05:26that take time out of their busy schedule to view us on an evening.

05:39And on top of that, the weather, and persons are trying to get to them.
05:42So, you know, transportation is going to be a major issue.
05:45I'm hoping to see more officers out at this time, because it's needed at least a direct traffic,
05:50and make sure persons are safe.
05:51But there's something that I want to touch on that is very popular on social media today.
05:56And this is the incident that took many persons by surprise.
05:59And, of course, you know, we have our citizen detectives who break down things.
06:04But take a look at this.
06:07Now, we're seeing here from those of you who may not know what transpired,
06:14ASP, you could guide us with confirmation if this lady was running behind the gentleman
06:19with a bag in his hand, because I don't understand why she's still on the phone.
06:25But is that an officer?
06:26Well, I understand it's a police officer.
06:30Excuse me.
06:31Yes, I understand it is a police officer.
06:34Of course, I don't want to say too much, because it's a situation that is under investigation.
06:38We're asking members of the public who may have information to, you know, 800-6555,
06:44the Besson Street Police Station.
06:45We're asking for your assistance to solve this crime.
06:50I understand the police officer was indeed a victim of a robbery.
06:58So I would just, that is how it has been reported, Ms. Husbands,
07:02and investigations are continuing.
07:04I would say no more on that matter.
07:05I don't want to say anything that may prejudice the investigation going forward.

07:49Let's go into the public satisfaction survey.
07:52I know you're very passionate about this.
07:54Where are we with this now?
07:54Well, the public satisfaction survey continues.
07:58It runs until the 2nd of November, 2026.
08:03You can access the survey on the flyers in the station on ttps.gov.tt online,
08:10as well, our Facebook page and stuff like that.
08:13It takes about five minutes.
08:14We are trying to get at least 3,500 persons partaking in the said survey.
08:22However, I'm asking you all if you all could do me the favor.
08:24Let us have approximately about 10,000 or even more because, I mean,
08:28your ideas or suggestions, we want to know what you would have experienced.
08:33It's about you telling your experience and not what was told to you by somebody else.
08:36We want a fair rating.
08:37We want an honest rating.
08:39Tell us where we did good.
08:41Tell us where we fell short.
08:42Tell us where you think that we need the improvement
08:45because this is what would help guide our strategic and operational structures going forward.
08:51Now, we have a public satisfaction survey video that we want you all to take a look at.

09:28Tell us where we went well and in what areas we can improve
09:33because to see the full picture, we need your perspective.

09:50Six or nine is the question asked is according to your perspective and how you see it.
09:54And that is why it's very important that you participate in the public satisfaction survey with the TTPS
10:00to make sure that we are all clear in moving in that said direction.

