used to be a thousand if you're caught exceeding by 10 uh to 20 kilometers an
41:05hour it's moved from fifteen hundred to three thousand dollars exceeding by 21 to 30 kilometers
41:11it's increased from two thousand to four thousand dollars and if you're driving 31 kilometers an hour
41:17over sorry over 31 kilometers it's now four thousand five hundred dollars so that that's significant and
41:23it's fair because uh the faster you drive is the more risk you put into the network yeah um more
41:28recipient to passengers or the road users so you'll pay that penalty as well defective fittings
41:33to move 450 dollars to 900 and that that's broad um that could be things that the officer or license
41:39officer um things that could cause a danger that could be anything from a crack well a crack a crack
41:46windscreen well defective breaks uh could be under the well defective fittings could be under defective
41:50brake lights itself um improper overtaking move from one thousand to two thousand dollars and i want to
41:57emphasize this because this is another high risk thing that tends to occur you're going to maracas you're coming
42:03around a corner and and this idiot is overtaking coming head on towards you or you're on um good
42:09example the valencia stretch yes yes there's broken lines but for god's sakes you're overtaking a line of
42:16traffic yes and almost no shoulder in some of these areas so you're putting other people at high risk so
42:21that's increased to two thousand dollars and that's something we're very happy to see uh defective tires
42:26move from a thousand dollars to two thousand tires critical part for friction for stopping vehicles and for
42:31being safe for moving uh water for many tires so it has traction so you you've seen a lot of these
42:38major uh uh penalties have been increased yes and and we're reminding the public yet yes it will
42:45significantly impact significantly sorry impact your wallet you know if you're found in breach so let's look
42:53at obeying two things sergeant with the defective tires that we saw many persons i am assuming in
43:00cases where you see these tires that really smooth yeah most of the times they take the chance because
43:05my tires still run in it yeah yeah i'd have no reason to change it and not understanding the importance of
43:11it so tell me how persons could be aware of changing their tires yeah and being in the know of it and i have
43:17another question i saw somebody somebody circulating where they said the officer put a 25 cent piece
43:23um and said if it's measuring to a certain point in the 25 cent piece it's defective i don't know about
43:30that i don't know what training that officer went through to expect and come to that that conclusion
43:35whether that's subjective or objective i'm not too sure how he came up with that but um what i will say is
43:40that every single tire has a built-in tread with depth indicator right which when the tire is worn
43:47down to that level it means it's time to change right so you remember the whole purpose of your
43:53treads in your tire is to channel this place water so it has constant traction with the road so you don't
43:57lose control you don't skid you'll have steering control still and um it's important part now there
44:04there are persons and don't get me wrong one of the amendments um that is being proposed by the
44:11uh minister of transport and civil aviation is that uh you will now have a warning first
44:18right and that is for vehicle defects so depending on what that defect is and i think he has a list of
44:26of about 18 yes where uh if you are caught with it you'll be given a warning right and you'll have
44:33a certain time period to fix it the warning will stay on you then produce your vehicle for i didn't
44:39want it fixed right once it's fixed within that time period of three days you bring it in we will

47:56good afternoon happy new year with me and it is goodly gentleman sergeant same to you sir i i had called
48:03uh two weeks ago concerning uh iris drive street in dunneville um there's a lot of speeding going on on that
48:12street um i'm an elderly guy and sometimes i have to actually jump out the road to get away from the
48:20speeding vehicles i call the corporation and they promised to come and see the street so that they could
48:26probably install some speed homes okay but um every single day as a school is a speed i do is a wall of
48:34future and i want to plead with the residents of ibis drive dunnegan please if they could take it
48:41down 20 please thank you with you sure this is ibis drive where what road ibis drive i didn't catch i didn't
48:51catch it either but um yeah if you can call call back colon and give uh give uh the producers the exact
48:58location we will come in and do a speed management exercise uh to the public's benefit um and raise the
49:05awareness um sometimes when we go to sites um we visit it first and sometimes the signage is deficient
49:13so we work with the ministry of uh transport and we get traffic management branch to put down signs
49:19so that when we start to enforce you can't say you don't know there's a sign yes so i hope to get
49:24information so we can assist we have another caller caller good evening
49:27hello caller yes hello good evening mom go ahead good evening mr huspers good evening sergeant i have
49:38a question in terms of business owners who have drivers driving their vehicles and they don't
49:45want to fix the vehicles where does that leave the drivers of those vehicles i think that it's almost
49:51like they're driving under a form of duress i think that sometimes you need to think about possibly
49:56tickets in the business owner because i know jobs are hard to get and sometimes the drivers are a
50:02little hesitant and the owners don't want to make the necessary adjustments they don't want to fix the
50:08vehicles and then that falls on the driver i think something should be assessed where the tickets are
50:13not just assessed to the driver but to the insurer of the vehicle a lot of that is going on and no one
50:19is talking about it where people feel like you know i need my job i have to keep my job but the driver is
50:25actually facing the brunt of the issues with the owner of the business establishment not taking
50:31accountability for the condition in which the vehicle is thank you yeah sergeant um mom i i can't my
50:38pause reason because last week uh i stopped uh um a 10-wheeler uh dump truck that had two smooth tires
50:47down to canvas here and um you know when the driver came out i asked him are you crazy that load that
50:55you're transporting well you can't have tires like that he said he told me obviously if i tell i tired
51:01telling the boss man uh he had to change them tires fixed penalty notices are strict liability okay it could
51:08it could only go to the operator it means the operator made that decision to to use that vehicle on the road
51:13so what did i do took the name of the business from the insurance because it has always insured to
51:19and we called the businessman and we told him you have a vehicle in here that on the road here that
51:26needs new tires i said so it's either we're going to come and visit your premises all right and we start
51:31to ticket every single vehicle that comes out there once it hits the public road yes all right or sort it
51:37out because you're getting paid i mean think about it they're coming from the quarry they're getting paid
51:43you have to reinvest reinvest into interior assets um it was very disappointed and mom i hear you
51:50because there are some unscrupulous businessmen who sometimes you know pressure uh some drivers but
51:56the way is always written it's a fixed penalty strict liability uh violation sergeant your action was
52:01perfection well we have another caller caller good evening right caller okay thank you yes you're live go ahead
52:13okay good night good night to you all what's a happy new year uh what i would like to know like
52:19these direct vehicles of this garage and parking inside a road right um i found red hill w
52:25so apparently we would like to know where the position because it is uh uh very um safety hazard
52:34also uh lgc uh traffic condition and also when protection using the the walk path the zero the
52:42other jump over the train because they have a line of vehicle park so we would like to know exactly well we
52:47have been numerous complaints and the date not has been done so we would like if we can help you out in that
52:54situation thank you very much yeah if you could leave your contact number with uh the um producers that would be great
53:00i don't know if we could grab his contact number yes um so wayside garages and even um what we call
53:06unauthorized garages which have been coming up and propping up in residential communities you know have been
53:11creating some issues we have sections in law to deal with it and usually corporations would assist um
53:18with identifying because they also are health hazards um with those direct vehicles um it is one of the
53:23areas we're going to focus on in 2026 so um we're going to encourage persons to report it in whether it's
53:29through your station um or to the corporation because even the city police can actually help us uh with
53:35because of that type of enforcement so um definitely we hear you on that and we encourage
53:40business entrepreneurs and and businessmen and mechanics here but you you the public road is the
53:46public road it's that you don't own that yes we've seen seen people on harapete avenue putting cones
53:51to block off their business alleged for their their what their customers so i'm warning you know a man
53:57will offer me up for that hey i will security i will come and move i will arrest i will arrest whoever puts
54:03down those goes under the highways up for obstructing the roadway yeah i thought you was going to
54:06find the light i'm telling earlier move those cones you'll personally see me visiting uh uh
54:11our pizza and that is the public tell a person wants to buy a gyro they can park up there and buy
54:17their gyro you don't you don't own harapete avenue so i want to crystal clear with everybody
54:21so that we have another caller caller good evening good afternoon yes your life go ahead sir yes
54:27my husband and officer you know we i think we fall into something as i have been victim and and
54:36don't get me wrong officers if all you had um did this this level of you know the penalties or you
54:47know like let me forget you fine but if all you had done all your work all the time
54:53and half of this problem wouldn't be existing but they give too much of people too much of blight
55:01many many times i see things on the road and i wonder what's my boy police are doing the work boy
55:06you know and because of that everything gets so out of hand that technically now because of the fine the
55:16same people have to come and face in i think the police was doing the work properly don't get me wrong
55:21i respect the officers i get sometimes big big big trouble trying to defend them but let me be real
55:29if two three years ago maybe 10 years before you know because i have a high-end vehicle i have a bmw
55:37and not very very very rare they don't stop me you know and sometimes i don't say but what's what's
55:45going on here boy you know while you are low abiding citizen you know and i try to do everything in
55:50in the right way but yet still you know and the amount of higher people were hiring vehicles but
55:57you don't have all kinds of legal things in them but people wonder so i think what what citizens faces
56:04now is some something that if all you had stepped up in many many times before i think things would have
56:12been a lot better but i think the the penalties now have nothing to do with with people all right
56:19color yeah thank you i hear you not so uh i'm gonna agree with you on on some parts of it because i i
56:25always say way enforcement is consistent it really helps change your culture where it's inconsistent and
56:30sporadic yeah it doesn't help um um change that technology has aided us you know once we got the digital uh
56:38u-turn system digital ticketing system that that had really helped us in and deploying technology
56:44um to even identify behavioral issues just by how we issue these fixed penalty notices and of course the
56:50ease in which we can efficiently deal with it so um i hear you're not caller uh but we are improving
56:56and if if it is what you're saying we're saying that the officers you're seeing them more active then
57:01that's a good thing yes now we have a few seconds before we wrap things up i want you to speak to the
57:05public quickly as we enter into the carnival season sure and these things that persons right folks i just
57:11want to remind you all that we know it's carnival season we're going head on full speed into it um
57:17we're um i want to remind persons that from the first of january 2026 the dui legislation has changed
57:26once you fail your breathalyzer your first time offense all right is has moved from twelve thousand
57:35dollars to twenty four thousand dollars your second time offense has moved from twenty two thousand five
57:42hundred to now forty five thousand dollars all right you you might be able to to to buy you understand
57:49buy a car okay in some cases all right so it is not worth it so we're begging everybody please designate
57:57your driver use a taxi service or a ride share do anything that is necessary to make sure you don't
58:02get yourself in this situation but still enjoy your car yes thank you sergeant baton being here with us
58:08and we get ready for news coming up next tnt until tomorrow god's fair life we'll be back same time