10:06All right.
10:06So right now, it's time for us to take a look at what's making today's headlines.
10:46And those are your stories making today's headlines.
10:49Now, ASP, I know that we can't talk further on the situation, the domestic violence video that is circulating
10:56because I know the TTPS is already involved dealing with reports.
10:59But what could you say to persons who are reluctant to make reports
11:04and there's evidence showing that they are being abused?
11:07Well, Ms. Husbands, I thank you for that question.
11:10You know, persons are wondering what happens next if no report is made.
11:16And I wanted to let Trinidad and Tobago know that notwithstanding a report has not been made officially,
11:22whether it's by the victim or otherwise, the members of the Trinidad and Tobago Police Service,
11:26we still can investigate and do have a power of arrest.
11:32So Section 342 of the Summary Offenses Act Chapter 420 allows a constable to make a complaint in a case
11:40of assault and battery.
11:42Even when the aggrieved person declines to make one, even when the victim says,
11:50I forgive him, I ain't given no report, we have that power.
11:54We could still do the investigation, charge, lay the complaint, notwithstanding anything to the contrary of the act.
12:02Of course, the offense is related to the assault, the battery, which what you would have seen in the video.
12:08Going forward, we also have other sections that help support this Section 342.
12:16So when you look at 341 of the said act, it tells you anyone may lay complaint for a summary
12:24offense
12:24unless the law curating the offense limits who can.
12:29So unless the law says a person outside of the victim cannot make a report, then it continues.
12:39Anybody could make the report with respect to the incident.
12:43When you look at 343 of the said summary offenses act, it states any police officer
12:48may lay the complaint in the commissioner's name and conduct the proceedings.
12:54Okay.
12:55And it gets even sweeter when you look at 634.
12:58Some just continue to call sections that support the authority that we have,
13:02that we can investigate and lay charges and place before court persons to answer charges of assault by beating,
13:10domestic violence situations and stuff like that without even the victim.
13:13So Section 634 says, it states that the complainant is not obliged to give evidence in support of the complaint.
13:22That meaning the victim, the video, the officers who attended, and other witnesses can carry the case.
13:31So you may choose, and I'm just saying things, let me not use you, let me say female ex might
13:36say no,
13:36but female ex has an aunt, an uncle, a brother who was present, they can also come to court.
13:43But video evidence could stand up here too?
13:44The video evidence, yes, because we can use the video evidence.
13:46See, the video, the officers who attended, and other witnesses.
13:51Because an officer could give evidence to him, notwithstanding he didn't see the actual assault,
13:56but I arrived on the scene and I witnessed the person with red substance oozing from the left side of
14:01their face.
14:02So we could give that evidence.
14:03All those with help build the case, the brother, the uncle, the aunt who witnessed the event could also come
14:08to court
14:09and give that statement, notwithstanding the actual victim refuses to.
14:15The court also has a power in a situation like that.
14:19So we look at Section 46 and 49.
14:21It states that the court can summon a material witness or issue a warrant in the first instant if satisfied
14:30on oath
14:31that the witness won't attend unless compel.
14:35So the witness already said, I ain't coming, I can do your warrant.
14:39The court can issue a warrant for that person to attend.
14:43And that could include a reluctant victim, though it is delicate call in a domestic violence case.
14:51So we understand the trauma.
14:52We understand you may not want to regurgitate, but if we see the necessity for you to come to give
14:58the evidence,
15:00the court can instruct you by way of our warrant if you refuse to come so that you can give
15:07that evidence.
15:08And lastly, Section 53, if a witness refuses to testify, having arrived at the court,
15:16the court can still dispose of the case based on any other evidence.
15:22So the court can make you and compel you to come.
15:25And if when you come you decide, I'm not saying anything, the court could still,
15:29could and will still take into consideration all the surrounding evidence given by the police officers.
15:36Maybe it went and did a medical because sometimes, yeah, yeah, because you do a medical
15:41and then somewhere there you will make up.
15:43Yeah.
15:44We already have the medical so we can use all of that and still.
15:47But what if the suspect admits to committing the said act?
15:53Better yet.
15:55And, you know, in case persons wondering, there was a situation in Tobago with a couple of police
16:04and that person, the investigation was done.
16:07It came, the information came by way of video, just like this.
16:11Right.
16:12Investigation was done.
16:14Because of an officer within the protective agency, it went to the DPP
16:18and instructions were given from the DPP office to lay certain charges.
16:23All right.
16:23I know we have to take a break.
16:24But when we come back, I just need to find out from you something where you could guide us.

16:31As a teacher teaching how much he is, I never see if I have a subject called bullying on a
16:38timetable yet.
16:39But all them children want to beat up other children instead of beating their book.
16:45And to me, that is big, big failure.

19:19Before we went to the break, I wanted to ask you this question.
19:22When a suspect admits to committing an assault or some sort of domestic abuse openly on social media or even
19:32broadcasting on radio, where does the TTP step in there?
19:35Right. And I'm saying I understand the relation with respect to what has been taking place.
19:41And because I know I was just amazed by, you know, how some people took the opportunity to get the
19:49information first and take that opportunity to boost ratings in the various media houses.
19:54Yes.
20:04Yes.
20:05Okay.
20:06By way of court.
20:07To access that video, to have that confession or admission of guilt form part of our evidence.
20:46All right. So we will leave that there.
20:48Going forward, when it's good, we're sharing it. When it's bad, we are sharing it as well.
20:51Following the submission today of the Trinan Tobago Police Service third quarter 2026 performance report to the National Security Council,
21:00the Commissioner of Police has taken further step to release a public performance appraisal of the TTPS consistent with the
21:10principles of transparency, accountability and evidence-based assessment.
21:16The appraisal examines.
21:19The TTPS's performance for January to September 2026.
21:23So that's the period we're looking at against the corresponding periods in 2025 and 2024.
21:29The principal indicators show that homicides, which is a big concern for tonight and Tobago, serious reported crimes, road traffic
21:38accidents are all below the corresponding levels recorded in both comparator years in that we have less murders, less serious
21:49crimes, less road traffic accidents.
21:51Homicides stood at 265 compared with 275 in 2025 and 475 in 2024, representing reductions of 3.6% and
22:0644.2% respectively.
22:10Serious reported crimes declined to 7,593, representing a 13.3% reduction compared with 2025 and 17.3%
22:24compared with 2024.
22:27Road traffic accidents declined to 13,324, which shows a 36.8% below or drop decrease as opposed to
22:402025, while fatal RTAs decreased by 27.2% compared with 2025.
22:50We understand that the homicide position also plays within a longer historical context, a life-like examination.
22:59From January to September, homicide figures from 2001, listen, to 2026 shows that the 265 homicides recorded in 2026 are
23:16lower, and I repeat again, are lower than 20 of the 25 preceding years.
23:26So, we are seeing the decreases coming forward.
23:30The appraisal also identifies areas requiring continued attention, which we will continue to look at.
23:38But let me just repeat the commissioner's words, and I quote,
23:44Accountability cannot mean reporting only when the figures are favorable.
23:49If I, and I'm quoting the commissioner here, right, am required to account for the performance of the police service
23:57to the state,
23:58then I believe the public whom we serve should also be given a clear and measurable account of our performance.
24:06The figures demonstrate progress, but progress is not victory, so the fight isn't finished as yet.
24:13Where we are improving, we will say so.
24:17Where we are falling short or require greater effort, we will say so with equal candor.
24:24The public is entitled to judge the TTPS.
24:27Hence, we have this push for the survey on evidence and results, so they can judge us on evidence and
24:37result.
24:38The purpose of the appraisal is not to declare the work complete, but to provide the public with a measurable
24:44account of where the TTPS is achieving results,
24:47where challenges remain, and where continued operational effort is required.
24:53So, Ms. Husbands, in the words of the commissioner, we continue to ask for the support of the public in
24:59summary,
24:59but we have made some successes, we are not gloating, and no, are we going to just slow down.
25:08We will increase our efforts to be even more successful going forward, but we share to the public that, listen,
25:16this is where we are.
25:18We have had several successes in some of the most critical areas, that of road traffic accidents, fatal RTAs, serious
25:26crimes,
25:27and most importantly, homicides.
25:30But what we want now is greater participation from the citizens of the country, follow the satisfaction survey,
25:37and let us continue to improve the Trinidad and Tobago police service.
25:40Yeah, this is important that you all give information to the public, so that we can see what is happening,
25:45even though you will have the news to us, we're not taking on the noise.
25:49It is that it is there, as you mentioned, accountability, transparency is needed when it comes to what is happening
25:56within the TTPs,
25:57because we are seeing some of the bad apples who are causing this grease towards the uniform, and of course,
26:03the TTPs at large.
26:05So, with this, this is guiding us so we can see what is happening, and some persons can say they're
26:09also feeling it,
26:10because I mentioned when we opened the show, the presence of the officers are felt in certain parts,
26:16and we are seeing the officers out and about, and it's not just in the AC, but we are also
26:21seeing them on the P2s, foot patrol.
26:25Their presence are there, and we're seeing where the mobile units are also working,
26:31because they showed information where arrests are placed, and I saw a lot of activities.
26:35Yes, and over 300, but yes, I saw a lot of activity, and I was just, one time I saw
26:41it,
26:41by the turbo flyover, where it wasn't just, you see, in the police vehicle parked up there by the mobile
26:49units,
26:49but we saw other officers who were out and observing cars passing, stopping cars, engaging,
26:55and that was in the night.
26:56Definitely.
26:57You know, so we are seeing that.
26:59I don't like how you're stressed on in night, as if the police don't work in the night.
27:02What do you mean that was in the night?

27:08That is what we're talking about.

27:10Okay, but no, I just say, when we want to really see when something happens,
27:14I wish, you know, when you're driving, I wish the officer was nearby when they see this happen,
27:18or when this took place, but you're all trying.
27:20You can't be everywhere, you know, to Houdini.
27:23So it is something that we continue to work with,
27:26and I hope that we are able to find a way to continue to build trust.
27:29But we continue to do things to build trust and confidence.
27:32Again, I would always reiterate the survey.
27:36And, you know, we continue to recruit and train officers.
27:38Training is an important part of the TTPS.
27:41We train and retrain.
27:42Training is constant within the TTPS.
27:44As legislation comes forward, as things improve, as the decisions are amended,
27:49you know, as new operations come forward, we need to continue to train officers.
27:53We continue to recruit.
27:54And as we get more officers, you will see that increase in visibility.
27:59And officers should also take the initiative to be on top of things as well,
28:02not just wait till you all go to training.

35:03once you read it and you find everything is okay with it, you're going to be granted

35:11numbers on it and that's the numbers you're supposed to go with. As I keep telling people
35:15you're allowed three dongs. If it's 15, the lowest you're supposed to go is 12. If it's
35:1910, the lowest you're supposed to go is about 8. But I keep telling people with all that
35:24documentation, you're going to constantly be charged. All you have to do is the right thing,
35:30let's apply, that's it. It's the same thing like when you're applying as my supervisor
35:33was telling you, when you're applying for SEL, you don't go and get the gun and then for
35:37the paperwork, you have to have the paperwork and everything together with the gun. So at
35:43the ending of the day, once it is, you have that documentation, everything is going to
35:47go good. I understand your safety, I understand your concerns, but the law is there for every
35:52point.

36:01you start to panic or they don't even get that kind of reaction like licensing officers

36:50is that you have presented statistics and you have shown a trend that is, which is a declining
36:56trend in almost everything, which somehow I don't believe because I'd like to see what's
37:03the source of the data. And the second thing, I have completed your survey and having had considerable
37:09experience with the design of surveys, the analysis of surveys and the preparation of reports
37:15from surveys, I found it very limited. And I, whereas you would be able to get yes or no
37:22answers from it, I don't know how you will be able to come up with any sort of suggestions

37:50What we use, the Crime and Analysis Problem Unit, that is CAPA. They have all the statistics.
37:58They can tell you how much murders we had, how much RTAs, how much reports we had, whether
38:05it's by station, whether it's by this division. We have something called COMSTAT, where you
38:11always compare any stats based on what your last need, your troubled crime, your serious
38:15crime. When we look at the temporal data and stuff like that, time, place, date, location,
38:23what kind of crime you're getting on that particular location, temporal analysis, we call it. So, we have the CAPA
38:29branch, and then when they do their big COMSTAT, which is done with the commission, the
38:34deputy commissioners, the heads of divisions, they now come to the division, and they do. So, they
38:40will have one general.
38:41Yes.
38:42So, each division commander is called to account for their division, and why either your crime
38:47went up, or what you're doing that caused your crime to go down, so that the others could
38:52probably see if it can be implemented in their division.
38:55So, there's no way of you doctoring your information?
38:58No, you cannot. You cannot. We can tell you all, all that comes in, all, all. Now, we are
39:07not strangers to the fact that underreporting on every statistical, because I'm a student
39:13of science myself, right? And every survey you had to cater, I imagine, for error.

39:19So, we can only present what we are seeing. We are not, how to put it, we are not going
39:31to say that there may not be some level of underreporting. Okay. Because underreporting
39:36is a serious thing as well. Some persons think, I just don't want to go in that station, I

39:47the last time they went into the station. Or some of your officers not taking the reports.
39:50Or some of them officers might not take the reports. They tell them they were at outside the

39:57be victims of crimes where they may feel shame. Mm-hmm. And choose not to go. So, like, for
40:02instance, when you look at fraud offenses, some people might be ashamed to come and say,
40:06well, I already got a message that I win some money. Or a relative in Zimbabwe. Yeah.
40:12Leave some money for my innocence. Some people might be ashamed to say that. But we could only,
40:17what, and that's how we measure it, what...
40:19Was reported.
40:20That is it. So, if you don't report it, then we are unable to treat with it. Okay.
40:24So, there will be our officers to come and make the reports. I hear the caller.
40:29But this is what we have. And I'm only presenting what we would have observed based on the reports,
40:34based on the crimes, based on crime trends, and going forward.
